Carton’s merging with Golden’s

MARCH 2, 2016 THE BEACON

COSHOCTON – Carton’s Shoes and Golden’s are becoming one and Lynn Weaver is excited about the change. “It will be one stop shopping,” said Weaver, whose family owns the businesses. People need to stop in and check us out.” Another nice feature of the merger is that the men’s shoes are located at the front of Golden’s. “That way they don’t have to walk through

However, they will no longer carry children’s dance shoes or men’s work boots. Shoes are now available at Golden’s, but Carton’s isn’t empty yet. The three letter word

LETTER TO THE EDITOR I am sorry to hear and say that another hurting and killing of the innocent has taken place. But you see it is because of that three letter word that starts with a G. Yes, that three letter word is supposed to be there to protect the innocent, not hurt them. Yet there are so many places that it has been removed from and not allowed in, how can it protect? Yes that three letter word. Its use has been twisted and turned so we do not know how to use it, yes that three letter word. If we were only allowed to use it correctly, use to help us, to protect us, yes that three letter word. Well, I suppose by now you know what I am talking about, yes that three letter word. You see, the three letter word is God. Peace, Frank T. Cichon

MARCH 7TH, 1976 The Peanuts are coming to the stage of CHS April 30 and May 1. Charlie Brown, Lucy, Linus, Snoopy and the rest of the gang will feature in the musical “You’re a Goodman Charlie Brown,” written by Clark Gesner and based on the comic strip by Charles “Chuck” Shultz. “It’s a day in the life of Charlie Brown,” according to Steve Mitchell, director of the play. Mitchell said he chose this play because “It’s fun to do and it’s fun to sit and watch. It’s escapist comedy, not satire on anybody. You could read something into it, but finally it just proves that somebody is always worse off than you.” MARCH 7TH, 1986 Two River View High School seniors spent a week in Washington D.C. Ellen Crown and John Dillon spent their week in DC attending seminars regarding the problems of modern democracy and the conduct of government affairs. Ellen Crown, daughter of Patricia and Kenneth Crown, is a member of the National Honor Society, is active in band and choir and is involved in both basketball and volleyball. We need her the most here, just let her stay If it’s just for a while, if it’s just one more day. He said, Oh my child, you don’t understand She’ll be a healed soul if she just takes my hand. Go ahead, cry if you must, shed many a tear But always remember...I am nothing to fear We knew she was tired, the pain she could not hide He guaranteed no more hurting if she stood by His side He promised her beauty and gold streets in His land So we tearfully and painfully let go of her hand. He said letting go hurts the ones left behind But I promise once you do you will eventually find She’ll be happy and singing and the first one you see She’ll be waiting in heaven and what a miracle it will be Written by Daughter Lorrie McGraw-Hardesty

It has been two years ago today, that you were called home. Although we were not ready to let you go, we knew that we had to. We watched as you fought to stay with us, we knew you were in so much pain and watching you was so hard. God held out his hand and called you home. our hearts are still hurting but we know that you are no longer in pain. You may not be here on earth with us, but you will always be in our hearts. We still say that is what pap would say or that is what pap would do. You are never far from our thoughts. We love and miss you very much. Until we see you again, all our love.

MARCH 7TH, 1956 With a combined 77 years of service and 62 completed projects under their belt the Hothem family has shown their dedication toward the 4-H Club. Mrs. Hothem joined the club in 1917. It was the only one in the county, and it actually existed prior to the arrival of the county extension agent and before official records of its existence was kept. In this first club members were: Marie Walker, Russell and Frederick Wells, Myron Karr and a young Mrs. Hothem. Mr. Hothem, whom was greatly interested in 4-H club activities, served as the advisor for the progressive livestock club for 19 years. He now advises the children of his former pupils.

transports from the hospital doesn’t cover the cost of the crew” Shroyer said. “The loss of revenue limits CCEMS staffing for these transports and only allows for taking one transport from the hospital at a time, while the hospital sometimes needs more, which forces the patient to wait.” Out of Ohio’s 88 counties, Coshocton County is one of 23 that operate a County EMS system, and Shroyer is aware of only three county EMS agencies that provide nonemergency transportation services. Very few publicly funded EMS agencies provide nonemergent ambulance transportation, generally non-emergent ambulance service is provided by privately owned ambulance companies. Ending this agreement allows the hospital to work with any and all ambulance providers, just like the surrounding hospitals.

of a “Preferred Provider” agreement for ambulance service that the Coshocton County Commissioners and Coshocton Co. EMS has with Coshocton County Memorial Hospital. This agreement was initiated several years ago when Coshocton County EMS was owned and managed by a private corporation. This agreement established that the hospital would utilize Coshocton Co. EMS as its primary ambulance provider for transporting patients from the hospital and had been continued after the EMS returned to county ownership in 2008. The Affordable Care Act, the expansion of Medicaid, and the rapid growth of Medicaid Managed Care plans through commercial insurance providers have negatively affected the county’s ability to receive reimbursement for these transports. “Just five years ago the billing revenue generated by transports from the hospital paid for an ambulance crew and a new ambulance each year, now the revenue brought in by the

COSHOCTON - Mindy Fehrman, the director of Coshocton County Job and Family Services, was excited to speak with the county commissioners at their Feb. 24 meeting about a new comprehensive case management program. The new program will be geared toward 1624 year olds and hopefully catch them before the welfare system becomes a way of life. The new approach will go beyond the current summer youth program and help people build the skills necessary to support themselves. Fehrman said the clients will be given the guidance needed to graduate from high school, earn their GED, go on to get post secondary education, learn how to rent an apartment or even set up a bank account. JFS also will place them in job sites where they pay their wages and help them get the training they need to be successful. “The focus will be on basic skills that we might take for granted, but they’ve never been exposed to,” Fehrman said. “We will identify their barriers and help them get past them. This is what we are supposed to do – help people become self sufficient. Right now I’m real excited to be part of this and think we will be more successful with people if this is the focus we take.” The initiative is being pushed by the governor and state officials and Fehrman believes Coshocton will get an additional $175,000 in TANF funds to help them administrate the program. Fehrman said that someone will be hired to supervise and coach the individuals involved in the program. All she needed from the commissioners was a resolution making JFS the lead agency in the project. Todd Shroyer, director of Coshocton County Emergency Medical Services, also met with the commissioners to discuss the termination

Stephanie would like to remain active and involved with Leadership Coshocton after graduation and to help with youth leadership as well.

Weights & Measures Week: More than meets the eye

COSHOCTON - Weights and Measures Week is celebrated March 1-7 each year to commemorate John Adams signing the first United States weights and measures law on March 2, 1799. Weights and measures responsibilities in the marketplace have expanded well beyond simple scales and meters and include much more than meets the eye. In addition to testing gas pumps and grocery store scales, today’s weights and measures officials are responsible for regulating a sophisticated, fast moving marketplace. As part of her statutory duties, Christine Sycks, Coshocton County Auditor, is the sealer of all commercial measuring devices in the county. Jarrod Tipton acts as her inspector and seals the devices on her behalf. Weights and measures officials operate in today’s marketplace to protect consumers and provide fair competition among businesses. Besides assuring you are getting the correct amount of fuel or paying for the correct weight of an item, inspectors also examine price scanners in electronic point-of-sale systems to INSPECTOR Jarrod Tipton is the inspector for the Co- make sure customers are charged the right price shocton County Auditor and their office is responsible for for their items. Recently officials across the country have been teaming up with law enforcement to combat the use of credit card skimmers. Weights and Measure Week is a way to help the public to be more aware as consumers. As part of the recognition of this week, the County Auditor’s Office will have daily posts to their Facebook page (search for Coshocton County Auditor’s Office), their window on Main Street will have a special display, and Inspector Tipton is making himself available to speak to students or organizations. If one suspects a faulty device, would like more information regarding local inspections, or would like Tipton to speak to a group, please call 740-622-1243. Weights and measures affect everyone and is one of government’s most impactful consumer protection services.

Johnson-Humrickhouse Museum’s HVAC upgrade completed

Foundation was created in 1998 by the Coshocton Public Library. Tom Leech, board president at that time, initiated its formation as a way to sustain the museum for future generations. JHM’s small endowment was entrusted to the foundation so that it could be wisely invested. The professional management of endowment funds has allowed the foundation to make a contribution of this kind. The foundation’s goal was also to raise more funds so that eventually only endowment interest would be spent on operations. Its contribution of $97,349 to this project was in addition to its annual support for the museum’s operating expenses. The foundation has been successful over the past 15 years in fulfilling its mission - “Keeping the past alive by the creating, preservation and management of resources to guarantee the future of the Johnson-Humrickhouse Museum.” The Johnson-Humrickhouse Museum serves the Coshocton community with exhibits and programs that promote the community, preserve local history, and educate young and old. The museum also serves the community as a tourist attraction and preserver of cultural artifacts. JHM, administered by the Coshocton County Public Library, relies on support from individuals, businesses and non-profit organizations.

COSHOCTON - The Johnson-Humrickhouse Museum has completed its 10-year plan to overhaul the heating, ventilation and cooling system. Installed when the facility was built in 1979, the original HVAC system did not have the capacity to regulate humidity nor to control the heating and cooling by zones. Because environmental control is crucial for the protection of artifacts, a localized humidifying system and digital environmental controls were the first projects to tackle. The new humidifiers also eliminated the need for the humidifying circulating system that had been leaking more and more, causing water damage to the facility. This first phase in the plan was completed in 2011 at a cost of $95,000. Phase two, the replacement of the hot water boiler, air cooling chiller, and heat pump, was completed in December 2015. Total cost for this phase of the project was $173,077. The Ohio Facilities Construction Commission contributed $57,960 towards the project and the JohnsonHumrickhouse Museum Foundation, $97,349. The balance ($16,668) was covered by rebates from Columbia Gas and AEP. Special meeting called for water rate increase ordinance department head raises were given before the city knew about WestRock and the only ones given out after that were to elected officials. “Not one elected official is paid out of the water fund and the other raises were effective Aug. 1 and we didn’t know about WestRock until October or November,” Kirkpatrick said. Ford said he’d been hearing a lot of rumors and appreciated everyone’s explanations and felt better informed. “One reason we encourage the public to attend these meetings is so they can get information straight from department heads,” said Council President Cliff Biggers. Ordinance 5-16, an ordinance amending ordinance 3-14 water rates for the City of Coshocton customers effective March 1 was given a second reading at the meeting.

BY JOSIE SELLERS McVay had hoped that it would be given a third reading at the meeting so the water dept. didn’t risk losing any more money, but that didn’t occur. “We promised the public that we would have three normal council meetings for this,” Grier said. “Let’s not rush this.” Council agreed to have a special meeting at 5 p.m. Monday, Feb. 29, in council chambers for the final reading of ordinance 5-16. The public was once again encouraged to attend and voice their opinions about the proposed water rate increase. New race to benefit Habitat for Humanity Humanity and the race will give the organization the opportunity to show off some of its homes. “We have three houses in West Lafayette and this is an easy place for us to have people run/walk past our homes,” said Brittleigh Smith, executive director of Habitat for Humanity of Coshocton County. Habitat will break ground on house number 16 at the end of March or in early April. The home will be built on North 15th Street in Coshocton, where Habitat already has one house and plans to build a total of four. A Habitat for Humanity 5K also is held in the fall and Smith said she enjoys putting on these fundraisers. “This is something families can do together that is healthy and a way to give back to the

COSHOCTON – Water rates were again a hot topic at the Coshocton City Council meeting. Resident Dan Ford had more questions for city council members since their last meeting and brought them up during the Feb. 22 meeting. He wanted to know if the water department had cut back on chemicals and why his water bill was as much every month as it was when residents were billed three months at a time. Most of all, he wanted to know why raises were given out when the city knew it was headed for troubled times with WestRock closing. Utilities Director Dave McVay assured Ford that the water department has cut back as far as they can and Ford also was told that the water department would be more than happy to go over his water bill with him. As for the raises, City Auditor Sherry Kirkpatrick explained that

COSHOCTON – Sheriff Tim Rogers was honored to present the officer of the year award to Deputy Scott Mast. “I’ve known Scott for a lot of years,” Rogers said. “He goes above and beyond his assigned duties and often works out of his division to help other employees. He’s been a mentor and teacher to everyone in the office and is a go to guy.” Mast was nominated and then selected by his peers for the award presented at the Coshocton County Sheriff’s Office Awards Presentation Ceremony held Feb. 24, at Grace United Methodist Church. “I’m very humbled,” Mast said. He’s been with the sheriff’s office for a little more than 23 years now. “It feels really good to be able to help people,” Mast said. The sheriff’s office holds its awards ceremony every two years, but this ceremony was the first to include an employee of the year award and civilian awards which went to Dusten Elson, Travis Mullet and Mark Jasper. Mullet was honored for his actions at the scene of a head-on crash. Rogers, who presented the awards, said Mullet came upon the crash that included a vehicle fire and got the driver still in his vehicle out safely. “Without his actions this would have been a fatal due to the fire,” Rogers said. Jasper was honored for helping a woman who was attacked by her German Shepherd. He got the dog away from its owner, put it in its cage and called 911. “He was almost bitten, but was able to make the scene safe for all involved,” Rogers said. Elson received his award for his actions when riding along with Sgt. Chip Udischas. The pair responded to a house fire along with Deputy Dave Stone and fought it with fire extinguishers. “They went in without proper protection and put themselves at great risk, but prevented thousands of dollars in property damage and the loss of lives,” Rogers said. Stone and Udischas also were honored for their work that day and so were numerous other members of the sheriff’s office and the West

It is rare to get to meet an award-winning designer from New York who’s been in this business for years.” Misener says Gardner has been to Universe for visits in the past. “Madeline loves to interact with the customers in the store and loves to see real

girls in the dresses,” said Misener. “She is one of those hands-on designers who likes to be in touch with her customers and get their feedback on what they are looking for. She will take these ideas and suggestions back to her drawing board in New York as she is working on ideas now for the 2017 styles.” Misener shares that the brides and prom dress shoppers love getting to meet Gardner. “Many of the shoppers know her designs and may have chosen her dresses in the past, so getting to meet her is a real treat,” added Misener. “Madeline will be talking with the shoppers that day and will be available for photos as well.” Universe Bridal and Prom Superstore was started in 1997 at the Unusual Junction Shopping and Dining Complex in West Lafayette. Growing from its beginning with just 10 wedding gowns, the store now boasts over 6,000 prom and special occasion dresses, 1,200 bridal gowns and

CONTRIBUTED

hundreds of bridesmaid dresses. The store has continued to grow over the years and recently underwent yet another expansion and remodel. Each week the store sees shoppers from as far away as three and four hours drive. Misener says that Universe has been carrying Madeline Gardner’s designs in the store for well over 20 years. “She was one of the first designers we began with and we continue to have a huge representation in our store of Mori Lee dresses in bridal, bridesmaids and prom dresses,” she said. “Madeline’s designs even grace our billboards and many of our promotional materials. We truly love working with this designer and I hope lots of visitors come out to meet her here on March 6.” Gardner will be at Universe Bridal and Prom from noon until 6 p.m. on Sunday, March 6. Universe is located at 56310 US Route 36 in West Lafayette. They are open seven days a week from 10 a.m. to 6 p.m. For information, go to www. COTC Criminal Justice Technology student offered job before graduation

NEWARK - Heather Spinks is preparing to graduate from Central Ohio Technical College this May with an Associate of Applied Science in Criminal Justice Technology. However, she isn’t sending out resumes to look for a job. That’s because she already has one. Spinks was recently offered a position as a case manager in Coshocton County Juvenile SPINKS Court. “I will work with the adults and some of the juveniles that come through the juvenile drug court,” said Spinks. “I am very excited to use the skills I learned in school to help others through difficult times in their lives.” “Heather has been one of our exceptional students who was always eager to get moving and keep moving, and I am not the least surprised that she has already been offered a permanent job upon graduation,” said COTC Institute for Public Services and Safety Director Kevin Reardon. Spinks returned to college three years ago, when she was 36-years-old. She had worked in the loss prevention department of a retail store for 10 years and wanted more. Spinks lives in Coshocton, so she started taking classes at COTC’s Coshocton campus. “Being that I was out of school for so long, the Coshocton campus helped me integrate back into learning,” said Spinks. “There were a lot of familiar faces. It made the adjustment to college easier.” Spinks spent one year on the Coshocton campus and then started commuting to the Newark campus.

Museums to be open

SHREVE – The Ken Miller Supply Oil, Gas, Car, Truck and Agriculture Museum will be open from noon to 3 p.m. Saturday, March 12. The museum is located just north of Shreve and 12 minutes south of Wooster on State Route 226 (7920 Shreve Road). The museum houses a vast collection of early gas pumps, drilling machines, tractors, trucks and cars. There also is a display of the Pennsylvania Railroad and a Shreve Industry display. Volunteers from the County Line Historical Society host the museum. The museum is open the second Saturday of each month noon to 3 p.m. with a fee of $5 for adults, children 12 and younger are free and a maximum of $15 per family. Paid up members of any Historical Society will be admitted at half price. For more information, or to make a special appointment for a group, call 330-496-4024. Allow at least one and one-half hours for the self guided tour with a printed “tour guide” to move you through the two buildings housing thousands of items. Printed explanations are attached to the displays. There will be several volunteers from the County Line Historical Society available to answer any questions. We know of no museum dedicated to the oil and gas industry

CONTRIBUTED “I came to the Newark campus up to four days a week to take classes,” said Spinks. “I was working as many hours as I could, while still being there for my three kids that play soccer, basketball, softball and baseball.” Even though balancing everything was hard, Spinks knew it was worth it. She said the faculty at the Coshocton and Newark campuses were excellent. They gave her the knowledge and confidence she needed to pursue her dream job. “I look back and think, wow, you can teach an old dog new tricks,” said Spinks. “I can honestly say that I have loved being a student at COTC, and I couldn’t have asked for better instructors. I have gained a wealth of knowledge that I can apply to my career.” COTC is a family affair now, too. Spinks’ 14-yearold daughter is taking classes online through the College Credit Plus program. College Credit Plus allows middle and high school students to take college classes and earn college credit at no cost to them. “She is hoping to be close to earning an associate degree when she graduates from high school,” said Spinks. “I am very proud of her. I wish I would have been this dedicated when I was her age.” Central Ohio Technical College opened in 1971 and is celebrating its 45th anniversary in 2016. COTC is a fully accredited, public college dedicated to providing high-quality, accessible programs of technical education in response to current and emerging employment needs, as well as encouraging the professional development of students, staff, faculty and administrators to assist them in achieving their maximum potential. COTC is the only technical college in Ohio operating four fullservice campus locations: Newark, Coshocton, Knox and Pataskala.

CONTRIBUTED to have as much on display and as well done as this unique museum. Ken Miller spent most of his adult life collecting these tools of the trade he served. Museum is Wheelchair accessible. The County Line Historical Society Museum also is open from noon to 3 p.m. Saturday, March 12. It is located at 281 N. Market Street (State Route 226) across from Shreve Mobil. Parking is available at Shreve Mobil, PNC Bank and the downtown parking lots. Handicap parking is available at the rear of the museum entering an alley off of East Robinson Street. The museum is full of constantly changing exhibits of military displays, collection of Shreve School displays, a library with hundreds of scrap books of old news stories of our area and a Shreve Jail cell. The County Line Historical Society of Wayne/Holmes Museum will also be open from noon to 3 p.m. on the second Saturday of each month with a $2 fee.
