Library to host One Book, One Community their father, Atticus - three years punctuated by the arrest and eventual trial of a young black man accused of raping a white woman. Though her story explores big themes, Lee chooses to tell it through the eyes of a child. The result is a tough and tender novel of race, class, justice, and the pain of growing up.

All community members are invited to join their neighbors and friends for special events presented during March and April. One Book, One Community begins with guest speaker William Theodore McDaniel, Professor of AfricanAmerican Studies at The Ohio State University.

McDaniel will present Understanding Black History through Black Music, an exploration of black music through history, from slavery to modern urban recordings. Understanding Black History through Black Music will be presented on Thursday, March 17, from 6:30 to 8 p.m. at the Coshocton Public Library. One Book, One Community culminates with a program by author Jack Shuler, the John and Christine Warner

COSHOCTON - Coshocton Public Library will host One Book, One Community this spring for the Coshocton community. One Book, One Community is a county-wide reading and discussion program that encourages all residents to read the same book at the same time to create a county-wide book club. For One Book, One Community, the book selected is “To Kill a Mockingbird” by Harper Lee. Nelle Harper Lee is known for her Pulitzer Prize-winning novel “To Kill a Mockingbird,” her only major work. In 1999, it was voted Best Novel of the Century in a poll by “Library Journal.” Lee was awarded the Presidential Medal of Freedom for her contribution to literature in 2007. Her death was announced in February 2016 shortly after the release of “Go Set a Watchman,” an early version of “To Kill a Mockingbird”.

Set in the small Southern town of Maycomb, Ala. during the Depression, “To Kill a Mockingbird” follows three years in the life of 8-year-old Scout Finch, her brother, Jem, and

CONTRIBUTED COSHOCTON - With the spread of craft brewing and distilling, it can be forgotten that the beer and liquor industries are a big business. And, therefore, they are also “big politics.” Historian Dr. Douglas Palmer will present Our Drunken Republic at the Johnson-Humrickhouse Museum on Tuesday, March 15 at 7 p.m. He will explore the history of the beer and whiskey industries and the way they helped form political identity and ideology in 18th and 19th-century America. Consumption of beer and whiskey also shaped national identity in places such as England, Scotland, Ireland and the United States.

Dr. Palmer will include the history of distilling in early 19th c.

Coshocton. The canal was an important conduit of liquor up until the Civil War. He will also mention why the Ohio distilling industry was eclipsed

by Kentucky.

Dr. Douglas Palmer is the Vice President for Academic Affairs and a professor of history at Walsh University in North Canton, where he has worked and taught since 2005. He is a published scholar of the history of the brewing industry in England and has a PhD in history from Ohio State University, an MA from the University of Oregon, and a BA from the University of North Carolina-Asheville. He was a Fulbright Scholar in 2001.

Admission for the program is $4 and $2 for Friends of the Museum.

Home Loan launches chip technology for protection

CONTRIBUTED COSHOCTON – The Home Loan Savings Bank is adding an additional layer of security to its debit cards to help protect customers against fraud – a computer chip. The EMV chip cards are enabled with more advanced security to make it more difficult for fraudsters to counterfeit or copy the card. It is expected that all customers will have working EMV chip cards by the end of March 2016.

“We’re excited to be able to offer our customers new cards equipped with highly-secure chip technology,” said Kyle Hamilton, President. “Our first priority is protecting our customers’ financial data from misuse – chip technology is just one more way to accomplish that.”

The computer chip – a small, metallic square on the front of the card – assigns a one-time code making every transaction unique and the card more difficult to counterfeit or copy. This chip will take the place of the magnetic strip on the back of the card and contains the information that is required to process a transaction. Merchants have been installing new payment terminals to support chip technology. The new debit cards will continue to make payments with the magnetic strip, or, where available, the computer chip can be inserted into the chip reader.

“You need to insert the chip card to benefit from this technology. If a merchant has a chip reader, be sure to use that instead of swiping your card for maximum security,” said Hamilton.

Using chip cards is simple and easy to learn. The Home Loan Savings Bank has provided the following instructions to educate customers: 1. Insert your card into the chip-enabled terminal with the chip end first, facing up.

2. Leave the card in the terminal until the transaction is complete.

You may be prompted to enter a PIN number or sign your name.

Be sure to remove your card when the transaction is complete.

3. If there isn’t a chip enabled terminal, use the traditional way and swipe.

Brinker enjoys February CCYL challenge day

CONTRIBUTED TO THE BEACON BY IAN BRINKER COSHOCTON – I am Ian Brinker, a junior at River View High School. This year I am participating in Coshocton County Youth Leadership (CCYL).

On Wednesday, Feb. 17, we attended Grace United Methodist Church for our sixth Challenge Day to discuss and learn about area foundations and ways to give back to our community. The day’s presenters were: Mr. Bob Pell, The Coshocton Foundation; Ms. Ann Simpson, The Roscoe Foundation; Ms. Heather Rainwater, Rotary Foundation; Mr. Doug BRINKER Speicher, Kiwanis Foundation and Ms. Linda Scott with The Montgomery Foundation.

Also presenting to CCYL was Ms. Melissa Miller, AmeriCorps Service; Mr. Roger Moore and Mr. Doug Wetsch, all who talked about opportunities and ways to serve others.

We concluded our day by serving lunch at the Shepherd’s Christian Assembly.

Thurman Earl Saylor

Thurman Earl Saylor was born on May 5, 1940 in Coshocton, OH to Earl J. and Maude Oschenbein Saylor, one of eleven children. He was preceded in death by his parents and siblings, Mary Ellen Entringer, Pearl JONES Burkett, Essie Hutchinson, Sharon Buncak, Christine Foraker and Fred Saylor. In 1958, Thurman joined the United States Air Force and served his country for three years prior to his honorable discharge

in August of 1961. On February 18, 1961, Thurman married the love of his life, Annette and they raised four loving children. A son, Gregory Earl, died on March 7, 2010 and a daughter, Toni Lynn Saylor Stephens died on May 5, 2014. An active member of Emmaus Baptist Church where he did odd jobs, he was also a former member of Mt. Olive Rescue and worked with Chase Laundry. Thurman also was an active participant with Relay for Life and always had a willingness to help others. An avid reader, he was not one to sit still for long whether it was stump grinding, driving his truck or race cars, or working in his shop. Although he was quite busy, he never gave up an opportunity to take

a nap every now and then. Annette was very special to Thurman and they had just celebrated their 55th wedding anniversary. All of his family held a special place in his heart and he always enjoyed spending time with them. A special member of the family was his dog, “Princess” and she had Thurman wrapped around her paw. On February 23, 2016 while a patient at Wayne Memorial Hospital, Thurman Earl Saylor died while battling Pulmonary Fibrosis and Pneumonia. He was a dear man to so many people and will be remembered as a wonderful husband, father, brother, grandfather and friend.

BY JOSIE SELLERS “Our kids really like to help people,” Rinkes said. “We have very good kids and it warms my heart to know they have the opportunity to get out and do this.”

He also is proud that River View is able to give its students experiences to go along with the skills they are learning in school.

“We want them to know what real life is going to be like after they graduate from high school,” Rinkes said. “You can make good or bad decisions. Help people or turn a blind eye. It’s all about choices.”

He also hopes that wherever life takes them, if they know there is something like a food bank or mobile market that needs volunteers they will lend a helping hand.

“We want them to be community minded,” Rinkes said.

The experience has definitely opened Foster’s eyes.

“I didn’t know there were this many people that needed help with food and carrying things,” he said. “I think it’s important that all the seniors are exposed to this and for them to know that there are people in need.”

This is the second year that Canal Lewisville United Methodist Church has hosted the market and Michelle Darner, who helps organize it, is happy for the help from River View.

Thomas sets record at Danville

MARCH 16TH, 1956 O.W. Bennett, national director of the Cub Scouts, will be in Coshocton next Monday to visit with Tomahawk and Cub Scouts at Grace United Methodist Church. Mr. Bennett develops and promotes the Cub Scouting program for boys 8-10, and he prepares aides for troop leaders. On Monday he will be discussing a number of changes that will be made to the Cub Scouts. Of particular note is the Webelos Den, designed to transition a scout from Cub Scout to full Boy Scout.

Thomas’ 405 pound deadlift weight tied the record at Danville in his weight class. Thomas started lifting in the seventh grade after his friends talked him into it. He said, “I realized that I really enjoyed lifting and now it’s my hobby.”

“There are a lot of benefits to lifting. It’s a good stress reliever, it gives you more confidence, you stay in shape and now it’s just a part of my day. I don’t feel right if I don’t go lift.”

Thomas lifts at Kids America and said his goal in the March state power lifting meet at Kenton is to lift a combined total of 1,000 pounds and “I’m looking to beat the bench record at state.”

Thomas, a senior at River View High School, is a post-secondary enrollment student and attends Zane State taking mechanical engineering classes.

He is the son of Mark and Marci Thomas.

COSHOCTON - Coshocton Counseling Center Director and Therapist Ken Sheffield will visit the National Alliance on Mental Illness (NAMI) Six County family education/support group meeting in Coshocton from 7 to 8:30 p.m. Monday, March 21 at Coshocton Hospital, 1460 Orange St. Sheffield is a key member of the annual Crisis Intervention Team (CIT) Academy that provides annual training for area peace officers for resolving crisis situations, particularly in cases involving those with brain disorders. PEP RALLY The Coshocton Christian School celebrated its 2015-16 basketball season with a pep rally on Feb. 26. Both the girls and boys teams were honored, games of Hungry, Hungry Hippo using real people were enjoyed by all and special cheerleaders, Principal Stan Zurowski and teacher Noah Gallagher got the students and staff pumped up. Lenten anthems will be sung by the Chancel Choir, Crusaders Choir, Celebration Singers, Moving Spirit, and Cantaré, led by Charles R. Snyder and accompanied by Ann A. Leppla and Caroline S. Heading. The music will be woven together with narration read by Andrea Bairas, Gordon Kendall, Grace Millspaugh, Maggie Myers, Heidi Wagner, and Carl Wilke.

Snyder has drawn the narration from the writings of Peter Marshall (1902-1949), the Scottish-American clergyman who gained national attention as pastor of the New York Avenue Presbyterian Church in Washington D.C., and as Chaplain of the U.S. Senate. He is also remembered from the biography, “A Man Called Peter,” written by his widow Catherine Marshall, and the 1955 film adapted from it.

All are invited to share in this musical worship service for Lent.

was at the new elementary school. We wanted a place that if an addition to the building was made, we had access to having restroom close by. On the plus side, we thought that we could tap into the existing heating and cooling systems to make the planetarium more comfortable than the old planetarium, and then it could be used year round.

We could not find a suitable place to make an addition.

We thought about constructing a new building. If we did this, we would have to add restrooms, a heating system, and air conditioning.

The estimated cost was higher then what we thought we could raise.

We then turned to the high school; in fact, we looked at it twice. The first time we had one location that might work. But it was on the back side of the building and far from restrooms.

instrument, but I don’t know how frequently.

The last time that I did any work with the instrument was in 2013 and it worked. It has been in storage since then.

Where is the planetarium stored?

COSHOCTON – Steve Jones is happy to see phase one of the Bancroft Park upgrades underway.

“That park has been an eyesore for a long time and the equipment was worn out,” said Jones, who is the city’s recreation director. “We tore everything out but the benches and are going to seed it and let the grass get established. After that we will have a community meeting to find out what the neighbors would like to have there.”

Bancroft Park is located on South 11th Street and Jones said it belonged to the city school district for a long time, was once owned by the city, went to the park system and then about three years ago came back under the city’s ownership.

“It’s in an older neighborhood and needs attention so the recreation department decided to clean it up,” he said. “This is something the Mayor has wanted to do and something that needs done if we expect others to clean up. This is a first step to show we are working on it.”

The project was bid out and won by William Albert Excavating, Inc. “Part of the contract is for them to dispose of the equipment,” Jones said. “The reason we are taking it out is because it’s in bad shape. We can’t try to sell stuff that kids were getting cut on and is dilapidated.”

He envisions the park being for children in eighth grade and younger since the city already has Himebaugh Park for older kids. There also are plans in the works to make the parks safer by installing security cameras.

“We are going to find out what the community wants first though because we don’t want to put a bunch of stuff there that no one wants,” Jones said. “We will have that meeting mid to late summer once the grass is established because then we can start deciding where to put stuff. We have the money to do this. We just want to plan carefully because we expect it to be there a long time.”

The renovations to the park are being funded by the park levy and Jones stressed the money is not coming from the city’s general fund.

“Through the levy that Lake Park got each community gets $25,000 and we wanted to spend ours on specific improvements,” Jones said.

The district counts on it and is always trying to be good stewards of tax payers’ money. “We aren’t asking for anything additional, but this is critical for us to maintain and continue on with what we are already doing,” Hire said.

What happens if this levy doesn’t pass: The board will have to make the decision about trying to put it on the ballot for the next election. “We are really grateful to the Coshocton community for its past support and ask them to continue to support us,” Hire said. “Education is the foundation for a strong economy and democracy.”

COSHOCTON – The Coshocton County Commissioners met March 2, and agreed to accept a petition from the Bedford Township Trustees.

The petition is for the vacation of the entire portion of Township Road 60A that has not already been vacated and is currently in abandoned status located in Bedford Township, Coshocton County, Ohio. The landowner requested this action and since the trustees had no objections and the commissioners agreed to it the next step will be for the commissioners to schedule a viewing and a public hearing.

COSHOCTON – Coshocton City Council voted 6-1 Monday night, Feb. 29, for a 34 percent increase on citizens’ water bills.

The one no vote came from Councilman-AtLarge Tom Grier.

“The reason I voted no on the water rate increase was because I felt further cost cutting procedures should have been enforced first,” he said. “I’m hoping the RCAP study will show additional saving options for the city.”

Despite that upcoming study, the majority of city council felt it was necessary to pass the ordinance increasing water rates now to counterbalance the impact of WestRock closing.

Even after Utilities Director Dave McVay cut $700,000 from his budget and made staffing changes, the city was still looking at losing $50,000 a month.

“Water rate increases are always a challenge,” McVay said. “We are sympathetic to our customers, but even with this increase we are still in the bottom half of the state on rates.”

They also went from a six tier to three tier billing system and most customers are looking at a $5 increase on the water line of their utility bills.

“We really appreciate this and it will allow us to maintain as a utility,” McVay said.

City council called a special meeting to make this decision on Feb. 29, but typically meetings are held at 7 p.m. on the second and fourth Mondays of the month in council chambers at city hall.

COTC to offer OSHA training NEWARK – Registration is open for Occupational Safety and Health Administration (OHSA) 30 Training for General Industry. The course is being presented by the Workforce Development Innovation Center (WDIC) at Central Ohio Technical College (COTC). The course is scheduled to take place March 21-25, on the Newark Campus of COTC/OSU in Hopewell Hall, Room 55 on the following days/times: • Monday, March 21: 8 to 11 a.m. and 11:30 a.m. to 3 p.m.

I know that we’ve sold over 300 tickets for this game (Ironton) and I look for there to be 500 to 600 people there for us.

for us. The girls just loved it. It was a great time.”

The Lady Generals gave it all they had against the undefeated Ironton Tigers losing a heartbreaker 46-43 in the regional final at Logan on Saturday, March 5. In the process though, they gave Ridgewood fans and themselves something to be proud of and an experience that will reach far beyond the hardwood with a tremendous and thrilling season. A season that is sure to be remembered and replayed thousands of times.

tax levy for five years would be the first and would be the only tax levy funding the county health department.

What will it cost tax payers: The 0.2 mill tax levy would only cost the owner of a $100,000 home $7 per year for five years. “That is about the cost of two medium lattes from a coffee shop,” Lonsinger said.

What will the funds be used for: Revenue generated by the tax levy will be used for the health department’s general operating expenses.

Why should voters vote for this levy: Lonsinger said while the Health Department has remained flat funded from the townships and villages since 2008, the health department’s operating expenses have continued to climb steadily. Additional funding from the townships and villages through the budget commission to offset those increased costs just isn’t available.

To stay within budget, those additional costs have been offset by reductions in personnel.

Although no one has been laid off, when full time employees have left, they have been replaced by part time ones or not replaced at all. The district health clerical position was reduced from full time to one day per week, with clerical duties now being performed by professionals whose time would be better spent elsewhere. Even then it has been impossible to keep the office open full time or to staff someone to answer the phones, causing great inconveniences to the public needing our services.

“I’m sure that everyone understands and appreciates the value of public health,” Lonsinger said. “Your health department helps to ensure that you have safe drinking water and approved sewage disposal. We inspect restaurants and grocery stores so you can trust that you are eating safe and healthy food. We inspect swimming pools, campgrounds, and school buildings so you can feel better about where your children are playing and learning.”

“Our nursing department works tirelessly to vaccinate children and adults to prevent the spread of disease. They also document and track infectious diseases to help stop them in their tracks. Our prenatal clinic ensures that expecting moms are receiving the best care and education possible so they can deliver healthy babies, and our WIC department provides healthy food and nutritional counseling to give those babies the best start in life.”

“The vital statistics department is the keeper of our identities. Vital statistics files births and deaths with the Ohio Department of Health and issues certified birth and death certificates.

“Most of us can go day to day without thinking much about our local health department and what they do for us, but daily headlines around the world show what can happen. From Measles and Ebola outbreaks, to bird flu and swine flu, to endangering the health of every child in Flint, Mich. by the failure of their water system, to the dangerous new Zika virus, endangering the lives

of unborn babies in South America and heading our way at an alarming pace, public health is here to Prevent, Promote and Protect.”

What happens if this levy doesn’t pass: If the levy doesn’t pass the risk is that the public will experience more inconveniences in obtaining services from the Coshocton County General Health District Conesville Village proposed tax levy (renewal) A renewal of a tax for the benefit of Conesville Village for the purpose of current expenses at a rate not exceeding 5 mills for each one dollar of valuation, which amounts to $0.50 for each one hundred dollars of valuation, for five years, commencing in 2016, first due in calendar year 2017.

What will it cost tax payers: The renewal levy would cost the owner of a $100,000 home $83.48 annually (there would be no new additional tax as this is a renewal). It would raise $7,883 annually and is for tax year 2016 and would begin collecting in 2017. This is the only operating levy (other than inside millage which is unvoted). Other funding includes: Municipal taxes, gasoline tax, vehicle registration, and property tax. The Village of Conesville annual budget is $133,628.66.

What will the funds be used for: The renewal levy is for operating expenses, which include: Maintenance of the Village, maintenance and upkeep of the park and playground equipment, maintenance and upkeep of the military veterans memorial, maintenance and repairs to the mayor’s office, street maintenance. It does not include road paving - there was a one percent income tax levy passed specifically for road paving. The Village of Conesville also receives $2,000 annually (for five years) from the Franklin Township Trustees designated to road paving.

Why should voters vote for this levy: “The passage of this renewal is essential in order to continue providing the current level of services in the Village of Conesville,” said Village of Conesville Mayor Marge Donley. “As previously stated, some of these services include park upkeep, equipment maintenance, and upkeep of our military veterans memorial. Passage of this levy gives us the funds needed to continue caring for the village, making it an attractive place for both current and perspective residents to call “home.”

What experiences/skills do you feel qualify you for the position: My 26 years as a pastor have given me many opportunities to touch the lives and needs of our citizens. People don’t care about what you know but want to know how much you care.

Compassion, vision and spiritual encouragement have been the tools I have used to bring positive change to the lives of people. As a police officer for 25 plus years in investigations, my skills to coordinate and plan task force operations from multi jurisdictions, gives me the experience to complete the objectives of bringing results and positive outcomes. Working with people from different backgrounds and expertise has allowed me to bring out the best in people for the best outcome and meeting our objectives.

Larry Householder Why are you running for this elected position: I served as State Representative from 1998-2000, and in addition, as Speaker of the House from 2001-2004. Working with great former legislators and my friends Joy Padgett, than Jim Aslanides we tackled many issues in order to make life better for families in Coshocton County. We pushed for lower taxes, smaller government, greater control at the local level, better schools and restoring our traditional values that made Ohio the envy of other states for generations. As Speaker of the House I took a lot of heat for passing the requirement that our Pledge of Allegiance be returned to Ohio schools.

Under extreme opposition from our Republican Governor and Senate President – I never flinched in passing Ohio’s first Concealed Carry Bill which was sponsored by Jim Aslanides. I took on liberal trial lawyers to pass landmark legislation to stop frivolous lawsuits from destroying family farms and small businesses. My own family was threatened repeatedly when I led Ohio to pass legislation to prevent state tax dollars to be used in performing abortions. That bill became a template used across the nation to “defund Planned Parenthood,” way before all the horrendous stories of their disgusting activities were revealed. We closed down government agencies that duplicated services and passed a balance budget on time, every time. Under attack from the American Civil Liberty Union I pushed legislation through the House that restored School Prayer in Ohio, which eventually was watered down to a Moment of Silence by the Senate. I pushed for greater local school control, helped fund critical life saving equipment for local fire departments and EMS. I was the elected leader of what many believe was the most conservative legislature in Ohio’s history.

I honored the intent of Ohio Term Limits and returned back to our family farm in 2004 to help my wife of 31 years, Taundra, a local teacher, raise our five sons. During my time outside of government service I became disgusted with how our government has become all talk and no action.

How our traditional values are rarely considered when policies are made. We are watching our way of life be destroyed every day, and it’s time for good people to stand tall and speak up.
