United Way of Coshocton highlights Boy Scouts

COSHOCTON - The United Way of Coshocton County is highlighting the Muskingum Valley Council, Boy Scouts of America for the month of November. Scouting has been in Coshocton officially since 1919 when a First Class Charter was issued to the Coshocton Council, BSA. This was the first formal recognition of Boy Scout Troops within the city by the National organization. Scouting has been a part of Coshocton ever since. Coshocton had their First Class Charter as an independent Council (Tomahawk Council, and previously, the Kno-Co-Ho-Tus Area Council) until 1957, when it merged with Zane Trace Area Council out of Zanesville to form the current Muskingum Valley Council still headquartered out of Zanesville. The programs currently being run in Coshocton are scouting, through Cub Scouts, Boy Scouts, and Venturing. Career Exploring is making a comeback within the community through interests of community services and businesses. They currently have eight Packs with

182 youth members and 62 adult volunteers, nine Troops with 109 youth members and 93 adult volunteers, and two Crews with 19 youth members and 14 adult volunteers. The Boy Scouts of Coshocton County will continue to promote the mission and value of Scouting Programs to youth and parents of our communities, and also to the community as a whole. They will focus on the continuation of quality programming offered through current Chartered Programs, and also the growth of Venturing and creation of Career Exploring Posts within Coshocton County. Youth members, and active parents as quality-registered volunteers, are always needed to keep the program running. Funding through the Friends of Scouting program is needed to continue to provide service to our units and volunteers from the Council level.

BYESVILLE - Robin BoyerJackman, of Area Agency on Aging Region 9, Inc., is now one of the select group of professionals nationwide to earn the Certified Aging-in-Place Specialist (CAPS) designation, identifying her as a Housing Coordinator with the skills and knowledge necessary to remodel or modify a home to meet the unique needs of the older population, disabled owners or their visitors. The National Association of Home Builders, in partnership with the AARP and NAHB Research Center, created the CAPS program, which includes training and education on the technical, business management and customer service skills essential to compete in the fastest-growing segment of the residential remodeling industry — home modifications for aging-in-place. Boyer-Jackman is the Housing Coordinator for AAA9. She advises case managers on home modification projects for our PASSPORT program and administers the Housing Trust Fund Grant designed to provide emergency and accessibility modifications for low-income home owners. She has been employed with AAA9 for 23 years. “I look forward to helping homeowners in our community access resources to make their home safer that will allow them to remain in their own homes longer,” said Boyer-Jackman. Roscoe Village has last candlelighting of the season By Beth Scott COSHOCTON – Roscoe Village Christmas Candlelighting has been an annual tradition for many years for the residents of Coshocton County and those from all over the state. Many begin their holiday season with a trip to Roscoe Village the first three Saturdays of the month of December to witness the lighting of the impressive Christmas tree and to sing “Silent Night” with glowing candles. “This event is such a success because families from the state come here to start their Christmas season,” said Becky Lowe, who has been involved with Roscoe Village since 1972 and is the owner and operator of Liberty House. If you have missed the first two Roscoe Candlelightings, there is still one more left this season. Saturday, Dec. 21 will be the last Candlelighting ceremony this season and as always, it promises to bring good, wholesome family fun without all the Christmas commercialism. “When you come to Roscoe, it’s not so commercialized,” said Chad Miller, member of the Roscoe Village Business Association. “It’s not all that flash and bright lights. It’s traditional, wholesome, and down-to-earth.” The honorary candlelighter for the evening will be the 2013 Coshoctonian, Judge C. Flenning Pierce. Becky Lowe will serve at the emcee, Mr. Charles R. Snyder, conductor of the Coshocton Community Choir, Children’s Choir, Youth Chorale, Presbyterian Church Choir, All-Ohio Youth Choir, and Cardinal Chorale, will provide musical entertainment with a group of his singers, and the storyteller for the evening will be Bee Richard-Lehner, past

board member of the Roscoe Village Foundation, teacher, administrator, mentor to county schools, painter at Liberty Pottery, and a member of Roscoe United Methodist Church. “There are different speakers and the stories change, but the concept of an old-fashioned holiday is constant,” said Lowe. This year, the Christmas tree was donated by the Scheetz family in memory of Shirley Scheetz who worked at Roscoe Village for many years. The tree used to sit on the corner of Hill Street and Whitewoman Street where Uncorked is now. Each year, it was handpicked by Mrs. Montgomery herself from her property. According to Chad Miller, people started donating trees in the 1980s. This is also about the time when Roscoe started having two more candlelightings. The second and third candlelightings of the season used to be called Candlelit Strolls. Everyone would gather at Roscoe Village, light candles, and stroll around the village singing Christmas carols with cookies and cider waiting at the end. This only happened for a couple of years and eventually evolved into the three ceremonies we have now. “It’s all about giving back to the community,” said Miller. “That’s why we do it. Our thing is to continue that tradition and the true meaning of Christmas.” The last two candlelightings are sponsored by the Roscoe Village Business Association. “I hope people take away the true meaning of Christmas, caring, sharing, loving, and kindness with a renewed spirit for 2014,” said Lowe. beth@coshoctoncountybeacon.com

COSHOCTON - Craig Matis, an artist and parent of a young man with mental disabilities, will be having an exhibit at The Pomerene Center for the Arts Jan. 4 – Feb. 7, 2014 entitled. “Autism: A Mexican Adventure” with an artist reception on Saturday, Jan. 4 from 4 – 6 p.m. Matis has created a series of 17 panels, all of which tell the story of a father who takes his autistic son on a journey through Mexico, as a way of coping with the recent death of his wife in America. Using a mixed media technique of folded paper and 3-D pencil drawings, Matis has incorporated his own personal experiences with

Being a visual artist, as well as a musician, designing what he coined as “songbooks” later became a format, which was a natural extension of the band experience. The gallery viewer was directly involved with the individual books: walking by the text/imagery on the gallery walls while listening to the band’s recorded material on a portable CD player or iPod. In earlier exhibitions, each individual song had a corresponding songbook, which consisted of a series of images that illustrated the song’s narrative. A few years later, Matis created two songbook installations. One was entitled “Riverside: Personal Views of Racism”, which was followed by “Trench Cuisine: A Rock Band’s Recipe for Semi-Success”. The latter work featured a series of 24 panels, engaging the viewer in a surreal story about a fictional band’s attempt to achieve commercial success, from its inception to its culminating tour through the United Kingdom.

COSHOCTON - In November, The Youth Ministry from Sacred Heart Church attended the National Catholic Youth Conference in Indianapolis Indiana, with over 15,000 other Catholic youths and 5,000 adults. They were also blessed with 36 Bishops participating for all or part of NCYC. The theme was Signed, Sealed and Delivered, signed by the waters of baptism, sealed by the Holy Spirit, and delivered from death into life. The mornings started at 7:15 a.m. as they loaded the bus and headed to Lucas Oil Stadium for a two hour rally, then they would head over to the convention center where they attended several classes, the Sacrament of Reconciliation, and then at 6:30 p.m., they

The way we were... 1953

In the years past, many West Lafayette residents had enjoyed the enormous 24-foot Christmas tree located in the old grade school yard. This tree was decorated and cared for year after year by one man, Mr. Willis Moore. The tree had been a tradition since 1929 when the president of the West Lafayette’s Women’s Club stated that there ought to be a community Christmas tree each year placed on the grade school lawn. The motion was passed by the club, and that year, a tree was purchased for $5. The next year, popularity of the tree began to grow as another tree was purchased after the first one died for $15 and men of the village donated $41 for decorations, headed by Moore. This tree, being only 10 feet tall, began to grow and flourish as Moore personally took over its care. Up to this date, Moore had cared for the tree for 31 years.

COSHOCTON – Knox Porteus has been a member of the Coshocton Soil and Water Conservation District board for 27 years and is stepping down from his position. Porteus has worked approximately 2,063 hours as a volunteer, the equivalent of working at a regular job for almost a year. While he does receive reimbursement for travel expenses, Porteus has donated his time on the board. “We going to miss his guidance on the board,” said Deb Bigelow, district administrator.

The December issue of, “Ohio Schools” featured an article by Coshocton English teacher, Chester Loos, which was entitled, “Let’s Not Bore Students by Needless Repetition”. The article detailed teaching grammar to elementary students and argues that students may become bored with English and grammar because some parts of English grammar are repeated to them throughout their school years. Loos wrote in his article that he wanted to teach higher levels of grammar earlier in students’ lives so they would be able to learn even more through their student careers. He argued that by teaching students new grammar only once instead of multiple times might make students more eager to learn because they would understand they would not have a refresher course later.

December 19th, 1973

When five students in the River View High School agricultural drafting class heard that the County Home might be shut down due to lack of a fire alarm system at every exit, the students took action by donating their time after class to complete detailed drawings of the home for the company performing the work to finish by the January 1 deadline. The students went to the county home on their own time to make necessary measurements to obtain scale drawings of the home. After measurements were complete, time was allotted during class to complete the floor plans under the direction of project coordinator, Sam Siegrist.

“Sometimes in meetings, it looks like he’s not paying attention, but he really is. You need to have your homework done when you present your project to Knox because he’ll ask you a lot of questions, which is good because it makes you work harder.” Porteus is a full-time farmer and ran for the board in 1987 when a friend asked him to. Previous to being a board member, he had been working with Coshocton Soil and Water on various projects. “I’ve just enjoyed the people who work here and helping area farmers and other people who do conservation plans,” said Porteus. “It’s all business, but it’s enjoyable.” Five community members volunteer on the board and their job is to lead programs, hire staff, and develop program policies, among other activities. In the future, Porteus plans to keep on farming and working with the Coshocton Soil and Water Conservation District. “He’s certainly given us the best of what we could ask for,” said Bigelow. The River View Lady Bears had just extended their winning streak to eight straight wins by defeating Tri-Valley with a 49-37 victory, knocking down one more road block to winning the Muskingum Valley League title. River View’s key player for the night was Denise Albertson who scored 20 points for her team. The Bears never faltered that night and kept the lead throughout the night. The game started with a 10-2 lead with Karen Butler of the Lady Bears scoring four points near the opening of the game. The closest the Lady Scotties had to the lead was in the middle of the third quarter with a three-point difference. In January 2013, the Farm Service Agency (FSA) began offering the new MicroLoan program. From January 2013 thru September 2013, FSA funded 3400 microloans nationally. As of September 30, 2013, there were an additional 500 microloan applications in process. Of the 3400 microloans, two-thirds were made to beginning farmers and 648 of the loans were to female farmers. The FSA microloan program was developed to better serve the unique financial operating needs of small family farms, beginning farmers, and socially disadvantaged farmers. The microloan also will be useful for the credit needs of specialty crop producers, produce farms selling at farmers markets, and operators of community supported agriculture (CSAs). The microloan program offers a simplified loan application form and loan process. The requirements for farm management experience have been modified to accommodate smaller farm operations and beginning farmers. Microloan applicants will need to have some farm experience but this can be supplemented by an apprenticeship and by gaining farm management experience working with a mentor. FSA microloans are limited to a maximum of $35,000. The repayment terms for a microloan will vary with the use of the loan funds. Microloan funds used for annual operating expenses are scheduled to be repaid within 12 months or when the agricultural commodities produced are sold. Microloans for livestock and equipment can have a term up to seven years. The interest rate for microloans is based on the FSA regular operating loan rate. Microloan funds can be used for all approved FSA operating loan purposes such as initial startup expenses; annual operating expenses such as seed, fertilizer, rent; purchase of livestock and equipment; hoop houses to extend the growing season; and irrigation equipment. made the three hour trek across the state with her mom to share her story with the Circles program participants. Afterwards, the graduates talked with Holycross and asked questions. Coshocton Circles is a program hosted by the faith community and designed to help people lift themselves out of poverty with classes, encouragement and advice. To say that the program is helpful would fall short of what it truly means to those involved, both from a point of emotion and group togetherness. You could feel the emotion in the room and hear it in the words shared by Tammy Fox, who is the program coach, as she greeted each graduate with a huge hug, smile and told those in the room why each person was special and about their unique gifts. Tears rolled freely as Fox poured herself into the evening. Following the program she shared her thoughts, “They met with me every week, learning about making that transition from poverty to making changes in their life. One of the greatest desires is to see people get out of poverty. That’s a great goal, however, sometimes we don’t give people the tools to do it, Tonight part of the emotional difficulty is because it really does signify a change in who they are and what they’re going to do and where they’re going to go from here. We hope that they’re going to do great things, but we know that it’s going to take lots of other people than just the team of us to do that. It’s going to take an entire community walking beside us.” Talking about the impact on the Coshocton community, Fox shared the story about, “If you give a person a fish, you feed them for a day, if you teach them how to fish, they learn a skill for a lifetime. We want them to learn a skill for a lifetime, whether it’s budgeting, or holding a job, or being a better parent or being involved in the school system, we want them to learn that skill for a lifetime. Our hope is that they’re going to learn lots of skills, take that and become amazing citizens within this community.” Larry Stottsberry, who participates in the program, said, “I started the program a little late, but my girlfriend brought me in, and it has changed not only for myself, but for our family ,we both have two girls that are about the same change. Being a veteran ,being out of the military, and thinking you can be successful,

Taxpayers with tax compliance services letters encouraged CONTRIBUTED TO THE BEACON to contact the County Auditor’s Office COSHOCTON - County Auditor Christine Sycks is encouraging taxpayers to contact her office regarding their property values before hiring an outside firm promising lower taxes. Property tax values are available at the auditor’s office where the staff will be happy to explain what values are on record and how to file an appeal. The entire process is free if you feel the value is too high. The letters list a sale price and guarantee your value will change to that price if you allow them to file. The estimated fair market value has several components: 1) the most probable price for which your property would sell, 2) if a sale is used, whether the property was sold in an open market and between a willing buyer and seller or not (excludes sheriff sales, foreclosures, sales to relatives, etc.), and 3) how old the sale is and whether or not there have been any changes to the property since the sale date. Tax Compliance Services of Cleveland has

mailed letters to area residents saying they are offering a “100% Guaranteed Reduction” in real estate taxes and won’t charge anything until a refund is issued from the county – and then they charge 50% of the refund as their fee. Similar letters have been mailed to property owners in counties across the state and sometimes appeals are filed without the owner’s permission just based on an inquiry call. The appeal process, called Board of Revision, is a process set up by state law as a method for taxpayers to get their values individually reviewed free of charge. No one can offer a “guarantee” of a value reduction by the Board of Revision. Sycks states “Promises of risk free filings are extremely misleading. Each case is considered on its merits and documentation presented and the Board of Revision can change the value as warranted.” Any refund generated by the changes would be sent to the taxpayer in

The auditor’s office records reflected a value of nearly $6,000 less than this, so this would have resulted in an increase in taxes. Property owners who believe their value is inaccurate can file a Board of Revision Complaint for free by March 31, 2014. Habitat dedicates home to local veteran

Dave Rogers from Annin Flagmakers presented Ford with a flag and a flagpole for his new home. Hardesty gave the final dedication and the ceremony closed with everyone singing Amazing Grace. “Thanks to all of our volunteers and committee members for working so hard,” said Hardesty. WEST LAFAYETTE – It was an emotional day last Saturday, Dec. 14 as Habitat for Humanity dedicated a home to local veteran Grant Ford and his family. The ceremony began at 2 p.m. and despite a cold rainy downpour, many people crowded around the home with umbrellas to share in this happy occasion. “This has been an indescribable blessing,” said Ford. “This is the beginning of greater things to come. I am truly blessed.” The colors were posted by the Coshocton County Veterans Color Guard and Helen Scholfield, Coshocton Habitat president, gave the greeting and introductions. Rev. Joel Mason, who pastors the Branch United Methodist Church where Ford and his family are members, gave the opening prayer, and John 4: 11-16 was read. and many independent vendors. “We wanted to share what small businesses have to offer to the community for Christmas,” said Cherie Reveal, organizer of the event. In addition to Christmas shopping, the event raised money for two local causes. One cause was for a young girl in the community with leukemia. During the Super Stocking event, baskets totaling more than $1,000 in prizes were raffled off for Team Emily. All proceeds went to Emily’s family for medical expenses. Emily has been hospitalized for over 90 days and the first symptom that something was wrong was a nose bleed. “Emily is very intelligent, smart, and an outgoing person,” said Dana Moore who coordinated the raffle for the family. “She has a lot of friends at school and the school has given us a lot of support.” The other was for Lucian Brinks, a local 12-year-old wrestler, who is the first wrestler from the area to be accepted into the Ohio All-Star Wrestling Team. The team has been in existence for 32 years and consists of 26 of the top 5th – 9th grade wrestlers in the state. Brinks will tour the country and wrestle 14 All-Star teams. He will travel with his team mates for 45 days June through August. He has been wrestling for five years. “I’m looking forward to getting to train with some of the best kids in Ohio and out of Ohio,” said Brinks. “I like to wrestle because it’s the only sport where you’re in complete control of what happens.” Brinks also has a website, gofundme.com/wrestletough or find him on Facebook to donate to his trip. CANDLELIGHTING

The second of Roscoe’s candlelighting ceremonies was held last Saturday, Dec. 14 at 6 p.m. with snow falling softly to the ground. Certified Gold, River View’s concert choir, began the event with Christmas carols. Chad Miller, Roscoe Village Business Association member, was the emcee for the evening and gave the history of the Christmas trees that have been donated each year to the Candlelighting ceremonies after Mrs. Montgomery personally selected a tree off of her property each year. Since the 1980s, trees have been donated to Roscoe. Pastor Matthew White of the Christian Apostolic Church gave the invocation and the benediction, and Ken Smailes was the storyteller for the evening. Smailes told the story of a tiny tree who was so small, he couldn’t see what was happening in the world around him, and all the larger trees had to bend down to tell him any news. The night that Jesus was born, the tall trees bent down to tell the little tree, but as a band of angels appeared, they chose the little tree to come with them to see Jesus and decorated the tree with the silver and gold they had brought for the new baby. Boy Scout Troops 419 and 403 were on hand with cookies and a lamp lit tour of the village was conducted at 7 p.m. For more information on the last candlelighting of the season, see page 5. While there, The Catholic Relief Services put on an effort called “The Helping Hands Effort”. They make up boxed meals to be shipped overseas, some of the youth helped with this effort, and by the end of the four days, a total of 100,000 boxed meals were ready to be shipped overseas to the hungry.

COSHOCTON – The Coshocton County Commissioners met Wednesday, Dec. 11 with Doug Schonauer of the Coshocton County Probate Court to discuss moving monies from child support payments into a separate fund. He also reported that he received a verbal approval of a federal grant. The grant is a four-year reimbursement grant and totals $130,000. With that funding, Schonauer hopes to hire a parttime drug court coordinator. The commissioners also had an employee/ employer relations meeting with Schonauer and Cheryl Smailes from the County Auditor’s office present. No new business was discussed. The next meeting will be March 12, 2014. The Farm Service Agency (FSA) has a loan program to assist rural youth to establish and operate income producing agriculture projects. The youth loan program is connected to participation in 4-H or FFA. The project must generate sufficient income to repay the loan. The goal of the loan is to provide the youth with a practical business and educational experience. A youth loan applicant must be between 10 and 20 years of age, participating in 4-H or FFA or similar organization, and will have a modest, income producing, agricultural project. The project advisor and the parents must provide a written recommendation for the project. The maximum loan amount for a youth loan is $5,000. The interest rate is fixed at the time the loan closes. The repayment schedule for the loan varies with the type of project for which the loan is made. Youth loans can be used to finance many kinds of agricultural projects. The loan funds can be used to buy livestock, equipment, and supplies; buy, rent or repair needed tools and equipment; and pay operating expenses for the project. Examples of common projects are beef cows, dairy cows, sheep or goats, grain crops, produce crops, small green houses, farm equipment, or annual livestock projects.
