New Partnership Set To Support Rough Sleepers Five new properties, which will offer dedicated support to rough sleepers, are to be built thanks to a new partnership between Breckland Council and Broadland Housing. The new homes, which will be opened later this year in Thetford, will see former rough sleepers from across the district provided with support to help transition into longer-term accommodation, as well as offering help to access education, employment opportunities and healthcare. Four of the two-storey, one-bedroom terrace homes, will be developed alongside an adjoining bungalow, with a shared garden space. The homes are being developed in the grounds of Elm House, formerly the social services base and pre-school on Elm Road, which itself is in the process of being converted into emergency accommodation units. Car parking spaces will be part of the new development, ensuring easy access for residents and support staff. The £926,000 project, being funded by Broadland Housing and Breckland Council, also received a successful grant for £245,000 from Homes England to help fund and deliver this project.

Breckland Council's Deputy Leader, Cllr Paul Claussen, and Cllr Alison Webb, Executive Member for Housing, Health & Communities, said: "Breckland Council is committed to tackling the causes of homelessness and supporting rough sleepers. These new units will assist some of the most vulnerable members of our community, enabling them to stay safe, access support and develop the skills needed to live independently." Andrew Savage, Executive Development Director for Broadland Housing, said: "We are once again delighted to be working with Breckland Council on this important project. More homes are needed for rough sleepers and Broadland welcomes the opportunity to contribute towards providing much needed homes for homeless people”.

Have Your Say - Thetford Market Place Consultation Chris Wallis, Resident: “The Market Place provides convenient parking for shoppers, businesses, visitors and those using nearby pubs and takeaways throughout the day, evenings and weekends. We already have underused public spaces in King Street Square and The Green. Let's fully use those facilities instead of closing the car park, wasting money, and inconveniencing people.” Magda Teixeira, Business Owner: “I’d love to have something more permanent, entertainment wise, the town needs to bring in people all the time. In Portugal we do this all the time, we have coffee shops, pubs, maybe a fountain with a children’s play area so parents can eat, drink, and watch their children play. Otherwise, when something is happening, close it and leave it as a car park if not”. Vince Gregory, Resident: “The Guildhall Market Place car park has been successfully used by the market for many years. The same management strategy that allows a Market to operate there can be applied for its use as an occasional venue too. Why stop its use as a free car park?”. Councillor Jane James: “This process started over 5 years ago and things have changed so I felt that people should have the opportunity to reflect on the market place’s usage. My personal view is that I want it to be used in a way that has an impact on and is appreciated by the residents of Thetford. It’s an amazing opportunity to have a space that can be used for more than just a parking area.” Councillor Stuart Wright: “I am supporting the use of the Market Place as a traffic free area so that the space can be reclaimed by pedestrians, allow activities to take place in addition to market days and improve the ambience of the area for users of businesses, including the newly refurbished Guildhall.” Jade Bowles, Business Owner: “I’m very torn, getting rid of the car park would help the town flourish, but you will lose the car park spaces. Having parking spaces outside my business is great, but I do think the space should be used for more markets and events to bring people in. I think there needs to be more than 2 regular things each week on top of the market to make the best use of the space.”

Consultation Closes 11th February 2022...

Thetford Town Council are asking residents for their views on the future use of the Market Place. Following a successful Heritage Lottery bid, the Guildhall has been refurbished including improved access from the Market Place. In 2018 a smale scale public consultation indicated that there was a desire to make the Market Place a communal public area to be used for events and other community activities along with the weekly markets. Thetford Town Council are now consulting on whether they should permanantly close the existing car park or not.

The council are asking residents and business owners to choose from three options: •

A car park

A mix of both, with partial pedestrianisation and only disabled parking remaining

Pedestrianised and used as a central hub for Town events

Community Champions Recognised Mel Furness and Sharon Thompson are celebrating after featuring in the Queens New Years Honours List and being awarded the British Empire Medal. Both were awarded the BEM for services to the community and their fundraising efforts over a number of years.

Mel has raised around £50,000 in the past few years for an array of charities including the Royal British Legion, Banham Zoo, Headway, St Nicholas Hospice Care and Miniature Donkeys for Wellbeing. She also founded Thetford Parkrun and has been the driving force behind the community Christmas hampers appeal. During the pandemic Mel has been running virtual events to support mental health and wellbeing. “When I do voluntary work and fundraising, I do it because I have a passion and I feel humbled and proud that someone has taken time to nominate me and get the evidence required.” Mel said. Sharon has been providing hot meals at weekly Meet ‘n’ Eat sessions from her base at Pine Close Community Centre for many years. Along with her team of helpers Sharon also provides Christmas dinner for those who are homeless or on their own at Christmas. She leads First Aid Support Thetford having trained a generation of First Aiders through St Johns Ambulance originally. During the Covid19 pandemic Sharon along with her team stepped up to provide around 57,550 meals, opening every day for packed lunches and take away hot meals to support those struggling financially. Sharon said, “The generosity of local businesses and the public, along with people pulling together has allowed us to do what we’ve done. I want to thank my team who do everything and anything to help. following. I smiled briefly at the first two before I was stunned by a fierce pain on the side of my face. Disorientated, I couldn’t make out what had happened before the laughter and mocking of the boys gave it away. They had thrown something at me heavy enough to hurt – and it had hit me. As somebody who grew up in a London overspill town, walking around the Abbey Estate was broadly familiar – even if at no point it felt like ‘coming home’. My memories are of a time of hope with people happy to compare the New Town favourably to the old East End. Although built roughly 10 years later, echoes of new communities away from the slums of the old East End remain on ‘The Farm’. One woman I spoke with while walking told me: “I’ve lived 30 years on Abbey Farm, and I’ll die here.” She added: “I couldn’t wish for better neighbours!” These sentiments were far from alone among long-term residents I chatted with.

Before we go any further, I feel I should make a few things clear… Firstly, my overriding emotion was anger. I was attempting to act as an advocate for their estate – yet was attacked for my (literal) pains. The incident was only an inch or so away from me being in hospital and a boy detained, with the clear potential for two lives ruined. Secondly, whatever deprivations an individual might face and however good or bad the surroundings, an unprovoked assault on somebody posing no challenge is unimaginably stupid… plus chucking missiles at a stranger is very unlikely to help anybody. Later, conversations with other, more pleasant, youngsters yielded no further harm – but it became very clear there is a generational issue that splits feelings in the area. More than one spoke to me of there being “Nothing to do”. With rumours of a regeneration rife, these genuine feelings need to be accounted for. Any further development surely needs to move away from the intensive status quo and provide a massive boost to a dismally poor infrastructure for the place to thrive. Terry Land, The Flaneur

Trees are a feature of the Abbey Estate, which sits on the edge of Thetford Forest

Built as spokes radiating from the central curved Canterbury Way, the estate is named after Cathedral cities handily alphabetised as you walk around. Some of the planning was inspired – despite being what might be described as “intensive housing”, no child on the estate needs to cross a road to find a substantial area of green. Many of the closes towards the forest at its north westerly end are by any terms very pretty places to live. Less happily, the estate suffers badly from another feature of post-war town planning – a lack of infrastructure. Just one school, no GP surgery, a run-down community centre and a few shops provide scant amenities for over a thousand residents. I was musing on the notion it is people who make a place as I walked down Canterbury Way on my second day of strolling. Introducing Your Local Policing Team Last month myself and Sgt Shelley from the Local Policing Team attended the public Safer Thetford Action Group (STAG) meeting where we gave a presentation to the attendees about the officers in your Local Policing Team and a brief update on some of the work the Team got up to in 2021. For those of you who couldn’t make the meeting I would like to share some of that presentation with you this month, starting with introducing the team to you. The Local Policing Team (LPT) is made up of one Sergeant and three Beat Managers. Sgt Shelley joined Norfolk Constabulary as a PCSO before years serving with Norfolk Constabulary under joining as a Regular Officer. He has spent 9 years her belt, and she is very proud to be able to say as a front-line response officer before joining the has always policed in Thetford. PC Norton has LPT in September 2020. Financial Help This Winter Residents who need help with food, fuel or other household essentials can get help this Winter through the recently announced Household Support Fund. The fund, administered by Breckland Council, is to support residents with financial uncertainties, providing a bridge between the end of furlough, the reduction in Universal Credit, and increases in the cost of household bills and fuel. There is a major focus on supporting families, with 50% of the fund allocated to households with children and the remaining 50% of the grant is used to assist other households It is recognised that some residents may experience unexpected financial hardship but do not meet the criteria set out above. In these circumstances, applications will be reviewed on a case-by-case basis. You can only make a new claim for the fund if the following apply: You are over the age of 18, you live in the district and your claim relates to financial support for food, fuel, or other household essentials due to financial uncertainty. Anyone wishing to apply to the fund should visit the Breckland Council website and complete the application form: www.breckland.gov.uk/ apply-household-support-fund

Partner agencies can refer people by email and with consent, should provide details of the person requiring support, their contact details and reason for the request. The Community Team will contact the applicant directly to review eligibility and complete the required information. Final amounts paid will be agreed based on individual circumstances, following a conversation with the applicant to ascertain the need. Further help may be available through the Norfolk Assistance Scheme which aims to provide support to Norfolk residents who are struggling with their living costs. He found an effective new way of telling his life story by showing illustrations of the places he lived, and the plaques and statues put up to honour him. Our next meeting, on February 1st at United Reformed Church is at 7.30pm and will feature Georgette Vale impersonating Widow Kett whose husband was hanged from the wall of Norwich Castle in 1549 following his rebellion. Probus Reacts To Omicron The local Probus Club, for retired business and professional men and women, clearly has members who fall into the older age range for whom a covid infection could prove serious. With the seemingly highly transmissible Omicron variant causing an increase in case numbers around the beginning of the year, it was reluctantly decided that the January meeting and the monthly lunch should both be cancelled. With the current decline in case numbers, prospects for the February meeting and lunch look hopeful and by the time that this is published, a decision will have been made as to whether to hold them. Meetings always begin with a business period where a reminder is given of the previous meeting and where any relevant matters can be discussed. After this there is a talk given by either a member of the club or a visiting speaker, the subjects cover a wide range of topics ranging from serious to humorous. The lunches are held at a variety of pubs and restaurants in the area around Thetford and are always well attended. Are you interested in joining us? Thetford And District Dementia Support (TADDS) January proved to be a busy month for us at TADDS! It is always very evident to our group how much families struggle with a loved ones diagnosis of dementia. So, in February (the month of love), we want everyone to share information about our group. To make family, friends and neighbours aware of the support we can provide. Coming to our group can provide a person and their primary carer with support and friendship as well as information and fun. We have a monthly ‘Carers Corner’ where the person in the primary care role can listen, discuss and learn new techniques of supporting their loved one through their dementia journey. At TADDS we can also give you more information about benefits, and other support you may be entitled to which will assist you and your loved one. We are also launching our information and learning sessions with the first one in February. Please see our website and Facebook page for more information on dates available and the location. You will need to book this so that we can manage numbers, but the sessions which are two hours long are free to attend for carers or the family of a person with dementia.

If you are not caring for someone but need to learn more about dementia, please contact us by email so we can discuss this further. We are also looking to expand our Dementia Befriending service and we are looking to recruit volunteers of all ages for this role. If you have an hour to spare once a week or fortnight where you could sit and chat to someone with a dementia, please contact us via our website or Facebook page for more information. So let’s share the love a little in February and reconnect people to our support network, you don't have to struggle alone. ‘Emotion’ In Focus For Club January saw Brandon & District Photographic Club members submit jpeg images under the title of ‘Emotion’ and then we were able to listen to Lewis Turner and Tim Bridges give their talks. Our meetings in February will offer more opportunities for our members. On the 9th February we will be endeavouring to photograph the moon in our ‘Lunar Night’ Workshop. There will be advice on hand for everyone on settings for your cameras, so that we can help you take some incredible images. Mobile Phones And The Environment I have a smartphone and although I hardly use social networks or understand the many things it can do, I’d say it’s still an essential part of my daily life. But it’s only recently that I’ve become aware of the darker side of owning that phone: its impact on Climate Change, on deforestation, and the exploitation involved in mining for electronics. Last year, after schools and businesses closed during the Covid lockdown, remote working and learning via video-conferencing became the main means of communication. As a result, there was a 26% increase in sales of smartphones, tablets and computers. Additionally, with growing concern about the Climate Crisis there has also been an unprecedented rise in sales of rechargeable electric and hybrid vehicles all of which use Lithium-ion batteries too. Lithium is needed for the batteries to make our electronic devices work, whilst the phones themselves use rare-earth minerals Cobalt and Tantalum from the ore Coltan. It’s worth noting too that all the world’s wind turbines producing ‘Green’ Energy use these rare-earth minerals in their technology. Coltan is a highly precious and sought-after ore, being extracted on an industrial scale by multinational companies who are making vast profits as a result. Over 60% of world production originates in the Democratic Republic of Congo where 20% of the mines are small-scale and use mostly child workers aged between 3 and 17, who have to work in appalling and dangerous conditions, usually barefoot. Unicef estimates that 42% of DRC’s children work in the mines. Extreme poverty means that working in the mines is a necessity for many Congolese families, who are left with no choice but to send their children to work. Whilst other children work there in order to be able to buy food and clothes or simply pay for school. According to an Amnesty International report, children work for at least 12 hours a day

without protective equipment in deep underground shafts around 10 metres long, which they have often dug themselves. With no mask or helmet, they go down into the shafts unprotected and put their lives in danger to bring mineralencrusted rocks to the surface. They are paid a dollar a day or less, and are exposed to huge risks including fatal mine collapses, industrial injuries and many serious health issues including cancer, mercury poisoning and respiratory diseases. The technology isn’t going away, but some of the things I could do are: Make do with the phone I have and not upgrade it. When it breaks, get it fixed or buy a reconditioned mobile phone. Support organisations such as Amnesty International, or charities working for children’s rights. Write to the local MP to demand social justice for people overseas who are being exploited. This includes ending the corruption in source countries (such as China, the US, plus Germany and South Korea) where multinational companies are buying these minerals. And finally, I have to be aware that my life and habits must and will change in response to the Climate Crisis, and the social injustices it will bring. Extinction Rebellion Thetford

Snowdrops and Hellebores make an appearance this month brightening and bringing colour to our gardens. Why not visit one of the gardens nearby specialising in snowdrops such as Fuller’s Mill garden at West Stow or the beautiful winter garden at Anglesey Abbey near Cambridge? Any remaining perennials can be cut back and tidied this month as well as ornamental grasses. Wisteria needs regular pruning to keep its growth in check and improve flowering. Cut back growth to 2 or 3 buds, this is easier to carry out while the plant is dormant and leafless. Any ‘whippy’ growth should have been pruned in August. Forced indoor bulbs which have finished flowering can be left in a sheltered spot outside to finish dying down and then planted out in the garden. Thetford Litter Picking Warriors Continue Their Efforts Community minded individuals are continuing to meet and help rid Thetford of litter during these colder Winter months. There’s at least three regular community litter picks that take place each month - covering the Cloverfield Estate, Norwich Road Estate and the town’s Burrell Ward. The sessions are open to all from across Thetford. Between them, they remove an estimated 25 bags of rubbish every month. Early Songs Of Spring No, that’s not a typo! Even in early January, sunny mornings are often heralded by the sound of several types of songbird piping up. Just two weeks into the year, I heard Blue, Great, Coal and Marsh Tits, Goldcrest, Treecreeper, Nuthatch, Dunnock, Cetti’s Warbler, Song Thrush and Robin singing away as I walked round the BTO’s Nunnery Lakes reserve. Whilst Robins will sing to proclaim winter feeding territories, all the other species will have been singing to begin the process of advertising for a mate. As the days get longer and the temperature starts creeping up, these early songsters will be joined by Blackbirds, Starlings, Chaffinches and Greenfinches, and the drumming of Great Spotted Woodpeckers. Bird song helps us to build and maintain connections with the natural world and is a key part of natural soundscapes. Song, and in particular the range of bird song in a given place, plays an important role in defining how we appreciate these soundscapes. Research led by former BTO scientist Cat Morrison, now at the University of East Anglia, and involving BTO Head and Principal Ecologist David Noble, has revealed that the natural soundscape is changing. This ground-breaking work was done by combining data from surveys, such as the BTO/JNCC/RSPB Breeding Bird Survey, with recordings for over 1,000 species, taken from the online Xeno Canto database of bird songs and calls. Using these two sources of information, the team of scientists reconstructed soundscapes at more than 200,000 locations over the past 25 years. Sadly, the study concluded that decreasing bird populations has led to a drop in the diversity and intensity of bird song, which in turn means an ongoing decline in the quality of our experience of the natural world.

Opening your garden is relatively easy, the TOG team support garden owners through the process, and last year they

made sure the event was covid secure. Garden owners say they love taking part because they want to support St Nicholas Hospice and because it’s such a lot of fun. One of the new garden owners from the 2021 event said, “It’s so lovely to hear positive comments about my garden, I was a bit worried that people might not be interested in my garden and surprised at the positive comments I’ve received. I’ve also got some great ideas from a couple of visitors for garden projects. I would definitely encourage people to give it a go and open their garden.” If you’d like to help but don’t want to open your garden, the TOG team are always looking for volunteers to help on the day. This year KarenEmma White, Sue Norman, Susie Dowling, and Rachel Woods are welcoming Helvi Moore to the team, with Rachel handing over the reins to Karen as lead organiser. As many of you know Sue bakes over 60 cakes each year, along with those baked by Susie and Rachel. It costs over £350 for the ingredients so any donations, however small would be gratefully received. Thetford Open Gardens is very much a team effort, from the garden owners to volunteers who keep everything running on the day, to businesses who sponsor the event and visitors who buy tickets. Ancient House Museum Online Talks Programme A series of online talks about the history and work of the Commonwealth War Graves Commission has been organised for February 2022 by the team at Ancient House Museum, Thetford. Not Just Books Hello, hello! Tim here, from Not Just Books. Since joining the team in August last year I’ve had a great time meeting so many people in the shop, but as the name suggests it’s Not Just Books. Let me bring you into my world, a world of imagination. I’m an enthusiast of Role Playing Games, RPG for short. This is a type of storytelling game in which a group of people get together, one person takes on the mantle of the storyteller (Games Master), whilst the rest take on the role of the (player) characters. The Games Master sets the scene as the players describe what they do within the events unfurling around them. This feeds back into the storytelling, and around it goes until the ‘game’ is concluded. These games can run for just an evening, or it can continue at intervals over several weeks or longer. There are so many different genres to discover, something for everyone!

I am thoroughly looking forward to all the great RPG stuff this year at Not Just Books! We have a growing community of people, ranging from long-time players to newcomers making their early ventures into the fun of RPG. Centre Looks To Mark Jubillee The team at Charles Burrell Centre were very happy to be back to work in January after a restful and festive December! Tenants returned for their clients, the fitness classes in the main hall began again, Bingo and Community Lunches were attended with much laughter was had all round. February is already looking exciting for us – more Community Lunches, new Cookery courses and plans for the rest of 2022 being looked at. A full timetable of ‘Save the Dates’ will be publised very soon. However a couple of highlights to pop in your diary now are Community Day on Sunday September 4th and of course the Platinum Jubilee! Community lunches are every other Thursday. For February it’s the 3rd and 17th. Arrive anytine between 12 noon and 12.45 and enjoy a hot two-course meal on us. It’s absolutely free! ENSURE YOU DON’T LOSE OUT BY REVIEWING YOUR TAX AFFAIRS BEFORE THE TAX YEAR END

The imminent end of the tax year is a time for reviewing your tax planning, says Jamie Norton of Lovewell Blake.

With the end of the tax year just weeks away, now is the time to be considering what you need to do to make sure you are taking advantage of all of the various allowances which are available – and to be aware of what changes are around the corner in April. Perhaps the biggest tax change for the next tax year (2022/23) is the introduction of the Social Care Levy, which will in effect add 1.25% to every employee’s National Insurance bill, and the same to every employer’s NI bill as well. For those in employment there is probably little you can do about the extra burden (although talking to your employer about considering salary sacrifice for extra pension contributions might be one avenue worth pursuing). However, owner-managers of incorporated business who pay themselves in dividends certainly need to think about the timing of any payments.

For those disposing of assets such as second homes, rental property and shares, any gain is subject to capital gains tax, apart from the first £12,300 each year. That allowance disappears at the end of each tax year, so if you haven’t yet used this allowance and have assets to dispose of, you need to get a move on. Finally, Christmas may be over, but you can give away a total of £3,000 in gifts in any one tax year without affecting any future inheritance tax liability. Staggering such gifts across two tax years effectively doubles the allowance – but again, timing is key.

From 5th April, the Social Care Levy will also apply to dividend payments, adding an effective extra 1.25% tax to the rates already paid in such income. Business owners who might be planning to declare a dividend soon need to talk to their advisors about the timing of when these are declared; doing so before the end of the current tax year means they will avoid the new levy, although there are other considerations such as taking your income into a higher tax bracket to be considered as well. Don’t forget also that there is a Dividend Allowance in the current tax year, which means the first £2,000 of any dividend income is free of tax even if you have already used up your personal allowance. Other ‘use them or lose them’ allowances include the pension contributions allowances, which broadly permit you to contribute up to £40,000 a year into your pension and benefit from tax relief (provided your contributions don’t exceed your total income). Likewise, everyone can invest up to £20,000 into ISAs each tax year, so if you haven’t yet used up that allowance, you only have a few weeks. Thetford Town Boxing Club Leading up to Christmas was a busy few months for Team TTBC. First John Tom Kerry won the semi finals of the Junior Development National Amateur Championships in the over 80kg category. John Tom went through to the finals, losing on a close split decision. Next was Josh Payne, who entered the Youth Development Amateur Championships over 91kg category, winning the quarter finals, but unfortunately losing the semi finals. Thirdly we had Roni Dean enter into the open class National Amateur Championships in the 54-57kg category. Roni boxed in the quarter & semi finals, boxing two tough opponents, earning her place in the finals. We had a team of around 30 supporters travel to London to cheer her on, with the fight also being aired on BBC Sport. Unfortunately Roni lost on a split decision in the finals. The positive spin on the loss was that Roni was then invited up to Sheffield to the English Institute of Sport for a GB boxing assessment. The boxing assessment is held over two four day training camps. Roni attended the first camp at the beginning of January where she and the other female finalists were put up for three nights, training 3 sessions per day including open sparring. Roni will complete the next part of the assessment early February and will then receive feedback on whether she has made it to the next stage. Having three boxers compete in high level competitions has been great for our club and our town. The support from the local community has been incredible and we are reminded once again what an amazing town we live in. With upcoming championships around the corner, we hope to be entering more boxers this year. It seems Thetford Town is finally making waves in amateur boxing.

Thetford Parkrun Over the past few weeks we have seen some chilly starts and a little more mud with some rain falling early hours. This however has not stopped our parkrunners each week getting together and joining one another for a 5km run/walk. This month we look in detail at the benefits of Parkrun. Health & Wellbeing: Whether you join us to walk, run, jog, or a mixture… 5km is 5km! By getting out in the fresh air and moving in one concerted effort you are doing wonders for all areas of your physical and mental health. I find that in the winter months I spend more time indoors, more time sedentary than I would in the Spring/Summer. Parkrun however gives me a reason to move and a reason to get outside (maybe with an extra layer however). I know that being a participant is not for everyone, however volunteering with us as a marshal also reaps its rewards. It also gets us interacting with people and it gets us out in the fresh air. We have a few marshals that do not take part in running or walking the event; however, they love to join us to support our runners and for the social element that comes with volunteering. Friendships: At Parkrun we are known for our fun, friendly and welcoming atmosphere. After the past two years, many of us have missed social interaction and just seeing other people. At parkrun you will be with likeminded people in the fresh air and safe. The atmosphere before, during and after Parkrun is at times palpable. People chatting, making friends with people who on any other normal day they would not get to know. I personally have made a lot of friends because of Parkrun and I even know people who have gone from friends to spouses! Safety: Your safety is our number one priority. We want to make sure that you are in an environment where you feel safe and where you know that you will be supported and protected by fellow runners

and marshals. We also promise you that we do everything to provide such an environment so that your only concern is getting round. If you aren’t sure if Parkrun is for you, or if you are feeling a little anxious – come along one Saturday morning to the Priory. Get to us for 08:50 listen to the first timers briefing, listen to the Run Directors briefing and get a feel for the atmosphere, cheer on our community as they run and walk the course. If you think it is for you then come along the following week and join us.
