Gold Beach Aquatic Safety Program Receives Grants, Seeks Expansion

Steward, Cliff "The Adventure Guide," would like to remind everyone to use their life jackets when they are out on the waterways of the South Coast of Oregon.

The Gold Beach Aquatic Safety Program is experiencing a surge in support, receiving significant grants to bolster its vital services. The Oregon Community Foundation (OCF) recently awarded the program $35,000 for the 2024 fiscal year.

These funds, combined with an additional $10,000 support from the City of Gold Beach as well as regional tourism and recreation partners, will enable the program to expand its reach and impact.

"This funding is crucial for us to continue growing and better serve our community," said Luke Martinez, Curry County Aquatic Safety Officer. "With increased resources, we can enhance our outreach, education, and response capabilities, particularly focusing on underserved populations."

This funding, combined with a pending $50,000 grant from the Oregon Department of Human Services (DHS) would allow the program to hire an additional Aquatic Safety Officer also known as Lifeguard I.

This expansion would significantly increase the program's coverage area, extending services into Coos County, where currently, the program's presence is limited.

The new officer would focus on providing water safety education in schools, after-school programs, and better outreach within underserved communities.

"Drowning is a leading cause of accidental death among young children," Martinez emphasized.

"By providing comprehensive water safety education and training, we aim to reduce this tragic risk within our communities."

The program currently serves over 100 miles of coastline, 362 square miles of waterways, and six school districts in Curry County.

The addition of a new officer would allow the program to double its current impact by providing over 7,500 community contacts and over two hundred preventative measures and multiple rescues annually.

It would also expand youth programs to include the only open water Junior Lifeguard Program in Oregon, providing valuable life skills and potential career pathways for underserved youth and improve community resiliency by increasing coverage and response capabilities, the program will better address the growing number of water-related incidents in the region.

"This expansion is not just about saving lives," Martinez explained. "It's about creating a safer and more informed community. By working closely with schools, community organizations, and other agencies, we can build a stronger foundation for water safety for generations to come."

The Murdock donation became a game-changer for Wally’s House. Their current facility, while instrumental in their work, is overcrowded and lacks space for vital services.

“We’ve been getting funding from multiple foundations and all over the community to improve services for children’s mental health,” said Executive Director Jacki Antunes. “We’re grateful to have so much support.”

Thankfully, last September, the county’s only child advocacy center providing assessments and support services to children and youth who are suspected victims of abuse, were able to break ground at their

brary's long-term sustainability.

The new facility will be a testament to the community’s commitment to protecting children. It will boast a dedicated space for the outreach and prevention program, a full-time therapist’s office and an additional office for an intern therapist. Therapeutic meeting spaces will cater to family therapy, play therapy and art/tactile therapy thereby providing a holistic approach to healing.

“We’re under construction for the new building,” said Antunes. “We really hope to open our doors by June of 2025.”

The center will not only serve abused children, but will also act as a central hub for community partners. A designated volunteer area with a separate entrance will ensure the privacy of therapy clients while allowing community partners to observe

The survey, conducted in June and July 2024, revealed a high level of satisfaction with the library overall with 78.7% of respondents expressing satisfaction with the services provided; however, the survey also highlighted areas for improvement.

Respondents expressed a desire for expanded program offerings, including more frequent crafting sessions, lectures on current events and programs specifically designed for children and teens as well as increased access to digital resources, such as expanded borrowing limits for ebooks and audiobooks were also a common request.

"We were thrilled to see such positive feedback from our community," said Library Director Julie VanHoose. "This survey provides invaluable data that will guide our decision-making process as we plan for the future of the library."

Beyond program offerings, the survey touched upon a range of concerns, including the need for improved parking and restroom facilities, enhanced technology in the makerspace and increased safety measures within the library building.

"We understand that the library plays a vital role in our community, and we want

forensic interviews in the current facility. This integrated approach fosters collaboration and ensures a coordinated response to child abuse cases.

“In all of the things that we’re doing, like with the gala that will be next April, we’re reaching out to community businesses to create better outreach,” said Antunes. “We’re creating a packet that we can send to other centers and they can use it for their fund raisers.”

The community survey was just one piece of the library's comprehensive strategic planning process. Input was also gathered from library staff and the board of directors through separate surveys.

Staff members expressed a strong desire for improved working conditions, including competitive wages and benefits, increased staffing levels to better serve patrons and ongoing professional development opportunities. They also emphasized the importance of clear policies and procedures to ensure consistency and efficiency.

Board members, meanwhile, highlighted the importance of early literacy programs, promoting access to information for all community members and increasing community engagement as key priorities for the library's future.

The surveys also revealed some of the pressing needs within the community that the library could potentially address. These include poverty, homelessness, lack of affordable housing, limited access to healthcare, including mental health services, and a lack of engaging activities for young adults.

The library is exploring various ways to address these community needs, such as partnering with local schools and the food bank, offering homebound delivery ser-

vices, expanding teen programming, and providing technology training to patrons.

Also identified in the survey were barriers that prevent some community members from fully utilizing library services. These include the digital divide, limited availability of digital content on certain platforms and challenges faced by unhoused individuals in accessing and utilizing library resources.

To address these barriers, the library is considering implementing solutions such as offering public lockers for patrons,

expanding its collection of digital materials and providing more comprehensive training on how to access and utilize online resources.

"We believe that the library has the potential to be a true community hub," said VanHoose. "By working together with our patrons, staff and the broader community, we can ensure that the library continues to meet the evolving needs of everyone in Brookings and the surrounding areas."

Curry County Leadership Conflict:

The Curry County Board of Commissioners (BOC) has found itself at the center of a contentious dispute with Sheriff John Ward, union representatives, and concerned citizens over public safety funding and governance. As criticism mounts regarding their handling of the Sheriff’s Office budget and other decisions, the BOC has vigorously defended its actions, citing financial realities and the need for long-term solutions.

BOC Defends Budget Cuts and Metrics

In response to accusations of undermining public safety, the BOC has emphasized that the county’s dire financial situation left them with no choice but to make difficult decisions. Curry County’s property tax rate—at $0.59 per $1,000 of assessed value—is the lowest in Oregon, forcing reliance on dwindling road fund reserves to support law enforcement. This unsustainable model, according to the Commissioners, necessitated a 31% reduction in the General Fund budget, including significant cuts to the Sheriff’s Office.

The BOC also defended the need for metrics and span of control models to assess Sheriff’s Office operations.

Commissioner Brad Alcorn argued that these tools, while imperfect, would provide a framework for evaluating services and identifying areas for potential savings.

“These decisions are not taken lightly,” the BOC stated in their December 13, 2024 press release, adding that they had consistently sought to balance fiscal responsibility with

Criticism from Citizens and Sheriff’s Supporters Despite the BOC’s explanations, criticism from some community members has been sharp. Georgia Cockerham, a spokesperson for a citizens’ group supporting Sheriff Ward, has repeatedly condemned the Commissioners’ methodologies as inappropriate for Curry County’s small law enforcement agency.

Cockerham argued that metrics and span of control models, typically used in larger organizations, were misapplied and led to unnecessary cuts that jeopardized public safety.

Other community members spoke on behalf of the BOC position.

In an email to the pilot, Commissioner Jay Trost described the need for these tools:

“As much as I appreciate Ms. Cockerham’s opinions, the county budget was reduced because it had been unsustainably built up for years using one-time federal funds and the diminishing road fund. Ms. Cockerham has been attempting to shape a narrative that the Budget Committee and Commissioners are wrong or not qualified to ask for this information, the Budget committee requested information that the committee deemed important, how each person delineates what information they need to make these critical decisions is unique to them.

“However, the point in asking the questions was to become more informed, which I believe is the most responsible way to make very difficult decisions. The Committee requested answers to 53

questions, received 25 of those questions answered, the majority of the answers were Civil, Jail and SAR related, leaving the Committee with very little data regarding Patrol, staffing and crime statistics.”

Cockerham also accused the BOC of failing to consult department heads before making staffing decisions, a move she described as “careless and damaging.”

The County Clerk and Chief Assessor echoed these concerns during public meetings, stating that mandated services were being cut without proper consideration.

In his email to the Pilot, Trost explained “Ms. Cockerham is entitled to her opinion, the fact is that the Budget Committee requested [that] every department provide the Budget Committee with budgets that represented a 31% reduction, along with a narrative on how a reduction at that level would impact their department’s ability to provide their respective services. Every department provided this information with the exception of [two], the Sheriff’s Office being one of them.”

Opioid Settlement Fund

Allocation Dispute

The allocation of opioid settlement funds has been another source of tension.

During an October 17, 2024 meeting, Lt. Jeremy Krohn of the Sheriff’s Office requested $36,000 from the county’s opioid fund for jail operations, including Narcan supplies and a Medication-Assisted Treatment (MAT) program. Despite a fund balance exceeding $400,000, the BOC delayed the request, citing the need to finalize an inter-governmental agreement (IGA) with the

Gold Beach Police Department (GBPD) for a School Resource Officer (SRO) position.

The BOC defended its actions, explaining that the IGA would support broader public safety goals by funding a position to address youth-focused drug education and prevention in all county school districts. However, critics, including Cockerham, questioned why the Sheriff’s urgent request was deprioritized. The BOC countered that these decisions reflect their efforts to allocate limited resources strategically.

Calls for Transparency and Collaboration

Commissioner-elect Patrick Hollinger spoke up during a July 18, 2024, public comment, calling for an in-depth, transparent financial review of county operations. Hollinger argued that increased financial oversight would restore public trust and provide a clearer understanding of the county’s fiscal challenges. The BOC, in turn, has highlighted its commitment to transparency, pointing to efforts such as regular budget reviews and public discussions on funding priorities.

BOC’s Vision for Long-Term Solutions

The BOC has consistently emphasized the need for sustainable, long-term solutions to Curry County’s financial and public safety challenges. Their press release reiterated their support for the proposed May 2025 law enforcement levy, which they view as a critical step toward rebuilding the Sheriff’s Office and stabilizing the budget. They also cited initiatives to preserve public safety positions, including reallocating opioid

settlement funds and voluntarily reducing their salaries by $22,000 for each member to support a K9 deputy.

Looking Forward

As the May 2025 levy vote approaches, the BOC has called for unity and constructive dialogue to address the county’s challenges. “Placing blame and inflaming divisions does nothing to help during these times,” the BOC stated, urging all stakeholders to work collaboratively on solutions. Whether the Commissioners can build consensus with the Sheriff’s Office, union representatives, and concerned citizens will be critical to Curry County’s ability to maintain public safety and restore trust in local governance.

Jude said her success is directly related to her passion and her time commitment to real estate. “I am diligent with my time each and every day,” said Jude. “ I work 24/7— no kidding! You must make sacrifices for success, and for me the sacrifice is time.”

Jude has lived in Brookings, Ore., for more than 30 years. With a background in internet marketing and sales, she has been a Top Multi Million Producer since her first year in real estate. “Currently I am in the top 0.5 percent of all agents in the U.S. in sales and volume,” she said. “I love my career and serving my clients. I am dedicated to results.”

The real estate industry has changed quite a bit since Jude first started her career. She said it has gone from foreclosures to waiting lists, to multiple offers and offers way over asking price. “Brookings is now a destination for buyers, and we have more buyers than we have inventory to sell,” she said.

But as the industry has evolved, so has Jude. “I feel like real estate is literally in my blood. I am not hesitant to take on a luxury home, a commercial property, land, residential or otherwise. I have learned enough to be 100 percent confident in my abilities. I love people and working with the public. It is what I was supposed to do.”

As for her future plans, Jude will continue to serve clients to the best of her ability. “I never want anyone to feel that they were just a transaction. I am honored for every seller and buyer that calls me. I look forward to helping others every day. It is wonderful to meet the people I get to work with and get to know them and their families.”

As leader of her industry, Jude has some advice for other women seeking success. “Get up every day, give it your all, dress for success and never give up. Someone once told me that you must work as if the rent were due every day to gain success, and that is the truth. That is how you do it. Yesterday ended last night, so let yesterday stay where it is. You get a do over each day, and your attitude is everything! As my mentor Bill Pike of 25 years would say, ‘Let go of stinking thinking’.”

Jude also credits the support of her husband, Dave, for her continued success. “How fortunate I am to have a husband that supports my crazy schedule, late night phone calls, sitting on the side of the road while going somewhere so I can talk to a client. He does so much for me, hangs my signs, fills my fliers, and does all my filming. He’s very supportive, and I am beyond blessed.”

Real estate agent honored

Paying for advertising has also played a part in Jude’s success. “Not advertising is like winking in the dark — nobody knows,” she said. Advertising isn’t cheap, but it is money well spent. “If you think success is expensive, wait until you’ve paid for failure.”

Jude has been published in Entrepreneur magazine, Networking Times, Cutting Edge Media, Home Business Connection, Youngevity’s Magazine, Money Makers Monthly, Networker’s Advantage and is a contributing author in “Build it Big,” a book published by Dearborn Publishing for Direct Selling Women’s Alliance.
