Town Hall Meetings for Law Enforcement Levy

A number of local Town Hall meetings are being held by Curry County commissioners and law enforcement representatives to present the Curry County Law Enforcement Levy to Curry citizens. The levy will appear on the upcoming May ballot with the goal of generating revenue to fund Curry County public safety.

The purpose of the Town Hall events are for the public to gain insights, ask questions, and engage with local leaders regarding this important initiative. All Curry County Commissioners, the District Attorney, the Sheriff and the County Clerk will be in attendance to answer your questions and address concerns. The meetings

will be live-streamed via Facebook and those who cannot attend in person will be able to participate virtually.

All Town Hall Events will begin at 6 PM and conclude by 8 PM:

• North County – Port Orford City Hall

• Central County Event Center on the Beach and Fairgrounds

The Commissioners and judicial system representative are hoping to have transparent, informative engagement with citizens. All residents are encouraged to attend and ask their questions prior to voting. Each event is open to all, and media coverage is encouraged.

This type of levy is not unique to Curry County. Similar measures are on ballots up and down the coast, as DA’s offices struggle with caseloads and jails lack staffing and space. It will be up to the voters whether they think their local authorities need an increase in resources, and up to those authorities to make their case.

Curry County Search and Rescue hosted training with K-9 Harness

Thursday, April 11, 2024, the Curry County Sheriff’s Search and Rescue team participated in a training to rescue dogs. In the past, our SAR team has experienced having to rescue dogs along with their owners who have got into predicaments that needed the Search and Rescue rope team. SAR had equipment for rescuing the humans but did not have the proper gear to rescue the K-9 companions. Thanks to some generous members of our community, donations were given to purchase harnesses to fit large, medium, and small dogs. Thanks to Marna Williams, who organized the event to purchase the harnesses, donations were given by several people in our communities including Paul and Evelyn Bernadeau, Kris Nyeland, Carolyn Cronberger, Tim and Simina Harding, to name a few. SAR member, Craig Rasbury, organized the training that several other SAR members participated in. With the donations given, we will be able to purchase more equipment like muzzles to help rescuers from being injured by scared dogs.

The Curry County Sheriff’s Office has one of the best SAR teams in the state, and I am very proud and honored to be a part of their team. Their commitment and compassion are unmatched. The Curry County Sheriff’s SAR team trains and responds to missions “So That Others May Live” (Not only for our citizens but are furry friends as well).

a Joint Report on Veterans Housing Programs was presented to the House Interim Committee on Veterans and Emergency Management in December, 2023.

According to this report anywhere from 1,400 to 2,200 veterans are experiencing homeless in Oregon on any given night, with at least 57% of them unsheltered.

Choose your candidate carefully when voting 2016 was certainly a pivotal year in politics. Wanted to relay two significant experiences concerning Donald Trump.

1st early in 2016, read an article by Marc Fisher, senior editor Washington Post, entitled “The movie that foretold the rise of Donald Trump”. At the time, gave the article little credence, not knowing Trump (as New Yorkers do), and was not familiar Mr. Fisher’s referenced movie - “A Face in the Crowd” (1957), staring Andy Griffith.

Having watched the movie back in 2016, I kept mental comparisons of Andy’s character and Trump’s behavior and activities since then. What Mr. Fisher’s comparison did was to accurately forebode a sizable number of similarities between Andy’s character and Donald personal/ political activities and behavior.

2nd again, not really knowing Trump, watched 2016 debates with Hillary Clinton (Sept & Oct). What was key for me - 1st Trump’s stage antics, and 2nd how Trump never directly answered questions, but rather reworded the question consistent with his responses. As such, a re-manufacturing of questions to fit the appropriate Trump narrative.

What occurred to me with this lack of response: Trump is an employee/ officer of the Federal Government, and as such, as I pay his salary, i.e., he works for me. Consequently, I viewed this lack of response as unacceptable. It certainly would be very satisfying for me to point out to him, “I’m your boss, answer the darn question”! Of course, never an opportunity arose to pose such a question to Donald; can only imagine the response.

So, as I have said in an earlier opinion letter to Coastal Pilot, choose/vote for your candidate carefully and with the necessary details required when voting for Governmental (Federal or state) positions. And, if interested, watch the movie, too.

Why We’re Voting For Patrick Hollinger

John Herzog joined our Curry County Commisioners in 2021, flaunting his experience as a very senior leader and executive with a high-tech industrial enterprise made him a superior candidate for our Curry County Board of Commissioners (BOC). Infact a division of John’s high-tech company was our Curry County vendor supplying computer and network managed services. He was voted into office and hoped for his success as Curry Commissioner.

During one of the first 2021 BOC meetings, which John attended as County Commissioner, John’s high-tech computer and network management division sent an alarming letter to our BOC with a clear warning that Curry County should be on alert for hackers. John and the other BOC members reviewed this letter and all Commissioners agreed, something needed to be done to protect our hightech systems. Not long afterwards, still believing in the benifit of John’s high-tech industrial executive experience, John was promoted and made President of our BOC.

Early 2023 our Curry County computer systems were hacked. This shut down our County operations for months. Some departments are still recovering and restoring the computer system from this hack. This cost our Curry County Government millions of dollars.

Interestingly, from early 2021 and this disastrous hacking of our Curry County computer systems on 2023, there is not one single recorded incident of John Herzog taking any leadership action to fortify and protect our County computer and network systems. If some action was overlooked in this assessment, obviously whatever action John may have taken was very inadequate. It isn’t frequent to find such a glaring example of incompetent misguided failed leadership.

This May, we’re casting our votes for Patrick Hollinger, as our new County Commissioner.

Eclipse

For a moment, everyone stopped. We looked up. We put our cellphones down if just for that moment and looked up. We did what for thousands of years before our devices, made us feel like we were part of something bigger than ourselves. We joined with millions of people and for that moment, we forgot our differences. We hugged strangers. Democrats and Republicans, Moslems and Jews, blacks and whites, straights and gays, we smiled at one another and felt connected in a way too seldom seen. We realized oneness.

If only we did not have to wait for a total eclipse to experience this epiphany. If only we could leave the eclipse, go back to our homes and be changed in ways that could last. If only we could lose our anger, drop our weapons, and learn to live with one another. We cannot hope to understand the mystery of life until we learn to marvel at it.

Let’s not wait for another eclipse.

Kalmiopsis Elementary school was designated as a Monarch School USA in 2018, the year after the city of Brookings became the first Monarch City USA in Oregon.

The Monarch population around the world has decreased by 90% since 1992, due to a number of factors, most notably pesticide overuse (toxic neonicotinoids and herbicides) which kills off the milkweed plants the monarchs need to survive, as well as urban development (loss of habitat) and climate change.

In order to support both the environmental education of children as well as the health of Monarch butterflies, I created the goal in early April of 2022 to create a certified Monarch Waystation on K-School grounds to benefit the seasonal local Monarch populations. The objective of this project was to create a pollinator space on school grounds and to build a Monarch science curriculum for the school to utilize throughout the years.

Through countless hours of research and compiling together lessons for teachers to utilize, 9 classes of Kindergarten and Second grade participated in my Monarch study. They were able to raise butterflies in the classroom, and release them in the Monarch space that was built this summer with the help of 4 local high school students.

Additionally, the funds given by BHEF contributed to purchasing butterfly houses to raise the Monarchs and also helped purchase materials (at a reduced cost from Gold Beach Lumber–thank you!) to construct 3 picnic tables for classes to utilize for learning in the outdoor space. Next year, I am expecting 4th grade to join in on the Monarch Curriculum, which means that 50% of K-School students will be participating in outdoor and environmental educational activities for at least one quarter of the year! Thank you again BHEF and others who have contributed to the success of this project.

Acting a fool

Does the Harbor Commissioner, Mr. Fraser, feel committing animal cruelty, vandalism, littering the harbor with possible contaminants, and generally acting a fool, is a good example of how folks should behave in our pleasant port?

I don’t own a boat or fish and understand the raucous seals can be a short lived problem, but like the article says there are more humane and less polluting ways to deal with them. Sadly I’ve done similar stupid things when I was a teenager and very much regret them now. So unless Mr. Fraser is in his teens, he should be ashamed of himself and possibly consider another line of work.

Public hearing set to review $24.6B grocery store merger impact

The Oregon Health Authority (OHA) has scheduled an opportunity for public comments concerning the proposed merger of two major grocery store chains – Kroger and Albertsons.

This deal could impact more than 150 pharmacies in Oregon, according to a release from the OHA.

“The OHA is reviewing this planned transaction to understand how it might affect pharmacy services in Oregon,” a release from the OHA states.

OHA has convened a Community Review Board for this review. This board is hosting a public hearing from 1 to 3 p.m. Wednesday, April 24.

The public hearing will:

• Provide information about the transaction and OHA’s review

• Allow representatives from Kroger and Albertsons to provide testimony and answer questions

• Allow members of the public to provide comments

Background Kroger and Albertsons are the nation’s two largest grocery chains. In Oregon, the two corporations operate 176 stores, serving nearly every community in the state. Kroger operates 51 Fred Meyer and 4 QFC stores, while Albertsons operates 96 Safeway and 25 Albertsons stores.

Oregon Attorney General Ellen Rosenblum has joined the Federal Trade Commission and a bipartisan coalition of attorneys general from across the nation in acting to block the proposed $24.6 billion Kroger-Albertsons grocery chain merger.

“If big grocery stores are allowed to reduce competition this way.” Rosenblum said, “They can charge higher prices for food for no good reason and reduce services, including in their pharmacies. They can also slow the growth of employees’ wages, or even reduce some of those wages. Working conditions and employee benefits can suffer, as well. In short, there’s no good for consumers or workers in this proposed merger — and lots of bad.”

It is the result of thorough investigations by the FTC and the states into the proposed

merger’s anticipated effects, Rosenbaum said in a statement.

“We are doing this to protect Oregon consumers and workers,” Rosenblum said. “We believe this proposed merger would hurt both, and we’re doing our part to prevent it from going forward.”

Oregon’s U.S. Senators Jeff Merkley and Ron Wyden released the following statement today following the Bureau of Reclamation’s recently announced water allocation for the Klamath Project, as well as $8.5 million in immediate drought relief aid for Klamath Basin communities and $5 million in technical assistance for Klamath Basin Tribes impacted by prolonged drought: “We remain committed as ever to working together to ensure Klamath Basin communities have the resources they need

to be successful. While the initial water allocation announced this year was less than expected, this immediate funding we secured and pushed the Biden administration to make available will go toward helping the region meet the challenges ahead.

“We are encouraged by the progress that Tribes and farmers in the basin have made in recent months, including the historic agreement between the Klamath Tribes, Yurok Tribe, Karuk Tribe, and Klamath Water Users Association, as well as the infusion of $72 million in new federal funding from the Bipartisan Infrastructure Law for the basin’s recovery.

“Driven by the momentum of the cooperation paired with the robust investments that we secured, we are encouraged by the new ways folks are coming together to modernize agricultural operations, restore ecosystems and productive farms, and save the C’waam and Koptu fish from extinction. Biden approves major disaster declaration for Oregon

President Joe Biden has approved Oregon Gov. Tina Kotek’s request for a federal major disaster declaration pursuant to the Robert T. Stafford Act on behalf of the State of Oregon and the Confederated Tribes of the Siletz Indians.

“I am grateful to President Biden for answering our call for help following the January ice and wind emergency and to our federal delegation for amplifying this critical need,” Kotek said in a release April 14. “This opportunity for federal assistance will make a significant difference across communities that are still grappling with significant damage from the storm.”

The now approved declaration follows the January weather emergency and will provide supplemental grants through the Federal Emergency Management Agency’s (FEMA) Public Assistance Program to state, tribal, local governments and certain private nonprofits for costs incurred for responding and recovering from the event. Approval of the declaration will unleash recovery and relief funds from the Federal Emergency Management Agency to the state, tribe, local governments and certain nonprofits in the 11 counties affected by the storm. Richard “Dean” Kerr passed away April 5th, 2024, at TRMC surrounded by his four children.

Dean was born in Chehalis, WA on June 28th, 1945, to Henry and Adeline Kerr. The youngest of 7, Dean is preceded in death by his parents and siblings Miriam, Mildred, Carolyn, Robert, and Allen.

Dean filled his life with many endeavors and adventures in sailing, fishing, hunting and travel, but his biggest passion was bowling. He owned Azalea Lanes in Brookings, Oregon from 19671978 and Showtime Family Lanes in Grants Pass, Oregon from 1996-2011, and was inducted into the GPUSBC Hall of Fame in 2012. Dean spent much of his free time cheering on and advising friends in the bowling community at various local leagues and tournaments over recent years.

Dean leaves behind a legacy in the bowling community and his four children Alyssa, Megan, Bradley, and Katelyn all of Grants Pass, and sister Shirley of Brookings.

More progress needed on ocean protection, OSU scientists tell global conference

World governments and other leadership bodies are taking vital steps to protect the ocean but more progress is urgently needed, Oregon State University (OSU) scientists reported at the eighth Our Ocean Conference in Athens, April 17.

“Highly protected areas can safeguard against destructive activities such as high-impact fishing, mining and drilling, allowing marine life to recover and in many cases support nearby human communities,” OSU’s Kirsten Grorud-Colvert said. “We’re honored to be invited to share this evidence with world leaders – they are making decisions that directly affect the ocean and the people that depend on it.”

Grorud-Colvert and Jenna Sullivan-Stack, marine ecologists in the OSU College of Science, told global leaders from the public and private sectors that almost half – 3.7 million square miles – of the currently protected ocean area stems from commitments made at earlier versions of the annual conference, first held in 2014, that was established by John Kerry when he was U.S. secretary of state.

The Oregon State scientists shared a road map for sustaining the momentum of ocean protection during the conference’s closing ceremony, highlighting the importance of accountability for delivering on the promises made at the conference.

Seventy-two percent of the commitments made since 2014 have been completed and real progress is happening through those completed promises, Sullivan-Stack said.

“Our research shows that if all of the current protected area commitments were completed, 4.1% of the ocean would be protected, including 1.2% categorized as either fully or highly protected against destructive activities,”

she said. “If all promises across all venues were completed, more than 9.3% of the ocean would be protected, with more than one-third of that area fully or highly protected.”

Based on their findings, the OSU researchers outlined five recommendations for world leaders who have made or will make ocean protection commitments: Support progress so actions don’t stall on the road to completion.

Ensure that protected areas are monitored, managed and collaborative so they can achieve intended results.

Support an online commitment registry for the accurate tracking of progress on ocean commitments.

Celebrate completed actions and success stories with a reporting at each Our Ocean Conference.

Use the success of the Our Ocean Conference to create momentum for a full range of meaningful, effective ocean actions including sustainable fisheries, reductions in greenhouse gas emissions, adequate financing, and vigilance to equity and justice issues.

“Progress is happening but more is needed,” Grorud-Colvert said. “Now is the time to focus on finishing these commitments and accelerating new actions to protect the ocean and stave off the destructive activities that threaten a thriving ocean and its benefits to people. The well-being of our planet depends on it.”

The Our Ocean Conference, held at a different location each year, brings together leaders of governments and industry, as well as youth and civil society, to tackle problems that threaten the health of the ocean. The goal of the conference is commitment to action that protects and restores ocean ecosystems and allows them to be used sustainably.

More than 190 new or expanded marine protected areas have been committed to since the conference started, Grorud-Colvert and Sullivan-Stack said. If they are implemented,

with protections activated, they would cover more than 5.7 million square miles, or more than 4% of the ocean.

Since 2014, participating bodies in the Our Ocean Conference have made more than 2,100 conservation promises, the OSU researchers said. The

pledges include efforts to reduce ocean pollution, thwart illegal fishing, support sustainable food from the sea and protect livelihoods.

More than 360 of the conservation pledges are to establish, fund or enhance marine protected areas. Total financial commitments exceed $4 billion, the scientists said. “The magnitude of the Our Ocean commitments is commendable,” said Angelo Villagomez, senior fellow with Center for American Progress. “But the true measure of success will be for these top-down approaches to meet on-the-water efforts in a way that is both

effective at conserving ocean life and also equitable and just for human communities.”
