Brown Pelicans have been making the news following concerns from experts over an influx of birds that are showing signs of emaciation and injury. Normally migrating North this time of year from their Winter homes in Southern California and Mexico, the Brown Pelicans should be making their way to their yearly breeding grounds. Instead, researchers on the coast of Northern California and Southern Oregon have found hundreds of birds emaciated from hunger or stranded from injury. At current, experts have two prevalent theories for why this is occurring: food inaccessibility and late-Spring storms. Representatives from the California Department of Fish and Wildlife have stated that their strongest theory is a combination of the two. With many storms hitting the coast, wind speeds have been harder to manage, and waters have been choppier than usual.

Two teachers and five students saved from Rogue River
Curry County Sheriff’s Dispatch received a 911 call reporting that several juveniles were in the water possibly drowning in the Rogue River near Huntly Park, about six miles east of Gold Beach. The call came in about 3:28 p.m. on Wednesday May 22. Central Dispatch then began to dispatch Curry County Sheriff’s Deputies, Gold Beach Police Officers, Gold Beach Fire, medical personal from Cal-Or ambulance, as well as medical helicopters from Reach.
Within minutes from getting the call, Sheriff Deputies, and Gold Beach Police Officers arrived in the area of Huntly Park gravel bar along the Rouge River.
At this time there were a total of 7 individuals, (Two teachers, 5 juveniles) clinging to the rocks on the opposite side of the river from Huntly Park, or still swimming in the river. The subjects were yelling that they could not hang on to the rocks any longer.
Deputy Bryce Starbird, Officer Sarah Aryanfard, and Officer Robert Helme made the decision to attempt to swim across the river to attempt to assist the subjects.
Two of the struggling subjects got caught in the river current and were swept down river, along with one Sheriff’s Deputy, and one GBPD Officer.
At about 3:45 p.m. Sgt Jared Gray and Lieutenant David Denney arrived in the Sheriff’s patrol boat. Upon
arrival in the area out in front of Tu Tu Tun Lodge, (Approx ¾ mile downstream from Huntly Park) three subjects were seen by Sgt Gray and Lieutenant Denney in the water. Two females were observed together trying to swim on their backs, and approximately 200 yards above them was a male subject struggling to stay above water. It was clear that all three were in distress, but the male subject was observed going underwater several times. A decision was made to pass up the first two subjects and assist the unidentified male subject at that time, as it did not appear as if he would be able to stay above water any longer.
As they reached the male subject, they recognized him as a GBPD Officer, and he was pulled from under the water by Lieutenant Denney and pulled onto the swim platform of the boat. With Lieutenant Denney hanging onto the GBPD Officer, Sgt Gray then maneuvered the boat back down river and was able to secure the other two

VA needs to deliver on transparency policies
Roseburg VA Director Patrick Hull has promised transparency. Just one of the problems I addressed in one of my emails to Mr. Hull last week was not posting or providing the Roseburg VA's "Patients Rights and Responsibilities" to Veterans to address grievances with their health care.

All of the medical facilities I've been to will provide you a copy of their Patient's Rights and Responsibilities for resolving grievances. Not the Roseburg VA. I've asked.
VHA Directive 1003.04 states the VA Medical Facility Director is responsible for: "(4) Ensuring that Patient Rights are posted in every VA medical facility and CBOC near entrances and in high-traffic areas where appropriate.”

VHA Directive 1041 (clinical appeals) States: The VA medical facility Director is responsible for: (1) Ensuring the clinical appeals process established by this directive is implemented at the VA medical facility level.
(2) Ensuring that patients are informed of their right to dispute a medical determination and the process involved in appealing that decision.
What is posted in Roseburg and in the Brookings Clinic is: "Rights and Responsibilities of Family Members of VA Patients and Residents of Community Living Centers."
There is no mention of the Clinical Appeals Process or other avenues to address quality of care issues many Veterans have, especially in Brookings.
So about that transparency Director Hull, please provide me a copy of the Roseburg VA's Patient Rights and Responsibilities I requested in my email.
Many of the same problems for Veterans that existed with the last three director still exist today. I will continue with these letters and emails and am well versed on VHA Directives.

Oregon is facing largest energy development threat in generations

Oregon is facing its largest energy development project in generations: more than 1,800 square miles of offshore wind turbines proposed for the central and southern Oregon coast. That’s an area 6 times the size of Crater Lake National Park.
According to a 2022 paper in the journal Ocean Sustainability, “offshore wind may lead to significant environmental impacts.”
That’s not a surprise when you consider what’s involved: hundreds of steel turbines, each as tall as the Empire State Building, floating on platforms the size of baseball stadiums anchored to the sea floor with miles of steel cables.
Wind-driven upwelling of nutrients from the deep ocean feeds one of the world’s richest ecosystems along our coast. Wind turbines could even modify this. Researchers found that turbines could shift upwelling “outside the bounds of natural variability,” and say “the conse-

This has led biologists to believe that the pelicans simply cannot reach the fish below-surface that they normally would rely on. Rescuers with the Wildlife Rescue and Rehabilitation Center at the SPCA in Monterey Bay have observed that birds are arriving at half their normal weight. Most of the rescue calls they have received have been on piers and public docks.
This is a bad sign, as pelicans should be naturally wary of humans and normally seek their meals at sea. Instead, many pelicans are targeting marinas and docks as easy sources of food, with fishing vessels often unloading their hauls.
Experts say that a sure sign of a pelican potentially in need of rescue is their willingness to let you approach. If there is a pelican near you, and it is not wary of your presence, odds are there’s something wrong and a local wildlife center should be contacted.
Jason Badger, an Assistant District Wildlife Biologist with the ODFW, has observed similarly concerning signs along the South Coast, attributing most of what he’s seen to storms as well.
“One thing that stands out, locally at least, is the number of ‘stranded’ pelicans we’re seeing and receiving reports of this spring. The majority of these appear to be juvenile birds and I suspect it has a lot to do with the high wind events we’re experiencing along the coast,” stated Badger.

Since1996, the Viet Nam Veterans Association, Chapter 757 of Brookings conducts a somber reading of every Oregononian who made the ultimate sacrifice during the Viet Nam / Cambodian War, during the 60s and 70s.
This year’s reading took place this past Friday, May 24 at 6pm in front of the flagpole at City Hall.
Chapter president John Banuat told The Pilot the list totaled 652 names including those Missing in

Banuat commenced the ceremony with the Viet Nam Honor Rifle Guard conducting a three volley salute, and conducting the Pledge of Allegiance by telling those attending the ceremony, “these brave soldiers never had a chance to experience life, have careers, marry and have families, children and grandchildren before they were taken so early in their lives’ journey. “These birds are migrating into the predominant northwest wind, and it appears some of the juveniles are becoming fatigued. I even responded to a call of a pelican that appeared injured, but it turns out its wings were twisted around each other twice, like a garbage bag tie,” observed Badger.
While Badger was able to help that troubled pelican, who quickly recovered, the Brown Pelican in general, which saw a miraculous resurgence in numbers in the later half of the 20th century, are once again an Oregon Conservation Strategy Species. In the past, their population was affected by a toxic chemical that had entered coastal waters, causing their eggs to be too fragile for incubation. Since the banning of that chemical (DDT), the pelicans’ recovery was positive, even to the point of falling off the endangered species list in 2009.

Since then, abnormal weather events in the Brown Pelicans’ breeding grounds have caused another huge decline in population. In the current climate, Brown Pelicans are back on Oregon’s list of endangered species.
Anyone who spots a pelican that seems distressed, malnourished, or injured should contact their local wildlife authority as soon as possible. These majestic birds are emblematic of the natural wonder of the South Coast and should be protected in this difficult period for the species.
Firewood cutting areas begin to reopen in some locations on the Gasquet Ranger District

The Smith River Complex Fire suppression repair team have been working to safely open firewood cutting areas along Highway 199, on the Gasquet Ranger District. Personal firewood cutting is now open along Highway 199 corridor, except two locations: milepost 19.64 (Waterfall) and milepost 24.65 (Dollar Sign Curve). These two locations will open once heavy equipment operations are completed. A firewood permit is required and can be purchased at the Gasquet Ranger Station, Monday-Friday 8:00am-4:30pm. A personal-use firewood-cutting permit is $2 per cord with a minimum charge of $20. A maximum of 10 cords may be purchased per individual per year and expires December 31st, 2024. The permit is for personal-use firewood only, not for resale. No commercial permits are available.

Sealed bids for the construction of the URA Bike and Pedestrian Path for the City of Gold Beach (Owner) will be received by 2:00 pm PDT June 25, 2024. A virtual bid opening will be held at the day and time of the bid closing utilizing GoToMeeting™ . Bids received after this time will not be accepted. All interested parties are invited to attend. Jill Marie Surgeon
Jill Marie Surgeon, of Harbor, Oregon passed away on March 28th at the age of 65. Jill called Harbor home for 25 years. She enjoyed being able to sit and watch the ocean every day to think, pray, relax, talk to people and pet dogs. She will be remembered for making craft projects for family & friends. Most recently, making & selling beautiful Christmas wreaths to small businesses, family members, and friends. Jill loved animals as her house always had cats, dogs, and sometimes pet rats. Jill worked in the food industry at small restaurants and various bars. She passed on a love for cooking to her 3 sons, who all are amateur cooks in their own homes.
Above all, Jill valued and loved her family. She was especially proud of her 3 boys & their families: Joe (Kristi) Arnold of Kalispell, MT;
Jon (Heather) Arnold of Dayton, Ohio; and Kyle (Katie) Berger of Brookings, OR. She also loved & adored her 8 grandchildren. She was preceded in death by the love of her life, Charles Mendenhall. Her parents: Rosalie & Jerry Carson and Carl & Rose Sadewasser, dear sisters Jackie Barker and Keri Sadewasser.

Second Annual Wild Rivers Film Festival (WRFF) in Brookings, Oregon is a few months away, Aug. 15 - 18, 2024, however, the community can get a sneak preview at the Curry Campus of Southwestern Oregon Community College on Thursday, June 13, 2024, from 12:00 to 1:00 pm.
Sue Wright and Kat Lidell, board members of the WRFF will be the presenters for this lecture. Each brings a wealth of experience to the film festival.
Dr. Sue Marie Wright, PhD, is Professor Emeritus at Eastern Washington University’s Department of Sociology and Justice Studies. As president of the Wild Rivers Film Festival, she leads efforts like the new summer filmmaking workshop for middle and high school students,

Liddell has spent the last seven years co-hosting The Insider Report entertainment podcast with Bruce Ellis, and is the Executive Director of Brookings’ newest nonprofit theater company, Threepenny Theater Co. Liddell received a Bachelor of Arts in English from Bushnell University in 2012 and a master’s degree in library science in 2018. By day, Liddell works as a librarian.

The film workshop is funded this summer by grants through the Tolowa Dee-ni’ Nation, The Ford Family Foundation, and Brookings Harbor Education Foundation.
Last year the festival organizers screened 60 independent films from around the world that were entered into a competition for cash awards. This year the festival organizers will screen many more films and are including a screenwriting competition.
The film festival is attended by film makers and film enthusiasts. It gives the public an opportunity to meet the film makers.
At this time deputies then obtained a head count and confirmed that all juveniles, teachers, and responding officers were accounted for.
One female juvenile was then transported by REACH helicopter to Three Rivers Hospital in Grants Pass. One GBPD officer, the other four juveniles, and two teachers were then transported to Curry General Hospital for treatment. All subjects were treated for different stages of hypothermia. One GBPD officer is still in the hospital being treated for complications related to the incident, all others were treated and eventually released.

Huntly Park was a good place to swim, and that’s why they were in that area. The Rogue River is still flowing very high and is still very cold. The temperature of the water varies from the 50 to low 60-degree temperatures. People do not realize that at these temperatures it only takes a very short time for hypothermia to set in. This was a very coordinated and amazing effort by numerous different agencies, all working together. Because of this coordinated effort the 10 subjects that were in the water during the incident are predicted to make a full recovery.
