Port zoning application goes before county BY SHARI PHIEL The Chronicle

In one week the Columbia County Board of Commissioners will hold a public hearing on the Port of St. Helens application for rezoning of nearly 1,000 acres at Port Westward. Where the meeting is being held has been as nearly controversial as the application itself. “We did not request the location. We’re happy to go wherever the county directs us to go,” said Patrick Trapp, executive director for the Port. “It’s within our Port district, so we’ll go wherever we need to.” Earlier this year, the Port submitted an application to the county’s planning commission to rezone 957 acres of agricultural land for industrial use. Of that, 786 acres are owned by the Port, with the remainder being privately owned. “The purpose of the request is to establish land that is zoned so that it could be used for industrial purposes. That is how the other Portowned property that is zoned accordingly at Port Westward is zoned. We’re trying to align it so they are the same,” said Trapp. Port officials have said they are seeking to rezone the property to ensure it has shovel-ready sites available to attract new business to the area that will bring muchneeded tax revenue and jobs with above average wages to the county. But groups like Clean Columbia County and Columbia Riverkeeper are worried about the impacts of allowing that much land to be used for industrial purposes. In written testimony submitted to the planning commission in May, Columbia Riverkeeper said, “The Port’s proposal is a direct threat to the health and quality of life of Columbia County citizens and our region’s investment in salmon recovery,” adding that the Port’s application failed to explain how adding 957 acres of large-scale industrial development complements the character ­­­­ See PORT Page A3

Les Schwab opens St. Helens replacement store BY SHARI PHIEL The Chronicle

ST. HELENS — Just over a year after a fire destroyed the Les Schwab Tire Center on Columbia River Highway, the company has opened its new store at the old location. For the past year, the company operated out of temporary quarters about a mile to the north on the same highway. Area Manager George Saddler said the company had planned to wrap up construction work and receive its occupancy permit by Sept. 6, which did go according to plan. “That allowed us to move in equipment and stock over the weekend so we could open the new store early the week of Sept. 9,” said

Columbia River claims the life of Scappoose kayaker WOODLAND, WASH. — A 55-year-old Scappoose man drowned late afternoon on Sunday, Sept. 8, after his kayak overturned while he was fishing near Austin Point near Woodland. At approximately 3 p.m., the Cowlitz County Sheriff’s Office was notified that a kayak had overturned and the occupant had not resurfaced. Boats from the Cowlitz County Sheriff’s Office, Clark County Sheriff’s Office and Clark County Fire, along with the Columbia County Sheriff’s Office and the U.S. Coast Guard responded to the area. A Coast Guard helicopter also assisted in the search. A short time after the search began, side-sonar from the Clark County Sheriff’s boat noted a possible location a short distance from where the man was last seen. Divers went into the water and recovered the body of Richard Schlumpberger. Schlumpberger’s family was on shore when he went overboard and were ­­­­ See KAYAK Page A3

Much of the heavy equipment was still being used on Saturday at the temporary store to help customers and had to wait until Sunday to be moved to the new site. “Our customers seem as excited about the new store as we are,” said Terry McMahon, manager of the St. Helens Les Schwab store. “It’s our latest store design and is very inviting and comfortable, with tall ceilings, lots of natural light and big windows between

Police chief remains on suspension following complaint BY SHARI PHIEL The Chronicle

SCAPPOOSE — Police Chief Doug Greisen remains on suspension following an investigation into allegations the police chief violated the city’s accepted police procedures. Greisen, who was suspended on Aug. 26, had been scheduled to return to the force on Sept. 9.

“There’s a second issue that until we do the due diligence, he cannot be here,” said City Manager Jon Hanken. According to Hanken, the complaint was filed by a Scappoose police officer and included 10 allegations. “As part of any complaint, I brought in an investigator from Local Government Personnel Institute to do an investigation of the

complaint,” said Hanken. “All 10 of the allegations were sustained as part of the investigation and as such I reviewed everything and made a decision that it was a disciplinary matter and he was suspended for two weeks.” The police procedures Greisen was alleged to have violated related to training, supervisory, record keeping and police pursuit procedures, defined by Lexipol. Lexipol, which is based in Aliso Viejo, Calif., provides best practices for law enforcement, custody and fire service organizations. The company’s website says it is the leading provider of risk management policies and resources for

public safety organizations. “Lexipol is the police policy manual. There are a lot police departments in Oregon, and in the United States, that follow Lexipol policies,” said Hanken. “It standardizes policies for everything from officer grooming to police pursuits. Those policies were adopted by Scappoose City Council and they apply to all police officers, from the chief on down to the newest. Greisen was allowed to use his accrued vacation to serve out his suspension. The police chief remains on suspension because of a second complaint that was recently filed. “I can’t go into that

because due process is done through an investigation, not the newspaper,” said Hanken. “As time comes up and the merit of those issues reveal themselves or don’t reveal themselves we will deal with that. I brought in another professional investigator. To me, it’s prejudicial to talk about an allegation without doing the proper investigation first. I firmly believe in due process.” When Greisen will return to duty is dependent on the outcome of the investigation. “We have to schedule interviews and once the report is written we have to review that,” said Hanken. “I can’t imagine that taking more than 30-45 days.”
