Another grant to assist at Beachfront Park

Crescent City received $3 million in state Rural Recreation and Tourism grant dollars in 2022 and $5 million in Statewide Park Program grant dollars in 2021 toward the rebuild of Beachfront Park.

Now it will add another grant to the city revitalization process, using nearly $3 million Clean California grant to create a gateway to Beachfront Park.

The Clean California Local Grant Program is a Caltrans program that aims to beautify and improve streets and roads, tribal lands, parks, pathways and transit centers, according to the release.

Caltrans awarded roughly $300 million to 105 projects in the first cycle. The department awarded about $100 million to 42 projects statewide in the second Please see GRANT, Page A2

Documentary highlights beauty of Crescent City

CRESCENT CITY – Everywhere you look up and down the California Coast is a vision of picturesque beauty, the pounding surf, the landmarks and the stories in the spirit of the Endless Summer.

Surfware Media’s DocuSeries: “What It Was California Coast,” isn’t about chasing waves around the world like the 1966 surf documentary “Endless Summer.”

But the seven-episode series does take an epic road trip along the California Coast from the Oregon/California border through Crescent City, Trinidad, Eureka, The Lost Coast, Shelter Cove and the Humboldt Redwoods.

It rolls in the spirit of that classic line from a Gordon Lightfoot song, “… Carefree highway. Let me slip away, slip away on you …”

Season 1 features spectacular views, historical information, and amusing stories. The California Coast is considered a national treasure by those who dare to take the ride, director Rich Sumner said.

Additional Background Over the past few decades, the People’s Republic of China has dramatically expanded its distant-water fishing fleet, rapidly growing their economic influence across the globe; China’s seafood industry now accounts for one-fifth of the international seafood trade. As documented by recent reporting, human rights abuses—like forced labor, violence, and medical neglect—frequently occur on Chinese fishing vessels, as well as in processing plants. These human rights abuses and other IUU fishing practices pose major national security risks, geopolitical challenges, and environmental harm. The recent The New Yorker reporting focuses specifically on China’s seafood industry, but NOAA’s 2023 report on IUU fishing identified additional nations engaging in IUU fishing practices and forced labor in the seafood industry.

The United States—the single largest importer of seafood in the world—has several laws in place to prevent importing seafood tainted by forced labor, but IUU fishing practices make it difficult to trace seafood along the entire supply chain.

In addition, some of the U.S. government’s legal tools are not being used to their full potential. More action is needed to improve efforts to identify, eliminate, and prevent human rights abuses in the seafood industry.

The project includes a gateway monument, landscaping on U.S. 101 to mimic coastal dunes and other environmental features and improved public access to the Crescent City Cultural Center and the Point of Honor veterans monument.

In addition to the new amphitheater, playground expansion and bike park with pump tracks, Beachfront Park will feature a one-mile pedestrian loop and a section devoted to Tolowa culture, according to the release.

“You can go Highway 101 the whole way. It’s surprising to them, so when they see this they know they can come all the way up the coast. We did a nice thing on the Lost Coast, and we drove those roads and came up with some incredible footage.

They were some of the most spectacular shots we have.”

“What-It-Was California Coast” is his third documentary. Others included “A Life of Color - Corinne Hartley,” and “Professional Drum Shop 50 years.”

OBITUARIES Kathleen Lea Sands 8/13/45 - 9/28/23

Kathleen Lea Sands was born in Los Angeles on August 13, 1945. Her childhood was spent in an area referred to as West Los Angeles where she grew up and attended school. While living in Los Angeles, she worked as a legal clerk and a receptionist.

In 1995 she met her husband, Duane Sands.

They resided in San Luis Obispo where she obtained (2) AA Degrees at Cuesta College, one in Family Studies and the other in Liberal Studies.

In 1996 they moved to Rohnert Park, California where she obtained her bachelor’s degree in psychology from Sonoma State University. She graduated Cum Laude.

In 1999 they moved to Lompoc, California where she started working on her master’s degree.

In 2000 they moved to Crescent City, California where they have resided ever since. She completed her master’s degree in Ministerial Studies of 2003.

While living in Crescent City, California, she worked for the School District providing tutoring for Native American Children, Child Advocate for mothers and children at Harrington House, a family worker at Northcoast Children’s Services, and finally ending up as a Rehabilitation Specialist at Remi-Vista.

In 2023, she completed her Thesis for her Doctorate to receive a PhD in Christian Counseling from Vision University.

The title of her thesis was: “The Seven Deadly Sins”.

She submitted the Thesis for review by Vision University.

The Thesis was returned needing some minor changes. Kathleen was unable to complete the corrections due to illness.

She was preceded in death by her mother, Nan Findley, Father William Findley, brother Patrick Findley, brother Daniel Findley, brother William Findley, and her sister Judy Pellican.

She is survived by her husband, Duane Sands, daughter, Sloane Escobar of Fort Dick, Son Ryan Long of Washington, son Christopher Sands of Cathedral City, daughter Vicki Brown of Cathedral City, son Ross Sands of Bermuda Dunes, and daughter Tana Sands of Rancho Mirage as well as eight grandchildren and three great grandchildren.

Kathleen loved the outdoors and the ocean.

Her favorite bird was

the quail. She enjoyed seeing the deer and elk when they came into our yard. Kathleen loved the children whom she cared for and the love was returned by them. She will be missed.

A Memorial service is planned for Saturday, November 4, 2023, at 10:00 A.M. at Foursquare Church, Crescent City, California.

Patrick Neal Nascimento 3/20/1954 - 10/17/2023

Patrick Neal Nascimento was born in Maui, Hawaii to George and Hilda Nascimento. He is preceded in death by his parents, sister Donna Marie Nascimento and brother Mark Stewart Nascimento. Patrick died peacefully in his sleep the morning of October 17, 2023, at his home in Gold Hill Oregon. He is survived by his wife of 36 years, Jean (Olson) Nascimento and four daughters, Donica Hughes of Gold

Hill, Oregon, DeVonna Nascimento of Battleground, Washington, Nancy Jones (Michael) of Sherwood, Oregon, and Crystal Nascimento of Santa Rosa, Ca. and numerous grandchildren and great-grandchildren.

Patrick is also survived by siblings Desmond Nascimento (Vicki), Of Medford, Oregon, Aaron Nascimento (Colleen), of Tenmile, Oregon; Donna Presler (Robert) of Crescent City, CA. and Terri

Higgins (Tim) Crescent City, CA., and half-brother, Scott Cunningham (Julia), of Mulberry, Arkansas. He is also survived by many nieces and nephews. Patrick was a very kind, gentle peacemaker. He was greatly loved by all in his family. He will leave a large hole in the family he adored. No service is planned at this time.

A celebration of life will be held in March 2024.

“I’m really happy with the project and that’s why we made it into a seven-part series because there’s some great stuff,” he said. “I think it’s really going to surprise some people and with it being available on Prime people from Maine and New England to China can see something special.”

Wood and colleagues visit East Coast offshore wind project Last week, Assemblymember Jim Wood (D-Healdsburg) visited Boston and New Bedford, Massachusetts, joined by Assemblymembers Dawn Addis (D-Morro Bay) and Rick Chavez Zbur (D-Hollywood), to attend an offshore wind conference, see firsthand a wind power project and visit a workforce development facility.

California’s climate goals include 5,000 megawatts of offshore wind by 2030 and 25,000 megawatts by 2045 in order to successfully transition to 100 percent clean electricity by 2045.

“We as state legislators have a critical and essential role in fostering the offshore wind market in California by developing policies that support procurement and development, investment in ports and supply chains, and strategies and policies for maximizing local economic development,” said Wood. “We wanted to visit Massachusetts and attend this conference to learn what needs to be done and how to do it successfully.

California has a number of key stakeholders and we need to make sure we are all rowing in the same direction, with the wind

behind us, so to speak, avoiding any headwinds.”

Assemblymembers Wood, Addis and Zbur visited the New Bedford FOSS Marine Terminal, the National Offshore Wind Institute of Bristol Community College and spoke extensively with current offshore wind developers during the conference.

As one of the first steps this year, the state legislature passed AB 1373. One of the many things this bill will do includes the governor’s proposal for creating a central procurement entity.

This will help assure wind farm developers that their capital investments will result in a market for their offshore wind power.

“The North Coast is one of the areas identified for offshore wind and when done right, will greatly benefit the community and its residents,” said Wood. “Creating an inclusive, local workforce for offshore wind is very important to me and the district I represent, and am eager to work on this with our local partners in higher education like Cal Poly Humboldt and College of the Redwoods, local tribal leadership, as well as labor unions in this regard.”

Gasquet Ranger District to implement prescribed fires Gasquet Ranger District plans to implement prescribed fire operations within two project areas beginning October 21.

The district will burn hand plies within 30 acres in the Big Flat Community Protection Project area located 10 miles southeast of Gasquet and 1.5 miles north/northeast of the Big Flat Community. The second includes 30 acres in the Gordon Hill Vegetation Management Project area

located 1.25 miles south of Gasquet.

The dates for the burns and the actual number of units burned will depend upon weather conditions.

Burning days are changeable because the proper conditions are neededwind and relative humidity are key factors in fire behavior, safety, and smoke control. Prescribed burning will only occur when environmental conditions permit.

Some Thoughts on the Speakership During these last few weeks in Washington D.C., Congress has accomplished nothing. We have another Government Shutdown heading our way, but Congress can’t avert this one until we have a new Speaker. So how did we get here?

Over the past several years, Jared Huffman has followed his party’s playbook of dividing America based on who is and isn’t an “extreme MAGA Republican.” He’s told us over and over how these individuals are a threat to our very democracy. Now, after years of selling division instead of creating unity, he has decided to stand shoulder to shoulder with extreme MAGA Republican Matt Gaetz in support of his effort to remove Former Speaker Kevin McCarthy. What does that say about Jared Huffman?

I know that Americans are fed up with the corruption in Congress. Our lives are the ones that stuffer for their inaction. The last meaningful piece of legislation they passed was nearly three weeks ago and that was merely the resolution to fund the government for an additional 45 days.

During that time, we have paid members of Congress a combined $4,000,000+ in salaries alone. What have they done to earn that money? Did you know members of Congress receive full retirement benefits after just six years?

SIX YEARS! How long do you have to work to receive full benefits?

Throughout the next year. we are going to hear a lot of divisive things coming out of our government. Democrats will blame Republicans, and Republicans will blame Democrats. The reality is, since the year 2000 Democrats have held the House, Senate, and Presidency twice, with the most recent being from 2021-2023. The Republicans have held them three times. What has either side done to fix the problems in our country?

Ask yourself honestly, whether you are conservative or liberal, how do you justify your side holding all three branches of Government MULTIPLE times and not following through on the issues that matter to you? Those in Congress will use whatever they can to try and divide us.

That is how they maintain their position and their power.

It is up to us to remember that we are the UNITED States of America, not the divided states.

Course correction achieved

Any sea captain can tell you that on a voyage sometimes a course correction is necessary. If the easiest route will lead you into a rocky shoal, then it is best to reconsider your present course.

This is what the Board of Supervisors did at their October 24 meeting. After failing to decide an important issue at a prior meeting, they listened to the public and County staff.

They learned and corrected their course.

Free Vaccine Program The Bridge Access Program was “created to allow providers to continue to offer COVID 19 vaccinations to those who are 19 years or older and are uninsured” according to a Board Report from Ranell Brown, Director of Health and Human Services for Del Norte County.

Director Brown recommended that the Board of Supervisors approve participation in this program which will provide vaccines on request, at no cost to the patient or the county. Meth causes people to stay up late, which leads to this negative behavior. Some people might believe that methamphetamine overdose is practically unheard of. The problem is that although methamphetamine overdoses are uncommon, they have recently peaked.

Heroin and Cocaine are the most typical ingredients in speedballs. Numerous people have died as a result of speed-balling, including Chris Farley, River Phoenix, and John Belushi. It still applies even though Farley died from morphine and cocaine while Belushi, Phoenix, and Phoenix died from heroin and cocaine. However, Fentanyl has made it much deadlier recently. The increase in overdoses is caused by the addition of Fentanyl to drugs. Up to fifty times as potent as heroin and one hundred times as potent as morphine, respectively, is fentanyl. Users are not even aware of what they are taking due to the extreme potency of fentanyl and the fact that it is added secretly to stimulants.

“It is by definition not a vaccine, though they call it that. There are and have been shown effective methods for treatment without having these shots being given and also with additional adverse reactions that have been noted and documented and proven from these shots.

(They) have no purpose or benefit.”

Action Alert!

I was not at this meeting but was alerted by a concerned citizen about this inexplicable lack of action. She organized others and at the October 10 Board of supervisors meeting 11 people spoke during the public comment period asking the Board to reconsider this issue.

Supervisor Starkey pursued possible ways for this issue to be brought back in front of the Board, but at this meeting due to procedural rules this topic could not be discussed or voted on again. And yet she persisted. Eventually Supervisor Starkey and the Board Chair agreed this could be brought back under strict conditions.

In consultation with the County Counsel, it was determined that this issue could be reconsidered if 2/3 of the members agreed to suspend the rules. This meant that four out of five Supervisors must first vote

to suspend the rules before there could be any further discussion of the vaccine program.

People Showed Up The vote to reconsider approval of this vaccine program was scheduled at the October 24 Board of Supervisors meeting.

Several organizations and a handful of strong community leaders helped spread the word and mobilize people to come to this meeting to show support for this program.

Nearly 40 people showed up. Thirteen citizens testified in support of the Bridge Access Program. One observed that Supervisors should not put their personal opinions over fact-based public policy. One person stated clearly that even though he was not vaccinated, he supported giving other people that choice.

A woman who is immunocompromised reminded us that encouraging vaccinations helps protect the most vulnerable. Removing cost as a barrier will make it more possible that more people can choose to get vaccinated. This is good for all of us. This is good public policy.

Miracles Do Happen!

After hearing public comment, the Chair invited a “Motion to Reconsider.”

Chris Howard made the motion, and it was seconded by Wilson and Borges.

To my surprise it was a unanimous vote. I thought it was long shot, but five out of five voted to bring this vaccine program back on the agenda for discussion and a possible vote.

This is when the Supervisors went to work.

They had a chance to ask questions and seek clarifications from County staff.

It was verified that if the County chose not to participate in this program to

provide free vaccines, the County would then have to buy vaccines with other funds for an estimated cost of $17,000.

Allowing more time to consider this decision and hearing the polite but persistent support from the members of the public, convinced the Supervisors to vote to approve participation with the Bridge Access Program. Supervisors Borges, Howard, Short and Starkey voted yes. Supervisor Wilson voted no.

It Gives Me Hope Sometimes elected officials act as if they know everything, and this leaves little room to consider additional information. The best ones will listen to their staff and comments from members of the public.

Successful organizations foster an open process where people can know what is going on and provide feedback.

Occasionally our elected officials make a mistake.

When this happens, we should give them a chance to acknowledge their error, reconsider and change course. However, some individuals who would rather run the ship of state against the rocks. Fortunately for us, this is still a small minority in our county.

Creative builders get rural housing done

Here’s a statistic to be unhappy about: Colorado and Utah host the fifth and sixth most expensive housing markets in the country, according to Bankrate. com.

But here’s the good news: two rural housing champions in those states have found creative ways to build affordable housing.

Moab, Utah, sited along the Colorado River, draws at least 5 million tourists annually for mountain biking, rafting, four-wheeling, David Long and visiting two nearby naNarconon tional parks. But the town’s real estate has long been pricey, and back in 2004, a Moab loan officer named Emily Niehaus realized that the only affordable housing in her hometown was mostly older trailer homes.

She also knew that national loan programs such as Fannie Mae and Freddie Mac excluded loans for trailers built before 1976.

Harnessing both frustration and ingenuity, she founded a nonprofit,

Dave Marston Community Rebuilds, to tap into USDA’s Section 502 Direct Loan Program.

It pegs monthly payments for housing to residents’ income. To cut costs she looked for “dirt cheap materials,” coming up with strawbale construction that mixes dirt and straw.

Today, 72 new houses — and counting — have gone up.

Niehaus, who also served as mayor of Moab, said that she liked getting things done fast, learning along the way.

In the beginning, Niehaus had little operating money and no workforce.

Then she met 20-some-

thing Noah Aptekar, who was “couch-surfing” his way home from a cross-country bike trip.

Niehaus said she made him a deal: “For every student you’re able to recruit to build strawbale houses, I’ll give you a hundred dollars. I need eight to start.”

Aptekar, who now works for SpaceX, delivered six women and two men.

Niehaus quickly points out that Moab is known as “a cool place” to hang out.

Offering young people a place to sleep, a stipend for food, and an education in handmade housing won’t work everywhere in the West, but in Moab it was magic.

When Community Rebuilds sells a home to qualified residents, the cost is about $220,000, though the houses are worth $500,000 on the open market. To block flipping, the $280,000 in equity is transferred to the owners over a period of 20 years.

There’s a long waiting list for houses, but Niehaus, who has been succeeded as boss by Rikki Epperson, said applicants usually spend those years cleaning up their credit to qualify for a mortgage. Niehaus added that financial counseling is a key component to spurring home ownership.

Over in the western Colorado town of Montrose, Carlton Mason has also developed a novel way to build houses for the rural unhoused.

The ex-builder constructs communities for young adults aging out of foster care, and recently he included senior citizens needing housing as well.

He got into housing because of his job as director of CASA, Court Appointed Special Advocates, for the 7th Judicial District in western Colorado, covering six counties.

California invests $3.7 billion to continue rebuilding transportation infrastructure

The California Transportation Commission (CTC) this week allocated more than $3.7 billion for projects to rebuild the state’s transportation infrastructure to enhance safety and create more convenient options for travelers.

More than $2.3 billion is from the federal Infrastructure Investment and Jobs Act of 2021 (IIJA) , the bulk of which is going to over 600 cities, counties and regional agencies to improve bridges, travel times and air quality; reduce planet-warming pollution; increase highway and rail safety; and provide transportation services. Nearly $169 million in funding is from Senate Bill (SB) 1, the Road Repair and Accountability Act of 2017.

“These investments will help California maintain and build a safer, more reliable and more climate-resilient transportation system,” said Caltrans Director Tony Tavares.

“Commuters, bicyclists, pedestrians, and freight movers in local communities will all benefit as we continue to improve and rebuild our infrastructure.”

Projects the CTC approved include: • Approximately $24.6 million of emergency allocations toward roadway and drainage repairs and construction of a high resistance rockfall barrier and retaining wall as well as debris removal on Route 36 in Carlotta from Love Lee Lane to east of the Van Duzen River Bridge in Humboldt County.

• Approximately $3.2 million of emergency allocations toward roadway repairs, rock slope protection and debris removal on

Route 36 near Dinsmore at Burr Valley Road in Humboldt County.

• Approximately $1.3 million of emergency allocations toward roadway and other repairs on U.S. 101 near Klamath from the Humboldt County line to the Klamath River Bridge in Del Norte County.

• Approximately $1.3 million of emergency allocations toward the removal and replacement of culverts at two locations on U.S. 101 from south of Hamilton Road to northbound Sixth Street in Crescent City, Del Norte County.

• Approximately $38 million of emergency allocations toward roadway repairs, extend the existing retaining wall and construct a dewatering system on Route 1 near Westport south of Hillcrest Terrance in Mendocino County.

• Approximately $1.9 million of emergency allocations toward roadway and culvert repairs on Route 162 near Dos Rios to east of the Middle Fork Eel River Bridge in Mendocino County.

The IIJA, also known as the “Bipartisan Infrastructure Law,” is a once-in-a-generation investment in our nation’s infrastructure to improve the sustainability and resiliency of our energy, water, broadband and transportation systems.

California has received more than $22.6 billion since the IIJA’s passage in November 2021.

SB 1 provides $5 billion in transportation funding annually that is shared equally between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds.

The world’s largest dam removal project currently being undertaken on the Klamath River and will be the topic of Oregon State University’s Science Pub on Nov. 1.

Desiree Tullos, a professor of biological and ecological engineering, and Bryan Tilt, a professor of anthropology, will give the talk at 6 p.m. Nov. 1 at the Old World Deli in Corvallis. It can be viewed in person or online.

They will talk about the Klamath River dam removal, which started earlier this year, and its impact on the river’s ecosystem and people.

They will also describe

their interdisciplinary and cross-cultural research project in the area.

Tullos, Tilt and several other researchers, including scientists from the Yurok Tribe, have been awarded $895,000 in grants from Oregon Sea Grant to study the connections between river quality, water use and the aquatic food web and what they will look like after four Klamath River dams are dismantled.

The dam decommis-

sioning effort, whose goals include improving water quality and fish habitat, includes restoration of 2,000 acres currently inundated by the hydroelectric dams, which were built between 1918 and 1962 and provide power through PacifiCorp.

The Klamath runs more than 250 miles from Oregon’s high desert interior in Klamath Falls through the Cascade Mountains before entering the Pacific Ocean in northern California.

The suicide of one of those residents shook Mason. In response, he beefed up residential support: “Residents needed to build relationships with trusted adults who could also give advice about saving money and staying employed or in school. They needed to know adults actually cared about them.”

“We’ve thrown money at housing for decades,” he added, “and often we end up with blighted communities. Providing adequate and safe housing is just the first step in helping the most disadvantaged people.”

Both Mason and Niehaus agree that their method of harnessing a variety of funding isn’t for everyone.

“I’ve been asked to advise other communities on how to build houses for middle-income residents,” Niehaus said. “But I only know how to build houses for low-income residents using volunteer labor and USDA funding.”

As for Mason, who’s on a roll to build more needed housing on non-agricultural land, he said, “I’ve had to learn as I went, but as support got bigger, I saw we can get things done I never thought possible.”

Newsom signs legislation to expedite housing services for homeless veterans This past week, Governor Gavin Newsom signed Assembly Bill (AB) 1386, by Assemblymember Jesse Gabriel (D Encino), which will cut down on bureaucratic red tape and create an expedited process to move homeless veterans into supportive housing units as quickly and efficiently as possible.

Under current law, many homeless veterans are deemed ineligible for supportive housing services because they receive service-connected benefits that place them just outside of restrictive eligibility criteria.

As a result, supportive housing units built specifically for

homeless veterans can remain vacant for months at a time, while homeless veterans sleep in tents on nearby streets. AB 1386 would address this challenge by providing increased flexibility and an expedited process so that supportive housing providers can quickly and efficiently move homeless veterans into available beds.

“It’s unacceptable – and frankly infuriating – that we have homeless veterans sleeping on our streets while units built specifically for them remain empty,” said Assemblymember Jesse Gabriel.

“We’ve built these units at great cost to taxpayers because

we have a sacred obligation to care for those who have bravely served our nation in uniform, often enduring lasting physical and emotional scars. We owe it to these veterans – and to taxpayers and residents – to ensure that we are cutting down on red tape and moving our homeless veterans into housing as quickly and efficiently as possible.”

“We should be judged as a society by how we treat those who have risked their lives in order to serve our country,” said Los Angeles Mayor Karen Bass.

“It is outrageous that some of our unhoused veterans can’t come inside because of financial VA

benefits they receive while beds go unused every single day. This is not the time for bureaucratic red tape – this is the time for action. High vacancy rates for veterans’ supportive housing units have become a particularly acute problem in Los Angeles County, which is home to nearly 10% of all homeless veterans in the nation.
