The official changing of Superior Court judges will take place the first week of January following the March Primary elections. Criminal Defense Attorney Karen Diane Olson will replace retiring Judge Robert F. Cochran. The Honorable Judge Cochran’s last day is January 3 and Judge-elect Olson will tap her first gavel January 6. Judge Cochran began his legal career in 1975, spending 43 years in private practice. Cochran was hired and mentored by Judge
Phillip Schafer after graduating from McGeorge Law School and passing the State Bar, Judge Cochran became a Certified Family Law Specialist in 1980. Cochran was appointed to the Superior Court as a judge in 2018. He successfully ran for the office a year later. Upon leaving the Bench, Judge Cochran praised the work of District Attorney Katherine Micks. The California Highway Patrol (CHP) has announced the appointment of Lieutenant James Richards as the new commander of the Crescent City area office of the CHP. Commander Richards appointment is effective January 1, 2025.
Commander Richards brings a distinguished 25 year CHP career to Del Norte County.
After university, Lt. Richards served his country in the Air Force, stationed at McClellan Air Force base in Sacramento where he served two deployments to Saudi Arabia within the 77th Security Police, Operation Southern Watch. Lt. Richards earned the Air Force Achievement medal upon retiring in 1999.

K9 and her handler, Del Norte High Junior Jenna Phillips are both doing very well: Juno for her extensive injuries; Jenna, for sheer relief for her precious pet who is expected to make a full recovery Juno was struck by a hit and run driver on Washington Blvd, near the fire station. Jenna observed her Juno lying on the curb, with a broken leg and pelvis, and additional internal injuries. The Phillips family rushed Juno to Town and Country Veterinarian, in Harbor where First Aid was administered, saving her life. Juno was transferred to Oregon Veterinary Referral Associates in Springfield where skilled DVMs performed the extensive and costly operation conducted.
Volunteers from the CCPD Explorer K9 Program have set up a Go Fund Me Page-Heal Juno Future Canine Hero. $3000 has been raised for Juno’s recovery. In true hero fashion, Trees of Mystery in Klamath doubled that amount, an additional $3000, last week.

I’m not sure what happens to newly elected officials who display certain convictions prior to being elected, then transform instantly into the consummate politician of which they had previously held with such disdain. Our newly elected harbor commissioners managed the feat in less than two public meetings.
While I was unable to attend the meeting where passage of the reins of power took place, I have been regaled with descriptions of a circus clown vehicle careening down a hill, headed towards the water, being driven by a three-year-old child suit-
ably dressed and made up in clown costume. The most recent meeting of the Crescent City Harbor District was a much more subdued affair. Unfortunately for the health and welfare of the Harbor itself, it would appear not much has changed with the incoming tide. New Board members John Evans, Dan Schmidt, and Annie Nehmer have quickly shed their pre-election outer wear and assumed the finery of a well-heeled politician. It was very clear the new Commission has deluded itself into believing, applying and subsequently receiving larger amounts of grant funding is the only pathway to resuscitating the financially-strapped
Harbor. While this tactic might work to clear away a few of the Harbor’s immediate troubles, quite often the lure of “free” dollars leads to matching funds or projects which quickly deteriorate in our harsh climate and lead to near future costly tasks of maintenance and replacement. Does anybody remember the solar panel fiasco?
The problems that the Harbor faces have escalated over the past two decades and may be insurmountable with obstacles both of their own making and with State and Federal bureaucracies piling on. Simple government-spawned inflation and regulation is likely the largest mountain the har-
bor must climb. This has decimated the local commercial fisheries which at one time supported much of the cost of having a harbor.
Grant funding, currently being pursued with fervor will become more competitive for fewer dollars, then near impossible to acquire at all. The Harbor cannot survive on grant funding alone as there are too few dollars to go around and the Harbor’s financial troubles exceed any realistic expectation more and more grant funding will ultimately prevail.
Initially, there was hope for the Commission when a simple ask by the local Chamber of Commerce for $10,000 was rebuffed,
citing the constraints of an empty Harbor District wallet. The euphoria was short lived, when possible dollar amounts of millions were waved under the noses of the Commissioners. Gone were the pre-election principles of modest financial reform at 186,000 miles per second. Money to spend was irresistible.
Politicians were born with the fresh possibility of money to squander, palaces and castles to be built, and a legacy to create. The words of praise for tasks completed, back-slapping, and a general sense of euphoria for what might be.

The future judge hopes to improve efficiency, does not anticipate any problem in transitioning from client advocate to judge. She’ll undertake a three week Superior Court training, hopefully in April. She’s excited to begin her first day, January 6. So are we.

Shakiyla Bryant, 56, entered a guilty plea for the September 23 tragic accident in Smith River. Bryant was operating her vehicle, heading east on Mouth of the Smith River Road when, according to the CHP, Bryant drove through a STOP sign onto the 101, attempting to drive north on the major highway.
Winston Luttrell, 52, was riding his Harley motorcycle southbound on 101 and slammed into
Bryant’s vehicle and was killed.
Luttrell had recently moved to Smith River, was unable to avoid the collision and was killed when his motorcycle collided into the Bryant vehicle.
The CHP conducted a sobriety test on Bryant and reported she blew a .18 alcohol reading. The legal limit to operate a motor vehicle in California is .08.
Bryant, who was not on any bail bond, agreed to a 10 year prison sentence for Gross Vehicular Manslaughter. Court records
reveal Bryant had two previous DUIs on her driving record prior to this incident.
Video footage from the Lucky 7 Casino corroborated Bryant imbibing at least two glasses of wine, then exiting to the parking lot of the casino, entering her vehicle, driving to her residence on Mouth of the Smith. She then returned to her vehicle, and failed to stop, entering traffic and causing the tragedy.
Formal sentencing for Bryant will occur February 24, in Judge Darren McElfresh, Dept 1 Court/ The People were represented by Assistant District Attorney Todd Zocchi. Attorney David Cooper represented Bryant.
The convicted Bryant remains out in the community under Probation supervision until she surrenders to the DNSD for transportation to California Department of Corrections and Rehabilitation. She may not operate a motor vehicle. The felony conviction precludes her from owning any weapons or ammunition.

The three newest members of the Crescent City Harbor District (CCHD) spoke clearly and united when the trio rejected a motion to approve a $7,000 contribution to the Del Norte Visitors Bureau. At a Special Meeting scheduled prior to the regular meeting, a motion made by Commissioner Rick Shepherd and seconded by Harbor Chairman Gerhard Weber, the was defeated 2-3 to reject the payment for fiscal reasons. The trio of Vice Chair Annie Nehmer, Secretary Commissioner John Evans and Commissioner Dan Schmidt lamented “...until the Harbor has a clearer vision of its questionable financial condition, we, individually will vote NO on the contribution. Each commissioner voiced unequivocal support in sending the funds to the Visitor’s Bureau but concurred its support should be discussed after new commissioners acquire a better understanding of the dire fiscal conditions surrounding the CCHD.

BACKGROUND: It would not be an exaggeration to report the CCHD meetings are oft-raucus, chaotic and
disruptive, interfering with Commissioners conducting business. At a recent meeting, a member of the public levied serious criminal charges against a Harbor Consultant and a Harbor
employee. The allegations were unfounded and very possibly slanderous. All names of all parties are intentionally left out of this article, so as to not exacerbate and give credence to
these allegations. A New Era for the Harbor Commission:
Commissioner Dan Schmidt shared his concern with his colleagues that questionable, hateful, inappropriate speech has no place in the public meetings. The past incident interrupted the business of the Harbor for over an hour.
Commissioners agreed there is code language for control of slanderous / inappropriate speech during the Public Meeting. Commission Chairman Gerhard Weber underscored his intent to maintain order at CCHD meeting and promised to use the gavel when and where necessary. The chairman has complete authority and latitude in having a disruptive public member removed from a meeting.
Commissioners were absolutely united in embracing free Speech and civil discourse.
Schmidt stated, “The past behavior of a very few individuals has been regrettable. At Tuesday’s meeting, a member of the public accused commissioners of “…being a bunch of monkeys.” Schmidt supported the free speech comment because and he was steadfast in support of allowing the expression of opinion but the new commissioner said he and his colleagues would not tolerate unfounded, slanderous allegations, especially implying criminality.
The Commission officially changed titles of leadership. The president now becomes the chairman, the number two becomes the Vice Chair and the secretary keeps the position.
The Harbor District meets again January 7th at 2pm, at the Citizen Dock’s office.
