The time was exactly 10:49AM, Thursday when cell phones across the North Coast California and South Coast Oregon went berserk, warning of a possible tsunami. The National Oceanographic and Atmospheric Administration (NOAA) reported a 7.0 Earthquake just off-shore near Rio Del.
Tsunami warning followed. Board of Supervisors Chairman Dean Wilson told The Triplicate NOAA took precautionary measures and asked Del Norters to seek higher ground as the sensitive wave measuring equipment was unable to equate tsunami impact and as a precaution, asked the public to move inland. For a short period of time, the traffic was overloaded on streets and highways across Del Norte Larger Harbor vessels had about an hour window to move from the shallow harbor to deeper waters, mitigating possible damage to their commercial boats. By 12:31PM, NOAA pulled the warning. Del Norte and Crescent City returned to normal. No injuries or property damage were reported.

Gov. Gavin Newsom wants state lawmakers to help pad out his litigation fund to the tune of $25 million, according to his office, as they brace for legal attacks and “federal overreach” from President-elect Donald Trump.
“The Governor is working with lawmakers to establish a litigation fund to bolster the state’s legal resources in response to the incoming federal administra-
tion’s signaled policy proposals that would harm the state,” Newsom’s team said in a speech to State Senators and Assembly members, Dec. 3. “Working with the Legislature, the Governor is proposing a new litigation fund of up to $25 million for the California Department of Justice and state agencies to defend California from unconstitutional federal overreach, challenge illegal federal actions in court, and take administrative actions to reduce

Following a California Highway Patrol (CHP)investigation into the December 4 hit and run traffic fatality on Northcrest Drive and Madison, an arrest has been made. The incident took place at approximately 6PM.
The driver of the vehicle who struck and killed Peter Jun Ming Nip, 80, who was walking across a marked crosswalk pushing a shopping cart left the scene of the incident but was arrested by the CHP. She is identified as Alexandra Danielle Diehl, 33, was taken into custody for violation of Vehicle Code 20001(a) 192 Penal Code, Hit and Run, Vehicular Manslaughter, Leaving the Scene of an accident.
According to the CHP Report, the victim was walking across the Northcrest marked crosswalk walk near his home when a 2019 Nissan Rogue struck Mr. Nip who was thrown to the number one southbound lane of Northcrest Dr. Moments later, a Toyota 4-Runner traveling northbound on Northcrest struck the personal metal shopping cart of Mr. Nip. A third vehicle, a white Kia traveling south on the southbound lane, east of Madison Avenue, the approaching driver noticed laying in the road, swerved but was unable to avoid the person. The victim was expediently transferred to Sutter Coast Hospital, but succumbed to his injuries at approximately 9PM.
The CHP received information the suspect Nissan Rogue vehicle was located and its driver, Ms. Diehl was arrested at approximately 8:35PM

I don’t know how many times I’ve been told this by the County’s elected, “We are a poor County and must make every effort to operate with being poor in mind”. Yet, it never fails to amuse me when local politicians go into a frenzy of congratulatory fever over the receipt of any source of grant funding, AKA, other people’s money.
I’m not quite sure what planet the elected in the County live on when local politicians fail to realize that Grant funding is simply someone, somewhere, paying the County’s bills and not by choice. It is not enough to rationalize this practice by saying, “…if we don’t spend it someone else will!”
Ludicrous ! It is disrespectful to those that foot the bill for a COUNTY, Del Norte, or the CITY and HARBOR which live beyond their means and cannot seem to grow up and act responsibly. Far be it, our local leadership would find it in themselves to think about what is absolutely necessary for a functional governing body and focus on the basics. Perhaps be a bit more fiscally responsible and forgo the bells and whistles other more well-funded governance can afford. Not a chance! Get the Grant writer to plead poverty to cover our local government’s excesses.
But what happens when zip code 95531 has been thoroughly vetted and exceptionally fortunate in the proverbial grant
lottery and the feds and state decide to spread the wealth? How is the County going to fund grant employed positions? How is the County going to maintain and refurbish the castles and palaces built in the feverish delight of money from the tree named “Grant”.
California during the past six years of foolhardy spending will, without doubt, be unable to facilitate local governments who continue spending beyond their respective needs. The relative ease of reckless spending to be covered by hitting the grant funding jackpot will come to a grinding and screeching halt for the local witless. Del Norte County has already learned that federal grant dollars are going to be hard to come by, in a report from the County’s lobbyist this
past summer, yet the spending continues. Granted, (pardon the pun) there are many problems locally which require attention where grants funding can be the solution. Yet the County, with its current representation, appears destined to try consuming champagne on its beer budget. To follow the imprudent spending practices of the State of California and the Federal government, is the pathway to financial ruin. Del Norte County cannot afford champagne and for some, not even beer.
The County of Del Norte, the City of Crescent City and the Crescent City Harbor District leadership can no longer afford to lavish money on programs, departments, and employees that do not understand the “gravy
Del Norte County currently has a vacancy rate of over 30% (32.7% in the Miscellaneous and Professional units). These vacancies are concentrated in the Department of Health and Human Services. These are the employees who investigate children and seniors who are at risk; who provide benefits and support to new mothers; who oversee vital public health programs; and who help our most vulnerable residents get essential benefits. This is unsustainable. County residents are not getting the support or services necessary to keep them safe. Every day the county continues with departments experiencing 3040% vacancy rates, putting overburdened county staff under crushing workloads. This high level of vacancies leaves some staff in
Department of Health and Human Services who would normally have a caseload of 250 clients, struggling to serve 700+ clients. Del Norte County residents should not have to wait for responsive and effective services. Del Norte County is Failing to Use all the funding available
The high vacancy rate is particularly concerning since these positions are primarily funded by State, Federal and grant funding, not general fund dollars. The General Fund is made up of property taxes, sales taxes, transient occupancy taxes etc. The county ends up sending funds back to the state and other funding institutions because they don’t have the positions to carry out the work. Residents also miss out on receiving benefits that they are eligible for because
of the backlog. The lack of qualified and experienced staff also results in the county not billing for all the services that it provides, depriving the county with much needed revenue.
The Retention Challenge
The county’s current recruitment and retention problem is directly attributable to two issues-substandard wages and short staffing. These issues are strongly linked. The county cannot get applicants because they are not offering a competitive wage. Employees who do join the County often find the workload unmanageable and many end up leaving.
In terms of wages, many of the county’s classifications fall well behind what is offered in other small rural counties.

California has been driven into a financial ditch by the current Governor and does not appear to be able to change course for the welfare of its population. The federal government appears to be less willing to open its wallet in the near future and the behavior of our State’s governor is likely to make matters all that much more difficult.
While it is unlikely that our current batch of crash-test dummies will heed the warning of financial austerity for the coming years, perhaps forced moderation of their respective appetites for champagne will visit beer drinking upon them as the ‘new” county past time and the continued acquisition of grant funding will become less imperative.
Is it surprising that we lose employees to other counties and employers? Del Norte should not be a training county for other counties that pay better.
Possible Solutions
It is time for the county and the Board to get realistic. Many of the unfilled positions have been vacant for a long time. Low wages and the stress created by short staffing is leading to higher turnover and higher vacancy rates. The county needs to provide competitive, living wage salaries first, then determine how many positions can be funded. It should take the same approach that it took with the Sheriff’s office. The annual savings to the county in unpaid
salaries and benefits based on its current vacancy rate is about $7 million. Those dollars should be repurposed to stabilize staffing and make positions more attractive to applicants. The county should certainly conduct a compensation and structural analysis, but it also needs to take action now. A wage increase now would show county staff that the Administration and Board is paying attention and understands that staff is struggling.
Let’s stop the losses, let’s stabilize the staffing, and let’s put ourselves on a footing to be able to hire qualified staff.

We say goodbye to Margy Cecilia Mullen, (Born October 14, 1953, in Eureka, CA and Passed October 13, 2024, in Medford, OR) a beautiful woman who was our sister, aunt and a friend to many. She was a free and independent spirit who explored many interests and paths. She grew up in Crescent City, CA, on her parents’, Pete and Sally’s, small ranch located five miles out of town, adjacent to the majestic redwoods of Jedidiah Smith State Park. Here her passion for riding horses was fostered. She participated in local gymkhanas, competing in 4-H at the Del Norte County Fair, and was known to
set off over the hills from Elk Valley on her beautiful Palomino horse – Bonnie –to swim in the Smith River during warm summer days. After graduating from Del Norte High School, Margy moved with her family to Grants Pass, OR and this became her “home-base” for many years.
Margy’s many interests led her to work across the Western States: she worked on staff at the Bright Angel Lodge and as a mule wrangler at Phantom Ranch located at the base of the Grand Canyon, then as a wrangler at a dude ranch in the Rocky Mountains, and in Alaska to work in a salmon cannery, later she worked aboard a fishing
boat plying the California and Oregon waters.
She lived in Port Charlotte, Florida for a several years and spent a year living near Pietrasanta, Italy. Between these many adventures she returned to her home-base, and finally settled down for good in Southern Oregon.
As a lifetime member of the National Rifle Association, she began teaching gun safety classes required in Oregon and Utah to receive concealed weapon permits. She also traveled extensively as an on-call personal bodyguard for wealthy clients and their families.
Margy is survived by sister Candy Bretschneider (Dale), nephew Sean Bretschneider (Keri) and their four children. She was predeceased by her parents Pete and Sally Mullen and her sister Christy Hill (Allan).
God Bless you Margy for showing us a unique and more carefree way of exploring life. May you rest in peace.

Del Norte Ambulance (DNAMB) has served the Community for almost 40 years. To date, there’ve been no serious or credible major incidents besmirching DNAMB.
Despite this stellar record, the Board of Supervisors voted 3-2 to issue seeking a Request for Proposl (RFP) for an alternative for 9-1-1 service.
The process has begun through the North Coast Emergency Medical Service (EMS). Four consulting proposals vied for the consulting contact. The Commit-
tee selected End Point EMS to oversee the process of expanding funding for what appears to be an unnecessary expense. The North Coast EMS Committee is now in process in procuring the necessary funds for End Point Consulting. The total cost to conduct this possible transition is estimated to run a minimum of $97,000 plus (for End Point) to $150,000 or more in other costs. The funding comes from the Dept of Health and Human Services (DHHS) Emergency Fund. Neither the Board nor DHHS has explained the justification of using emergency funds.

DNAMB principal Ron Sandler.
Sandler states 1st District Supervisor Darrin Short holds a position on the governing board of the North Coast EMS Joint Powers Authority, as the representative from the Del Norte County Board of Supervisors.
In a letter to CEO Neal Lopez, County Administrative Officer, Sandler states, “…Darrin Short, as a member of the Board, with no public complaints began a process whereby the Joint Powers Authority is now considering our replacement, even though no public complaints were received.” Sandler continued, “Supervisor Short expressed his
opinion that the Board should ask fire department leadership about their perception of the quality of Del Norte Ambu
lance’s services. This I believe is a conflict of interest as Supervisor Short works for Crescent Fire and Rescue and holds a position on the governing board of North Coast Emergency Medical Services Joint Powers Authority. Supervisor Short initiated this complaint as a Member of the (Del Norte) Board of Supervisors, asserting that, as a Battalion Chief he has germane information that was not provided to the Board. Supervisor Short will then sit in review, pretending to

Sandler has requested a formal censure by the Board of Supervisors against Short. Sandler further requested that Supervisor Short recuse himself from any proceedings due to this conflict of interest.

Sandler requested official acknowledgment within 15 days from receipt of the DNAMB letter.

Del Norters thought Williams Drive was out-of-contol aflame, the site of a huge fire, last Tuesday and Saturday evenings.
The Fire was actually a training exercise conducted by Crescent City Fire and Rescue, demolishing the ramshackle Mental Health building. The two day exercise and debris removal clears the way for construction of the, as yet, unnamed homeless shelter.

Supervising Deputy Probation Officer (SDPO) for Del Norte Juvenile Justice Unit, Emily Johnson has been honored as the North Region Employee of the Year at the 2024 Annual Chief Probation Officers of California (CPOC) Awards Ceremony. Deputy Johnson was recognized for her profound impact on her team and her dedication to helping young people overcome challenges and build brighter futures.
Chief Probation Officer Lonnie Reyman praised Johnson saying, “ Emily’s exceptional work ethic and ability to rise above challenges is inspirational.” Reyman nominated Johnson for the recognition.
Since stepping into her supervisory roll in May of 2020, SDPO Johnson has consistently demonstrated the highest commitment to the young folks and community in Del Norte. In 2022-23, Johnson faced daunting challenges when her unit was short-staffed, where she acted alone, handling all juvenile Probation services. Newsom, who first announced the establishment of a new litigation fund on Nov. 7, had issued a proclamation last month convening a special session of the California Legislature “to safeguard California values and fundamental rights in the face of an incoming Trump administration,” according to his office. That special session is now beginning this week.
On Monday, legislation was introduced by California Assemblyman Jesse Gabriel, D-Encino, to set aside the $25 million that Newsom has asked for. An additional $500,000 was requested to help cover the costs of “initial case preparation,” according to Gabriel’s office.
“While we always hope to collaborate with our federal partners, California will be ready to vigorously defend our interests and values from any unlawful action by the incoming Trump Administration,” Gabriel said in a statement. “We know from President-elect Trump’s statements — and from the more than 120 lawsuits that California filed during the first Trump Administration — that we must be prepared to defend ourselves. We’re not going to be caught flat-footed.”
Senate Budget Chair Scott Wiener, a Democrat who represents San Francisco, also introduced a budget bill on Monday that includes the $25 million for the Golden State’s Department of Justice and an additional $10 million to help give county and city attorneys protection from policy challenges.

fore the storm and we know the hurricane force winds are about to hit from the incoming federal administration,” said Senate President Pro Tem Mike McGuire in a statement. “It’s time to get prepared and batten down the hatches.”
The special session was said to have been convened as a way for lawmakers to “focus on bolstering California legal resources,” according to Newsom’s office, “to protect civil rights, reproductive freedom, climate action and immigrant families.”
The governor released a statement on Sunday calling his state “a tent pole of the country” that must be legally protected.
“We will work with the incoming administration and we want President Trump to succeed in serving all Americans,” Newsom said. “But when there is overreach, when lives are threatened, when rights and freedoms are targeted, we will take action. And that is exactly what this special session is about — setting this state up for success, regardless of who is in the White House.”
Newsom has said that he fears Trump will go after the state’s stances on abortion, environmental protections and federal disaster response funding, among other things, following repeated threats by the former and future president to do so. Between 2017 and 2021, California reportedly filed more than 120 lawsuits challenging Trump’s authority on things like health care, gun control, civil rights issues and immigration.
“The Governor’s proposed legal investment has the potential to yield significant returns for California families and protect billions of dollars in state
funding,” Newsom’s office said Sunday. “The new litigation fund will help safeguard critical funding for disaster relief, health care programs, and other vital services that millions of Californians depend on daily. It will also position the state to defend against unlawful federal actions that could jeopardize not only tangible resources but also immeasurable protections, such as access to reproductive health care, access to clean air and water, and fundamental civil rights.”
When Newsom first called for the special session of the Legislature last month, he stated that California’s freedoms were “under attack” and promised to not “sit idle.” “We are prepared, and we will do everything necessary to ensure Californians have the support and resources they need to thrive,” Newsom said.
According to Gabriel’s office, the legislation that was introduced by him on Monday includes two special session bills: Assembly Bill (AB) X1-1 and ABX1-2. The first will set aside the $25 million in funding to cover “the costs of potential litigation,” while the second will “immediately allocate” the $500,000 needed for case preparation.
“Both bills will be considered by a special session Budget Committee appointed by Assembly Speaker Robert Rivas, where they are expected to further develop through ongoing conversations with the State Senate and Governor Newsom,” Gabriel’s office said Monday. “The goal is to pass both bills and have them signed into law prior to the inauguration of President-elect Trump on January 20, 2025.”
