BY ROGER GITLIN Country Media,

BY ROGER GITLIN Country Media,
I recently paid the first half of my property tax bill. When I first scratched enough money together to become the proud owner of a small piece of property in Del Norte County, I genuinely thought I was on my way to putting down roots for life. While I have managed to stay put for fifty years, paying my property taxes in the season meant for giving to others has become a bit of an oxymoron.
Perhaps it is about time where the spirit for giving extends from our local governments to those who pay the bills. You have to ask yourself, “What exactly, are we getting from our local taxing authorities which costs north of a quarter billion dollars”? What! You say, a quarter billion dollars?”
On October 1, the County, the City, the school district, the Harbor, and all other taxing authorities finalized cumulative
budgets which exceeded $250 million. While property taxes represent only part of the overall fleecing of local pockets, one has to ask the question, “What are we, the local “Walmart” shoppers getting for our money”?
In the spirit of the season, we would like to know, as we pony up the first half of our property taxes, feeling a bit uncertain as to the value of services being offered.
Most of us who pay the bills expect a level of benefit from our tax dollars which has been revealed as lacking in any measurable way to those who dutifully pay our taxes each and every year. So much for “Tis the Season…”
The Covid years exposed the dreadful state of our public schools when it comes to educating our youth. At the same time, the poor response revealed a public health lapse costing the local economy dearly. This was followed by the train wreck of
fiscal mismanagement at The Harbor and the City’s complete disregard for the poor roads and streets in favor of pursuing the fantasy of a “destination” resort on Front Street.
What have I left out? Del Norte County! Yes, the largest offender of the bunch. Tri- Agency, Strategic planning, and “economic development” leading the charge. Public safety, crime, a mere afterthought to the County’s biggest grifters, the wine and cocktail crowd of high dollar County bureaucrats.
Are you angry yet?
Being it is the season, it should be an imperative that things will change before the next “Season” is upon us. If I may be so bold as to suggest some “New Year’s” resolutions for members of the Board of Supervisors, our largest tax gouger.
Supervisor Valerie Starkey should refrain from looking to tax payers’ wallets to pay for her version of government “solu-
tions.” Supervisor Darrin Short: an empty suit. His contributions as a member of the Board of Supervisors is bereft. Short should probably just resign. Supervisor Joey Borges checking out is not an option, get back to the business of governing. Supervisor Chris Howard needs to go back to “genius” school and “Walk the Walk,”… not just talk about it. Produce some real solutions instead of your incessant “ talking.”
Finally, Chairman of the Board Dean Wilson, it’s the people who pay the bills who need the benefits, not the government. If only New Year’s resolutions were that easy to fulfill. My only resolution for this year is for those of us who pay the bills, something will finally come our way. In the meantime, remember “…tis the season” season and I hope everyone has a great Holiday, and a Merry Christmas and Happy New Year.
with some over 50%.
Del Norte County is a small community. That means we have to do everything in our power to make sure we maximize our resources, especially when it comes to taking care of our families. For the last 8 years, I’ve worked for the Women, Infants & Children (WIC) Program here in Del Norte County. While the work can often be intense — imagine, caring for moms in crisis and for children who desperately need food
— I love my job. Every day I get to care for our community’s families. It’s precisely because I love my job that Del Norte’s unnecessary shortstaffing crisis is so infuriating. Del Norte’s WIC program should have a staff of 6. Instead, we have 2. That means we will have to reduce the number of clients we see from around 1000 to 700, based on our staffing levels. That’s around 300 individuals we will not be able to service.
February 11, 1936 - December 11, 2024
Nancy Lee Baillie (O’Neil) passed away December 11, 2024, in Oroville, CA.
She was born February 11, 1936, in Joplin, Missouri. Her mother Evalyn died when Nancy was very
young, and she had fond memories of being cared for by her beloved Grandpa and Grandma Tamblyn. Her grandfather’s birthday was the 10th of February, the day before hers. He was a prominent businessman in Joplin. She acquired her sweet tooth by being given candy and pastries by him every day. Her father Charles left for a while to try to make it in Hollywood and was a chauffeur to stars like Betty Grable. When her father returned to Missouri he remarried. She spent her remaining childhood taking care of her half-sister Patti and, after her grandparents passed, the family moved from
This reduction, while harmful to our community, doesn’t even make fiscal sense. Because our program is funded from the state, we are effectively choosing to send around $200,000 of public funding back to the state — money that has already been allocated to us and that would otherwise be supporting our local community.
Del Norte’s staffing crisis is pervasive. Many county departments have vacancy rates of 30%
This means we can’t keep our roads maintained the way we should; we can’t get important benefits to residents in a timely way; and we can’t protect our most vulnerable youth and seniors. When we have more staff, we are bringing more money into the county while also being able to provide the necessary services our county needs. Why are vacancies and staff turnover so high? Frankly, the county just
isn’t competitive. The county offers less to start than the fast food industry and requires degrees and certifications for work that can be stressful and challenging.
Missouri to the Southern California coast where she loved spending her days at the beach or going to the movies as often as she could. She worked as a theatre ticket girl and was delighted to meet Johnny Weissmuller when he was there to watch one of his own Tarzan movies. She was working at a restaurant when she met Alvin Baillie, a marine, at a bus stop in San Diego and they married soon after. Nancy became a homemaker and mother. They lived in North Carolina and Colorado before settling in Fremont, CA where their family of three girls Kathie, Karen and Sharon grew up. They lost their
eldest daughter Kathie and her unborn son to a car accident in the early 1970’s. Alvin and Nancy retired to Crescent City, CA in the 1990’s where they built their dream home and just when it was finished, Alvin passed away. Her grandson Tim lived with her after her husband died to help her through those tough early years alone. Nancy spent her remaining years there, up the street from her youngest daughter Sharon and her family. Her granddaughter Jenette, born on February 10th like Nancy’s beloved grandfather Tamblyn, shared many happy birthdays with her and always had a special bond, as did her other
Can the county afford to address its short-staffing crisis? Yes. The county should take the same approach that it approved for the sheriff’s office — freezing or eliminating a certain number of vacant positions to free up funding. This approach will help attract more qualified candidates for the remaining vacant positions and help us retain our experienced staff.
grandchildren Tim, Brett, Jessica and Micheal. Her daughter Sharon passed away in 2015 and daughter Karen also proceeded her in death in 2024. In her last years she was lovingly cared for by her daughter Karen and her husband Steven and Sharon’s husband Greg, their daughter Jenette and her friend and neighbor Pat. Nancy loved God, her family, her dear dogs, movies, TV, going to church and, of course, pies, cookies and most anything sweet. She is survived by her grandchildren Tim MacIntosh (Bee), Brett MacIntosh (Nicole), Jessica Rooney (Bryan), Micheal Plante (Brianne), Jenette
Del Norte deserves a responsive and effective county government. Its administration and its Board of Supervisors must take this commonsense approach to addressing its fiduciary and moral responsibilities. Del Norte’s families can’t wait.
Farrow and great-grandchildren Michael Rooney (Julia), Tyler MacIntosh, Kylie MacIntosh, Joselyn Plante, step-grandchildren Isaac, Madison and Noah and sons-in-law Greg Farrow and Steven Randall. Nancy was a wonderful, beautiful and generous woman and will be greatly missed.
Graveside services will be held at the Del Norte County Veteran’s Cemetery on Thursday, December 19, 2024, at 1:00 pm. Arrangements are under the direction of Wier’s Mortuary Chapel. Please sign the family’s online guest book at wiersmortuary.com

Four hospital campuses in Sutter Health’s not-forprofit system earned a “B” grade (Good) for prioritizing patient safety and helping protect patients from preventable harms and errors.
Sutter Coast was one of the four campuses receiving this recognition. 16 other Sutter sites received “A” ratings (Excellent).
The Leapfrog Group rendered its 2024 Fall results, a survey conducted semi-annually over a decade ago.
The Fall report reveals the entire Sutter network has achieved all “A” and “B” Grades across its system.
The Leapfrog Group is an independent national
watchdog organization assigning an “A”, “B”, “C”, “D” or “F” grade to general hospitals across the country based on more
than 30 national performances reflecting the systems hospitals have in place to prevent harm, errors, accidents, injuries and infections. Grades are updated in the fall and spring.

This past Thursday, Del Norte awakened to learn a major, active rock and mudslide had closed Highwy 199, midway between Gasquet and Hiouchi.
Fearless and tireless, Cal Trans workers labored for the next 36 hours opening the vital artery connecting, Crescent City to Grants Pass and InterState 5.
The CHP and Cal Trans escorted oneway traffic along the Redwood Highway.
Thursday morning about 11, traffic suddenly came to a grinding halt, unbeknownst to motorists. A Huge tree collapsed about six miles East of Hiouchi, completely blocking the Highway.
Cal Trans responded expediently with a not-to-be-reckoned with truck / and
bulldozer attachment. Within 45 minutes, Cal Trans broke up and removed the arbor obstruction.
The CHP and Del Norte deputies were on hand to assist.
One may remember on March 25, 2021, when a Siskiyou County couple, Jake and Jessica Woodruff, were killed when a giant Redwood fell atop their moving vehicle on 199 at Walker Rd.
Thankfully, there have been no injuries in this latest development.
Hat’s off to all Del Norte First Responders and a special Thank You to California Department of Transportation, District 1 staff for their heroic work under inclement/ rainy conditions, benefiting the motoring public.
Avian Influenza H5N1 is again circulating in susceptible wild birds in California during fall migration.
The Golden State sits at the epicenter of the Pacific Flyway, one of America’s migratory routes that brings millions of visiting birds through the State each fall and winter. The last confirmed detection of Avian Influenza H5N1 in wild birds in California was in July. Avian Influenza in free-rang-
ing wild birds is primarily a disease of water fowl and shore birds, the natural hosts of avian influenza viruses whose wetland and other variety habitat is a significant factor for disease transmission among these species. You can help by contacting Dept. of Fish and Wildlife and reporting dead or sickly wild birds at 1(866) 922-2473. Please do not handle sick fowl or bring them back to your home.

The California Department of Fish and Wildlife (CDFW) has seen the first returns of threatened Coho Salmon in the upper Klamath River Basin in more than 60 years, following the historic four dam removal completed last month. It was the 1960s when CDFW documented the last Coho occupying the historic habitat in the upper watershed.
Last month, seven coho salmon entered Fall Creek Fish Hatchery in Siskiyou County, about 7.5 miles upstream from the former Iron Gate Dam.
The returning Coho have been identified by missing adipose fins, confirming Fish Hatchery origin. Coho Salmon in the Klamath are listed as a threatened species under both State and Federal endangered species acts.
In a separate announcement, CDFW announced it has released 270,000 full-run Chinook salmon into Fall Creek, the first early yearly Hatchery Salmon release following the historic dams removal.
