The answer to this question has certainly become a mystery to all who attend Del Norte County Board of Supervisors meetings, never more so during the course of January 14th’s meeting. As the current Board stumbles into the calendar year 2025, the Board proceeded with the expected changing of the guard. Out with the 2024 leadership and on to the new, which did not age well… less than a nano second in fact!
When serving on a governing board no matter where it might be on the planet, there should be an expected level of respect within such a governance in order for a properly functioning government to have an opportunity to exist. This does not mean the board members always have to agree; there simply has to be a level of respect for each board member. The Del Norte County Board of Supervisors is regrettably, not such a board, sad, but absolutely true.
In atypical fashion our bobble headed supervisors, at least three members: Supervisors Chris Howard, Chairman Joey Borges, and recent Chairman Wilson, forsook the normal board repetitive head bob to become Easter Island stone statues, unable to utter the words “I second the
nomination.” In that moment, a profound display of supreme disrespect amongst board members reared its ugly bobblehead like a butterfly landing atop Supervisor Valerie Starkey’s head in a way I have not personally witnessed in my many years of attendance at Board meetings.
While Supervisor Starkey and I are more often than not at odds with our personal convictions about governance, Supervisor Starkey is entitled to form policies as a representative of District 2 and has done so with vigor for the entirety of her first four-year term in office. What has become obvious during Supervisor Starkey’s time in office, is the clear impression she has been shuttled with regularity to a seat in the back of the bus. Never offered the chance of becoming Chair of the Board, or even vice-chair for that matter until the January 14th nomination by Supervisor Darrin, “who didn’t get the memo” Short.
Before the public in plain sight, three members of the board of supervisors, Dean Wilson, Joey Borges, and Chris Howard sat in Easter Island monolith silence with a level of disrespect, incivility, discourtesy, rudeness, contempt, and 196 similar words towards the elevation of one of their members to be considered for the office of Chairperson of the Del Norte County Board of Supervisors. What a
travesty!
Words cannot express this author’s contempt for the three members of the Board, I will repeat: Joey Borges, Dean Wilson, Chris Howard who COULD NOT UTTER THE WORDS, “I SECOND THE NOMINATION,” for a colleague, Supervisor Valerie Starkey, who was nominated to be the Chair of the Del Norte County Board of Supervisors for 2025, and has served faithfully as a 5-0 rubber stamp bobble headed supervisor for a full four-year term and still gets no respect. Becoming the chair of the Board, does not give the holder of the position anything more than to set the agenda and conduct the meeting, something ANY MEMBER OF THE BOARD SHOULD BE ABLE TO ACCOMPLISH AND BE AFFORDED THE OPPORTUNITY TO OCCUPY THE POSITION. So, in a nutshell, what is going on here? Who is it who chooses the leadership of the board? Who do they have to suck up to, to earn the right to be Chairperson?
I have long contended the unelected department heads of the County’s bureaucracy appear to have substantially more sway in the governance of Del Norte County, the consent agenda being exhibit number one. Have the unelected anything to say about the election of the chair of

Around the country, government entities responsible for the provision of ambulance services have turned to competitive procurement processes to correct shortcomings in their EMS system. To undertake a bidding process for advanced life support [9-1-1] ambulance services is expensive and should only be conducted when the level of service is unacceptable and all good faith avenues to correct the issues with the incumbent provider have failed.
The complexity and thoroughness required by State law in the Request for Proposal [RFP] process for ambulance services contribute to the high cost of continually putting the service out to bid. There are many cost drivers associated with conducting an RFP: comprehensive cost analyses, data collection and analysis, hiring external consultants to ensure the integrity of the process, documenting compliance with state and local regulations, extensive documentation of all meetings, correspondence, memos, and more. Complex evaluation processes and long-

the board? If so, this is a classic example of the tail wagging the dog. How did this happen?
More importantly, how can the citizens of Del Norte County allow the level of disrespect shown to Supervisor Starkey be acceptable in local government? The behavior is DNHS 2.0. I am quite sure when the spin and excuses for the abysmal behavior by Howard, Wilson, and Borges follow, “nothing to see here folks” should be unacceptable and has to change. While some say there is “no law, North of the Klamath River”, perhaps civility has died as well.
There is likely to be no apology offered for this excretable behavior by Starkey’s fellow members of the board, privately or publicly, but it should happen by each, Howard, Wilson, and Borges. In 2026 there should be no repeat of this appalling behavior by members of the 2026 Board, and Chair of the Board Valerie Starkey should receive her second on the way to a 5-0 vote. Is this Board listening? Do Easter Island statues wear hearing aide devices?
Without violating the “ spirit of the Brown Act,” perhaps this trio can meet after nutrition on the campus of Del Norte High and graduate from the childish, immature, adolescent behavior so prevalent among teenagers.
the region to take over EMS responsibility risks a variety of unanticipated and negative outcomes that can be avoided by collaborating with the company that has been your provider for more than 40 years. Del Norte Ambulance is singularly dedicated to serving our county. We are not distracted by the issues facing other service areas for which we might be responsible. We are not beholden to owners or shareholders unfamiliar with the challenges of providing quality services here. When an ambulance provider is imported from elsewhere,
earning trust starts over on day one. Accountability, responsiveness, adaptability, and dedication levels are unknown. A literature search on this reveals a number of EMS systems that did not get what they thought they were getting from a new provider. Confusion, budget overruns, quality complaints, and system disruption take a heavy toll—regulatory and compliance staff are overwhelmed with complicated problems, dissatisfied hospital administrators become vocal, responder agencies falter, and constituents become angry when the EMS system is compromised.

down a steep, descending embankment and collided with a large tree. Johnson succumbed to his injuries en route to Sutter Coast Hospital. The CHP continues to investigate this accident.
Craig was indeed, a very special man. Craig entered the Marine Corps, with a “…once Marine, always a Marine,” mindset. He studied Geology at the Ohio State University.
Craig began a long and storied career with the National Parks Services. He served as a park ranger at Yellowstone, Channel Islands (2X), the Grand Canyon, the Gates of the Artic National Park and
Chief Ranger of the Redwood National and State Parks, among many other assignments. Craig also took a hiatus from Parks and was a private tour guide.
His family said he brought light to wherever he went.
Craig had many passions: Golf; Reading and poetry; and Bob Seeger, whom he often travelled for hundreds of miles to attend his concerts. His family mourns his untimely death but is blessed with rich memories of a life well-lived.

Prior to the Swearing-in, the President-elect hosted a rally with a standing room only crowd of 23,000 at the Capital One Arena.
President Trump took his Oath administered by the 17th Chief Justice John Roberts as only the second President to serve his second term, interrupted by the one term Presidency of Benjamin Harrison. Grover Cleveland was the 22nd and 24th President elected to non-consecutive terms in 1888 and 1892, respectively. Associate Justice Brett Kavanaugh administered the Oath to Vice President-elect JD Vance.
Millions more across the country and around the globe watched the event on television.
The Parade and all related public events were canceled.
Following the Ceremony, the President signed an estimated 200 Executive Orders (EO) as part of his
first official acts. The range of EO’s concerned Border Security / Deportation orders of Criminal Aliens, Gender Affirmation in Collegiate Sports, Declaration of two genders: male and female, TicTok continuation immediately, Re-start Energy Exploration, Tariff Implementation and scale back of Diversity, Equity, Inclusion (DEI) mandates across all Federal agencies from the previous Administration.
Security was palpably tight at the Rotunda. The Inauguration proceeded successfully, without incident.
The now 47th President Trump delivered a Make America Great Again speech, calling January 20, 2025 as Liberation Day. Audience applause was profound.
“Impossible is what we (America) do best. We will not fail,” declared President Trump.
A new era has begun on America’s historical journey.
Copco 1 and Copco 2 and JC Boyle dams. Monitoring adult salmonoids and juvenile productivity will be ongoing with preliminary adult Chinook basin estimates available by February 15. Initial results are positive with documented spawning in multiple tributaries in California and Oregon upstream from the former dam sites. Results of juvenile monitoring will be available, this summer. Temperatures and flow dynamics to a dams out environment and are already showing signs of improved ecosystems function.
Here’s the Fish Hatchery update: CDFW’s Fall Creek Hatchery will play a significant role in the repopulation of the Klamath. The newly constructed $35 million hatchery is iintended to jump start salmon populations in the upper basin and be a bridge-restored Klamath River. Annual productions consist of 3.25 million fall-run Chinook salmon and 75,000 Coho Salmon.
As of January 10:
• 317 Chinook have been processed and almost 300,000 eggs are on hand.
• 45 Coho Salmon have
been processed (23 females and 22 males) almost 43,000 eggs are on hand. There are zero Coho 7broodstick on hand and zero additional Coho have been trapped in in the last few weeks.
Status of fishing both the lower and upper Klamath: Currently, Steelhead Fishing is the main option for fishing the Klamath. Winter-run Steelhead make up the bulk of fishing opportunity at this time of year.
Fishing success has been reduced somewhat by the dam removal process, heightened sediment loads have impacted water clarity but ongoing rainfall is improving river clarity, according to CDFW. Salmon fishing will begin in earnest this summer. The Pacific Fishery Management Council will begin data collection in February and the California Fish and Game Commission will analyze the data and pronounce regulation of the Klamath.
