Merced County Sheri ’s Posse to Lead the Inauguration of President-elect Trump

Del Norte Sheriff Garrett Scott

has announced Merced County Sheriff’s Posse will be participating and leading the parade on the Inauguration on President Donald J. Trump.

Merced County Sheriff Vern Wernke released this amazing news and acknowledged Sheriff Scott and the Del Norte County Sheriff’s Posse will be helping with financial donations. Merced County Sheriff’s Posse is setting up its mounted posse unit, expediently. Funds are sought for horse feed and shelter for the Merced team.

This is not the first Rodeo for the Merced Posse. The Posse participated in President Trumps first Inauguration in 2017 and were in fact the only representatives from the Golden State for this historical event.

Sheriff Scott underscored the political party one belongs to is irrelevant. The honor bestowed on Merced is monumental.

Is this the year California finally grabs the attention of vehicle operators who drink and drive?

The California Highway Patrol (CHP) investigation in collaboration with the Office of Traffic Safety (OTS) have launched a year long $6.1million campaign focused on reducing impaired driving incidents up and down the State.

The “Bring Impairment Down” campaign, funded by the OTS grant runs through September 30, 2025, and combines education and enforcement to make California’s roads safer. These efforts aim to remove impaired drivers from the road and increase awareness about Driving Under the Influence (DUI).

The local CHP Area Office in Crescent City provided the following 2024 statistics for vehicular collisions:

• Total crashes: 311

• Possible injuries: 71

• Minor injuries: 81

• Serious injuries: 18

32 year old Dhruv Mehta, a Little Caesar’s Crescent City restaurant manager pleaded guilty to having sexual intercourse with a 17 year old store employee earlier this year. Judge Robert Cochran presided over this troubling case and was palpably disturbed by the emotional delivered comments of victim and her parent

Nonetheless, Judge Cochran accepted the recommendations of the Del Norte Probation Department.

The original rape charge was negotiated down to Penal Code violation 261.5c, a felony, Unlawful Sexual Intercourse with a minor more than three years younger than the reported age of the assailant.

Convicted Mehta was immediately remanded to the Sheriff’s Dept. to begin a 90 sentence which, per policy, will be reduced to 45 days. The question begs to be asked: Was justice served?

The written victim statements from the child and father were powerful and profound. Fear, shame, confusion and humiliation were painfully evident in the

child’s statement to the Court. The father underscored the change in his daughter’s behavior since the incident. The parent underscored his daughter’s loss of innocence and the future impact on his child.

The parent called Mehta a predator, a monster. The circumstances revealed how the employee was lured to the now-felon’s residence under questionable circumstances where the illegal sex acts were committed.

The testimony was unsettling.

Both the District Attorney and Mehta, through his attorney, agreed to the reduction in charges. Judge

DHHS to the rescue to squander money on a Phony Ambulance matter

It has been nearly a year since the County’s Board of Supervisors started the process of finding a new ambulance service. What you say? A new ambulance service? What’s wrong with the old one? Nothing! Still surprised? It seems Del Norte Ambulance came before the Board of Supervisors after thirty-seven years of more than adequate service in Del Norte County to request an Exclusive Operating Area (EOA) permit. This simply was to formalized a nearly four-decade long authorization to be Del Norte County’s sole ambulance service. Then, Supervisor Darrin Short happened along. In order to understand the nature of Supervisor Short’s embarrassing politicization of a rather innocuous request by Del Norte Ambulance, here’s the background: First and foremost, there has been a long-standing feud between fire department leadership and Del Norte Ambu-

lance dating back decades. It would appear as the fire department became less of a fire department and more of a second-string attendant at the County’s growing number of health-related emergencies, certain feathers were ruffled at Crescent Fire and Rescue and the Crescent Fire Protection District. Nothing like a testosterone-filled fire house with less and less to feel heroic about and wanting to feel more relevant and important. Enter our new quarter of a million-dollar man, Fire Chief Kevin Carey, who has made no secret of his disdain for Del Norte Ambulance. Carrying the water for the new Chief, Supervisor Short initiated a complaint claiming the ambulance service didn’t measure up to be an EOA. Short, who is a long-standing member of Crescent Fire and Rescue, is hardly a person who can be trusted to be objective regarding the ambulance service, yet the Board allowed Short, Supervisor Starkey, and a North Coast Emergency Powers rep-

resentative to form an ad hoc committee to evaluate Short’s feeble complaint. Nice thing to be appointed to a committee whose task it is to evaluate your own complaint. Nothing but the smartest of decisions by the Board.

Inspite of no findings of fault by Del Norte Ambulance from North Coast EMS, the CHP, the Sheriff’s Office, the City Police, Sutter Health, the School District and any other service related to emergency services, Supervisor Short insisted that the fire department had conclusive information Del Norte Ambulance has failed to live up to its responsibilities as ambulance provider for the County. We are still waiting for Short’s proof. Are you seeing a dubious pattern here? Short, probably not the brightest bulb on the Board, by a 3-2 vote set the County’s course on funding the search for a new ambulance service provider. Estimates for the seach are likely to be at least $150,000, remember “poor county”, up to a possible high of

Well done Supervisors Short, Starkey, and Borges. And you, the public, thought the story was at end. No, it gets better (or worse) with the appearance of Director, eager for more accolades, Ranell Brown, who revealed the Department of Health and Human Services has squirreled away a nest egg of $243,000 for emergencies and is more than willing to part with the nest egg to further Supervisor Short’s political machinations. Remember Del Norte Ambulance’s contract does not end until 2027. So, where and what is the emergency for Director Brown? So far, $97,000 has been squandered on a consultant, thanks a lot Mr. Short. The obvious path forward is to back up, pay the consultant to stand down, take fire department and Supervisor Short out of the equation and continue to have Del Norte

With damage to the County’s financial health minimized, Del Norte Ambulance placated but no longer trusting, and possible legal action averted, all that is left is for the fire department to get over itself and act in a cooperative and non-political fashion. Perhaps, Fire Chief Carey should be moved along as well.

While this may be sound advice, I will let Supervisors Short, Starkey, and Borges ponder the error of their collective ways and not hold my breath corrective and timely action will follow. It has become almost a regular pattern for Del Norte County’s Board members to try and spend their way out of trouble when the simplest course of action to avoid trouble in the first place is to keep taxpayer money in the County’s coffers. This remains a skill set which is clearly outside of their collective abilities as our governing board. After all, the Department of Health and Human Services may have an actual real emergency to deal with.

Former Life-Long Del Norter Celebrates a Big Birthday

Oops! Triplicate apologies to the Del Norte Dixon and Wakefield families for The Triplicate overlooking Jack Zeck 100th birthday, November 22. Mea Culpa!

The 60 year resident of Del Norte County settled here at age five, in 1929 to 1990 and joins the elite group of those who’ve attained the ripe old age of 100. Indeed, Mr. Zeck joins this rare group of centenarians. Some 85 percent

of the hallowed group are women. Jack Zeck joined the group of a group estimated between 12 to 17 thousand, scattered across America.

Eldest Granddaughter (age undisclosed) Angela Dixon initiated the call reminding The Triplicate of her grandfather’s special birthday, November 22. And just who is Jack

Zeck? This quasi-famous Del Norter now lives in Cave Junction, very independent and very active. His son lives next door.

Zeck remembers being raised in the Bertsch tract surrounded by some five families scattered about south of Crescent City. No electricity, no plumbing. He attended a one room (K-8) school house from age five to the eighth grade.

Zeck attended Del Norte High School, then located at what is now the Flynn Center on 9th and H Streets. It was wartime, and

Zeck enlisted in the Army in 1943, heading into the War in the South Pacific, trained in Demolition and was hugely grateful when Uncle Sam moved young Jack to Logistics. Angela says her grandfather can fix anything. She calls him a master tinkerer. Jack Zeck produced two sons, four grandchildren and 11 great-grand children. He’s a widower. Wife Darlene and Jack were married over sixty years; she passed away in the 90s. Happy belated Birthday and many more, Jack Zeck. Del Norte County wishes you a Happy New Year.

Del Norte and Curry counties don’t

have a large Jewish Community but residents of both Brookings and Crescent City were on hand at St. Timothy’s Church last Saturday to celebrate Night four of the eight Night Hanukkah event. The Jewish Festival of Lights commemorates the recovery of Jersalem and subsequent rededication of the Second Temple at the Maccabean revolt length. Antiochus IV of the Seleucid Empire, in the 2nd Century BCE. Antioch had previously outlawed the practice of Judaism.

The festival is observed by lighting the Menorah, which has nine branches. Each night for eight nights, a candle is lit. The ninth candle is called the schmmash which lights all the candles. The significance of the eight night duration was the

limited oil in the lamps of the Second Temple endured for an unexpected lenth.

Hanukkah is a joyous event with those attending singing songs, eating delicious latkes (potato pancakes) and spinning the dreidel.

After the meal and games, the Jews discussed the small population of World Jewery.

TTher are about 15.2 million Jews around the globe. 40 percent live in Israel. Another 40 percent, about six million live in the in USA, with greater New York having a population of one million Los Angeles has about 500,000. Other Jewish centers include Miami and Philadelphia. The rest of the globe’s Jews are scattered around Canada. Australia and Europe.

Those celebrating Hanukkah in Brookings all agreed Jews must be united and help one another.

Tolowa Dee-ni Nation Signs Accord with Army Corps of Engineers

The Tolowa Deeni Nation and the U.S Army Corps of Engineers (USACE) signed an historic ceremonial document for a partnership event, December 18 that will provide the Nation with $800,000 toward extensive improvements to a 50 year old wastewater plant serving a portion of the Native population, in Smith River.

The Nation’s Tribal Council met with USACE and discussed the Wastewater system planned as well as discussing Tolowa Deeni culture, history and environmental practices.

Chairperson Jeri Lynn Thompson stated, “This Agreement is only the first step in securing overall funding for a project that will ultimately connect 150-plus low income homes to a quality regional water system by replacing the existing outdated, lagoon-based wastewater system.”

Lt. Colonel Timothy Shebesta of USACE expressed pride to partner with the Tolowa Dee-ni Nation on a project, in Shebesta’s words, “…will greatly improve the living conditions of those who

Cochran also had the opportunity to kibosh the Agreement but chose not to do so. Other consequences for Mehta are:

• Victim is under a Criminal Protective Order. Felon Mehta may not make any contact with the minor and must distance himself by at least 100 yards.

• Mehta will be under Del Norte felony probation supervision for two years.

• Felon Mehta must register as a Tier One sex offender, an order which will endure for 10 years. Mehta must undergo a series of educational programs, administered by Probation and serve 140 hours of community service upon being released from jail custody.

• Felon Mehta must officially request written permission to leave Del Norte County and must report to Probation the 1st and 10,th monthly.

• Felon Mehta may not own or have access to any weapons.

• $1150 Civil fines issued to the defendant.

• A Civil case attorney observed the proceedings via ZOOM for a possible restitution case.

• A $300 Court fine may be waived if felon Mehta completes all his programs within the prescribed time period.

The Triplicate called Chief Probation Officer Lonnie Reyman and District Attorney Katie Micks for comment on the case’s outcome. Reyman responded expediently with his comments.

“Plea deals are a major part of dispensing justice. All parties agreed to the plea agreement. Probation takes no sides.” Probation acts as the arbiter where it makes recommendations to the Court. Reyman stated that very few cases actually go to a jury and Del Norte is no different than the rest of America, on how it metes out justice. Despite the 6th Amendment right to have a jury of your peers judge one’s guilt, “Plea bargaining is the reality.” DA Micks did not return the Triplicate’s phone call; however, in past conversations with The Triplicate on plea bargaining, Micks has expressed satisfaction on her record in serving the Peoples’ interests through plea bargaining Micks cautioned the public on going to Court to have a jury of peers judge the defendant, stating the possibility of losing a case is very real, and the defendant my walk free with no consequences. During calendar year 2023, the District Attorney oversaw some 1600 felonies. DA Micks went the jury route just eight times all last year. All other cases were handled by plea bargaining. Lastly, during the Mehta case, his counsel requested immediate remand to Sheriff custody be delayed until February so felon Mehta could enjoy the Holidays. In rejection of that request, Judge Cochran’s abrupt and curt response was, “...there’s another family and young lady who may not enjoy Christmas this year (because of your client). Have You lowered your eyebrow, yet?

Homelessness solutions one of LOC legislative priorities

Homelessness and housing challenges continue to be issues throughout cities across Oregon.

Homelessness and housing are part of the nine priorities adopted by the League of Oregon Cities’ (LOC) Board of Directors for the 2025 and 2026 Oregon legislative sessions. The priorities have been identified through a committee process during the spring of this year, and a vote by the LOC’s 241 member cities this summer. The following nine issues received the most votes and were adopted by the LOC Board:

1) Community Infrastructure and Housing Development Funding - The LOC will advocate for a comprehensive infrastructure package that supports increased water, sewer, stormwater, and road investments from that state. Without continual infrastructure investments, communities cannot build needed housing; these two priorities are inherently

linked. To this end, the LOC will advocate for continued state investments to support the development and preservation of a range of needed housing types and affordability.

2) 2025 Transportation Package - The LOC will support a robust, long-term, multimodal transportation package focused on: stabilizing funding for operations and maintenance for local governments and ODOT; continued investment in transit and bike/ped programs, safety, and congestion management; and completion of projects from HB 2017. This objective includes support for a transition from a gas tax to a road user fee and improved community safety and livability.

3) Recreational Immunity - The LOC will introduce legislation to protect cities and other landowners who open their property for recreational purposes from tort liability claims.

4) Behavioral Health Enhancements - The LOC will support legislation to expand access to behavioral health

treatment beds and allow courts greater ability to direct persons unable to care for themselves into treatment through the civil commitment process.

5) Lodging Tax Flexibility - The LOC will advocate for legislation that increases the flexibility to use locally administered and collected lodging tax revenue to support tourism-impacted services. These services include public safety, community infrastructure, and housing-related investments.

6) Shelter Funding and Homeless ResponseThe LOC will support a comprehensive homeless response package to fund the needs of homeless shelters, homeless response efforts statewide, and capital projects. Funding will include baseline operational support to continue and strengthen coordinated regional homeless response and include a range of shelter types and services and other related services.

7) Address Energy Affordability Challenges from Rising Utility Costs - The LOC will

support actions to maintain affordable, reliable, and resilient energy resources and invest in programs and new technology that support energy efficiency, renewable energy, battery storage, and resilient communities. These efforts will help address members’ concerns about increased costs associated with energy usage.

8) Operator-In-Training

Apprenticeships - The LOC will advocate for funding apprenticeship training programs and expanding bilingual training opportunities to promote the workforce development of qualified wastewater and drinking water operators.

9) ORS 195.530 Johnson v. Grants Pass - The LOC will advocate public policy that allows cities to respond to the unique

needs of their community’s housed and unhoused members. This advocacy will include adjustments to ORS 195.530 to provide cities with the necessary tools to address unsafe camping conditions, safeguard public spaces, and protect the health, safety, and wellness of all community members. Marie Louise Rominger, aged 76, passed away on 10/27/24. She resided in Crescent City, CA for almost 20 years. Marie was born on August 10, 1948, in Fairfield, CA, to her late parents Ruby Anderson and Edward Rominger. She was the second oldest of 7 siblings. She had endured the loss of three of her brothers: Vern, Bud, and Leo. She is survived by her remaining siblings: Cherie, Vicki and Frank, along with her daughter, son, son-in-law, grandchild and a lot of aunts, uncles and cousins.

Marie married Manuel Santos in 1966 but divorced in 1978. They had two children: Synthia Marie and Blaine Ferreira. Marie was a homemaker when she was married and

was always very supportive of her two children and all their endeavors. She made sure Synthia got to softball and gymnastics on time and was a passionate soccer mom and Football mom to Blaine. She always sparked fun in the household… maybe it was a marshmallow fight, perhaps a lemon merengue pie fight, there was even a paint fight while painting their house…but it always ended in laughter, love and core memories.

Marie worked for several Silicon Valley companies but on the side, Marie would always sew and quilt and did clothing repairs for friends and family. She secured a trademark called Denim Again®, where she transformed jeans into purses,

wallets, jackets and more. Marie’s daughter, Synthia, married Todd Cunningham in 1993 and Marie custom-created Synthia’s beautiful wedding gown, the Bridesmaid’s dresses, all cummerbund and ties, and other wedding accessories. This labor of love kicked off Marie’s next adventure and she opened a shop in downtown Pleasanton, CA called “Special Seams,” which offered new creations, alterations, repairs and more. Marie was also an award-winning speaker for Toastmasters International and a member of the Pleasanton Chamber of Commerce. Marie closed her shop in 2004 and moved to Crescent City, CA to be the Manager of D&B Storage. But her

sewing never stopped. In her spare time, she built up more private customers and partnered with the Uniform Shop in Crescent City and built up more clientele with Pelican Bay and Officers in Crescent City, making sure their uniforms looked spiffy. Synthia and Todd Cunningham had Marie’s only grandchild, Finch Marie Cunningham, in 2006. Finch was absolutely adored by Marie and Finch called her “Granny-Seeta.” They loved spending time together, playing games, watching movies and baking in the kitchen. Finch would be utterly fascinated watching her Granny-Seeta sew, using any one of her 7+ different machines!

Marie was a lover of God and a woman of faith

and attended Cornerstone Assembly of God, in Crescent City. Marie was diagnosed with ALS but passed away from a non-related cardiac arrest. We all feel that it was God’s mercy to welcome her to His kingdom when He did to end the pain she was enduring. Marie will forever be remembered for her wacky sense of humor, her undying love for her family, friends and God, and her LOVE and passion to sew and quilt. She was also a great cook, and terrific baker and a loving “Cat Lady.” And mostly, she was an awesome Mom to Synthia and Blaine, a loving Granny-Seeta to her grandchild Finch, a devoted sister and fierce friend. She will be greatly missed,

Sequoia Park Zoo announces conservation grant opportunity

EUREKA, CA – The Sequoia Park Zoo Advisory Group’s Conservation Council is accepting proposals for our thirteenth annual Conservation Grant Program. Proposals should be submitted by individuals or organizations for projects that have a clear and direct impact on the conservation of wildlife or habitats. Appropriate projects include proposals for research, certain educational programs, and habitat management. Special consideration is given to projects that are in line with the Sequoia Park Zoo’s mission, focus on species represented at the Zoo, or support local wildlife or habitats. Funds will be granted up to $3,000 for projects that can be completed within two years. The deadline for applications is Friday, January 31, 2025 at 5:00 PM. Kamome president Bill Steven expressed his delight to observe the sister city arrival, post Covid era. Here’s the schedule for the students

• Tuesday, Students will visit Del Norte High classrooms, Ocean World and attend the girls’ basketball game, Tuesday night.

• Wednesday, students will lunch at CC Diner, visit the Grove of Titans and attend High School Winter Court.

DUI continues to be a significant threat to public safety. Last year, 1,089 people were killed by DUI drivers and 27,306 were injured in alcohol-involved crashes across the Golden State. These sobering statistics underscored the need to address drunk and drug driving. These tragedies can be avoided pleads the CHP. This past month, 32 year old Shakiyla Bryant, Smith River was convicted of Gross Vehicular Manslaughter when the twice-DUI convicted Bryant killed 52 year old Winston Ray Luttrell, also of Smith River, September 23, while riding his Harley

on 101 at Smith River Road and slammed into Bryant’s vehicle, as she was oblivious to the STOP sign at that intersection. Bryant blew a .18 alcohol.
