The atmosphere surrounding the 11th anniversary of The Kamome Festival was inspiring, exhilarating, uplifting and joyful but most of all, definitely the flavor and theme was international. The City put on quite a welcome (Moshi! Moshi !) for the Japanese Delegation from Rikuzentakta. A deep, respectful bow and tip of the boshi (Japanese word for hat) to the City, County and Kamome Foundation for a wonderful welcome to our Japanese guests.
From the devastation of the horrific March 11, 2011 Tsunami, following the Tohoku Earthquake which took the lives of over 2000 folks living along the northeast coast of Japan, a joyous event was born. The souls whose lives were extinguished by the giant waves of the Tsunami, live on within the hearts and memories of survivors on both sides of the vast Pacific. The Rikunzentakata Schoolowned vessel incredibly survived the two plus years, a 6000 mile journey floating across the Pacific and landing along the Del Norte coast and covered bow to stern with hitchhiking barnacles. The Kamome was rescued by a group of Del Norte youth …and the Journey commenced to return the miracle vessel to its rightful owners. A very special bond was born a decade back, perhaps by serendipity and geography from this human tragedy between the two schools, the City of Crescent City, the County of Del Norte and Rikuzentaka, Japan. This weekend, the Kamome Festival was

The City took two separate actions last Monday, one as the Housing Authority, the other as the lender and property owner of the land once was the El Patio Motel, to provide desperately needed senior housing. First, Councilors adjourned to the Crescent City Housing Authority then directed the Housing Director to execute an Agreement to Enter into a Housing Assistance Payments (AHAP) contract with Crescent City H Street LP for 26 Project Based Voucher (PBV) units at Harbor Point. The history of this project originated in 2015 when the City entered into a disposition and development agreement with Danco communities of Arcata. The inability to secure tax credit financing stalled the project for years. The Del Norte County Board of Supervisors inched forward on adopting its first- ever Strategic Plan, the County road map establishing priorities for the coming fiscal year. Assistant County Administrative Office Randy Hooper addressed supervisors on framework drafts that identified four focus areas: • County Staffing and Capacity • Infrastructure and Economic Development • Law Justice and Homelessness • General Governance and Budget Hooper called the Strategic Plan “ambitious” considering the County has never adopted a Strategic Plan. The road map moves from the above noted Focus Area to Goals and ultimately Action Items. Hooper identified the Goals in each Focus Area. County Staffing and Capacity Goals include reducing Vacancy Rates; Improving Recruitment Outcomes and Expediting the Hiring Process; Reducing Employee Turnover and Increase Retention; Improve Access to Housing Opportunities for County Employees. Infrastructure and Economic Development include Maintain or Improve County Facilities and Infrastructure; Support Countywide Economic Development; Improve Aesthetics of County-owned properties and Facilities. Law. Justice and Homelessness include Improve Community Indigent Defense; Proactively and Collaboratively Address Community Homelessness; Improve and Expand Opportunities and Upstream Interventions for Justice Involved Youth. General Governance and Budget include Maintain Core Service Levels; Practice Fiscal Responsibility; Improve Oversight of County Programs and Services; Embed Strategic Planning into County Culture and Budget Process. The California Primary results were certified by the Secretary of State on April 12. This election is now officially decided. In the race to replace our Assemblymember Jim Wood, Republican Mike Greer got the most votes with a total 39,050 (27.6%) of the votes. This is equivalent to the number of Republican voters in the district.
In this primary campaign the competition was between six Democrats fighting for second place. Only the top two candidates will advance to the General Election on November 4. These six Democrats split 102,000 Democratic votes and the result was so close it took weeks before any candidate could declare victory.
Primary Strategies
It is often possible during a campaign to evaluate how a candidate will act after they are elected.
My first test is whether we can get them to come to Del Norte County. Do we matter enough for them to visit? This is why the local Democrats organized a candidate forum so we would have a chance to meet the Democratic candidates. When I first met Chris Rogers, he told me that he intended to campaign the same way that he plans to govern. He has been to Crescent City often since then. While I appreciate him reaching out to meet with me, I don’t believe I’m that special. He is meeting with many others in his effort to connect and understand our issues. We talked about the shenanigans and malarky
In the end, Santa Rosa City Council member Chris Rogers locked up second place and will advance in a head-to-head competition with Mike Greer. I recently had the opportunity to have coffee and a chat with Chris Rogers. He reached out to me as a part of his ongoing campaign to be our next Assemblymember.

After expressing his concerns for the Plan, “ We’re moving a little too fast, here. There’s a lot on this paper,” Howard stated. Howard continued “ I hesitate strongly to make moves before we understand where that cash (revenue) is coming from.” Howard felt additional study was warranted before next meeting’s Board adoption vote.
Upon listening to Howard’s comments, Starkey withdrew her second.

Ariel Kelly and her wealthy sister funded a campaign to smear Rusty Hicks with vague and unfair allegations of impropriety while he was serving as Chair of the California Democratic Party. I spoke with many local voters who were turned off by this tactic, but it did have an impact. Rusty only missed second place by 1329 votes.
General Election
I expect that the campaigns for the general election between Chris Rogers and Mike Greer will be more cordial.
Chris explained to me that it is his intention to keep to the high ground.
He recognized that it is important to remember in an election that when it is over, you still need to find a way to work together. Mike Greer means well, and I give him credit for running. Even though we can disagree on policy objectives, I have had many polite conversations with him. He has thrown himself into this race and contributed his own money to fund his campaign. I think he knows he cannot win, but he is highlighting his issues. It was nice to meet with Chris and get to know him a little better. He is genuinely a likeable person. He told me that he and his wife are expecting their first baby soon. Chris said he intends to have the family join him on the campaign trail, thereby bringing his own baby to kiss.

It is a great benefit for us that Chris Rogers is an experienced public servant. Chris was born in this
district, where he continues to live with his wife. Chris was elected to the Santa Rosa City Council in 2016 after nearly a decade of helping to represent the north coast as senior staff for Senator Mike McGuire and other legislators.
Shortly after Chris took office, Santa Rosa was hit with one of the most devastating wildfires in California’s history. The Tubbs fire took 3,000 homes and dozens of lives. Chris was literally tested by fire. As a Council member and Mayor, Chris led his community through four wildfires, a drought, flooding, and a pandemic.
As Mayor, Chris Rogers balanced the budget, expanded access to childcare and launched a groundbreaking first-time home-buyers program for low-income workers. Chris championed initiatives like free public transit for veterans, seniors, and youth, and supported switching over all city buildings to 100% renewable energy.

• Supervisors voted unanimously to allocate another $15,000 to the Humboldt-Del Norte Film Commission for a total contribution of $25,000 for the upcoming fiscal year.
• Supervisors also voted to decline to Suspend the Rules in order to reconsider item 29, the Tri-Agency Joint Powers Agreement from the January 23 , 2024 meeting. The vote to decline was 3-1-0, Starkey voting NO and Howard voting to ABSTAIN.
The vote pre-empted items 20 and 21,possible action to reconsider Supervisors vote on partnering with Tri-Agency and the amending of a specific section addressing off-shore generation of wind energy. Both the City and Harbor voted to include wind energy to the Tri-Agency Economic Authority. Today’s decline to Suspend the Rules leaves the Tri-Agency in a state of limbo as the County will not be contributing $70,000 to the Tri-Agency budget for the upcoming year.
Supervisor Joey Borges felt opposite. Borges expressed his support for the “ ambitious” Plan. “ Let’s get this going and make things start happening. I’ll make the second.” Chair Wilson concurred, “ All we are doing is approving the action points that we’ve laid out. Nothing has been set in cement.” The Board then voted 5-0 in accepting the Strategic Plan drafts and direction to staff to prepare the Final 2024-25 Strategic Plan vote at the April 23 meeting .

Governor’s handling of homeless disappointing
As a concerned citizen, I feel compelled to express my deep disappointment in Governor Gavin Newsom’s handling of the homelessness crisis plaguing our state. Despite billions of dollars allocated towards this issue, it’s disheartening to see that the situation has only wors-ened, with families forced to live on the streets or in makeshift shelters like buses.

The proliferation of tent cities and skid rows is not just a blight on our communities but a stark reminder of the systemic failure to provide adequate support and resources for our most vul-nerable population. What’s more frustrating is the presence of numerous vacant and unoccu-pied homes juxtaposed against skyrocketing rents, highlighting a fundamental flaw in our hous-ing system. Instead of meaningful interventions, we’re witnessing a cycle of neglect and mismanagement that only perpetuates the crisis. It’s time for our elected officials to prioritize compassionate and effective solutions that ad-dress the root causes of homelessness, including affordable housing, mental health services, and addiction support. We cannot continue to turn a blind eye to the suffering of our fellow citi-zens while billions of dollars are seemingly squandered without tangible results.

Day 1: About 100 Del Norters, with signage and a sea of smiles came out to the Del Norte County Regional Airport and greeted the Japanese Delegation for the Kamome Festival last week. The Delegation came to celebrate, bond, share, and exchange goodwill and a seemingly end-
Days 2 and 3: Those who attended the Festival were treated to cultural activities, international dance performances, food, and no shortage of mutual admiration from politicians to performers. If only this love could be exported around the globe to some of the deeply dire trouble spots.
Emily Reed from the Tolowa Nation delivered a Tolowa prayer and was the first to welcome the Delegation and share the culture of the Tolowa Tribe, its rich Del Norte
history atop the soil of the Cultural Center site situated on Tribal land. Mayor Inscore followed with the City’s welcome. The Mayor welcomed his Japanese counterpart, Mayor Sasaki who in both Japanese and English (with a little help from his interpreter Jack Woodke) expressed his deep appreciation to Crescent City and Del Norte County for its extension of hospitality to the Delegation.
Bill Steven, president of the Kamome Foundation shared the contributions of local youth who thanklessly worked diligently to remove the barnacles from the dinghy and initiate its return to the people of Rikunzentakata, no small
fete. “We didn’t expect anything. We just wanted to do the right thing, something nice.” And indeed they did. Steven underscored no local dollars were expended from City or County coffers in developing the Kamome Foundation.
Both Friday and Saturday, the Public enjoyed a myriad of activities. Kids experienced tsunami interactive education while families learned helpful tips on Emergency Preparedness, emergency First Aid kit making, Origami, Kanji Writing and Card Making. In the evening, UNIT SOUZA entertained with “ Constant State of Otherness.” Saturday, a Drum Circle
was performed by Mombo Hernandez. The Hmong Community provided three dance ensembles:
• Crescent Elk Middle School International Club presented traditional Hmong dance.
• Former DNHS high grads,
• “ Las Chicanas,” performed a traditional Mexican dance. The Chicano Club dancers are also members of the a Del Norte Asian/ American Club.
• Lotus Cultural Dance group from Eureka performed a traditional Laotian cultural dance. Local DNUSD teacher Hmong Khou Vue.
• The afternoon was capped off by HAPI, the Humboldt Asia Pacific Islander Taiko Percussion Drum group with a riveting and rythmic performance on the Cultural Center stage. This international contribution to the Kamome Festival was organized and presented by a team of dedicated Kamomrle Foundation members. By the time you read this article, the Delegation will be back in Japan via CEC to Oakland, van transfer to SFO, a 12 hour flight to Tokyo and bullet train back to Rikuzentakata, rich with cerebral memories of the Kamome Festival in Crescent City, April 11-13, 2024. The Resolution for amending the agreement with the California State Water Resources Control Board (SWRCB) amends the financial arrangements between the City and the SWRCB. A second Resolution approved amending the City budget for fiscal year 2023-24.
The City Wastewater Treatment Plant is struggling to meet financial commitments of a State Revolving Fund (SRF) loan on major Plant renovations in 2011. The SRF funding has now been reduced to zero percent and exclusively provides cities and counties financial relief for clean water and sewage treatment purposes. Voters rejected Measure Q ballot referendum for a proposed sewer rate increase in November 2016. A City analysis revealed the Sewer Fund would deplete all reserves and go negative in this year if budgeted operating costs and revenue remained unchanged. Over the past years to present, the City has worked with the State Water Board Division of Financial Assistance (SWRCB) and Regional Water Quality Board to develop a plan to address the shortfall. The City received an SWRCB Technical Assistance Grant in May, 2021. The amount of the grant was $395,405. In April, 2022, the Council authorized the City Manager to allocate $370,000 to optimize
the Rotating Biological Contactors (RBC) and Digesters. These vital components enhance the sewer process effectively and efficiently, ensuring environmental performance. Here’s what’s also needed to maintain WWTP services:
• Replacement of Membrane BioReactor (MBR).
• Biosolid optimization.
• Primary Clarifiers.
• Thicken/ Gas Holding Tank.

The Del Norte County Board of Supervisors approved and adopted the Resolution to appoint Jacqueline Roberts as County Counsel, effective April 12. Roberts, a six year employee of Del Norte, served as Interim County Counsel after Joel Campbell-Blair resigned to become Humboldt County Assistant County Counsel in March. airman in the South Pacific during WWII, her father was notified via telegram of his daughter’s healthy birth.
Louise married Dale Rowe, Jr. of Joliet, Illinois, in 1964. They had four children over the next several years. In 1976, the family loaded their belongings and an Old English sheepdog into their Volkswagen bus and drove west to a new start in Crescent City, California. A year later, their fifth child was born.
In 1989, she married Jerry (E.J.) Johnson, and they were partners in heart and art until his passing in 2022. Jerry was the love of her life; he was a sculptor, and she was a painter.
Louise and Jerry worked together in their studio for hours. They passionately embraced the “starving artist” term and were always volunteering their time.
Louise helped manage several galleries and and was a long-time member of the Lighthouse Art Association and the Crescent Harbor Art Gallery.
Louise had a lifelong passion and talent for art.
She worked on several murals in Crescent City with her artist friends. There is one spanning the length of the community indoor pool, and another at the Redwood National Park visitor center in Hiouchi. She painted dozens of commissioned portraits. She painted the backdrops for school plays and graduations. Every holiday when her kids were young, she would paint the big picture window with a holiday scene- pumpkins, an Easter basket, etc. She later transitioned to stained glass art, and was very successful.
As a homemaker, she was a pioneer in the DIY trend, and Louise really could do just about anything. She always forged her own path, embraced computers and the internet early on. Gardening was a favorite pastime, and with every new project, her energy was boundless.
After Jerry’s passing, Louise said goodbye to the California redwoods, and with her beloved dog Tibet, she relocated to Central Oregon to be near family. As her illness progressed, the staff at Chinook Place and Partners In Care hospice rose to the challenge of her care. Her
family is forever grateful for the thoughtful and considerate treatment Louise received from the staff. From activities to comfort, Louise was shown dignity and respect.
When asked to describe Louise, people would use words like colorful, creative, energetic, passionate, and fiercely independent. Her spirit lives on in the beauty she left behind in both memories and artwork.
