Florence Area Community Coalition thanks volunteers

Over 20 tables at the Florence Events Center were filled with an estimated 180 people on April 17 so the City and FACC could show appreciation for the volunteers who do so much for Florence and its residents.

As keynote speaker, Mayor Rob Ward spoke of his life as a volunteer

starting as a Boy Scout and Eagle Scout, all the way to securing $2 million for the construction of the Florence Events Center. He noted that the center was a community dream come true and was designed to meet a variety of needs. A brick wall in the entryway recognizes about $1.3 million in local contributions while each plated chair represents a $2,500 donation and bricks outside the center mark $80,000, he said.

“Over the years, I have dedicated my time to serving both Florence and Dunes City as a city councilor and mayor, as well as a board member for Siuslaw Valley Fire & Rescue and the Port of Siuslaw, and as the first board president for the Boys and Girls Clubs of Western Lane County,” he said, noting that he then changed cities. “Florence has been built and enhanced by the efforts of volunteers. We have volunteers serving our community in so many ways.

They volunteer with the hospital, fire department, police department, library, social service non-profits, schools, youth sports, the Boys and Girls Club, the airport, the events center, FACE theater and arts groups, our parks, service organizations, the humane society, public boards, commissions, and committees, and many more I am sure.”

Rhododendron Drive taking shape

Work is moving along on Rhododendron Drive and it’s becoming visibly obvious how the roadway will be moved one lane to the east. Looking north along the river, one can see the amount of earth that’s been moved from the hillside to relocate the lanes.

“K&E Excavating completed the new water line installation along Rhody Drive last week, as well as completed one of the retaining walls,” according to the Public Works website.”They were also hard at work installing the irrigation system for the landscape planter along the Siuslaw River overlook area, installing stormwater infrastructure, and installing new water services and meters for when we transfer service to the new water main. Central Lincoln PUD crews have also been in the area setting the relocated utility poles.”

Road widening work will continue, along with the installation of a new sewer line and realignment of New Hope Lane.

“With the contractor beginning to realign and reconstruct New Hope Lane, access to the Oregon Coast Humane Society and the Lane County Transfer Station will be available, however, there will be flaggers staged to control traffic,” according to Public Works.”Motorists can expect some delay in entering and exiting New Hope Lane.”

Traffic is being detoured around the project and residents’ access is controlled by a flagger.

The City of Florence opened bids on the project in December 2023. K&E Excavating, Inc. out of Salem, Oregon, was awarded the construction contract for the $7 million project. Project costs include $250,000 for engineering services

and $6,750,000 for the construction phase. Additionally, Lane County is contributing $338,000 to reconfigure the intersection to New Hope Lane and access to the Transfer Station, according to City reports in March.

According to the City, the project will be paid for with street funding and other allocations and was approved in the 2023-2025 biennial budget.

Completion is estimated for December 2025.

Cougar spotted in Florence

While not uncommon on the Oregon Coast, mountain lions tend to generate fear and interest when they’re spotted in more urban areas. Reports that a mountain lion was spotted in areas of Florence April 22 were confirmed by Department of Fish and Wildlife personnel.

According to ODFW Wildlife biologist Jason Kirchner in the Newport office, callers had reported seeing one in areas near the golf course in Florence.

“Some folks were out having their morning coffee,” he said. “They saw it and it saw them and it took off running.”

Kirchner said Florence features several wooded corridors between the forest and coast in which mountain lions can get close to the ocean unseen while looking for food.

“Unfortunately, some people like to feed deer and other wildlife,” he said. “That’s what cougars eat, mostly deer and other wildlife, so that’s why they’re coming into town.” He said they’ve been known to go after small pets like cats and dogs, but added that coyotes are more likely to do that.

“If you see one, definitely let us know,” he said. “We’re trying to develop a behavior pattern with cougars so we want to know what they’re doing.”

He advised that should you see one, the first thing to do is hold your ground.

“Don’t run, but make noise, raise your voice, yell, clap,” he said. “Pick up your kids if you have them, raise your arms… You can throw rocks or sticks at them and slowly back away to get into your car or your house.”

Kirchner said that on the rare occasion that a cougar attacks, the person should fight back.

“We try to encourage people not to feed wildlife because that draws them in,” he said. “Keep pets on a

Barbara Filiatreau

Barbara Filiatreau died unexpectedly on March 30, 2024. She was preceded in death by her husband Robert (Bob) who passed in July,

2023. She is survived by a brother, Robert Crane, a sonin-law, Steve, and cousins, nephews and nieces. Barb and Bob lived many years in the Seattle area after spending 5 years in Alaska.

A MOTHER’S DAY TRIBUTE:

They chose to retire in Florence because they loved being near the ocean. They were very active in “The Elks” where they worked in the “Share Shop”, served at dinners, etc. Barb was a

past officer in the ‘’Van Fans Group” which helps support the vans taking cancer patients to Eugene for daily treatment. She also enjoyed the local “Business After Hours” group and participated in “Minutes

of Gold”. She will be missed by many. A “Celebration of Life” will be held for Barb at the Elks Lodge on Sunday, May 5th at 1pm. We invite all her friends to come and mingle,

enjoy refreshments and share memories of the good times we spent with her.

The ties that Bind: Mothers and Daughters in business

A best compliment for a mom may be, “you are my role model,” “I want to grow up and be like you and make you proud.”

This Mother’s Day, we are highlighting Janelle Brady who gave her mother that very compliment when she took over as the proud owner of the River Gallery, the art shop founded by her mother, Jan Jagoe, over twenty years ago.

Mother and daughter (Jan and Janelle) worked side by side in the River Gallery for a “too-short period of time says Janelle, before her mother Jan’s passing. They had always been close, but the bond they shared in their business setting was a unique kind of love. It combined the mentoring guidance of a trusted advisor, the support structure of a close family and the invaluable bond of a best friend. When that sort of relationship came to the River Gallery, it made for one happy family as well as customers. Their business reflected a family-first mentality toward customers, and the pride of being community-oriented from the very beginning.

Janelle says, “we’ve always wanted to make customers feel at home, with a warm and comfortable atmosphere. Mom and I often felt like we were talking to old friends, when in fact, they were customers, who did become our friends.”

Let’s back up and start from the beginning and explain how The River Gallery began.

Jan and Brian Jagoe moved to Florence in 2003 and Jan fulfilled her dream to showcase outstanding local art that year. Why Florence for their dream space? Daughter Janelle says, “ Mom and Dad chose Florence for its picturesque beauty and thriving art community.”

“The name of the gallery was a result of her love of Florence and the river here. She was an accomplished photographer and most of her photographs are of the Siuslaw River Bridge and Florence local beach scenes. I would imagine because her dream was to open a ‘local’ art gallery here in Florence along the river, ‘The River Gallery’ seemed the perfect name.”

Janelle is continuing her mother’s concept of focusing on local artists who use an array of diverse mediums.

“We change our displays, but always have at least 20 of the most astounding artistry on the Oregon Coast!” She continues, “The wonderful thing about the mixture of our artists is that we sell some of each type of medium. Everyone seems to love different things, which is why having a variety of mediums makes the Gallery so special. We sell Pottery, Woodworking, Wood Turning, Paintings, Photography, Jewelry, Blown Glass, Stained Glass, just about something for everyone.”

Remembering her mom, Janelle says, “I have over 50 years of wonderful stories about my mom. She was an amazing, wonderful and kind person. I could go on and on about my mom. She was always positive, peaceful and thinking about how to make the world a better place and how to put a smile on someone’s face.”

Mother Jan Jagoe believed that art was important in young people’s lives and created the “Be the Whale” project to encourage young artists while raising awareness of endangered species, Jan awarded $1000 scholarships to high school artists from across the west. Different animals were chosen to represent each state, all being in the endangered category. Winning entries included a pen and ink drawing from Oregon of a chinook salmon, a pastel drawing from Nevada of a mount Charleston butterfly, a colored pencil drawing from Arizona of a baby ocelot, a Southwestern willow flycatcher from Utah, woodland caribou from a student in Idaho, and a video about a humpback whale from a student in Albany. The Siuslaw School District received a portion of the proceeds and endangered species projects also received funds from the proceeds.

The River Gallery opened in 2003 on Nopal Street, but Jan wanted to be on Bay Street in Old Town Florence. The Gallery moved to its present location at 1334 Bay Street and Jan became an active and proud member of the Chamber of Commerce.

Gallery Owner and Manager Janelle Brady, following in her mother’s footsteps, is one of the friendliest person you’ll meet. She is passionate about her art and offers quality customer service.

She moved to Florence with her husband Sean ten years ago from San Diego. “I wanted to live near Mom. I loved working in the gallery with Mom and being a part of the beautiful space she created. I never got tired of hearing her stories about the artists. It was clear that she loved this town and the art community. I am thankful each day to keep her dream going! I cherish The River Gallery and all the artists that are a part of it.

As for future plans? “I hope to keep The River Gallery a part of the art community and Old Town Florence for as long as I can. I have no plans to expand because I love our little corner gallery just the way it is. We invite everyone to join us for artist receptions, art walks and open houses.

Janelle hosts regular art walks and receptions. She is hosting a special Mother/ Daughter (husbands too) reception Saturday May 11th (fitting that it is the day before Mother’s Day) from

3-5 pm. She is inviting all to enjoy wine and light snacks and view the local art.

Kirchner said bear spray is very effective against cougars and will irritate their eyes, nose, and mouth, allowing time to escape. He said the effects of bear spray will wear off after some time without causing injury to the animal.

FACC president Ken Gaylord mentioned Oregon Services statistics showing that 974,372 volunteers contributed 88.4 million hours of service through assorted organizations at a net value estimated at $2.6 billion. He quoted the site where it says

government is borrowing well over $4,000,000 a minute.

Should a person be bitten or scratched by a cougar, even superficially, they need to get medical attention immediately.

“If someone got bit, we would remove that animal and get it tested,” he said. Since cougars use their claws to tear meat and carcasses, their claws and feet can contain high amounts of bacteria, creating a high infection risk if someone were to be scratched.

He said residents who witness a cougar acting strangely should contact the Newport ODFW office at 541867 4741.

“Volunteerism is a way to make a positive impact in the world and give back to your community. Volunteerism is an essential component of building strong resilient communities. It fosters a sense of connection and engagement among community members and promotes a culture of caring and compassion.”

Miss Oregon Teen Volunteer Hayley Cole spoke of her background as a volunteer with organizations such as Camp Harlow in Eugene, Kiwanis, Rotary Club, the Elks Club, Young Life Community Baptist Church, CROW, the Boys and Girls Club, and the Oregon Ducks football team.

“I’ve done a lot of volunteer work in my time and I love volunteering,” she said. “I feel like it’s a way to give back to my community.”

Cole is the daughter of Brian and Jodie Cole, owners of BJ’s Ice Cream in Florence. She was named Miss Oregon Teen Volunteer, along with other titles, graduated high school at 16, and is currently working toward her real estate license.

Following her presentation, a microphone was passed around the tables so groups and spokespersons from the many volunteer organizations could introduce themselves and what they do in the community.

Fire personnel had to revisit a house fire in Florence a few times April 19th due to roofing additions that trapped heat inside the components.

Western Lane Fire and EMS responded to the area of Shorecrest Drive and North Lane, north of Florence at about 10:25 a.m. to find a double-wide mobile home heavily involved. WLFEA

Chief Michael Schick said an engine happened to be nearby when the call went out and

arrived just afterward. Schick said the owner and occupants were away from the house at the time.

“The owner was in Reedsport and had his dogs with him so they were ok,” he said. An engine from Reedsport covered the WLFEA station as firefighters worked to put out the home.

However, since the top of the home had an extra roof and roofing installed, it was difficult for firefighters to extinguish. Crews were called back to the scene when the

fire reignited at about 6 p.m. and again after midnight. According the Schick, the home was a total loss. He added that Western Lane Crisis Response services were offered but turned down by the owner. Schick said the home was insured and the owner has family in the area who can help. Two other occupants also lived in the home and were away when the fire started. Schick said the fire is still under investigation, as no obvious cause is apparent.

Stephensen to speak at Midcoast Watershed meeting

MidCoast Watershed Council’s May 2 meeting will be hosting Shawn Stephensen from the Oregon Islands National Wildlife Refuge Complex, who will discuss seabirds in Oregon.

Stephensen has a Bachelor of Science in Fisheries and Wildlife from Utah State University and a Master of Science in Biological Sciences from University of Alaska Anchorage. He has worked for the U.S. Fish and Wildlife Service for over 34 years as a Wildlife Biologist. He spent four years with Fish and Wildlife Enhancement in Salt Lake City, Utah conducting contaminant studies, 14 years with Migratory Bird Management in Anchorage, Alaska conducting seabird

studies and database management, and 16 years with the Oregon Coast National Wildlife Refuge Complex in Newport, Oregon conducting seabird studies and refuge management.

Shawn W. Stephensen has a Bachelor of Science in Fisheries and Wildlife from Utah State University and a Master of Science in Biological Sciences from University of Alaska Anchorage. He has worked for the U.S. Fish and Wildlife Service for over 34 years as a Wildlife Biologist. The League does not support or oppose any political party or candidate. However, the League does advocate for important social policy issues but only after rigorous study and a consensus building review by members.

The League of Women Voters produces a digital voting guide called Vote411 (Vote411.org).

Vote411 offers “one-stop shopping” for both candidates and issues on your ballot. Enter your address and a customized set of information relevant to your location is created. All candidates have been asked to respond to questions from the League; names and associated statements, if provided, for those running in the election will be listed. There is an exception in closed primary states, like Oregon. If you are not

If you didn’t register or re-register to vote before the April 30 at midnight deadline, you may also update your voter registration through 8 p.m. Election Day and receive a ballot. However, if you need to reactivate or change your registration after the last day ballots are mailed on May 16th you would have come in person to receive a ballot. You will need to re-register if you have changed your address or wish to change your political party affiliation that would allow you to vote in a primary.

Local measure

There is one ballot measure that is of interest to local voters.

In ballot measure 20-350, citizens of Dunes City are being asked to approve an amendment to the city charter to follow Oregon law for

its public improvement contracts.

In the current charter, the City must request bids for all public improvements over $2000. Since most improvements of this type, such as repairs to streets, buildings, structures and improvement of all types, are more than $2000, this requires the City to spend time and money going out for bids on smaller projects unnecessarily. By allowing this amendment, the City ties its limits to those the state allows.

Florence STEP Group Request for Volunteers

Florence STEP (Salmon Trout Enhancement Program) needs volunteers to complete our current projects, and to determine if we can continue to support one of our legacy community activities, starting with the removal of the trap and weir on Whittaker Creek on May 9.

This is one of our larger single projects. We need a group in waders to disassemble the trap and weir. The Friends of Florence Youth

Camp will be there to move and load the heavy parts, but we still need a group of volunteers with work gloves to help in transferring the many smaller parts out of the creek and onto the trailer, and then into storage at the Florence storage shed. Lunch will be provided.

We will meet at the storage shed on Hwy 101 at 9 a.m. and carpool to the trap.

On May 11, assistance will be needed to clean, lube and replace fishing line in our reels. This will be a short job if we have adequate help. We need to have our rods and reels ready for use for upcoming projects.

Meet at the hatchery at 9 a.m. We should be done by Noon. Assistance will also be needed June 1 at the Free Fishing Day.

We need volunteers to Issue rods and reels, Power Bait hooks, help community children to cast, untangle lines, retrieve and clean fish.

We will meet at the Cleawox Lake Dune parking lot at 9 a.m.. Cleanup and storage is usually completed by 3 p.m.

Railroad Comes to the Coast American Heritage Chronicles

The railroad industry was still in its formulative years in the early part of the 19th century, as was our young nation.

The first steam locomotive arrived in the east in 1830, yet by just 1850, nine thousand miles of track had been laid there.

Railroading became more consequential in many ways during our nations development, demonstrated by its use by the North during the

Civil War for transporting both troops and supplies, in the early 1860’s. As our settlement gained momentum towards the west, so did railroading as a tool of that effort. The US Congress passed legislation in 1866 to create a rail line here in the west from Portland, down through the Willamette Valley and reaching the California border. Then in 1869 the Transcontinental Railroad connected East to West, and finally a line was built

serving between Portland and Roseburg in 1872.

The coastal region of Lane County was still fairly well isolated however, and although efforts began as early as 1889 by the Siuslaw and Eastern Railway and Navigation Co. to construct a line reaching only to Mapleton, it would take until 1913 for that effort to succeed. When it did, travelers still had to use boats on the Siuslaw River to reach Florence.

By 1919, in addition to freight traffic, passenger traffic had increased to the point where travelers spilled over to the baggage cars as well as passenger coaches. By the mid 1920’s a highway had been constructed along the river completing the road link clear to Florence and the coast. Likewise, the railroad’s ribbon of steel tracks arrived in the 1920’s, although it only reached Cushman and not Florence.

By the late 1920’s loss of passengers caused the discontinuation of daytime passenger train service, leaving only night trains. The ridership levels were obviously impacted by the connection to the coast via the new road from Mapleton.

While the trains from the valley never actually reached Florence on their way to Coos Bay, they did stop at both the Cushman Station as well as Siltcoos Station. In fact, in 1935, a train derailed at the Siltcoos Station crushing all three buildings there.

Around 1950 pullman sleepers were discontinued on the Eugene to Coos Bay run,

but regular passenger coaches still ran. But by June of 1953 Southern Pacific’s last daily “milk run” was cancelled, stating they had been “losing money for quite a few years”.

In the 1980’s a special for the World Trade Week event brought passenger service back to the rails once again between Eugene and Coos Bay with a consist of multiple passenger cars, but it was only a one-time event.

Freight traffic continued to keep the line busy for the next several decades, along with sales of the company, re-alignments and mergers. In 2007 however, then-owner Central Oregon & Pacific Railroad closed the line with just a one-day notice to its shippers, intending to tear up the line and sell it for scrap. Despite the struggling economy by that time, the International Port of Coos Bay realized the need to keep the rails intact and began the arduous process to acquire it.

Not an easy task even in stable economic times, the task was daunting as it included 134 miles of track, nine tunnels and 37 bridges, including three draw bridges, most of which required refurbishing. They felt it was critical to keep the line alive and serve their customers’ needs. They re-opened the line in 2011.

In 2008 I attended a Florence Chamber luncheon where Port representatives presented their plan of attack. I asked if they felt passenger service between the valley and the coast might be in the future, even if just excursions. They replied, “not likely” as it simply wasn’t cost feasible, particularly when “freight rules the rails”, explaining that if a passenger train met a fright train on the line, the passenger train would be delayed letting the freight move on schedule. While other parts of the coast have more railroad heritage than here in western Lane County, such as Coos Bay where timber and coal mining was heavy in the late 1800’s, we have seen other railroad activity in the area. For example, a short line for a logging camp existed in the Mapleton area in the vicinity of the Gingerbread House, and a narrow-gauge short line existed in the Glenada area during the construction of the Coos Bay line in the early 1900’s. While the presence of the railroad is somewhat evident in our area today, it doesn’t fully reflect the efforts over the past 100-plus years to make it become a reality. But it did become a reality, almost faded from existence at one point, and was then rescued to serve our commerce needs. The Siuslaw Pioneer Museum is currently working on a display of the Cushman station and will be interesting to visit!

Vikings’ Macali Lade qualifies for nationals

Siuslaw Vikings wrestler Macali Lade has qualified for the national freestyle and Greco-Roman tournaments for the third year in a row.

One of three Vikings in the meet, Lade placed second in both styles in the junior girls 115-pound bracket this past weekend in Newberg, earning a trip to Fargo, N.D., in July for nationals.

Siuslaw junior Leonardo Robertson placed fourth in

the 150-pound junior boys division in Greco-Roman and sophomore Gage Mills, competing in the 215-pound 15-16 bracket, was sixth in freestyle and fifth in Greco-Roman.

“They represented our school and community very well,” Vikings coach Neil

Wartnik said. “In her two championship matches, Macali wrestled very competitively, threatening to win both times against long-time nemesis Poly Oliff of Dallas High School.

Siuslaw Vikings football coach Sam Johnson is

stepping down — as coach of the offensive line.

Siuslaw graduate Devin Bunch (Class of 2009), a member of the 2006 Vikings state championship team, will be stepping up.

“He was an incredible player at Siuslaw,” Johnson said. “He has moved back to Florence, and will help fill a hole left by Gerry Fleming a few years ago.”

Bunch will work as a volunteer coach, and will join a staff that includes former

Vikings players Johnson, Sean Campbell, Jeff Gray and Elijah Blankenship.

“I am super excited to add another Viking Football Brother to the coaching staff,” Johnson said. “Devin represents all the things we want our kids to represent and strive to be.

“He is what Coach (Tim) Dodson would call a ‘blue car’ man, someone who works hard, does the right thing and doesn’t care about personal

glory, but group and team success and glory.”

Johnson had been filling the void left by Fleming’s retirement, which left big shoes and a badly misused broomstick with a football at the end.

“Devin will shore up what’s been a spot we pride ourselves in being really good at,” Johnson said.

Johnson soon will release summer plans for the Vikings.

First official practice is Monday, Aug. 19.

2024 Rhody Run will be shorter this year due to construction

The road to Run Rhody Run glory has gotten shorter, thanks to construction on Rhododendron Drive.

“Because of the road construction, we will only be hosting a 5K race this year,” Florence Habitat for

Humanity executive director Janell Morgan said.

The race is scheduled of 9 a.m. Saturday, May 18, with an awards ceremony starting at 10 a.m.

Fee through May 17 is $25 for ages 18 and over, $20 for

ages 13-17 and $15 for ages 12 and under. Add $5 for day of event registration.

Packet pickup is 4 p.m. to 7 p.m. on Friday, May 16, at Coast Fitness.

Our girls finished in 12th place out of 14 full teams and another 6 incomplete teams.

Our Girls shot a team score of 458 which is our lowest score in 3 years. Marist Catholic won the event with a 388. LaGrande was 2nd with a 389, and Salem Academy was 3rd with a 391. Individually, Catlin Gable’s Vishaka Priyan was the medalist with a 1-under 71. The Siuslaw Girls’ individual Score were:-

Boys League Tournament at McNary Golf Club: It was a tough day for the Vikings. We lost our first League Tournament in 2 years. Western Christian placed 1st in the team standings (there were 11 full teams)

Vikings hammer Harrisburg in just 6 innings

The Siuslaw Vikings baseball team took care of business April 23 as it stocked up for a 3A state playoff berth. The Vikings’ 15-5, six-inning victory over Harrisburg in Mountain Valley Conference play continued needed momentum as they head into the final three weeks of regular-season play. The win was the fifth in a row for Siuslaw, now 10-4 overall and fourth place in the MVC at 7-3. The Vikings are scheduled for a doubleheader Friday at Harrisburg, then face threegame series with Sisters and Pleasant Hill, who share second place at 8-2.

First-place La Pine moved to 10-3 in league Tuesday with a 6-4 victory over the visiting Billies. The top three teams in league automatically qualify for the playoffs. One of those slots obviously would be optimal.

But the Vikings’ also are in line for one of the three at-large berths in the 20-team postseason scramble.

Siuslaw is the No. 1 at-large team at No. 13 in the 3A OSAA rankings, based on the standings of the five leagues as of April 24.

The Far West League and Special District 1 have four berths, wile the MVC, Special District 2 and Special District 3 have three each, for a total of 20.

Twelve teams from those five leagues currently occupy automatic berths. Then comes Siuslaw.

There is a lot of baseball to be played before the standings and rankings freeze at 10 p.m. May 16, three weeks from Thursday.

But one thing is for certain — the Vikings control their own destiny.

It’s unknown how many community members have seen its vehicles or even know that Western Lane Crisis Response exists.

WLCR (or Wilker, as team members say) was created in 2019 and funded through grants as a pilot program and has expanded as part of Western Lane Fire and EMS Authority.

During a community meeting on April 10, three WLCR team members explained what the program does, who it helps, and where it’s going from here.

Youth Client Advocate Donna Wendling is new to the local team and works with youth in early intervention programs.

Client Advocate Virginia Takaki is still on active duty in the US Army Station at Fort Irwin and will be back full-time as a client advocate after her service concludes in July.

Client advocate Lacy Turley said she’s been a member of the community her whole life and she’s grateful that she can help out through the crisis response.

“It’s an amazing program and I don’t think we really understand what a need our community has until you start a job like this and find out the importance of being a part of something like this.”

What it does Wendlin explained that the team offers 24/7 crisis intervention.

“That means they go out with law enforcement or can be called by law enforcement to help with mental health, de-escalation, peer support, and grief support,” she said.

“They work with the aging population that we have in our community and they also work with Lane County and Oregon State Police so they service the same area as Western Lane Fire and EMS Authority.”

She said team members always work in pairs for support and safety, but can also call in law enforcement personnel if needed.

“They can respond if it’s outside the city limits, but they have to wait for Lane County Sheriff or Oregon State Police in a situation where they have to go in and make sure that everything is safe,” she said, noting that the number of calls has increased from about 7 calls a month to about 60 calls per month.

“As Lacy pointed out, you don’t really realize what there is this type of a need in the community until you get this because you get into the position of working with a team like this.”

What is a crisis?

“Really there’s no definition to it, “Takaki said. “From what I’ve seen, it’s really anything that can cause emotional or mental turmoil, anything related to physical or physical abuse, anything that can disrupt somebody’s life or the lives of their families.”

Homelessness, substance abuse, alcohol addiction, and mental health challenges are prevalent, and suicide is another issue the team deals with.

“We reviewed the statistics not that long ago and our town has the highest rates of suicides within Lane County. Nationwide we have the most suicides,” Takaki said. “We are the most at-risk town in

our county, so it’s a pretty sad thing. Like Lacy [Turley] said, I had no idea that this was happening when we first moved here about 10 years ago. We just thought it was a really beautiful, nice coastal city right by the beach. There are great restaurants and people were nice, but underneath that, there’s a lot of generational issues going on, a lot of issues with the youth that we’re trying to really focus on. Obviously, our elderly population those are kind of our disparity groups and our veterans together. We have a pretty high percentage of veterans here, so there’s just a lot, there’s a lot to tackle.”

Wendling said later that when it comes to suicidal ideations, people should err on the side of compassion and caution, rather than leave someone alone who expresses suicidal thoughts but later says, “I’m fine.”

“We say, ‘well, how about we just call someone else, a neutral party to come and check this out and make sure’ because sometimes our plates get full,” she said. “Life can be very complex sometimes and maybe it only lasts so long but it’s nice to have someone come in and touch base with you and say, ‘You know, you have resources you can turn to.’”

Takaki said while it’s a lot to tackle, she’s confident that as the program starts to grow and receive more local support and grants, it will be able to make a positive difference. She added that the team will also arrive after structure fires to offer support and assistance.

“Unfortunately, in the past two and a half weeks we’ve had quite a few community members that have passed away. We’ve gone to every single one of those because EMS and fire on scene see that the family is there. They’re traumatized obviously from it. Some of our clients had literally just passed away as they were still trying to resuscitate them.”

She said that while it is a sad time for families, it does help when someone is there to speak to them at such a traumatic time.

She said the team also networks with other agencies and resources in the area.

Following a structure fire, team members can offer resources at the scene, as well as referring fire victims to insurance companies, clean-up personnel, food and clothing resources, as well as to the Red Cross when necessary.

Unfortunately, there are not a lot of resources for that we’re having been in the past and as we’re starting to focus more on mental health issues that is something that we are here for that means that they don’t just get called out for that person that’s having that Mental

Health crisis and then either taking them to jail or dropping them off at the hospital just for them to get released and have the same issues happening over and over again and that being said, it’s not just for mental health issues but drug and alcohol issues. In cases where fire and law enforcement are repeatedly called to the scene WLCR introduces them to resources they can use to improve their lives while ensuring that they are not exhausting the resources of local first responders.

“And so this creates not just a healthier life for our community members but also for our community as a whole,” Turley said. “In the long run, this is actually saving our taxpayers a lot of money because we don’t have this repeated process of somebody using the EMS or our fire or police department when we can be here to support them and create a healthier life for them.”

Turley explained that team members go through extensive training, and even though all team members are certified, training continues all the time.

assessments, mental illness, drug and alcohol test notifications, risk assessments, mental health first aid, lethal means, and safety planning,” she said. “We are constantly training and learning more. One of the criteria to become either a crisis responder or a client advocate is that you have to have some kind of lived experience. You actually cannot do this job without it.” She felt the requirement is important because it gives a better sense of understanding in crisis situations.

“We have a new kind of little project here going on called the Western Lane Crisis Association. It’s kind of the

baby of our program manager Melissa House. It’s essentially a better way to network and to talk to people,” Takaki said.

“One issue we’ve been running across is that when we do this follow-up process after we’ve responded, to see if they have carried out or stuck to the plan that we’ve established for them. Unfortunately, when we do a treatment plan and people are going to different facilities, those facilities may not always communicate with each other and that’s how people slip through the cracks and the cycle starts all over again.”

WLCR is in the process of becoming a nonprofit organization, which will allow it to expand fundraising efforts and apply for more grants. It was stated that information about the program is being sent to state legislators and crisis teams may soon be required in all rural Oregon counties.

Siuslaw totaled 458 strokes, while La Grande took team honors with a 384 and Vishaka Priiyan of Catlin Cabel took individual honors with a 1-under 71. Marist was second at 388 and Salem Academy third at 391.

Team members said WLCR is always looking for qualified crisis responder applicants to help as the demand continues to grow. However, when asked, team members said the job is very fulfilling and they are happy to be able to be there for those in crisis.

Crisis situations can be reported to 911 or the non-emergency number and dispatchers will relay the information directly to WLCR.
