Victoria Secrets $6,000 of Clothing I made contact with the reporting person in reference to a theft that occurred at Victoria Secrets. The reporting person advised that three black females entered into the business and removed approximately $6,000.00 worth of clothing. The suspect(s) were not able to exit the store with the merchandise but the suspect(s) did leave the store. The suspect(s) did leave a purse behind which was collected and turned into evidence at the Panama City Police Department for processing. Officer Brian Raffield #900 A-3 August 16, 2011 The Bay County Sheriff’s Office Criminal Investigations Division developed information yesterday, August 15, 2011, regarding the attempted sale of a stolen firearm. Contact was made with the witness who stated that Brian Lee Helton, DOB 7/23/79, of 4141 E. 15th Street, # 502, had contacted him about a stolen firearm he wanted to sell for $250. Investigators were able to set up the proposed purchase in a parking lot located at Highway 77 and 23rd Street in Panama City. At the agreed upon time, Helton arrived in his white Ford F150, Investigators approached the vehicle and took Helton into custody. Helton stated to investigators he had stolen the firearm from an apartment located at 4141 E. 15th Street, Panama City and attempted to sell the firearm because he needed money. The firearm had not been reported stolen. Investigators attempted to make contact with the owner of the firearm and it was discovered he has been out of the country. Contact will be made with the owner and the stolen property returned. Helton is charged with Armed Burglary of a Structure and Dealing in Stolen Property. Report Prepared by R. State Will Seek Death Penalty Against Man Accused of Killing Teen State Attorney Bill Eddins announced that the State will seek the death penalty against Stephen Anthony Cozzie regarding the death of a 15 year old female, who was on vacation in the area.. On July 2, 2011, the Walton County Grand Jury returned an indictment charging Cozzie with First Degree Murder, Sexual Battery, Aggravated Child Abuse, and Armed Kidnapping. The 15 year old victim's body was found in a wooded area near a nature trail in the Seagrove area of South Walton County on June 16, 2011. She had been strangled and beaten to death. Cozzie was arrested by the Walton County Sheriff's Office later that day and charged with her murder. State Attorney's Office for the 1st Circuit.

On this date while on patrol in the area of the 700 block of Harrison Ave I observed a green Ford Contour car with an unbelted driver. I initiated a traffic stop on the vehicle, coming to rest in the parking lot of Grocery Outlet. When I asked for the driver's license, registration, and insurance he remarked "what if my license is suspended?" He only was able to produce a Florida ID. I then learned the driver, who was returning from seeing his probation officer at their office on Beck Ave, had a suspended license. The driver was placed into custody. The driver was transported to the Bay County Jail without incident where he was charged accordingly. He signed a tow waiver and a v e h i c l e i n v e n t o r y wa s completed.

RESISTING ARREST While on patrol on 08/09/11 around 10:30 pm at 1025 North Everitt Avenue, I observed a black male on a bicycle weaving in and out of Everitt Avenue with no lights on the bicycle. When I asked the black male to stop he kept riding south on Everitt Avenue. I caught up with the defendant
around the 900 block of Everitt Avenue. I told the defendant he was not maintaining a lane and that he did not have a white light on the front of his bicycle nor did he have a red light on the back of the pink Mongoose bicycle. When I asked the defendant for his name, the defendant stated his name was Jason Marquis Daniels. A call through Panama City Police Department Dispatch was unable to find the defendant by that name. Back up officer, Ofc. Patterson #1409, arrived on scene and identified the defendant as having the first name of Brandon. The defendant then said his name was Brandon Daniels. A call through Panama City Police Department Dispatch was unable to find the defendant by that name. Ofc. Patterson #1409 then identified the defendant as Brandon Marquis Smith. Two Nurses Charged with Obtaining Controlled Substances by Fraud Aug 17, 2011 The Florida Department of Law Enforcement (FDLE) Ft. Myers Regional Operations Center and the Florida Highway Patrol arrested two registered nurses yesterday for obtaining more than 5,000 Oxycodone tablets illegally from medical facilities in Lee County, Fla. over a five-month period. Kimberly Renae Curry, 52, and Debra Himes, 55, both of Cape Coral, Fla., were charged with obtaining a controlled substance by fraud, a third degree felony. The investigation began in June 2011 when agents learned Curry and Himes were going to three different medical clinics and receiving similar type controlled substances from doctors all within the same 30-day period. Curry and Himes are registered nurses in the State of Florida, but currently both have their licenses suspended due to prior complaints. Curry visited doctors 12 separate times all within days of each other from January 2011 through May 2011. During this time frame, Curry obtained 2,160 Oxycodone tablets and 600 Oxycontin tablets illegally. Himes visited doctors 13 separate times all within days of each other from January 2011 through May 2011. During this time frame Himes obtained 2,190 Oxycodone tablets and 150 Morphine tablets illegally. The subjects were booked into the Lee County Jail. The case will be prosecuted by the Office of the State Attorney, 20th Judicial Circuit. The arrests are part of a continuing effort by local and state law enforcement to combat the criminal distribution of prescription drugs in Florida.

On the above date and time I responded to the listed address in reference to a theft. Upon arrival, I made contact with the complainant who said she had four Hispanic people, two females and two males, enter the store. She said one of the females asked her for help while the other one walked around the store. She said she saw the males near the bra rack that has merchandise stored inside several drawers. She said while helping the female she was unable to watch the other people in the store. She said after they all left she notice that about 100 bras were missing. She said no one actually observed the theft, but she contacted the beach store and gave them a description of the subjects. She said the manager had a similar theft that they believe to be the same subjects. August 15, 2011 The Bay County Sheriff’s Office received information, August 15, 2011, in reference to a package that was shipped to a residence at 1025 Everett Avenue and addressed to Demetra Morris, DOB 12-17-79. Investigators made contact with Demetra Morris and learned that the package contained a shipment of the synthetic drug known as "bath salts". Investigators believe Morris had arranged shipment of the drugs from the country of Belize to her home in Bay County. Morris also was found to be in possession of Ambien at the time of this incident. Morris was arrested and charged with possession of Ambien, possession of "bath salts" (22 PACKETS) and principal to bringing a controlled substance into the United States.
Search continues for Tallahassee boater A search is under way for a Tallahassee man who failed to return from a fishing trip Monday in Apalachee Bay. David Richard Clark, 61, launched his 18-foot Carolina skiff Monday mo rning a t Lig ht ho use Boat Ramp in Newport. He was due back around 1 p.m. A friend reported him missing about 6:30 p.m. Officers with the Florida Fish and Wildlife Conservation Commission (FWC) and U.S. Coast Guard responded and began a search of the area. They located Clark’s drifting, unoccupied vessel about 11:30 p.m. Monday. “Based on the GPS onboard his vessel, we know the vessel made several sharp turns and the location of those turns, and then the vessel began drifting,” said FWC Maj. Dave Pridgen. “The search is centered in an area three to four miles south of where the Aucilla River enters the bay.” Pridgen said the search continues and has been aided by several volunteers.

Vehicle & Foot Chase ‌..Ends In Arrest The Bay County Sheriff’s Office Field Patrol Deputies have taken one into custody after a short vehicle and foot chase on Panama City Beach.
At about 10:15 a.m. Sat Aug 13 a BCSO deputy spotted a white Toyota truck weaving in and out of traffic while on the Hathaway Bridge. The deputy turned on light and sirens to conduct a traffic stop but the driver refused to stop. The suspect in the truck jumped the concrete median at Thomas Drive and Highway 98, turning south onto Thomas Drive. The vehicle pursuit was terminated by a Patrol Supervisor and the Toyota truck continued down Thomas Drive, colliding with two other cars at the intersection of Laird and Thomas Drive. The truck then hit a third vehicle parked in the parking lot of the Express Lane at the intersection. The driver then got out and fled on foot. Other BCSO deputies also responded and the suspect was found a short time later behind a strip mall along Thomas Drive. Deputies had to use an ECD (taser) to take Prentice Kuwamane Lewis into custody. Lewis, DOB 5/3/91, of 1802 Flower Avenue, Panama City, had outstanding warrants for Failure to Comply, Possession of Marijuana less than 20 grams and was driving with a suspended license. He now faces additional charges of Felony Fleeing and Attempting to Elude Law Enforcement and Driving While License Suspended or Revoked, and Resisting Arrest Without Violence.
Area police officer used meth...fired. Officer Caleb Tolbert has admitted to using meth, according to a published report from Blountstown. He was fired from the force, according to Chief Rodney Smith.

The Bay County Sheriff’s Office is asking the public’s help to identify a suspect captured on security video using a stolen credit card……. On July 10, 2011, the BCSO was contacted by the owner of the credit card to report the theft of her wallet out of her purse. The victim stated the wallet must have been stolen the night of July 9, 2011, while she was out for the evening. The victim did not realize the wallet was gone until the morning of July 10, 2011. When she could not find it in her purse, home, or vehicle, she called the credit card company to report the card as stolen and was told the card had been used the evening before at about 9 p.m. at the Ritz Food Store on Thomas Drive, Panama City Beach. Investigators with the Criminal Investigations Division went to the Ritz Food store and looked at security video. The suspect is a white woman, about 30 years of age, with long dark hair. She has a tattoo that begins on her collar bones and comes together in the middle of her upper chest. She also has tattoos on both upper arms. On her upper left arm she has a tattoo that appears to be of a woman with long dark hair wearing a dress and high heels.

The Bay County Sheriff's Office responded to a 911 call in reference to a report of a naked man, yelling and screaming and running up and down Plantation Lane in Callaway. Before deputies could arrive, another 911 call was placed stating the man had knocked down a wooden fence and gate at a home on Plantation Lane and then knocked out a window to the house next door and entered the home. Deputies arrived to discover that two women, in the home when the suspect entered, had fled the home and were safe outside. Deputies entered the home and found Andrew K. Mewbourne inside one of the bedrooms. The room was badly damaged. Mewbourne, upon seeing the deputy, broke another window and jumped out of the home. Deputies found Mewbourne outside the home and took him into custody after wrestling with him. Mewbourne had deep lacerations to one arm and one leg, having been cut by glass. EMS responded and were able to finally get Mewbourne on a stretcher, still screaming and fighting, and take him to a local hospital, where he remains. BCSO deputies and investigators from the narcotics unit spoke with Mewbourne's fiancee who stated he had been ingesting synthetic drugs known as "bath salts" since returning home from a fishing trip on Tuesday, August 9, 2011. Mewbourne's fiancee gave investigators consent to search their home and a small quantity of white powder was found that is believed to be "bath salts". This powder will be sent to FDLE labs for testing. Mewbourne. DOB 11-8-81, of 601 Plantation Court, Callaway, will be charged with Burglary of an Unoccupied Dwelling, Felony Criminal Mischief, and misdemeanor Criminal Mischief, and Resisting Without Violence. Mewbourne could face additional drug charges pending outcome of FDLE lab testing of the white powder found in his home.

All drivers will experience these scenarios: (1) a kid chasing a ball darts from between parked cars directly into the car’s path, (2) a bike rider wobbles in front of a passing car; or (3) at night, a drunk pedestrian tries to cross the road in a vehicle’s path. A collision occurs between the driver and the darting kid, the bike rider, or the drunk pedestrian. Various prices will be paid for the collision. The injured person pays with life or limb. And a legal price may be paid by the driver’s insurance company in some circumstances. Let’s examine them. The specific facts of a case determine which laws apply. In the darting child case, the child chasing the ball into a street is obligated to stop and watch for traffic if he’s old enough to exercise such judgment. Under the law, that’s at about age 6. While an older child can be partially at fault for his injury, so can the driver if he or she was inattentive, speeding, or should have known that the event could be in the making. Foreseeability is an important concept in negligence law. If the driver saw kids playing ball near the street, the argument is that he should have thought that a kid, concealed by the parked cars, might come out to get an errant ball. Since this scenario is reasonably foreseeable, the driver must slow down to whatever speed is necessary to avoid injury. If he doesn’t, and the child is hurt, the driver’s insurance company will pay the price. But if children weren’t playing near the street and the injury occurred in a non-residential area, the driver has a good defense to a negligence claim. The injury was not foreseeable, so the driver has an excuse under the law. You see the arguments that can be made by both sides. They are equally applicable in the examples I gave about the bike rider and the drunk pedestrian. Foreseeability of injury is the key to success or failure of these cases. Flee/Elude CASE On Wednesday, 08/10/11 at 0727 hours, I was in Massalina Housing, in the 1400 block of Joe Lewis Drive, when I heard CSI Choate on the radio stating he was attempting a traffic stop on a motorcycle that was not stopping . He stated the motorcycle was east bound on 15th Street, then stated he was about to cross Martin Luther King Jr Blvd. I was in a position to intercept the motorcycle, being just east of them. I traveled north on Mercedes Avenue to 15th Street and stopped at the stop sign. I activated my blue emergency lights, which automatically activates my incar camera from 30 seconds prior to the lights being turned on. I looked west toward Martin Luther King Jr. Blvd and saw a line of traffic traveling east and a motorcycle occupied by a white male , weaving into the inside lane around one car, then back to the outside lane around another car to get in front of this line of traffic. I could hear CSI Choate's siren on his vehicle, but I could not see him yet. I activated my siren just as the motorcycle accelerated and passed me. I began to pursue, trying to get up to the high rate of speed at which he was already traveling and estimated his speed at 80 to 100 miles per hour. I gave this information over the radio and Sgt. Laramore asked for traffic conditions. As the motorcycle
approached Sherman Avenue, he had no other traffic around him and I stated this, but he was leaving the city limits. The pursuit was called off and I de-activated my lights and siren, then turned right onto Sherman Avenue as the motorcycle continued east toward East Avenue. A short time later, Sgt. Morris heard, then saw the motorcycle northbound on State Road 389 (East Avenue). With assistance from the Lynn Haven Police Department, Sgt. Morris was able to follow the motorcycle and apprehend the driver, Brian Manning, after it was abandoned in a ditch next to 311 E 17th Street in Lynn Haven. I responded to this area as Manning was arrested and he was turned over to me. CSI Choate issued two citations, one for misdemeanor Reckless Driving/Weaving In and Out of Traffic while Fleeing and an infraction for failing to keep two tires on the road on a motorcycle. I issued three criminal citations: Fleeing and Eluding a Law Enforcement Officer (Marked Vehicle, blue lights/siren), No Motorcycle Endorsement, and No Valid Drivers License. Ms Reynolds is known to myself and Ofc. Patterson to be a habitual drug user. There appeared to be wooden push rod sticking out of Ms Reynolds' left rear pocket in plain view. Ms. Reynolds explanation was that she had just picked it up off the ground . Ms. Reynolds became very nervous and fidgety when she was confronted about the push rod. Ms Reynolds began to unzip her pants, saying she had to urinate. During this time, her hand went inside her
underwear. Ms Reynolds was instructed by Ofc. Patterson to not pull her pants down, which she didn't, but instead urinated on herself. Ms Reynolds was carrying a cigarette box in her right hand and she refused to set it down on the trunk. With the prior history with Ms Reynolds it was believed that drug paraphernalia may be inside the cigarette box. Ms Reynolds was again instructed to place the cigarette box on the trunk of the vehicle. She refused to do so, and turned and threw a glass crack pipe to a neighboring yard causing it to hit the driveway and break. I was to able look and see general direction that the crack pipe went. Ms Reynolds was taken into custody at this time. Upon looking in the general area, a glass crack pipe was recovered. FWC DIVISION OF LAW ENFORCEMENT FIELD OPERATIONS WEEKLY REPORT August 5 - 11, 2011 This report represents some events the FWC handled over the past week; however, it does not include all actions taken by the Division of Law Enforcement. NORTHWEST REGION OKALOOSA COUNTY Officer Matt Webb was on vessel patrol conducting boating safety inspections and state fisheries inspections near Destin Pass when he observed a 15-foot boat returning from the east Destin jetties. A fisheries inspection revealed two red drum fillets in a zip lock plastic bag. The operator was cited for failure to land red drum in whole condition. Officers Pete Rockwell and Matt Webb were on vessel patrol conducting state and federal fisheries enforcement in the Gulf of Mexico. Officer Rockwell observed what appeared to be a charter boat adrift with individuals fishing. The fisheries inspection revealed a grossly undersized greater amberjack measuring 22 inches and five undersized gray triggerfish. The legal size for greater amberjack is 30 inches or greater fork length and gray triggerfish is 14 inches or greater fork length. The deckhand admitted to the officers that the greater amberjack was going to be used as bait. The deckhand accepted responsibility and was cited for possession of an undersized greater amberjack and undersized gray triggerfish. Officer Alan Kirchinger stopped a vessel after observing it operating on a full plane within the no wake/idle speed zone near Destin bridge. While Officer Kirchinger addressed the violation and conducted a safety inspection, he noticed the operator displayed signs of impairment. The operator stumbled around the vessel and told Officer Kirchinger that he was “a little inebriated.” Field sobriety tasks confirmed the operator was impaired. He was placed under arrest and transported to the Destin Coast Guard Station where he agreed to a statecertified breath test. The breath sample provided revealed the subject’s breath alcohol content was .239. The subject was charged with BUI and transported to the Okaloosa County Jail. WALTON COUNTY Officer Don Walker responded to an alligator bite report near a restaurant in south Walton County. The bite occurred on the bank of a retention pond. The intoxicated individual was bitten in the calf and refused medical treatment (minor injury). The investigation is ongoing.

BAY COUNTY Officers Pete Rockwell, Ryan Nelson, and Nick Price were on vessel patrol conducting state and federal fisheries enforcement in the Gulf of Mexico. The officers conducted an impromptu joint effort with U.S. Customs and Border Patrol personnel on an inspection of a commercial long -liner vessel. A computer check revealed that a crewmember had an outstanding warrant out of Bay County for violation of probation on a past DUI charge. The long-liner was escorted in and the individual was turned over to a Panama City police officer for transport and booking into the Bay County Jail. Officer Nick Price responded to a complaint of a subject spearfishing under the Panama City Beach Pier. Upon arrival, fishermen on the pier pointed to a speargun lying underwater about 20 feet from the pier. No one was in the water; however, the fishermen indicated the spearfisher had taken a red drum to some people on the beach. The speargun was recovered and soon afterward a subject came forward to claim the gun. It was determined this subject had speared an oversized red drum and had no fishing license. Citations were issued for spearfishing under the pier, illegal method of take and taking oversized red drum. A written warning was issued for the license violation. Officer Ken Atkins was working the Econfina Creek Wildlife Management Area when he found a subject consuming an alcoholic beverage. The individual admitted that he knew alcohol was not allowed in the area. A citation was issued. Officers Nick Price and Dennis Palmer were on patrol in St. Andrews Bay when they checked a fisherman who possessed six flounder (three undersized) and an undersized black sea bass. A citation was issued for the undersized flounder and a warning for the sea bass. Lt. Jay Chesser and Officer Joe Chambers responded to an emergency call concerning a subject who dove into shallow water and lost feeling below his chest. The injured subject was transported to shore then taken by ambulance to a local hospital.

8/15/2011 Miami, Fla. – Governor Rick Scott and other law enforcement officials announced today that since the launch of Florida’s Statewide Drug Enforcement Strike Force in late March, law enforcement has made 937 arrests, including 17 doctors, and seized 252,410 pharmaceutical pills, 34 vehicles, 47 weapons and $1,687,465. The Strike Force, led by chiefs and sheriffs from across the state, is targeting the major illegal distribution and supply points for prescription drugs. Governor Scott was joined by Florida Department of Law Enforcement Commissioner Gerald Bailey and State Surgeon General Dr. Frank Farmer in South Florida, the center of Florida’s prescription drug battlefield, to provide an update on Florida’s fight against prescription drug abuse and announce statistics from last year’s autopsy deaths which highlight the need to continue the fight.

In addition, officials today released the 2010 Florida Medical Examiners Commission Report on Drugs Identified in Deceased Persons, which contains information from the 9,001 drug-related autopsies performed by the state’s medical examiners during the last calendar year. The report indicates that prescription drugs continued to be found more often than illicit drugs, both as the cause of death and as present in the decedent. In 2010, 5,647 people died with one or more prescription drugs in their system. Of those cases, prescription drugs were the cause of death for 2,710 individuals, an 8.9 percent increase over 2009. Disturbance I responded to the Gold Nugget in reference to a counte feit drivers license. Upon arrival I spoke with the complainant who stated the suspect was still inside and that he had entered his establishment and gave him a fake ID. The complainant told him that he was going to call the police and the suspect stated to go ahead he would wait for them. While I was talking to the complainant I was advised the suspect had just walked out. I
was given a description and located the suspect getting into a white vehicle and he began backing before I could get to him. I returned to my vehicle and was able to get behind him and initiate a traffic stop. I activated my emergency equipment at which time the suspect turned onto Louise
Ave. and stopped. I made contact with the suspect and asked him to please turn his vehicle off. The suspect turned the vehicle off but was acting extremely nervous and jittery. He continued to look around in a nervous manner picking up the set of keys again and singling out the ignition key. At that time I asked the driver to hand me the keys, as I felt he may attempt to drive off. He refused my verbal commands and then again grabbed the keys singling out the drivers key and lifting his hand towards the ignition. At that time I gave him a verbal command to step out of the vehicle and he refused. Ofc. Crawford and Ofc. Raffield arrived as backup. We were able to get the suspect to exit the vehicle at which time I gave him a verbal command to place his hands on the vehicle which he refused to do. Once his hands were on the vehicle, the suspect pushed off the vehicle back into Ofc. Raffield and then into myself. We were giving him commands to stop resisting and to put his hands behind his back. He continued to resist and pulled his arms away. He then beganto turn towards me at the same time moved a little closer to the open drivers door. I gave him more verbal commands to comply and turn around and put his hands behind him. He continued to resist at which time we used the minimal amount of force to gain compliance. The suspect was arrested and placed in the back of my vehicle. The suspect then became belligerent calling this officer a "bitch" and a "cWORD". I stepped away from the vehicle for a moment and
when I returned he had slid his handcuffs past his rear-end and under his knee's, attempting to get them in front. I advised him to return the cuffs to their original position or he could receive another charge, at which time he complied. During an NCIC/ FCIC it was found that the suspect was driving with a revoked license for DUI. The suspect was charged with DWLSR knowingly, Unauthorized use of a DL, and ROWOV. While en route to the jail, the suspect continuously cursed at this officer, using the terms "bitch" and "c-WORD" continuously. While watching the males I observed the defendant approach the two juveniles and speak with juvenile 1. The defendant retrieved an item from juvenile 1 and entered into the store. I observed the defendant leave the store and again make contact with juvenile 1. The defendant handed juvenile 1 a swisher sweets cigar. Investigator Lanier and I made contact with the three subjects in the parking lot. It was determined both males were juveniles. The unknown female then walked out of the store with out attempting to pay for the concealed merchandise at approximately 1828 hours. After exiting, a pedestrian observed her as she entered a red Toyota pickup truck with possible FL tag . I entered the tag number into DAVID but
received no record. Mr. Russell then showed me the video footage confirming the white female committing retail theft. She clearly walked into the store and concealed the two bottles of liquor and walked out with out an attempt to purchase the merchandise. I received the video footage on a Duracell 2GB thumb drive, and I entered it into the property room as evidence. I received a receipt for the stolen merchandise, and it is attached to this report. The vehicle turned South on Mercedes Ave and the turned East on 13th Ct with Inv Space's blue lights and siren activated before coming to a complete stop. As the vehicle turned North onto MLK we observed the vehicle turn wide into the outside lane. After maneuvering behind the vehicle we stopped behind the

On August 8, 2011 the Jackson County Drug Task Force received information that there were individuals cultivating marijuana at 4488 Pilcher Rd Marianna, Florida. While conducting an investigation Investigators observed two white males moving the marijuana plants from the yard into the residence. Investigators approached the residence and made contact with the two subjects who were identified as Daniel Bibbee and Nicholas Lawson. Investigators were also able to identify a third individual that was participating in the cultivation of marijuana who was identified as W/F Aprille Lawson. A search of the premises, investigators were able to recover twenty-two marijuana plants that were located in a closet inside of the residence and in the back yard. Investigators were also able to locate several items of drug paraphernalia such as glass water bongs, smoking pipes, plastic bags that contained small amounts of marijuana. It was also discovered that Nicholas Lawson is a minor child. Daniel Bebbee and Aprille Lawson was arrested and charged with cultivation of marijuana, and child abuse. Nicholas Lawson was charged and released pending further action from the court. Two Arrested For Burglary The Bay County Sheriff’s Office Criminal Investigations Division arrested two individuals last night in connection to the burglary of an empty home in Bay County. On August 11, 2011, at about 7 pm, a woman drove by a family-owned home at 3009 East Avenue in Panama City. She noticed a white SUV parked in the driveway and grew concerned because the home was currently empty. She notified her father who went to the home to find out why the SUV was parked in the driveway. A white male got out of the white Ford Expedition and explained he and another man were driving around when they ran out of gas and had to park in the driveway. He stated that the driver of the car was at a nearby gas station getting gas. The owner of the home went around behind the house and found the back door open, a window broken with blood on the window sill, and the window air conditioner partially removed. He told the man in the white Expedition to wait in the car while he called the Bay County Sheriff’s Office. Deputies responded and identified the white male as Johnny Gray Bean, DOB 11/20/67, of Huckleberry Lane in Southport. Bean had no cuts on his body and was too large to fit into the broken window. When questioned, Bean admitted his brother in law, Pedro Abraham Sanchez, had been with him and convinced him to come along with him in a search for scrap metal. Sanchez was located and questioned and stated he had been in the home on East Avenue looking for scrap metal, when the home owner arrived and fled, leaving Bean behind. Sanchez, DOB 3/6/77, of 1918 E. 17th Street, was charged with Burglary of a Dwelling and Bean was charged with Principal to Burglary of a Dwelling. The investigation continues and additional charges are possible.
Police officials are asking for the public’s help after a murder in Springfield. Responding to a call for a welfare check, police found Barbara Grinslade dead on her living room floor. There were signs of physical trauma, and have concluded that she was murdered several days ago. After not being seen or heard from in several days, Grinslade’s social worker asked officers to conduct the welfare check. Officers complied and found her body. Barbara Grinslade is one of several inmates that was incarcerated in the Gulf County jail in the 90’s that sued former Sheriff Al Harrison, accusing him of coercing females in his custody into having sex with him, and as a result, served time in federal prison. An autopsy is being done to determine the cause of death.

Deadly Bull Kills 3rd Victim in 10 Years A fearsome bull killed a man at a festival in Spain Saturday—the bull's third kill in 10 years. Ratón, or Mouse, has such a terrifying reputation that its owners earn more than $14,000 whenever it appears at a festival, the Guardian reports. This time around, witnesses say the 29-year-old victim was apparently drunk and had already been escorted back to his seat once before Ratón entered the bullring. The man then went back down into the ring and was gored.

Ofc. Hildebrandt R While on patrol, I observed 2 individuals sitting on the wall at the trolley stop. I observed several opened beer cans sitting on the wall in between them. The men were drinking beers while
waiting for the trolley. I made contact with the men and advised them of the reason for contact was the open beer cans they had in their possession. They stated it was Friday and they were celebrating Friday Fest. I advised them of the city ordinance prohibiting being in possession of an open alcohol container on a city right of way. They stated they weren't bothering anybody and requested we leave them alone. I placed both individuals under arrest for violating M.O. 3-3. I then transported one of the males to the bay county jail. A check on the other individual, revealed a confirmed extraditable warrant from Okaloosa County Sheriff's Office. EMS responded to the scene for the wanted person, due to an minor injury he sustained from a fall. The male then requested to be transported to the hospital for an unknown medical reason he couldn't advised of, in an attempt not to go to jail. On the way to the hospital he requested EMS drop he off at the rescue mission. Once at the hospital, he released himself from medical care, prior to being admitted. Cpl. Carstarphen then transported him to the Bay County jail where both men were charged accordingly.

Aug. 16, 2011 According to the State Attorney’s Office: A Panama City jury convicted John Hayes Foster on Tuesday of possessing chemicals used to manufacture methamphetamine. Foster, 49, of 4630 Lake Dr., Parker, faces up to 25 years in prison when Circuit Judge Michael Overstreet sentences him Sept. 8. Assistant State Attorney Michelle Spaven told jurors in her opening statement that a Bay County Sheriff’s Office deputy stopped Foster on March 9 when Foster committed a traffic violation. Foster allowed the officer to search his vehicle and numerous items used in the manufacturing of methamphetamine were found. Foster’s attorney acknowledged that a bag of “meth junk” was found in the truck, along with a package of pseudoephedrine. Possession of pseudoephedrine is not illegal unless the state showed that Foster intended to use the drug to manufacture methamphetamine. Foster was convicted of possession of: listed chemicals, a Schedule 2 controlled substance (oxycodone), a Schedule 4 controlled substance (pseudoephedrine) and drug paraphernalia.
1100 JENKS AVE; Express Lane On August 7th, 2011 at approximately 1945 hours, I responded to the above location in reference to a theft complaint. Upon my arrival, I met with the store clerk of the above location, and she stated that a male subject with a brown shirt and long gray hair stole a 18 pack of Natural Ice Beer from the store. The store clerk stated she observed the male subject exit the store without paying and walk towards the bushes in the area of the above location. I then left the store and observed the male suspect sitting near were the store clerk stated she saw him walk towards. It should be noted that the male subject I observed matched the description that both dispatch and the store clerk gave me. The male suspect stated he took the beer from the store and hid it in the bushes. The male suspect was then placed under arrest, handcuffed using the double locking method for his safety, and searched incident to arrest. I made contact with the driver, who was DWLSR (Habitual Offender.) I placed the defendant under arrest, charged him accordingly and transported him to the Bay County Jail for processing. While conducting an inventory of the vehicle, a loaded . 380 handgun was located in the center console. PCPD 11-10280 11-10280 8/4/2011 10:09:42AM 1007 W 15TH ST; WENDYS AT 15TH AND BALBOA Traffic Offense While on patrol on 08/04/11 I observed the passenger without a safety belt on and a child in the back seat with out a child restraint on in the vehicle. I was in my patrol car stopped at the stop light of 15th St. and Balboa Ave. waiting to go north. The vehicle was to my left waiting to go west on 15th St. I was able to clearly see that the passenger was not wearing a safety belt and neither was the child in the middle back seat. I then conducted a traffic stop at 1007 W 15th St. I made contact with the driver and informed him why he was being stopped. I requested a driver's license, proof of insurance and registration from the driver. The driver stated that he did not have a driver's license he only had an identification card. The driver added that he did not have the proof o f insurance or registration because to the vehicle because it did not belong to him and that he was only test driving it. It was confirmed that it was a dealer vehicle and that he was test driving it. I then asked if the dealership checked to see if he had a valid driver's license before letting him test drive? The driver stated no, because the passenger is the one who was initially test driving the vehicle. The driver said the passenger drove the vehicle away from the dealership and was letting him drive it back to the dealership. I then made contact with the passenger. The
passenger advised that she knew that the driver did not have a driver's license. I asked her if she had a valid driver's license, she replied yes and presented me with a valid Florida driver's license. The passenger stated that she let the driver operate the vehicle because it was making a "funny" noise and she wanted him to see for himself. I issued the driver a notice to appear criminal citation for driving with no valid driver's license. THE DRIVER REQUESTED WE TAKE THE KEYS FROM THE VEHICLE, UPON DOING SO A QUANTITY OF COCAINE WAS LOCATED IN PLAIN VIEW IN THE CENTER CONSOLE CUP HOLDER. AFTER REMOVING THE COCAINE FROM THE VEHICLE THE DRIVER STATED TO GO AHEAD AND TAKE HIM TO JAIL. MURDER On 08/10/11 I was dispatched to 1805 Mound Ave.;Apt 8 in reference to an injured person. While en-route, dispatch advised that the injured person could be possibly deceased. Upon arrival a female witness approached me. This witness also resides at 1805 Mound Ave in a different apartment. The female witness advised
"she's dead, she's dead... he beat her to death!" I asked the female witness to take me to "him", the defendant. As I made the corner around the building I observed the defendant sitting at the foot of the door to the apartment. I asked the defendant if I c o u l d s p e a k wi t h h i m , h e immediately stood up with his hands raised and started to walk towards me Arrested: William quickly, stating "I did it." I then B r a d l e y secured the defendant. There was Montgomery, 47 three people who reside at this charged with an apartment complex standing around me and the defendant. I entered the Open Count Of apartment to search for the victim. I Murder. Victim discovered the victim in the bedroom. identified as Jamie She was lying on the bed completely Marie Gibson, 41 nude. The body felt cold to the touch and I was unable to find a pulse in the carotid artery. Investigations arrived and took control of the scene. I took the defendant to the station (Panama City Police Department) to be interviewed by a detective. After speaking with detectives I transported the defendant to Bay County Jail. No ill effects were reported, but ―we won't let this slide," says a police sergeant. "It could have been a very big deal." Teens Face Charges in Pot Brownie Prank
The Gulf County Sheriff’s Office received information concerning a marijuana grow in the area of Hwy 22 near County Line. Deputies went to the area and locate several marijuana plants; they made arrangement for the Bay County Sheriff’s Office to fly its helicopter in the area. Gulf County Deputies with the help of the Bay County Sheriffs Office helicopter located approximately 60 plants ranging from 4-6 ft. tall. The plants are valued at about $1000.00 at maturity.

Marine to Receive Medal of Honor for Gallantry in Afghanistan WASHINGTON, Aug. 12, 2011 – A former active-duty Marine now serving in the Inactive Ready Reserve will receive the Medal of Honor from President Barack Obama here Sept. 15 for conspicuous gallantry almost two years ago in Afghanistan, White House officials announced. Then-Marine Corps Cpl. Dakota Meyer poses for a photo while deployed in support of Operation Enduring Freedom in Afghanistan’s Kunar province. Meyer will receive the Medal of Honor from President Barack Obama on Sept. 15, 2011, making him the first living Marine recipient of the nation’s highest award for valor in combat since the Vietnam War. Meyer was assigned to Embedded Training Team 2-8 advising the Afghan army in Afghanistan’s eastern provinces bordering Pakistan. Dakota Meyer will be the third living recipient - and first Marine - to be awarded the Medal of Honor for actions in Iraq or Afghanistan.
