Covington proposes $37.8M budget By SHERRI ONORATI sonorati@covingtonleader.com The City of Covington proposed its 2011-2012 budget during its first reading on Tuesday evening, July 26 during the Board of Mayor and Aldermen. The budget allows the city just over $37.8 million to operate an expected expenditure outlay of $21.2 million. The largest expenditure, $9.3 million, falls under the general fund. The budget also includes

an expense of $253,965 for charitable donations. The city also passed, on its first reading, its list of 501 (c) (3) organizations it will support during the 20112012 budget year to receive the earmarked $253,965. That’s the challenge Mike Moore, owner of Buckaroo Hatters in Covington, is throwing out to his family, friends and the community. It is also the color he wants to see most prominent during the awareness event anda Motorcycle Poker Run he is organizing to take place on the square in Covington on Saturday, July 30. Moore explained the event is being held to raise awareness for cancer and to raise money for the Wings Cancer Foundation, a mid-south facility which provides hope, education, research and support to those affected by cancer, all at no charge to the patient and their family. “You know pink symbolizes breast cancer,” explained Moore, “and at sometime in our life cancer will touch all of us. It may not be yourself or someone related to you but you will know someone who has been affected by cancer.” Cancer has touched Mike in most personal way – his beloved mother, Lura Dell Moore of Bartlett, is a 16-year breast cancer, double mastectomy survivor. “My mother is a survivor,” he said. “She’s survived breast cancer and I’m raising money in her honor so that others can be survivors too. be her birthday,” he added grinning. Even though Moore said he’s hosting the event with breast cancer in mind, it’s really for all cancers. “I like to say breast cancer but the money from this is going to Wings in Memphis,” Moore said. “They provides hope and education for all types of cancer. It’s just a really good group. Moore said the idea for the motorcycle poker run grew from events he has done in the past. “I did some things like this in the rodeo days where the cowboys would wear pink shirts in honor of breast cancer,” he said. “On that special day, you’d have nothing but a sea of pink in the arena, from the cowboys to the spectators. It

was a wonderful thing to see.” He’s hoping that same support shows itself in Tipton County on July 30. “I’ve got good friends who ride motorcycles and you know bikers are considered tough. And then you start thinking cowboys are kinda known throughout society as tough individuals too… and what better way than to have those two unique groups coming together – tough people – and we’ll all be wearing pink that day in support of breast cancer.” Starting at 10 a.m. on the square, the day promises to be one of fun. With more than a dozen new laptops and workstations, Munford’s library has had a technological makeover this month, thanks to a grant from the Tennessee Library Services and Technology Act. “This grant affords us the ability to offer our patrons greater access for any number of things: work or school research, typing papers and searching for and applying for jobs,” said librarian Dara Gonzales. The library formerly had only four computers, but the grant has allowed for the purchased of 13 new laptops, workstations and a high-volume printer. “It’s a very, very nicely done deal,” said mayor Dwayne Cole at Monday’s monthly meeting of the board of mayor and aldermen. “It’s been a long time coming.” Cole applauded the aggressiveness in seeking the grant. Cowboys from the Single Action Shooting Society will be dress in period costumes and strolling around the square and there will be a mechanical bull setup in the parking lot of the Ruffin Theater. And for those with a sweet tooth, Charms has donated lots of candy for the kids and young at heart. Also starting at 10 a.m. will be a 52-mile motorcycle poker run which will take riders on a beautiful and peaceful route throughout Tipton County. “Motorcycle people from across Tennessee will be coming,” said Moore. “And these aren’t your Hell’s Angels or Outlaws types, they are profession people. In addition to raising money for breast cancer, I’m hoping to show them what we have to offer here in Covington and Tipton County. This event is my way of showing that we, as a community, can come together and make something positive happen.” July 30 is also the night a Christian-based rodeo, the Circle Cross Rodeo, will be held in Millington, so Moore and the rodeo owners have teamed up to introduce both events to the public. “I go way back with them and when he heard what I was doing, he offered to bring up the mechanical bull to Covington in support. We’ve also got a special deal for the Poker Run participants at the rodeo later that night.” During the awareness event on the square, for a $5 donation to Wings Cancer Foundation, participants can purchase a pink bandana, embroidered by That’s Sew Cute, with the “are you tough enough to wear pink” slogan on the corner. “Bill and Mary Naifeh, the owners of That’s Sew Cute, donated their time and supplies to make the emblems on each of the bandanas,” said Moore. “I couldn’t have done this without their support. We also have pink ribbons to give away – whether they put in $.10 or $100. They can get a pink ribbon. The poker run starts at Moore’s place of business, Buckaroo Hatters, where riders can purchase a poker card and a map for $10 a hand. Throughout the ride, they will stop at various locations and draw a card, which will make up their poker hand. Moore said he hopes to raise at least $5,000 from the day’s events. Seventy-five percent of the money collected from the poker run will go to Wings, with the rest being used for the prize fun. “They can buy one or as many cards as they want,” said Moore. “At each stop they draw a card out of a sack and we mark their card. At the end of the night, the person with the best hand and the person with the worst hand will win a prize.” The motorcycle route will be clearly marked with signs throughout the 52-mile route. The first card will be draw at the starting point at Buckaroo Hatters. The riders will make their way to John’s Boat Dock where they will draw their second card. The third card will be received at Gilt Edge Café, where riders are welcomed to stop for lunch. The fourth card will be found at the Bald Butchers and the fifth and final card will be drawn at Marlo’s Down Under. “I really hope the city will see the greatness of this and maybe next year Buckaroo Hatters and the City of Covington or even the County of Tipton… we come together to make it a hundred times bigger than what I am doing now,” said Moore. “I am just so happy with all the support I am getting from people. In additional to our other great sponsors, Buckaroo Hatters and the Circle Cross Rodeo are very pleased that the Ruffin Theater is so kind to allow us to use their parking lot this day to help in this great fundraiser. It’s going to be fun. There are some tough types coming to show their stuff and who don’t mind having some sore muscles for a great cause.” If poker run riders want to take in the Circle Cross Rodeo in Millington later that night, Moore has arranged a special deal for them to thank them for their support throughout the day. “For those who participated in the poker run and want to check out the rodeo, if they take their card with them, there will be a special place for them to park,” explained Moore. “And they will get into the rodeo for half price with their poker run card. There will also be special prizes for those who show up… all for showing their poker run card!” And what does Moore’s mom think about his special plans in honor of her birthday and her status as a cancer survivor? “It makes me feel really proud of my son that he cares enough to do this,” said Lura Dell Moore. “I am so proud that he is so willing to spend his time and money to raise awareness about breast cancer.” “Cancer does not discriminate – it doesn’t care if you are two or 60,” said Moore. “I just wanted to raise awareness. If you can put some money in the bucket, that’s great but if you can’t, that’s fine too. Nobody is going to make you buy anything. That’s not the intent of this event. Yes, we want to raise money to help fight cancer… your $.25 may be the link that helps these doctors and scientists find a cure… but the intent is to raise awareness.”

Alderman Tommy Hatcher mentioned to the board that last week the Covington High School football team went to a football camp in Alabama and did well against the other participating Alabama teams. “There were six of them and then our team from Tennessee. When our boys played in the championship game, they played the team that had won the title for six years in a row. But Covington beat them! I am very proud of our team.” Alderman Shelvie Rose spoke of a special request for his district, made more important due to the record breaking heat the city has been under for several weeks. “In District 1 we have a whole lot of lower income people and I wish we would open up the Frazier Alumni building as a cooling area for people who might have a problem with a high utility bill, high food bill or medicine bill,” said Rose. “I wish some organization or people would get together and see if they can help out the lower income people in that area because they are having to make decisions between food and medicine or being cool. We have lost three people in Shelby County already.” Also presented before the board and approved was a proclamation from the Office of the Mayor designating the month of September 2011 as Suicide Prevention Awareness Month. In Mayor David Gordon’s update to the board, he mentioned the city has purchased 17 air conditions and they will be placed in homes where they are needed most by the Delta Human Resource Agency. “That program has been very successful this year,” said Gordon. “But air conditions are getting very hard to find in what we can afford and we’ll have to see if we can do anymore. “ The mayor gave an update on the Boys & Girls Club of the Hatchie River Region, explaining to the board that the organization has partnered with Children & Family Services to renovate the old Frazier gym building and the club has recently been given the okay to proceed with the renovation. Gordon said a request for bids and quotes will be going out soon to complete the work. “Hopefully, in less than 60 days you’ll see work starting on that building,” said the mayor. “A new roof and

a new heating and air condition system is first, then we’ll move to the inside of the building to get it ready.” The mayor told the board the B & G Club has collected about $140,000 locally and is receiving a grant from the Delta Regional Authority and administered by the USDA in the amount of $461,000. “Hopefully, by this time next year we’ll be announcing an opening date for that facility,” he added. “I think it will have a tremendous positive impact on our community.” Treasurer Jere Hadley told the board the sales tax collected in June was less than it had been in the previous year. “This is the first month that our sales tax collection has not as high as the year before,” said Hadley. “I’m sure that some of it is related to the heat and higher utility bills.” Sales tax collected for the month amounted to $240,892. Hadley pointed out although June was a good month it was still $3,475 less than the previous year at this time. The city is ahead though on total collections for the year with $2.7 million collected, an increase of $84,856 over this same time last year. “I just want to say that we continue to appreciate the people shopping at home and we appreciate the folks who visit our community and do business with us,” added Gordon. “We’re pushing the $3 million dollar mark in sales tax revenue money and hopefully we’ll reach that this fiscal year.” Also presented before the board was an auditing engagement letter to approve the firm of Whitehorn, Tankersley & Davis, PLLC, as the city’s auditors for the 2011-2012 fiscal year. The cost of the firm is not to exceed $39,000 and will include a clause for peer auditing. “This is a very important thing,” mentioned the mayor, referring to the peer review clause. “If they don’t have that, they are not on the list approved by the comptroller and we will not be able to use them.” The board voted to approve the use of the auditing firm of Whitehorn, Tankersley & Davis, PLLC, as the city’s auditors. The Board of Mayor and Aldermen meet the second and fourth Tuesday of every month at 5:30p.m. in City Hall. The public is invited and welcomed to attend.

Deputies will focus their efforts on seat belt use and distracted and impatient driving. The campaign will put on-shift and special traffic patrols throughout the county to enforce traffic safety. “We want all of our citizens in Tipton County to be safe,” said Chumley. “That safety begins with responsible operation of their vehicle.” Extra patrols are expected to begin next week.

Take advantage of tax-free holiday

An advertisement for Robison High School appeared in the July 6, 1894 edition of The Covington Leader, promoting the upcoming fall session. The ad reads:

The State of Tennessee is sponsoring a sales tax holiday from Aug. 5-7, so parents in the market for back-to-school items, a fall wardrobe or some other retail purchases should try to take advantage of the savings. Times are tight for many folks, so shopping and taking advantage of this is, literally, money in the bank. State sales tax totals 7 percent of the purchase price; local taxes generally comprise an additional 2.25 percent, but those are not exempted. According the Tennessee Senate Majority Leader Mark Norris (R-Collierville), a supporter of the bill, clothing with a purchase price of $100 or less per item is exempt from sales tax. School supplies exempted include items of $100 or less like binders, book bags, calculators, tape, chalk, crayons, erasers, folders, glue, pens, pencils, lunch boxes, notebooks, paper, ruler, and scissors. Additionally, there is no requirement that purchases be made only for students. If an item is tax exempt, anyone may make the purchase tax–free. Computers with a purchase price of $1,500 or less, not for use in a trade or business, are also exempt from tax. Laptop computers, if priced at $1,500 or less, qualify as well as tablet computers. Need to reduce spending, meet financial obligations As Congress continues the important debt ceiling discussion, we have two goals before us: first, to take a significant step to reduce our federal debt and stop Washington from spending money it doesn’t have; second, to do so in a way that honors the financial obligations of the United States of America, the most creditworthy country in the world. There is every reason in the world to regard the debt ceiling decision we have to make as an opportunity to take a significant step to reduce the debt. We can do that while still honoring our D.C. VIEW financial obligations, and we SEN. LAMAR ALEXANDER should. Republicans have offered several major ideas for taking a significant step toward stopping Washington from spending money it doesn’t have and I support a number of these different proposals. This week the Senate began consideration of one of these proposals, the “Cut, Cap, and Balance Act,” which passed the House with 234 votes. The bill had 37 cosponsors in the Senate – I am proud to be one of them. The Cut, Cap, and Balance Act was introduced by Senator Mike Lee (R-Utah) and I especially commend him for his work on putting this bill together and doing it in a way that would attract the largest amount of support. Unfortunately the Senate Majority voted to shelve this proposal, which aims to control spending in a government that borrows 40 cents out of every dollar it spends, a government that economists tell us is costing our nation one million jobs because of the high level of debt. This plan also offered a good way to meet our two urgent goals: it takes a significant step to reduce our debt and does so in a way that honors our financial obligations. As I think about these goals, I think about a friend of mine in Tennessee who pays his bills out of a cigar box. When a bill comes in, he puts it in a cigar box. Another bill comes in and he puts that one in the box. Next week some money comes in and my friend reaches into to his cigar box, pulls out a bill, and pays it. When a little more money comes in the next week, he pulls out another bill, and pays it. Now what happens when my friend goes down to the local bank and says: “I would like to borrow some money in order to pay my bills”? The banker would likely say: “I am sorry, but we are reluctant to loan money to you because we don’t know whom you are going to pay. You might reach into your cigar box and pay the whiskey store instead of the bank. You might pay the grocery store instead of the principal on your loan. You might pay the service station before you pay us. Because you selectively pay your bills out of your cigar box, you are not a good risk. We are going to charge you more to borrow money or we are not going to loan you money at all.” That is the risk we take if we play around with this idea of the United States of America -- the most creditworthy country in the world -- selecSEE VIEW, PAGE A5

READERS’ VIEWS Thanks for the support Dear editor, Several months ago, I had a chance meeting with a 91-year-old World War II veteran named Jessie. His wife had died two months earlier after an 18-month illness during which he was her constant companion and caregiver. He was humble and totally lost without her. He told me he had discovered water in his bedroom carpet and suspected a roof leak. He asked me to check it out when I had time, and I said, “Let’s go right now.” Black mold permeated his home. I couldn’t just give him the bad news and leave, so I called my wife and asked her to bring cleaning supplies, but by the time she arrived, I realized that this problem was way too big for us to handle alone. The rest is history. I came home and sat down at my Facebook page. I started telling the story and asking anyone who could help to call me. My Facebook page popped, and my phone started ringing; messages came from all over Tipton County, Shelby County, Arkansas, Alaska and Texas. We set the date for the following Saturday. Everyone would meet at Mr. Jessie’s house to see how we could help. The whole house needed attention, and for that

Saturday and several more weeks we all came together to help a person in need. That Saturday, when close to 100 people showed up, it was an eyeopener for me. I met some of the nicest, most caring and talented people I’ve ever had the privilege to meet. We had individuals, active duty military from Millington Naval Support Activity, housewives, business owners, craftsmen, painters, contractors, carpenters, electricians, John Pate’s Boy Scout Troop 260 and Kimberly Ledbetter’s Girl Scout Troop 107, all coming together to help. We all worked shoulder-toshoulder all day and got quite a bit of work started. Many came back Sunday and days after in the next two or three weeks. Whenever I thought, “I could use some help doing this,” someone would walk in the door saying, “What can I do?” Facebook, the article in The Leader and the stories done by channels 3, 5 and 13 all brought attention to Jessie’s problem. People who couldn’t physically help sent money to the account set-up at InSouth Bank in Jessie’s name. The money paid for construction materials used to repair his home. To all of the individuals, men and women who came over and worked beside me, I hope you know how much your help meant

to Mr. Jessie and me. I’m glad to have met you and look forward to seeing you again. To the business that helped with donations or by sending someone with special talents over to the house to lend a hand, I salute you. To the people of Tipton County, I want you to know we have many business owners in our area who have a heart. Please support our local businesses, because they sure do support us. We are capable of reducing our debt and of stopping spending money we don’t have and, at the same time, avoiding turning the most creditworthy nation in the world into a country that pays its bills out of a cigar box. Although Senate Democrats have shelved the Cut, Cap and Balance Act, our job is still to get a result. And that’s what I am working to do. The American people expect us to do that. They have to do that in their everyday lives.

can do: Don’t panic. It’s hard to imagine that an agreement won’t be reached to raise the debt ceiling, even if such a deal doesn’t happen until the last minute. But even if the Aug. 2 deadline passes, the U.S. may still find ways to make payments on its debt for a while. So don’t rush into investment decisions based on this scenario. Overlook short-term results. Even if the U.S. finds ways to pay its debts after the Aug. 2 deadline, lenders — who don’t like uncertainty — could become more concerned and start demanding higher interest rates on their investments in U.S. Treasury securities. As a result, market interest rates could rise across the board, leading to declines in bond and stock prices. Remember that the market can drop for any reason, and this would be no exception. While such a drop could

well be sharp the resulting distress would likely jolt Congress into taking quick action on the debt ceiling. Don’t let debts and deficits drive your investment decisions. Even after the debt ceiling issue is resolved, concerns will exist about the country’s debt and deficit issues. As an investor, you should make investment decisions based on your individual goals, risk tolerance and time horizon rather than the level of debt being incurred by the government. Marolyn Faye Fields Mack, daughter of the late John and Mary K. Hayes Fields, passed away on Saturday July 15, 2011 at Methodist University Hospital in Memphis. Services were held on Saturday, July 22 at Fredonia M.B. Church, with burial in church cemetery, both in Stanton. Palmer Funeral Home was in charge of arrangements. She leaves to celebrate her memory a loving husband, Willie Mack, two stepchildren, four sisters, six brothers and two godsons. Preceding her in transition are two siblings.

Date of Death - July 21, 2011 Ruth Stringfellow, 80, of Covington, passed away on Thursday, July 21, 2011 at her home. A retired PBX operator for Baptist Memorial Hospital-Tipton, she was also a member of Midway Assembly of God Church. Funeral services took place on Monday, July 25, 2011 at Munford Funeral Chapel. She was buried at Helen Crigger Cemetery. Mrs. Stringfellow is survived by daughters Debra Kindrick, Pat Jackson, Janice Sanders and Teresa Hardister; son Danny Stringfellow; 11 grandchildren, 19 great-grandchildren and two great-great grandchildren. She was preceded in death by a son, Roger Stringfellow; sister Willie Mae Alsbrook; brothers Rev. W.R. Collum Jr. and Solon Cullum; and her parents, W.R. and Linnie Cullum. Former Georgia resident, Henrie E. Baltimore, 64, died on Monday, July 18, 2011, at St. Joseph’s hospital in Atlanta, Ga. A memorial service was held on Saturday, July 23, 2011 in Mason, Tennessee. Dr. Baltimore was born November 29, 1946 in Mason, Tennessee to James H.W. Taylor and Edna L. Taylor. At the age of 16, she graduated with the distinction of class Salutatorian from Gailor High School. Following high school she enrolled at Tennessee State University earning a B.S. in Biology in three years. She immediately continued her studies earning a M.S. in Zoology by age 20. She began her professional life working in medical research at Vanderbilt University Medical School, Emory University and later the Environmental Protection Agency. In 1976, as a working wife and mother, she enrolled in Meharry Medical College in Nashville, Tennessee to pursue a professional degree in dentistry. Eventually, as a single mother a few short years later, she carried the burden of working, raising two sons and pursuing this goal. In 1981, she earned a Doctorate of Dental Surgery degree. While in dental school, she received her commission as a lieutenant in the United State Public Health Service Commissioned Corps, one of the seven uniformed services of the United States in whose service she remained until 1984. In 1984, she developed the symptoms of Scleroderma a partially debilitating disease which prevented her from practicing dentistry. In the spirit of the Taylor and Smith women of her family, she overcame this obstacle and continued her professional life in dental administration. Her life was defined by struggle against adversity and overcoming the obstacles placed in front of her; yet she always continued to give of herself to those around her. When she departed this life at her bedside were: her mother, Edna L. Taylor; sisters, Virginia L. Maclin and Faye L. Knight; niece, Natasha F. Knight; sons, Patrick A. Baltimore and Brian Baltimore and granddaughter, Chandler R. Baltimore. Henrie also leaves to cherish her memory: Three Brothers, Wendell R. Taylor, Larry L. Taylor, Millard Taylor and a grandson, Joseph Sanchez as well as numerous nieces, nephews and cousins. The Leader (Covington, Tenn.) July 28, 2011

Dr. Warren A. Alexander passed away peacefully in his home in Covington on July 23, 2011. He was born in Covington 89 years ago and graduated from the University of Tennessee in electrical engineering then worked in Oak Ridge for a short time After over a decade of traveling Tennessee, while working for Tennessee Valley Authority, he returned to college (UT at Memphis this time) and earned an M.D. The Alexander Family moved to Covington in 1962 where “Dr. A” began a 40-year general medical practice. He was one of the last real “country doctors.” Warren was a boy scout leader, faithful Southern Baptist, loved spending time in the Smokies, and (in his 60s and 70s) was an accomplished jogger. He explained his many trophies with “I got older, not faster!” He is preceded in death by his son Warren Jr., and his wife, the love of his life, Iona. He is survived by his son, Dr. Don Alexander of Montevallo, Ala. and his children, Taylor, Sarah, Price and Ella, as well as Stephen, Stacey and Matthew, children of Warren Jr., and a sister, Jane Bringle of Memphis. Dr. A’s compassion, kindness, understanding and love remain forever. Funeral services were held on Tuesday, July 26. The Leader (Covington, Tenn.) July 28, 2011

The wonderful folks at Covington Manor will be at the CSC on Wednesday July 13 to perform various health screenings including blood pressure as well as blood sugar testing. They will begin testing promptly at 9:00 am and will be here until everyone has been seen. On Wednesday July 20 at 9:00 am Ms. Cindy from Baptist Home Health will take blood pressure readings. TCCA has partnered with local healthcare providers to offer this service. The healthcare agencies volunteer for these clinics free of charge and occasionally they are called away to emergencies so please understand if/when they are unable to come. Clinics are also available at Garland and Munford Senior Centers. Get Fit, Stay Fit- Join other seniors every Monday, Wednesday and Friday at 9:15 am at the CSC for 45 minutes of great stretching and strengthening exercises. This is just right for everyone 55 and older. Tap Dance Class- Kay Catterton, our volunteer instructor always welcomes new students. The tap class meets on Wednesdays at 10:30 am in the TCCA dance room. You are never too old to tap your way to a healthy heart. The cost is $3 a class. Line Dance Class- Classes meet every Wednesday at 9:30 am in the TCCA dance room and at the Munford Senior Center every Monday at 9:00 am. Contributions are welcomed at both sites. Mrs. Juanita Joyner is the instructor. These energetic ladies may be seen all around the area as they entertain at local nursing homes and senior centers. They are great ambassadors for TCCA! Water Aerobics- Water aerobics is easy on your joints but still gives your heart and major muscle groups a great work out! Unexcused absences may lead to DCS involvement By SHERRI ONORATI sonorati@covingtonleader.com There’s a new update to Tennessee’s mandatory school attendance laws which all parents of school-aged children in Tipton County need to be aware. Written into law on May 20 by Tennessee Governor Bill Haslam, Tennessee Code Annotated, Title 49, Chapter 6, Part 30 was amended to read, “any parent, guardian or other person who has control of a child, or children, and who violates this part commits educational neglect, which shall be a Class C misdemeanor.” What does this mean in layman’s terms for parents? If your student has accumulated five or more unexcused absences from school, you will be found to have committed “educational neglect” and reported to the Department of Children’s Services (DCS).

Tipton County Schools is taking this new change very seriously. “We are being required by law to do this,” said Tipton County Schools Director of Pupil Service Daryl Walker. “It’s not that we want to do it, but that it’s been stepped up a notch and we’re required by law to do it.” Walker says the update to the law is because of No Child Left Behind and the higher standards being set for school attendance and test scores. “It’s a proven fact that a child going to school goes hand and hand with greater test scores,” he said. “If you have poor attendance, you have poor test scores.” Every parent in Tipton County will be given a letter, signed by Tipton County Juvenile Court Judge William A. Peeler and Tipton County School Superintendent William E. Bibb, detailing the issue when their

students start school. “This is a very serious change,” added Walker. “The way to avoid this is parents need to make sure that they only take their children out of school when they’re sick. And they need to get into contact with the school before the fact, not after. We know things come up but be sure to let the school know what’s going on.” Parents of high school students, especially those who drive themselves to school, may find this change a challenging one to deal with. “This change is about truancy and gives the responsibility to the parent,” said Covington High School principal Peggy Murdock. “If the parent doesn’t get them here then education neglect is sent to DCS. This is coming to us from the state and Judge Peeler. We have no options. There are extenuating

circumstances often, but we have no option, our hands are tied.” But Murdock said the school district does work with parents when it comes to monitoring their students’ absences from school. In addition to receiving a phone call from the school at the end of the day letting parents know their child was absent that day, the district provides an online student management program, ParentCONNECTxp, which allows parents to view their student’s attendance record each day. “This is one more avenue that’s telling parents you have got to get your child to school,” she said. “We do a call out every single day that a student is not at school. So it’s another reason for parents to make sure that the numbers they give us are the ones that are correct. If you say ‘Well,

A culture of constant improvement By SHERRI ONORATI sonorati@covingtonleader.com The 2011-2012 school year is about to start and with the new school year comes a new change for Tipton County, the first of its kind in 19 years – a new director of schools. Dr. William E. “Buddy” Bibb took over the top educational administrator position on July 1 with the retirement of long-term director of schools, Dr. Tim Fite on June 30. Although the position is new for Bibb, the environment and concerns are not. “I have worked for the school system for 32 years and with Dr. Fite at the board for 14,” said Bibb. “So a lot of things we have done in the past years I have been heavily involved with.” Since Bibb has worked for the school district for the past three decades, he doesn’t see the change in leadership as a major upheaval for staff or students. “One of the things I want to provide is stability, particularly for our students and staff,” assured Bibb. “We’re not going to change just for the sake of change. If something needs to be changed or improved, then I’m all for it.” One major point Bibb will be addressing is the new mandates affecting education from the federal and state government. “We have a lot of new things coming down from the federal government – Race to The Top, state standards, a new teacher evaluation system – so we have a lot of new procedures we are going to

have to implement. Next week, our administrators are going to be involved in four days of teacher evaluation training. The new evaluation model is tied to student performance and about half of [the teacher] evaluation is how well the students have performed under

their direction. That’s something everybody in this state will have to face.” Bibb said that even though the new evaluation is tied to student performance, it also comes with a monetary reward for the teachers who show improvement in their students test scores. “We are using some of our Race to the Top money to pay teachers more if the students make AYP or they make at or above the state average,” said Bibb. “We want to reward our teachers for getting the kids to a higher level.” With just about 12,000 students in the Tipton County school district, Bibb and his staff of 874 teachers and more than

400 support staff take their role as educators of Tipton County’s younger generation very seriously. “The standards are getting tougher,” said Bibb. “Our students have to learn more at a younger age. Now, this isn’t to say these aren’t things we haven’t taught in the past but that are being taught at a younger age. We are here to prepare them to leave here and to be able to go on to a post secondary education –whether it’s at four year university or a community college or a technology center.” Each school year also brings changes in teacher positions, but this year Bibb stated that they did not have as many changes as they have had in the past. Only 55 new teachers are being added to the school district. “We didn’t add as many new teachers this year as we have in the past,” said Bibb. “We had a lot of applicants but not a lot of open positions. We did have some retirements and some change due to teachers finding employment elsewhere.” Two changes in position include two new principals for Tipton County. Another change for Bibb is his departure from his role as a county commissioner, a position he had held for 29 years. Stating a change in law that occurred in the mid2000s, Bibb said he felt his resignation was the right thing to do. “My first day on the job as director of schools was on July 1, so I resigned as a commissioner effective June 30,” said Bibb. “The wording that I read said that a superintendant couldn’t be a commissioner not that a commissioner couldn’t be a superintendant. But regardless of whether I had to or not, I just felt that it was the right thing to do.” Bibb said his ideas for education have not changed with his position and he believes parents are the first and most important educators in their children’s lives. “Every school and our office has a website. I would recommend they check that frequently and I recommend they have constant communication with the teacher,” said

Monitoring your student's independence By SHERRI ONORATI sonorati@covingtonleader.com As children get older, especially in the teen years, they seek independence and as a parent, you want to give it. But sometimes monitoring, especially where school is concerned, is necessary. That’s where the Tipton County Schools sitebased education management software program comes in handy. ParentCONNECTxp is an online service, available free to Tipton County parents which allows them to monitor online student progress throughout the school year. With ParentCONNECTxp, the possibility exists for parents to see their student’s grades and averages, homework assignments, project due dates and teacher classroom communications. Each school is responsible for setting up the program according to what features they want made available to parents. Formerly known in Tipton County as K12Planet, the program has actually been available for a number of years now. “We’ve actually been using ParentCONNECTxp in Tipton County now for about four years,” said Tipton County School Technology Director Marty Becton. “It was actually the upgrade to K12 Planet.” ParentCONNECTxp is available at every Tipton County school and Becton recommends parents sign-

ing up to monitor their students in grades 3-12. “Although the software is capable to handling K thru 12th, it’s more suited for third-graders and beyond,” said Becton. “It’s especially helpful in middle and high school.” To sign up for ParentCONNECTxp, parents and/or guardians will need to fill out an application at their student’s school and provide a government photo ID before an account will be activate. Copies of the application are available on the school websites. Parents who already have an account from a previous year may still use that account provided their children are in the same school. When their applications have been processed, parents will be able to log onto their student’s account to review their school activity. Parents of more than one student will need a separate log-on for each student. This year, with the passage of the updated mandatory school attendance law that went into effect on May 4, ParentCONNECTxp becomes an even more valuable tool for parents to monitor their children’s attendance in school, especially at the high school level. “It’s incredibly important for parents to monitor, especially in the high school,” said Covington High School principal Peggy Murdock. “The attendance page is very, very important. It’s important that parents are aware that their kids got to school and got there on time. Many times they are tardy for first period and when the parents get that call out that says their kids was absent and they don’t understand why, well it’s because they were playing around too much and when the doors closed at 7:45 a.m., they had to go get a tardy slip. Parents can nip that in the bud if they know that their students have a habitual way of

not getting to class on time, even though they drop them off on time. Each parent has the opportunity to find out what their scores are and at Covington High, there is a link to each teacher’s wiki page, which gives the class syllabus and assignments. All of those things that can tell them, ‘Okay, I know I need to take him to the doctor’s today, but this is what he has going on in school.’ I recommend that every parent sign up for a ParentCONNECTxp account. It’s one more way to know how their student is performing in school and what areas need to be addressed.”

“This month I had planned to do something celebrating the “End of Summer” because in all of our minds, when school starts, summer is over! But as a retired teacher, I realized that summer is definitely not over August 1st! Therefore, this month, we are featuring the one thing that we all love about summer—THE FRESH TOMATO!!! There is nothing as good as a homegrown tomato. Some people think that a BLT is the way to celebrate the first tomato of the summer. Personally, I think that a fried bologna sandwich with a slice of tomato says—Hooray, summer is here! There is no doubt in my mind that the best tomatoes in the world are grown by my friend, Claude Shoaf. Some of you may know him as Leslie Shoaf. Claude, and his wife Sally often share their abundance of tomatoes with me. They have the first, the most, and the best tomatoes in Tipton County! I am making a green tomato cake with brown sugar icing for first Friday Coffee. I can’t share that recipe until I see how good it actually is. Hot Tomato Grits

Cook bacon in a heavy saucepan over medium-high heat 8 to 10 min. or until crisp. Remove bacon, reserving drippings in pan. Drain bacon on paper towels. Gradually add chicken broth and salt to hot drippings in pan; bring to a boil. Stir in grits, tomatoes, and green chilies; return to a boil, stirring often. Reduce heat, and simmer, stirring often, 15 to 20 min. stir in Cheddar cheese until melted. Top with copped bacon. Garnish if desire. Serve immediately

Preheat oven to 400 degrees. Cut tomatoes into ¼ in. slices, and place on a paper towel-lined wire rack. Sprinkle tomatoes with salt. Let stand 20 minutes. Pat dry with paper towels. Unfold 1 puff pastry sheet on a lightly greased baking sheet. Arrange tomato slices in a single layer on pastry. Stir together cheese and next 3 ingredients in a small bowl. Sprinkle cheese mixture over tomatoes. Bake tart at 400 degrees for 24 to 27 min or until pastry is puffed and golden brown. Sprinkle with parsley.

The Civil War in Tipton County By RUSSELL BAILEY, Tipton County Historian Battle of Manassas The first major battle of the War Between the States occurred at Manassas, Virginia on July 21, 1861. General Irvin McDowell commanded the Union army of 31,000 men. Confederate forces totaling 20,000, were commanded by General P.G.T. Beauregard. The Union attack was initially successful until General Joseph E. Johnston reinforced Beauregard with 12,000 Confederates from the Shenandoah Valley. The courageous leadership of Brigadier General Thomas J. Jackson inspired his Virginians to repulse the enemy assault on his line. Before receiving a mortal wound, General Bernard E. Bee of South Carolina pointed to Jackson and exclaimed to his soldiers, Look, there stands Jackson like a stone wall, rally around the Virginians! A counter-attack turned the tide of battle in favor of the South and Northern soldiers were driven panic-stricken back to Washington. The victory caused General Stonewall Jackson to emerge as a new Southern hero. Tipton County Confederate volunteers did not serve in Virginia. Two Tennesseans who fought in the Battle of Manassas moved to Tipton County after the War. Andrew J. Sivels (1835-1914) and William S. Morgan (1838-1908) both served in Company G, 3d (Lillards) Tennessee Infantry Regiment. Sivels lived at Garland where he rafted timber, farmed and operated a store. Morgan resided at Covington and Burlison and was granted a Confederate Soldiers Pension partly because he lost his left eye at Manassas Junction, Va. while working on repairing his cap and ball pistol. Randolph While battle raged in Virginia on Sunday July 21st, guards at Fort Wright arrested a Northern man suspected of being a spy. Reverend Bryant preached to the soldiers. Jas. C. Edenton wrote

on July 22: We received news on the drill ground of the victory at Bulls Run, Manassas, and immense cheering for an hour. Many thanks to Almighty God that he has given us such a victory! On the 25th most of the troops at Randolph received orders to prepare for a movement northward. Two soldiers deserted when they heard the news. On the 26th orders were issued for the men to cook two days rations, strike their tents and box up their belongings, mattresses, etc. Soldiers were issued percussion cap boxes and new pants. J. G. Law of the 154th Infantry wrote of his last night at Fort Wright: The last scene at Randolph is a sublime one. I am writing by the brilliant light of a bonfire made from dry boxes and barrels, the remnants of the camp of the Hickory Rifles, and as I look around, and take a farewell view of Randolph I can but be impressed with feelings of sadness, to think that so many of our brave boys who are leaving the old camp ground in such high spirits will never see their home againthe greatest excitement in camp tonight. Cheer upon cheer is given for the different companiestheir bayonets gleaming in the light of a thousand fires On Saturday July 27th, 4 cavalry companies (including the Memphis Independent Dragoons, Captain McDonald) and two infantry regiments (154th and 13th) departed from Randolph loaded on seven steamboats. Their destination was New Madrid, Missouri. The steamboats were the Kentucky; John Simonds, Captain J. Frank Hicks; Alonzo Child, Captain Dehaven; W. M. Morrison, Captain Smith; New Falls City, Captain O. H. Greenlaw; E. Howard; and the Grampus commanded by Captain Marsh Miller. Some of the soldiers waited as long as five hours on the river bank to board their ship. Private W. J. Rogers wrote of his last day at

Randolph: I went to the daguerreotype gallery and had my picture made and then went to the post office and mailed a photograph to Mary...went to the river with baggage and got aboard of the New Falls City at sundown. Spread our blankets and went to sleep. Mrs. S. E. D. Smith made a final visit to Fort Wright on July 27th to see her son and husband: I need not say it was one of the saddest days of my life. To bid adieu, perhaps for the last time, to the idol of my heart, my only remaining child, was trying indeedWith a heavy heart I bade him farewellI shall never forget the sympathy manifested by several of the company, to which my son belonged, when I came to bid him farewelltelling me to be of good cheer, they were as a band of brothers, and should my son fall, they would take care of him. It was then I learned a true soldier was a true friend and gentleman How grand was the sight of that magnificent steamer with its thousands of noble souls aboard as she moved off from her moorings, with banners flying to the breeze, with stirring and animating music, vibrating through the air, for the seat of war. All on board seemed to be cheerful and gay, and eager for the conflict, thinking it would be but a frolic and of short duration I stood on the bluff and gazed with untold admiration at the imposing sight. My heart swelled with gratitude to God, and love for my countryImposing and grand was the sight to see those magnificent steamers plowing the waters of the majestic Mississippi; and the boats seemed almost to manifest pride in having on board so many noble spirits. We watched, intently, the receding boats, giving and receiving farewell signals from our loved ones, until nothing could be seen but the outlines of the deck, on which they stood. Then, with a sad heart, we left the almost deserted shore.
