Encouraging informed decisions Dear voters, It is with a great sense of responsibility that we bring you Meet the Candidates, our August 2012 voters’ guide. We encourage – and we expect – you to make informed decisions before heading to the polls in the coming weeks and we’d like to help make your choices more clear. In this special supplement we have included a Q&A with the candidates who chose to return their respective questionnaires. Every effort was made to contact each candidate on the August 2012 ballot – by phone, by postal mail, email and fax – in an attempt to provide you, the voter, with the information required to cast an informed vote. Some candidates chose not to answer our efforts and thus have not been included (those are noted in their individual sections). Save for basic editing, and the condensing of two candidates’ very thorough responses, we have not altered or changed any answers. Doing so would be unethical and irresponsible and we promise to remain the unbiased newspaper you have embraced since 1886. Additionally, though each member of this staff is encouraged to vote for the candidates of his/her choosing, as an organization we do not, and will not, endorse candidates. The upcoming election is very important for several reasons, however the most-anticipated will be the Republican primary that will select one of four candidates for the District 81 race in November; the winner will become the Republican candidate for the race to replace Speaker Emeritus Jimmy Naifeh (D-Covington) as state representative from Tipton County. Other contested races are county commission (District 4), assessor of property and school board (Districts 3, 5 and 9). We hope this section encourages you to make an informed decision this summer as well as in the November election when we will vote in the municipal, state and federal elections for the offices of aldermen, mayor, state representative, state senate, U.S. representative, U.S. senate and president. Early voting for the county general election and Republican primary begins Friday, July 13 at the Election Commission (113 Church Avenue, Covington) and at the Munford Board Room (69 College Street, Munford). Election day is Tuesday, August 2 (find your polling location at www.tiptonco. com/depts_electionCommission.html). We hope to see you at the polls! Young students need interaction with other students to learn to work together, which is a skill employers are looking for in their employees. Virtual schools are needed so that older students can take classes that are not offered in their high schools. High school students should know how to take an online course because many colleges offer these types of classes.

Conneye Albright

Background I have been married to Daniel Albright for 32 years. We have two sons, Nathan and Benjamin, and live next door to my parents, James and Clara Thompson, in the Quito community. My sister and her husband, Donna and Charlie Vandiver, live in the Atoka community. My dad has always been a mechanic and I have been known to work on my own car. I am the librarian at Munford Middle School. I have also taught math, science and social studies. During my summer months, I work with the technology department of Tipton County Schools to repair and upgrade computers throughout the county. Once or twice a year my husband and I like to travel. I believe we’ve driven every scenic highway in Tennessee. In my spare time, I enjoy reading. My education includes a Bachelor’s of Education from the University of Memphis, a Master’s in Educational Administration from Trevecca Nazarene University and an additional certification in library science from Union University. I volunteer with Vacation Bible School at Fellowship Baptist Church and with Keep Tipton County Beautiful. My involvement at Munford Middle School includes being a member of the athletics committee and serving as treasurer, vice president and president of the Parent-Teacher Organization.

With the General Assembly passing bills against saggy pants in schools and adopting a virtual school that can cause students to be behind their peers, I realized they were out of touch with what’s needed to educate children. I don’t need a law to get students to pull their pants up in school. Pre-kindergarteners are enrolled in virtual schools in our state. How can 4-year-olds learn skills like working with others when there

Plans for the future of this office and any changes I’ve heard a lot of talk during this campaign about term limits but you, the voter, already have term limits for state representatives. If you don’t like what your representative does, you can vote him/her out of office. Their term is two years. As a state representative, I plan to closely monitor legislation having to do with education, educators, small businesses and economic growth within our county and state. I will study all the legislation that comes to a vote and reward good ideas with my support. I will not call in or have another member cast my vote. What would you do to help the state rebound from the economic downturn? An educated workforce is the key to a strong economy. There are 800,000 Tennesseans looking for jobs. Investments in training at high schools, technology centers and colleges would improve skill levels needed for the jobs that are available today. Having close relations with employers is critical to understanding how to educate and train employees for available jobs. In Fortune magazine, dated May 21, 2012, Fred Smith of FedEx stated, “You can go right to West Memphis where we (Fed Ex) have a relationship with the community college and be trained to be a licensed (airplane) mechanic. That’s a $100,000-plus job. Then you can come to work at FedEx.” If this can work for FedEx, it can work for other employers across our state. There must be a match between what people need to know and what employers need them to do. We need to put Tennesseans to work first by giving Tennessee businesses the first chance at state contracts. I will hold companies that receive tax benefits for hiring Tennessee workers accountable for their promises. The General Assembly cannot do that if the terms of deals are kept secret. I will support legislation that benefits small businesses by way of tax benefits to help them get started or to stay in business during difficult times. I would support an incentive program to encourage businesses to hire people collecting unemployment benefits. Tell us why people should vote for you. Being a life-long Tennessean, I am concerned about the direction our state is going. Tennessee needs middle of the road people in government that will work across party lines to achieve goals. The General Assembly is not working together to find solutions to unemployment, and education legislation has teachers running for retirement. I know how to work with others to find solutions and achieve goals. Teachers are used to working with limited resources. Teachers are always creating something from nothing and thinking outside the►

Background I am a hardworking Tennessean who has faced and does face the same obstacles daily that you do. I have been a Tennessean since the age of six when my family moved to Brighton, where I attended Brighton Elementary. A middle child from a large, hardworking family, I attended public schools and went to work right out of high school at a local chemical company. Starting from the bottom, I refused to be con-

tent with mediocrity and sought to learn and understand both personal and job related responsibilities. I have held the position of operations manager since 2000. In my present position I, with a team of talented individuals, have taken a failing business from a position of negative profitability to one that is highly competitive on a global scale. I run a $300 million operation and through the economic downturn, the worst of our lifetime, I have increased productivity as well as profitability. In doing this I did not cut one salary or lay off one worker. I have, in fact, just hired eight new employees and plan to hire more in the near future. In my position I have become a world traveler who participates and is working with a global manufacturing team made up of countries from North America, Asia and Europe. As such I have learned to work with people from all walks of life. This is the business and financial management and experience I want to take to Nashville for Tipton County. I have been blessed to be married to Tara Clarkson Bricco for 32 years and am the father of three wonderful adult children and a proud grandfather. I’ve been an active church member throughout my adult married life, participating in mission and charity work, choir, teaching and Bible study. Tennessee House of Representatives - District 81 – projects that are needed to keep the citizens of the county comfortable. As a small businessman, I have worked closely with the Tennessee Department of Commerce and Insurance, which has given me insight into the functions of state departments. I am keenly aware of the needs of the small business person. Keeping this state a friendly environment for small business, as well as industry, is a key concern of mine. As a parent, I am very interested in the quality of education our children are receiving in this county. They are the future of our county and our state and I will make it a priority to work with the superintendent, teachers and school board to ensure that our children always come first.

Tommy Hill

Background A Brighton native, Hill is married to Cristi Love Hill and has two daughters: Jane Evelyn, a senior at Middle Tennessee State University, and Lilly Grace, a sophomore at Brighton High School. A graduate of Brighton High School, Hill also earned a Bachelor’s of Science from the University of Memphis. Hill is a partner with Equipment Insurance International, which provides physical damage insurance for farm and construction equipment. He also operates Tom Hill Farms, which produces grains and fiber. His community service includes serving on the Tipton County Beer Board. He is also a former municipal judge in Brighton, a former Brighton aldermen and a past volunteer probation officer in Shelby County. Hill has been involved with the following civic organizations and served in a variety of roles: Carl Perkins Child Abuse Center Outreach Program through St. Matthew’s Episopal Church, St. Matthew’s Altar Guild, St. Matthew’s immediate past senior warden, recipient of Katherine Holloway/Peyton Smith Service Award 2011 (St. Matthew’s), Bread of Life food pantry volunteer, First United Methodist Church/First Presbyterian Church mission trip to Honduras volunteer, Master Mason Tipton Lodge #226 in Munford, Shriner with Al Chymia Temple and member of the South Tipton County Chamber of Commerce. Qualifications for the office Having served as a municipal judge and alderman for the Town of Brighton, I am fully aware of the relationship between state government and local municipalities. I am knowledgeable of the process for municipalities to apply for and receive funding and grants for projects such as expansion projects for sewer and water

Plans for the future of this office and any changes The first change we will all see in the office of District 81 State Representative is in the district itself. Tipton County is finally an all-inclusive district. No longer will we have to representatives for the county. No longer will our representative be responsible for Haywood County and Shelby County. We are now one independent representative. I will be accessible to the citizens of Tipton County. I will always be willing and available to address the cares and concerns of each of our citizens. What would you do to help the state rebound from the economic downturn? In talking with local chamber of commerce leaders, county executives and mayors regarding the economy and industry, I have seen one common analysis: Tennessee needs a strong, educated workforce. Industry leaders are looking for a pool of skilled workers. We in Tipton County and across this state need to stress postsecondary education to students coming out of high school – both college and technical education. For people who have been affected by the downturn in our economy, now is the time for these people to gain further training. Tipton Countians are very fortunate to have access to Dyersburg State Community College and the Tennessee Technology Center, both in Covington. Recruiting new industry and insuring expansion of existing businesses will be a priority of mine, as well as making sure our citizens take advantage of the opportunities to develop more skills. Tell us why people should vote for you. Again and again, I have said I am “for all the people of Tipton County,” and that is why I am running for state representative. As this county has grown and become more diverse in its population, I feel it is time for someone to represent all the people – not just the Democrats, nor just the Republicans. In our situation, with Tipton County as its own district, we need a representative that is minding the interests of this county.

Albright, cont’d. Tennessee needs some new ideas that will work. I am the only candidate with experience in education. I have the students, parents, teachers and schools of Tipton County in my heart and mind every day. I entered this campaign because I was frustrated with what I see happening in our state. Bricco, cont’d. 1992. Qualifications for the office I am a student of humanity who is committed to a life of continued education as well as personal and professional development. I am a high school graduate who started work at 19 years of age. I have held numerous jobs throughout my 36 year career with extensive training in emergency response, incident command, process hazards analysis, train the trainer, media preparedness, project development, inventory control, accounting, supervisory team building and people development. I have extensive training in the following regulatory oversight agencies: TOSHA, OSHA, FDA, DOT, CFR, Title V and State and Federal Air Pollution Control. I have held my current position working for a multinational company as operations manager for 12 years and am currently part of a global manufacturing development team. For the past 30 years I have worked and studied to be the best I can be at what I do. My life’s journey has equipped me with what it takes to succeed in building and maintaining working relationships. As your representative in Nashville I will establish a network of community and business leaders who are willing to work for a better Tipton County. I bring to the table a working knowledge of the educational resources needed to attract businesses willing to make capital investments for the development of future employment opportunities here in the 81st District. I learned many years ago that meaningful success in life comes when we work for the benefit of others above our own interests. Tennessee House of Representatives - District 81 Forces Group, 7th Special Forces Group. Speak six foreign languages of which three I have a DOD proficiency rating and three of the languages were self-taught. Over 400 parachute jumps. Six combat tours since 9/11. I was born at Baptist Memorial Hospital and lived in Memphis until moving to Maryland, Rhode Island, and back to Millington with my mom and Navy step-father. My family finds its spiritual guidance from the Bible and it’s spiritual rejuvenation by attending Munford First United Methodist Church where we have been actively attending since 1997. I will retire from the National Guard in June of 2013 and my time remaining and recent deployment will not allow for any more deployments. I will be a regular “Weekend warrior” until my retirement.

Randy McKee

Background Age: 56, Married to the former Mary Normandin in 1983. Four sons: Chris, Carl, Chad, and Chuck. (All graduated from Munford High School). Qualifications for this office I just recently returned from a 10-month deployment to Central America as the Operations NCOIC for OEF-CCA(Operation Enduring Freedom- Caribbean/Central America) where I had Operational and Administrative control of over 500 Special Operations personnel from all four branches of the U.S. Military. I worked with the Defense Attaché Office (DAO) at the U.S. Embassy in Tegucigalpa, Honduras. I personally signed for over $3 million of weapons and equipment including a secure satellite communication system with encryption and decryption capabilities.

I managed an Operational budget of over 5 million dollars. My teams conducted over 75 missions in the ten month period in eight different countries and I had approval authority as well as operational and tactical control. This is just one example of the kind of soldier I am and the kind of man I am. The citizens of Tipton County and District 81 should expect no less and will receive no less than this demonstrated devotion to duty, sacrifice, and service. My duties and responsibilities to this elected position will come first, without question and the citizens’ concerns will receive my undivided attention and action. Plans for the future of this office and any changes? As any “new” employee knows, you shouldn’t go into a new job or position of authority like a ‘Bull in a china shop’! That will most likely just turn people off and turn them away and it will take a long time to build and rebuild a working relationship. One of the ideas I have is to recruit and appoint an Ombudsman (or woman) from each community in Tipton County/District 81. This person would need to be a civic-minded and an active, respected citizen from that community. They would be my liaison officer (LNO) for their community. agreed with many of his proposals and actions but he did some good things for the citizens of Tipton County and should be commended for those. What would you do to help the state rebound from the economic downturn? I have been doing an analysis and comparison of our local and state economic situation and have come up with some ideas. First…I would continue to work with the legislature to follow up on the recent repeal of the Inheritance and Gift Tax (Death Tax). This is a big step in encouraging wealthy Tennesseans to remain in Tennessee and invest their wealth in business and venture capital rather than sell their estates and move to Florida where the tax structure would save them hundreds of thousands of dollars. I will sponsor or co-sponsor legislation for a Constitutional Amendment to ban personal income tax. Research shows that states with no income taxes, either personal or corporate, have higher employment rates and better economic growth than states with high income taxes. All taxes are bad but some are directionally and proportionately worse than others. We must be cautious in light of the recent ruling from the Supreme Court about the Affordable Care Act (Obamacare). Tennessee should examine the impact, both socially and economically, the implementation of this Act will have on the business community. We should be prepared to►

respond in a “worst case” scenario. Tell us why people should vote for you? I personally feel that I have been preparing for this position my whole life. Twenty nine years in the military and especially in Special Forces has prepared me to work with all kinds of people from the widest variety of backgrounds, culture, religion, and lifestyle and to work towards a common goal. I have been the acting Provincial Governor for an entire Afghan province where I helped plan, fund, and oversee civil affairs projects that improved communities, health, business and markets, roads, dams, irrigation, power plants, hospitals, clinics, and public safety. I assisted village leaders in drafting a Constitution and amendments. I have been a student of Public Policy and I have worked in that field for many years under the most austere environments. I will never support or defend any legislation I deem will hurt or diminish the quality of life of my family in Tipton County and ultimately yours too. I feel I have some innovative and exciting ideas for us here and I realize some of these ideas are out of the normal realm of State Representative but I feel that I can initiate and influence the right people to make these things happen. This is a good life and I will work to make sure we keep what we have and try to restore what we have lost from the America I grew up with. Terry Mullins

Background Information I am a concerned citizen about this country’s future. In the areas of job growth, a healthier economy, effective education, smaller government, less taxes and the preservation of personal freedoms, the recourse to these out of control issues is often term limits. Term limits will help our representatives be more focused on what is best for our country and their constituents. My wife, Patricia and I have made our home in the Quito and Munford areas of Tipton County for 23 years. My family’s roots in Tennessee go back to the Revolutionary War. My forefathers received land grant for service in the Virginia military. All my forefathers now rest in the Mullins Cemetery on a bluff overlooking the Wolf River in Pickett County, Tennessee. I am a Christian and have been married to Patricia Ann (Hawley) for 43 years. We have 2 children Tara and Gabriel and one grandson Brayden. We are very proud of our children; but I am concerned the signs are showing their future to be in jeopardy. I proudly and honorably served 26 years in the U.S. Navy, serving aboard 8 aircraft carriers,

as an Enlisted man and then as a Naval Officer. My first rank was as an enlisted striker (E-1) but completed my tour at the rank of Lieutenant Commander through study, hard work and promotion. My family came to Tipton County when I served as the last Aircraft Maintenance Officer at Naval Air Station Memphis. As a family, we know the hardships that come with serving in the military. Support for our active and veteran service members is a way of life for me. For 16 years at Federal Express, as a certified Director of Safety (CDS), I was charged with ensuring safety leadership, training, communications, recognition, and employee safety involvement for over 18,000 employees. I earned the “5 STAR AWARD”, the highest individual award FedEx bestows for innovative safety solutions, by dramatically reducing worker injuries and vehicle accidents in three diverse divisions to historic low rates. I am also the owner of a small landscaping business “Mullins Dirt Dogs” (dirtdogs.biz). This company is a lifelong dream. The “idea of ownership” is the premise -- only in America can a person from very humble beginnings achieve as much as his determination and opportunity will allow. Before redistricting in 2000, I was the Quito Precinct Voting Officer. I am a Republican but take pride in both parties working together to ensure our voting rights in our community. As a service member, professional and private citizen, I strive to help others and to work with my neighbors and fellow citizens on any concern, no matter what our backgrounds or political preferences might be or have been. I have been an active participant in Tipton County, and regional and national political races. I have walked door to door, stuffed envelopes, worked as a campaign volunteer in various roles and tried to do my part to make our democracy work. That work and participation is vital for a representative government. With your help and vote, I’d like to do more. To my fellow citizens of Tipton County. I would like to take this opportunity to share who I am but most importantly why I seek the office of Tipton County Assessor. I'm a long time resident of Tipton County. I have been blessed with three wonderful children - Amanda, Brittany and Scott Jr that have all graduated from public schools in Tipton County. My Dad is Stan Taylor and my Mom is Lucile “Max” Taylor both who reside in the Beaver community. I have owned and operated my appraisal practice in Atoka “AppraiseTennessee” for several years now. I began my appraisal career in 1991 and I have also been a state licensed real estate affiliate broker since 1993. In that time, I have worked hard to achieve the highest license you can hold in the State of Tennessee which is Certified General AppraiserLicense #722. Being a seasoned business owner, I know what it takes to plan and execute a budget, manage staff to achieve maximum productivity and provide excellent customer service. Throughout my career I have appraised over 10,000 properties, the majority of them being in Tipton County and have personally inspected. Those properties consist of industrial, commercial, agricultural and residential. I know most all of the home builders in the county and the quality of homes that's in our market. An appraisal is a far more detailed examination of the physical property itself. This examination is undertaken by a licensed, professional appraiser who will very often make sketches of, take pictures of, and write a detailed list of both good and bad aspects of the property. I believe this would be a great asset to take into the assessors office. In an ever changing market, there will always be that property that will need personal attention that a seasoned appraiser would notice and be able to determine what is impacting the value of that property in a positive or negative manner. Whether it may be functional, physical or economic obsolescence. In compliance to Standards 6 in USPAP-Uniform Standards of Appraisal Practice, an appraiser can do mass appraisals. Simply stated, the assessor is the appraiser for the county. As for the position of property assessor, it's not required for them to be a licensed or certified appraiser to perform their duties in office, wouldn’t it only make sense to have an assessor that was qualified and certified to appraise real property in the State of Tennessee? The first campaign I volunteered for was Ronald Reagan’s 1980 Presidential campaign. I ran for and was elected to the TN Republican State Executive Committee where I served for twelve years. The district I represented was our State Senate District 32, comprised of Dyer, Lauderdale, Tipton and part of Shelby counties. My years of community service and political activities prove I am a doer, not a watcher. Being active in the pro-life movement has taken me numerous times to Nashville to sit in on committee meetings and meet with the legislators. Incumbent, District 4 DeLancey is married with one daughter, four children and one great-grandson. He attends Salem ARP Church where he is a deacon. DeLancey is retired as an electrician from Lucite Internation (DuPont site) and is a member of Tipton Lodge #226. Candidate, District 4 Background I gave my life to Jesus Christ my Lord and Savior while being taught how to fold blankets in USN boot camp. Born in Jonesboro, Ark., raised in Kennett, Mo. Attended two years at Arkansas State University in Jonesboro, Ark. Married to my wife Terry for 38 years. Proud to have served in the United States Navy for six years as an Information Technology Professional. Vietnam Era Veteran. Have worked as an information technology professional all my career from field engineer to network administrator to IT supervisor to manager/regional sales engineer manager. Four children. First born named Jessica died at the age of four years old with heart disease. Grandfather of four; My oldest is as old my own son, Michael. Cancer survivor since 1985/1986. Been an active member of the Republican Party since 1980 beginning with the Shelby County Republican Party. After my enlistment with the US Navy, moved to Memphis where I began my IT career after the military. Lived in Memphis for 20 years and have now lived in Atoka for 11 years. My Christian relationships include Hosanna Church where I am currently an active member and serve as a guitarist/singer and have been the technical/audio sound booth engineer and head coach of Hosanna’s first adult co-ed softball team last year. Gateway Baptist Church is where my family began attending after we moved to Atoka with past service as head coach of boys pitch baseball and adult softball player/coach. Qualifications for the office For such a time as this, I desire only one thing: To serve the citizens of Atoka and Tipton County and with such service, and continue to serve the United States of America, the greatest nation on earth, as one of 18 Tipton County commissioners. Considering the fact that I have the equivalent of a Master’s degree in Management Information Systems and Technology, have worked with all manner of individuals, treat everyone the same as much as possible, worked for some of the largest named technology companies, understand that there are always exceptions to the guidelines that we term processes, procedures and policies and citizen of Atoka and Tipton County deserves to be represented by at least one commissioner and supported by positive decisions instead of a blanket answer. Plans for the future and any changes

My plans are simple and aligned with my Christian philosophy that a good government is ruled by men, but a great government is ruled by God. As Jesus is my head, then I rely on Him to guide me in every plan and decision that I make, or hopefully will make, as one of eighteen Tipton County Commissioners. My goals and plans for the future of Tipton County and Atoka are the following: A. Make Tipton County and Atoka a safer place to live that can be accomplished by some simple methods such as: continue working closely with the Law Enforcement agencies to increase safety. B. Business development: This is the third time in six years that I have ran for the Atoka, District 4, Tipton County Commissioner seat. My understanding with several conversations over the sixyear period; six years ago, Tipton County had a tremendous opportunity to allow Toyota to build a manufacturing plant in Tipton County. For some reason unknown to me, the Tipton County Commission decided to decline that offer by Toyota. In the end, Toyota located their new plant in Tupelo, Miss. C. Creating safer intersections and roads for travel overall. Highway 51 is used as a main thoroughfare every day and night and goes right through Tipton County. It would be great to have it said by any traveler that Tipton County has such excellent roads that are safe and clean that it makes me want to move there. What would I do to help the county rebound from the economic downturn? I do not want to or seem to sound critical about this question, but this question is stated during every election cycle. It was proposed to me six years ago, two years ago and now. My question is, will Tipton County always be in an economic downturn? With the above question being presented during every election cycle, it makes me wonder if Tipton County will ever rebound from the so called economic downturn that seems, according to this question, has been in existence for many, many years. And, if I am reading this question correctly and adding two plus two, it seems to me that if this is actually the reality of Tipton County, always being in an economic downturn, that we might not have the right people in our government offices. Tell us why people should vote for you. Obviously, I am one of two of the following: Either I’m crazy for running for the same office for the third time after not being elected in two previous campaigns. Or, I truly desire nothing else but to serve the great citizens of Atoka and Tipton County in the office as Tipton County Commissioner. The only promise I could ever make to any Tipton County citizen is that I would do my very best to represent each of them, try to address as many severe issues as possible in the most positive way I can, and show no favors to anyone just because of their title or last name. If I ever seek this or any political office for myself, then I do not deserve to be elected. If I seek this or any political office as a humble servant to the citizens, then I should be elected. It should always be that simple for any voter to make a decision to vote for or against any candidate. In closing, I want to thank the Leader for this

Candidate, District 4 Background I am a native resident of Atoka, as I have lived here for 29 of my 39 years. I am a proud graduate of Munford High School. I have been married to Julie for 16 years and am the father of two teenage boys, Trent and Cole. I am a real estate investor as well as a business owner and have served as an Atoka alderman for two terms. Qualifications for County Commissioner I am currently an alderman of Atoka and on the City of Atoka’s Planning Committee. I was also on the Southwest Tennessee Electric Company’s Advisory Board. I have experience working with town budgets and grants. I am honest, openminded, and work well with people. Plans or Changes for the Future I have three main goals if elected. First, I will work to bring new business to Atoka. Second, I would like to try to fill the vacant industrial buildings in order to bring jobs to the residents of Tipton County. Additionally, I will explore options to bring better fire protection for our county’s towns and cities. How will I help the county rebound from economic downturn The most important thing I can do, as county commissioner, is to promote and advertise our great town of Atoka. I strongly advocate supporting our own businesses by buying locally and keeping our tax dollars in our city and county. I will work hard to bring new business to Atoka by working closely with the Chamber of Commerce. I will also continue to support our excellent school system because I am acutely aware that the best way to bring people to our area is to have a topnotch school such as Atoka Elementary. People look for a great school and community for their children as a prerequisite for relocating. The growth of our community leads to the growth of business, which in turn leads to tax revenue for our city and school system. Incumbent, District 5 Background I am a Munford native; my family has been here over 100 years. I’m a graduate of Munford High School. I’m a graduate of the University of Ten-

nessee at Martin and attended graduate school at the University of Minnesota. After grad school I worked for the State of Minnesota, Department of Natural Resources, Division of Waters as a Water Resource Manager. During the 1980s I worked in the retail industry and as a computer analyst for the Naval Reserve Readiness Command in Millington. After the birth of my son, I became a full-time mom. I have been an alderman for the City of Munford since 1995. There I serve on the Public Works and Public Safety Committees. I have also served the city as a member of the Planning Commission and the Board of Zoning Appeals. I have been a member of the Board of Directors of the South Tipton County Chamber of Commerce for several years, serving twice as Chairman of the Board. I serve as Education Coordinator for the Chamber (Student of the Month). I served on the board of Celebrate Munford for several years. I was the choir director at the Munford Presbyterian Church for over 20 years where I’m a lifelong member. I also served as elder and member of the session and VBS music director. I have been married to Pete Colin for 28 years. We have two children: Pete Jr. is the choir director and assistant band director at Munford High School; Leighann is a recent college graduate. Both are graduates of Munford High School., With the exception of my husband, we all have been members of the MHS Band. Qualifications for office Because of a vacancy, I was appointed to the District 5 Commissioner position in September 2011 and have been serving since. The term of this position would ordinarily extend until 2014. However, because I was appointed, the law requires that I run in the next regularly scheduled election which is in August of this year. I serve on the Finance and Administration Committee. I have extensive and varied experience in public service. Plans or changes for the future My plans are to serve the constituents of District 5 to the best of my ability. What would I do to help the county rebound from the economic downturn? ASSESSOR OF PROPERTY Randy Baskin

Background I was born in Tipton County to Catherine Deverell and the late Wayne Baskin. I was raised and still live in the Holly Grove community. I have been married to Charlene for 40 years last month. We are members of Smyrna Baptist Church where I’ve served as deacon for almost 20 years. We have a son, Randal, who is a captain on the Munford Police Department. His wife Lisa works for First Tennessee Bank. They have two children: Austin, 11, and Riley, 8. Our daughter April and husband Mark Daugherty also live in Munford. April works for Memphis Orthopedic. Mark just returned from Kuwait were he served his term and is employed with the Tipton County Sheriff’s Office. They have three children: Jessee, 17; Katelyn, 8; and Logan, 21 months. Qualifications for the office I graduated from Brighton High School in 1971 and attended State Tech. I am a member of Home Owners Warranty, have a Tennessee general contractor’s license and serve on the board of directors for Smyrna Baptist Church, working with the treasurer for over 10 years. I have built hundreds of homes and all types of commercial work in my 40 years of being a selfemployed contractor with a 95 percent satisfaction rate that I am very proud of. Word of mouth has been most of my advertisement throughout my career.

Being self-employed, you have to oversee many jobs, such as bookkeeper, secretary, employee and consultant. I feel this gives me a lot of qualifications to do a good job. Plans for the future of the office and any changes I understand that in October of this year this office will be taking a course to help improve the system, which would be good since we are going to have a new appraisal in 2014. I plan to work close with all the people in this office and others that pertain to this office to assure that if we have a problem we will work hard to the best job possible to satisfy the customer with honesty and professionalism. I do not take this job lightly and understand it requires a lot of hard work and research to assure good results. Tell us why people should vote for you. I’ll be the first to tell anyone that I am not a politician. I just felt like being self-employed for four decades of hands-on experience with the real estate market and dealing with people and their money on the biggest investment they will make in their life, I would be an asset to the assessor’s office. I have worked all over the county and saw it grow at an enormous rate for years. Now, as everyone knows, the economy has turned around and people are struggling to keep the American dream. Rose Cousar

Background Raised in the Quito community, Cousar is the daughter of Mattie Wilson Pairamore and the late W.S. Pairamore. She attended school in Munford for 12 years and graduated from Munford High School. She has been married to Ralph Cousar for 38 years and the couple has two sons: Ryan Cousar and Justus Cousar (married to Kelli Howard Cousar). Cousar has two grandchildren: Brinley Cousar and Anna Reese Cousar. She resides in Covington and attends Central Christian Church. She was employed at Crestview for two years as a teacher’s assistant and seven years as secretary. Qualifications for the office Cousar has been working in the property assessor’s office as deputy assessor since Sept. 1, 1992. She has completed several courses through the University of Tennessee Center for Government Training, including basic mapping, advanced mapping, assessment law and appraisal fundamentals. She is experienced with state laws that mandate the operation of the assessor’s offices across the state, including programs such as greenbelt of frames, exemptions for religious and non-profit organizations, transferring ownership

by deeds and wills, mapping updates by deed descriptions and recorded plats and pro-rating new construction. Also laws concerning business personal property assessments including filing of schedules, leased equipment and audits. I have worked with state employees with the Division of Property Assessments concerning monitoring of procedures including qualifying or disqualifying sales. I have been instrumental in preparing the budget requests each year and am responsible for most of the purchasing for the office. Plans for the future of the office and any changes The assessor’s office is required to follow state laws mandated by the legislature, so there will not be any major changes that anyone can make. I would like to stress that our jobs are to serve the public in a professional, respectful, but friendly manner, while continuing to operate in compliance with state laws and guidelines. There is a change coming up in October to a new state computer system. The new assessor will be required to make some decisions during the implementation of the new IMPACT system, such as whether to go paperless or to continue to have a hard copy of each property record card. If elected as the next assessor, I do not plan to make any staff changes, although I may look at redistribution of duties and cross-training among the current employees. ►

Background I am the son of Stanley & Lucille Taylor, both of Tipton County. I’ve lived and worked in Tipton County my entire adult life. I’m also the proud father of three wonderful children, Amanda, Brittany and Scott Jr, all graduates of our fine Tipton County School system.

I am a long time resident of Tipton County. I graduated from Rosemark Academy. I attended Christian Brothers University and studied mechanical engineering for a little over 2 years. I have recently returned to Christian Brothers University part-time and I am currently working on a B.S. in Business with a concentration in Finance. I anticipate graduation in the fall of 2013. Qualifications for the office I hold a state certified general real estate appraiser’s license – 722. This is the highest level of state certification. I have over 21 years of appraisal experience in all major categories of real estate – land, single-family residential, multifamily, commercial and industrial. I’ve been a small business owner since 1997. Plans for the future of the office and any changes The Tipton County Assessor’s office is one of the more effective offices in west Tennessee. However, I believe that there is always room for improvement. We should always be striving for excellence. From the assessment stand point, the main area that I see room for improvement is commercial and light industrial property. The data that I’ve dealt with over the past several years indicates that the majority of these properties are being over-assessed. This over-assessment negatively impacts our small businesses and their ability to compete in the market place. I

want to bring my experience with these types of properties to the office so that I can remove roadblocks to their success. The other major improvement that I wish to propose is to offer more of the assessor’s services online. This is the digital age and we should make the information as assessable as possible. Although some of the information from the office is available online, it’s not entirely accessible on all operating systems. I want to make sure that the information our uses need is accessible regardless what platform they’re utilizing. Tell us why people should vote for you. I am the only candidate that is certified in the state of Tennessee to appraise real estate. Incumbent, District 1 Background I was born and raised in Tipton County, attended Tabernacle Elementary School located on Highway 179 and graduated from Frazier High School in 1959. My advanced education was continued at Tennessee State University in Nashville where I earned a Bachelor’s of Science and Master’s of Arts in agricultural education. My wife, Marjorie Matthews and I have been married for more than 47 years. We have three sons, two of whom are former school teachers. My parents are the late James Lee Taylor and Ella Mae Teamer Taylor. Professionally, I taught elementary school in Tipton County at Tabernacle Elementary (196364) and served four years in the United States Navy (1966-70). In 2003, I retired from the United States Department of Agriculture-Farmers Home Administration/Rural Development with 40 years of service. My community service activities include past president of the Covington-Tipton County Chamber of Commerce and past president of the Covington Rotary Club, where I became a Paul Harris Fellow. Currently I am vice chairman of the Covington Regional Planning Commission, president-elect of the Hatchie River Boys and Girls Club that will serve the young people of our community, and a member of the board of directors for Covington Industrial Development Board. In addition, I teach an adult Sunday School Class and Wednesday Morning Bible Class at St.

Luke Baptist Church, where I am a member. Qualifications for the office It has been my privilege to serve the citizens of Tipton County, District 1, on the Tipton County Board of Education the past 10 years. I was appointed to the school board in 2002 to fill the unexpired term of the last Thomas Bethel by the Tipton County Commissioners, having been recommended by Quincy Barlow. Since that time I have been re-elected by the voters of the district for two four-year terms. During the past 10 years our school system has experienced tremendous growth in student enrollment, which required the construction of new schools and upgrades to others. In addition, there has been the challenge to raise student achievement under the No Child Left Behind legislation. I have the demonstrated ability and capacity to work together with the director of schools to establish policies and procedures that have enabled student achievement to continuously improve with the last expenditure of tax payer dollars. My experience as an educator, mid-level and upper-level manager with my former employer, USDA-Rural Development, has provided me with the knowledge, skills and ability to be an asset to the school board in general. I know firsthand and understand the value of a good education in order to become successful in life. Plans for the future of the board and any changes To continue to provide the director of schools

Candidate, District 3 Background My name is Jimmy “Marty” Burlison. I am a lifelong resident of Tipton County and received my education in the Tipton County public school

system. I am married to Camille Simonton Burlison. We have three children and two grandchildren. I am a farmer. Qualifications for the office I previously served on the Tipton County School Board from 1985 to 2004. During my previous tenure I served several terms as vice chairman of the board. I earned a level 4 boardsmanship award with level 5 being the highest achievable from the Tennessee School Boards Association. To receive this award you must attend many hours of training sessions as well as numerous conferences. Having previously served on the school board I have the experience and knowledge to help make the decisions that will benefit our children, teachers and support staff. Plans for the future of the board and any changes I want input into the future of our children. Being able to make decisions to help them develop, grown and achieve is priceless. The students will always be my ultimate focus. The most important single responsibility we have as adults is to educate the next generation. Tell us why people should vote for you. The school board is responsible for laying the foundation and putting in place the policies and building blocks for students to learn, grow and achieve at the highest level possible. Incumbent, District 3 Background My name is Patricia McLillie Jackson. I was born and raised in Tipton County. I have been married to Gary Jackson for 37 wonderful years. I have raised two children, Dawson and Janie Jackson, and both were products of Tipton County schools and went on to earn college degrees in business and university studies. I have three granddaughters: Hailey and Emma Grace Laxton and Ruthie Brammer. I have owned and operated several small businesses over many years in Tipton County. Qualifications for the office My first qualification is that I have been an active parent and grandparent in the Tipton County school system for over 30 years. I was appointed to the school board in 1991. I have experienced the tenure of three superintendents. I have been part of the additions of six new schools in Tipton County. I have experienced the consolidation of Covington City and Tipton County schools. I have taken advantage of every workshop, seminar and institute in order to better serve the students of Tipton County. However, no workshop or institute could have taught me the life lessons that I have learned as actively serving as a board member Plans for the future of the board and any changes

As anyone knows in the world of education, change is constant. And as a Tipton County board member I look forward to the challenges ahead. Incumbent, District 5 Background I am the daughter of the late Henry and Clara Bass. My husband Terry Griffin ( for 36 years) and I have two children. Claire Griffin our oldest daughter is a veterinarian, and Emily Jackson, (married to Reagan Jackson) is a teacher at Munford Elementary School. As a life-long resident of Munford, I am an active member, assistant Church Librarian, and former Sunday School Superintendent of Munford First United Methodist Church. I am a current Munford High School Band Booster and a member of the South Tipton

County Chamber of Commerce. In the past, I enjoyed serving as a local Girl Scout leader, nursery school teacher and in numerous roles of the Munford Schools’ Parent organizations. I graduated from Munford High School, as have both of my children. I am a committed and life-long supporter of Tipton County Schools. I am a graduate of State Technical Institute at Memphis with an Associate of Science Degree in business data processing technology and worked for several years as a computer programmer. I currently work for an investment banking company in the customer portfolio services department. Qualifications Serving as the Tennessee Legislative Network representative provides me with the most current laws affecting our school system. I have attended the training required of school board members and have achieved Level 4 (out of 5) in the Tennessee School Board Association’s Boardsmanship Program. My education and employment background in technology provides me with a greater understanding of the technology demands in educating our students to be college and career bound! Staying informed on the constant changes in school law and issues that affect our citizens has been important to school board policy development. As a board member, I have been involved with new school construction, expansion and improvements of existing schools and athletic facilities, and have helped support academic and extra-curricular activities.

Plans for the future of the School Board and any changes I believe that our county tax dollars should be used effectively and efficiently, and pledge to be actively involved in the budget process. I want to ensure that promotions in our system are based on merit, and not on connections or someone’s family tree. If elected, I will immediately visit the Munford schools to introduce myself to all faculty and staff. I will then make plans to visit all Tipton County schools, to solicit teachers’ ideas, and listen to their concerns. I retired from the U.S. Navy as a Chief Petty Officer in 1992 after having moved to Munford in 1988. I graduated Summa Cum Laude from the University of Memphis with a degree in Elementary Education, and taught at Brighton Elementary and Brighton Middle Schools until I retired in May 2011. My wife, Bonnie, and I have been married for 38 years. We have two daughters, both graduates of Munford High School, and two grandchildren, one of whom will begin Kindergarten in a county school this Fall. I teach an Adult Sunday School Class at First Baptist Church, Millington, and, politically, consider myself a Ronald Reagan Republican.

Dear Friends, I am asking for your support and your vote in my quest for Tennessee State Representative for District 81. Due to the re-drawing of the districts, Dist 81 now encompasses the entire Tipton County proper. I want to bring a unified Tipton County voice to Nashville as your public servant and representative. As a career soldier and combat veteran I have proven myself as a leader, motivator, negotiator, and decision maker. I have made tough decisions and always chose the hard right over the easy wrong. I have been conducting a detailed study and analysis of Tipton County through research and personal conversations with citizens to find innovative ways to improve our economy, schools, infrastructure, and quality of life. I realize some of these ideas are out of the normal realm of State Representative but I feel I have the ability to initiate and influence the right people to make these things happen for all of us. Here are just some of my plans and ideas I will bring to Nashville as your State Representative. • Work to build support for legislation to pass a Constitutional amendment to permanently ban a State Income Tax. • Work with business owners, Chamber of Commerce, County Commission, and County Assessor to improve the business environment for Tipton County. • Work with local farmers, Board of Education, and TN State Education and Agriculture officials to implement the Farm To School program in Tipton County which will provide new outlets and markets for our local farmers as well as bring fresh, locally grown produce to our school cafeterias and reduce meal costs. • Work with the Board of Education and school officials to renew and expand the Vocational Education programs to our schools and through the Hope Scholarship Program. • Work with the Board of Education and the various military Junior ROTC officers to bring JROTC to Tipton County schools to provide an opportunity for motivated high school students to learn discipline, teamwork, sacrifice, duty, and personal responsibility. • Work with the Tennessee Development District to prepare plans and strategies to assist entrepreneurs, community leaders, and business owners with grants and infrastructure assistance for building business and commercial properties. • Work with the Tennessee Tourism Dept. to promote events and areas of historic, scenic, and cultural interest in Tipton County and promote Tipton County as a “second stop” for Memphis tourists. • Work through the state legislature and Memphis-Shelby County Airport Authority to reduce air fares and/or bring in discount carriers to provide competitive airfares for Tipton County citizens as Memphis Airport has the highest average airfares in the country. • Assist the Tipton County Veterans Service Officer by providing a liaison assistant that would connect with the VA hospital and the VA Regional Center office in Nashville to assist Tipton County Veterans and their families with earned benefits, educational services, and claims assistance. • Appoint a Liaison Representative (LNO) from each community in Tipton County to be my personal representative between that community and my office to address specific needs and issues in that community.
