CRA was commissioned to undertake a Phase I Environmental Site Assessment (ESA) for a prospective lease of an office block with warehouse space in Ireland. The purpose of the Phase I ESA was to identify any significant actual or potential environmental liabilities associated with the property, as defined in ASTM Standard E1527-05. The ESA also included an evaluation of specific non-scope items including radon gas, asbestos, and regulatory environmental, health and safety compliance. The Phase I ESA included a desk study review of historical maps and aerial photographs to identify the past uses of the Site and adjacent properties. An inspection was carried out at the site including an interview with the site owner to identify current and historical operations, such as waste/chemical handling and storage. The inspection also included a visual assessment to identify any potential sources of contamination. The findings of the Phase I ESA were presented in a comprehensive report that highlighted potential environmental liabilities associated with the purchase of the property, which included:
Potential polychlorinated biphenyls (PCBs) in existing site equipment; An above ground storage tank (AST) for storage of heating oil with underground pipelines leading to the building; An inadequately sealed AST bund adjacent to surface water drainage; Lack of a full asbestos survey for the site; and No radon protection measures installed at the building, which is in a high risk radon gas location.
