The modern, industrialised, burgeoning, vivid and vibrant Oman of 2013 is, Indeed, one of the Arab Gulf region’s greatest success stories - a culmination of the efforts of the people following the dream of an emphatic and enigmatic ruler, His Majesty Sultan Qaboos bin Said Al Said. His optimism and deft navigation of the nation’s struggle to cement its place in the world as a major player is evident in every facet of Oman’s body. He is rightly the heart of the nation, pumping it with a sense of urgency and vibrancy that is propelling it towards prosperity. The success of the Omani journey in pursuit of economic development and social and political empowerment, within the framework of keeping its Arab and Islamic values intact, has earned the Sultanate a special place amongst its Arab brothers.

A SultAn’S Journey An heir to the sultanate could not have been born in a more idyllic location than the lush and bountiful capital of Dhofar, Salalah. On a wintry day in November, 72 years ago, the region that gives Oman the classification of a semi-tropical country by the National Geographic, witnessed the birth of the driver of Oman’s progress. Qaboos, meaning ‹granting of abounding wealth and prosperity’, was the new heir, but he would deliver much more - peace, stability, security and welfare - core values that would set Oman apart from its neighbours.

The young heir had an aura about him; a certain way with those that surrounded him, an enviable academic prowess, a passion for equestrianism and an active participation in athletics. His growth into an admirable young man began on foreign shores. The heir in waiting completed his higher studies in England, after which he enrolled in the prestigious Royal Military Academy at Sandhurst. After graduating from Sandhurst, he joined the British Army and was posted to the 1st Battalion - The Cameronians (Scottish Rifles) - serving in Germany for one year. He also held a staff appointment with the British Army and was made an Honorary General of the force. All the while the future Sultan garnered knowledge on the workings of government and his pernickety and tenacious character grew in stature and composure. When he returned to his hometown of Salalah, his years of training were ready to be put into a crystallised model for the future - a future that was awaiting Oman in no small way. He spent a few years that followed studying the rich maritime lineage of the nation, that is rivalled by few others, and Islam, two values that run deep in the roots of Oman. His Majesty the Sultan’s statement, in one of his interviews to Ahmed al Jarallah, Editor-in-Chief of Kuwait’s Al Siyasa newspaper (April 26, 2008), that «countries without spiritual values are empty nations and there is nothing more important than the spiritual side in building nations», is indeed a guiding principle in the human development programme he has followed in Oman. The establishment of the Sultan Qaboos Grand Mosque in 2001 further

shows that in guiding Oman’s development, His Majesty the Sultan attaches importance to the temporal as well as spiritual aspects of human life.

the new nAtion On July 23, 1970, the young ruler with a vision and drive much akin to the passion for exploring the high seas that runs deep in the Omani conscious, ascended to the throne of his father, becoming His Majesty Sultan Qaboos bin Said Al Said. Muscat and Oman

became the Sultanate of Oman, and the new symbol of the country was unfurled by his own hands for the first time, emblazoned on the nation’s new flag. It was the beginning of a wondrous journey that would witness the first steps of the country into the developed world. The 9th of August became a day that encapsulated this symbolic moment, the day when His Majesty would usher in a period of growth and prosperity as immortalised by his given name.

His firm hand through rebellions and his peaceful resolve led to respect and admiration amongst allies and foes alike. Realising the significance of a strong unified nation, the benevolent new ruler granted amnesty to all surrendering rebels and reinstated the armed forces. Royal decrees flew from the Royal Court with urgency, instating and establishing modern governmental institutions, civil and social programmes, and preparing the nation for a world-class infrastructure that would contribute to a strong and vibrant economy.

Oman’s meteoric rise amongst nations in the Middle East was aided by His Majesty’s inspired vision and education. Rooting out the stigmas of illiteracy, poverty and disease was at the forefront of the Sultan’s efforts to create a modern society. With a framework in place, the focus shifted to integrating the formerly isolated country of Muscat and Oman to the global comity as the Sultanate of Oman. Prosperity through peace was the name of the game, and the aim was simple - to create a diverse, stable income base

that would ensure the future generations of Omanis and empower them with a strong sense of identity and self worth. Social programmes like free education, especially for women, and health care ensured that proud citizens of this rejuvenated nation would inherit more than just a clean bill. Democratisation of government allowed for a voice for the people and was part of the Sultan’s foresighted vision from the onset. The paradigmatic shift in the nation’s outlook, coupled with the Sultan’s world view, garnered over his many years of studying international politics and government, was a synergy that was bound to produce significant results. The myriad initiatives launched to preserve the historical heritage and promote tourism based on sustainability and local culture have imbued Omanis to appreciate and take pride in the history of their nation. Billions of dollars were pumped into infra structural projects, criss-crossing the land like veins and arteries, carrying the lifeblood of the nation - oil. The Sultan was fully aware at the time of the limited reserves of this precious commodity, and thusly began ambitious industrial and tourism projects, including the ones being built before our very eyes throughout the country. A world-class infrastructure in terms of roads, flyovers, hospitals, schools, universities, ports, airports, industrial estates, transport and communication awaits us and future generations and we have His Majesty’s glorious leadership to thank. His Majesty in his youth displayed a flair for calligraphy, mesmerised by the subtle nuances of the artistic Arabic script. He was and still is extremely passionate about the arts, and the recently completed Royal Opera House of Oman stands as a stunning

testament to this. Not only is it a world-class venue worthy of performances by greats like Andrea Bocelli, but is a monument, an architectural marvel that embodies Oman’s rich heritage and history and its embracement of modern, state-of-the-art development. It is a perfect example, almost a pinnacle, of the two sides meeting and thriving together in harmony. Reading, a penchant for the outdoors, sailing and horse and camel racing are all avid passions of the Sultan. His personal library spans several collections of works on philosophy, poetry, religion and politics, while his personal horse and camel stables are home to well-nurtured and trained bovines, much like those he used to ride when he was much younger in his hometown. Like many of the locals, His Majesty enjoys the wadis and dunes that are part of Oman’s fantastic landscape, stargazing and observing astronomical phenomena. His love for sketching, painting and photography have inspired many local talents to showcase their own works, adding new dimensions to the identity of the nation.

GoinG forwArd Under his guiding hand, the private sector was encouraged to engage and grow in tandem with all the social progress that was shaping the nation. The culmination of a modern and independent judicial system was the formation of the Shura Council (Majlis Al Shura), which were instrumental in setting up agencies like the Consumer Protection Agency. As a result, people in Oman can take comfort in feeling safe, secure and being provided for.

A fruit of his emphasis on the need to strike a judicious balance between the needs of rapid economic development and the wisdom of protecting the environment, heritage and cultural values have become a hallmark of His Majesty’s rule. Oman’s strategic importance has also rendered it an important regional and global geopolitical entity. His Majesty’s skilled balancing of foreign policy and national security was recently showcased with Oman’s pivotal role

in negotiating hostage releases from Iran. The amicable relations that the nation shares with its regional partners have made it an important ally and uncompromising partner. In his speech to the Council of Oman’s annual session on November 4, 2002, His Majesty the Sultan said, “Our foreign policy is familiar to all. We are always on the side of right, justice and peace, and we call for peaceful coexistence between nations and understanding between civilisations.” The

Sultanate has consistently backed Middle East peace efforts since they began in the late 1970s. It supports every sincere, positive initiative to lift the blockade of the Palestinian people and establishment of their state with Jerusalem Al Quds as the capital. Oman’s measured approach to modernisation is a shining model for other nations. In today’s Oman, the citizens enjoy free education and free health care, besides scholarships for higher education and training. Similarly, Oman’s progress in information and communication technology is praiseworthy. There is now Internet access in schools across the Sultanate and internet penetration is increasing by the day. The recent studies from the Oman National Computer Emergency Response Team (OCERT) concluded that internet penetration in Oman was one of the highest in the region. Broadband adoption is also on the rise. His Majesty the Sultan has always held the view that “our people are our greatest asset”. That explains why he attached top priority to human development and launched a long-term programme of Omanisation, which involves extensive educational and vocational training programmes. The Sultanate’s achievements in the health sector, in particular, have been spectacular. In a relatively short span of 43 years, the Sultanate’s health care sector has been appreciated by the people of Oman and recognised by the international community. Through its five-year health development plans, the country is constantly improving its health care infrastructure, creating new institutions and new programmes to match world standards in health care.

The latest census elaborated on the tremendous human resource potential that the largely young demographic provides. The opportunities are endless and Oman, through the watchful and guiding influence of His Majesty Sultan Qaboos bin Said, has proven that one man’s vision of creating and nurturing systems of education and vocation for his people pays rich benefits. Of all the nations that surround the sultanate, Oman scored the highest in the United Nation’s Human Development Index Report of 2011. In fact, it was the highest increase for any nation in the world over the past 40 years. The report constitutes several indices from education, health, women’s rights and their role in society and standard of living. This fantastic achievement only underscores the emphasis laid on developing the capabilities of people - empowerment and emancipation for the progress of a nation. Comprehensive human resources development is at the very heart of the Vision 2020 plan for Oman. This plan is already coming to fruition through various programmes designed to provide Omanis with work ethics and skills that will make them just as competitive as the myriad nationalities that currently work here in the sultanate.

Oman is a nation with a history laced with a maelstrom of achievements. Maritime masters, navigators, traders and businessmen that share Oman’s history that stretches beyond the years of many a modern nation’s. The famous Dhows of Oman sailed to places as far away as China carrying with it not just commodities, but also the traditions of hospitality and tolerance. Lying at the crossroads of three continents and four seas, Oman has always enjoyed a strategic influence over trade and commerce in the region. The deep-rooted business mindset carries on today. Young entrepreneurs and their creative, newworld approach to business and progress are being given solid foundations and rewarded for their impetuous tenacity to make a difference to the nation. When the Sultan Qaboos University opened its doors in 1986, it aimed to provide world class education to its students, imparting them with the knowledge they would require to carry the nation forward into a bright and prosperous future. Today, more than 200 other private and public institutions impart specialised training to the nation’s youth, ensuring a generation of knowledgeable and skilled youth. The national Sanad self-employment scheme was set up to promote the development of small business enterprises. The Sharaqah Fund for Development of Youth Projects and the Oman Development Bank were also set up to promote the development of young entrepreneurs. The fruits of these efforts have been hundreds of skilled Omani engineers, designers, security and occupational safety supervisors, beauticians and hairdressers highly skilled labour that is an imperative indication of progress. Despite having a vibrant expatriate community, Oman is moving towards having

a passionate and burgeoning national workforce. According to the results of the last census there was still marginal unemployment among nationals. Omanisation in the private sector has been continually moving towards integrating more and more Omanis into their workforce, engaging in training programmes and job fairs designed to enable the young minds of the future. The average annual

increase in meeting the Omanisation targets of private sector was reported to be over 20 per cent over the past decade. Proponents of the initiative would declare that much more needs to be done in order to achieve the goals outlined in the Vision 2020 aim of self reliance in the human resource pool of Oman. Early initiatives for regulation of national manpower plans included setting up of a Joint Sectoral Committee for Omanisation, the occupational Standards and Skill TEsting Centre established in 2005 to effect a transforming of the vocational training system towards market needs, establishment of national Qualifications Framework, which serves as a guideline for the development of all curricula applied in all private and public technical colleges and training institutes. Since 1998 a â&#x20AC;šgreen cardâ&#x20AC;&#x2122; has been awarded to companies in the sultanate that meet their Omanisation targets. During 2011, private sector employment increased by 13.7 per cent compared to 9.8 per cent in the previous year. The construction sector continued to absorb the maximum number of expatriates with its share in the private sector employment rising to 43.5 per cent in 2011 compared to 42.3 per cent in the previous year. The absolute number of Omanis employed in the private sector continued to surpass the same in the public sector since 2007. Latest data on public sector employment are available up to 2010. Employment opportunities created in the public sector during 2010 increased by 2.8 per cent compared to 3.9 per cent in the previous year. While employment of Omanis in the public sector increased by 2.7 per cent in 2010 over the previous year while that of expatriates rose by three per cent. stood at 85.6 per cent in 2010, same as in 2009, compared to an average of 84.6 per cent during the period 2006 to 2008, indicating steady progress of Omanisation in the country. The Ministry has stipulated fixed Omanisation targets for certain sectors, which have been categorically achieved over the course of the past few years, since the measures came into effect.

an important shift in responsibility towards the nation - ushers of a new generation of stewards of a nation. Between 200,000 to 275,000 new employment opportunities have been guaranteed through plans to widen the provision of work opportunities for the national workforce. The allocations go beyond the general workplace, extending into education, sports, medicine, etc.

The sultanate’s professional associations, 19 of them, including members of a single profession such as engineers, doctors, social workers, economists, researchers, etc, all aim to improve the professional and cultural potential of its members by laying their expertise at the disposal of the nation’s driver’s seat. The proclivity to advance is much more pronounced in the youth, who have shown intuition and creativity to earn one of over 1,500 scholarships available to them. The Omani Youth Council is actively involved in running competitions for designing innovative products that are relevant to the UN’s Millennium Development Goals.

AIESEC is a 64 year old international youthrun organisation that set up an Oman chapter in 2007, and has since provided hundreds of students with the AIESEC experience through their exchange programmes and helped them secure vital real-world experiences - lessons that will return to the sultanate through their initiatives. AIESEC Oman organises Oman Youth to Business Forum, where several of the top young talents from Muscat’s premier educational institutions, and corporate guests from Oman’s best companies converge to challenge young entrepreneurs with emerging business philosophies.

The sultanate’s health care strategy embraces healing, caring and in the recent years has made a giant leap forward to devote its resources to the health and well-being of its citizens. The overall progress is staggering when one talks to the quinquagenarians and sexagenarian among us. They recall tales of having to travel for days to receive even the basic of care. Fast forward to 2013 and the sultanate not only boasts a modern and well-networked infrastructure, but also a framework of hospitals and clinics that are accessible and affordable. From ensuring primary health care to establishing a health tourism resort, training the youth in several private universities to specialised medicine studies, Oman’s progress is deeply rooted in the progress of the wellbeing of its people. A study conducted in 2010 by the United Nations Development Programme’s (UNDP) 2010 Human Development Report, listed Oman on top of the list as one of the world’s tenth leading country that made the most progress in education and public health in the recent decades. The World Health Organization also ranked Oman’s health system as one of the most effective in the world. The health care system has been successful in combating endemic and infectious diseases by incorporating international standards

and a potent vaccination and immunisation protocol - the latter is at 99 per cent. The Ministry of Health (MoH) has always been concerned with national human resources development and it has invested heavily in training nationals in nursing and other paramedical professions. Gone are the years of black magic and superstitious practices to rid people of their ills. Gleaming hospitals with highly qualified doctors have taken their place. Over the past few years the MoH has placed more emphasis on training of nationals through establishing nursing training institutes in the sultanate. There are now 15 institutes run by MoH, including 11 nursing institutes and one for specialized training in nursing. Altogether, 485 nurses graduated during 2011 with a basic diploma. In addition, 99 nurses acquired post-basic qualifications from the Specialised Nursing Institute. These nursing professionals have already joined the workforce and are now contributing significantly to the ever growing health care sector. Though the private health care sector is driven by the country’s expatriate population, light is being shone on the government sectors and strengthening of the health care system on a whole in Oman is the goal for the years ahead. The availability of local training in nursing and other paramedical professions have also significantly contributed to Omanisation levels - another milestone achieved by the MoH, with more than 70 per cent Omanisation across over 48 hospitals in the sultanate. institutions, Oman’s health care system is one of the best in the region. Every wilayat in Oman with a population greater than 20,000 have at least one modern polyclinic to care for the residents of the area. New facilities are being added every year thanks to the efforts of the MoH, under the guiding hands of His Majesty. Abu Dhabi-based Lifeline Hospital Group, which has taken over the management of First Medical Centre’s clinic, and rebranded it to Lifeline Medical Centre, will open two full-fledged hospitals at Sohar and Muscat shortly. A full-fledged hospital facility at Salalah has already been built and they intend to start hospital facilities in Sohar and Muscat within the year. Lifeline Medical Centre will have topof-the-line outpatient facilities. In addition to existing specialists, the management has appointed full time cardiologist, ENT, neurologist, ophthalmologist, orthopaedics, implantologist (dental department), radiologist and many more. Apart from these, Oman-based Majan Development Company is planning to build a health care city, in conjunction with Oman’s growing

health tourism market, with an estimated cost of RO400mn. The massive project would include medical colleges, hospitals, conference halls, hotels and malls. The government has also proudly risen to the duty of guiding its people to the right track by educating the people of the risks of various diseases, the benefits of healthy eating and also harmful effects of smoking. The authorities took steps and have reduced and almost completely banned smoking inside of malls and restaurants to provide cleaner air and narrow the health risks of second hand smoking. The MoH is also actively involved with the community, using public events to set up kiosks to spread the message of healthy eating. Individuals who visited their stall were guided on diet improvements and what to eat for better nutrition. Not only were there stalls advising people on health and nutrition but a team of workers from the Omani Rescue Association (ORA), also set up a stall to explain to visitors the significance of knowledge in basic First-aid in cases of any medical emergency.

An area of admirable growth is in maternity services, which have ensured much lower infant mortality rates and much better prenatal and antenatal care. Currently the sultanate enjoys an enviable position, spending only around two per cent of its GDP on health care and still being able to provide world class facilities to its citizens. This especially comes at a time when other nations around the world are struggling to

support their citizens with basic services. The road ahead is laced with optimism and with all the projects already lined up and those that are still being conceptualised, the future is bright and pink with health. The network of roads, rail, telecommunications, electricity, water and other utilities are the veins and arteries of a nation, connecting every facet of life to produce a well-oiled machine heading towards prosperity. The development of infrastructure is critical to expanding business opportunities and opening swathes of development in various sectors. Around the third millennium BC there were mentions of Oman in various documents as ‹Majan’ - a land whose seafaring people carried a commodity precious at the time: copper. Copper was in great demand in Sumerian cities, which referred to Majan as ‹The Mountain of copper’. From Majan also came various other commodities valued in Mesopotamia such as wood and stone. Its shipwrights were specifically mentioned in Sumerian inscriptions of 2050BC. This isolation continued until the first millennium when archeological sites excavated show that Oman came in contact with the Assyrian and Aryan empires. The Aryan civilization is believed to have renewed trade relations neighbours, where Oman served as a link carrying wood, copper and spices. Even in these ancient times, Oman’s seafaring abilities and thriving trade cities had an infrastructure designed to meet the needs of the constant influx of merchants and traders. Dr Klaas Doornbos’s Shipwreck & Survival in Oman 1763, which he published early this year, he talks about a Dutch crew that was stranded off the coast of Sur. In 1763, a Dutch East India Company ship set

sail from Batavia present day Jakarta bound for Kharg in Iran, and more than two thirds of the crew perished trying to survive the harsh desert. The survivors made their way to Muscat, which they described as a bustling city and one of the finest ports they had ever encountered. Fast forward to the 20th Century and Oman was by no means a young country, but as a modern nation it was infantile. But since the auspicious day, 23 July, 1970, when His Majesty Sultan Qaboos bin Said ushered in Oman’s renaissance, the country has grown from strength to strength. A road network that spanned ten kilometres, and paved roads that were mostly a misnomer - turning out to be just graded gravel tracks - has transformed into a world-class road network that is the envy of neighbouring nations. Today there are over 32,000km of road crisscrossing the mountainous terrain of Oman, connecting businesses to the people, and more importantly, to their various supply lines, which are crucial to sustaining innovation and development. The new Sur-Amerat coastal road has reduced travel times significantly, and the RO14. bn Muscat Expressway, which became operational about three years ago have eased congestion and increased capacity efficiently. It is a fantastic achievement that captures an essence of the Sultan’s forward thinking and plan for Oman’s prosperous future. Amongst these ambitious developments are the Seeb Corniche road and the waterfront project, which will add a new dimension to Muscat’s largest and most populated Wilayat. Other projects in the pipeline include the Barka

Coastal Road, the Ghaizin - Maskan road, the Rustaq - Maskan road and the Al Haj - Filam road in the Al Wusta region, not counting the several internal roads and the maintenance of existing roads across Omanâ&#x20AC;&#x2122;s Wilayats. In the coming years Oman plans to spend over a billion rials for new roads and a national highway network.

investing in the technologies required to make these a certainty. Large desalination plants that came online in Sohar, Barka, Sur and Ghubrah, and close to 20 smaller ones in Muscat, Musandam, Al Wusta, Sharqiyah, Dahirah and Dakhliyah have ensured that safe water reaches all households in the sultanate without interruption. Several dams like the Amerat Heights dam are also under construction. Wastewater treatment company Haya Water is overseeing the ongoing construction and operation of a vast sanitation network and sewage treatment plants being set up all across the sultanate. More than 80 per cent of the water reuse network is already online with the system in Muscat almost complete. Apart from these projects, money has also been allocated towards emergency reservoirs in the Muscat Governorate, a protection dam above Al Khoudh, recharge dams in Izki, Al Mudhaibi, Ibri and Nizwa.

Telecommunications has grown exponentially in the Sultanate, from the mere 500 lines that existed 42 years ago. International calls had to be made over radio channels. There are now close to 300,000 fixed lines and close to 5mn mobile phone users in the sultanate. Internet penetration in Oman is one of the highest in the GCC and estimates suggest that Oman will need another 500,000 telephone lines by 2020. Oman was one of the first countries in the region to liberalise its monopoly over telecoms providers, allowing Nawras, a subsidiary of QTel in Qatar, to commence operations. In 2008 the Telecommunications Regulatory Authority (TRA) opened the market for MVNOs or mobile re sellers like Friendi, Renna, Mazoon and Apna to begin operations. 2010 was a watershed year for Nawras as they received permission to launch fixed line services as well. he National Transport Company, a government-owned company founded in 1972 and a permanent member of the International Association of Public Transport (UITP), is considered as one of the major passinger transport companies in the Sultanate. The main objective for founding the company was to provide school transport services in the governorate of Muscat. The companyâ&#x20AC;&#x2122;s services were not limited only to providing such servicese, but in 1975, the company began to provide other types of services to the entire community. For the international routes, the company has strongly entered in 1989 in the field of international transport, thereby contributing to link the international land transaprt network through the launching of service routes to the United Arab Emirates. In addition, the comapany started regualr trips to the Syrian Arab Republic via the Kingdom of Saudi Arabia and the Kingdom of Jordan. Since then, the company is working on to provide more and new services on those routes. Transport Services By Contracts: The Company has entered into long-term contracts and transpaort agreements with many companies, public and private establishments. Because of the outstanding services provided by the company, many customers sought to benefit from those services. For example, the company has concluded contracts with Sultan Qaboos University, Sultan school school - Azzan bin Qais School , Ministry of Health, Ministry of Education and many government and private institutions. 3 - Hajj and Umrah Services: The company and throughout the year, is renting buses to go to the Holy Land to perform Hajj and Umrah. The company plays a key role to facilitate the transport of citizens through a fleet of buses equipped

ver since the beginning of the Blessed Renaissance, Oman has given high priority to the health and education sectors. And like education, the health sector has grown many fold over the years. The results are there for all to see in the hospitals and clinics, with sophisticated equipment and skilled staff, in every nook and cranny of the country. The government is not resting on the laurels of these achievements. It has aims to go farther and ensure that all citizens in all corners of the country have access to the best of health facilities. In 2009 the Sultanate’s health policy received encomiums from Margaret Chan, the director-general of the World Health Organisation. She had glowing words for the Sultanate’s health system and said the country had managed to eliminate various communicable diseases, which is doubtlessly a remarkable achievement. Oman not only boasts development in health sectors but also in its innovative advances towards addressing the challenges of the disabled, handicapped and those with special needs. The past 43 years have seen influential and radical changes in our attitude towards people with disabilities and in the values that inform and guide the development of services for them and their careers. The growing stress on the provision of services in the Sultanate has led to many institutions and programmes being made to cater to the people in need. The words “impairment,” “disability,” and “handicap,” are often used interchangeably. They have very different meanings, however. The differences in meaning are

Thanks to the influence of His Majesty Sultan Qaboos bin Said, the Omani society is learning to deal with such individuals and offer them the best care possible to ensure a long and healthy life,, one that is fulfilling and comfortable. Oman is contributing to its society by investing in its people and making them the most valuable resource. A special school for children with autism is likely to come up in the sultanate within the next two years. Dr Yahya al Farsi, deputy dean of the College of Medicines (community services and medicine) at Sultan Qaboos University was given a special grant by His Majesty to carry out research on autistic children. Some of the plans made were to start a school for autistic children that will have special equipment and trained teachers. These schools will have every amenity that is needed to educate them. Recent surveys and studies have shown that cases of autism in Oman have been increasing each year,

from two cases per 1,000 children in 2008 to the current estimate of ten per 1,000. It is expected that the actual figures could be even more as many cases go undiagnosed. Last year has also celebrated the inauguration of â&#x20AC;šicommunicateâ&#x20AC;&#x2122;, a speech-language and hearing therapy clinic located at Al Asfoor Plaza in Qurm. The clinic trained staff

to provide assessment and intervention to people of all age groups. It is the first specialized speech-language and hearing therapy clinic in the private sector in Oman. The clinic will treat patients suffering from articulation disorder, auditory processing disorder, autistic spectrum disorder, Down syndrome, feeding disorder, hearing impairment, learning difficulties, vocal chord

dysfunction and other disorders related to speech and hearing. In a recent joint venture signed between the Oman Association for the Disabled and Oman LNG even more individuals with disabilities will be helped. The company has earmarked RO86,190 to assist the association in procuring some 390 electronic wheelchairs

for comfort and standard variants, 50 hearing aids, 15 electric beds and mattresses, and 50 commode chairs - portable bathroom facilities often placed at the bedside of individuals whose movements are limited or for those who are too incapacitated to reach the bathroom. A recently concluded charity auction showcasing the artwork produced by students from the Sultan’s School and local artists raised approximately RO5,000 for The Disabled Child Care Centre based in Muscat. The pieces, created by students in grades 2 to 12, as well as pieces generously donated by teachers, parents and local artists including paintings by Saud al Hunaini, Hassan Meer and Jenni Eden, and a beautiful mosaic made of Italian glass and gold leaf gifted by Suad al Aufy, ensured there were a great variety of items on show. Showing compassion and understanding is not only kindness but also wisdom. The media has also played a vital role in Oman for promoting awareness among the country. Ad campaigns with slogans “Thank you for taking my facility; now why don’t you take my disability too?” aims at educating individuals about the importance of respecting handicap parking zones, facilities, equipment, etc. In the same vein, the sultanate has signed a pact at the United Nations guaranteeing to enhance provisions of all the rights of residents with special needs based on equality and accessibility. Also. As per royal orders, the charges for the registration of personal vehicles of the disabled are waived off. Other ventures like the Reading Skills Development Centre in Oman founded in 2010 as a non-profit organisation, strives to empower every child in Oman with skills to read and write. The centre conducts many fun events to bring children closer to books, and some of their recent events include ‘A Book in Every Hand’ for children and parents in Qurm City Centre, lectures and workshops on reading disabilities, story-telling sessions and campaigns for fun reading. The centre is also the only establishment in Oman that supports dyslexic children with their reading

skills development. Currently assisting 60 children and equipping them with better reading habits and skills, the centre aims to spread awareness on dyslexia and its effects. A learning disability that impairs a personâ&#x20AC;&#x2122;s fluency or comprehension accuracy in being able to read, dyslexia still attracts a lot of stigma in Omani society, according to representatives of the centre. The disability which can manifest itself as a difficulty with phonological awareness, phonological decoding, orthographic coding, auditory short-term memory, or rapid naming is believed to affect five to ten per cent of

a given population. With many dyslexic children finding schooling a difficult endeavour, the centre becomes a blessing to those with their support programme. Such centres are the pride of Omanâ&#x20AC;&#x2122;s endeavours to guarantee strong, safe and prosperous futures for its people, through education, opportunity and support from the highest offices. Schools are also beginning to incorporate the importance in educating the students on respecting and showing compassion to those less fortunate. ‫�لهتمام بذوي � إلحتياجات �خلا�صة‬ ‫منذ بداية عرص النهضة املباركة ‪ ،‬منحت السلطنة أولوية‬ ‫قصوى لقطاعي الصحة والتعليم ‪ .‬وكام هو الحال يف التعليم‬ ‫‪ ،‬فإن القطاع الصحي قد منا أضعافاً مضاعفة عىل مر السنني‬ ‫‪ .‬وظهرت النتائج لرياها الجميع يف املستشفيات والعيادات‬ ‫املجهّزة بأحدث املعدات الطبية والفرق الطبية عالية املهارة‬ ‫والخربة يف كل صوب وحدب يف أنحاء السلطنة ‪ .‬ومل تركن‬ ‫الحكومة عىل هذه اإلنجازات بل استمرت يف استهداف‬ ‫املزيد من التقدم والتطور وامليض ُقدماً والتأكيد عىل أن‬ ‫يحصل جميع املواطنني يف جميع أنحاء السلطنة عىل أفضل‬ ‫الخدمات الطبية ‪ .‬ويف عام ‪ 2009‬أثنت مارجريت تشان مدير‬ ‫عام منظمة الصحة العاملية عىل مستوى الخدمات الطبية‬ ‫والرعاية الصحية بالسلطنة حيث أدلت بكلامت مضيئة عن‬ ‫النظام الصحي بها وقالت إن السلطنة تكنت من القضاء عىل‬ ‫األمراض املعدية املختلفة ‪ ،‬والذي ُيعترب بدون شك إنجازاً‬ ‫عظي ًام ‪.‬‬ ‫إن سلطنة عُ امن ال تفتخر فقط بالتنمية يف القطاعات الصحية‬ ‫‪ ،‬بل إنها تتباهى أيضاً بالتقدم اإلبداعي يف مساعيها للتصدي‬ ‫إىل التحديات التي تواجه ذوي االحتياجات الخاصة واملعاقني‬ ‫‪ .‬وقد شهدت السنوات الثالث واألربعني املاضية تطورات‬ ‫هامة وجذرية يف مستوى ما تقدمه البالد من عناية بذوي‬ ‫وتوجه تطوير‬ ‫االحتياجات الخاصة ويف الق ّيم التي تفيد‬ ‫ّ‬ ‫الخدمات التي تقدم لهم ولوظائفهم ‪ .‬وقد أدى التأكيد‬ ‫املتزايد عىل توفري الخدمات يف السلطنة إىل إنشاء العديد‬ ‫من املؤسسات والربامج التي يتم إنشاؤها خصيصاً لتلبية‬ ‫احتياجات الناس ذوي الحاجة ‪.‬‬ ‫إن كلامت «الضعف» ‪ ،‬و «العجز» ‪ ،‬و «اإلعاقة» يتم استخدامها‬ ‫غالباً بشكل تباديل ‪ .‬إن لها معانٍ مختلفة جداً ‪ ،‬ولكن اإلختالفات‬ ‫يف املعنى هامة لفهم آثار اإلصابات العصبية عىل التنمية ‪ .‬إن‬ ‫أكرث التعريفات شيوعاً هي تلك التي قدمتها منظمة الصحة‬ ‫العاملية ‪ ،‬تقريباً عام ‪ ، 1980‬هي ‪ »:‬إن الضعف هو أي فقدان‬ ‫أو شذوذ يف البنية أو األداء الوظيفي النفيس أو الفسيولوجي‬ ‫(وظيفة األعضاء) أو الترشيحي ‪ ،‬والعجز هو أي قيد أو نقص‬ ‫(ناتج عن خلل) يف القدرة عىل أداء نشاط يف االسلوب أو ضمن‬ ‫اساليب األداء الطبيعية املعروفة لدى اإلنسان ‪ ،‬واإلعاقة هي‬ ‫رضر لفرد معني يحد أو يحول دون أداء دوره الطبيعي ‪ .‬إن‬

‫فهم املصطلحات هي يشء ال بد منه يف جعل األفراد من ذوي‬ ‫االحتياجات الخاصة أسوياء ‪.‬‬ ‫وبفضل توجيهات حرضة صاحب الجاللة السلطان قابوس‬ ‫العامين كيفية التعامل مع‬ ‫بن سعيد املعظم ‪ ،‬تع ّلم املجتمع ُ‬ ‫مثل هؤالء األشخاص وأن يقدم لهم أفضل مستويات الرعاية‬ ‫املمكنة لضامن حياة مديدة وصحية تريحهم وتساعدهم‬ ‫عىل تحقيق إنجازاتهم ‪ .‬إن السلطنة تساهم يف مجتمعها‬ ‫من خالل االستثامر يف شعبها وجعله املورد األكرث قيمة‬ ‫‪ .‬ومن املرجح أن يتم إنشاء مركز خاص باألطفال املصابني‬ ‫بالتوحد يف السلطنة يف غضون العامني املقبلني ‪ .‬وقد تفضل‬ ‫حرضة صاحب الجاللة السلطان املعظم وتكرم مبنح الدكتور‬ ‫يحيى الفاريس نائب عميد كلية الطب (الخدمات املجتمعية‬ ‫والطب) بجامعة السلطان قابوس ‪ ،‬منحة خاصة إلجراء ً‬ ‫بحث‬ ‫عن التوحد عند األطفال ‪.‬‬ ‫ويشار هنا اىل وجود بعض الخطط املوضوعة للبدء يف انشاء‬ ‫مدرسة لألطفال املصابني بالتوحد حيث يتطلب هذا النوع‬ ‫من املدارس توفري كل أسباب الراحة الالزمة لتعليم األطفال‬ ‫املصابني بالتوحد يف حني تشري البحوث والدراسات الحديثة إىل‬ ‫أن حاالت التوحد يف السلطنة تتزايد كل عام ‪ ،‬من حالتني لكل‬ ‫‪ 1000‬طفل يف عام ‪ ، 2008‬إىل التقدير الحايل الذي يشري إىل‬ ‫وجود ‪ 10‬حاالت لكل ‪ 1000‬طفل ‪ .‬ومن املتوقع أن األعداد‬ ‫الفعلية من املمكن أن تكون أكرث حيث أن هناك العديد من‬ ‫الحاالت مل يتم تشخيصها ‪.‬‬ ‫وقد تم االحتفال يف العام املايض أيضاً بتدشني «أنا أتواصل»‬ ‫‪ ،‬وهي عيادة تقدم لغة تخاطب وعالج مشاكل السمع وتقع‬ ‫يف مركز العصفور بالزا بالقرم ‪ .‬وقامت العيادة بتدريب طاقم‬ ‫العمل لديها لتقديم تقيي ًام طبيا للحاالت التي تعاين من مشاكل‬ ‫العمرية ‪ .‬إنها أول عيادة متخصصة‬ ‫السمع من جميع الفئات ُ‬ ‫يف لغة التخاطب وعالج مشاكل السمع يف القطاع الخاص‬ ‫يف السلطنة ‪ .‬وسوف تقدم العيادة العالج للمرىض الذين‬ ‫يعانون من اعتالل يف كل من السمع والنطق ‪ ،‬واضطرابات‬ ‫طيف التوحد ‪ ،‬ومتالزمة داون ‪ ،‬واضطراب التغذية ‪ ،‬واعتالل‬ ‫السمع وصعوبات التع ّلم ‪ ،‬واالختالل الوظيفي لألوتار الصوتية‬ ‫واالختالالت األخرى التي تتعلق بالتخاطب والسمع ‪.‬‬ ‫‪63‬‬

‫�رشكة �لنقل �لوطنية �لعمانية‬ ‫يف يوليو ‪1984‬م تم أعادة تأسيس الرشكة وفقا للمرسوم‬

‫أهم ما تقدمه الشركة من خدمات‪:‬‬

‫السلطاين رقم (‪ )84/59‬حيث منحت الرشكة حق االمتياز ‪ -1‬خدمات النقل العام‪-:‬‬ ‫لتسيري خدمات النقل العام لجميع أنحاء السلطنة يعترب النقل العام الوجه الحضاري الذي تقاس به تقدم يف تسهيل سبل التنقل السلس للمواطنني يف تلك املناطق‪.‬‬ ‫ومنذ ذلك الوقت والرشكة تسري بخطوات ثابتة حسب‬ ‫االسرتاتيجية املرسومة لالطالع بدورها كمساهم أسايس‬ ‫وفعال يف هذا الوطن واملشاركة يف بناء النهضة املباركة‬ ‫حيث‬

‫أسهمت منذ تأسيسها بدورها االجتامعي‬

‫واالقتصادي يف التنمية من خالل االهتامم بالعنرص البرشي‬

‫كقاعدة أساسيه للنهضة التي شهدتها السلطنة من خالل‬

‫املتخصصة يف مجال السالمة املرورية مستمدة ذلك اىل الجمهورية العربية السورية مرورا باململكة العربية‬

‫الخدمات العديد واملتميز التي تقدمها ‪.‬‬

‫من املحافظة عىل االهداف املنوطة بها‪ .‬ولقد حددت السعودية ومملكة االردن الهاشمية ومنذ ذلك الوقت‬ ‫خدمات النقل العام ب ‪ 3‬خطوط رئيسه وهي‪.‬‬ ‫والرشكة تعمل عىل تقديم املزيد والجديد من الخدمات‬

‫ب ‪-‬انشاء املرافق العامة الخاصة بتشغيل حافالت الرشكة‬

‫بنك التنمية العامين ومؤسسة خدمات املوانئ وقد تم‬

‫وتسيريها يف كافة أنحاء البالد حسب الخطة املعتمدة يف عام ‪1986‬م تم ربط محافظة مسقط بحافظات العديد من الرشكات واملؤسسات الحكومية والخاصة‬

‫انشائها يف عام ‪1972‬م وهي عضو دائم يف املنظمة العاملية‬

‫لذلك‪.‬‬

‫السلطنة االخرى من خالل البدء بتسيري اللبنة االوىل من‬

‫‪ .‬فكان للخدمات التي تقدمها الرشكة ميزة مام جعل‬

‫للنقل العام (‪ .)UITP‬كان الهدف االسايس لتأسيس الرشكة‬

‫الحافالت الفاخرة بأحدث مستويات الجودة العاملية يف العديد والكثري من الزبائن إىل التهافت يف الحصول عىل‬ ‫السالمة مساهمة يف الربط االجتامعي واالرسي بني تلك‬ ‫تلك الخدمات حيث ارتبطت بعقود عىل سبيل املثال‬ ‫ أن تتوىل مبفردها يف جميع أرجاء السلطنة أعامل مرفق‬‫املحافظات مام سهل يف تنقل أفراد املجتمع‪.‬‬ ‫وليس للحرص مع جامعة السلطان قابوس‪ -‬مدرسة‬ ‫النقل العام (حافالت) وفقا للوائح التي تصدر تنفيذا‬

‫بلغت نسبة التعمني يف الرشكة حتى عام ‪ 2013‬اىل (‪)%89‬‬

‫ملرسوم انشاء الرشكة ووفقا ملا يكون مناسبا لها من أحكام دئبت الرشكة بتقديم ما هو جديد عىل مستوى الخدمات السلطان قابوس –مدرسة عزان بن قيس – وزارة الصحة‪-‬‬ ‫وأنظمة قانون الرشكات التجارية رقم ‪ 74/4‬واملسجلة يف حيث قامت يف عام ‪1999‬م بتدشني خطني جديدين اىل وزارة الرتبية والتعليم والعديد من املؤسسات الحكومية‬

‫تقديم خدمات نقل طلبة املدارس يف محافظة مسقط ومل‬ ‫تقرص خدماتها عىل ذلك فقط بل يف عام ‪1975‬م رشعت‬ ‫الرشكة بتقديم أمناط أخرى من الخدمات للمجتمع‪.‬‬ ‫مساهمة بذلك يف خلق فرص عمل للعامنيني كام و تساهم‬ ‫بشكل فاعل يف الناتج القومي‪.‬‬ ‫‪58‬‬

‫قطعت �ل�صلطنة �صوط ًا طوي ًال يف فرتة زمنية ق�صرية‬ ‫فهو طريق طويل �إىل �لزدهار ميثل نف�س طول‬ ‫�لطرق �لبحرية �لتي �صلكتها �صفن �ل�صلطنة يف‬ ‫رحالتها �لبحرية منذ قرون عديدة م�صت‬ ‫‪56‬‬

‫مليون ريال عُ امين جانباً من أجل املركز الوطني لضامن‬ ‫استمرار العمل باستخدام أنظمة تقنية املعلومات ‪ ،‬وبدأ يؤيت‬ ‫مثاره بالفعل ‪ ،‬مع املشاريع األخرى من أجل تزويد السلطنة‬ ‫بأحدث التقنيات ‪.‬‬ ‫وبالنسبة لدولة يبلغ عدد سكانها ثالثة ماليني ونصف املليون‬ ‫نسمة ‪ ،‬تفتخر السلطنة ببنية تحتية سابقة لعرصها ـ تحية‬ ‫وعهد لحرضة صاحب الجاللة السلطان املعظم صاحب الرؤية‬

‫املستقبلية الثاقبة والتفكري الحكيم بعيد النظر ‪ .‬فعندما يسافر‬ ‫العامنيون إىل دول يف جميع أنحاء العامل ‪ ،‬يستطيعون أن ينظروا‬ ‫ُ‬ ‫إىل بنيتهم التحتية بكل فخر ‪ ،‬ليعلموا بأن السلطنة مل تدّخر‬ ‫جهداً أو ماالً يف سبيل جلب أنظمة عاملية لشعبها يستحقها أي‬ ‫مواطن يف العامل الحديث ‪.‬‬ ‫وحتى يف عام ‪ ، 2009‬عندما عانت دول أخرى من الركود‬ ‫االقتصادي ‪ ،‬كانت عُ امن تنفق يف مشاريع ضخمة لتوسيع وتعزيز‬

‫بنيتها التحتية ‪ .‬وشملت هذه املشاريع الجديدة العمل يف‬ ‫مطارات جديدة ومواينء بحرية ومحطات تحلية مياه ومرافق‬ ‫معالجة مياه الرصف الصحي والفنادق واإلسكان وتوسيعات‬ ‫املناطق الصناعية واملناطق الحرة ‪ .‬لقد قطعت السلطنة شوطاً‬ ‫طوي ًال يف فرتة زمنية قصرية فهو طريق طويل إىل االزدهار ميثل‬ ‫نفس طول الطرق البحرية التي سلكتها سفن السلطنة يف‬ ‫رحالتها البحرية منذ قرون عديدة مضت ‪.‬‬

‫يف العامل تقدم خدمات الهاتف النقال واسع النطاق املدفوعة‬ ‫مسبقاً ‪ ،‬ووفقاً لتقرير أعده املستشارون العرب ‪ ،‬فإن‬ ‫السلطنة واحدة من أرسع األسواق منواً بني ‪ 19‬دولة عربية‬ ‫‪ .‬يف عام ‪ ، 2012‬أطلقت النورس ألول مرة يف السلطنة تقنية‬ ‫الجيل الرابع ‪ ،‬تطوير بعيد املدى ‪ ،‬لتقدم بذلك رسعة فائقة‬ ‫ملستخدميها ‪ .‬هذا بجانب البنية التحتية الجديدة التي تأيت‬

‫يف صورة تحسينات وترقيات للمحطات القامئة لتقدم تعزيز‬ ‫لخدمات الجيل الثالث ‪ . +‬وهذا يتيح للنورس أيضاً أن توسع‬ ‫نطاق خدمتها (واي ماكس) إىل املزيد من العمالء وتزويدهم‬ ‫بأحدث وأكرب تقنيات الهاتف النقال ذي النطاق الواسع ‪.‬‬ ‫وبفضل الصناعة والخدمات األخرى من وسائل اإلعالم‬ ‫واملعامالت املالية والوسائل الرتفيهية والشبكات اإلجتامعية‬

‫وتفاعل القطاع الحكومي ‪ ،‬والتي تسعى جميعها للنهوض‬ ‫بالبالد وتخطط لجعل عُ امن مركزاً لتقديم الخدمات التي‬ ‫تعتمد عىل مايقدمه املكان مع قوة عاملة متعلمة ومثقفة‬ ‫معززة بأحدث التقنيات والقدرات اللغوية الف ّعالة ‪ .‬وقد‬ ‫وقعت هيئة تقنية املعلومات عقداً مع املعهد الدمناريك‬ ‫للتكنولوجيا يف وقت سابق عام ‪ 2010‬ـ ‪ 2011‬لتقديم‬

‫الخدمات اإلستشارية الالزمة لتطوير اإلدارة اإللكرتونية يف‬ ‫سلطنة عُ امن ‪ .‬كام تم إطالق شعار «عُ امن الرقمية» يف عام‬ ‫‪ ، 2009‬وكان يحمل مجموعة هائلة من الربامج واملبادرات‬ ‫الجديدة التي تهدف إىل تغيري اإلقتصاد يف عُ امن إىل اقتصاد‬ ‫قائم عىل املعرفة مبا يتفق مع املعايري الدولية املعتمدة من‬ ‫املنظمة العاملية ملجتمع املعلومات ‪ .‬وتم وضع مبلغ ‪19.2‬‬ ‫‪55‬‬

‫�ليوم هناك �أكرث من ‪� 32‬لف كيلومرت من‬ ‫�لطرق تتقاطع عرب �ملناطق �جلبلية ل�صلطنة ُعمان ‪،‬‬ ‫لرتبط �لنا�س بالأعمال و�مل�صاريع‬ ‫‪54‬‬

‫يف السلطنة ‪ .‬ويعترب انتشار اإلنرتنت يف السلطنة هو أحد‬ ‫أعىل املعدالت يف دول مجلس التعاون الخليجي ‪ ،‬وتشري‬ ‫التقديرات إىل أن السلطنة بحاجة إىل ‪ 500‬ألف خط هاتف‬ ‫أخرى بحلول عام ‪ . 2020‬وكانت السلطنة من أوائل الدول يف‬ ‫املنطقة التي حررت احتكارها عىل تقديم خدمات االتصاالت‬ ‫‪ ،‬لتسمح بذلك لرشكة النورس ‪ ،‬وهي رشكة تابعة لكيوتل يف‬

‫قطر ‪ ،‬أن تبدأ عملياتها يف السلطنة ‪ .‬ويف عام ‪ 2008‬فتحت‬ ‫هيئة تنظيم االتصاالت السوق ملشغيل شبكات اإلتصال‬ ‫اإلفرتاضية أو موزعني خدمة النقال مثل فرندي ورنة ومزون‬ ‫وأبنا لبدء عملياتها بالسلطنة ‪ .‬وكان عام ‪ 2010‬نقطة تحول‬ ‫بالنسبة للنورس حيث حصلوا عىل ترخيص لتقديم خدمة‬ ‫الهاتف الثابت أيضاً ‪ .‬وكانت عُ امن واحدة من أوائل الدول‬

‫كام يجري حاليا اإلعداد ملرشوع طموح هو إنشاء شبكة‬ ‫للسكك الحديدية عىل ثالث مراحل ‪ :‬املرحلة األوىل ستكون‬ ‫خط سكة حديد مزدوج املسار عىل الطريق الساحيل من‬ ‫مسقط إىل صحار ‪ ،‬وستكون املرحلة الثانية تديد من مسقط‬ ‫إىل الدقم ‪ ،‬أما املرحلة الثالثة فهي تديد من صحار إىل العني‬ ‫‪ .‬ويعترب هذا كله جز ًء من خط السكك الحديدية الخليجي‬ ‫املشرتك املقرتح إنشاؤه لربط دول الخليج بحلول عام ‪2014‬‬ ‫بتكلفة قدرها ‪ 14‬مليار دوالر أمرييك ‪ .‬وقد بدأ العمل بالفعل‬ ‫يف منطقة الباطنة ‪ ،‬والتي سوف يساعد العمل فيها عىل‬ ‫توسيع سلسلة التوريدات للمواد الخام والسلع تامة الصنع‬ ‫من القطاعات الصناعية يف املنطقة ‪ .‬كام يجري االعداد إلنشاء‬ ‫وتجهيز محطات الركاب أيضا ‪.‬‬ ‫ومن وضع إنعدام الكهرباء خارج مسقط عىل مدى أربعة‬ ‫عقود مضت تغريت الصورة االن فأصبحت السلطنة حاليا‬ ‫تو ّلد ما يزيد عن ‪ 20000‬جيجا واط ‪ /‬ساعة ‪ُ ،‬تكنها من‬ ‫توفري الكهرباء إىل جميع أنحاء السلطنة ‪ .‬وكانت السلطنة‬ ‫أحد أوائل دول مجلس التعاون الخليجي التي قامت‬ ‫بخصخصة مرافق عامة كام قامت بتوسيع النطاق ليمتد إىل‬ ‫البنى التحتية لنقل وتوزيع الكهرباء ‪ .‬كام أن السلطنة أيضاً‬ ‫تشارك بفاعلية يف السعي إىل مصادر طاقة متجددة مثل‬

‫الرياح والطاقة الشمسية ‪ ،‬مع العديد من الرشكات الكربى‬ ‫من أملانيا إىل كوريا الجنوبية لالستثامر يف التقنيات الالزمة‬ ‫لتحقيق هذه املساعي ‪ .‬إن محطات تحلية املياه الكبرية التي‬ ‫تم انشاؤها يف صحار وبركاء وصور والغربة وما يقارب ‪20‬‬ ‫محطة أصغر حج ًام يف مسقط ومسندم والوسطى والرشقية‬ ‫والظاهرة والداخلية ‪ ،‬تؤكد عىل وصول املياة الصالحة للرشب‬ ‫إىل كل أرسة يف السلطنة دون انقطاع ‪ .‬وهناك عدة سدود‬ ‫مثل سد مرتفعات العامرات أيضاً تحت اإلنشاء ‪ .‬وتتوىل‬ ‫رشكة معالجة الرصف الصحي «حيا» للمياه مراقبة اإلنشاءات‬ ‫قيد البناء وتشغيل شبكة الرصف الصحي الضخمة ومحطات‬ ‫معالجة مياه الرصف الصحي التي يجري إنشاؤها يف جميع‬ ‫أنحاء السلطنة ‪ .‬ولقد تم االنتهاء تقريباً من أكرث من ‪ %80‬من‬ ‫شبكة إعادة استخدام املياه املتصلة فعلياً ومبارشة بالنظام‬ ‫يف مسقط عرب اإلنرتنت ‪ .‬وبرصف النظر عن هذه املشاريع‬ ‫‪ ،‬تم أيضاً تخصيص أموال من أجل مستودعات الطواريء يف‬ ‫محافظة مسقط ‪ ،‬وإقامة سد للحامية يف أعىل الخوض وإعادة‬ ‫تجديد سدود يف إزيك واملضيبي ونزوى ‪.‬وقد منت االتصاالت‬ ‫السلكية والالسلكية يف السلطنة تصاعدياً ‪ ،‬من مجرد ‪500‬‬ ‫خط كانت موجودة قبل ‪ 42‬عاماً ‪ ،‬وكانت املكاملات الدولية‬ ‫تتم عرب قنوات الراديو ‪ .‬يوجد اآلن مايقارب ‪ 300‬ألف خط‬ ‫هاتف ثابت وقريب من ‪ 5‬مليون مستخدم للهاتف النقال‬

‫عُ امن واتحاد ميناء أنتويرب وذلك للرشاكة يف استثامر وتشغيل‬ ‫وإدارة املناطق الصناعية واملواينء القادمة ‪ .‬وشهدت األشهر‬ ‫التالية بنا ًء وتنمية رسيعني يف منطقة الدقم مام سمح للميناء‬ ‫بالبدء يف استقبال أول ُسفن الشحن يف وقت مبكر من شهر‬ ‫مايو ‪ ، 2011‬والتعامل يف عمليات الشحن بحلول نهاية عام‬ ‫‪ ، 2011‬والذي أدى يف النهاية إىل إنهاء وتسليم املرحلة األوىل‬ ‫ملرشوع امليناء يف مايو هذا العام ‪ .‬ومع املساحة اإلجاملية‬ ‫للميناء والتي تبلغ ‪ 135‬كيلومرت مربع منها ‪ 60‬كيلومرت مربع‬

‫عبارة عن أرايض ملشاريع صناعية مثل مصايف النفط ـ حوايل‬ ‫‪ 6000‬هكتار من املناطق الصناعية القابلة للتأجري ـ سوف‬ ‫يصبح ميناء الدقم مقصداً رئيسياً لتعامالت الشحن ‪ ،‬وإضافة‬ ‫إىل موقع عُ امن االسرتاتيجي عىل الخليج العريب ‪ .‬وسوف تتيح‬ ‫اتفاقات التجارة الحرة العديدة بني عُ امن ورشكائها االسرتاتيجيني‬ ‫يف جميع أنحاء العامل فرص االسترياد والتصدير للبضائع نصف‬ ‫املصنّعة واملنتجات من وإىل عُ امن من خالل تسهيالت تلك‬ ‫املواينء الجديدة ‪.‬‬

‫وقد قلل �لطريق �ل�صاحلي �جلديد �صور ـ �لعامر�ت من �ملدة �لزمنية لل�صفر‬ ‫�إىل �صور ب�صكل كبري ‪ ،‬كما �أن طريق م�صقط �ل�رشيع �لذي تكلف ‪ 14‬مليون‬ ‫ر‪.‬ع و�لذي �أ�صبح جاهز ً� للعمل منذ حو�يل ثالثة �عو�م قد خفف من‬ ‫حدة �لختناق �ملروري وز�د من كفاءة �لقدرة �لإ�صتيعابية �ملرورية‬

‫كفاءة القدرة اإلستيعابية املرورية ‪ .‬إنه إنجاز رائع يحقق‬ ‫مضمون فكرة وخطة جاللة السلطان وتطلع حكومة جاللته‬ ‫ملستقبل مزدهر لسلطنة عُ امن ‪ .‬ومن بني هذه التطورات‬ ‫الطموحة يأيت الطريق الساحيل لوالية السيب ومرشوع‬ ‫الواجهة البحرية ‪ ،‬الذين سيضيفان ُبعداً جديداً ملسقط ‪ ،‬أكرب‬ ‫محافظات السلطنة وأكرثها كثافة سكانية ‪ .‬وهناك مشاريع‬ ‫أخرى قيد التنفيذ تشمل الطريق الساحيل لربكاء وطريق‬ ‫جيزين ـ مسكن ‪ ،‬وطريق الرستاق ـ مسكن ‪ ،‬وطريق الحج‬ ‫‪48‬‬

‫ـ فيالم باملنطقة الوسطى ‪ ،‬ناهيك عن العديد من الطرق‬ ‫الداخلية وصيانة الطرق القامئة يف جميع واليات السلطنة‬ ‫‪ .‬وتعتزم السلطنة يف السنوات القادمة إنفاق أكرث من مليار‬ ‫ريال عُ امين للطرق الجديدة وشبكة الطرق الرسيعة بالبالد ‪.‬‬ ‫وكانت آخر ريشة ُتضاف إىل قبعة عُ امن مشابهة كثرياً لتاريخها‬ ‫البحري كمركز للتجارة والتبادل التجاري ‪ .‬ففي عام ‪ ، 2010‬تم‬ ‫إنشاء رشكة ميناء الدقم كمرشوع مشرتك بني حكومة سلطنة‬

‫�ل ـب ـن ـيــة �ل ـت ـحــتي ــة‬ ‫إن عالمة تقدم أي دولة يف العامل هي بنيتها‬ ‫التحتية مثل شبكة الطرق واالتصاالت السلكية‬ ‫والالسلكية والكهرباء واملياه والسكك الحديدية‬ ‫وغريها من املرافق التي ُتعد أوردة ورشايني‬ ‫الدولة التي تربط كل جانب من جوانب الحياة‬ ‫لتنتج آلية جيدة تسري بالبالد ُقدماً نحو االزدهار‬ ‫‪ .‬كام يعترب تطوير البنية التحتية أمر بالغ األهمية‬ ‫من أجل توسيع نطاق فرص األعامل التجارية‬ ‫وفتح مسارات للتنمية يف مختلف القطاعات ‪.‬‬ ‫منذ حوايل ثالثة آالف سنة قبل امليالد ورد اسم‬ ‫عُ امن يف وثائق تاريخية قدمية مختلفة باسم‬ ‫بحارتها سلعة‬ ‫“مجان” ـ تلك األرض التي حمل ّ‬ ‫نفيسة يف ذلك الوقت وهي النحاس ‪ .‬وكان الطلب‬ ‫عىل النحاس كبرياً يف املدن السومرية مام أدى إىل‬ ‫إطالق إسم “جبل النحاس” عىل مجان ‪ .‬وجاء أيضاً‬ ‫من مجان سلع مختلفة أخرى كان لها قيمة يف بالد‬ ‫مابني النهرين مثل الخشب واألحجار الكرمية ‪.‬‬ ‫السفن يف النقوش‬ ‫و ُيذكر عىل وجه الخصوص صناع ُ‬ ‫السومرية يف العام ‪ 2050‬قبل امليالد ‪ .‬واستمر ذلك‬ ‫الصيت حتى األلفية األوىل عندما تم اكتشاف‬ ‫مواقع أثرية ُتظهر صلة عُ امن باإلمرباطوريات‬ ‫اآلشورية والهندية ‪ .‬و ُيعتقد أن الحضارة الهندية‬ ‫قد جددت العالقات التجارية املجاورة ‪ ،‬حيث‬ ‫كانت عُ امن مبثابة همزة الوصل يف تجارة الخشب‬ ‫والنحاس والتوابل ‪.‬‬ ‫وحتى يف تلك العصور القدمية كان ُلعامن‬ ‫إمكانيات للمالحة البحرية ومدن تجارية مزدهرة‬ ‫لها بنية تحتية مصممة لتلبية احتياجات التدفق‬ ‫املستمر للتجار والسفن التجارية ‪ .‬إن ما ذكره‬ ‫الدكتور كالس دورنبوس فيام نرشه مطلع هذا‬ ‫العام عن غرق سفينة وبقاء حطامها يف عُ امن عام‬ ‫‪ ، 1763‬وهو يتحدث عن الطاقم الهولندي الذي‬ ‫تقطعت به السبل قبالة سواحل صور يعترب داللة‬ ‫تاريخية لها اهميتها يف تاريخ التجارة البحرية‬ ‫باملنطقة‪ .‬ففي عام ‪ 1763‬أبحرت سفينة رشكة‬

‫رشق الهند الهولندية من باتافيا (حالياً جاكارتا)‬ ‫متوجهة إىل جزيرة خرج يف إيران ‪ ،‬ومات أكرث من‬ ‫ثلثي الطاقم اثناء محاولتهم النجاة من الطبيعة‬ ‫الصحراوية القاسية ‪ .‬واتجه الناجون منهم إىل‬ ‫مسقط والتي وصفوها باملدينة الصاخبة وأنها‬ ‫أحد أرقى املواينء التي زاروها يف حياتهم ‪.‬‬ ‫وباالنتقال رسيعاً للحديث عن القرن العرشين‬ ‫حيث كانت عُ امن دون أية وسائل لدولة فت ّية‬ ‫لكنها كانت التزال يف املهد كدولة حديثة ‪ .‬ولكن‬ ‫منذ ذلك اليوم امليمون ‪ ،‬الثالث والعرشين من‬ ‫يوليو عام ‪ 1970‬عندما قاد حرضة صاحب‬ ‫الجاللة السلطان قابوس بن سعيد املعظم‬ ‫نهضة عُ امن ‪ ،‬منت البالد وازدهرت بشكل‬ ‫متسارع ومدروس حتى أصبحت يشار لها‬ ‫بالبنان ‪.‬‬ ‫إن شبكة الطرق التي كانت تتد ملسافة عرشة‬ ‫كيلومرتات فقط ‪ ،‬والطرق املعبدة التي كانت‬ ‫يف الغالب ال تدل عىل اسمها – حيث تم تقليبها‬ ‫لتكون مجرد مسارات مستوية مفروشة بالحىص‬ ‫الصغرية يف ذلك الوقت ‪ ،‬قد تحولت اآلن إىل‬ ‫شبكة طرق ذات مستوى عاملي ُتثري االنتباه‬ ‫وجديرة باالشارة اليها كلام دار الحديث عن‬ ‫التميز واالنجاز يف عمليات التنمية ‪ .‬واليوم‬ ‫هناك أكرث من ‪ 32‬الف كيلومرت من الطرق‬ ‫تتقاطع عرب املناطق الجبلية لسلطنة عُ امن ‪،‬‬ ‫لرتبط الناس باألعامل واملشاريع ‪ ،‬واألهم من‬ ‫ذلك تربطهم بخطوط التوريد املختلفة الخاصة‬ ‫بهم ‪ ،‬والتي تعترب هامة جداً الستمرار االبتكار‬ ‫والتطوير ‪ .‬وقد قلل الطريق الساحيل الجديد‬ ‫صور ـ العامرات من املدة الزمنية للسفر‬ ‫إىل صور بشكل كبري ‪ ،‬كام أن طريق مسقط‬ ‫الرسيع الذي تكلف ‪ 14‬مليون ر‪.‬ع والذي‬ ‫أصبح جاهزاً للعمل منذ حوايل ثالثة اعوام‬ ‫قد خفف من حدة االختناق املروري وزاد من‬ ‫‪47‬‬

‫يعترب نظام �لرعاية �ل�صحية بال�صلطنة هو �أحد �أف�صل‬ ‫�لأنظمة �ل�صحية يف �ملنطقة ‪ .‬حيث حتتوي‬ ‫كل ولية من وليات �ل�صلطنة يبلغ عدد �صكانها‬ ‫‪� 20000‬أو �كرث على عيادة �صاملة حديثة‬ ‫لتقدمي �لرعاية �ل�صحية للمو�طنني و�ملقيمني‬ ‫باملنطقة‬

‫مثل الجمعية الوطنية للتوعية مبرض الرسطان وجمعية‬ ‫التدخل املبكر لألطفال ذوي اإلعاقة ‪ ،‬والذين شاركوا جميعاً‬ ‫يف معرض الصحة واللياقة العام املايض وأعلنوا مرة أخرى عن‬ ‫تأييدهم الرسمي للمعرض واملشاركة يف معرض هذا العام ‪.‬‬ ‫وتتمتع السلطنة حالياً مبكانة متميزة ‪ ،‬فهي ُتنفق حوايل ‪%2‬‬ ‫من الناتج املحيل اإلجاميل عىل الرعاية الصحية وال تزال قادرة‬ ‫عىل تقديم تسهيالت عاملية املستوى ملواطنيها ‪ .‬وخصوصاً أن‬ ‫هذا يأيت يف وقت تكافح فيه دول أخرى يف جميع أنحاء العامل‬ ‫من أجل دعم مواطنيها بالخدمات األساسية ‪ .‬إن الطريق أمامنا‬ ‫مز ّين بالتفاؤل ومع كافة املشاريع الجاري تنفيذها بالفعل ‪،‬‬ ‫واألخرى التي ال تزال يجري تص ّورها وبلورتها ‪ ،‬فإن مستقبل‬ ‫الصحة يبدو مرشقاً ووردياً ‪ .‬واألهم من ذلك كله ‪ ،‬فإنه بتطبيق‬ ‫اسلوب كرم الضيافة العامين الشهري بجانب التسهيالت الطبية‬ ‫وتسهيالت االستشفاء يف السلطنة والتشجيع عىل إنشاء أماكن‬ ‫رائعة تحمل التخصص والهدوء واالستشفاء للزوار واملقيمني‬ ‫أيضاً ‪.‬‬

‫يف قاعة اإلجتامعات باألمم املتحدة يف نيويورك ‪ ،‬بحضور‬ ‫مسئولو األمم املتحدة وممثلني عن ‪ 133‬دولة ‪ .‬ولقد تم‬ ‫تصميم الربنامج اإللكرتوين لرعاية األمومة والطفولة بواسطة‬ ‫وزارة الصحة ممثلة يف املديرية العامة لتقنية املعلومات ‪.‬‬ ‫وللربنامج مجالني ـ األول هو اإلدارة املتكاملة ألمراض األطفال‬ ‫‪ ،‬واآلخر هو صحة األمومة ‪ ،‬والتي تشمل الخدمات الصحية‬ ‫التي تقدم للمرأة أثناء وبعد فرتة الحمل ‪ .‬إن تلك الربامج‬ ‫هامة جداً حيث أنها تهتم بصحة املرأة خالل فرتة الحمل‬ ‫مام ينتج عنه أطفاالً أصحا ًء ‪ .‬إن معرض ومؤتر الصحة‬ ‫واللياقة هو حدث دويل يعرض التطور املستمر لقطاع الرعاية‬ ‫‪40‬‬

‫الصحية بالسلطنة ‪ .‬واملعرض سيقام يف سبتمرب ‪ 2012‬وسيربز‬ ‫كافة الجوانب املتعلقة مبجاالت الصحة واللياقة ‪ ،‬فاتحاً‬ ‫أبوابه للمنتجات والخدمات والتسهيالت الصحية ‪ ،‬وفرص‬ ‫التطويرات والصيحات الجديدة والتبادل التجاري واالستثامر‬ ‫‪ .‬وسوف يعرض املعرض مجموعة واسعة من املنتجات‬ ‫والخدمات الصحية ‪ ،‬واملعدات الطبية واملنتجات الصيدالنية‬ ‫‪ ،‬وتوريدات املختربات الطبية ‪ ،‬والعالجات البديلة باإلضافة‬ ‫إىل معدات الرياضة واللياقة البدنية ‪ ،‬عل ًام بأن مختلف‬ ‫الهيئات الحكومية املرموقة مثل غرفة تجارة وصناعة عُ امن‬ ‫العامنية وجامعات الدفاع‬ ‫وبنك الدم والجمعية الصيدالنية ُ‬

‫ح�صلت �ل�صلطنة على �ملركز �لثاين يف جائزة �لأمم �ملتحدة للخدمة‬ ‫�لعامة على �لربنامج �لإلكرتوين لرعاية �لأمومة و�لطفولة �لتابع لنظام‬ ‫«�ل�صفاء» ‪ ،‬تقدير ً� جلهود وز�رة �ل�صحة �لر�مية �إىل تعزيز �خلدمات �ل�صحية‬ ‫�لإلكرتونية �ملقدمة ل�صعبها ‪.‬‬

‫أول مركز طبي تابع لها بالسلطنة لها باسم مركز خط الحياة‬ ‫الصحي الذي سوف يفتتح قريباً مستشفيان كامال التجهيزات‬ ‫يف كل من صحار ومسقط ‪ .‬كام قامت ايضا بتشييد مستشفى‬ ‫كامل املرافق بصاللة كام تنوي املجموعة البدء يف تقديم‬ ‫التسهيالت الطبية مبستشفى صحار ومستشفى مسقط خالل‬ ‫هذا العام ‪ .‬وسيشتمل مركز خط الحياة الطبي عىل تسهيالت‬ ‫عالية املستوى ملرىض العيادات الخارجية ‪ .‬باإلضافة إىل األطباء‬ ‫اإلخصائيني املقيمني حيث قامت اإلدارة بتعيني أطباء بنظام‬ ‫الدوام الكامل يف أقسام القلب ‪ ،‬واألذن واألنف والحنجرة ‪،‬‬ ‫واألمراض العصبية ‪ ،‬وطب العيون ‪ ،‬والعظام ‪ ،‬و زراعة األسنان‬ ‫(قسم األسنان) ‪ ،‬وقسم األشعة وغريها الكثري ‪ .‬وبرصف النظر‬ ‫العامنية ( مجان للتنمية) تخطط‬ ‫عام تقدم ‪ ،‬فإن الرشكة ُ‬ ‫إلقامة مدينة للرعاية الصحية ّ‬ ‫تشياً مع تنامي سوق السياحة‬ ‫العالجية بالسلطنة ‪ ،‬بتكلفة تقديرية بلغت ‪ 400‬مليون رياالً‬ ‫عُ امنياً ‪ .‬وسوف يشتمل هذا املرشوع الضخم عىل كليات طب‬ ‫ومستشفيات وقاعات مؤترات وفنادق ومراكز تسوق وغريها‬ ‫من الخدمات ‪.‬‬ ‫وبكل فخر ساهمت الحكومة أيضاً يف النهوض بالصحة العامة‬ ‫بتوجيه شعبها إىل املسار الصحيح عن طريق توعية الناس‬ ‫مبخاطر األمراض املختلفة ‪ ،‬وفوائد تناول الطعام الصحي‬ ‫وكذلك اآلثار الضارة للتدخني ‪ .‬وقد اتخذت السلطات‬ ‫الحكومية خطوات ق ّللت من خاللها مخاطر التدخني وتقريباً‬ ‫منعت التدخني تاماً داخل مراكز التسوق واملطاعم وذلك‬

‫لتوفري هوا ًء نقياً وتقليل املخاطر الصحية للتدخني السلبي‬ ‫‪ .‬كام أن وزارة الصحة تشارك بفاعلية مع املجتمع وذلك‬ ‫باستغالل املناسبات العامة إلنشاء نقاط ومواقع لنرش‬ ‫التوعية عن الطعام الصحي وتقوم بإرشاد األفراد الذين‬ ‫يتوافدوا عىل هذه النقاط عن تطورات األنظمة الغذائية وما‬ ‫الذي ميكنهم أن يتناولوه من طعام من أجل الحصول عىل‬ ‫تغذية أفضل ‪ .‬ومل يكن هناك نقاط كهذه من قبل تقوم‬ ‫بتقديم املشورة للناس عن الصحة والتغذية فحسب ‪. .‬‬ ‫بل كان هناك أيضاً فريقاً من ّ‬ ‫العامل من جمعية املسعفني‬ ‫العامنية الذين أقاموا نقاطاً ً أيضاً لرشح أهمية معرفة‬ ‫ُ‬ ‫االسعافات األولية األساسية للزوار يف أي حالة من حاالت‬ ‫الطواريء الطبية ‪ .‬كام يشهد املجال الصحي ايضاً منواً رائعاً‬ ‫هو مجال خدمات األمومة مام ساهم يف تقليل معدالت‬ ‫حاالت الوفاة بني األطفال ّ‬ ‫الرضع وتقديم رعاية ممتازة لفرتة‬ ‫الحمل وما قبل الوالدة حيث حصلت السلطنة عىل املركز‬ ‫الثاين يف جائزة األمم املتحدة للخدمة العامة عىل الربنامج‬ ‫اإللكرتوين لرعاية األمومة والطفولة التابع لنظام «الشفاء»‬ ‫‪ ،‬تقديراً لجهود وزارة الصحة الرامية إىل تعزيز الخدمات‬ ‫الصحية اإللكرتونية املقدمة لشعبها ‪ .‬ويسعى الربنامج‬ ‫إىل تحقيق أقىص استخدام للتكنولوجيا لتزويد املرىض‬ ‫بخدمات عالية الجودة ‪ ،‬مثل خدمات الرسائل القصرية‬ ‫التي تقدم معلومات للنساء الحوامل مبواعيد مراجعتهن‬ ‫يف املستشفى وتواريخ تطعيم األطفال ‪ .‬وشاركت السلطنة‬ ‫يف احتفال جائزة األمم املتحدة للخدمة العامة والذي أقيم‬ ‫‪39‬‬

‫�لرعاية �ل�صحية‬ ‫مع حلول عرص النهضة املجيدة عىل يد حرضة صاحب الجاللة‬ ‫السلطان قابوس املعظم حفظه الله ورعاه ‪ ،‬شهدت عُ امن من ّواً‬ ‫هائ ًال يف قطاع الرعاية الصحية ‪ .‬إذ بفضل توجيهات جاللته‬ ‫العامين أن يتطلع إىل حياة صحية‬ ‫السامية ‪ ،‬يستطيع الشعب ُ‬ ‫وعمر مديد من خالل تسهيالت عاملية يف هذا الشأن تضمن‬ ‫تحقيق نتائج إيجابية ‪ .‬إن اسرتاتيجية السلطنة للعناية الصحية‬ ‫تتمثل يف العالج والرعاية الصحية ‪ ،‬وقد حققت البالد يف‬ ‫السنوات األخرية قفزة عمالقة لإلمام بتخصيص موارد ضخمة‬ ‫لضامن صحة ورفاهية مواطنيها محققة بذلك تقدماً مذه ًال‬ ‫انعكس ايجاباً عىل مستوى حياة مختلف الفئات العمرية‬ ‫خصوصاً بالفئة العمرية املتمثلة يف الخمسينات والستينات ‪،‬‬ ‫إنهم يستعيدون الذكريات حينام كان يتوجب عليهم السفر‬ ‫إىل الخارج حتى يف حاالت الرعاية الصحية األولية ‪ .‬وباالنتقال‬ ‫الرسيع إىل عام ‪ 2013‬للحديث حول هذا املوضوع نجد ان‬ ‫السلطنة تفتخر بالكثري املتعدد من االنجازات ليس فقط البنية‬ ‫التحتية الحديثة وشبكات االتصال الجيدة ‪ ،‬بل أيضاً سلسلة‬ ‫من املستشفيات واملراكز الصحية التي تتميز بسهولة اإلجراءات‬ ‫واألسعار املعقولة ‪.‬‬ ‫وبداية من ضامن العناية الصحية األساسية إىل إنشاء املنتجعات‬ ‫السياحية الصحية وتدريب الشباب يف العديد من الجامعات‬ ‫وإعداد الدراسات الطبية املتخصصة ‪ ،‬فإن تقدم السلطنة‬ ‫يتأصل بعمق يف مجال تطور ورفاهية شعبها ‪ .‬ولقد أجريت‬ ‫دراسة يف عام ‪ 2010‬بواسطة برنامج األمم املتحدة للتنمية‬ ‫حيث وضع تقريرها السلطنة عىل قمة أفضل عرشة دول يف‬ ‫العامل حققت أقىص تقدم يف التعليم والصحة العامة يف العقود‬ ‫املاضية ‪ .‬كام صنفت منظمة الصحة العاملية أيضاً النظام‬ ‫الصحي يف السلطنة كواحد من أكرث النُظم فاعلية يف العامل ‪.‬‬ ‫ّ‬ ‫املتوطنة‬ ‫وقد نجح نظام الرعاية الصحية يف مكافحة األمراض‬ ‫واملعدية من خالل استخدام معايري صحية دولية ونظام ف ّعال‬ ‫للتطعيم والتحصني وصل اىل معدل ‪. %99‬‬ ‫ان وزارة الصحة تهتم دامئاً بتنمية املوارد البرشية الوطنية‬ ‫حيث قامت باالستثامر بكثافة يف تدريب الكوادر من‬ ‫املواطنني يف مجاالت التمريض واملهن الطبية املساعدة‬ ‫األخرى يف وقت ولت فيه سنوات مامرسة السحر األسود‬ ‫واملامرسات الخرافية كأسلوب لتخليص الناس من أمراضهم‬

‫اتخذت مكان تلك الخرافات املستشفيات املجهزة واألطباء‬ ‫املؤهلون تأهي ًال عالياً‪.‬‬ ‫وقد وضعت وزارة الصحة عىل مدى السنوات املاضية مزيداً‬ ‫من االهتامم بتدريب املواطنني من خالل إنشاء معاهد‬ ‫التمريض يف السلطنة حيث يوجد اآلن ‪ 15‬معهداً تديرها‬ ‫وزارة الصحة منها ‪ 11‬معهداً للتمريض ‪ ،‬ومعهداً واحداً‬ ‫للتدريب يف املجاالت املتخصصة يف التمريض التخصيص ‪،‬‬ ‫وقد تخرج ‪ 485‬ممرض وممرضة خالل عام ‪ 2011‬حاصلني‬ ‫عىل الدبلوما األساسية ‪ .‬باإلضافة إىل ‪ 99‬ممرض وممرضة عىل‬ ‫مؤهالت فوق األساسية من معهد التمريض التخصيص ‪ .‬وقد‬ ‫انضم هؤالء الخريجون املحرتفون يف التمريض بالفعل إىل‬ ‫قوة العمل وهم اآلن يساهمون بشكل كبري يف قطاع الرعاية‬ ‫الصحية املتنامي ‪.‬‬ ‫وعىل الرغم من أن الرعاية الصحية بالقطاع الخاص ُتدار‬ ‫يف األغلب بواسطة خربات أجنبية وافدة إال أن الضوء قد‬ ‫أرشق يف القطاع الصحي الحكومي واصبح تعزيز نظام الرعاية‬ ‫الصحية يف جميع أنحاء السلطنة هو الهدف يف السنوات‬ ‫املقبلة حيث ساهم تدريب املواطنني عىل التمريض واملهن‬ ‫الطبية املساعدة األخرى بشكل كبري يف تعزيز ورفع معدالت‬ ‫ومستويات التعمني يف هذه املجاالت ـ وذلك إنجاز آخر‬ ‫تحقق عىل يد وزارة الصحة ‪ ،‬بنسبة تعمني بلغت أكرث من‬ ‫‪ %70‬يف مايزيد عن ‪ 48‬مستشفى يف السلطنة ‪ .‬مع ‪150‬‬ ‫عيادة ‪ ،‬و‪ 1000‬مركزاً صحياً ومستوصفاً وأكرث من ‪60‬‬ ‫مستشفى ومؤسسات صحية متخصصة ‪ ،‬ويعترب نظام الرعاية‬ ‫الصحية بالسلطنة هو أحد أفضل األنظمة الصحية يف املنطقة‬ ‫‪ .‬حيث تحتوي كل والية من واليات السلطنة يبلغ عدد‬ ‫سكانها ‪ 20000‬أو اكرث عىل عيادة شاملة حديثة لتقديم‬ ‫الرعاية الصحية للمواطنني واملقيمني باملنطقة ‪ .‬ويتم إضافة‬ ‫تسهيالت جديدة كل عام ‪ ،‬كل الشكر لوزارة الصحة عىل‬ ‫جهودها ‪ ،‬تحت الرعاية السامية ملوالنا حرضة صاحب الجاللة‬ ‫السلطان قابوس بن سعيد املعظم حفظه الله ورعاه ‪.‬‬ ‫ويف اطار الحديث عن االستثامر الخاص يف مجال الرعاية‬ ‫الصحية والطبية نشري هنا كمثال وليس للحرص بان مجموعة‬ ‫مستشفيات خط الحياة ومقرها أبوظبي قد تو ّلت مؤخراً إدارة‬ ‫‪37‬‬

‫ُتربز الحاجة إىل شعب نشيط ومتعلم ومستنري ‪ ،‬وخصوصاً فئة‬ ‫الشباب يف السلطنة ‪ ،‬وذلك لخلق شعب مزدهر وقادر عىل‬ ‫املنافسة ‪ .‬وقد ساعدت املبادرات ـ التي وجه بها الحكومة‬ ‫العامين‬ ‫والتي رشعت يف تحقيقها ـ يف توصيل إبداعات الشباب ُ‬ ‫ويف تحقيق ما يرغب يف تقدميه ألجيال املستقبل أيضاً بدالً‬ ‫من الرتكيز عىل أهداف قصرية األجل ‪ .‬إن التقدم ّ‬ ‫املطرد يف‬ ‫الوقت الحارض وعرص التطور الرسيع يتطلبان منوذج عمل‬ ‫ُيجسد املعرفة والقدرة التنافسية ‪ ،‬وهي عوامل ُيدركها جاللته‬ ‫جيداً وهو بطلها ‪ .‬إن الرحلة لألمام مليئة باحتامالت تفاؤل ‪،‬‬ ‫كل الشكر للجهود الدؤوبة التي بذلها الذين شاركوا يف تحقيق‬ ‫رؤية جاللة السلطان املعظم حفظه الله ورعاه‪.‬‬

‫خالل خطط لتوسيع نطاق توفري فرص العمل للقوى العاملة‬ ‫الوطنية ‪ .‬وتتجاوز االعتامدات موقع العمل العام ‪ ،‬وتتد إىل‬ ‫التعليم والرياضة والطب ‪ . . .‬الخ ‪.‬‬ ‫كام ان تسعة عرش من الجمعيات املهنية بالسلطنة تضم يف‬ ‫عضويتها أعضاء من مهنة واحدة مثل املهندسني واألطباء‬ ‫واألخصائيني االجتامعيني و االقتصاديني والباحثني واملحامني‬ ‫‪ ،‬الخ ‪ ،‬وتهدف جميعها إىل تحسني القدرات املهنية والثقافية‬ ‫ألعضائها عن طريق وضع خرباتهم تحت ترصف الدولة ‪ .‬إن‬ ‫امليل إىل التطوير موجود أكرث لدى الشباب الذين أظهروا‬ ‫بديهة وإبداع ليستفيدوا من ‪ 1500‬منحة دراسية متاحة‬ ‫العامين بفاعلية يف إقامة‬ ‫لهم ‪ .‬و ُيستخدم مجلس الشباب ُ‬ ‫مسابقات لتصميم املنتجات املبتكرة التي لها صلة بأهداف‬ ‫األمم املتحدة اإلمنائية لأللفية‪.‬‬

‫إن منظمة (ايه آي إي اس إي يس) ‪ ، ،‬هي منظمة دولية‬ ‫يديرها الشباب وقد أنشأت فرع عُ امن يف عام ‪ ، 2007‬ومنذ‬ ‫ذلك الحني قدمت للمئات من الطالب خربتها من خالل تبادل‬ ‫الربامج وساعدتهم عىل تأمني تجارب حيوية للعامل الواقعي‬ ‫ـ والدروس التي ستعود عىل لسلطنة من خالل مبادراتهم ‪.‬‬ ‫العامين إىل‬ ‫وتنظم ( ايه آي إي اس إي يس) عُ امن الشباب ُ‬ ‫منتدى األعامل ‪ ،‬حيث العديد من أفضل املواهب الشابة من‬ ‫مؤسسات تعليمية رائدة يف مسقط وضيوف من الرشكات‬ ‫العامنية تتالقى لتتحدى رجال األعامل‬ ‫من أفضل الرشكات ُ‬ ‫الشباب بفلسفات عمل ناشئة ‪.‬‬

‫خالل عام ‪ 2010‬بنسبة ‪ %2.8‬مقارنة بـ ‪ %3.9‬يف العام السابق‬ ‫العامنيني يف القطاع العام لتصل‬ ‫‪ .‬يف حني زادت نسبة توظيف ُ‬ ‫إىل ‪ %2.7‬يف عام ‪ 2010‬مقارنة بالعام السابق بينام زادت نسبة‬ ‫الوافدين إىل ‪ . %3‬ومن إجاميل العاملة يف القطاع العام ‪ ،‬وصلت‬ ‫العامنية إىل ‪ %85.6‬يف عام ‪ ، 2010‬ونفس النسبة‬ ‫نسبة العاملة ُ‬ ‫يف عام ‪ ، 2009‬مقارنة مبتوسط نسبته ‪ %84.6‬خالل الفرتة‬ ‫من عام ‪ 2006‬إىل عام ‪ ، 2008‬ويشري ذلك إىل تقدم مضطرد‬

‫للتعمني يف البالد ‪ .‬وقد حددت الوزارة أهدافاً معينة للتعمني‬ ‫لكل قطاع ‪ ،‬والتي تحققت بشكل قاطع عىل مدى السنوات‬ ‫القليلة املاضية منذ أن دخلت هذه اإلجراءات حيز التنفيذ ‪.‬‬ ‫وكام هو الحال بالنسبة للبنوك الوطنية ‪ ،‬فإن حوايل ‪ %90‬من‬ ‫مجال الخدمات الحكومية عُ امنيون ‪ .‬ويعترب بنك مسقط هو‬ ‫أكرب مثال للتنمية الشعبية ‪ ،‬حيث قدم أكرث من ستة آالف‬

‫فرصة تدريبية من خالل خمسامئة ومثانية عرش دورة تدريبية‬ ‫يف عام ‪ ، 2010‬والتي تم تقدميها يف عام ‪ . 2011‬وقد تم وضع‬ ‫الربامج بالتعاون مع (آي إم دي) ‪ ،‬سويرسا ‪ ،‬ومدرسة هارفارد‬ ‫للقانون ومركز اإلنجازات يف كندا ‪ .‬وحقق كل من رشكة‬ ‫العامين نسبة تعمني قدرها ‪ %80‬إىل‬ ‫النورس ورشكة الطريان ُ‬ ‫جانب رشكات كربى أخرى مثل منتجع وسبا بر الجصة ‪ .‬كام‬ ‫أن رشكات عامنتل وبهوان وكيمجي رامداس وإم يب القابضة‬

‫والرشكات الرئيسية الكربى األخرى بالسلطنة تقدم أيضاً فرصاً‬ ‫هائلة للتعليم والتطوير ‪ .‬ولقد تم حرص وظائف محالت البقالة‬ ‫وموظفي الشئون اإلدارية واملوارد البرشية والسائقني والرصافني‬ ‫العامنيني فقط وهو ما ش ّكل‬ ‫وموظفي االستقبال وغريها عىل ُ‬ ‫تح ّوالً هاماً يف املسئولية تجاه الوطن ‪ .‬معلنني عن جيل جديد‬ ‫من املرشفني يف السلطنة ‪ .‬ويف إطار التوظيف تم ضامن مابني‬ ‫مائتي الف إىل مائتني وخمسة وسبعني ألف فرصة عمل من‬

‫القوى العاملة الوطنية شملت إنشاء لجنة قطاعية مشرتكة‬ ‫للتعمني ‪ ،‬وتأسس مركز املعايري املهنية واختبار املهارات يف عام‬ ‫‪ 2005‬إلحداث التح ّول يف نظام التدريب املهني نحو متطلبات‬ ‫السوق ‪ ،‬كام تم إنشاء اإلطار الوطني للمؤهالت ‪ ،‬والذي يقوم‬ ‫بالتوجيه واإلرشاد لتطوير جميع املناهج التي يتم تطبيقها‬ ‫يف جميع الكليات التقنية الخاصة والعامة ومعاهد التدريب‬ ‫‪ .‬ومنذ عام ‪ 1998‬تم منح «البطاقة الخرضاء» إىل الرشكات‬ ‫العاملة يف السلطنة التي تحقق أهداف التعمني املحددة لها ‪.‬‬

‫وخالل عام ‪ ، 2011‬زادت نسبة التوظيف يف القطاع الخاص إىل‬ ‫‪ ، %13.7‬مقارنة بالعام السابق الذي بلغت فيه نسبة الزيادة‬ ‫‪ . %9.8‬كام واصل قطاع البناء يف استيعاب أكرب عدد ممكن‬ ‫من العاملة الوافدة مع ارتفاع نصيبها يف التوظيف يف القطاع‬ ‫الخاص إىل ‪ %43.5‬يف عام ‪ ، 2011‬مقارنة مع ‪ 42.3‬يف العام‬ ‫للعامنيني العاملني يف القطاع‬ ‫السابق ‪ .‬وواصل العدد الكامل ُ‬ ‫الخاص تجاوز نفس العدد يف القطاع العام منذ عام ‪. 2007‬‬ ‫وتتوفر أحدث البيانات عن التوظيف يف القطاع العام حتى عام‬ ‫‪ . 2010‬وقد زادت فرص العمل التي تم توفريها يف القطاع العام‬

‫العامنية الذي تم اإلنتهاء من إنشائه‬ ‫الفني الساحر دار األوبرا ُ‬ ‫ً‬ ‫ً‬ ‫ً‬ ‫وافتتاحه مؤخراً ‪ .‬إنه ليس مجرد مرسحا عامليا جديرا بأداء‬ ‫عظامء فن األوبرا يف العامل مثل ‪ :‬أندريا بوسييل ‪ ،‬بل هو ُنصب‬ ‫العامين الرثي‬ ‫تذكاري ‪ ،‬وأعجوبة معامرية تجسد التاريخ والرتاث ُ‬ ‫كام انه مبنى يتسم بالعرصية وروعة التصميم ‪ .‬إنه أروع مثال‬ ‫‪ ،‬تقريباً قمة ‪ ،‬للقاء طرفني وازدهارهام معاً يف إطار من التناغم‬ ‫واإلنسجام‪.‬‬

‫إن حنكة جاللته خالل الثورات وعزميته السلمية أديا إىل‬ ‫احرتام وتقدير الحلفاء واألعداء عىل حد السواء ‪ .‬وإدراكاً‬ ‫منه ألهمية دولة موحدة قوية ‪ ،‬منح الحاكم الكريم املحب‬ ‫للخري العفو لجميع املعتقلني سياسياً وأعاد القوات املسلحة‬ ‫إىل مكانتها ‪ .‬وتدفقت املراسيم السلطانية العاجلة من ديوان‬ ‫البالط السلطاين تقرر وتؤسس مؤسسات حكومية حديثة ‪،‬‬ ‫وبرامج مدنية واجتامعية ‪ ،‬وإعداد األمة لبنية تحتية عاملية‬ ‫املستوى من شأنها املساهمة يف دعم اقتصاد حيوي وقوي ‪.‬‬ ‫إن النهوض املتسارع املدروس لسلطنة عُ امن وسط دول‬ ‫الرشق األوسط كان مدعوماً بالرؤية الثاقبة ا ُمللهمة لجاللة‬

‫السلطان املعظم وبالتعليم كان استئصال وصمة األمية والفقر‬ ‫واملرض حيث كان ذلك يف طليعة أولويات جاللة السلطان‬ ‫املعظم يف سعيه إلقامة مجتمعاً حديثاً ‪ .‬وبوضع إطار للعمل‬ ‫‪ ،‬تم تحويل الرتكيز إىل دمج السلطنة ـ التي كانت يف السابق‬ ‫معزولة تحت اسم مسقط وعُ امن ـ مع املجتمع الدويل تحت‬ ‫اسم سلطنة عُ امن ‪ .‬وكان العنوان الرئييس لتلك املرحلة هو‬ ‫االزدهار من خالل السالم ‪ ،‬كام كان الهدف بسيطاً ـ وهو‬ ‫إنشاء قاعدة دخل متنوعة ومستقرة من شأنها تأمني حياة‬ ‫العامنيني وتعزيزهم باإلحساس القوي‬ ‫أجيال املستقبل من ُ‬ ‫العامنية وقيمة الذات ‪.‬‬ ‫بقيمة الهوية ُ‬

‫وقد ضمنت الربامج اإلجتامعية مثل التعليم املجاين ‪ ،‬وبخاصة‬ ‫للنساء ‪ ،‬والرعاية الصحية املجانية بأن املواطنني الكرام يف هذا‬ ‫البلد املتجدد سوف يرثون أكرث من مجرد خدمات مجانية ‪.‬‬ ‫وقد سمحت الدميقراطية التي تم اتباعها يف الحكومة لصوت‬ ‫الشعب أن ُيسمع ‪ ،‬كام كانت جز ًء ال يتجزأ من رؤية جاللة‬ ‫السلطان الثاقبة من البداية ‪ .‬إن التغ ّيري النموذجي يف مظهر‬ ‫السلطنة ‪ ،‬مقرتناً بوجهة النظر العاملية لجاللة السلطان ‪ ،‬والتي‬ ‫جمعها عىل مدى السنوات العديدة التي قضاها يف دراسه‬ ‫العلوم السياسية الدولية والحكم املحيل كانت عوامل تضافرت‬ ‫جميعها لتسفر عن نتائج هامة حيث تم إطالق مبادرات ال‬ ‫حرص لها تهدف إىل الحفاظ عىل الرتاث التاريخي وتشجيع‬

‫العامنيني‬ ‫السياحة عىل أساس ثقافة عُ امنية راسخة تجعل ُ‬ ‫يفخرون ويتباهون بتاريخ بلدهم ‪.‬‬ ‫تم ضخ مليارات الدوالرات يف مشاريع بنية تحتية ‪ ،‬متشعبة‬ ‫يف أنحاء البالد مثل األوردة والرشايني ‪ ،‬تحمل رشيان حياة‬ ‫األمة ـ النفط ‪ .‬وكان جاللة السلطان يف ذلك الحني يدرك تاماً‬ ‫مدى محدودية احتياطيات هذه السلعة النفيسة ‪ ،‬وبالتايل بدأ‬ ‫مشاريع طموحة يف املجاالت الصناعية والسياحية ‪ ،‬مبا يف ذلك‬ ‫تلك التي يجري بناؤها أمام األعني الكثرية املنترشة يف جميع‬ ‫أنحاء البالد ‪ .‬بنية تحتية عاملية يف مجاالت الطرق والجسور‬ ‫واملستشفيات واملدارس والجامعات واملواينء واملطارات‬

‫لـمحـة تاريـخيـة‬ ‫يف يوم شتوي من شهر نوفمرب منذ اثنني وسبعني عاماً ‪ ،‬شهدت‬ ‫صاللة عاصمة ظفار الخصبة الخرضاء التي منحت عُ امن‬ ‫تصنيف (بلد شبه استوايئ) بواسطة ناشيونال جيوجرافيك ‪،‬‬ ‫شهدت ميالد قائد النهضة والنمو والتقدم يف عُ امن انه صاحب‬ ‫الجاللة السلطان قابوس بن سعيد املعظم الذي حبى عامن “‬ ‫بالرثوة الوفرية واالزدهار” مقدماً لها القدر الوفري من ـ السالم‬ ‫واالستقرار واألمن والرفاهية ـ القيم األساسية التي وضعت‬ ‫عُ امن يف مكانة منفردة عن جريانها ‪.‬‬ ‫لقد نال جاللته منذ نعومة أظافره اهتامم كل من كافة‬ ‫املحيطني به فاكتسب مهارات أكادميية متطورة كام اكتسب‬ ‫عشق الفروسية واألنشطة الرياضية ‪ ،‬فرتعرع يف كنف العلم‬ ‫وحب املعرفة منذ طفولته وشبابه حيث أتم دراسته العليا يف‬ ‫انجلرتا ملتحقاً فيها باألكادميية امللكية العسكرية املرموقة يف‬ ‫ساندهريست ‪ .‬وبعد التخرج يف ساندهريست ‪ ،‬التحق بالجيش‬ ‫الربيطاين وتم إلحاقه بالكتيبة األوىل ـ (ذا كامريونيانز ) ـ‬ ‫ليخدم يف أملانيا ملدة عام ‪ .‬كام شغل أيضاً رتبة أركان حرب‬

‫لدى الجيش الربيطاين وقد تم ترقيته لواء فخري بالقوات‬ ‫املسلحة ‪ .‬لقد أمل جاللته منذ تلك الفرتة مبختلف رضوب‬ ‫املعرفة يف األعامل الحكومية ومنت شخصية جاللته الفذة‬ ‫املتامسكة يف سم ّو ورصانة ‪ .‬وعندما عاد إىل مسقط رأسه‬ ‫يف صاللة ‪ ،‬كان حصاد سنواته التدريبية جاهزاً ليتم بلورته‬ ‫داخل منوذج بلوري للمستقبل ـ ذلك املستقبل الذي كان‬ ‫ينتظر عُ امن بشغف بالغ‪.‬‬ ‫كام أبدى جاللته اهتامما بالغا بدراسة التاريخ البحري الرثي‬ ‫لهذه األمة ذات القيم االسالمية الضاربة بجذورها يف التاريخ‬ ‫العامين التليد ‪ ،‬تلك القيم الدينية التي ظل جاللته دامئاً مؤكداً‬ ‫عىل أهميتها يف بناء األمة‪.‬‬ ‫ويف ترصيح لجاللته حفظه الله‪ ،‬يف إحدى مقابالته‬ ‫الصحفية مع أحمد الجارالله رئيس تحرير صحيفة السياسة‬ ‫الكويتية (يف ‪ 26‬ابريل ‪ )2008‬أكد جاللته عىل أن “الدول‬ ‫بال أسس روحانية هي خواء وليس هناك أهم من الجانب‬ ‫الروحاين يف بناء األمم” ‪ ،‬هو حقاً مبدأ اسرتشادي يف برنامج‬ ‫التنمية البرشية الذي اتبعه يف عُ امن ‪ .‬وكذلك فإن إنشاء‬ ‫جامع السلطان قابوس األكرب يف عام ‪ّ 2001‬‬ ‫يوضح بأن جاللة‬ ‫العامنية‬ ‫التنمية‬ ‫السلطان املعظم يويل أهمية كربى يف قيادة‬ ‫ُ‬ ‫للجوانب الدنيوية والجوانب الدينية أيضاً وذلك يف مختلف‬ ‫جوانب الحياة اإلنسانية ‪.‬‬

‫األمـة الـجــديـدة‬ ‫يف الثالث والعرشين من يوليو عام ‪ ، 1970‬تسلم جاللته‬ ‫مقاليد الحكم برؤية وحافز ُيشبهان إىل حد كبري الشغف‬ ‫العامين‬ ‫إىل استكشاف أعايل البحار املتأصلة بعمق يف الضمري ُ‬ ‫ل ُيصبح صاحب الجاللة السلطان قابوس بن سعيد آل سعيد‬ ‫سلطان عامن فأصبحت مسقط وعُ امن ‪ (. .‬سلطنة عُ امن )‬ ‫‪ ،‬ثم قام بتحديد شعار جديد للبالد تم نقشه عىل العلم‬ ‫الجديد للبالد فكانت تلك هي البداية الرائعة التي شهدت‬ ‫أوىل خطوات السلطنة إىل مصاف العامل املتطور ‪ .‬فانطلقت‬ ‫مسرية النمو واالزدهار يف سلطنة عامن تحت القيادة الرشيدة‬ ‫لحرضة صاحب الجاللة السلطان قابوس بن سعيد املعظم‬ ‫حفظه الله ورعاه ‪.‬‬ ‫‪15‬‬
