THE PLOT THICKENS

Part 3 of The Billy Moore Story By Bill Marable - csenewsnow.com

As it often occurs in a case such as this, there is bound to be finger pointing. This case is no different. There are allegations of improprieties that reach into the annals of Jackson City Government, casting aspersions on a certain Councilmember, the lead investigator in the case as well as the District Attorney’s Office. Billy Wayne Moore say he was wronged in a number of ways and he is seeking full restitution.

The Madison County Finance Commission met Monday to discuss a proposal for a $2.50 increase for certain positions in the department. Sheriff John Mehr says they are losing certified officers to competitive salaries. “Everybody around us has increased their pay or have had it increased for a length of time,” Sheriff Mehr said. “We are 9th compared to the surrounding areas in West Tennessee.”

WATCH OUT FOR DEER

There are more deer related automobile accidents in November than any other month. The reason is because the rut is on during this time of the year. The rut is the time when bucks chase does and cross roads more frequently than normal. Big bucks tend to let their guard down during this time because of their natural desire to breed. The problem is that big bucks are very wise and they still move more at night which causes an even greater risk for drivers. The old term “ a deer in headlights “ could never

be more true than West Tennessee right now. If you OUTDOORS see deer on the edge of the road with Ray Jones Send photos to: at night be very numberonecoach@hotmail.com careful because or 731-694-8614 they may dart out at any time once they arrive at the road. My brother Kenneth witnessed an accident the other day in which a buck was hit an knocked several feet into the air before landing back on the road. They do make deer whistles for cars that is

supposed to alarm deer and force them to stop but driving careful and alertly is necessary at all times. If you see one on the edge of the road don’t give him the benefit of doubt because they are like people at 4-way stop signs, they don’t always wait their term.

BILLY MOORE: The things that I went through behind this case, if done without malicious or ill will, I don’t think I would have stayed in jail that long. MARABLE: Who was the lead investigator in your case? BILLY MOORE: Robert Groves. (As a matter of public record) He got suspended from the police department for being on duty, leaving his area of work, going to a woman’s house and then falsifying where he was at. So they suspended him in 2012. Now he’s the lead investigator. I’m trying to get his jacket (disaplinary file) because I plan on taking action against him. Here’s an investigator who knew that Tavoris Bates was shot in the back by his family member. He been knowed that. He said he ‘sees clearly how everything went.’ He see where Tarvious Bates was at. But yet, you (Groves) still got in that trial and said Billy Moore killed that man. You said in interviews that Tavarous Bates was hit by a bullet that wasn’t intended for him. He got hit one time in the back. You got a man -Greg Goff who said that the man was standing on the sidewalk with him; standing right beside him; looking at me. He said, (Goff) “Billy Moore pulled up and Tavarous Bates turned around and Billy Moore said “what you got for me?,” and then Billy Moore pulled his gun up and started shooting.” How in the hell is that shooting someone in the back if Tavarous Bates standing right there beside Greg Goff looking in my face? He’s been told that several times - Robert Groves. Nothing that I’ve said should give them any reason to think that I had anything to do with a murder. They tried to force Corrion Greer into saying that Billy Moore went down there (to Middleton Avenue) with nefarious intentions. Nothing never came out like that! Even the witness, when he got on trial, told them “Naw them folks tried to make me say that Billy Moore did that down there.” That’s on trial transcript. And he also said, that a certain Jackson City Councilman gave him five hundred dollars to make sure that he showed up in court. MARABLE: What Councilman? BILLY MOORE: Johnny Dodd. They were talking about it on the radio recently. It’s part of public record. Councilman Dodd said he wanted us to get the recording. All you got to do is ask the District Attorney. All you got to do is ask the DA, ask the judge, ask the court reporter. Cont’d Page 10

CITY’S LEAF PICK UP SEASON STARTING,

Avoid Certain Things

City of Jackson has started their leaf pickup season. Last week the city divided into four different districts. “We have dedicated crews in each district. They will sweep each district and then start over until the end or leaf season which is the end of March, said JD Sims, Superintendent of Groundskeeping” The leaf pick up was fine last year around this same time and they are hoping to increase the amount of leaves picked up. Last years numbers were the city picked up 536 loads, which equaled out to be about 5 million pounds.” Said Sims. If you would like to get your leaves picked up, it’s easy to get ready. “Have your leaves takes in a pile or a line no more than 4 feet from the road” Sims said make sure to avoid doing certain things before pick up. “The cars blocking the pike and too many limbs in the piles because they just take limbs and leaves into one pile, the we can’t get it because it blocks clogs up the machines, possible breaking the machines” Please do not take leaves over water meters, or close to mail boxes or guide wires. The City does not pick up in trailer parks, CHIP HOLLAND - OWNER Cholland@gototherange.com www.gototherange.com

apartment complexes, churches and industrial parks. Pick up is based upon weather also: if it is raining snowing or frozen, the machines will clog and pick up will resume weather permitting. Sticks and limbs are to be placed in a separate pile. Piles with excessive limbs will be skipped. This year also they’ve added something new. We’ve added door hangers this year, with reasons why your pile was not picked up or skipped, so that way they’ll know and they can remedy the problem or situation before the crews come back.” The City is also asking the community to be patient during the leaf season. “Bear with us as we are going to try to be as efficient as we can and if you bring leaves out after we came through, just be patient we will be back again,” said Sims. Brothers In Arms and Champions for Education

Superintendent King, Don Polley and Schoolboard chairman James ‘Pete’ Johnson

There is an old adage that says; “Actions speak louder than words.” When I think of my relationship with these two men that rings out with truth to me. One of the many things I am thankful for this holiday season, is that I can count on the influence and friendship of these men to guide me to be a positive influencer in the future of education in this area. At the school board meeting Thursday night there was a continued emphasis on academics, the arts, and athletics. Dr. King and his staff always recognize excellence in and throughout JMCSS. The student Ahmad Salem a 2020 graduate that was able to graduate college debt free as he had completed his Associates Degree before graduation and by utilizing CLEP tests successfully was able to have a Bachelor’s Degree at age 19, and has graduated from Western Governors College with a Master’s Degree. Now that is setting the academic bar high students; but attainable if you are willing to put in the work in school. There was also a student from Liberty Tech that was recognized for outstanding achievement in art and to get a full list of athletic achievements go to JCMSS Facebook page and enjoy! Despite currently working in GCSSD I will always have a special place in my heart for the students and the time I spent at Liberty Tech. Now Is the Time to Expand Both Expectations and Horizons for The Future! JCM High School is a monument of the rich heritage that is JMCSS. The new Madison Academic is a model of the future of education in my humble opinion, as the gap between post-secondary and high school is filled with opportunity for growth. I trust that Dr. King and his leadership staff and the school board have earned enough influence from their successes to persuade the county commission to move forward on a new Pope school. The price tag does not go down the longer it is in discussion. Look at the recent history of this project and decided for yourself. The new tenant for the megasite is going to bring significant economic prosperity to the communities that take steps to align themselves to take advantage of opportunity. People will move into areas where they feel confident their children can receive an exceptional education. We have the leadership, the motivation, and the drive. Now we must work with faculty and staff to persuade students that their future is in their hands. Our students want continuity and teachers that believe in their ability to succeed in school and in life. Even if it requires a “nudge” from time to time. Parents I urge you to support your teachers and tell your student that they are going to school to be educated and not entertained. If that involves leaving their mobile device at home, then so be it. Their future self, will thank you for caring enough to help them take charge of their life and invest in their future! “With self-discipline, the average person can rise further than talent alone will take them, and the ordinary person can become extraordinary.” ~Daniel Walter (Author of “The Power of Self Discipline.”). Don Polley | Education contributor (Contact don@donpolley.com)

“I sure had a nice time shopping today..”

That’s what you want to say when you get home, not “I had to go by the police department to look at some photographs”, or even worse make a call home saying “I’m at the emergency room can you come get me?”. Over the years there have been far too many times I have talked to good, hardworking people who suffered because they made themselves easy targets while shopping for groceries, buying gifts for the holidays, or performing a variety of everyday activities we tend to take for granted will be safe because we’ve done them forever and nothing has ever happened! Please take a few moments to look over the following simple steps you can take to make your shopping trip a lot safer! Try and plan your trip in the daytime! If you absolutely must go in the darkness, try and buddy shop! Carry a friend or two with you – The old saying there is safety in numbers is true! * Pick a well lighted parking space with a well lighted path to the door – Drive around until you find one * Don’t park next to an occupied vehicle – The folks inside may be robbers * Park as near to the entrance as possible – The more time you spend between your vehicle and the entrance, both going and coming back, the more vulnerable you are! * Be aware! Check your surroundings before getting out of your vehicle and when returning to it * Lock your car * Don’t leave valuables or packages in sight in the passenger compartment of your car – Lock them in the trunk * As soon as you enter your vehicle, lock the doors! Don’t wait for the automatic stuff to do it * Have your keys in your hand so you can get in your car quickly and also use them as a weapon if need be – Do not unlock your doors too quickly since this may allow someone to get in * As you approach your car, glance underneath to make sure no one is hiding there * If you have mace or pepper spray, have it in your hand ready to use * If someone is hanging around your car, don’t go near it! * If someone approaches you at any time, get away – Get into the building or where other people are – If they follow you yell “Fire” – If you scream “rape” or “help” it may scare help away! Jim Leach has written a book filled with simple, common sense suggestions that will make you safer. “SIMPLY SAFER” is available at Amazon.com. It makes a great stocking stuffer for Christmas!

The Billy Moore Story - Cont’d from Page 3

tig@thompinsandtax.org

The man came in there and said that Councilman Dodd gave him five hundred dollars to make sure he showed up in court. He wrote a letter to the judge. He wrote a letter to us many, many months after being locked up saying the same thing. It’s a letter in evidence with that information in there. You know what I mean? And so as I mentioned before, I had a good chance of winning the District 2 City Councilman seat. MARABLE: As a point of clarification, tell me again who it was that Councilman Dodd allegedly gave the five hundred dollars to? BILLY MOORE: Greg Goff, the primary witness for the prosecution. (Pictured right) And I’m going to tell you this, and I hope you print it. I told Johnny Dodd - I said “the only thing (and I don’t pretty much believe anything that comes out of Greg Goff’s mouth) is that I can’t put it past you (referring to Dodd allegedly furnishing payment to Goff). From the things you’ve done in the past, that’s the only thing I hate about this is the fact that I can’t put that past you brother. Out of all the things you’ve done, -I told him this to his face and I said it on the radio as well- I just can’t put that past you. I can’t say you didn’t do that. Right now I’ve been blessed. Whatever it was that you were trying to do, it didn’t work.” Johnny and me had a long conversation about it and then I come to find out some more stuff, but that ain’t got nothing to do with this story, you know. But that is how wicked this is. (Attorney) Bede Anyanwu was doing something for Mayor Conger around election time. Bede Anyanwu stopped coming to see me. He had stopped coming and we were butting heads really hard out here. Two years later, after I go to jail, it comes out about yeah y’all stole this money. Daryl Hubbard asked “where would Johnny Dodd get five hundred dollars from to give Greg Goff?” Well they done stole $8 million. What’s five hundred dollars out of $8 million? Did not $8 million come up missing from the Ball Park fund? And Scott Conger said “I know it’s missing, but I ain’t going to look for it”? MARABLE: The matter you’re referring to is happened under Mayor Jerry Gist’s term as Mayor of Jackson. That was the case where the City Recorder at the time, refused to coorperate in the investigation and the former mayor had moved on into retirement. I think the District Attorney claimed that he found noevidence that a criminal statute was violated. BILLY MOORE: That’s right. . . That’s why I said they were trying their best to keep me locked up. I was somebody that they could not bully. I was somebody that they could not pay off. I’m truly for my community. Bro, ain’t nobody paid me. I’ve not got paid a dime. I got out of prison in 2003. Everything I got I worked for. And people think that I’m doing this for some type of benefit? Man you know how much money I lost? Over $100,000 on this case alone. -Over $100,000! I had a $100,000 lawsuit. I got my house and brought me a truck. Had a little money put back. The only reason the insurance company paid for my house is because I had put my house up so I could get the money to get my citizenship rights restored in order to run for city council. Poetic Expressions

Jackson Poet Inducted into RNR Hall of Fame

CALL US WHAT WE CARRY

Formerly titled The Hill We Climb and Other Poems, the luminous poetry collection by #1 New York Times bestselling author and presidential inaugural poet Amanda Gorman captures a shipwrecked moment in time and transforms it into a lyric of hope and healing. In Call Us What We Carry, Gorman explores history, language, identity, and erasure through an imaginative and intimate collage. Got to hold my book for the first time today. It felt so good after what it took to write this—definitely one of the most challenging things I’ve ever had to do. This in my hands is the sum of sleepless nights, eye bags, mannny 1am tears and “sorry I haven’t called/texted back I’m writing” and sweat and love and joy and hope. At times I wasn’t sure if I’d ever finish it, let alone on time for it to come out this year. But I knew it had to be written, if not for myself, then for you. Can’t wait for it to be yours this December. Love, Amanda Gorman

The G.O.A.T spoken word artist, Gil Scott-Heron has been inducted into the Rock ‘N’ Roll Hall Of Fame. No other spoken word artist, outside of Oscar Brown Jr., can match the soul of this man. His foundation was the Blues but he was also the quintessential Jazzman. And his perspective was always built off of his love for his people. There will never be another like him. No one has even come close after him.

The Billy Moore Story - Cont’d from Page 10

And so, when I did that, the lady down at the bank, - the one on Main Street - she said ‘Now Billy, you have to get your house insured.” I wasn’t going to insure the house, I was just fixing on the house. So when I went and got the house insured, I mean I thank God for it. You know what I mean? Because I was doing right, I put things in place that was able to help me when this attack came. So when they burnt the house up . . .

- At this point Billy stops talking, reaches into his pocket, pulls out his handkerchief and blows his nose. I cringed, hoping he didn’t notice as I moved an inch or two away. -However his story was so riveting that I soon found myself leaning forward, hanging on his every word.-

BILLY MOORE CONTINUES: I think I did a Facebook Live talking about me getting a loan on my house to run for city council. And after doing that, when I got that insurance in November, I gave (Attorney) Nathan Pride six hundred dollars as a retainer to get my citizenship restored. -I gave Nathan Pride that money, went into a contract with him. I got the insurance on my house, with this insurance company out here - I can’t think of the brother’s name, I want to give him a shout out too. But it was right out here on Parkway, he gave me a good deal on my insurance for my house and truck. And so, when I went to jail, that Greg Goff dude, they say, allegedly set my house on fire. I ended up getting forty-something thousand dollars off of that. That helped me pay for my lawyer, my phone bills, and helped me help some of my people that were on the outside hurting as a result of the Corronavirus coming in. As so, the forty-five thousand that I got, I ended up spending that. Then, for the bond, the little money that I had left, they gave me a $250,000 bond. So that’s a quarter of a million dollar bond, house burnt up, I done lost all the little business I had. All the money got depleted. -The cards I had with money on them - I don’t know where they at- probably got burned up in the house. -I had a lot of little bank cards where people pay me and I had the numbers wrote down so if I needed money I could get to this card or that card and get it. That got burnt up. I lost all that money. And so, I come back out here from scratch. And so, to be put in that situation and then to find out all the webs that were weaved in that. Man it’s so many people from the city - people that work for the city that has told me stuff and showed me stuff that is factual. I mean that is concrete. People always talking about bring the reciepts. Bill you have never heard the Mayor or city council say that Billy Moore is lying. You ain’t heard them say that yet because everything I bring to the community is what comes from their paperwork and I’m reading it. I’m not making up anything about this city govenment. The city government is laying these tracks. They don’t expect anybody to follow up on these tracks because we hadn’t been doing it. We haven’t been holding them accountable. Now here it is this old convicted felon, this old broke dude up out of East Jackson raising all this hell. We can’t buy him off. How we going to get rid of him? MARABLE: Are you bitter? BILLY MOORE: No I’m not bitter. I’m better! It just show you that when you’re doing right, the world will come against you. When you have people that money governs their morals you going to have that type of situation man. So I ain’t never had nothing, but when I got something it didn’t change me. Cont’d Page 16

The Billy Moore Story - Cont’d from Page 1 3

The people I’ve been around for years- the guys I did the heavy doping, the guys I did the heavy robbing with, the dudes that had the money, they can never tell you that Billy Moore crossed them about nothing. Even in my drug habit days, when I was robbing, I went and robbed crap houses where I felt like somebody was cheating, I’d rob crap houses. But I never came up to you, you a business owner and tried to take what you had. When I did robberies, I robbed the streets. I robbed where I did my dirt at, in the streets. I didn’t go into peoples homes, I didn’t break into peoples homes. If you was in the streets with me, you were fare game. That’s how we looked at it then. But a change of mind. I always had respect for people in the community. But when you in the walking on the same street, somebody got to get over. You know, that’s how we was thinking in our community. That was our mentality that we had then. But see I found out that it’s a bigger path. Hell, I can step over. I ain’t got to walk in front of you, I can step beside you. I can walk beside you and I ain’t got to walk into you. This city government that we got, we got to be confrontational with them, because the government - power exceeds nothing. Power exceeds nothing unless you are more powerful that it. And the people are the government. MARABLE: So am I to understand that you do plan to sue for restitution? BILLY MOORE: I’m looking at all of my options man, because I was physically hurt, mentally hurt and most definitely financially hurt. And then to be- after a person has done everything he can to make yourself a better individual in the community and the community see it - to have a government to try and malign you, not because of what you did, but because what you were doing for you community. For that jury to go in there Bill, them people didn’t stay in there - 11 whites and one black. They called a white guy up and they ask if any of y’all know Mr. Moore? They called a white guy up and he was like, “I heard him on 101.5 FM. or I’ve heard him talk to Radio Rasheed” or something like that. And the DA was like ‘do you have any problem being bias,’? and he said ‘naw’. And so, they asked me about him and I said naw I ani’t got no problem with him, because I he listened to me on 101.5 he’s for me, because the majority of the white community those people were aggreable to the things that I was talking about. The people in the community that vote they were the ones helping me get rid of those County Commissioners. My community wasn’t voting. If we can get onboard, with voting and get our heads together, we can get rid of this Bull S--T! The white people don’t want it either. They’re tired of being robbed too. So like I say, man, the government divides you. They would have you think that we -whites and blacks- don’t think the same, but we do. 11-11-21 CSENEWS P.16
