2/21/2021 MNPD - South Precinct officers late Saturday night apprehended fugitive murder suspect Antwan Churchwell, 28, (RIGHT) despite his carjacking of a vehicle and kidnapping two persons inside it as part of his continuing effort to avoid arrest. At 9:30 p.m. Saturday, officers were conducting surveillance at an apartment building on N. Natchez Court after receiving information Churchwell was there. They saw him come outside briefly armed with a pistol before going back inside. Officers immediately entered the apartment building. Churchwell saw them and ran, making his way to a convenience market at 3500 Nolensville Pike where he saw a 38-year-old man exiting his car. He grabbed the man, threw him out of the way and drove off in the vehicle, which still contained the victim’s 16-yearold daughter and 31-year-old female cousin. The two females later told officers that Churchwell pointed his gun at them and ordered them not to use their phones as he drove. P 5

39-year-old Jennifer Mason (above) is accused of shoving her wife to the ground last weekend in an attempt to prevent one of their children from leaving with her. Once the child was in the car with her wife, officers observed Mason open the car door and attempt to strike the victim again. She then punched and kicked the vehicle. On February 14th, Metro Nashville Police officers responded to a domestic call at a residence on River Ridge Court in extreme West Nashville. Upon arrival, Metro officers met with Jennifer Mason who explained that an altercation happened between her and her soon-to-be ex-wife. P 5

With just a few days left in the season Steve Blair from Nashville decided to cruise down to get a good swamp hunt with his friend before the clock winds down. He says the drive from Nashville is well worth the relief he gets once he arrives in the bottom. Social distancing is still important and it is crucial that you find your way to get peace of mind to substitute for normal socialization. West Tennessee has many outdoor activities to offer so when one winds down it is easy to find another one to take up where that one left off.

HAYWOOD COUNTY AUDIT

More than half of the audit findings in Haywood County’s audit report for the fiscal year ended June 30, 2020 were also noted in last year’s report and had not been corrected. The Tennessee Comptroller’s Office has released its annual audit of Haywood County which contains nine total findings. Five of the nine findings are repeated from last year’s report, and all nine findings are attributed to the Office of County Mayor. The audit findings detail weaknesses, deficiencies, or areas of noncompliance within the county mayor’s office operations. The five repeated findings include the Solid Waste Disposal Fund’s deficit in unrestricted net position; deficiencies in budget operations; accounting deficiencies; an interfund loan that was not authorized in accordance with state statute; and a failure by county officials to adequately control access to the courthouse offices. Other issues noted in the report include a failure to properly prepare year-end financial statements; funds transferred without county commission approval; deficits in unassigned fund balances in the Community Development/Industrial Park and Education Capital Projects funds; and deficiencies in purchasing procedures.

I must take a minute of your time to salute an educational warrior at Lincoln Elementary and Pastor at New Greater Bethel AME Church of Jackson, Mrs. Sabrina Transou. Had you met her, her personality alone would win you over. At 4’11 (5’2” in her stiletto’s) she would strut the hallway with them bow-leggs, smiling from east to west; Hello Big Daddy would be her greeting. And I would look forward to passing her room during the week for my personal greeting. Now, if we didnt see each other for a few days due to being on different sides of the building, she would hunt me down, and bless me with some unpleasantries, for not making my way to check on her. She always said I looked like her husband so she needed to keep me straight. Well, we lost this warrior today (Feburary 17th)after a long battle with Covid. I just knew, if there was anyone that could beat the odds, it would be Mrs. Transou. I can say, heaven has gained a true educator, who was set to retire two years ago, but wanted to return to the school she first attended as a youngster to close out her career. Actually, she stayed an extra year because of our Principal and her love for the 1st graders she inspired. My friend, thanks for touching my life with your graciousness and candor. Given the danger Churchwell posed to the victims, and knowing that he was wanted for murder, officers initiated a pursuit of the vehicle. Churchwell drove at speeds in excess of 75 mph into oncoming lanes of traffic and the wrong way on a oneway street. He wound up crashing into a brick wall at Trimble and Chestnut Streets, where he bailed from the car and continued to flee on foot (the two females were not injured). Officers saw Churchwell jump a locked fence at 71 Trimble Street. An MNPD canine team quickly responded and took Churchwell into custody. Churchwell was being sought for the February 1 murder of Mayte Aguirre, 24, inside a car on Glenrose Avenue. The investigation alleges that he shot her from the back seat as she was riding in the front passenger seat. In addition to criminal homicide, Churchwell is now facing a myriad of other charges, including carjacking, especially aggravated kidnapping and child endangerment (of the 16-year-old).

The victim stated to the police that they both got into an argument over the custody of their two children. Though the couple is married and shares a home and custody of the two children, a secondary apartment had recently been acquired as they are going through a separation. According to an arrest warrant, one of the children wanted to stay with the victim, upsetting Jennifer. She tried to stop the victim from picking the child up and shoved her to the ground. After that, officers arrived on the scene and witnessed Jennifer open the driver’s door and attempt to strike her, and then assaulting the vehicle. Jennifer Mason was booked into the Metro Nashville Jail, where she was charged with two counts of domestic assault. After serving the state-mandated 12-hour hold, she posted a $2,000 bond.

Metro Nashville Police noticed on Saturday night that 75-100 people were leaving Ambrosia Hookah Bar at 123 Ewing Drive. Knowing that current Health Department orders require that any business allowing alcohol consumption on premises must close by midnight, they met with the owner, Ambrosia Cruickshank. Cruickshank has been cited twice before for violations of the orders. In March of 2020, she was cited for not limiting gathering sizes in her bar, and not requiring masks or social distancing. A few days prior to that incident, she was also cited for the same violations and refused to comply with the orders. Due to the repeated citations and disregard for the regulations, officers booked Ambrosia Cruickshank, 32, into the Metro Nashville Jail early Sunday morning, charged with violation of the Board of Health regulations. She is currently out on pre-trial release with court dates in April and May.

TN BLACK HISTORY Celebrating Tennessee’s Historically Black Colleges

There are 99 federally-designated HBCUs nationwide. Tennessee is the site of seven historically Black colleges and universities (HBCUs). The racially integrated and abolitionist American Missionary Association established eleven universities in the aftermath of the Civil War, including two in Tennessee, LeMoyne Normal and Commercial School at Camp Shiloh in 1862, and Fisk Free Colored School in Nashville in 1866. LeMoyne moved to Memphis in 1863 and is now incorporated in LeMoyne-Owen College (pictured above); Fisk became the prestigious Fisk University (pictured right). The Agricultural and Industrial State Normal School, the only publicly funded HBCU in the state, began serving students in 1912. Renamed several times and merged with the predominantly white University of Tennessee at Nashville in 1979, it is now Tennessee State University. The remaining HBCUs are: Knoxville College (1875), Meharry Medical College (1876), Lane College (1882), and American Baptist College (1924).

Firefighters To The Rescue

Jackson Firefighters quietly go about doing good in our community. Today Battalion Chief Mike Johnson, Captain Jamie Peterson, Driver Cody Campbell and Firefighter Drew Carroll noticed a car in the ditch at the end of the driveway. The crew stopped to assist the motorist and learned the gentleman got stuck while preparing to take his wife for a dialysis treatment. The Firefighters got the vehicle unstuck and shoveled the man’s driveway so he and his wife could safely get to the Dialysis Clinic. #CommunityPride #GreatJob

The Salvation Army transported 24 homeless individuals and three dogs to warming shelter During the last week’s extreme weather event, The Salvation Army picked up 24 homeless individuals and three dogs at a local motel and transported them to the emergency warming shelter at the Carl Perkins Civic Center where they were able to stay 24 hours a day until the weather situation improved. Black History Month: J-TOWN

EDITION

It is officially black history month and celebrations all over the world are taking place to honor black excellence in its myriad and regal forms. Our local communities and the virtual social media world witness every year an outpour of tributes to many important black figures that have revolutionized this country we call the United States. It goes without question that one month out of the 12-month calendar– the shortest month at that – is not enough to capture all of the tremendous accomplishments and acts of inspiring courage that black folks have always exemplified. Here in Jackson, Tennessee, we too have so many giants that have tread through our streets, fighting for our community, and representing the heart of our small town with grace and pride. When I think about these towering figures, I am led to highlight two individuals who have deep roots planted in the city of Jackson.

The first is Principal Austin Raymond Merry.

Before Principal Merry came along, there were no established schools - public or private- for blacks in Jackson. Not a one. After Merry graduates from Fisk University in 1879, creating educational access and opportunity for black students in Jackson becomes at the top of his list. He would go on to open Jackson’s first black school named South Jackson School for Colored toward the end of the 19th century. The school operated for the first three years without any revenue from enrolled students nor state or federal subsidies. It is said that Merry traveled back and forth between Nashville and Jackson on horseback to secure state funding for the school. Merry remained the principal there until he died in 1921. Later the school was named Merry High School – later Jackson-Central Merry following integration- in his honor. The school has produced some of the greatest and brightest individuals this country has ever seen. Folks like CNN commentator Van Jones, 3x pro bowl and super bowl champion Ed “too tall” Jones, and 5x pro bowl select Al Wilson. The legacy does not end with Principal Merry. His son Joe Merry was monumental in establishing an NAACP branch in Jackson where he and his wife would stand at the forefront of various acts of civil disobedience for social and economic equity. Principal Merry’s unwavering courage is beyond commendable. His legacy leads to my next figure who would graduate from the school named in Merry’s honor- Rev. Leroy Ozier.

Rev. Leroy Ozier was largely known not only for his unwavering piety but for his grassroots work in the community.

A 1961 graduate of Merry High School, Rev. Ozier would pastor several churches such as New St. Luke Baptist Church and Beech Spring Missionary Baptist Church. Nonetheless, he would anchor his preaching roots with Unity Missionary Baptist Church for over 20 years. Throughout his career as a clergyman in Jackson, he established various community projects ranging from coat drives to religious educational courses. Rev. Ozier truly exemplified a renaissance man. He was the co-founder of O-J’s Gym, a boxing club established to combat local drug and street violence by offering students the opportunity to learn the art of boxing. Rev Ozier later founded his own locally produced television show called “Unity Hour”. The show was designed to use media as a way to teach and share church doctrine with the community. In 1980, he would break racial barriers when his church becoming the first minority church to join the Southern Baptist Convention. Rev. Ozier remained the pastor of Unity Missionary Baptist Church until he died in 2013. Nevertheless, he remained dedicated to the Christian message rooted in community development, love for all of humanity, and love for God. Moreover, I have the esteemed privilege to call him granddaddy. This year for black history month, as we recognize all of our national heroes, let us recognize many of the real heroes who do not necessarily wear capes. They may wear clergy collars, rusty ties, or ragged uniforms in which reflect their blood, sweat, and tears. They walk before us daily and often go without recognition. Yet, they work endlessly to make our lives a little bit better.

The Management and Staff of Mission Convalescent Home Health & Rehab Center would like to salute our very own Mr. Robert Mullins. During the recent inclement weather conditions in Jackson, Robert, who works in our Environmental Services Department, went above and beyond the call of duty. Robert used his personal vehicle to make sure that our facility was fully staffed thus ensuring that our patients were well taken care of. He picked up his coworkers who were unable to drive to work, and then returned to work to pick up the next shift and take the previous shift home. If you were arrested, charged and detained for more than 48 hours by the Jackson City Court between January 18, 2016 and January 18, 2019 and there was no probable cause determination made upon sworn testimony before a qualified judge or court clerk or other legally valid basis for your detention, you could get a payment from a class action settlement. A settlement has been proposed in a class action lawsuit about the arrest and detention and practices of the City of Jackson, Tennessee in the Jackson City Court. If you meet the criteria explained below, you may be able to share in this settlement. The United States District Court for the Western District of Tennessee authorized this notice. The Court will have a hearing to decide whether to approve the settlement so that the benefits may be paid. Who’s Included? You are a Class Member and could get benefits if you were arrested, charged and detained for more than 48 hours by the Jackson City Court without a probable cause determination made upon sworn testimony before a qualified judge or court clerk or other legally valid basis for your detention between January 18, 2016 and January 18, 2019. What’s This About? The lawsuit claimed that Defendant City of Jackson, Tennessee had an unlawful practice of detaining arrestees charged with a crime in the Jackson City Court for more than 48 hours without providing them with a probable cause determination made upon sworn testimony before a qualified judge or court clerk or without another legally valid basis for the detention. Defendant denies it did anything wrong. The Court did not decide which side was right, but both sides agreed to the settlement to ensure a resolution and to provide benefits to the people who were affected. What Does the Settlement Provide? Defendant agreed to pay a total of $1,050,000 to settle this case. The settlement provides that each qualified class members who makes a claim will receive $100 per day for each 24-hour period of incarceration after the first 48 hours, up to a maximum of $2,100. The amount of the daily rate could be less if the total amount of the certified claims exceeds the Distribution Amount in which case the daily rate each Class Member will receive will be reduced by a pro-rata amount. Class counsel anticipates that all individuals who make a claim on the settlement will receive between $100.00 and $2,100 as a settlement payment. These amounts are dependent on how many claims are received by the Claims Administrator during the claims period and are subject to change based the number of certified claims received. No amount is guaranteed. There are believed to be approximately 3-5,000 Class Members. You can make a claim for each qualifying period of incarceration during the class period, up to a maximum of $2,100. How Do You Ask For A Payment? To qualify for a payment, you must send in a Claim Form. Claim forms are due by May 20, 2021. What Are Your Other Options? If you don’t want the settlement benefits or don’t want to be legally bound by the settlement, you must exclude yourself by April 20, 2021 according to the terms of the Court’s Order Preliminarily Approving the Settlement and Settlement Agreement. If you exclude yourself, you can’t get any benefits from this settlement, but you could bring a separate case against the defendants, if you want to.
