WANTED -- HAYWOOD COUNTY, Tenn. — Deputies are searching for two suspects wanted on attempted murder charges in a weekend shooting in Stanton. Michael Holman, 30, of Brownsville, and Tarrence Starks, 28, of Stanton, are wanted in connection with a shooting Saturday at Stanton Car Wash, according to a release from the Haywood County Sheriff’s Department. A HIGH UTILITY BILL TVA a ‘self-regulating federal monopoly’ without accountability, watchdog group says High utility bills cause customers to ask questions, demand answers from power companies By Tyrone Tony Reed Jr. Only three Jackson residents, who were concerned about their high utility bills, attended the Jackson Energy Authority’s Board of Directors’ monthly meeting Tuesday morning. The residents didn’t want to be identified in this story, but they did express how disappointed they were that more concerned JEA customers didn’t attend the meeting, especially after listening to Richard Donnell’s radio show “Community Feedback” on Sunday night. It was during the 6 p.m. live show that Donnell interviewed his guest Stephen Smith, executive director of the Southern Alliance for Clean Energy. According to Smith and CleanEnergy.org, SACE is “a non-profit organization that promotes responsible energy choices that work to address the impacts of global climate change and ensure clean, safe and healthy communities throughout the Southeast. After more than 30 years, SACE remains the only regional organization solely focused on transforming the way we produce and consume energy in the Southeast.” Donnell began his interview by talking about the high utility bills customers in Jackson received from JEA following several cold weather periods. He said he received calls from customers, who had $700 to $800 bills, that had set their thermostats low. Smith said the Tennessee Valley Authority provides wholesale power and requires all local power companies to buy all of their power from TVA. “So, Jackson Energy Authority is one of the 154 local power companies that have to buy power, because they have a contract, from the Tennessee Valley Authority,” Smith said. “We’ve been watching the Tennessee Valley Authority for a decade and recently, we’ve noticed that they have become very, very aggressive in lowering the rates for big industrial customers.” According to a Jan. 30 news release on CleanEnergy.org, “A new report by Synapse Energy Economics reveals a massive cost shift from Tennessee Valley Authority industrial customers onto its residential and small business customers over the last six years, raising big questions for this federally mandated utility monopoly. While industrial and direct serve customers have benefitted from a nearly 20 percent cut in the price of energy since 2010, residential and small business customers have experienced steady rate increases, a trend expected to Stephen Smith, executive director worsen in the near future.” of the Southern Alliance for Clean Melissa Whited, principal associate at Synapse Energy Economics, said in the release, “Our Energy analysis found that, residential customers in the Tennessee Valley paid $1.4 billion more from 2011-2016, compared to what they would have paid if each class’s rates had increased by an equal percentage to yield the same total revenues. These trends raise many questions about what is driving TVA’s ratemaking process.” Elder Jimmie Garland, vice president of the Tennessee State Conference of the NAACP, said in the release that the organization finds the report troubling. “It’s a fact that many citizens, in particular, citizens of color, in cities and rural areas across Tennessee, are having to choose between paying utilities bills rather than acquiring necessary food and medicines,” Garland said. “It is wrong for any organization to have total autonomy on how residents are assessed, especially when the assessor is acting as the chief oversight authority over both the Whited formulation of their policies and its execution.”
“The outcry from JEA ratepayers caused me to wonder whether or not there were reasons other than customer usage that would account for January’s extremely high energy bills. TVA’s cost shifting of rates from industrial to residential customers and the imposition of fixed and hidden rates explain part of the problem. David Freeman, former chair of the Tennessee Valley Authority & Senior Advisor to Friends of the Earth, said TVA is in violation of its contract with Tennessee Valley residents after promising “to make power available to them at the lowest possible rates, but has instead raised their rates to give a break to industrial customers.” “Instead of power for the people, it’s running rampant as the largest unregulated power company in America, with its CEO as the highest paid federal employee,” Freeman said. In both the release and during his interview Sunday night, Freeman Smith explained how TVA has hidden how “it’s manipulating rates to the advantage of big industrial customers at the expense of families and small business.” Smith said in the release that, “TVA has yet to fulfill numerous Freedom of Information Act requests from the Fall of 2017 outlining what they’re doing with the rate structure and making public special treatment to a few industrial customers. They have held a large number of closed-door meetings with industrial customers and Tennessee Valley Public Power Association, Inc. while slow-walking the release of details about these meetings and their impact on every other customer across the Valley. Meanwhile residents are paying higher bills every month because this self-regulating federal monopoly refuses to be held accountable to the customers it is legally required to serve.” Smith said customers are also paying for an estimated $40 million worth of luxury jets and a Mercedes Benz helicopter, a report that comes from public records from the Federal Aviation Administration registry, which details TVA purchases over the last two years. And there’s more that TVA is doing that doesn’t benefit its customers, he said. “Instead of working with people and being fair, they’re starting to do things like put fixed charges (charges before you even use services) on (bills), limiting people’s ability to do solar (energy), they’re not doing energy efficiency and they’re not telling people the truth about what’s going on,” Smith said. “That’s what we are against.” Smith said he doesn’t have anything to gain by alerting customers about TVA. “I’m just trying to wake people up to understand that they need to pay attention because the rules of the road are changing and if you don’t understand what’s gonna happen, you’re gonna get screwed,” he said. States like Alabama, Mississippi, North Carolina and Arkansas have an independent state regulatory authority that reviews everyone’s rates and is completely independent of the utility company, Smith said. “They evaluate the rate,” Smith said Sunday. “And if the utility company says they want to change the rate structure, it has to go before this independent body. The Tennessee Valley Authority has nobody that independently reviews them. Indeed, their board of directors is the regulator. So, there is no cop on the beat...there’s really nobody that can hold them accountable if the people don’t speak up and get stirred up about this.” In a Feb. 13 article posted in the “Newsroom” section of TVA’s website TVA.gov, TVA stated that it “is working on a wholesale rate change that will modernize its pricing structure by lowering energy rates and adding a fixed rate charge to access the power grid.” Customers will have a chance to provide feedback through a public comment period before TVA’s Board meeting on the rate change in May. “TVA and local power companies in the Valley really provide two products—reliability (ensuring the power stays on around the clock) and energy (the electricity used to power lights, heating, cooling and so forth),” said Cass Larson, TVA’s vice president of Pricing and Contracts. “We need to better balance how we charge for both pieces.” Larson said one of the main benefits of modernized pricing is bill stability. “Lower energy rates with higher monthly charges mean that bills get more stable for consumers,” Larson said in the article. “In months with naturally low bills, like spring and fall, bills may be slightly higher. But in the coldest winter and hottest summer months, bills will be noticeably lower. This will especially help low-income families who tend to have the highest cost of electricity relative to their income.” Larson also said in the article that TVA is “a not-for-profit, public power company whose mission is to keep rates as low as feasible. We are always on the side of the people of the Valley. In fact, we cut more than $1.5 billion annually in costs over the past few years to protect consumers and keep power bills low for years to come... TVA is not here to make a profit. We’re here to make a difference.” During Sunday night’s interview, Smith spoke about asking your local power company about three things: its fixed rate, a daily usage report and the company’s cost of service survey/study. Those questions were presented to Monte Cooper, senior vice president of JEA’s electric division, following Tuesday’s JEA meeting. He began by stating that JEA’s fixed rate is currently $19.73, which has been the rate for a few years. A Tipton County pastor was booked into jail Tuesday afternoon, one day after a grand jury indicted him on 47 charges related to sexually abusing minors. Ronnie Gorton, the former pastor of Awakening Church in Atoka, has been accused by three people so far, Tipton County Sheriff Chief Deputy Billy Daugherty confirmed. One of Gorton’s alleged victims was under the age of 13, according to the Sheriff’s Office. Walking into jail Tuesday, 39-year-old Gorton kept his head down and wouldn’t answer reporters’ questions.
Ulysses Wilkerson, 17, has been seeking answers in what they called the “brutal beating’ of the teen. Wilkerson was hospitalized on Dec. 23, 2017 after an altercation with the police. The NAACP said Wilkerson “suffered multiple injuries at the hands of police officers, including massive swelling to the brain, massive facial swelling and a cracked eye socket in three places - all while possibly in handcuffs.” The teen was hospitalized and underwent surgery for injuries.

Cooper said a request has been made for JEA’s cost of service study and that each division of JEA does one. “We try to do one at least every three year,” he said. “Our most recent one was in 2016.” Cooper said he plans to do another one in the upcoming budget year, which means the study will probably be done in late summer. The study makes sure each class of customer (residential, commercial and industrial) is paying what they need to. “That changes over time,” Cooper said. “That dynamic changes and you have to keep up with it and make sure you are doing cost appropriation the way you should.” Cooper used a $100 utility bill as an example for how much money goes to TVA and how much goes to JEA. He said $83 goes to TVA, saying, “It’s that much cost in purchase power.” “JEA keeps $17 and we use that to pay our people, pay our utility bills, pay our debt that we owe, to pay all of our bills. Seventeen dollars. A lot of people just don’t realize that.” Cooper also said JEA gets a bill from TVA at the first of every month, which is due within five days. “We are paying up front, in most cases, for energy that has been used and hasn’t been collected yet,” he said. “I know customers get frustrated because we have our rules for the amount that’s due and how much time you have to pay it, but that’s because we’ve already paid it.” Cooper added, “Every year, we have a lot of bills that go unpaid. That cost, because we’ve had to pay it already, ends up costing the other customers. People who don’t pay their bills end up costing the other customers that do pay their bills because we have to recover that. TVA will not allow us to not try to recover it...We can’t give (the utilities) away. We’re bound by those conditions.” Cooper said TVA comes around every year to see what JEA is doing and if they are following the rules TVA has set for them. “We’re in a position, where I know it seems unfair a lot of times, but we have to do it because TVA requires us to,” Cooper said. “They’re our suppliers and they are also our regulator.
