Election officials speak to primary election confusion P9

By Downtown Ricky Brown Early voting for the Madison County May primaries is underway but not without confusion on who is allowed to vote and rules for voting in the Republican primaries. The polls will be open until Thursday April 28. The Chairman of the Madison County Republican Party, Larry Lowrance (pictured top right) says; “there has been confusion on who is allowed to vote in the primaries. You are only allowed to vote in the party that you are affiliated with.” Others in the community, including radio show host Richard Donnell, Sr. (pictured bottom right) with WFKX-96 Community Feedback have been encouraging people to vote in the Republican primary. Lowrance claims “that is against the law,” he says, “if you are not a Republican. We are trying to inform people of what the law is.”

Attorney Richard Donnell, “. . .Their intense and extreme responses to voters who choose the Republican primary ballot is a severe overreaction to a very clear law that shouldn’t have caused so much trouble in the first place.” A.J. Massey

FRIENDSHIPS

West Tennessee Years ago when I was teaching at Sunny OUTDOORS Hill School there was a 7th grade student with Ray Jones who latched on to me and became very Send photos to: numberonecoach@hotmail.com loving towards all of his teachers. He had or 731-694-8614 just recently moved to Brownsville and did not know a lot of people but his personality quickly gave way to many new friends. Little did I know that I would become one of them and continue some 35 years later. Carlos had a smile that you could not resist paying attention to him because it was so cute. He eventually moved back to California where he has been for the last thirty years. However, he still has family here and visits them yearly because of the close bond that they share. Consequently, he considers me a part of that family and we enjoyed a Mexican outdoor cookout this weekend that was full of music, food and fun. Who would ever think that a relationship between a 7th grade student and his teacher would last a lifetime? Backyard outdoor cookouts in West Tennessee can be just as adventurous as hunting and fishing when the right people gather as this one was. PHOTO IS CARLOS HUTARDO ALONG WITH JORDIN, RAY AND OTHER FAMILY MEMBERS.

IT’S REALLY MUCH ADO ABOUT NOTHING

By Richard Donnell, Sr. At some time during the latter part of the 16th century, William Shakespeare wrote what is generally considered one of his best comedies entitled Much Ado about Nothing. What makes the play so funny are its jokes and wordplay among its characters. Almost 500 years since it was written, the phrase “much ado about nothing” has acquired a colloquial meaning. Per the website englishclub.com, “If you say something is much ado about nothing, you think it’s an overreaction to something that shouldn’t have caused so much trouble.” Thus, this phrase offers the perfect segue to Madison County’s May 3rd primary election. Both the Democrat and Republican parties will hold primaries on that date. Several contested seats for highly coveted positions are up for grabs in the Republican primary. Because there are particular candidates for Sheriff and County Mayor, respectively, in the Republican primary that I like, I chose to declare allegiance to and affiliation with the Republican party in this primary election when I early-voted several days ago. I had the unrestricted and absolute right to choose the Republican primary ballot and cast my vote thereon. The choice was mine alone; it was personal; and I didn’t have to have anyone’s permission to exercise my choice. My right to choose to vote in the Republican primary is based on the fact that Tennessee is an “open primary” state which means that one can vote in any party’s primary that one chooses, as long as the voter, at the time s/he seeks to vote, declares allegiance to the political party in whose primary the voter seeks to vote and states that the voter intends to affiliate with that party for that primary election. This is precisely what I have done! In fact, I have exhibited my allegiance to and affiliationwith the Republican party in this primary election by going so far as to influence hundreds of registered voters to choose the Republican ballot in this open primary election. And I hope to influence hundreds more through primary Election Day. - Cont’d on Page 9

Sheriff candidate Roger Wood sheds light on “mishandling of funds” By Downtown Ricky Brown Madison County primary voters have the choice for Madison County Sheriff candidates, which includes incumbent Sheriff John Mehr, retired Jackson Chief of Police Julian Wiser and retired TBI agent Roger Wood (r). The winner will face independent candidate Marc Byrum in the August General Election. Incumbent Sheriff Mehr is touting his experience. - Page 8 04-28-22 CSENEWS P.2

EVERYONE GOES TO JAIL

04/26/2022 Jason Steen Police responded to a domestic disturbance call on April 25th to find that 22-year-old Carlandro Branch had taken the phones of both 20-year-old Maicole Shelton and the mother of this child, 20-year-old Destinee Turnipseed, as they attempted to call the police to report that Branch had pulled her hair when during a child custody exchange. As he fled with their phones, Maicole Shelton grabbed a baseball bat and chased Carlandro Branch. The mother of the child, Destinee Turnipseed, also busted out two windows at the residence. She says she broke the first one in an attempt to get someone’s attention and the second one in anger. Everyone went to jail and bonded right out… the end.

MCSO INCREASES SEAT BELT ENFORCEMENT DURING NATIONAL “CLICK IT OR TICKET” MOBILIZATION Jackson, TN – As summer kicks off and families hit the road for vacation, Madison County is partnering with the Tennessee Highway Safety Office (THSO) to remind motorists to “Click It or Ticket.” From May 23 through June 5, participating agencies across the state will increase seat belt enforcement as part of the National Highway Traffic Safety Administration’s (NHTSA) nationwide mobilization. “Buckling up is such a simple task that can keep you and your family safe in the car,” said Sergeant Richard King. “But it’s more than that. Buckling up is the law. Our law enforcement officers see the consequences of not buckling up. We see the loss of life. Often, it could have been prevented with the simple click of a seat belt. This should be automatic.” According to NHTSA, in 2020, there were 10,893 unbuckled passenger vehicle occupants killed in crashes in the United States. In that same year, 58 percent of passenger vehicle occupants killed at night (6 p.m. – 5:59 a.m.) were not wearing their seat belts. That’s why one focus of the “Click It or Ticket” campaign is nighttime enforcement. Participating law enforcement agencies will be taking a no-excuses approach to seat belt law enforcement, writing citations day and night. In Madison County, depending on age group, the maximum penalty for a seat belt violation is $55.00. For more information about seat belt safety, visit www.tntrafficsafety.org/seat-belts

Tyson Foods

Cont’d from page 1 Tyson officials welcomed Governor Bill Lee, and Congressman David Kustoff for a groundbreaking ceremony for the new facility. Current employment in Humboldt is approximately 1,150 employees with plans for 1,500 jobs once the plant is at full production capacity. Governor Lee, (right) in addressing the gathering said; “we are happy Tyson is in Tennessee and proud they brought this facility to Humboldt. What Tyson is doing is great and we are hoping other industries across the state will follow Tyson’s lead.” David Bray, President of the Poultry Group for Tyson Foods said “we strive to be the most sought after place to work and we are accomplishing that goal by listening to and supporting our team members, ensuring employees have the right tools to be successful.” The new childcare facility in Humboldt is estimated to cost $3.5 million and expected to be open and ready in 2023. It will support up to one hundred children five years of age and younger. The facility will employ approximately 18 employees called Tyson Tykes. Operating the facility will be a learning center by Kindercare and subsidized by the company to lower the cost for Tyson team members. “We are excited to open the doors to Tyson Tykes and give families peace of mind knowing their children are learning next door to work,” added Bray.

Sheriff candidate Roger Wood Cont’d from page 3

He also points attention to changes made under his watch. including: adding more patrol deputies, obtaining grants for the new criminal justice complex, efficiently serving court orders, maintaining the West Tennessee Training Center, and increasing solving criminal cases, and managing the highway traffic safety program for west Tennessee. Wiser is sharing his 26 years experience in law enforcement, serving as Chief of Jackson Police Department, serving as a United States Marine. He pledges to manage the Sheriff’s Office more efficiently and be more honest with the taxpayers dollars. He maintains Sheriff Mehr has not been honest in his handling of the Sheriff’s Office budget and issues involving his lawsuit against Madison County. While candidate Roger Wood (r) indicates both other candidates are not forthcoming with the taxpayers regarding their mishandling of public funds, confiscated monies and mishandling of their departments. Wood charges that the sheriff is responsible for large amounts of money including that which is seized and confiscated. “Management of such monies is a big part of the job of Sheriff,” he said. “The public has seen his opponents records, one of his opponents indicating his has over $100,000 in his campaign funds and he considers me not a viable candidate.” Wood said he is not an establishment politician and he’s a career law enforcement officer ready to be an honest sheriff. “Wiser has been mailing cards to voters pointing out Mehr’s $500,000 legal cost to the taxpayers. At the same time Wiser was Chief of Police for Jackson, the Tennessee District Attorney General is looking into the matter of gross malfeasance and potential criminal acts involving close to a half million dollars in seized money at the Jackson Police department. Some of the funds are still missing,” says Wood. Wood said former Chief Wiser is not happy about the State Comptroller’s audit report. He feels that voters deserve the truth and Madison County citizens deserve better from Sheriff. 04-28-22 CSENEWS P.8

And Your Point is . . . MUCH ADO ABOUT NOTHING

Cont’d from page 2

Regrettably, the Chair of the Madison County Republican Party and the Madison County Administrator of Elections have both chosen to ignore the guidance of Ms. Summers, the elections specialist. Either intentionally or inadvertently, through their words and actions, they are confusing and intimidating some voters who choose to vote in the Republican primary election.

Furthermore, my right and others’ right to choose to participate in the Republican primary is also based on the strength of an email exchange between Ms. Kathy Summers and me on the morning of April 5, 2022. Ms. Summers is a highly regarded and professional Election Specialist who works at the Division of Elections within the Office of the Tennessee Secretary of State in Nashville. Please note the following: Donnell to Division of Elections: Good morning. Democrat and Republican Primary elections will take place in Madison County, Tennessee on Tuesday, May 3, 2022. I would like to know if the primaries are open or closed. Thank you for your response. Summers to Donnell: Mr. Donnell –Thank you for your email to the Division of Elections. You have questions about the upcoming election in Madison County on May 3, 2022. In Tennessee, we do not register to vote by party. If one votes in a primary election, the voter is required to declare party allegiance when they vote on Election Day. Under our current law, nothing would prohibit one from voting in one party for a specific primary election, and then voting in the next primary election in the other party’s primary election. When a voter participates in a primary election, the voters choice for that election is noted on their voter history. When one votes in a General Election they may vote for any candidate on the ballot. Please let me know if you need additional assistance with this request. These officials and others wrongly and impermissibly equate one’s right to choose the Republican primary ballot (and the acceptance of the allegiance and affiliation requirement) with “cross-over voting,” and they have made public pronouncements and declarations that “you can’t do that” and “it’s against the law,” and “it’s illegal to do that.” However, the law is clear. Voting in the Republican primary during the May 3 rd election is not “cross-over” voting…it is “choice voting” in an open primary as permitted by Tennessee law! When party and public officials go as far as telling voters that it’s illegal for them to participate in the democratic process by voting for the person of their choice in an open primary election, they perform a major disservice to voters, inparticular, and to the public, in general. Their intense and extreme responses to voters who choose the Republican primary ballot is a severe overreaction to a very clear law that shouldn’t have caused so much trouble in the first place. It’s really much ado about nothing. - Contact: rdonnell@lanecollege.edu

Republican candidates include current Madison County Trustee John Newman who promises a conservative honest administration. He has the endorsement of current County Mayor Jimmy Harris. Former school board member A J Massey is also asking for the GOP nomination. He promises to work hard to build a better community. Long time WBBJ TV weather man Gary Pickens, who also serves as a Jackson City Councilman for South Jackson is asking voters to elect him as their county mayor.

The JMC-New Voters Council held a Community Rally last Saturday at Forest Hills Park. The motivational event featured speakers: Wendy Trice Martin, Billy Moore, Willie Ozier and others. In addition to speakers there was entertainment, voter registration and networking with opportunities candidates currently running for office. Rev. Carol McCright is President of the JMC New Voters Council.

Cont’d from page 1 He said primary elections are for the party to pick a top candidate to represent them in the general election” “In the General election, everybody votes,” added Lowrance. “You can vote for anyone you want, any party you want, it does not matter. In the primaries it is the party that is selecting their nominees.” Tennessee’s coordinator of elections Mark Goins, sent a memorandum to county election commissions in the state stating the regulations by law for primaries. The letter cites Tennessee Code Annotated 2-7-115. Which reads in part: A registered voter is entitled to vote in a primary election for which the voter is qualified to vote at the polling place where the voter is registered if; (1). The voter is a bona fide member of and affiliated with the political party in whose primary the voter seeks to vote: (2) At the time the voter seeks to vote, the voter declares allegiance to the political party in whose primary the voter seeks to vote and states that the voter intends to affiliate with that party. Local election administrator Lori Lott said “if you are a bonafide member of a party, you have pledged your allegiance to that party” you are supposed to vote in that party primary and not cross over to another party” it is against the law to cross over.” Lowrance went into say “you need to select a person that represents your views. The parties is how you do that, we are trying to inform the public what the law is and know the law, hoping they will do what is right.” The general election will be held August 4 for the general public, with Republican, Democrat and independent candidates. The Madison County primary election will be held May 3. 04-28-22 CSENEWS P.9
