Having been born in Oklahoma and traveled all around the world serving his country in the United States Air Force retired Lieutenant Colonel Wayne Hill now resides in Memphis with his wife retired Air Force Lieutenant Colonel Susie Hill. After military retirement he started the first ROTC program in Tunica and empowered many youth to become great citizens along the way. And Your Point is . . . Sheriff warns Tennessee’s new permitless carry law will ‘open Pandora’s box’ by: Joneé Lewis-wreg.com Posted: Jul 2, 2021 MEMPHIS, Tenn. — Shelby County Sheriff Floyd Bonner sat down with WREG and spoke about the potential unintended consequences of Tennessee’s new permitless carry law, which went in effect Thursday. Bonner was one of several law enforcement leaders that spoke against Tennessee’s new law. The law allows someone at least 21 years old to carry a handgun, openly or concealed, without safety training or a permit. “This new law is opening Pandora’s box,” Bonner said. “It is going to be more challenging.” Memphis leaders fear city will suffer as Tennessee’s permitless carry law goes in effect As a result, he says everyone in his department — from deputies, to recruits to dispatchers — is undergoing additional training.
“It’s a lot of areas that we are not only having to retrain our officers but dispatchers, because citizens would see a person walking down the street carrying a weapon would call and we would ordinarily answer,” Bonner said. “A person just walking down the street, that’s not a call we can answer, because we can’t even question that person about the weapon according to this new law. So we have to have reasonable suspicion or probable cause.”
That is why Bonner says it’s extremely important people educate themselves about the details in the new law, because there are places that still require a permit. “In the parks you must have a permit to carry, and that’s the part of educating the public,” Bonner said. Where is it legal to carry a gun in TN without a permit? Governor Bill Lee and other supporters of the law say it doesn’t apply to felons and the gun must be legally purchased.
Jackson Police Chief Wiser shares information regarding “New Permit Less Handgun Carry” provisions Jackson’s Chief of Police Julian Wiser would like the public to know that effective July 1, 2021, Tennessee now has a “Permit Less Handgun Permit” provision that allows any person to carry a handgun openly or concealed, if they meet certain requirements. Those requirements are;
* The person must be over 21 years of age or 18 if they are in the military or have been in the military and have been honorably discharged. * The person must lawfully possess the handgun. * The person is in a place where they the legal right to be Even with the new handgun carry provision, there are still limitations on where or when a person is able to carry a handgun. Some examples of when a person cannot carry a handgun include but are not limited to: * Judicial buildings, * Federal Buildings, * Private schools where posted, * Public schools or places in use by the school, Public recreation buildings, civic centers, * When you are under the influence of alcohol, * Any location posted or prohibited by law There are also a list of disqualifications under Federal and State laws that would prohibit a person from possessing a firearm and they are not able to carry a handgun. Also, with the new Permit Less Handgun Carry, a person is still more restricted on the locations of their ability to carry a handgun than with a State of Tennessee Handgun or enhanced handgun permit, such as parks and campgrounds. Additionally, the penalties for the theft of a firearm have been increased. Now, any theft of a firearm is a class E felony and a defendant will have to serve 180 days in confinement upon conviction. Additionally, the theft of a firearm from a vehicle is an enhancement factor sentencing.
A SAFER ROADTRIP By Jim Leach
Please take a moment to review these simple tips that might make your summer vacation a little bit more enjoyable. They are excerpts from my upcoming book, “Simply Safer” due to be in print and available on Amazon.com soon! * Make sure the vehicle you are traveling in is in good shape. * Check the oil and other fluid levels, tires, windshield wipers, headlights and brake lights, etc… * Carry a few emergency supplies such as a first aid kit, a tool kit, tire inflators, extra water, electrical tape, blankets and anything else you think you might need depending on where you are going * When your gas tank gets down to near a ¼ - 1/2 full, stop and get gas. You do not want to try and find a gas station in an area that is unfamiliar to you, especially at night. You could easily put yourself and your family in a very uncomfortable and possibly dangerous situation. * If you break down, stay in your vehicle, and lock the doors. If someone you don’t know approaches you, do not open your door or open your window. Thank them and tell them help is on the way. Officers patrol highly traveled roadways frequently and they will help you! * Inform a trusted friend or family member of your plans and try your best and travel in routes that are known to you and travel in the daylight. NASHVILLE MAN CHARGED IN RAPE OF WOMAN & SEXUAL BATTERY & KIDNAPPING OF 11-YEAR-OLD
07/04/2021Jason Steen - scoopnashville.com 31-year-old Demande Claude is jailed in lieu of a $175,000 bond after the Grand Jury indicted him on the 2018 kidnapping and sexual battery of an 11-year-old child, and the 2019 rape of an adult woman. He lived in the same neighborhood as his most recent victim for the two years since the rape until his arrest this week.
Demande Claude (MNPD)
The Davidson County Grand Jury indicted Demande Claude on two separate indictments this week. The first, for one count of aggravated kidnapping, especially aggravated kidnapping, and aggravated sexual battery. This is for a 2018 incident during which he is alleged to have kidnapped an 11-year-old child, engaged in unlawful sexual contact with the child, and used the kidnapping in order to facilitate the sexual battery. The second indictment is from the 2019 rape of a Nashville woman that lives in the same neighborhood. That indictment alleges three counts of rape of the woman on the Saturday before Christmas.
Last of three escaped juveniles caught by Marshals Task Force Memphis-U.S. Marshal Tyreece Miller announces the arrest of the third of three male juveniles who had escaped from the Wilder Youth Development Center in Somerville, Tennessee. The captured 17-year-old juvenile was being held at that facility on charges of Aggravated Robbery. He escaped on June 23, 2021, along with the other two juveniles. The last juvenile was tracked to an apartment near the 3400 block of Metropolitan Lane in Memphis, Tennessee. Working with the Shelby County Sheriff’s Fugitive Apprehension Team, the U.S. Marshals Two Rivers Violent Fugitive Task Force located the juvenile and took him into custody without incident. On June 24, the first of the escaped juveniles was captured by the Task Force in Memphis. He was being held on four charges of Aggravated Robbery. On June 29, the second of the juveniles was arrested in Chattanooga, Tennessee, after being located there by the task force. He was being held on a charge of homicide. “We were requested to assist when these juveniles escaped, and in just shy of two weeks, all three were recaptured by the Task Force,” said Marshal Tyreece Miller. “Based upon their violent criminal histories, it’s good for the communities we serve and the people and families they victimized to have all three back in custody. I want to also thank the Fayette County Sheriff’s Office, Shelby Co. Sheriff’s Office, Tennessee Department of Children’s Service, and the Marshals Office in Chattanooga for their assistance.” The U.S. Marshals Two Rivers Violent Fugitive Task Force is a multi-agency task force in the Western District of Tennessee with offices in Memphis and Jackson. Its membership is composed of Deputy U.S. Marshals, Shelby County Sheriff’s Deputies, Memphis Police Officers, Fayette County Sheriff’s Deputies, Jackson Police Officers, and Special Agents with the Tennessee Department of Correction. The primary mission of the Task Force is to arrest violent offenders and sexual predators.
