Year II No.23

RABBIT HUNTING

Rabbit season in West Tennessee is off to a great start and it's hard to tell who or what is having the most fun. Hunters have been waiting all summer and dogs are finally able to get into the woods. If I had to guess I would say it is a toss up because if you've ever seen beagles running rabbits you would know that they are having just as much fun if not more than the hunters. When those beagles are taken out of the kennels they instinctively know they are going hunting and their enthusiasm is relentless with their tails wagging and a smile on their face. The hunters get excited knowing the dogs are excited and they both can't wait to get to the field. There is this unwritten agreement between the hounds and the hunters and they both agree to bring enjoyment into each others day. Dogs truly are mans' best friend and if you don't believe it try spending time in the Great Outdoors of West Tennessee with your dogs whether they are hunters are good family pets.

Husband charged in Friday shooting that killed wife, injured stepson

November 30, 2020 Julia Ewoldt - wbbjtv.com JACKSON, Tenn. — Atlas Pittman, Jr. is charged with first-degree murder and aggravated assault after a shooting Friday night at a home on Arlington Avenue. Court documents say Pittman is accused of fatally shooting his wife Latonia Hardin inside the home, while their children, stepchildren, and friends were at the home. Court documents say Pittman and Hardin were arguing. Pittman went outside to smoke a cigarette and came back in with a gun, shooting his stepson in the hand. In court, Jackson City Court Judge Blake Anderson says Pittman’s stepson told investigators he fell and saw Pittman shoot Hardin. “Atlas stood over Latonia after she fell on the kitchen floor, and Atlas continued to fire the pistol into Latonia several more times,” Judge Anderson read from court documents. Investigators say when officers arrived, they found Pittman in the front yard being held down by the children who were at the house. “Officer Compton observed some of the screaming, ‘He shot my momma!’” Judge Anderson read. Judge Anderson said in court that this isn’t the first time Pittman has been in trouble with the law. “It appears in 2017, we sentenced him to 180 days in jail,” Judge Anderson said. “That’s correct, and he may have served another sentence,” assistant district attorney Mike Mosier said. Pittman was denied bond.

HEALTH DEPARTMENT CONFIRMS 5,800 CASES OF COVID-19 IN MADISON COUNTY

J ACKSON, Tenn. – The Jackson-Madison County Regional Health Department received positive test results for 96 more cases of COVID-19. We now have 5,800 confirmed cases of COVID-19 in Madison County. The newest confirmed cases range from ages 6 months to 78. Epidemiology staff are reaching out to these individuals and people who had close contact with these cases. Twenty-six Madison County residents are currently hospitalized. Five of those patients are on a ventilator.

CSE News 12-03-2020 pages.indd 8

GENERAL INTRODUCTION: Covid-19 is a very serious disease, especially if you are elderly or have a chronic medical condition. It is precisely because it is so serious that we all need to come together and take a new look at what we can do to combat it. By their own admission, local government and the health department realize that we are making little progress. Of necessity we were forced to fly by the seat of our pants for the first weeks and months of this pandemic because so little was known about the virus, but now we have a much better understanding and some actual scientific data on which to base our strategies. Covid-19 rapidly devolved into a political issue instead of a medical one and people have taken sides based on little more than emotions, political affiliation, and who is making the suggestions. It’s difficult for politicians to entertain other ideas when they have been preaching that their way is the best way for so long, but this is the natural evolution of events in medicine. Medicine doesn’t approach many diseases the same way it did when I was a resident. In fact, one of the first things I remember about med school was being told that “half of what we are teaching you is wrong. The only problem is, we don’t know which half.” We are only now beginning to get an idea of what works against Covid-19 and what doesn’t. We all have the same goal, to rid ourselves of this menace as quickly as possible. Can we lay down the political swords and all come to the table and see where the evidence leads us? MASKS: The hot topic is masks and the wearing of masks is probably one of the most polarizing issues. Whether one wears a mask or not seems to make more of a political statement than a medical one. There have been 9 anecdotal reports concerning masks – none of which are conclusive or have been subjected to peer review. There is however one peer-reviewed controlled study specifically dealing with mask usage during Covid-19. It comes from Denmark – the Danmask-19 study – in which 3000 people were recruited to take part. 1500 were given 50 surgical masks, instructed to wear them all the time, and change them every 8 hours. The other 1500 did not wear masks. At the end of the study, 1.8% of the mask-wearers and 2.1% of the non-mask-

wearers contracted the disease, a statistically insignificant difference. Before you conclude that .3% difference is important, let me remind you that if you toss a coin 100 times, it is very unlikely that you will get a 50-50 split each time, yet no one would dispute that the odds remain 50-50, even if most of your tosses resulted in 48-52 one way or the other. It is the same with medical data. Additionally, when the researchers controlled for proper mask usage, which resulted in 46% of the mask-wearers doing exactly as told, the infection rate actually rose to 2.0%, again statistically insignificant. Why is this important? Since this study shows that masks are ineffective in slowing transmission of the disease in the general population, those at high risk may be lulled

into a false sense of compulsory in hossecurity and think that pitals and for all who even though they are are directly exposed to 85 years old with heart infection. It should be disease and COPD, if made compulsory for they just wear a mask, barbers, dentists, etc. they will be protected. Chris Todd: Tennessee doctors, patients are right to be concerned about privacy

As we approach the cold weather months, we will need to make smart choices and utilize every tool at our disposal to curb the spread of Covid-19. Contact tracing is one effective tool in that effort, but it does not come without concerns. Recently, the Tennessee Department of Health (TDOH) released new Covid testing and reporting guidelines for medical providers. For negative Covid tests, the department now requires providers to report back each patient’s name, gender, race, city, and requests other personally identifying information. I understand why some of that data is relevant for positive Covid-19 results and for purposes of contact tracing. There’s no doubt it can be useful information when it comes to stopping the spread of the virus. Most of us accept this temporary intrusion because we know it can save lives. But why would the TDOH need or want personally identifying information about people who test NEGATIVE for Covid? That was the question I posed to Dr. Lisa Piercey, Tennessee’s Commissioner of Health, after I was contacted in October by constituents and medical professionals in my district who were dismayed by these new guidelines. When it comes to patient privacy, the list of laws and regulations medical professionals must follow is exhaustive. Most are familiar with the Health Insurance Portability and Accountability Act (HIPAA), a 1996 federal law that protects patients’ privacy. A violation of these laws can result in civil and criminal penalties as well as fines. The medical professionals who contacted me expressed serious concerns about violating these laws, but also their patients’ trust as well as their moral and ethical obligation to those in their care. The commissioner explained that my inquiry exposed a mistake on the form Tennessee providers use and promised to correct it in a timely manner. The commissioner shared with me that the state wasn’t requiring the information, but rather the U.S. Department of Health and Human Services requested the personally identifying data. Why would a state or federal agency need this data? They can easily count a negative test result for statistical analysis without personally identifying patients. Days later, the TDOH changed course and decided to move forward with collecting personal information about Tennesseans no matter their Covid result. I was given nonsensical explanations when I questioned why. To put it bluntly, the TDOH’s attitude was, “We need it because we need it.” REALLY? When I raised my constituents’ concerns with Gov. Bill Lee’s office, the response amounted to a shoulder shrug and regurgitation of TDOH’s words. Consumers and medical professionals are right to be alarmed. This is bureaucracy run amok. This unnecessary overreach by the TDOH and the U.S. Department of Health and Human Services could have profound repercussions for patients, health plans, providers, and others. This invasion of privacy will no doubt become a deterrent for getting a Covid test for some. Protections like HIPAA were adopted for this very reason. The disclosure of private personal medical conditions or treatments can be devastating for patients, resulting in dire consequences ranging from embarrassment, harassment, and loss of employment. It diminishes patient trust and willingness to seek health care services. Instead of encroaching on our liberties, the federal government should focus on giving patients more control over their health care spending, expanding health care tax credits, and maximizing efficiencies. Contact tracing and collecting relevant data to fight Covid-19 or any other communicable disease most certainly has value, but we must make sure we aren’t disregarding personal liberties and the right to privacy. What happens to this sensitive information when the threat of the pandemic fades? I will be exploring avenues to address this issue legislatively when the General Assembly convenes on Jan. 12. We cannot allow any government to grant itself broad rights to collect and store unauthorized information about its citizens. Our government is wrong to put our medical professionals who are working the front lines of this pandemic in a position to violate their patients’ trust, and Tennesseans should never have to choose between their health and their privacy. Chris Todd is a small business owner from Jackson. He represents House District 73 in the Tennessee General Assembly, which includes most of Madison County. He currently serves as vice-chair of the House Agriculture & Natural Resources Committee. He is a member of the House State Government Committee, and both the House Agriculture & Natural Resources and House Corrections Subcommittees.

READER WRITES. . .

Dear Editor: Greetings, I am writing in regards to the impact of ACEs (adverse childhood experiences) has on children. Childhood Trauma is a result of long term risk factors such as: Liver Disease, Depression, COPD, Teen Pregnancy, Headaches, Heart Disease, and Suicide. Children that are being physically and mentally abused or dealing with household dysfunctions such as; alcoholism, domestic violence, drug abuse, mental illness and etc. When you introduce children into positive environments it helps build a solid foundation that leads into a successful adulthood. Nevertheless a child dealing with Aces has an adverse reaction and the development of the brain is affected. The effects of those adverse childhood experiences, causes them to have a different perspective of the world around them. This negative aura raises those risk factors as a child reaches their teenage and adult years. Why is it important that our community is aware and understand those risk factors that are associated with Aces? Right now the world is dealing with chain reactions of Covid-19. Your next question is how does this correlate? We are dealing with school closures, job loss, social isolation, homeschooling, income decrease and the list goes on the more the number of individuals are being infected increases. Since the pandemic an increase in suicide and overdose has increased because of the triggers of being caused by isolation, jobless and etc. In order to help curve the negative impact that Aces has on communities we must sponsor community centers such as Teen City-Jackson. Teen City-Jackson offers trauma informed counseling with the understanding that childhood trauma is more common than our community realizes. Centers and programs such as this will help children build resilience. This will help children do well despite hardships pertaining to Aces. Resilience is very important as we learn to adapt to the social isolations that we are dealing with today. Tackling those toxic stressors with positive reinforcement helps with childhood trauma. Our community members should come together and start attending city meeting and voicing their concerns and needs to elected officials about funding programs for children and teenagers so that they are able to have an positive outlet or positive remodels to communicate with about daily obstacles. “Today’s Children are tomorrow’s citizens let them walk in good way.” – Praveen O’range Sincerely, Sade Stitt P.S. Just the facts By Q. Jerome Martin

In the 1500’s baths consisted of a big tub filled with hot water. The man of the house had the privilege of the nice clean water, then all the other sons and men, then the women and finally the children. Last of all the babies. By then the water was so dirty you could actually lose someone in it.. Hence the saying, “Don’t throw the baby out with the Bath water!”

BROOKS PASSES STATE MASK MANDATE RESOLUTION

During this month’s Jackson City Council meeting, Councilman Ernest Brooks II, District Three, passed his resolution requesting Tennessee Governor Bill Lee (R) to issue a statewide mask mandate with seven yes votes and one abstention. The Governor has opposed a mask mandate for many months. The COVID-19 pandemic is reaching epic proportions with more than 13.5 million cases and 268,045 deaths nationally. The virus has been spreading quickly, and November set records 20 times for the number of coronavirus hospitalizations, the most recent Monday with 96, 039. In Tennessee, one of only fourteen states without a mask mandate, 7,795 cases were reported yesterday bringing the total to 374, 493 and 48 deaths for a total of 4,602 statewide. Unfortunately, we know that the pandemic affects the black and brown communities at a much higher rate than others. Tuesday in Madison County, there were 498 total cases and 93 hospitalizations. During the course of the pandemic, over 100 citizens have died from COVID. The Madison County Health Department reported that the positivity rate was almost 16%. “I would like to thank Mayor Conger and Mayor Harris for having the courage, in the face of mounting opposition, to support a mask-mandate in Madison County. However, it does no good, if Haywood or Lauderdale or Crockett Counties don’t have one. We know the virus does not see county boundaries and many people come from out of county to the “Hub City” to work, recreate and go to school”, said Brooks. According to Councilman Brooks, “I want to thank the Council for supporting this resolution and asking the Governor to put people over partisan politics”.

A WHITE PAPER - Cont’d from page 8

contagious, and spread in much the same way as Covid-19. At the beginning of this pandemic we were grabbing at straws and trying everything to see what might work. Voluntary masks should be encouraged. However let’s be careful not to lull the most vulnerable in our society into a false sense of security and make them feel that they are justified and protected in taking undue risks. SOCIAL DISTANCING: Everyone agrees that no one should cough or sneeze on one’s neighbor but we also need to realize that there is nothing sacrosanct about the 6-foot rule. It is an arbitrary designation. Common sense should rule the day. HAND SANITIZERS: This is probably the most under-stressed yet most important ways to fight this virus. If we all carried a small bottle of hand sanitizer around with us and used it frequently, it would greatly cut down on the transmission. Experts now agree that in all likelihood, the most important mode of transmission is direct contact from surfaces and the subsequent touching of one’s mouth, nose, eyes, etc. CONTACT TRACING: Contact tracing sounds good in theory but in practice it rarely works. The medical journal Lancet states that it is effective only if “less than 1% of transmissions occur before the onset of symptoms.” In other words, if there is a 1% incidence of Covid-19 transmission occurring before the onset of symptoms, then contact tracing becomes ineffective. By the time these people are diagnosed and asked for contacts, those contacts are already infecting others. Additionally, according to scientists at Oxford University, “the coronavirus spreads by too many mechanisms to be contained by named contact tracing.” There are practical difficulties too. The National Governors Association estimates it would take $3.6 billion to hire 100,000 contact tracers. If these were even distributed evenly throughout the nation, Tennessee would receive 2000 and based on population, Madison County would receive approximately 28. Oxford researchers also go on to say that the average contacts of each diagnosed case total 36, that means contacting 36 individuals for every person diagnosed. On one particular day in late November, the number of new positive tests in Madison County totaled 63. That means, if local contact tracing were to be done successfully, it would require 2331 separate interactions for that day alone. Additionally, the CDC considers contacts to be people you come in contact with in public transportation, in a shelter or prison, a school, at work, at a social event, at church, or in any healthcare facility including a clinic or a hospital. There are better, more effective ways to use this money and these personnel that will be discussed at the end of this paper. RISK: Persons 85 years of age and older are at highest risk of death from COVID-19. 80% of deaths occur in persons 65 years and older. The typical patient who succumbs to the virus also has an average of 2.6 co-morbidities (other health problems that render them more susceptible). That means that they are obese (the number one factor), have heart disease, cancer, diabetes, lung disease, or other chronic problems, not only to Covid-19, but to a host of other acute illnesses. The survival rates for Covid-19 by age according to the CDC are: 0-19: 99.97% 20-49: 99.98% 50-69 99.5% 70+ 94.96% Covid-19 is more serious than annual flu. The IFR (infection fatality rate) according to the CDC for flu is 0.1%; for Covid-19 it is estimated to be about 1.5%. This however is known to vary with the number of asymptomatic carriers and the actual number of people tested. South Korea, who underwent a massive public testing campaign, has an IFR of 0.6%. 80% or more who test positive have no symptoms or only mild symptoms resembling a cold. It is widely believed that many people are asymptomatic and are never tested and therefore aren’t counted. VACCINE: Two companies are racing to get vaccines on the market: Pfizer and Moderna. Both are mRNA vaccine and both are similar, but there are important differences. The Pfizer vaccine must be maintained at minus 92 degrees Fahrenheit from manufacture to delivery; the Moderna only requires minus 20 degrees storage. Each claims an efficacy (success rate) of between 90 and 94.5%. This is surprising since the mumps vaccine that has been around since 1948 still only achieves 78% after one injection and 88% after two. Unlike DNA and protein vaccines which are the norm, this is the first mRNA vaccine ever approved for human use. More at wnws.com 12-03-20 CSENEWS P.16
