The y a cht clubs o f the country h a ve made racing a larg e p a rt of the ir a c tivities and the re are several inter-club asso c iations d evote d t o the advance ment of this branch of y ac hting , but the re n e v er h as been in this country a n orga nization c o mparable, for example, to the R oyal C ruising Club, which, in the last forty yea r s, h as d o n e s o muc h toward making cruising a nationa l institution in Great Britain. And so the Cruising Club o f America was launche d and it was but nalural that its founders, familiar as they were with the work of the Royal Cruising Club, should have moulded it somewhat along the lines of the older organization.

CONSTITUTION Adopted November 19, 1924. Amended to January 20, 1938.

I. NAME. The name of this organization shall be "The Cruising Club of America, Inc." II. OBJECT. The objects of this Club arc to promote cruising by amateurs, to encourage the development of suitable types of cruising craft, to stimulate interest in seamanship, navigation and handling of small vessels, to gather and keep on file all information which may be of assistant•! to members in cruising. Ill. OFFICERS. The Officers of the Club shall be the Commodore, the Vice Commodore, the Rear Commodores, the Secretary-Treas urer, the Historian, and ten Governors who shall be nominated and elected as is prescribed in Articles XI, XIII, and XIV; and they , together with the Chairman of the Membership Committee, shall constitute the Governing Board of the Club. The offices of Commodore and Vice-Commodore shall be filled by members who are yacht owners. IV. DUTIES OF OFFICERS The Commodore shall be the general executive officer and shall preside at all meetings of the Club and the Governing Board. He may appoint a Fleet Captain who shall perform such duties as the Commodore shall designate and hold office at his pleasure. The Vice-Commodore shall assist the Commodore in the discharge of his duties and in his absence act in his atead. The Rear-Commodores shall command their stations and perform such other duties as may be assigned to them by their superior officers or the Governing Board. The Secretary-Treasurer shall perform the duties pertaining to his office.


7 The Historian s hall each year write a Log of the Club's activities during the past year and present it to the Club at the Annual Meeting. _The Governing Board s hall genera lly administer the a ffair~ o f the Club and shall have the powers of Directors.

V. MEMBERSHIP: ELECTION: RESIGNATIONS A person eligible for membership in the Club must be a sailor and a gentleman of acceptable character and personali ty who has demonst rated his ability to handle or command and navigate or pilot a yacht or small vessel at sea and who has had sufficie nt crui sing experience. Nominations for member ship in the Club shall be made upon the proposal of a memb er and seconded by two other members, none of whom shall be members of the Governing B oard or the M ember ship Committee. Applications, prop osals and secondings shall be on forms and pursuant to instructio ns or r egulations approved by the Governing Board. When an application iu complete form shall be received, the Secretary-Treasurer shall send to all members of the Club the names of the applicant, proposer, seconders. and any other informa tion directed by the Governing Board. N ?t less than thirty days thereafter, the Membe~ship C_om• m1ttee may act upon such application and report its _findmgs and recommendations to the Governing Board, which may then e lect or r eject the applicant. Favorable recommendations by the Membership Committee shall not exceed in any calendar year a number to be prescribed from time to tim e by the Governing Board. Applications rej ect ed by the Gove rning Board shall be excluded from such annual number o r quota. The Membership Committee may act upon applications without rega rd to seniority of rece ipt. All resig natio ns must be in ·vriting and sha ll t a ke e ffect upon receipt by the Club; provided, h owever, that a resignation may be withdrawn upon the co nsent of the Governing Board and upon s uch terms and conditions as it may prescribe; and furth er provided, that no m ember who is indebted to the Club or who is under notice pursuant to Article XVIII shall have the right to res ign except by specific permission of the Governing Board.

VI. CLASSES OF MEMBERSHIP There shall be three classes of mem.bers hip, r e gular, liie and honorary. A member may become a life m e mb e r by payment of the prescribed fee and thereafter is exempt e d from yearly dues. Honorary members shall pay no dues or initiation fee, and shall have no vote nor hold any office except that of Historian, but otherwise s hall enjoy all the privileges of r egular members. VII. INITIATION FEE The initiation fee shall be t en dollars. The li fe m embership fee shall be two hundred dollars. Application for Ii fe membership -.may be made only after five successive years of membership in the Club. VIII. DUES: ARREARS Regular members shall pay ten dollars yearly dues on election and thereafter on January first of each y ear. Members whose dues are unpaid by February first shall be notified by the Secretary-Treasurer and if such dues are still unpaid by March first, such members may be suspended or dropped from the roll by the Governing Board, but may be reinstated at its discretion and upon the payment of all arrears. IX. MEETINGS The Annual Meeting shall be held in January of each year. The Fall Meeting shall be held in October or N ovember of each year on a date to be determined by the Governing Board. Special Meetings of the Club may be called by the Governing Board and shall be called on the writte n request of fifteen members. The Governing Board shall meet as often as it may deem necessary, or at the call of the Commodore. X. QUORUM. Twenty-five members present in person or by proxy shall constitute a quorum at any meeting of the Club. Five members shall constitute a quorum at any meeting of the Governing Board.

XI. NOMINATING COMMITTEE: NOMINATION OF OFFICERS At th e Annua l Meeting of the Club there shall be elected a Nominating Committee of five members of the Club, who shall be neither Officers nor Governors of the Club. This Committee shall nominate candidates for Commodore, ViceCommodo r ~. The Secretary-Treasurer shall send notice thereof to. all members not less than five days before the Annual Meeting. XII. Vacancies in any office (except R ear-Commodore) or in the Governing Board shall be filled by the Governing Board. Those so appointed shall hold office until the next Annual Meeting or until the election of their successors. XIII. COMMITTEES . The Governing Board shall appoint a MembershiJ? Co~m1ttee of five members to serve for one year or until th~ir ~uccessors are appointed. This Committee shall appoi~t its own chairman. The proceedings of the Membership Committee shall be confidential. The Governing Board may appoint and remove such other committees as it may d eem necessary. The Com· modore, or in his absence the Vice-Commodore, shall be ex-officio a member of all committees, except the Nom· inating Committee.


10 XIV. STATIONS: REAR-COMMODORES. POST-CAPTAINS The chief station of the Club shall be in New Yo r k City, but wherever four or more members reside in any other locality, they may, with the approval of the Go, '!rning Board, found a station. The Secretary-Treasurer shall notify the members of the Club of the establishment of a new station. Stations established outside of New York City composed of twenty-four or more members shall be under the command of a Rear-Commodore to be elected by the membera of such station. If the station is composed of less than twenty-four members, such station may be commanded by a Post-Captain, to be elected by the members of such station. The Rear-Commodore or .l:'ost-Captain commanding a station outside of New York City may appoint and remove such committees as the station members may approve.

XV. FLAGS The Club Burgee shall be triangular in shape, in the usual proportions, with a white field and a waved blue stripe 20% of the hoist in width running through the center from hoist to point. The Commodores Flag shall be rectangular in shape with a blue field, in the usual proportions, in the center o f which shall be a white fou led anchor -encircled by 13 white five pointed stars. Running horizontally through the center shall be a waved white stripe 20% of the hoist in width. The Vice Commodores Flag shall be similar to the Commodores Flag, except that the field shall be red. The Rear Commodores Flag shall be similar to the Vice Commodores Flag, except that the field shall be white and the fouled anchor, the 13 stars, and the wave shall be blue. The Post Captains Flag shall be similar to the Rear Commodores Flag, except that the 13 stars shall be omitted. The Fleet Captains Flag shall be similar to the Post Captains Flag except that the fouled anchor shall be omitted. The Transoceanic Pennant of the Cruising Club of America shall be a pennant of a length approximately 20% of the overall length of the yacht entitled to fly it, and onetwelfth of its length on the -h oist. It shall have a white field, with a waved blue stripe 20% of the hoist in width, running

Upon the approval of the Committee on Awards of the Club it may be flown at rendezvous of the Club Fleet, and on other appropriate occasions, o nly by yachts enrolled in the Club Fleet wh ich have crossed the Atlantic or P acific O cean un<ler sail. SEAL The seal of th e Club shall be its Burgee surrounded by a double circ.ilar rope border within which shall be inscribed "The Cruising Club of America, Inc." abov1: ; and l:elow shall he inscribed "1922", the date of the toundmg of the C!ub.

XVII. EXPENDITURES No expenditures of funds nor contracts binding the C!ub shall be made except by authorization of the Governmg Board.

DISCIPLINE E very m ember on joining the Club thereby undertakes to comply wi th thi s Co ns titution and the By-Laws; and any refusal or neglect t o do so, or any conduct unwo rthy of a gentleman or sailor or inimical to the welfare of the Club, shall render a m ember liable to suspension or expulsion by a three-fourths vote of the membe rs of the Governing Board present at a meeting duly called. Notice of such proposed action with the reasons there• for, ~ms t be sent to the accused m;mber by register e~ mail to his last known address at least thirty days prior to such meeting; and he shall have the right to be present at ,uch me eting with counsel.

XIX. AMENDMENTS This constitution cannot be suspended under any cir• cumstances, but may be amended by a two-thirds vote at the Annual or Fall Meeting. Proposed amendments must be in writing signed by five members and sent to the Secretary-Treasurer in time to be included in the notice of the meeting.

BY-LAWS Adopted November 19, 1924 Amended to January 8, 1931

I. ORDER OF BUSINESS The order of business at all Club meetings shall be as follows: Roll Call. Minutes of previous meeting. Reports of officers. Reports of committees. Unfinished business. Elections. New business. In case of dispute as to order or debate, Cushing's Manual shall govern. II. NOTICES Notice of the Annual and the Fall Meeting shall be sent to each member at least twenty days previous thereto. The notice for the Annual Meeting must contain the report of the Nominating Committee. Notices of special meetings shall be sent to each member at least fifteen days previous thereto, and shall state in detail the subjects t o be brought up for action and no other matters may be considered at such meetings. III. APPEAL A member shall have the right of appeal to the Club from a decision of the Governing Board, which may be overruled at the next regular meeting by a two-thirds vote of those present in person or by proxy. Notice of such appeal must be stated fully in the call for the meeting. IV. VOTING None but members shall be allowed in the meeting room during a meeting of the Club. Every member present when a motion is under consideration shall vote thereon unless excused by the presiding officer. Proxies must be in writing, signed, witnessed and filed with the Secretary-Treasurer five days in advance of the meeting. V. AMENDMENTS These By-Laws cannot be suspended under any circumstances but may be amended by a two-thirds vote at the Annual or Fall Meeting. Proposed amendments must be in writing signed by five members and sent to the Secretary-Treasurer in time to be included in the notice of the meeting.

THE BLUE WATER MEDAL

Feeling that there were many noteworthy voyag es made in 1mall boats, and frequent examples or meritorious seaman• • ahip displayed by amateur sailors of all nationalities that went unrecognized, it eeemed to the members of the Cruising Club of America that thia organization was the fitting one to properly record and reward auch adventure upon the eea. Therefore, at the annual meeting on February 2 7, I 9 2 3, the following resolution waa paaeed, founding a medal that, it was hoped, might prove an incentive for carrying on the 1pirit of adventure and upholding the beat traditions of seafaring that are our heritage from the past. "Moved and seconded that the Club found, out of funds to be sought for the purpose, a medal to be known as The Blue Water Medal of the Cruis ing Club of America, to be awarded annually, in th e diecretion of the Board of Governors, for the year's moat meritorious example of seamans hip, the recipient to be selected from among the amat:ura of all the nation,." In pursuance of this resolution a suitable medal, five inch e s in diameter, was made, the design being by the late Arthur Sturgis Hildebrand, a member of thia club and one of the crew of the yacht Leiv Eirikaaon, lost in the Arctic with all hands in September 1924. At the Annual Meeting held January 8, 193 I, the following resolution was unanimously carried: RESOLVED: That the Governing Board be and hereby ia authorized to approve of the awarding of the Blue Water Medal, without date, on the recommendation of the Com• mittee on Awarda.

CRUISING CLUB OF AMERICA, 1939 W. P. STEPHENS, Historian The 18th annual meeting on Jnnunry 26th brought into office Commodore John Bright Lord, motor sailer "Seal.. ; Vice Commodore Thorvald S. Ross, nuxilinry ketch "Limmershin"; Rear Commodore Donald S. Stnrr, nuxilinry yawl "Milky Way". The speaker of the evening wns Roger S. Strout, to whom a special Blue Water mednl ,,·ns awarded for his cruises in the ketch "'lgdrasil'', which he described with the aid of moving pictures. The February 16th meeting, nt the \Villiams Club, the speaker was Ernest Ratsey who, with three of his sailmakers to help, gave practical illustrations of the work of sewing, splicing, and other operations connected with snilmaking. There was no set program for the March 16th meeting, .but the proposed cruise was outlined by Fleet Captain de onta!ne; the balance of the evening being devoted to informal discussion,

On April I 3th. at the City Island Yacht Club, He~ry B. Nevins, with members of his staff, was present to explam the subject of modern yacht construction. Saturday, May 6th, the Club met for dinner at the Larchmont Yacht Club. The Spring rendezvous brought out a fleet of 53 yachts at Price's Bend on May 27th; sailing to Port Jefferson the follc_:,~ing day, to Oyster Bay on Monday, and disbanding at David 9 Island on the evening of Decoration Day. The Cruise Committee, under the direction of Fleet Captain de Fontaine, arranged a very elastic schedule covering a run of some 3 50 miles within the limits of a two-weeks vacation; fortunately allowing for the eccentricities of the weather in a season marked by the prevalence of easterly winds, both very light and very heavy. The cruise got off to a good start from Block Island, where two very pleasant days were spent. The Aeet set sail on Saturday morning for the Canal, experiencing easterly and northeasterly breezes of fair strength. There not being a rendezvous this night, the yachts anchored at various points on the west side of the Canal. The following day, Sunday, being stormy with a strong northeasterly breeze, part of the fleet elected to remain at anchor. About nine yachts went through the Canal to anchor at Hingham on Sunday evening after 8 rough passage up the coast. Those that remained behind, in

Late in the afternoon the "SEAL", "BLUE FIS};!-", "RANGER", "FREYA", "OLD G LORY", "BELISARl~S and others, - and The Onset Bus, came to h and in Hingham where, at the Yacht C lub, the Vice-Commodore had brewed a modest ch owder. Some loyal Boston boats helped the Commodore and his Aagship in restoring the spirits of the saltweary v?yagers who h ad h ad tough going from the Canal, ~ind Harry P,~geon excelled among the entertaine rs. Next morning, the combined Aeets sailed into a ten-day fog bank. The Farewell Dinner a t the Camden Yacht Club on the 30th was the break-up of a joint cruise which will be r epeated with better weather in years to come. Quoting fr om the October Number of "New England YACHTSMAN", - "It's our guess that the next time the C.C.A. will schedule a month and range as far East as the Border, - and beyond.

Th e en tra n ce to Branford River is not as bad as it looks on Chart No. 2 I 7. From a position about 200 y ards easterly from Cow and Calf Gas and B ell Buoy, steer NE¼N Mag. f~r lhe Big Mermaid, dis tant 1 ¼ miles. This course leads midway betwee n Blyn Rock on the Starboard ha nd (bu~yed, awa~h at h igh water) and Johnson Point ( with large residence on 1t) on the Port hand. Course brings Bird Rock Nun Buoy No. 2 some 200 yards on Sta rboard hand, Pass between the Big M e rmaid ( single large rock) and Little Mermaid (s e veral smaller rocks, low and broken) , keep· in g close to the Big M ermaid, which is marked by a s mall Ras hing green lig ht priva t ely maintained in s ummer; keeping Big Mermaid to port. There is 8 lf.i' of w ater and no danger b e tween the t wo. Thenc e steer E.N .E. magnetic along dredged channel, heading about 100 feet South of pier with small white building on it, m arked by flashin g red light privat ely maintained in summer. This channel was dred ged (1938) to 8½' at low w ater. Enter river and tic to pier, or a nchor in channel between the lines of boats, and ask Al. Johns on about u sing vacant stakes.


190 With Southerly or Westerly winds or with power, it ia feas• ible to proceed aa far as Branford Point Pier at night by the aid of the lights mentioned above; the courses being approximately as by day. Sailing directions at night are as follows:-¼ mile after passing Cow and Calf Buoy red flashing light clos e aboard t o port, heading about NE, swing a few degrees to the left until this red light is brought in range with the flashing white light of Townshend Ledge Buoy. Hold on, thls stern range ¾. mile until Johnson Point is abeam and you pick up the very small green flashing light on Big Mermaid right ahead; then steer for this green flash until it is close aboard, and Little Mermaid is to starboard. Then head ENE mag. for the red flashin~ light on Branford Point Pier. Do not attempt to proceed beyond this Pier at night without local knowledge.

EAU GALLI.E STATION Florida Poat-Captain Stephen D. Baker Eau Callie, Florida. Established February 9, I 939, with four members, this Station offers a port of call for members in southern w ater s. Ample dock •~ace ~nd anchorage. Water, gas, boat s upplies, ice and groceries. First class hotel faciliti es adjacent.

SAILING DIRECTIONS Passing south through the Eau Callie bridge (chart #845) steer S.S.E. for 7 /IO miles till abeam first light beacon. Thence a W x N course for 3 / 5 miles (leaving beacon close to port and black fin ger markers on same hand) leads to entrance of Elbow Creek-a landlocked harbor. Lighthouse with fla shin g red light on slatted white tower to starboard on point and black finger markers ( off low island) to port keep in center o f fairway for about 500 yards until abreast of the docks. Anchorage about 300 ft. by 650 ft. and 8 ft. depth. On north shore is Eau Callie Cruis ing Club Station sign on white building. Dock Master will assign berth at docks. Ways in this yacht basin can haul vessels up to 6 ft. draft and 75 ft. long.

Th e Essex Station of the Cruising Club of America was form ed in the sp ring of 1940, and is located et EHcx, Connecticut, on the Connecticut River, about six miles from Saybrook Light, with hea dquarters at the Essex Yacht Club. At presen t, the S tation is composed of approximately 20 members of the Club. There is an excellent anchorage for yachts up to I 2 feet draft off the E ssex Yacht Club, the moat southerly waterfront building and dock of the town. Moorings may almost always be arran ged for by applying to Harbor Master Dyke Wetmore, w hose office adjoins the Essex Yacht Club property. There is excellent docka ge, both in front of the Club, end to the northward, where a ll supplies - fuel , water, ice, food, marine hardware, etc. - are conveniently available. Three y a cht yards are located in Essex, capable of full service to all t ypes of yachts. Yachts may be left at Essex from week end to week end, and supervision and care arranged for. Many yachtsmen are taking advantage of the Essex anchorage as e point o f d eparture for many and varied cruising grounds easily r each e d in a short time - Long Island Sound, Block Island Sound, Gardine r's Bay, Peconic Bey, Fis her's Island Sound, etc. The quaint and picturesque town of Essex has many attractions w hi c h must be seen to be appreciated. A modern motion picture theatre, and summer stock thea tre, are nearby. Attractive tavern s and inns serve excellent meals at moderate prices. Ship's larders may be replenished in any of several up-to-date stores. Yac hts g oing to Essex should not fail to visit attractive and !andloc k e d Hamburg Cove, about a mile above the town. There 1s beautiful scenery, absolute quiet, a nd perfect protection in all weather. E ssex m a y be reached by motor car in three hours by u sing Merritt Parkway to Stratford, Route I to New Haven, Route 80 and I 44 to Essex. Air-conditioned trains from Boston and N ew York to Saybrook Junction, and I 0-minute taxi ride put Essex within commuting distance of our large Eastern cities. Mail may be sent in care of the Essex Yacht Club, where a steward will welcome visitors. Telephone and shower baths are available at the Club. Launch service goes into action upon blowing of the usual three toots on the ship's horn. The Essex Yacht Club and the Town of Essex extends a cordial welcome to all visiting yachtsmen.

GENERAL EucIBIUTY OF YACHTS-To be eligible, yachts must be of thoroughly seaworthy type, strongly built and riggcd 1 properly ballasted, and with enclosed cabins and watertight cockpits. The eligibility of a yacht to enter any cruising r ace shall be determined by the Race Committee of the Cruising Club or other organization sponsoring sucn race. LEN GTH AT 4o/o \VATER LINE-The length of a water line in a plane 4 per cent of the L.vV.L. above the L. vV.L., corrected for jogs, notches or hollo ws in the profile, as follows: The points of intersection of this plane and the profile must extend beyond the L.\V.L. endinf!S. Any local concave jog or notch (curved or angular) at ~e pl~oe of measurement at either end shall be bridged by a straight lt_ne and the 4 per cent length take~ to the intersection of such lines with the establi shed 4 per cent W.L. plane. Except that :1 concave bow profile, producing what is commonly known as a chPPC!' bow, shall be permitted without bridging, provided ~hat all the hoes of such bow clearly indicate that it is a true chpper bow, and not hollowed in profile for the purpose of unfairly reducing the 4 per cent length measurement. L.O.A.-Length over all shall be the length from the afterm9st part of the counter or taffrail to the intersection of the forwar~ side o~ the stem and the top of the covering board, or the extension of either, or both, if necessary. LW.L.-Load \1/ater Line Length shall be the length of the load water line determined by subtracting from the overall length the forward and after overhangs. When L.~.L. is measured, ~II ballast and movable gear which is to be carried below the cabm floor while racing shall be so placed, and any ballast or movable gear not so placed at the time of measurement may not be carried below the floor boards during any race, nor may any i11side ballast or movable gear stored below the floor boards at the time of measurement, be carried other than in its location at the time of measurement. Yachts must be in normal trim at the time of measurement. i.e., the L.W.L. at time of measurement must be closely parallel to the L.W.L. in normal racing trimno crew being aboard. It is not necessary that food, ice, water and other cnc1ising stores be aboard at the time of measurement. "B"-For the purpose of this Rule, a yacht's beam shall be the average of her beams at the load water line and the 4 per cent

water line, taken at the point of maximum beam at the load water line. A yacht's base beam shall be .187 L plus 3.2 below which limit a penalty shall be assessed, and above which a credit shall be given as follows: (a) If a yacht's beam, as defined, is less than the base beam, multiply the difference by 1.5 and insert in the formula as a plus quantity. (b) If a yacht's beam, as defined, exceeds the base beam, but is less than 21 L plus 3.8, multiply the excess by 1.4 and insert in the formula as a minus quantity. {c) If a yacht's beam, as defined, exceeds .21 L plus 3.8, add this excess to 1.4 times the difference between .21 L plus 3.8 and the base beam and insert in the formula as a minus quantity. "D"-The base draft of a keel yacht shall be .147 L plus 1.5 fee_t an~ ~ yacht with a centerboard .113 L plus 1.15 feet, above which hm1ts penalties shall be assessed and below which credits shall be given as follows : (a) If a yacht's draft exceeds the base draft, the difference shall be multiplied by .85 and inserted in the formula as a plus quantitv.
