THE CRUISING CLUB OF AMERICA

The Cruising Club of America was launched in the winter o f 19 2 1-22 by a group of yachtsmen interested in cruising and the development of the cruisin g type of yacht. It was felt that this branch of the sport n ever had a tta ined the position it deserves in a country s o rich in sea-going tradition and whose n a tura l a dva ntages are so peculiarly favorable to cruising, possibly because of the fact that there n ever h as b een any concerted action by cruising enthusiasts. The y acht clubs of the country have made racini a large part of the ir activities and there are several inter-club associa tions devoted to the advancement of this branch of yachting, but there never has been in this country a n organization comparable, for example, to the Royal Cruising Club, which, in the last forty years, has done so much toward making cruising a n ationa l institution in Great Britain. And so the Cruisin g Club of America was launched and it was but natural that its founders, familiar as they were with the work of the Royal Cruising Club, should have moulded it somewhat along the lines of the older organization.

CONSTITUTION Adopted November 19, 1924. Amended to Ja nuary 14, 1942.

I. NAME. The name of this organization shall be "The Cruising Club of America, Inc." II. OBJECT. The objects of this Club arc to promote cruis ing by amateurs, to encourage the development o f suitable typ e_s of cruising craft, to stimulate interest in seamanship, navigation and handling of small vessels, to gather and keep on file all information which may be of assis tance to m embers in cruising. III. OFFICERS. The Officers of the Club sha ll be the Commodo re, the V ice Commodore, the Rear Commodores, the Secretary-Treasurer, the Historian, and ten Governors who shall be nomina ted a nd elected as is prescribed in Articles XI, XIII, and XIV; a nd they, together with the Chairman of the Membership Committee, shall constitute the Governing Board of the Club. The offices of Commodore and Vice-Commodore shall be filled by memb ers who are yacht owners. IV. DUTIES OF OFFICERS The Commodore shall be the general executive officer and shall preside at all meetings of the Club and the Governing Board. He may appoint a Fleet Captain w ho shall perform such duties as the Commodore shall designat e and hold office at his pleasure. The Vice-Commodore shall assis t the Commodore in the discharge of his duties and in his absence act in his stead. The Rear-Commodores shall command their stations and perform such other duties as may be ass igned to them by their superior officers or the Governing Board. The Secretary-Treasurer shall perform the duties pertaining to his office.


7 The Historian shall each year write a Log of the Club's activities durin g the past year and present it to the Club at the Annual Meeting. The Governing Board shall generally administer the affair~ of the Club and shall have the powers of Directors.

V. 1vIEMBERSHIP: ELECTION: RESIGNATIONS

~

A person eligible fer membership in the Club must be a sailor and a gentleman of acceptable character and personality who has demonstrated his ability to handle or command and navigate or pilot a yacht or small vessel at sea and who has had sufficient crui sing experience. Nom inations for membership in the Club shall be made upon the proposal of a member and seconded by two other members, none of whom shall be m embers of the Governing Board or the Membership Committee. Applications, proposals and secondings shall ·be on forms and purs uant to instructions or r egul ations approved by the Governing Board. \Vhen an application in complete form shall be re ceived, the Secretary-Treasurer shall send to all members of the Club the names of the applicant, proposer, seconders, and any other information directed by the Governing Board. Not less than thirty clays thereafter, the Membership Committee may act upo n such app lication and report its findings and r ecommendations t o the Governing Board, which may then elect or r ej ect the applicant. Favorable r ecommendations by the Membership Committee shall not exceed in any calendar year a number to be prescribed from time to time by the Governing Board. Applications rejected by the Governing Board shall be excluded from s uch annual number or quota. The Membership Committee may act upon applications without r egard to se niority of receipt. All res ignatio ns must be in •vriting a nd shall take effect upon rec eipt by the Club; provided, however, that a r esignation may be withdrawn upon the consent of the Governing Hoard and upon such terms and conditions as it may prescribe; and further provided, that no member who is indebted to the Club or who is under notice pursuant to Article XVIII shall have the right to resign except by specific permission of the Governing Board.

VI. CLASSES OF MEMBERSHIP There shall be three classes of m e mb ership, r egul a r, life and honorary. A member may become a life m e mb e r by payment of the prescribed fee and thereaft er is exe mpt e d from yearly dues. Honorary m embers shall pay no du es o r initiation fee, and shall have no vote nor hold any office except that of Historian, but otherwise shall e njoy a ll t he privileges of regular members. VII. INITIATION FEE The initiation fee shall be t en dollars. The life m e mbership fee shall be two hundred dollars. Appiication for Ii fe membership may be made only after five s uccessive years of membership in the Club. VIII. DUES: ARREARS Regular members shall pay ten dollars y ea rly dues on election and thereaft er on January first o f e ach year. Members whose dues are unpaid by February first sha ll be notified by the Secretary-Treasurer and if such dues are still unpaid by March first. such members may be suspe nded or dropped from the roll by the Gove rning Board, but may be reinstated at its discr etion and upo n the payment of all arrears. The Governing Board may waive the dues of individua l members for such period as it deems proper, upo n its finding that such action is to the best interest of the Club. IX. MEETINGS The Annual Meeting shall be held in January of each year. The Fall Meeting shall be held in October or November of each year on a date to be determined by the Governing Board. Special Meetings of the Club may b e called by the Governing Board and shall be called on the written request of fifteen members. The Governing Board shall meet as often as it may deem necessary, or at the call of the Commodore. X. QUORUM. T wenty-five memb ers present in person or by proxy shall constitute a quorum at any m eeting of the Club. Five members shall constitute a quorum at any meeting of the Governing Board.

X I. NOMINATING CO MM ITTEE: NOM I NAT IO N OF OFFICERS At t he Annua l Meeting of the Club there shall be e lect ed a Nom inat ing Committee of five members of the Club, who shall be neither Officers nor Governors of the Club. This Committee shall nominate candidates for Commodore, ViceCommodor c, Secretary-T reasurer, Historian, and for five Govern ors to succeed those whose terms of office expire at the next Annua l Meeting; a nd shall notify the S ecretar y• Treasurer of such nominations not late r than December first preceding the next A nnua l Meeting. Five o r more members may put in nominati0n any other candidates they may unite on, provided s uch 'lomination, signed by at leas t five memb ers, is filed with th,· SecretaryTreasurer not less than fifteen days before the Annual Meeting. T he Secretary-Treasur er shall send notice th er eof to all members not less than five days before the Annua l Meeting. XII. ELECTI ONS: TERMS OF OFFICE: VACANCIES The Commodore, Vice-Commodore, Secretar y -Treasurer and Historian shall be elected at the Annual Meeting and sha ll hold office until the next Annual Mee ting 01 until the election oi t he ir successor s. Five members of the Governing Board shall t,e elected at the Annual Meeting and shall hold office for two years or until the election of their successor s. Vacancies in any cfficc (except Rear-Commodore) or in the Governing Board shall be fill ed by the Governing Board. Those so appointed shall hold office unt il th e next Annual Meeting or until the e lection of t heir successors. XIII. COMMITTEES . The Governing Board shall appoint a Membcr~hip Committ ee of five members to serve for one year or until their ~uccessors a:c appo inted. T his ~ommittee s hall appo int its own chairman. The procced tngs of the Member ship Committee shall be confidential. The Governing Board may appoint and rcmo7e s uch other commi.ttees as it may deem necessary. 10 XIV. STATIONS: REAR-COMMODORES . POST-CAPTAINS The chief station of the Club shall be in N e w York City, but wherever four or more members r eside in anv ot her locality, they may, with the approval of the G o·l'e rnin g Board, found a station. The Secretary-Treasure r shall notify the members of the Club of the establishment of a new station. Stations established outside of New York City composed of twenty-four or more members shall be unde r the command of a R ear-Commodore to be elected by the m c mber.11 of such station. If the station is composed of less than twenty-four members, such station may be co mmanded by a Post-Captain, to be elected by the memb er s of such station. The Rear-Commodore or l'ost-Captain commanding a station outside of New York City may appoint and r emove such committees as the station members may a pprove.

XV. FLAGS The Club Burgee shall be triangular in shape , in the usual proportions, with a white field and a waved blue stripe 20fo of the _hoist in width running through the center from hoist to pomt. The Commodores Flag shall be rectang ular in s hape with a blue field, in the usual proportions, in the center of which shall be a white fouled anchor encircled by 13 wh ite five pointed stars. Running h orizontally through the center shall be a waved white stripe 20% of the hois t in width. The Vice Commodores Flag sha ll b e sim ilar t o the Commodores Flag, except that the field shall be red. The Rear Commodores Flag shall be si milar t o the Vice Commodores Flag, except that the field shall be white and the fouled anchor, the 13 stars, and the wave sh a ll be blue. The Post Captains Flag shall be simila r to the Rear Commodores Flag, except that the 13 stars shall be omi tted. T he Fleet Captains Flag sha ll be similar to the Post Captains Flag except that the fouled anchor shall be omitted. The Transoceanic Pennant of the Cruising Club of America shall be a pennant of a length approximately 20% of the overall length of the yacht entitled to fl y it, a n d onetwelfth of it~ length on the ,h oist. It shall have a white field, with a waved blue stripe 20% of the hois t in w idth, running


11 horizontally through the center from hoist to point. Upon the approval of the Committee on Awards of the Club it may be flown at rendezvous of the Club Fleet, and on other appropriate occasions, only by yachts enrolled in the Club Fleet which have crossed the Atlantic or Pacific O cean under sail. S E AL The seal of the Cluh shall be its Burgee s urrounded by a double c ircular r ope border within w hi ch shall be inscribed "The Cruising Club of America, Inc." above; and l::elow shall be insc rib ed "1922", the date of the founding of the C'lub. XVTI. EXPENDITURES No expenditures of funds nor contracts bind in~ the Club shall be made exce pt by authorizatio n of the Governing B oard. XVIII. DISCIPLINE Every m emb er on joining the Club thereby undertakes to comply with t his Constitution a nd the By-Laws; and any refu sal or neglect to do so, or any conduct unworthy of a gentleman or sailor, or inimical to the wel fa re of the Club, shall r ender a member liable to s uspe nsion o r expulsion by a three-fourths vote of the members of the Governing Board present at a meeting duly called. Notice of s uch proposed action with the r easons therefor, must be se nt to the accused m~mber by regist ered mail t o his las t known add ress at least thirty days prior to such meeting; and he shall have the right to be present at such meeting with counsel. XIX. AMENDMENTS This constitution cannot b~ suspended under any circumstances, but may be amended by a two-thirds vote at the Annual or Fall Me eting. Proposed amendments must be in writing signed by five members and sent to the Secretary-Treasurer in time to be included in the notice of the mee ting.

BY-LAWS Adopted November 19, 1924 Amended to January 8, 1931

I. ORDER OF BUSINESS The order of business at all Club meetings s hall be as follows: Roll Call. Minutes of previous meeting. Reports of officers. Reports of committees. Unfinished business. Elections. New business. In case of dispute as to order or debate, Cushing's Manual shall govern.

II. NOTICES Notice of the Annual and the Fall Meeting shall be sent to each member at least twenty days previous there to. The notice for the Annual Meeting must contain the report ?f the Nominating Committee. Notices of s pecial me e tmgs shall be sent to each member at least fifteen days previous thereto, and shall state in detail the subjects to be b:ought up for action and no other matters may be cons1dered at such meetings.

III. APPEAL A member shall have the right of appeal to the Club from a decision of the Governing Board, which may be overruled at the next regular meeting by a two-thirds vote of those present in person or by proxy. Notice of such appeal must be stated fully in the call for the m eeting. IV. VOTING None but members shall be allowed in the meeting r oom during a meeting of the Club. Every member present when a motion is under con•sideration shall vote thereon unless excused by the presiding officer. Proxies must be in writing, signed, witnessed and filed with the Secretary-Treasurer five days in advance of the meeting. V. AMENDMENTS These By-Laws cannot be suspended under any circumstances but may be amended by a two-thirds vote at the Annual or Fall Meeting. Proposed amendments must be in writing signed by five members and sent to the Secretary-Treasurer in time to be included in the notice of the meeting.

THE BLUE WATER MEDAL

Feeling that there were many noteworthy voyagea mado in amall hoate, and frequent examples or m eritorious aeamon• 1hip displayed by amateur aailora of oil nationalities that went unrecognized, it aeemed to the membera of the Cruisin g Club of America that thie organization wae the fittin g one to properly record and reward auch odventure upon the aeo. Therefore, at the annual meeting on February 27, 1923, the following re1olution waa paned, founding a medal thot, it waa hoped, might prove an incentive for carrying on the opirit of adventure and upholding the beet traditions of aea• faring that are our heritage from the poet. "Moved and seconded that the Club found, out of funde to be sought for the purpose, a medal to be known a1 The Blue Water Medal of the Cruising Club of America, to be awarded annually, in the discretion of the Boord of Governors, for the year• moat meritorious example of aeomonahip, the re· cipient to be selected from among the amat:,ura of all the nation•." In purauance of thie resolution a suitable m edal, five inchea in diameter, wae made, the deaign being by the late Arthur Sturgia Hildebrand, a member of this club and one of the crew o f the yacht Leiv Eirikuon, lost in the Arctic with all hand• in September 1924. At the Annual Meeting held January 8, 193 I , the following reaolution wae unanimoualy carried: RESOLVED: That the Governing Board be and hereby ia authorized to approve of the awarding of the Blue Water Medal, without date, on the recommendation of the Committee on Awarda.

This C ruise began on May 29 w ith a rendezvou s a t S tamford. Conn. , and a dinn e r at the Stamford Y.C.: at 9 :55 P.M. the fleet o f thirty-three yach ts lay at a n c h o r in Stamford H a rbo r w ith sa il s furl ed in s t ops and crew s below d eck s: when the start was s ig nall ed five minutes la ter sa ils ,vere quickly hoisted an d anchors weighed, th e fl eet gettin g unde r way in a li g ht N.E. b r eez e which was soon follow e d by calm s and winds fr o m all quarters . The planning for th e Nova Scotia c ruise was very carefully done, a pamphlet issu ed in Jun e g ivin g all p h ysical features of the route includin g sa iling a nd weather conditio n s and special letters from m embers who h a d c ruised the Nova Scotia coast. The rendezvous was off E ssex, Conn. on A u g ust 2, a pa rty of 12 5 being present at the dinner. T e n yachts sailed n ex t mornin g , at Block Isla nd three more join e d, and others a t H adley H arbo r, a m o n g the m Seal, Perroquet, O ld Salt, Surprise, Aries,


158 Jane Dore, Bosunbird, Elvira, Outlaw, Bluefish and Vision. Other yachts joined at Gloucester, South West Harbor and Buck Harbor, some dropping off as the ffeet continued to Chester, N.S. No attempt was made to reach Halifax by water, owing to war conditions, but the visitors were welcomed by Commodore Hugh Bell, of the Royal Nova Scotia Yacht Squadron, and transported by busses to Halifax, where they were most hospitably entertained. In spite of some rain and bad blows the weather was all that could be expected, and the traditional Maine fog caused little trouble. The sailing season ended with the usual rendezvous at Price's Bend. The question of the award of the Club's Blue Water Medal for 1940 was a serious one, with all such cruises as might lay claim to it suspended; but it was very happily settled by the decision of the executive and the Blue Medal Committee to bestow it in memory of the heroes of the Dunquerque evacuation. The presentation was made before a gathering of the Royal Cruising Club, the Royal Ocean Racing Club and the Little Ship Club in the Old Hall of Lincoln's Inn, London: The Cruising Club being represented by Captain Lockwood, U.S.N., Naval Attache in London; the acceptance, in the absence of the Commodore of the Royal Cruising Club, on active service, was in the hands of Vice Commodore T. N. Dinwiddy. A new custom was inaugurated this year in the presentation of memorial placques to all surviving former Commodores and Vice Commodores; a bronze placque was also presented to each of the yachts completing the course in the Hampton Roads race of the Storm Trysail Club. Early in the summer Rear Commodore C. Burnham Porter enrolled in the British naval service and Mr. Schuyler Dillon was appointed Acting Rear Commodore. A new station of the Club was established at Cocoanut Grove, Fla., with Mr. Wirth M. Munroe in charge. The usual monthly meetings were held during the year, the locale being changed from the Yale Club, where most of the meetings of the past have been held, to the more nautical surroundings of the New York Yacht Club. By way of personal adornment, the Club this year adopted a standard Cruising Club tie, navy blue ground with the Club burgee.

Cruising Club members may leave their boats at the Huntington Yacht Club and they will ,be taken care of by a Club attendant for a small fee. Water, gas, oil, ~ce, milk and provisions can be obtained at the Club. Several guest moorings are maintained and assigned to visiting yachts by Tom Jones the club attendant. The harbor has lighted buoys from the li ghthouse into the inle t with a port hand gas buoy located so as to clear the middle ground. H owever, there is a lump with only s ix fee t at deadlow water that bears West-Southwest from the first black can after turning the inner gas buoy so tha t boats drawing over six feet should steer at least I 00 feet to the southwa rd of the can. Since the hurricane there is a lump of gravel about 300 yards north of the inlet. There is 7 feet over this lump at low water. There is a bus service to the t own and station from Rosell's Store at Halesite, •a nd taxis may be called to the Yacht Club. The rate is s eventy-five cents from the Yacht Club to town and $ 1.00 to the station. Knutson operates the yard formerly run by Walter Abrams, has well equipped shop, machinists, carpenters and a ways that can haul up to 8½' draft. Charles Young operates a small yard and is available to do all kinds of cabinet and rigging work, while the boa ts are a t their moorings. Ernest Maywald has a machine s hop on the Mill Dam and is competent to do all forms of engine work. Chute & Bixby have a yard on the Mill '1am tha t can haul vessels up to 71 and a re well equipped to do general repairs.

Yacht Anchorage: At the h ead of the harbor a basin I 3 00 feet long a nd 750 feet wide has been dredged to a d e pth of 7 ½ feet at low water. The dredged area extends north northeasterly from the Mill D am bulkhead on the west side of the old channel to a p oint directly west of Abrams Shipyard where it converges w ith the west northwesterly sweep of the channel. Anchorage will be buoyed and a public dock is to be built directly south of the Kettewomoke Yacht Club, where an attendant will be stationed to serve visiting yachts. Youngs Yard and tha t of Chute & Bixby are served by the newly dredged b asin. They have moorings and will care for boats left in their charge.

The membership in this Station is twe lve, eight of whom a re boat owners. Winter meetings are held in New Haven, and summer activity mainly centers in the Branford River where vessels of most of the members are moored. The Poat-Captain or the S e cretary will gladly furnish information in regard to activities of the Station, anchorages and mooring conditions in this and near by harbors. Also in regard to supplies, repairs of hull, motor and rigging and be of every possible a s sistance to club membe rs. Branford Yacht Club pier, at entrance to River, affords good facilities for taking on gas, ic e and water. Groceries abo ut a quarter mile distant. Branford town is a few minutes by motor or trolley, has good shops and New Haven is about 30 minutes by trolley. Branford outer harbor affords fair shelter in all but s outh. westerly winds; however, members are advis ed to enter Branford River, which is sheltered in any wind. Local boats moor bow and stern to s takes on the channel b a nk, a s the river bottom is soft deep mud, and barges s ome times tow up the channel. Vacant stake s are u sually available on application to AI. Johnson, in charge of the Branford Yacht Club, located on Branford Point clos e to the pier. Except for small boats in good winds, power is needed for maneuvering in the river. SAILING DIRECTIONS

The entrance to Branford River is not as bad as it looks on Chart No. 217. From a position about 200 yards easterly from Cow and Calf Gas and Bell Buoy, steer NE½N Mag. for the Big Mermaid, distant I ¼ miles. This course leads midway between Blyn Rock on the Starboard hand (buoyed, awash at high water) and Johnson Point ( with large residence on it) on the Port hand. Course brings Bird Rock Nun Buoy No. 2 some 200 yards on Starboard hand.

There is 8 ½ ' of water and no danger be twe en the two. Thence steer E .N.E. magnetic along dredged channel, h eading a bout I 00 feet South of pier with s mall white building on it, marked b y flashin g red light privately maintained in summer. This channel was dredged (1938) to 8½' at low wa te r. Ente r rive r and tie to p ier, or anchor in channel between the lines of boats, and ask AI. Johnson about using vacant stakes. W ith Southerly or W esterly winds o r with power, it is fens• ible to proceed as far a s Branford Point Pier at ni ght by the aid of th e li ghts mentioned above : the cou rs es bein g approximately as b y day. Sailing directions at night are as follows:-¼ mile after pass ing Cow a nd C a lf Buoy red flashing light close aboard to p ort, headin g a bout NE, swin g a few degrees to the left until this red li ght is brought in range with the flashing white light o f Townsh end L edge Buoy. Hold on, this stern r a n ge % mile until Johnson Point is a beam and you pick up the very small green Hashing lig ht on Big M ermaid right ahead; then steer for this green flas h until it is close aboard, and Little Mermaid is to s tarboard. T-hen head E NE map;. for the r ed flashini;: light on, Branford Point Pier. Do not a ttempt to proceed b eyond this Pie r at night w ithout local knowledge.

SAILING DIRECTIONS Passing south through the Eau Callie bridge (chart #845) steer S.S.E. for 7 /IO miles till abeam first light beacon. Thence a W x N course for 3 / 5 miles (leaving beacon close to port and black finger markers on same hand) leads to entrance of Elbow Creek-a landlocked harbor. Lighthouse with flashing red light on slatted white tower to starboard on point and black finger markers (off low island) to port keep in center of fairway for about 500 yards until abreast of the docks. Anchorage about 300 ft. by 650 ft. and 8 ft. depth. On north shore is Eau Callie Cruising Club Station sign on white building. Dock Master will assign berth at docks. Ways in this yacht basin can haul vcuels up to 6 ft. draft and 75 ft. long. A 6 by 8 foot sign is attached to the north side of the Eau Gallic drawbridge giving sailing directions into the harbor.

The Essex Station of the Cruising Club of America was formed in the spring of 1940, and is located at Essex, Connecticut, on the Connecticut River, about six miles from Saybrook Light, with headquarters at the Essex Yacht Club. At present, the Station is composed of approximately 20 members of the Club. There is an excellent anchorage for yachts up to I 2 feet draft off the Essex Yacht Club, the most southerly waterfront building and dock of the town. Moorings may almost always be arranged for by applying to Harbor Master Dyke Wetmore, whose office adjoins the Essex Yacht Club property. There is excellent dockage, both in front of the Club, and to the northward, where all supplies - fuel, water, ice, food, marine hardware, etc. - are conveniently available. Three yacht yards are located in Essex, capable of full service to all types of yachts. Yachts may be left at Essex from week end to week end, and supervision and care arranged for. Many yachtsmen arc taking advantage of the Essex anchorage as a point of departure for many and varied cruising grounds easily


165 reache d in a short time - Long Island Sound, Block Island Sound, Gardiner's Bay, Peconic Bay, Fisher's Island Sound, etc. The quaint and picturesque town of Essex has many attractions which must be seen to be appreciated. A modern motion picture theatre, and summer stock theatre, are nearby. Attractive taverns and inns serve excellent meals at moderate prices. Ship's larders may be replenished in any of several up-to-date stores. Yachts going to Essex should not fail to visit attractive and landlocked Hamburg Cove, about a mile above the town. There is beautifu l scenery, absolute quiet, and perfect protection in all weather. Essex may be reached by motor car in three hours by using Merritt Parkway and Route I to New Haven, Route 80 to Essex. Air-conditioned trains from Boston and New York to Saybrook Junction, and I 0-minute taxi ride put Essex within commuting distance of our large Eastern cities. Mail may be sent in care of the Essex Yacht Club, where a steward will welcome visitors. Telephone and shower baths are available at the Club. Launch service goes into action upon blowing of the usual three toots on the ship's horn. The Essex Yacht Club and the Town of Essex extends a cordial welcome to all visiting yachtsmen.

COCONUT GROVE STATION Florida Post Captain: Wirth M. Munroe Coconut Grove Sta. Miami, Florida. Tel. 4-6396 Established 1940 with nine members and headquarters at the Biscayne Bay Yacht Club located in the Coconut Grove area, five miles S.W. of the center of Miami. Nine foot draft can be carried to the Coconut Grove Boat Works docks, which adjoins the Club on the south, and six feet to the Club dock. Gasoline, water and supplies can be obtained through the club steward. A mooring has been kindly donated by Commodore Hugh M. Matheson in Hurricane Harbor located behind South West Point on Key Biscayne. This is a private harbor owned by Commodore Matheson, and six feet can be carried through the entrance.

GENERAL EucIBIUTY OF YACHTS-To be eligible, yachts must be of thoroughly seaworthy type, strongly built and rigged, properly ballasted, and with enclosed cabins and watertight cockpits. The eligibility of a yacht to enter any cruising race shall be determined by the Race Committee of the Cruising Club or other organization sponsoring sucli race. Personal Disabilities of Measurers measure:

Measurers shall not

(1) Yachts which they have themselves designed or built,

or in the construction or alteration of which they have in any respect taken part. (2) Yachts which have been built by fi rms in which they have a business interest. (3) Yachts of which they arc themselves the owners or part owners. POWERS OF MEASUREMENT RULES COMMITTEE-Inasmuch as it is impossible at the time of drawing any measurement rule to foresee all of the peculiarities of design or construction which might affect speed or fairness of rating, it is hereby provided that if because of any peculiarity of form, construction or rig a yacht is not fairly rated by this Rule, the measurer sha11 report such peculiarity to the Measurement Rules Committee which shall awar d such certificate of ·rating as it may consider suit able. Any type of construction or rig which accomplishes the essential purposes or provides the essential advantages of any construction or rig which is prohibited or for which penaities are provided in the Rule, will be prohibited or take the same penalties as though the actual construction or rig referred to in the Rule were used. LENGTH AT 4% WATER LINE-The length of a water line in a plane 4 per cent of the L.\V.L. above the L.\IV.L., corrected for jogs, notches or hollows in the profile, as follows: The points of intersection of this plane and the profile must extend beyond the L.\V.L. endinl,!S. Any local concave jog or notch (curved or angular) at the plane of measurement at eith~r end, shall be bridged by a stra_ight l~ne and the 4 per cent length taken to the intersection of such Imes with the established 4 per cent W .L. plane. Except that a concave bow profile, producing what is commonly known as a clippe_r bow, shall be permitted without bridging, provided that all the Imes of such bow clearly indicate that it is a true clipper bow, and not hollowed in profile for the purpose of unfairly reducing the 4 per cent length measurem~nt. L.0.A.-Length o ver all shall be the length from the afterm~st part of the counter or taffrail to the intersection of the forward side the stem and the top of the covering board, or the extension of either, or both, if necessary. L.W.L.-Load Water L ine Length shall be the length of the load water line determined by subtracting from the overall length the forward and after overhangs. When L.W.L. is measured, ~II ballast and movable gear which is to be carried below the cabm floor while racing shall be so placed, and any ballast or movable gear not so placed at the time of measurement may not be carried below the floor boards during any race, nor may any i11side ballast or movable gear stored below the floor boards at the time of measurement be carried other than in its location at the time of measurement. 'Yachts miist be in normal trim at the time of measurement, i.e., the L.W.L. at time of measurement must be closely parallel to the L.W.L. in normal racing trimno crew being aboard. It is not necessary that food, ice, water and other cn,iising stores be aooard at the time of measurement.

"B"-For the purpose of this Rule, a yacht's beam shall be the average of her beams at the load water line and the 4 per cent


186 water line, taken at the point of maximum beam at the load water line. A yacht's base beam shall be .187 L plus 3.2 below which limit a penalty shall be assessed, and above which a credit shall be g iven as follows: (a) If a yacht's beam, as defined, is less than the base beam, multiply the difference by 1.5 and insert in t he formula as a plus quantity. (b) If a yacht's beam, as defined, exceeds the base beam, but is less than .21 L plus 3.8, multiply the excess by 1.4 and insert in the formula as a minus quantity. (c) If a yacht's beam, as defined, exceeds .21 L plus 3.8, add this excess to 1.4 times the di fference between .21 L plus 3.8 and the base beam and insert in the formula as a minus quantity. "D"- The base draft of a keel yacht shall be .147 L plus 1.5 feet and a yacht with a centerboard .113 L plus 1.15 feet, above which limits penalties shall be assessed and below which credits shall be given as follows: (a) If a yacht's draft exceeds the base draft, the di fference shall be multiplied by .85 and inserted in the formula as a plus quantitv. (b) If a yacht's draft be less than base, the difference shall be multiplied by .75 and inserted in the formula as a minus quantity. Centerboards must not be ballasted more than enough to sink them. Metal centerboards must not weigh more than 33 pounds per square foot of the area of one side. A ny_ excess weight of centerboard and centerboard ballast shall be multiplied by 2 and added to the ballast weight of the yacht. "P"-The cube root of a yacht's Base Displacement ( referr ed to in the following as "cube root I!_.D.") shall be .179 L plus .8, below which limit a penalty shall be assessed, and above which credit shall be given as follows: (a) If the cube root of a yacht's displacement (in cubic feet ) is less than cube root B.D., thl! difference between the cube root of her measured displacement and cube root B.D. shall be multiplied by 4 ancj. inserted in the formula as a plus quantity.

" F''-For the purposes of this rule, a yacht's freeboard shall be the average o f the freeboar d taken to the top of the covering board at the bow and s tern endings of the L.W.L. plus one-half the average o f the rail heig ht, including the r ail cap at these points. The aver age of rai l heights not to exceed S" for credit.

A yacht's base freeboard sha ll be .0566 L plus 1.1 feet, below which limit a penalty shall be assessed and above which credit sha ll be given as fo llows: (a) If a yacht's freeboard. as defined, is less than the base freeboard, multiply th~ difference by 2 and insert in the fo rmula as a plu_s quantity. (b) If a yacht's freeboard, as defined, exceeds the base freeboard but is less than .069 L plus 1.2, multiply tl1e excess by 1.5 and insert in the formula as a minus quantity. (c) If a yacht's freeboard, as defined, e."cceds .069 L plus 1.2, add .75 times t11is excess to 1.5 times the difference between .069 L plus i.2 and the base frceboard and insert in the formula as a minus quantity.

In the case of r aised-deck yachts the freeboard shall be measured to the fair line of the main or lower deck at the ends of the water line and to these measurements shall be added that proportion of the height of the raised portion of the deck as is represented by the percentage of the over all length of tl1e yacht that is covered by the r aised-deck portion. T o the average of these figures is added the a llowance for rail heights deter mined in the usual way. "!"-Yachts having iron keels shall receive an additional credit of .0185 L. "C"-Should the 4% plane intersect with the stern transom, on~-quarter of the distance from the edge of the transom, at the pomt of intersection, to the center line, shall be entered in the for mula as a plus quantity.

PART III SAIL AREA :MEASUREMENTS AND REGULATIONS AND DETERMINATION OF "S" IN THE RATING FORMULA SECTION 1-SAIL AREA RULE

For the purpose of sail area rating under this rule, yachts shall be considered as divided into two classes; first, those carrying overlapping headsails, limit parachute spinnakers and other similar canvas, which class shall be rated as carrying "racing canvas", and, as a second_class, and taking a lower sail ai:_ea rating, those yachts which elect to carry no overlapping foretriangle canvas and spinnakers sheeted inside of the foremost stay and inside the lee shrouds, and which shall be rated as carrying "cruising canvas".


190 SAILS, RACING CANVAS

A yacht may carry the following sails only: A sloop: Mainsa_il, topsail, spinnaker, and any sails in the foretriangle except double-clewed jibs; A yawl or ketch: The same as a sloop with mizzen, m izzen topsai l and mizzen staysail ; A schooner: :Mainsail*, main topsail*, spinnaker, a ny sails in the foretriangle except double-clewed jibs and any sails between the masts except any lower sail the leach of which extends abaft the forward side of the next after mast. (*Also mizzen and mizzen topsail in the case of a three-masted schooner.) A yacht may set light or storm sails over or in place of working sails and may carry square sails instead of the spinnaker. Sails may be changed at will and the replacing sail may be fully set and trimmed before the sail it replaces is taken in, except that two mainsails shall not be hoisted at any one time, and except that at any one time not more than one spinnaker shall be broken out or hoisted if set without stop~. The head sheets and spinnaker sheets may be trimmed to any boom on which the sail is set, provided also that the mainsail is set but. except during the operation of jibing, may not be otherwise trimmed to any outrigger or spar. A spinnaker boom when in use must be carried on the mast of sloops, the mainmast of ketches and yawls, and the foremast of schooners except during the operation of jibing. A s~innaker shall not be set without a boom, to the outboard end of which the tack of the sail shall be so attached its effective area may not be increased; but this shall not prevent slacking away the tack or detaching the sail from the boom during the operation of jibing. A spinnaker boom, after the spinnaker has been set and broken out, or if set flying, has been hoisted and attached to the boom, must be carried only on the side opposite to the main boom except during the operation of jibing. When two spinnaker booms are used in jibing-(a) if outhauls are not used, the spinnaker must not be attached to both booms simultaneously; (b) if outbauls are used, one must be s lacked away before the other is set up and, after jibing, the spinnaker must be compl~tely detached from the boom on the Ice side as promptly as reasonably possible. Double-clewed jibs, loose-footed and light weight mainsails, permanently and mechanically bent spars are prohibited.

The upper point of measurement for the mizzen to be taken from the higher of the followi ng points: the top of the highest sheave in the mast, or the highest juncture of the mast with the eye bolt (center of eye) or f?~nnant of a halyard block, whether such sheave, block or pennant be used for sails forward or a ft of the mizzen mast. The "upper side of the boom" shall be taken to mean the fair line of the boom, or track, when horizontal, as determined by a straight batten at least five feet in length. BLACK BANDS

At the option of owner, the outboard point of measurement on the boom or gaff may be a black band. Also, the upper and lower points of measurement on the mast may be determined and shown by black bands. Black bands at least one inch in width shall be painted on and extend entirely around the spars · past the inner edges of which the sail shall not be extended. If 'black bands are used permanent StQps shall be fitted to prevent the sail from being extended past the inner edges of the black bands. Exception-A removable stop may be used at the gooseneck so that the boom may be lowered when not in use. This stop must be. in place at all times when the sail is in use. A stop is not reqmred at the throat band of gaff rigged sails. POINTS OF MEASUREMENT OF HEADSAILS

(Foretriangle)

BASE (J) to be measured from the forward side of the mast to the intersection of the foremost headstay on which sails are carried, and the bowsprit, or under side of rail cap, if no bowsprit is carried, or, in case a yacht carries a headsail set forward of such headstay, the base shall be measured to where t.he line of the luff, extended, intersects the bowsprit, or under side of rail cap. PERPENDICULAR (P,) to be measured along the forward side of the mast from the higher of the following points : The top of the highest sheave in the mast or topmast used for headsails or spin-


193 naker, or the highest juncture of the forward side of the mast or topmast with the _eyebolt (center of eye) -or pennant of a halyard block used for headsails or spinnaker, or the intersection of the line of the headstay used for the foremost headsail and the mast, to the deck. The leng th of the spinnaker boom shall be limited, without penalty, to the base (J). Any excess in the length of the spinnaker boom shall be added to the J measurement, thus providing an increa sed J which shall be used in computing the area of the foretriangle a nd determining the maximum br~dth of spinnakers. In the event that the measured area of the mizzen of a yawl be less than 9.2 per cent or that of a ketch less than 16.6 per cent of the total measured sail area, the difference shall be added to the rated sail ar~ of the mizzen. The rated area for schooners using a gaff foresail as the only sail between masts shall be the measured area as found by Section 4. Schooners (two masted) must have not less than 41 per cent of the tot'al measured sail area exclusive of the foretriangle, as measured without penalties or credits, in the area between the masts '.1nd not less than 46 per cent aft of the mainmast. The maximum height of this band to be governed as in SectiQn 3. Base B shall be the horizontal distance that the sai l may be extended from the mast, and th~ measurement shall be figured as in SECTIONS 3 or 4, as the case may be, and shall be classified as loose-footed sails except for mainsails of a staysail ketch. SECTION 7-SPINNAKERS SPINNAKER MEASUREMENT-The luff and leach of all spinnakers must have a permanent fixed wire cable running from top of
