THE CRUISING CLUB OF AMERICA
The Cruising Club of America was launched in the winter of 1921-22 by a group of yachtsmen interested in cruising and the development of the cruising type of yacht. It was felt that this branch of the sport never had attained the position it deserves in a country so rich in sea-going tradition and whose natural advantages are so peculiarly favorable to cruising, possibly because of the fact that there never has been any concerted action by cruising enthusiasts. The yacht clubs of the country have made racinga large part of their activities and there are several inter-club associations devoted to the advancement of this branch of yachting, but there never has been in this country an organization comparable, for example, to the Royal Cruising Club, which, in the last forty years, has done so much toward making cruising a national institution in Great Britain. And so the Cruising Club of America was launched and it was but natural that its founders, familiar as they were with the work of the Royal Cruising Club, should have moulded it somewhat along the lines of the older organization.

CONS'ITI1.JTION Adopted November 19, 1924. Amended to January 14, 1942.
I. NAME. The name of this organization shall be "The Cruising Club of America, Inc." II. OBJECT. The objects of this Club are to promote cruising by amateurs, to encourage the development of suitable types of cruising craft, to stimulate interest in seamanship, navigation and handling of small vessels, to gather and k eep on file all information which may be of assistance to m em· bees in cruising. III. OFFICERS. The Officers of the Club shall be the Commodore. the Vice Commodore, the Rear Commodores, the Secretary-Treasurer, the Historian, and ten Governors who shall be nominated and elected as is prescribed in Articles XI, XIII, and XIV; a nd they, together with the Chairman of the Membership Committee, shall constitute the Governing Board of the Club. The offices of Commodore and Vice-Commodore shall be filled by members who are yacht owners. IV. DUTIES OF OFFICERS The Commodore shall be the general executive officer and shall preside at all meetings of the Club and the Governing Board. He may appoint a Fleet Captain who shall perform such duties as the Commodore shall designate and hold office at his pleasure. The Vice-Commodore shall assist the Commodore in the discharge of his duties and in his absence act in his stead. The Rear-Commodores shall command their stations and perform such other duties as may be assigned to them by their superior officers or the Governing Board. The Secretary-Treasurer shall perform the duties pertaining to his office.
'I The Historian shall each year write a Log of the Club's activities during the past year and present it to the Club at the Annual Meeting. The Governing Board shall generally administer the affain of the Club and shall have the powers of Directors. V. MEMBERSHIP: EI.:ECTION: RESIGNATIONS ' A person eligible for membership in the Club must be a sailor and a gentleman of acceptable character and personality who has demonstrated his ability to handle or command and navigate or pilot a yacht or small vessel at sea and who has had _sufficient cruising experience. Nominations for- membership in the Club shall be made upon the proposal of a member and seconded by two other members, none of whom shall be members of the Governing Board or the Membership Committee, Applications, proposals and secondings shall be on forms and pursuant to instructions or · regulations approved by the Governing Board. When an application in complete form shall be received, the Secretary-Treasurer shall send to all members of the Club the names of the applicant, proposer, .seconders, and any other information directed by the Governmg Board. Favorable recommendations by the Membership Committee shall not exceed in any calendar year a number to be P~esc~ibed from time to time by the Governing Board. Applications rejected by the Governing Boar-d shall be excluded from such annual number or quota. •. The Membership Committee may act upon applications without regard to seniority of receipt. A ll resignations must be in writing and shall take effect upo_n receipt by the Club; provided, however, that a resignation may be withdrawn upon the consent of the Governing Board and upon such terms and conditions as it may prescribe; and further provided, that no member who is indebted to the Club or who is under notice pursuant to Article XVIII shall have the right to resign except by specific permission of the Governing Board.
8 VI. CLASSES OF MEMBERSHIP There shall be three classes of membership, regular, life and honorary. A member may become a life member by payment of the prescribed fee and thereafter is exempted from yearly dues. Honorary members shall pay no dues or initiation fee, and shall have no vote nor hold any office except that of Historian, but otherwise shall enjoy all the privileges of regular members. VII. ' INITIATION FEE The initiation fee shall be ten dollars. The life membership fee shall be two hundred dollars. Application for life membership may be made only after five successive years of membership in the Club. VIII. DUES: ARREARS Regular members shall pay ten dollars yearly dues on election and thereafter on January first of each year. Members whose dues are unpaid by February first shall be notified by the Secretary-Treasurer and if such dues are still unpaid by March first, such members may be suspended or dropped from the roll by the Governing Board, but may be reinstated at its discretion and upon the paymen.t of all arrears. The Governing Board may waive the dues of individual members for such period as it deems proper, upon its finding that such action is to the best interest of the Club. IX. MEETINGS The Annual Meeting shall be held in January of each year. The Fall Meeting shall be held in October or November of each year on a date to be determined by the Governing Board. Special Meetings of the Club may be called by the Governing Board and shall be called on the written request of fifteen members. The Governing Board shall meet as often as it may deem necessary, or at the ,call of the Commodore. X. QUORUM. Twenty-five members present in person or by proxy shall constitute a quorum at any meeting of the Club. Five members shall constitute a quorum at any meeting of the Governing Board.
9 XI. NOMINATING COMMITTEE: NOMINATION OF OFFICERS At the Annual M eeting of the Club there shall be elected a Nominating Committee of five members of the Club, wh,10 shall be neither Officers nor Governors of the Club. XIV. STATIONS: REAR-COMMODORES : POST-CAPTAINS The chief s tation of the Club shall be in New York City, but wherever four or more members reside in any other locality, they may, with the approval of the Gol'erning Board, found a s tation. The Secretary-Treasurer shall notify the members of the Club of the establishment of a new station. Stations established outside of New York City composed of twenty-four or more members shall be under the command of a Rear-Commodore to be elected by the m e mbers of such station. If the station is composed of less than twenty-four members, such station may be commanded by a Post-Captain, to be elect ed by the members of such station. The Rear-Commodore or .Post-Captain commanding a station outside of New York City may appoint and remove such committees as the station members may approve. XV. FLAGS The Club Burgee shall be triangular in s hap e, in the \lsual proportions, with a white field and a waved blue st ripe 20'?'o of the. hoist in width running through the center from hoist to point. The Commodores Flag shall be rectangular in shape with a blue field, in the usual proportions, in the center of which shall be a white fouled anchor encircled by 13 white five pointed stars. Running horizontally through the center shall be a waved white stripe 20% of the h o ist in width. The Vice Commodores Flag shall be s imilar to the Commodores Flag, except that the field s hall be r ed. The R ear Commodores Flag shall be similar to the Vice Commodores Flag, except that the field shall be white and the fouled anchor, the 13 stars, and the wave s hall be blue. The Post Captains Flag shall be s imilar to the Rear Commodores Flag, except that the 13 stars s hall be omitted. The Fleet Captains Flag shall be similar t o the Post Captains Flag except that the fouled anchor shall be omitted. The T ransoceanic P ennant of the Cruising Club of America shall be a pennant of a length approximately 20% of the overall length of the yacht entitled to fly it, and onetwelfth of its length on the ,h oist. It shall have a wh ite field, with a waved blue s tripe 20% of the hoist in width, running
11 horizontally through the center from hoist to point. Upon the approval of the Committee on Awards of the Club it may be flown at rendezvous of the Qub Fleet, and on other appropriate occasions, only by yachts enrolled in the Club Fleet which have crossed the Atlantic or Pacific Ocean under sail. Flags he:-e in referred to shall only be displayed on yachts under the <1irect command of members and not displayed when under charter unless the yacht has her owner on board. XVI. SEAL The seal of the Club shall be its Burgee surrounded PY a double circ,llar rope border within which shall be mscribed "The Cruising Club of America, Inc." above; and t:elow shall be inscribed "1922", the date of the tounding of the C1uo.
XVII. EXPENDITURES No expenditures of funds nor contracts binding the Club shall be made except by authorization of the Governing Board.
.>..VIII. DISCIPLINE Every member on joining the Club thereby undertakes to comply with this Constitution and the By-Laws; and any refusal or neglect to do so, or any conduct unworthy of a gentleman or sailor, or inimical to the welfare of the Club, shall render a member liable to suspension or expulsion by a three-fourths vote of the members of the Governing Board present at a meeting duly called. Notice of such proposed action, with the reasons therefor, must be sent to the accused member by registered mail to his last known address at least thirty days prior to such meeting; and he shall have the right to be present at such meeting with counsel. XIX. AMENDMENTS This constitution cannot be suspended under any circumstances, but may be amended by a two-thirds vote at the Annual or Fall Meeting. Proposed amendments must be in writing signed by five members and sent to the Secretary-Treasurer in time to be included in the notice of the meeting.

BY-LAWS Adopted November 19, 1924 Amended to January 8, 1931
I. ORDER OF BUSINESS The order of business at all Club meetings shall be as follows: Roll Call. Minutes of previous meeting. Reports of officers. Reports of committees. Unfinished business. Elections. New }lllsiness. In case of dispute as to order or debate, Cushing's Manual shall govern. II. NOTICES Notice of the Annual and the Fall Meeting shall be sent to each member at least twenty days previous thereto. The notice for the Annual Meeting must contain the report of the Nominating Committee. Notices of special meet• ings shall be sent to each member at least fifteen days previous thereto, and shall state in detail the subjects to be brought up for action and no other matters may be con• sidered at such meetings. III. APPEAL A member shall have the right of appeal to the Club from a decision of the Governing Board, which may be over• ruled at the next regular meeting by a two-thirds vote of those present in person or by proxy. Notice of such appeal must be stated fully in the call for the meeting. IV. VOTING None but members shall be allowed in the meeting room during a meeting of the Club. Every member present when a motion is under con• sideration shall vote thereon unless excused by the pre• siding officer. Proxies must be in writing, signed, witnessed and filed with the Secretary-Treasurer five days in advance of the meeting. V. AMENDMENTS These By-Laws cannot be suspended under any circumstances but may be amended by a two-thirds vote at the Annual or Fall Meeting. Proposed amendments must be in writing signed by five members and sent to the Secretary-Treasurer in time to be included in the notice of the meeting.

THE BLUE WATER MEDAL
Feeling that there were many noteworthy voyage• mado in amall boats, and frequent example• or meritoriou■ eeaman• ■hip displayed by amateur sailors of all nationalitiea that went unrecognized, it seemed to the members of the Cruising Club of America that this organization was the fitting one to properly record and reward auch adventure upon the aea. Therefore, at the annual meeting on February 27, 1923, the following resolution was paeaed, founding a medal that, it wae hoped, might prove an incentive for carrying on the ■pirit of adventure and upholding the beat tradition■ of ■ea• faring that are our heritage from the past. "Moved and seconded that the Club found, out of funds to be sought for the purpose, a medal to be known as The Blue Water Medal of the Crui■ing Club of America, to be awarded annually, in the discretion of the Board of Governors, for the year'• moat meritorious example of seamanship, the re• cipient to be selected from among the amat~ur• of all the nation■." In pursuance of this resolution a suitable medal, five inte• in diameter, was made, the design being by the late Ar hr Sturgis Hildebrand, a member of this club and 0 _ne ~ t crew of the yacht Leiv Eiriksaon, lost in the Arctic with a hal).ds in September 1924.

BLUE WATER MEDAL AWARD, 1941
The Committee on Awards recommends that the Blue \Voter Medal for the y ea r 1941 be awarded to Robert Neilson, for his voyage in the ket c h "Orion" from Honolulu to San P e dro, Cal., in a little o v e r forty days. The Orion is a 3 0 ft. auxiliary ketch, with a beam of IO ft. and a dra ft of 4 ½ ft. She was desig ned by John G . Hanna, of Dunedin, Florida. In this v essel, on Jun e 5th, 1941, Mr. Neilson, with one com· panion, s a iled fr o m Honolulu. As the trade winds made any • thing approaching easterly course out of the ques tion, the yacht was put on a northerly tack and continued in this direction for a bout a month until they met the w e sterlies in lat. 39° IO' N, over a thousand mil e s north of the isla nds . The ves sel was then h eaded e a stward and in ten days of very hard sailin g mad e h e r port at S a n Pedro. The weathe r was for the most part very bad. There w e re gale s and heavy squalls, making necessary much sewing of the sails where the y had g i,·e n way, a nd as they approached the California coast, heavy fog was encountered. While en route they picked up on their radio, the news of the fall of Fra nce, making the world they were returning to seem very strange. Afte r several weeks for rest and refitting, the "Orion" con• tinued her journey to Panama, and after passing through the canal went on to Tampa, Florida, having sailed 7978 miles. FRANKLIN C. The Boston Station Membership on January 1, 1944 n1;1m· bered plus or minus 125 (of which plus or minus 53 in Service, and plus or minus 29 in the Civilian Defense). In lieu of its usual Spring Dinner, the Boston Station fell back on a Chowder Party, February 26, which was graced by the presence of superior officers from New York. So popular were the clams, that on April 30, this informal gathering was repeated, principally to hear Andy Hepburn describe Casa Blanca which he did with the lighter touch to such effect that we wished we had all been there. A declining few kept the sea on their brave little boats through Spring and Summer, but so great had their fame become as watchers off the shore that U·boats were 'small P<?tatoes and fe~ in the hill'. On larger vessels a hardy handful still keep up their blue-and-white water habits by rolling around the calendar further to the Eastward. The historian heard that Tom Cabot cruised from a nearby port to his new island off Maine and that some others may have ventured afloat not far from the beach (himself sailed a canoe in a fresh water pond, just to keep eligible for re-election). The Annual Dinner on December 1 7 dressed ship with a notable company on the bridge. Commodores Ford and Lund· gren, Commodore Ratsey, our very own Lt. C. Burnham Porter, and Ernest A. Ratsey acquitted themselves as speakers with graceful entries and clean runs, but the way in which Lt. Com· mander Lord Stanley, told of how the B.W.M. Award for

' Cruising Club members may leave their boats at the Huntington Yacht Club and they will be taken - care pf by a Club attendant for a small f e e. Water , gas, oil, ~ce, milk and provisions can be obtained at the Club. Several guest moorings are maintained and assigned to visiting yachts by the club attendant. The harbor has lighted buoys (out for duration) from the lighthouse into the inle t with a port hand can buoy located so as to clear the middle ground. However, there is a lump with only six feet at deadlow water that bears West-Southwest from the first black can after turning the inner gas buoy so tha t boats drawing over six feet should steer at least I 00 feet to the s outhward of the can. Since the hurricane there is a lump of gravel about 3 00 yards north of the inlet. There is 7 feet over this lump at low water. There is a bus se rvice to the town and station from Rosell"~ Store at Halesite, and taxis may be called to the Yacht Club. The rate is seventy-five cents from the Yacht Club to town and. $1.00 to the station. Knutson operates the yard formerly run by Walter Abrams., has well equipped shop, machinists, carpenters and a ways that: can haul up to 8 ½' draft. Charles Young operates a small yard and is available to do all kinda of cabinet and rigging work, while the boats are at their moorings. Ernest Maywald has a machine
S4 ~hop on the Mill Dam and is competent to do all forms of engine work. Chute & Bixby have a yard on the Mill 'lam that can haul vessels up to 7 1 and are well equipped to do general repairs. Yacht Anchorage: At the head of the harbor a ba sin 13 00 feet long and 7 5 0 feet wide has been dre d ged to a depth of 7 ½ feet at low water. The dredged area extends nort h northeasterly from the Mill Dam bulkhead on the west side of the o ld channel to a point dire ctly west of Abrams Shipyard where it converges with the west northwesterly sweep of the channel. Youngs Yard and that of Chute & Bixby are served by the newly dre d ged basin. They have moorings and will care for boats le ft in their charge.

Winter meetings are held in New Haven, and summer activity mainly centers in the Branford River where vessels of most of th_e members are moored. The Post-Captain or the Secretary w,11. gladly furnish information in regard to activities of the Station, anchorages and mooring conditions in this and near by h_a r~ors. Also in regard to supplies, repairs of hull, motor and nggmg and be of every possible assistance to club members. Bra_n_f~rd Yacht Club pier, at entrance to River, affords good fac,hhes for taking on gas, ice and water. Groceries about a quarter m ile distant. Branford town is a few minutes by motor or trolley, has good shops and New Haven is about 30 minutes by trolley. Branford outer harbor affords fair shelter in all but southwesterly winds; however, m e mbers are advised to ente r Bran· ford River, which ia sheltered in any wind. Local boats moor bow an~ stern to stakes on the channel bank, as the river bottom ts soft deep mud, and barges sometimes tow up the channel. Vacant stakes are usually available on application to Al. Johnson, in charge of the Branford Yacht Club, located on Branford Point close to the pier. Except for small boats in good winds, power is needed for maneuvering in the river. SAILING DIRECTIONS
The entrance to Branford River is not as bad as it looks on Chart No. 217 . From a position about 200 yards easterly from Cow and Calf Gas and Bell Buoy, steer NE½N Mag. for the Big Mermaid, distant I ¼ miles. This course leads midway

With Southerly or Westerly winds or with power, it is feas ible to proceed as far a s Bran ford Point Pier at night by the aid of the li g hts m e ntioned above; the courses being approximately as by d ay. Then head ENE mag. for the red flashins: light on Branford Point Pier. Do not attempt to proceed beyond this Pi e r at night w ithout loca l knowledge.
EAU CALLIE STATION Indian River Florida Poat-Captain Stephen D. Baker Eau Callie, Florida. Establis hed F e bruary 9, 1939, with four members, this Station offers a port of call for members in southern watera. Ample dock apace and anchorage. Water, gas, boat supplies, ice and groceries.
SAILING DIRECTIONS Passing south through the Eau Callie bridge (chart #845) steer S.S.E. for 7 / IO miles till abeam first light beacon. Thence a W x N course for 3 / 5 miles (leaving beacon a nd markers close t o port and black finger markers on same hand) leads t o e ntrance of Elbow Creek-a landlocked harbor. Lighthouse with
Hashing red light on slatted white tower to starboard on point and black finger markers ( off low island) to port keep in center of fairway for about 500 yards until abreas t of the docks. Anchorage about 300 ft. north and south by 650 feet and 8 ft. depth. On north shore is Eau Callie Cruis ing Club Station sign on white building. Dock Master will assign berth at docks. \Vays in this yacht basin can haul vessels up to 6 ft. draft and 75 ft. long. A 6 by 8 _foat sign is attached to the north side of the Eau Callie drawbridge giving sailing directions into the harbor. ESSEX STA TION Poat-Captain George P. P . The Essex Station of the Cruising Club of America was formed in the spring of 1940, and is located at Essex, Connecticut, on the Connecticut River, about six miles from Saybrook Light, with headquarters at the Essex Yacht Club. At present, the Station is composed of approximately 20 members of the Club. There is an excellent anchorage for yachts up to I 2 feet draft off the Essex Yacht Club, the most southerly waterfront building and dock of the town. Moorings may almost always be arranged for by applying to Harbor Master Dyke Wetmore, whose office adjoins the Essex Yacht Club property. There ia excellent dockage, both in front of the Club, and to the north• ward, where all supplies - fuel, water, ice, food, marine hardware, etc. - are conveniently available. Three yacht yards arc located in Eaaex, capable of full service to all types of yachts. Yachts may be left at Essex from week end to week end, and supervision and care arranged for. Many · yachtsmen are taking advantage of the Essex anchorage as a point of departure for many and varied cruising grounds easily reached in a short time - Long Island Sound, Block Island Sound, Gardiner's Bay, Peconic Bay, Fisher's Island Sound, etc. The quaint and picturesque town of Eaaex has many attrac· tions which must be seen to be appreciated. A modern motion picture theatre, and summer stock theatre, are nearby. Attrac• tive taverns and inns serve excellent meals at moderate prices. Ship's larders may be replenished in any of several up-to-date stores. Yachts going to Essex should not fail to visit attractive and landlocked Hamburg Cove, about a mile above the town. There is beautiful scenery, absolute quiet, and perfect protection in ~II weather.
'H Essex m ay be reached by motor car in three hours by using Merritt P a rkway and Route I to New Haven, Route 80 to Essex. Air-conditioned trains from Boston and New York to Saybrook Junction, and I 0-minuto taxi ride put Essex within commuting distance of our large Eastern cities. Mail m ay be sent in care of the Eaaex Yacht Club, where a steward will welcome visitors. Telephone and shower bathe are available at the Club. Launch service goes into action upon blowing of the usual three toots on the ship' s horn. The E ssex Yacht Club and the Town of Eaaex exte nds a cordial welcome to all visiting yachtsmen.

Nine foot draft can be carried to the Coconut Grove Branch of Miami Ship Building Corp. which a djoin the Club on the south, and six feet to the Club dock. Gasoline, water and supplies can be obtained through the club steward. A mooring has b een kindly donated by Commodore Huge M. Matheson in Hurricane Harbor located behind South West Point on Key Biscayne. Thia is a private ha rbor owned by Commodore Matheson, and six feet ca n be carried throug h the entrance.

CRUISING CLUB OF AMERICA, 1943 Report of Historian The year has been a quiet and uneventful one, and yet successful; in spite of the fact that there is little to r eport. The reports of other officers show a highly satisfactory condition both in membership and finances. While nothin g nove l or s ensational has been attempted in the way of races and m e etings, the officers have been alert in carrying out the u sual routine, with a continuation of interest in the organization on the part of the membership. Apart from the bi-weekly luncheons at the New York Yacht Club and downtown the dinners have shown a goodl y attendance. On June 26 a rendezvous was held at the Stamford Yacht Club, and on Columbus Day, October 12th falling on Sunday, a rendezvo us was held at Sheffield Island, the visitors being guests at one of the noted Ford Family chowder parties. On the following day a run was made across the Sound to the Clul:ls old r endezvous, Lloyd's Harbor. At the suggestion of Commodore · Ford the Commodore of the Royal Ocean Racing C lub was made an Honorary Member during his t e rm of o ffi ce, and the R.O.R.C. took reciprocal action in regard to our Commodor e. During the year a number of foreign yachtsmen on temporary duty in New York have been entertained by the Club and by individual members. The final meeting of the year, on December 9th, brought as visitors ex-Commodore, now Lt. Commander Alfred Stanford, and ""Ducky"" Endt; both since returned to duty on the other side. There was present als,;, J. Laurent Giles, the noted English yacht designer, now on duty in \Vashin g ton. The Club begins a new year in a spirit of hope for such a revival of o ld conditions as will e nable it to function again to the extent that it has in the past twenty-three years of its existence.
