THE CRUISING CLUB OF AMERICA
The Cruising Club of America was launched in the winter of 1921-22 by a group of yachtsmen inte res t ed in cruising and the development of the cruising type of yacht. It was felt that this branch of the sp ort never had a ttained the position it de- . serves in a country so rich in sea-going tradition and whose natural advantages are so peculiarly favora ble to cruising, possibly because of the fact tha t there never h as been any concerted action by cruising enthusiasts. The yacht clubs o f the country have made racing a large part of their activities and there are several inter-club a ssociations devoted to the advancement of this branch of yachting, but there never has been in this country an organization comparable, for ex• ample, to the Roya l Cruising Club, which, in the las t forty years, h as done so much toward making cruising a national institution in Great Britain. And so the Cruising Club of America waa lau nched and it was but natural that its founders, familiar a s they were with the work of the Royal Cruising Club, should have mqulded it somewhat along the lines of the older organization.

CONSTITUTION Adopted November 19, 1924. Amended to January 14, 1942. I. NAME. The name of this organization shall be "The Cruising Club of America, Inc." II. OBJECT. The objects of this Club are to promote cruising by amateurs, to encourage the development of suitable types of cruising craft, to stimulate ihterest in seamanship, navigation and handling of small vessels, to gather and keep on file all information which may be of assistance to members in cruising. III. OFFICERS. The Officers of the Club shall be the Commodore. the Vice Commodore, the Rear Commodores, the Secretary-Treasurer, the Historian, and ten Governors who shall be nominated and elected as is prescribed in Articles XI, XIII, and XIV; and they, together with the Chairman of the Membership Committee, shall constitute the Governing Board of the Club. The offices of Commodore and Vice-Commodore shall be filled by members who are yacht owners. IV. DUTIES OF OFFICERS The Commodore shall be the general executive officer and shall preside at all meetings of the Club and the Governing Board. He may appoint a Fleet Captain who shall perform such duties as the Commodore shall designate and hold office at his pleasure. The Vice-Commodore shall assist the Commodore in the discharge of his duties and in his absence act in his stead. The Rear-Commodores shall command their stations and perform such other duties as may be assigned to them by their superior officers or the Governing Board. The Secretary-Treasurer shall perform the duties pertaining to his office.
1. The His torian shall each year write a Log of the Club's activities during the past year and present it to the Club at the Annual Meeting. ,'.l'he Governing B oard shall generally administer the affair,; of the Club and shall have the powers of Directors.
V. MEMBERSHIP: ELECTION: RESIGNATIONS A pe rson e lig ible for membership in the Club must be a .~ ailor and a ge ntleman of acceptable character and personality who has d emonstrated hi s ability to handle or command and navig ate or pilot a yacht or small vessel at sea and who has ha d sufficient cruising experience. Nominations fo!" m ember ship in the Club shall be made upon the proposal of a member and seconded by two other members , n o ne of whom shall be members of the Governing Board o r the Membership Committee. Applications, proposals ~nd secondings sh all be on forms and pursuant_ to instructions or r egulatio ns approved by the Govermng Board. When an application in complete form shall be r eceived, the Secret ary-Treasurer shall send to all members of the Club the names of the applicant, proposer, seconders, and any o th er informat ion direct ed by the Governin~ Board , N?t less than thirty days thereafter, the Membe~ship C~mmitt ee may act upon such application and report its _findtngs and recomm endations to the Governing Board, which may th en elect o r r ej ect the applicant. F avorable recommendations by the Membership Committee shall not exceed in any calendar year a number to be prescribed from tim e to time by the Governing Board. Applications r ejected by the Governing Board shall be excluded from such annual number or quota. . The Membe rship Committee may act upon applications without regard to se niority of r eceipt. All r es ignations must be in tVriting and shall t ake effect upo_n r eceipt by the Club; provided, however, that a res.ignat1on may be withdrawn upon the consent of the Governmg Board and upon such t erms and conditions as it may prescribe; and further provided, that no member who is indeb ted to the Club or who is under notice pursuant to Article XVIII shall have the right to resign except by specific permission of the Governing Board.

VI. CLASSES OF MEMBERSHIP There shall 1,c three classes of membership, regular, life and honorary. A member may become a life m ember by payment of the prescribed fee and thereafter is exempted from yearly dues. Honorary members shall pay no dues or initiation fee, and shall have no vote nor hold any office except that of Historian, but otherwise shall enjoy all the privileges of regular members. VII. INITIATION FEE The initiation fee shall be ten dollars. The I ife membership fee shall be two hundred dollars. Appiication for life membership may be mad e only after five successive years of membership in the Club. VIII. DUES: ARREARS Regular members shall pay ten dollars yearly clues on election and thereafter on January first of each year. Members whose dues arc unpaid by February fir s t shall be notified by the Secretary-Treasurer and if such dues are still unpa id by March first, such m embers may be suspended or dropped from the roll by the Governing Board, but may be reinstated at its discretion and upon the payment of all arrears. The Governing Board may waive the dues of individual members for such period as it deems proper, upon its finding that such action is to the best interest of the Club. 0
IX. MEETINGS The Annual Meeting shall be held in January of each year. The Fall Meeting shall be held in October or N ovember of each year on a date to be determined by the Governing Board. Special Meetings of the Club may be called by the Governing Board and shall be called on the written request of fifteen members. The Governing Board shall me et as often as it may deem necessary, or at the call of the Commodore. X. QUORUM. Twenty-five members present in person or by proxy shall constitute a quorum at any meeting of the Club. Five members shall constitute a quor'um at any meeting of the Governing Board.
9 XI. NOMINATING COMMITTEE: NOMINATION OF OFFICERS At the Annual Meeting of the Club there shall be elected a Nominating Committee of five members of .the Club, who shall be neither Officers nor Governors of the Club. This Committee shall nominate candidates for Commodore, ViceCommodorc, Secretary-Treasurer, Historian, and for five Governors to succeed those whose terms of office expire at the next Annual Meeting; and shall notify the Secretary• Treasure r of such nominations not later than December first preced ing the next Annual Meeting. The Secretary-Treasurer shall send notice thereof to all members not less than fiv e days before the Annual Meeting. XII. ELECTIONS: TERMS OF OFFICE: VACANCIES Th~ Commodore, Vice-Commodore, Secretary -Tr_easurer and Historian shall b e elected at the Annual Meeting and shall hold office until the next Annual Meeting 01 until the election of their successors. ' Five members of the Governing Board shall 1'e elected at t_he Annual Meeting and shall hold office for two years or until the election of their successo rs. Vacancies in any office (except Rear-Commodore) or in the Governing Board shall be filled by the Governing Board. Those so appointed shall hold office until the next Annual Meeting or until the election of their successors. XIII. COMMITTEES . The Governing Board shall appoint a Membenhip Co~m1ttee of five members to serve for one year or until their ~uccessors are appointed. This Committee shall appoi1;t its own chairman. Th e proceedings of the Membership Committee shall be confidential. The Governing Board may appoint and remove such other committees as it may de em necessary. The Commodor e, or in his absence th e Vice-Commodore, shall be ~x-o_fficio a member of all committees, except the Norn· mating Committee.
10 XIV. STATIONS: REAR-COMMODORES; POST-CAPTAINS The chief station of the Club shali"be i~ N e:,v York City, but wherever four or more members r eside m any ot1:ler locality, they may, with the approval of the Gol'ern~n~ Board, found a station. The Secretary-Tre_asurer s a notify the members of the Club of the establishment of a new station. Stations established outside of New York City composed of twenty-four or more members shall be under the command of a Rear-Commodore to be elected by the members of such station. If the station is composed of less than twenty-four members such station may be commanded by a P_ost-Captain, to be elected by the m embers of such station. The Rear-Commodore or 1:'os t-Captain commanding a station out~ide of New York City may appoint and remove such committees as the station members may approve. XV. FLAGS The Club Burgee shall be triangular in s hape, in the usual proportions, with a white field a nd a waved blue s tripe 20% of the hoist in width running through the center from hoist to point. . The Commodores Flag shall be rectangular in s hape w1t_h a blue field, in the usual proportions, in the cente r of which ~hall be a white fouled anchor encircled by 13 white five pornted stars. Running horizontally through the center shall be a waved white stripe 20% of the hoist in width. The Vice Commodores Flag shall be similar to the Commodores Flag, except that the field s hall be red. The Rear Commodores Flag shall be similar to the Vice Commodores Flag, except that the field shall be white and the fouled a nchor, the 13 s tars, and the wave shall be blue. The Post Captains Flag shall be similar to the Rear Commodores Flag, except that the ·13 s t ars shall be omitted. The Fleet Captains Flag shall be similar to the Post Captains Flag ex\:ept that the fouled anchor shall be omitted. The Transoceanic Penn.ant of the Cruising Club of America shall be a pennant of a length approximately 20% of the overall leng th of the yacht entitled to fly it, and onetwelfth of its length on the hoist. It shall have a white field, with a waved blue stripe 20% of the hoist in width, running
11 horizontally through the center from hoist to point. Upon the approval of the Committee on Awards of •the Club it may be flo wn at rendezvous of the Club Fleet, and on other appropria te occasions, only by yachts enrolled in the Club Fleet which have crossed the Atlantic or Pacific Ocean un<1'e r sail. Flags he.:-ein referred to shall only be displayed on yacbts under the direct command of members and not displayed when under charter unless the yacht has her owner on boa rd. XVI. SEAL The seal of the Club shall be its Burgee surrounded by a double circL1lar rope border within which shall be inscribed "The Cruising Club of America, Inc." above; and l:elow shall be inscribed "1922", the date of the tounding of the Club. XVII. EXPENDITURES No expenditures of funds nor contracts binding the Club shall be made except by authorization of the Governing Board. XVIII. DISCIPLINE Every member on joining the Club thereby undertakes to comply with this Constitution and the By-Laws; and any refusal or negl ect to do so, or any conduct unworthy of a gentleman or sailor, or inimical to the welfare of the Club, shall render a member liable to suspension or expulsion by a three-fourths vote of the members of the Governing Board present at a meeting duly called. Notice of such proposed action, with the reasons therefor, must be sent to the accused member by registered mail to his last known address at least thirty days prior to such meeting; and he shall have the right to be present at such meeting with counsel. XIX. AMENDMENTS This constitution cannot be suspended under any circumstances, but may be amended by a two-thirds vote at the Annual or Fall Meeting. Proposed amendments must be in writing signed by five_ members and sent to the Secretary-Treasurer in time to be included in the notice of the meeting.

I. O~DER OF BUSINESS The order of business at all ciub meetings shall be as follows: Roll Call. Minutes of prev ious meeting. Reports of officers. Reports of committees. U nfinishcd business. Elections. New business. In case · of dispute as to order or debate, Cushing's Manual shall govern. II. NOTICES Not ice of the Annual and the Fall Meeti ng shall be sent to each member at least twenty days previous thereto. The notice for the Annual Meeting must contain the report of the Nominating Committee. Notices of special meetings shall be sent to each member at least fifteen days previous thereto, and shall state in detail the s ubjects to be brought up fo r action and no other matters may be considered at such meetings. III. APPEAL A merf!b.er shall have the right of app_eal to the Club from a dcc1s1on of the Governing Board, which may be overruled at the next r egular meeting by a two-thirds vote of those present in person or by proxy. Notice of s uch appeal must be stated fully in the call for the meet ing. IV. VOTING None but members shall be allowed in the· meeting room during a meeting of the Club. Every member present when a motion is under consideration shall vote ther eon unless excused by the presiding officer. • Proxies must be in writing, signed, witnessed and filed with the Secretary-Treasurer five days in advance of the meeting. V. AMENDMENTS These By-Laws cannot be suspended under any circumstances but may b e amended by a two-thirds vote at the Annual or Fall Me eting. Proposed amendme nts must be in writing signed by five members and sl!nt to the Secretary-Treasurer in time to be incl uded in the notice of the meeting.

THE BLUE WATER MEDAL
Feeling that there were many noteworthy voyage. made in •mall boats, and frequent examples or meritorious seaman• ■ hip displayed by amateur sailors of all nationalities that went unrecognized, it seemed to the members of the Cruising Club of America that this organization was the fitting one to proper ly record and reward such adventure upon the aea. Therefore, at the annual meeting on February 27, 1923, the following resolution was passed, founding a medal that, it was hoped, might prove an incentive for carrying on the •pi:it of adventure and upholding the beat traditions of aea· farmg that are our heritage from the past, "Moved and seconded that the Club found, out of funds to be sought for the _J>Urpose, a medal to be known as The Blue \Vater Medal of the Cruising Club of America, to be awarded annually, in the discretion of the Board of Governors, for the year's most meritorious example of seamanship, the re• cipient to be selected from among the amateurs of all the nations." In pursuance o f this resolution a suitable medal, five inche• in diameter, w a s made, the design being by the late Arthur Sturgis Hildebrand, a member of this club and one of the crew of the yacht Leiv Eiriksson, lost in the Arctic with all hands in September 1924. At the Annual Meeting held January 8, 193 I, the following resolution was unanimously carried: RESOLVED: That the Governing Board be and hereby ia authorized to approve of the awarding of the Blue Water Medal, without date, on the recommendation of the Committee on Awards.

CRUISING CLUB OF AMERICA Report of Historian -
1944
Pending the time when it will be the pleasure as well as the duty of the Historian to report long-distance ocean races, the shorter races about New York and Boston and the squadron cruises of the Club, with award of an annual Blue Wate r medal, there is little to add to the history of the Club as recorded in past books. The reports of the officers and committees show a healthy stale of Club finances and membership and a lively interest, in spite of these depressing days, on the part of both officers and members. The attendance at the dinner meetings has grown to the full capacity of the New York Yacht C lub dining room, and the Model Room is always crowded for the cocktail hour and the talks which follow. The dinner of April 20th took the form of a tribute to one of the oldest and best beloved membe rs, Martin S. Kattenhorn, a fitting testimonial to his service to the Club and to his standing as a representative of the true cruising spirit being presented. . The first outing of the year was a rendezvous on May 27th, a t Henry Wilkens' Clam and Lobster Parlor at Norfolk, followed by the conventional sail across the Sound to Port Jefferson and Lloyd's Harbor; the fleet include d Wogg Too, Sur• prise, Chantey, Chanteyman, Contest, Lucky Star, Tiny Teal, Little Tramp, Windward, Andora, Revonoc, Perroquet, Freya and Alcyone. The summer cruise began with a dinner at the Larchmont Yacht Club on Friday, August 18th, with a sail to Norwalk next day, across to Port Jefferson on Sunday, Duck Island on Monday, Essex on Tuesday, where George Bonnell proved to be an ·'Old Glorious'' host to a party of I 00. The fleet disbanded at Essex, finding' their way home at will. The Columbus Day rendezvous on October 12th was in Oyster Bay, the twenty yachts present, after a day at a nchor, sailed to Lloyd's Harbor on Saturday for the usual festivities, disbanding on Sunday. Considering the war time r estrictions, the three outing s were successful. Continuing its friendly relations with the Royal Ocean Racing Club, the Commodore of that organization was elected an Honorary Member of the Cruising Club during his term of office, an engrossed testimonial being sent to the R.O.R.C. by the hands of Commodore Wilfrid J. The Boston Station Membership on January I, 1945 stood, sat, or fought at around 124-about 50 fighting. Number in Civilian Defense unknown account becalmed. With faithfulness which deserved a larger average attendance Commodore Guild presided over weekly lunc h es through Spring, Summer and Autumn. It isn't hard to get there but it is so hard to get away from those cheery, sporting fixtures that some of us w h o would love to go have to k eep clear or lose our jobs. An evening Chowder on April 28th filled in the schedule until outfitting time. Maybe some boats cruised, a nd daren't admit it until the Coast Guard has returned to peacetime status. The Historian along with Burnham Porter, A l Gould and George Doane had himself a lovely o ld-fashioned cruise via Isles of Shoals, Portland, Quahog Bay and Georges River to Rockland-and the rest of the crew went on for mostly the month of August , all without incident or fog. The Annual Dinner was as usual h onored by a choice flotilla of Commodores from New York. If Mr. Ashley had talked relatively louder and we had talked relatively less, we' d h ave heard relatively more about knots, bends and splices. We wer e very glad to have him with u s and h ope h e w ill forgive. But the only thing that matters is that our boys come home. Then we'll take them cruising. ls there anything w hich will give them the right letdown better than the swing of a small boat in a summer-sea-way and the sight of hemlocks growing to the water's edge where brownweed washes in an idle l!urf? We will lay our courses toward the sunrise a nd try to drop in our wakes the memory of the things they should forget.

The Essex Station of the Cruising Club of America was formed in the spring of I 940, and is located at Essex, Connecticut, on the Connecticut River, about six miles from Saybrook Light, with hea dquarters at the Essex Yacht Club. At present, the Station is composed of approximately 20 members of the Club. There is an excellent anchorage for yachts up to 12 feet draft off the Essex Yacht Club, the most southerly waterfront building and d ock of the town. Moorings may almost always be arranged for by applying to H a rbor Master Dyke Wetmor~, whose office adjoins the E ssex Yacht Club property. There 1■ excellent dockage, both in front of the Club, and to the north• ward, where all supplies - fu e l, water, ice, food, m a rine hard· ware, etc. - are conveniently available. Three yacht yards are loca ted in Essex, capable of full service to a ll types of yachts. Yachts may be left at Essex from week e nd to week end, and supervision and care arranged for. Many yachtsmen are t aking a dvantage of the E ssex anchorage as. a point of departure for many and varied cruising grounds easily reache d in a short time - Long Island Sound, Block Island Sound, Gardiner's Bay, Peconic Bay, Fisher's Island Sound, etc. . The quaint and picturesque town of Essex has many a ttr~ctions which must be seen to be appreciated. A modern motion picture theatre, and s ummer stock theatre, are nearby. Attrac• tive taverns and inns serve excellent meals at moderate prices. Ship's larders may be replenished in any of several up-to-date stores. Yachts going to Essex should not fail to visit a ttractive and landlocked Hamburg Cove, about a mile above the town, There is beautiful scenery, absolute quiet, a nd perfect protection in all weather. E ssex may be reached by motor car in three hours by using Merritt Parkway and Route I to New Haven, Route 80 to Essex. Air-conditioned trains from Boston and New York to Saybrook Junction, and I 0-minute taxi ride put Essex within commuting distance of our large Eastern cities. Mail may be sent in care of the Essex Yacht Club, where a steward will welcome visitors. Telephone and shower baths are available at the Club. Launch service goes into action upon blowing of the usual three toots on the ship's horn. The Essex Y acht Club and the Town of Essex extends a cordial welcome to all visiting yachtsmen.
