Fair season began in Ballston Spa on Tuesday BALLSTON SPA - The 2018 Saratoga County Fair’s opening ceremony is set to begin at 9 a.m.

Tuesday and the fair will run through midnight on July 29 at

the Saratoga County Fairgrounds, 162 Prospect St., Ballston Spa. This year’s opening ceremony will include a dedication in memory of Galway Town Supervisor Paul Lent. Along with that role, Lent served as the Saratoga County Fair Draft Horse Superintendent and Saratoga County Agricultural Society Director.

The Saratoga County communities of Halfmoon, Ballston and Malta have grabbed the lion’s share of the Capital Region’s growth.

The Regional Planning Commission -- which covers Albany, Rensselaer, Saratoga and Schenectady counties -- noted that between 2010 and 2017 those communities posted largest residential gains: Halfmoon’s population rose by 13.5 percent, Ballston’s by 12.8 percent, and Malta’s 9.3 percent.

Of the top 10 municipalities that gained population, six were in Saratoga County: Moreau gained 5.8 percent more residents with Saratoga Springs and Wilton following with 5.4 and 5.2 percent, respectively.

Plein air art contest BALLSTON SPA - A Plein Air art contest has been announced by the Ballston Spa Village Cemetery Board. It is inviting artists to paint or draw in the cemetery this summer.

An exhibit of entries ill be mounted at the village’s library in October. Awards of $100, $75, and $50 will be given in four categories: oil and acrylic, watercolor, pastel, and drawing. Best of show will receive $150.

Winners will receive a plaque specially designed by local sculptor, Mark Louis Blech. Entrants will be encouraged to sell their work during the exhibit.

After the show, selected pieces will be exhibited at locations of sponsors. A 25% commission to benefit the venue of the sale will be charged. Rules for the contest and further details may be obtained at the cemetery’s website: ballstonspacemetery.org.

GLENVILLE - The Glenville Senior Center seeks retirees who are willing and able to donate a small portion of their time to help other retirees with transportation needs. Drivers gain a real knowledge of Glenville and have the chance to meet fellow retirees while driving our minivan. We are in need of regular and substitute drivers. The morning shift for drivers is from 9 a.m. to noon on weekdays; afternoon shift for drivers is from 1 to 3 p.m. weekdays. Regular volunteer drivers only need to commit to one shift or day per week and substitutes only fill in shifts as needed based on their availability.

“Becoming an aviator” stem classes Empire State Aerosciences Museum & SCCC GLENVILLE - The Empire State Aerosciences Museum in conjunction with Schenectady County

Community College will offer their annual Summer STEM Aviation Classes for kids from Monday August 20 to Friday August 24 from 8:30 am – 12 pm at the Empire State Aerosciences Museum, 250 Rudy Chase Drive in Glenville, NY. Students’ ages 8 – 12 will be offered “Becoming a Young Aviator” and students from 13 – 16 years old will take “Becoming an Aviator for Teens.”

Students will learn about the history of aviation, the forces of flight (how airplanes fly), use a flight simulator and have an opportunity to interact with guest speakers such as a Naval Aviator. Older students will plan a “flight mission” alongside mentors. Students will have an opportunity to work with the Experimental Aircraft Association (EAA) Chapter 602 to become Junior EAA members, which includes a half hour flight.

Saratoga county veterans peer connection program SARATOGA COUNTY - The Saratoga County Veterans Peer Connection falls under the New York State PFC Joseph Dwyer Program. The aim is to assist Veterans by pairing them with another Veteran who has had similar life experiences, in order to provide for a meaningful relationship. The program pairs established Veterans with returning Veterans who are experiencing posttraumatic stress disorder (PTSD) or other re-acclimation challenges. “There are a lot of reasons: taxes, popularity, location, school districts,” said the commission’s Senior Planner Dan Harp. “This has been going on for decades in Saratoga County, ever since the construction of the Northway.

Growth shifted away from Bethlehem and Guilderland and went north.”

Harp said the commission was surprised by the 4.4 percent growth in Cohoes since 2010. That translates to 707 new residents.

“We can’t tell you why,” Harp said. “We suspect that over the last 10 or 15 years, people want to move back to the cities -- places where they can walk to where they live, work and eat. Cohoes is centrally located, near Albany and Troy, and affordable.”

Mayor Shawn Morse said that the growth in Cohoes is part of a concerted effort to revitalize the downtown and to provide a hefty number of market-rate apartments.

“We are a small city nestled closed to everything in the region,” Morse said. “We are building a utopian bedroom community -- a small, safe city with all of the amenities.

It’s starting to feel like Saratoga. People are flocking to Cohoes, and we are going to continue to grow and grow and grow.”

Saratoga Springs and Cohoes were the only two cities to see an uptick in population. Albany’s population has remained flat with 395 new residents or 0.04 percent increase. Schenectady has lost 510 residents, a drop of 0.08 percent, and Troy has seen 564 move out, a drop of 1.1 percent.

“Barring any significant changes,” the commission report reads, “the cities are likely to experience modest population change through 2020.”

Bethlehem is still gaining population, and ranks No. 7 on the growth chart with a boost of 5.3 percent or 1,788 new residents. Brunswick added residents, with an 8 percent increase in population to rank No. 4 on the list.

Colonie also gained with a 2.3 percent increase. No communities in Schenectady County made the top 10.

For years, Clifton Park (pop. 36,737 as of last year) topped the charts for population growth. The trend, however, has slowed as the town focuses on preserving open space and refining its business-oriented Town Center Plan, which now includes a 37-acre park. Expanding

housing developments is not a priority.

“Basically, we have taken steps to reduce the amount of housing units over time,” Supervisor Phil Barrett said.

“That’s been a long-range plan. It makes the housing units we have more valuable because there are less of them.”

Halfmoon’s population, based on Census figures, has grown from 21,535 in 2010 to 24,436 in 2017. In the same years, Ballston has grown from 9,776 to 11,023. Malta has gone from 14,765 residents to 16,142.

Harp said as Clifton Park has reached its limit for housing developments, residents are moving into the town’s bordering communities.

“Development has to go somewhere,” Harp said. “Developers are looking for cheap land and Saratoga County has marketed itself well.”

Development does heighten concerns from those who already live in the booming towns. Ballston residents defeated a referendum for a sewer line on Route 50 -- not only because of the tax increase but because residents feared it would attract more development.

In Malta, residents are distressed by the number of apartments, many of which were built in Ellsworth Commons on Route 9 and remain empty. This sparked the Malta Town Board to rezone, clarifying what is allowed in both the business district and residential areas, with an eye toward expanding commercial areas and reducing multi-family units.

“GlobalFoundries has been transformational for Malta,” said Town Board Member Tim Dunn. “It’s had an impact on the town, the county and the region. We don’t want the town to be purely residential. We are trying to ... have a greater balance between commercial and residential, so people can shop and work where they live.”

The Malta changes include rezoning Route 9 and Route 67 to commercial use and creating buffers between commercial and residential areas. Like Clifton Park, Malta is also considering preserving open spaces and had done so with a 35-acre parcel on Route 9.

Harp said it’s hard to say how much growth is too much, or what kind is best. He said that the only thing all planners can agree on is that unplanned growth is risky.

“Thirteen percent growth with a good plan is fine,” Harp said. “Four percent growth with no plan is a problem. Master gardener volunteer training CAPITAL DISTRICT - If you have a love for gardening, landscaping and related activities, and you would like to share it with others, please consider becoming a Master Gardener volunteer. Besides joining in a variety of activities with others who share your interest, Master Gardener volunteers assist Cornell Cooperative Extension personnel in providing educational horticulture programs, community and garden-based learning projects, soil and diagnostic clinics, and demonstrations, and staff a phone helpline for their county residents.

Applications for the Master Gardener program are being accepted now for the 2018 class and interviews will be held during the summer. Individuals accepted into the program will have an orientation in early September and begin weekly training sessions on Thursdays, during September through December.

Master Gardeners receive over sixty hours of training covering an array of horticultural topics, including botany, entomology, plant pathology, soil science, organic gardening, and integrated pest management. Participants receive a Master Gardener Certificate after finishing the training, completing a final project and contributing a minimum of 50 to 60 hours of volunteer service.

There is a program fee of $275.00 to defray the cost of training materials plus an additional $30.00 fee for a background

This nutritious lunch is served Mondays-Fridays. Reservations are required at least one day in advance by 12 noon. A registration form must be completed by each participant annually.

NO food/drink items can be taken to go. Participants will receive a monthly contribution letter; the suggested donation is $2.00 per meal for those age 60 and over. There is a $6.00 fee for those under 60, payable at the meal site.

The awards are given in recognition of the restoration, renovation, new build, and beautification efforts by homeowners and businesses, which have enhanced the Ballston Spa area within the past 2 years.
