JUDGE ELLIOTT ANNOUNCES HIS CANDIDACY FOR SUPREME COURT Elliott brings more than 27 years of experience on the bench Judge Raymond Elliott, III announces his candidacy for the Third Judicial District of the Supreme Court of New York State. Judge Elliott spent 16 years working as a law clerk for Judges Warren Travers and George Ceresia Jr. before becoming a Justice in the Town of North Greenbush in 1984, a post he was elected to eight times and has held for 27 years.

“I am running because I believe that decades of hearing cases have given me the experience and temperament necessary to be an asset to the people of the Third Judicial District,” said Judge Elliott. “My experience in law, accumulated by serving on the bench for over 27 years, teaching law for 10 years and being in private practice for more than 39 years, has provided me with the necessary skills and knowledge to serve the residents of the Third District.”

In addition to serving the Town of North Greenbush, Judge Elliott served as Acting Troy City Court Judge in both Civil and Criminal Court and Acting Judge for Rensselaer City Court and East Greenbush Town Court. In that time he presided over more than 40,000 cases, becoming a sought after member of the legal community offering insight and advice for many challenging aspects of New York State Law. After graduating from Columbia High School, Elliot graduated from Colgate University in 1969. He then attended Albany Law School earning a Juris Doctor Degree in 1972. Elliott was admitted to practice law before all Courts of the State of New York and the U.S. District Court of the Northern District in New York in 1973.

Elliott has taken on many leadership roles within the legal community serving as past President of the Association of Towns of the State of New York, past director of the Executive Committee of the NYS Magistrates Association and past President of the Rensselaer County Magistrates Association.

Elliott has been married to his wife, Barbara, for 39 years. The couple has two daughters and two granddaughters.

KEYES SCHOLARSHIP AWARD The Center Brunswick United Methodist Church is pleased to announce that William Krill, Jr. has been selected as this year’s recipient of the Mabel and Harold Keyes Memorial Scholarship.

The Finance Committee of the church, which handles this scholarship, chose Mr. Krill on the basis of his work ethic, both in the classroom and in the community. He has been recognized at school for attendance and quality workmanship in the classes. William was part of both the DARE and SADD programs as well as a member of the Varsity Track team. In addition, he has been an active volunteer in the Brunswick Elks and achieved the rank of Eagle Scout with 1Palm in the Boy Scout Program.

In the fall, he plans to attend Hudson Valley Community College to begin his studies for a career in Law Enforcement, preferable in the Parks Service.

The Keyes Scholarship is funded through a donation from the estate of Mabel and Harold Keyes. It is limited to graduating seniors from Tamarac High School. Mabel Keyes was a teacher in the Brittonkill School system and she and her husband Harold were known throughout the congregation and the community for their work with children and youth. It is most fitting that this Scholarship be continued in their memory and in their honor.

SLCA PRESENTS BATIK WORKSHOP Sundays at the Center Batik Workshop with Pat Smart on July 3 at 1:30pm. $5pp.

Batik is an ancient Indonesian method of decorating fabrics using hot wax as a resist for successive dye baths. Pat will explain the traditional method for Batik and give a brief history. She will demonstrate the wax and dye process. Participants can then try their hands at waxing and put their fabric in an already prepared dye bath. While the fabric is drying (about 30 minutes) Pat will talk about and demonstrate dye painting and answer any questions. The fabrics will then be rinsed and wrapped in plastic for taking home. At home, participants will lay it out to dry and iron out the wax with absorbent paper.

Troy resident Trudy Hall was one of four graduates honored by St. Lawrence University with the Alumni Citation, awarded during Reunion Weekend on campus in Canton, New York.

Hall is a 1977 graduate of St. Lawrence.

She has been head of the Emma Willard School, one of the nation’s leading college preparatory boarding and day schools for girls, for 10 years. During that time, the endowment has grown; the geographic diversity of the student body has increased; and the historic campus has undergone an extensive adaptive reuse architectural program. The school, with Hall’s leadership, is involved in the Global Forum for Girls’ Education, whose overarching goal is to ensure every girl everywhere has the opportunity to obtain a good elementary and secondary education.

QUESTAR III’S REC STUDENTS INDUCTED INTO NATIONAL TECHNICAL HONOR SOCIETY On June 1, in recognition of outstanding achievement in career and technical education (CTE), 15 students from Questar III’s Rensselaer Educational Center (REC) in Troy were inducted into the National Technical Honor Society (NTHS) - the country’s highest award for excellence in CTE. SHERIFF MAHAR SUPPORTS “ALL-CRIMES DNA” BILL Sheriff Jack Mahar joined with survivors of violent assaults, advocates, district attorneys, elected officials and other Sheriffs from across New York State to push for passage of legislation that would allow for the collection of DNA from any convicted criminal whether that individual was convicted of a felony or misdemeanor. Currently, the State’s DNA Databank consists of DNA collected from only convicted felons.

“This legislation is what we call in law enforcement’s parlance, a ‘no-brainer,’” said Sheriff Mahar. “Other than cases of minor traffic offenses, we take the finger prints of anyone convicted of a crime whether that offense is a felony or misdemeanor.

We should absolutely be collecting the DNA of those individuals convicted of misdemeanors such as menacing, stalking, criminal mischief, petit larceny and criminal possession of stolen property as well. We know that a high percentage of offenders who commit serious crimes have also committed lower level misdemeanors. I fully support this proposal to expand the state’s DNA Databank to cover all penal law convictions. It will most certainly help us identify violent criminals and protect innocent lives.”

Sheriff Mahar urges residents who agree with the proposal to contact your local Assembly representatives and State Senator to urge passage of this important legislation.

TO SUPPORT REBUILDING OF POULTRY BUILDING AT SCHAGHTICOKE FAIR The Rensselaer County Legislature voted at the June 14 legislative meeting to support the reconstruction of a livestock building at the Schaghticoke Fair damaged this past winter, Chairman of the Legislature Martin Reid announced.

Legislators voted at the June 14 meeting to authorize funds to match community contributions to help in the reconstruction of the popular Poultry Building exhibit area.

For generations, the Poultry Building at the county fairgrounds have showcased chickens, ducks and other birds, along with rabbits. The birds and rabbits are often displayed by 4-H and other youth organizations and draw large crowds during the fair. Unfortunately, the Poultry Building was damaged when heavy snows accumulated and caused the roof to collapse.

Insurance will not cover reconstruction of the building.

“The Schaghticoke Fair is one the great summer events in the Northeast and the Poultry Building is a major attraction at the fair. The Legislature is happy to partner in rebuilding this important part of the Fair,” said Reid. GRAFTON LIBRARY BOOK DISCUSSION GROUP The book discussion group of the Grafton Community Library will be discussing What is the What by David Eggers at their June 29th meeting. The group meets at 12:30 PM at the library and is open to everyone. This epic novel is a fictional recount of Valentino Archak Deng, one of the Lost Boys of Suda; who at the age of 7, began his trek across deserts of three countries pursued by militia, wild animals and government bombers. When he eventually settled in the United States, he finds promise, heartache and new challenges.

Moving, suspenseful and unexpectedly funny, the intimate novel both describes and is a sweeping journey recounting the nightmarish world of Sudanese civil war. The book was a finalist for the National Book Critics award for fiction in 2006. David Eggers has written a number of fictional books as well as memoir and nonfiction. He is editor of the Best American Nonrequired Reading Journal with the help of high school students and is a champion of righting injustices and promoting writing through his 826 Valencia writing and tutoring labs for young people throughout America. THE PORT OF WATERFORD SAND LAKE/BUTLER PARK SUMMER RUNS The 2011 Sand Lake/Butler Park Summer series has started its 20th season! This year, as in the past, the runs will be held on eight Thursdays, finishing at the end of July. The Kids Runs (800M, 400 M, and Mile) start at 6 PM, with the road races (2.5 mile or 5.0 mile) starting at 6:30 PM. All of the Kids Runs will be held within Butler Park, and on the grass fields.

The longer Kids Runs will incorporate the woods just behind the fields on nice dirt trails. The Road races will continue to be held on the roads, incorporating RT 43, Old Route 66 and Gettle Road. There is no registration fee. Runners will be asked to fill out a race waiver, which is available at the pavilion. So, for some fun, as well as terrific exercise, come on out and join us!

LEGISLATURE SAYS TAX CAP AND MANDATE RELIEF SHOULD BE ADOPTED New York State lawmakers should adopt a tax cap with a comprehensive plan for relief of state mandates before the end of the state legislative session, said Rensselaer County lawmakers.

The need for a tax cap and mandate relief should be considered as equals by state lawmakers, said county legislators.

Unfunded state and federal mandates are the main cause of property taxes in counties across the state.

“A tax cap will benefit all property taxpayers, just as a tax cap will benefit all property taxpayers. Addressing these issues should be top priorities for state lawmakers,” said Chairman of the Legislature Martin Reid.

County lawmakers said adoption of a tax cap without mandate relief would be futile. With a tax cap in place, there would be no guarantee that state and federal governments would not continue to increase mandated costs.

New York State is one of a handful of states that require counties to pay for mandates, with counties typically paying 25 percent of the costs for various social programs. The state is the only state in the country to require counties to pay for both required and optional services mandated under law by the federal government.

Without mandate relief, county and local officials would either be forced to resort to deep cuts in needed services or utilize circuit-breakers that result in property tax increases. County lawmakers have unanimously joined to adopt several resolutions to ask state lawmakers to adopt a tax cap with mandate relief.

LEGISLATURE SEEKS CHANGE IN STATE WOOD PROCESSING LAWS The Rensselaer County Legislature approved a resolution at the June 14 legislative meeting seeking a change in state laws that limit wood processing on farms, saying current laws limit a needed source of revenue for farm families.

Current state law prohibits farms from processing wood for sale on the farm it was harvested from. Instead, farmers seeking to sell wood must transport the wood to another location for processing.

The law acts as a deterrent to family farms that have access to wood on their properties from tapping into a needed source of revenue at a time when Northeast farms are struggling.

The wood harvested on a farm can be used to produce bedding for animals, landscaping or other uses.

Legislators noted the requirement that wood harvested from farms be taken off site for processing adds on additional expense to farms and is less environmentally-efficient because of the additional trips required for the processing.

Herrington recently brought up the wood processing issue when a delegation of state lawmakers visited Herrington Farms earlier this spring. The state lawmakers pledged to review the issue and the request for a change in the law.

The resolution seeking a change in state law for processing of wood products was approved unanimously and will be sent to state lawmakers for consideration. have many opportunities available, both formal and informal.

PROGRAM ON COOKING FOR HEALTHY HEARTS St. Mary’s Hospital/Seton Health and Samaritan Hospital/ Northeast Health, as part of a new joint initiative called Healthy Hearts, will offer “Cooking for a Healthy Heart,” the second program in its educational series on Thursday, June 30, 6 - 7 p.m., Northeast Health Krause Center, 2212 Burdett Avenue, Troy.

Carole DeBonte, RD, CN, registered dietitian, and Lendell Eaddy, executive chef, Morrison Management Specialists, will discuss how the foods we eat can help us maintain a healthy heart or improve our heart health.

The program also will feature a healthy cooking demonstration

by Chef Eaddy. Participants will be able to sample heart-healthy foods. Educational information and heart-healthy recipes also will be available.

Norman R. Nilsen Sr., age 74, died in Sun City, Arizona on March 10, 2011. The cause was Pulmonary Fibrosis.

Born November 1, 1936 in New York, he graduated from Columbia High School in East Greenbush. Norman served in The United States Navy on Active Duty and served as a Reservist for 30 years. On January 18, 1958, he married Virginia Carey of Chatham.

Norman lived nearly all of his life in Nassau, NY. He was a First Class Electricians Mate in the Navy and retired as an electrician at The Times Union in Albany.

Norman will be remembered for his warm friendly nature and wonderful sense of humor. He loved the outdoors and was a skilled hunter. He had a deep sense of duty and love for his country and the Navy.

Norman Sr. was preceded in death, by his wife. Survivors include his three children, Norman Jr., Lynn and Leigh. He leaves 6 grandchildren, Lacey, Amanda, Derek, Connor, Luther, Angelina, and one great grandchild, Halle.

Friends and relatives are invited to attend a Military Funeral Service for Norman at the Gerald B. Solomon Saratoga National Cemetery in Schuylerville at 12:00 sharp on Friday, July 1st.

TROY AMATEUR RADIO ASSN. FIELD DAY OPERATION The members of the Troy Amateur Radio Association cordially invite you to visit our 2011 Field Day Operation. We will be operating at Troy’s Frear Park in Renss. County from noon, Saturday, June 25, until 2:00 PM, Sunday, June 26. If you come in the main entrance and go straight, you will be able to see our antennas in the distance. We should be easy to find.

This annual event, called “Field Day” is the climax of the week long “Amateur Radio Week” sponsored by the ARRL, the national association for Amateur Radio. Using only generators, batteries or solar power, the hams construct emergency stations in parks, shopping malls and backyards to test their skills under all situations. The slogan, “Ham radio works when other systems don’t!” is more than just words to the hams as they prove they can send messages in many forms without the use of phone systems, internet or any other infrastructure that can be compromised in a crisis. More than 30,000 amateur radio operators across the country participated in last year’s event.

Over the past year, the news has been full of reports of ham radio operators providing critical communications in emergencies world-wide. On the weekend of June 24-25, local residents will have a chance to meet and talk with ham radio operators and see for themselves what this “radio service” really is about.
