MISS UNCLE SAM 2011 It’s that time of year again, when the Uncle Sam Parade Committee is accepting applications from young ladies from Rensselaer County for the Miss Uncle Sam Pageant. The pageant this year is August 20, 2011 at St. Augustine Church Hall. Rehearsal is Friday, 8/19/ 11, at 6:00pm.

There will be a winner and 2 runners-up in each age division.

Contestants must be a resident of Rensselaer County, never been married and never had a child. The Little Miss category is age 46; Young Miss, ages 7-9; Pre-Teen Miss, ages 10-12; Teen Miss, ages 13-15; and Miss Uncle Sam, ages 16-18. Age is determined day of pageant. A new age category is added this year, Tiny Miss, age 2-3. Contestants will be escorted on stage by a parent. Age is determined day of pageant. Categories include competitions based on poise, personality and appearance. An optional Miss Photogenic category is judged on photos submitted by the contestants.

DEC COMMISSIONER APPOINTS MEMBERS to HYDRAULIC FRACTURING ADVISORY PANEL New York State Department of Environmental Conservation (DEC) Commissioner Joe Martens announced the members of the High-Volume Hydraulic Fracturing Advisory Panel that will be charged with: Developing recommendations to ensure DEC and other agencies are enabled to properly oversee, monitor and enforce high-volume hydraulic fracturing activities; developing recommendations to avoid and mitigate impacts to local governments and communities; and evaluating the current fee structure and other revenue streams to fund government oversight and infrastructure related to high-volume hydraulic fracturing.

The following are highlights of the July 12, 2011 regular meeting of the Rensselaer County Legislature: Called on New York State to Enact Comprehensive Mandate Relief - The Legislature urges New York State to adopt comprehensive and meaningful relief to ensure the success of the just-adopted property tax cap and to further ensure fiscal stability for local governments.

Authorized County Vehicle Usage and Driver Guidelines- In the interests of cost efficiency and so as to promote proper internal controls, the Legislature endorsed and adopted a County Vehicle Usage and Driver Guidelines Policy.

Adopted a Budget for HVCC- The Legislature approved and adopted the Hudson Valley Community College operating budget for the period of September 1, 2011 and concluding August 31, 2012. As the sponsor of HVCC, the County of Rensselaer will contribute $3,138,900 to their budget which will reflect no increase from previous years.

Requesting New York State to review new fraud protectionsThe need for new protections against fraud and abuse in the welfare system is paramount given the pressures on local taxpayers, the effects of the ongoing economic recession and the troubling instances of fraud and abuse Supported Senate Bill S.296 and H.R.2245- In unanimous support, the Rensselaer County Legislature supports the passage of these bills which would require notification by drug manufactures to the FDA of the discontinuation, interruption, or adjustment to the production of a specific drug that would result in a shortage and the actions the agency would take to address them.

TRIP, INC OPENS THE DOOR TO HELP HOMEOWNERS AT RISK OF FORECLOSURE Pre-apps due by July 22, 2011 Troy Rehabilitation and Improvement Program (TRIP, Inc) announced that it has been selected by NeighborWorks America in conjunction with the U.S. Department of Housing and Urban Development (HUD) to help promote the Emergency Homeowners’ Loan Program (EHLP) in the state of New York.

Congress provided $1 billion dollars to HUD, as part of the Dodd-Frank Wall Street Reform and Consumer Protection Act, to implement EHLP. The program will assist homeowners who have experienced a reduction in income and are at risk of foreclosure due to involuntary unemployment or underemployment, due to economic conditions or a medical condition, and are at least 90 days delinquent on their mortgage as of June 1st, 2011.

Under EHLP guidelines, eligible homeowners can qualify for an interest free loan which can bring the homeowner current and pay a portion of their monthly mortgage for up to two years, up to $50,000. The EHLP program will pay for homeowners’ missed mortgage payments and past due charges including principal, interest, and escrowed taxes, and insurance. EHLP is expected to aid as many as 2,633 distressed borrowers in New York State.

“The Emergency Homeowners’ Loan Program will potentially make it possible for struggling New York homeowners to receive some much needed assistance in paying their mortgages,” stated Bobbi Carter, Director of the TRIP NeighborWorks® HomeOwnership Center. “There is a very short window of opportunity for homeowners to apply. We must receive all Pre-applications by JULY 22, 2011.”

LEGISLATORS SEEK SAFETY REVIEW OF STATE ROUTE 7 2011 ROSALYNN CARTER INSTITUTE MATTIE J. T. STEPANEK CAREGIVING SCHOLARSHIP In 2005, Georgia Southwestern State University’s Rosalynn Carter Institute for Caregiving (RCI) established the Mattie J.T. Stepanek Caregiving Scholarship. Created in memory of the renowned poet and peacemaker, the 2011 Stepanek Scholarships were awarded this week. Recipients include Amber Thornton, Troy, N.Y. – Currently pursuing a six-year doctorate degree in physical therapy, Thornton volunteered last year with the Shriner’s Hospital aquatic physical therapy program.

She was able to work one-on-one with a child with cerebral palsy. This experience prompted Thornton to pursue a career in physical therapy and help children with disabilities. Thornton is also an active community service volunteer.

Members of the Rensselaer County Legislature are seeking a review of safety conditions on a section of State Route 7 in the Town of Hoosick that has been the scene of numerous accidents, Vice Chairman of the Legislature Stan Brownell and Legislator Lester Goodermote announced.

The section of Route 7 legislators would like to be reviewed is the same stretch of road where a propane tanker truck crashed after leaving the highway. Just last month, a passenger bus that was carrying college athletes also had an accident in the same vicinity.

Legislators approved a resolution seeking a review of lighting, speed conditions, visibility and signage, along with other factors on the stretch of Route 7. The stretch of State Route 7 is between the Bennington Battlefield Motel and the intersection of Routes 7 and 22.

“We have been contacted by residents who live in the area and motorists who regularly drive that section of State Route 7. They are concerned about safety and travel conditions and a review of that section is needed,” said Goodermote.

“Route 7 is a major thoroughfare in Rensselaer County, and used by many residents and businesses. It is important that we ensure the road is safe and accessible,” added Brownell.

The County Legislature approved a resolution requesting the review by state DOT at the July 12 legislative meeting. The request will be sent to state DOT, the governor and representatives of Rensselaer County in the State Legislature.

The Mohawk Hudson Humane Society’s “Save-A-Bull” program is one of the fresh ideas for which people can vote this month in Pepsi’s Refresh Everything Project.

The Humane Society receives more pit bulls than any other type of dog and they typically take longer to get adopted than other breeds. A group of volunteers has come together to address the problem of pit bull overpopulation and to educate the public about the breed.

Save-a-Bull is designed to help correct misconceptions about the pit bull breed and to address the problems associated with receiving so many unwanted pit bulls. However, the Society has no funding to support the program and thus is asking supporters to vote for the program in order to receive $25,000 from Pepsi.

Thirty percent of all dogs brought to the Humane Society every year are Pit Bulls. “Any time you have so many dogs of a single breed, it is cause for concern,” said Executive Director Brad Shear. “This program will help reduce the number of pit bulls in need, keep dogs in their homes and find new homes for dogs that need them. It addresses the problem on every front.”

As of Tuesday, the Humane Society was in 11th place nationally, but they need supporters to vote every day so their idea will be funded and dogs throughout the Capital Region will be helped. Individuals can gain additional votes by entering codes from yellow Pepsi caps into the website’s “Power Vote” system.

Voting continues throughout the month of July.

LEGIS. SEEK PROTECTIONS AGAINST ELECTRONICS BENEFIT CARDS FRAUD Members of the Rensselaer County Legislature are seeking additional protections against potential fraud and abuse through electronic benefits cards used to trigger public assistance benefits.

Legislators said they would like county and state officials to review existing fraud detection systems to ensure taxpayers are protected and determine if additional measures are needed to be taken to stop abuse.

The resolution follows a case where $6.1 million may have been stolen through fraud involving electronic benefits cards. The cards were allegedly traded for cash at four stores in Albany County, with recipients involved in the scheme later obtaining new cards after reporting they were stolen or replaced.

There have been other instances across the state where EBT cards have been traded for cash or sold.

“The recent cases of fraud involving electronic benefits cards show there is a need for increased vigilance to keep taxpayers protected. We want a full assessment to be made to ensure public assets are adequately safe-guarded,” said Legislator Lou Desso, chairman of the Legislature’s Social Services Committee.

Legislators want county and state officials to review existing fraud detection measures and ensure there are adequate safeguards against EBT fraud. Legislators also want county officials who administer public assistance benefits to report on whether additional safeguards need to be employed.

Legislators said the instances of fraud and abuse demonstrate why additional protections may be needed to safeguard against fraud. On June 2, ten people were charged with defrauding the system of $150,000.

“The cost for providing social services in the county is already reaching record levels. We have to weed out any instances of fraud and abuse to protect taxpayers and ensure the services go to those who are truly in need,” said Chairman of the Legislature Martin Reid.

A resolution seeking additional protections against potential fraud from electronic benefits cards was considered at the June 14 legislative meeting.

In recognition of the increasing numbers of caregivers around the country who provide care for a family member or loved one, Eddy DayBreak, the adult day services program of The Eddy not-for-profit network, will host “A Cabaret for Caregivers,” featuring a celebration to honor caregivers in the Capital Region, Friday, Jul. 29, 6:30 - 9:30 p.m., at the Park Playhouse, Washington Park, Albany.

The event will kick off with a casual reception in recognition of individuals who have taken on the vital role of caregiver for a family member, spouse, or loved one in need. ARE YOU TROUBLED BY SOMEONE ELSE’S DRINKING? AL-ANON CAN HELP Alcoholism is a worldwide issue causing problems not only for the drinker but for everyone connected with that person as well. Al-Anon Family Groups offer help and hope through free, weekly support meetings for family and friends of alcoholics.

Members share their experience, strength, and hope in dealing with the frustrations and feelings of helplessness caused by a loved one’s problem drinking.

People in Al-Anon use first names only, and confidentiality and anonymity are carefully protected. Newcomers are relieved to learn there is a place where they can share their troubles without being judged. Al-Anon members use the Twelve Steps adapted from Alcoholics Anonymous to face challenges and find spiritual support and recovery from the effects of the disease of alcoholism. They find solutions that lead to serenity and peace of mind, whether the alcoholic is still drinking or not.

Alateen is a part of Al-Anon specifically for young people whose lives have been affected by someone else’s drinking.

When a person has Celiac disease, his or her immune system attacks the villi, or areas along the lining of the small intestine, whenever foods that contain gluten are eaten. The damage that results from such an attack makes it hard for the body to properly absorb nutrients, causing many people to become malnourished regardless of how much food is consumed. Found in foods such as bread and pasta, gluten is a protein that can be avoided if people adopt a gluten-free diet. Such a diet means avoiding foods, beverages and even medications that contain wheat, barley, rye, and possibly even oats. While a glutenfree diet won’t cure Celiac disease, it can cause the symptoms to disappear and help the villi heal. Celiac disease is often mistaken for irritable bowel syndrome, so if such a condition has been diagnosed but nothing seems to be working, men and womenshould request they be tested for Celiac disease.

CAPITAL DISTRICT KICKBALL CHAMPIONS The World Adult Kickball Association (WAKA) for the Capital Region held its championship on Thursday, July 7th, at 7:30 pm. In their inaugural season, the WAKA Texas Rangers emerged victorious after John Volks hit a 3 run johnson to solidify the win. Louise Bassette received the Most Valuable Player award and game ball for her brilliance on the mound. The Rangers ended with a 12-2 season record.

SAND LAKE/BUTLER PARK SUMMER RUNS The 2011 Sand Lake/Butler Park Summer series has started its 20th season! This year, as in the past, the runs will be held on eight Thursdays, finishing at the end of July. The Kids Runs (800M, 400 M, and Mile) start at 6 PM, with the road races (2.5 mile or 5.0 mile) starting at 6:30 PM. All of the Kids Runs will be held within Butler Park, and on the grass fields. The family of Dave Sukup and Peg would like to thank the many friends that have had Dave in their thoughts and prayers over the past 2 years while he was battling his illness. We would also like to send a special thank you to all of the people that sent cards, flowers , food and the many friends who shared their memories and stories. We would like to send a heartfelt thank you to our good friends Richie and Rita Saville for organizing Dave’s get-together after the wake, the Castleton Boat Club for letting us use its facilities and its members for all of their help. Most importantly, we want to express our gratitude to Lee Wetherby who spoke from the heart during Dave’s wake and for being there for Dave during his final months of his serious illness.

Dave is gone, but he holds a special place in our hearts and he will never be forgotten.

BRUNSWICK BULLDOGS FLAG FOOTBALL & CHEERLEADING Registrations are being accepted for the 2011 Brunswick Bulldogs Flag Football & Cheerleading Programs.

This program is for children who will be in kindergarten – 2nd grade during the 2011 school year. The child must be 5 years old by August 1, 2011.

The flag football & cheerleading season begins on Monday, August 1st and runs through to the end of September. Practice is from 6:00 – 7:30 pm twice a week through August and once a week when school begins in September. Games are on Saturday mornings.
