James Knox Averill & Moscow Upon entering Sand Lake Union Cemetery to the left is a flagpole marking the Averill lot. The gravestone given by the descendants of the Averill family is at the back of the lot, marking Moscow’s grave at the feet of James Knox Averill, to whom Moscow was given after the Civil War. During a battle, Moscow’s owner was wounded and the horse carried his master to safety. Later the horse was presented to Col. Averill because of his dedication to helping Civil War soldiers.

It was known that James Averill was called Colonel Averill, yet no service record has been found.

Col. Averill’s affection and love for this special horse became evident when he purchased the burial lot for his family. The lot was large. Moscow was to be buried near his owner. When James Averill died, his son carried out his father’s wish.

Mr. Averill and Moscow lead the Memorial Day parades. The day came when Moscow was too old to lead the parade and he was retired. The next Memorial Day the band music could be heard in the distance. Moscow knew, when that music played, he was to lead the march. Over the fence he jumped, galloped a short distance toward the music and slumped to the road. His heart had given out.

Correspondence with the Averill family by Town Historian Judy Rowe has given us this information and the subsequent marking of Moscow’s grave, which is shown on page 105 of Sand Lake Revisited. The caption for this article’s picture also on that page notes: “Shown here is James Knox Averill with Moscow, an equine veteran of the Civil War. The original tintype was defective giving Moscow no ears.”

AUTHOR PRESENTS ALBANY IN THE AGE OF REVOLUTION Local historian Warren Roberts will discuss his new book “A Place in History: Albany in the Age of Revolution, 1775-1825” at 7pm Wednesday, September 7, in the Sand Lake Town Library’s William Kennedy Room. The library’s Book Group invites the public to enjoy this free slide presentation and discussion about Albany’s pivotal role in the American Revolution, the French Revolution, and the construction of the Erie Canal. Roberts has been a member of the History Department of the University of Albany since 1963. A Distinguished Teaching Professor, he is well known locally for his interesting lectures on Tiffany Windows in the Capital District and other aspects of the history of Albany. He has also written several books on French revolutionary artists. The author will have copies of his books for sale. Democrats Vote to Support Strong Ethics Law- Along party lines, the Republican Majority of the Legislature voted to weakening the County’s Ethics Law which has worked to protect taxpayers for over 20 years by keeping politics out of HVCC. The Republican Majority’s vote will permit political party leaders to serve as trustees of the college, having oversight of employee appointments and contracts. County taxpayers contribute more than $3 million to HVCC every year. Democratic Legislators voted “no” stating that weakening the Ethic’s Law does not serve taxpayers well, and in fact, sends exactly the wrong message to the college and the community at large.

Supported Reinstatement of the Joint Enforcement Team- The Joint Enforcement Team is no longer operated in Rensselaer County, and this Legislative Body believes it would be beneficial for the current District Attorney to seek a grant for the restoration of the JET program to seek and recover funds owed for the care and support of children.

Authorized the Purchase of iPads Within the Legislature- The Rensselaer County Legislature passed a resolution that marks the beginning of a greener initiative county-wide. Not only would this purchase reduce our paper use for a cleaner environment, it would also save over $10,000 in paper and printing costs.

DATE OF LEGISLATIVE MEETING MOVED DUE TO PRIMARY DAY The monthly meeting of the Rensselaer County Legislature for September will be moved due to Primary Day, Chairman of the Legislature Martin Reid announced. The Legislature normally meets on the second Tuesday of each month, but in September, the primary is normally held on the second Tuesday. Due to the scheduling of the primary, the legislative meeting will be moved to Wednesday, September 14.

The Legislature established rules requiring a regular monthly meeting to be moved when it falls on Primary Day. In accordance with those rules, the Legislature adopted a resolution officially changing the date of the September meeting to September 14.The September 14 legislative meeting will begin at 5:30 p.m. with public presentations, and at 6 p.m. with the agenda, and will be held in the legislative chambers, located on the third floor of the County Office Building, 1600 7th Avenue, downtown Troy.

2011-2012 SPORTING LICENSES AVAILABLE New York State Department of Environmental Conservation (DEC) Commissioner Joe Martens announced that 2011-2012 hunting, fishing, and trapping licenses and Deer Management Permits (DMPs) may be purchased beginning Monday, August 15. Since 1999, the Venison Donation Coalition has paid for the processing of more than 330 tons of highly nutritious venison, the equivalent of 2.8 million meals served.
