TEXAS HOLD ‘EM TOURNAMENT The Veterans of Stephentown and the Stephentown Volunteer Fire Department will sponsor a joint Texas Hold ’em Tournament on Sat., August 20th, 2011, in the Stephentown Fire Hall, located on Grange Road in Stephentown, NY. This is the fourth season at CM3 Motorsports, located at 719 Columbia Turnpike, East Greenbush (across from Springhurst Dr.). It’s been quite a learning curve! CM3 Motorsports has up to now offered full service, maintenance and repairs of all types of motorcycles, ATVs, quads and snowmobiles, as well as some used bikes, scooters and quads. Owner, Rob Choate, says he is thrilled with the show of support from his customers, old and new. To help with efficiency and improve turn-around for customers, CM3 is streamlining its menu of services. From now on, services available will include NYS Inspections, insurance estimates/repairs, sale of parts and accessories, tire mounting and balancing, oil changes (we use K&N oil filters) and service, tune ups, carburetor adjustments and cleaning (depending on year/model) and winter storage.

Despite the crazy weather this year, it’s been a good season.

This spring, Rob added a part-time mechanic, and Kristina, the “go-to-girl” to the shop, to help out with the busy season.

Having Kristina answer the phones, order parts and make appointments frees up Rob to do what he loves best – “wrenching”.

Now that the summer is winding down and fall is right around the corner, Rob expects the motorcycle business to slow down a bit; that is, after everyone has their last ride and winterizing done. “Even though people will be on their bikes until the snow starts flying, it’s time for the ATVs, quads and snowmobiles to start coming in,” says Rob. People are getting their quads ready for hunting season and snowplowing is not far off either. This is a good time to mention that CM3 has a wide range of cold weather accessories for hunters and snowplowers: gloves, face masks, battery tenders and cold weather gear.

Rob would like to thank his customers for their business, their friendship and their patience when needed.

MORE ECONOMIC DEVELOPMENT FOR EAST GREENBUSH L - R: Congressman Paul Tonko (center) joined Supervisor Rick McCabe, and Town Board Members Sue Mangold, Ginny O’Brien, and Phil Malone at a groundbreaking for expanded NYISO facilities in East Greenbush.

Town Supervisor Rick McCabe announced that another positive development project has begun in the Town of East Greenbush. The New York Independent System Operator, held a ground breaking ceremony on August 8th, to mark the start of construction on their new Control Center in the Town. This new facility is the centerpiece of a $74 million project, that will enhance and sustain the reliability of the electric system which is so vital to New York State’s economic future. Financing for the project includes a Smart Grid Investment Grant of over $37 million in federal funds.

Planning and preparation for this development has been progressing for the past several years. This has involved meetings and conferences with officials from North Greenbush, and Guilderland, as well as County, State and Federal representatives. The final action by the Town Board was passage in the spring of a coordinated resolution with the Town of Guilderland where the NYISO has a companion facility.

Supervisor McCabe reports that the Control Center construction phase will be a 36 month project generating hundreds of temporary jobs, with significant impact on the economic vitality of the Town and surrounding region. Once operational it will add permanent jobs to enhance grid operations and market efficiency. Members of the Town Board, and Mr. McCabe joined Senator Charles Schumer and Congressman Paul Tonko at the groundbreaking ceremony.

TOWN OF E. GREENBUSH Each summer, the Community & Recreation Department organizes a concert series that takes place every Tuesday night in August from 6-8 pm.

The concerts are held at Onderdonk Memorial Park, located on Hampton Avenue across from the Lake.

This concert series encourages friends, families and neighbors together in celebrating the summer season by enjoying the music, the outdoors and the company.

DON’T LEAVE YOUR DOG ALONE IN THE CAR Letter to the Editor: We have all heard the phrase “play nice.”

Humans are taught at a young age the “Golden Rule,” which is to do unto others as we would like others to do unto ourself. In our society, human to human interactions seem to be clear about what is acceptable and what is not, with many laws governing human behavior and giving clear human rights, especially in the United States. Human interactions with other species, however, are not as clear, and these other species do not have clear rights under the law or in the eyes of humans.

Some have forgotten their early lessons of “playing nice” and have no remorse or consequence to abusing a dog. We read about dog abuse cases all the time - even just this week in Albany, a puppy was swung 10 feet high by his leash and dropped on his head. Cruelty to animals is considered a felony to most, but in only 37 states is animal abuse really considered a felony, upheld by law. In the summer, even more animals can be hurt or killed and not always on purpose. Many people don’t realize how hot it can get in a car even if it’s parked in the shade. You might just be running in a store to pick one thing up, but cars can heat up very quickly in the summer. There are laws in NY against leaving dogs in cars and owners are fined, dogs have died only minutes after the owner left the parked car. Just today, while going into a doctor’s office at AMCH, there was a car parked next to ours with a dog in it. The windows were cracked, but it was a very hot day, and the car was parked in the sun. You never know how long a doctor’s appointment will take, or if you will have to wait. Taking that chance with an animal’s life is not acceptable. Treat your dog with the love and respect that they deserve. ~Emma Hollinger - APHS Student

James Knox Averill & Moscow Upon entering Sand Lake Union Cemetery to the left is a flagpole marking the Averill lot. The gravestone given by the descendants of the Averill family is at the back of the lot, marking Moscow’s grave at the feet of James Knox Averill, to whom Moscow was given after the Civil War. During a battle, Moscow’s owner was wounded and the horse carried his master to safety. Later the horse was presented to Col. Averill because of his dedication to helping Civil War soldiers.

It was known that James Averill was called Colonel Averill, yet no service record has been found.

Col. Averill’s affection and love for this special horse became evident when he purchased the burial lot for his family. The lot was large. Moscow was to be buried near his owner. When James Averill died, his son carried out his father’s wish.

Mr. Averill and Moscow lead the Memorial Day parades. The day came when Moscow was too old to lead the parade and he was retired. The next Memorial Day the band music could be heard in the distance. Moscow knew, when that music played, he was to lead the march. Over the fence he jumped, galloped a short distance toward the music and slumped to the road. His heart had given out.

Correspondence with the Averill family by Town Historian Judy Rowe has given us this information and the subsequent marking of Moscow’s grave, which is shown on page 105 of Sand Lake Revisited. The caption for this article’s picture also on that page notes: “Shown here is James Knox Averill with Moscow, an equine veteran of the Civil War. The original tintype was defective giving Moscow no ears.”

REVERSE ETHICS IN RENSSELAER COUNTY Letter to the Editor: In 1992, the Democratic Majority of the County Legislature enacted a new Ethics Law which attempted to limit the influence of party officers on county government and agencies including HVCC. It was signed into law by a Republican County Executive.

A critical provision of the bipartisan law prohibited county agencies, including HVCC, from employing or appointing county party officers to positions or having business dealings with them. These reforms arose from the insurance and IDA scandals involving party chairs from both the Democratic and Republican Parties in which these chairmen received in excess of $400,000 in undisclosed fees due to their influence in government.

The ethics law has worked for 20 years to keep party officers from serving at HVCC to prevent the appearances that they exercise undue influence over what all agree must be a non political institution dedicated to education. We recall that the Middle States nearly refused to give the college its accreditation because it was being abused by politicians as a political dumping ground for appointees.

Now, the Republican Majority has assaulted the Ethics Law by repealing its oversight of the college despite a 3 million dollar annual taxpayer contribution to the institution. And why has Lou Desso and his GOP majority done this? So they can reappoint a GOP Chairman to serve on the College Board of Trustees without the inconvenience of an Ethics Law’s thoughtful prohibition.

I must be noted that Democrats enacted a similar law in North Greenbush and I can only hope that Legislator Lou Desso, who serves in a conflicting office as a town board member and his partner Al Spain, do not move to repeal provisions of our law which keeps party chairmen off the town payroll. Politics must have reasonable limits and these politicians care more about politics and power than the institutions they were elected to serve. The East Greenbush Special Needs Parent Group is pleased to announce that Vincenzina Farry, a Special Education teacher at Green Meadow School, has been chosen to receive the Mary P. Van Derzee Special Educator of the Year Award. Ms. Farry has received multiple nominations over the years and was selected for her dedication to all of her students.

She will be honored during the Board of Education meeting on Wednesday, September 14, at 7:30 p.m. at the Administration Center located in the Genet School. The meeting is open to the public and anyone wishing to join us in honoring Ms. Farry is cordially invited to attend.

The late Mary P. Van Derzee, in whose memory the annual award is given, was the past Director of Pupil Personnel at the East Greenbush School District and later headed St. Rose’s support services for students with disabilities.

The Special Needs Parent Group is comprised of parents of children with special needs, who may or may not have been formally identified by the school district. The group meets monthly and sponsors educational programs, advocates for services for children with special needs, and provides support to its members.

TVHS LAUNCHES ALUMNI DATABASE Now that Tech Valley High School has its first group of alumni, the regional public high school is hoping to gather important information on the success of its graduates.

In that regards, TVHS has launched an alumni database on the school’s website to allow alumni to register and update their contact information and provide a means for fellow alumni and school officials to contact them.

The data is deemed to be extremely important since TVHS is a first-of-its kind school in New York State and one of only a few dozen of its kind in the nation.

LIVE EACH DAY TO THE FULLEST Letter to the Editor: It just feels as if negative things don’t go away from our daily lives. Every morning we wake up to hear the latest headlines about something awful in which it affects our families, friends, neighbors, and ourselves. All of this negative energy that we need to worry about, and we still have to work a long day, finishing our homework assignments, and getting at least eight hours of sleep at night so we can wake up and do the same thing over again. How is it even close to being possible when we keep hearing about jobs being cut, school budgets are failing, war and tension increasing? How can we deal with this chaos that surrounds us? I agree that the media is responsible for reporting to us the news, but it doesn’t feel like there is any positive things to hear about, maybe none to even report on. Is there a chance we have a brighter future for our world? I guess it just starts with us doing our part to make the world a better place to live in. We can’t do anything to stop the economy from failing, but we can do something to end war and hatred. Those kinds of things seem to show up in the news every day. We could start by living each day to the fullest, as if it’s our last day so that when we turn on the television to watch the six o’clock news, we will be able to hear more positive events instead of the ones we hear now. ~Aileen O’Brien, 11th grade at APHS

PAWNS IN THEIR GAME Letter to the Editor: Governor Mario Cuomo once answered a charge that he was waging “class warfare” (when bringing up the income gap) by saying that they (the wealthy) already started it. How? Recent events provide the latest example.

The wealthy persuade Congress to change the laws so savings banks could speculate with our money. Corporations ship jobs overseas for cheap labor and avoid their fair taxes.

Result: housing bubble, failed financial institutions, unemployment - Great Recession. The middle class and poor lose jobs, health insurance, savings, pensions. Local, state, and national governments go broke and reduce services for the victims of the economic crash.

The wealthy buy up cheap assets, pay themselves more, fight regulations that would have prevented the crash, fight social security, medicare, health insurance for all, minimum wage, environmental protection, collective bargaining. They also successfully keep their taxes from slightly rising to the Clinton years level (during which we had prosperity and balanced budgets). Income and wealth disparity grows (the top 1% makes what the bottom 60% make and own as much as the bottom 90% - the Atlantic, Sept. 2011). Result, less and less money for the rest of us as loans and jobs dry up.

The wealthy convince the middle class (which is disappearing because of the wealthy) that it is all the government’s fault, that it is high taxes and regulation that strangle the economy.

They appeal to our inherent distrust of government (stemming from our revolution) and distort reality to continue to enrich themselves. Learn from history: when we taxed those that could afford it and better regulated business, we had prosperity: Eisenhower, Johnson, Reagan and Clinton years.

And now Republicans call again for a balanced-budget amendment to the Constitution. They liken government to a family that must balance its budget. Sounds good, sounds virtuous. But it’s a distortion - families must borrow money too – for a house, a car, a business, for college. Families also take care of their old, sick, disabled and jobless members. Yet, as families struggle, governments (led by Republicans) have drastically cut help for our needy citizens while the wealthy continue to rake it in.

Get the picture? Will you vote with your head or continue to be influenced by those who benefit from our decline? How long will you be a pawn in their game? ~Michael Roland, Nassau

The Town Board recently passed a new Comprehensive Plan. I would like to thank all the residents that contributed, commented and provided assistance in developing this updated plan. It is a great piece of work and necessary as we continue our efforts to preserve our community character while providing opportunities for future growth.

Subsequent to the passage of the Comprehensive Plan, the Board introduced updated laws to follow this blueprint for development. These proposals are all available on the Town’s website (townofnassau.org) or at the Town Hall. We have also introduced another moratorium extension law; just in case we will need more time to pass these updates. Details of these actions are on Nassau’s website.

I would like to thank Highway Superintendent Fred McCagg for his hard work in helping the Town secure FEMA grant monies from the storms of December 2010. Thanks to his efforts and a little political pressure, we were able to secure $30,312.96 in reimbursement of highway expenditures.

Nassau’s summer road projects are well underway as well. If you would like to have more frequent updates of ongoing Highway Department work projects, Mr. McCagg has asked me to remind our residents that they may check out their progress on Facebook.

We continue to push forward in negotiations with Time Warner.

Due to our efforts, they have agreed to extend service around Lyons Lake Road, Route 20 and Lords Hill Road. Nassau is greatly underserved in Internet coverage and we will continue to pursue expansion of coverage in other parts of the Town.

We do face a great deal of push back in this effort.

Please join us as Nassau hosts a Family Fun Day at the Hoags Corners Fire House on August 27. The kids had a great time last year! We will also host Tire Recycling Days on September 2324 and another Household Hazardous Waste Day on September 17. Please check out the website for more information.

The Board also passed a resolution supporting a grant proposal to conduct a Rensselaer Plateau economic study.

We have appointed Sheila Foraker to the Committee on Farm and Agriculture Preservation. I would like to welcome Sheila and thank her for her willingness to serve and share her insight from her work with the Nassau Food Compact.

The Rensselaer County Legislature will pursue new cost-cutting avenues through the use of technology purchases approved at the August 9 legislative meeting. Legislators approved the purchase of iPad electronic tablets to help reduce paper, copying and mailing costs in legislative offices. It is estimated the change could save at least $50,000 over the new few years, and follows moves by other municipalities to utilize electronic tablets instead of paper.

The move follows a review of the technology upgrades by a bipartisan legislative committee and a series of discussions between members of the legislative body on possible reductions of expenses. “This resolution will help save taxpayer money and comes about after a cooperative effort by legislators from both sides of the aisle to reduce expenses,” said Chairman of the Legislature Martin Reid. The process included formation of a Temporary Ad Hoc Technology Committee. The committee was spear-headed by Legislator Kathleen Cassidy and Legislator Alex Shannon, with Shannon representing the majority caucus and Cassidy representing the minority caucus. “We are very pleased that we can be in the forefront of the use of technology to streamline county business and realize significant savings.

We plan to work with other departments to look for similar efficiencies and shared services that could ultimately reduce the cost of county government,” said Cassidy.

The resolution approved at the August 9 meeting authorizes the purchase of nearly $12,000 in iPads and associated computers. The new computers will be used to reduce costs for printing, copying and mailing in the Legislature that approach $20,000 annually.

The bi-partisan effort is similar to other cost-saving methods employed by the Legislature. A re-bid of the county insurance policy earlier this year resulted in a savings of $900,000 over three years.

Shannon suggested the conversion after purchasing an iPad for work and finding out how easy it was to access legislative information.

“Technology is changing quickly and we have an opportunity to utilize those changes to benefit taxpayers and maintain services.

We want to continue to apply this approach to other areas of county government,” said Legislator Shannon.

The Temporary Ad Hoc Technology Committee will continue to work with the Budget Task Force, a bi-partisan group of legislators who are conducting reviews of overall county fiscal issues, mandate reform progress, cost-sharing options and other issues and areas.

I am not sure how many people will take advantage of this event, so be prepared to wait in your car until someone comes to collect your things. We expect that this first recycling day will be repeated at least once or twice a year going forward.

We have a number of hard working volunteer committees who provide expertise and a resident’s perspective to town activities. In addition to the camp and concert series, the Youth and Recreation Committee oversees the youth evenings in the winter months. The Public Safety Committee is revising and updating our town’s Emergency Disaster Manual. The HR/Finance Committee provides guidance and expertise in personnel and budgeting matters and is engaged in developing a long overdue Employee Handbook. The I-90 Connector Committee is composed of many stakeholders including representatives from the County, NYSDOT, CDTC, Rensselaer Chamber of Commerce, RPI Technology Park and various politicians’ offices, as well as the Town. They are working to get the connector from Exit 8 to the Tech Park in place. Paul Tonko, especially, has been instrumental in protecting our interests in Washington as the committee works to have everything ready when Federal funding is finally released. The Highway/Utilities Committee responds to the needs of these Departments, making recommendations for policy changes, improvements in roads, water and sewer and lighting. Finally, the Comprehensive Plan Implementation Committee is preparing recommendations for changing zoning codes based on the new Comprehensive Plan. AUTHOR PRESENTS ALBANY IN THE AGE OF REVOLUTION Local historian Warren Roberts will discuss his new book “A Place in History: Albany in the Age of Revolution, 1775-1825” at 7pm Wednesday, September 7, in the Sand Lake Town Library’s William Kennedy Room. The library’s Book Group invites the public to enjoy this free slide presentation and discussion about Albany’s pivotal role in the American Revolution, the French Revolution, and the construction of the Erie Canal. Roberts has been a member of the History Department of the University of Albany since 1963.

A Distinguished Teaching Professor, he is well known locally for his interesting lectures on Tiffany Windows in the Capital District and other aspects of the history of Albany. He has also written several books on French revolutionary artists. The author will have copies of his books for sale. DATE OF LEGISLATIVE MEETING MOVED DUE TO PRIMARY DAY The monthly meeting of the Rensselaer County Legislature for September will be moved due to Primary Day, Chairman of the Legislature Martin Reid announced. The Legislature normally meets on the second Tuesday of each month, but in September, the primary is normally held on the second Tuesday. Due to the scheduling of the primary, the legislative meeting will be moved to Wednesday, September 14.

The Legislature established rules requiring a regular monthly meeting to be moved when it falls on Primary Day. In accordance with those rules, the Legislature adopted a resolution officially changing the date of the September meeting to September 14.The September 14 legislative meeting will begin at 5:30 p.m. with public presentations, and at 6 p.m. with the agenda, and will be held in the legislative chambers, located on the third floor of the County Office Building, 1600 7th Avenue, downtown Troy.

On Saturday, August 20, the Tsatsawassa Protective Fire Company Inc. will hold its 23rd Annual Pig Roast on the firehouse grounds, located just off Route 20 in the hamlet of Brainard, NY. TAI CHI FITNESS PROGRAM The Troy Public Library will offer a Tai Chi Fitness Program on Mondays, September 19th – October 24th at 1:15PM at the Lansingburgh Branch. PAPSCANEE ISLAND NATURE PRESERVE IN HUDSON VALLEY RIVER RAMBLE The Papscanee Island Nature Preserve will again be among the areas in and around the Hudson River that will be included in the Hudson River Valley Ramble later this month.

The Ramble will be held on Saturday, September 17, at 9:30 a.m. at nature preserves, historic sites and recreational areas along the Hudson River in several counties. The 2010 Ramble marks the twelth year the event is being held at the Preserve.

In recognition of the Ramble, there will be a special guided one-hour walk through the Papscanee Island Nature Preserve.

Members of the public are invited to attend the walk through the Preserve, which is free of charge.

“The Papscanee Island Nature Preserve is one of the most beautiful areas along the Hudson River and we are excited about showing off the Preserve during the Ramble,” said Legislator Alex Shannon, chairman of the Legislature’s Environmental Committee.

The Preserve is located on Staats Island Road, just off State Route 9J. Take a right onto Staats Island Road and proceed over the railroad tracks to the parking area at the entrance of the Preserve.

PUBLIC INVITED TO APPLY FOR SEARCH COMMITTEE The Wynantskill CSD Board of Education is seeking volunteers from the community to serve on a Superintendent/Principal Advisory Committee.

The committee, which will be comprised of 10-12 individuals representing various groups within our school community, will give the Board input on selected candidates prior to the Board making a final decision. Those participating on the committee must attend all scheduled meetings.

Community members interested in applying for the committee should complete an application found on the district’s website (www.wynantskillufsd.org) by September 1 and send to the District Clerk in the Superintendent’s Office.

The Board of Education is working closely with Questar III to assist in the search for a new district leader. As you may know, Superintendent Christine Hamill announced her retirement effective December 31, 2011. The Board decided at its July reorganization meeting to restructure its administrative leadership.

Specifically, the Board merged the Superintendent and Principal positions into a single Superintendent/Principal position, changed the Principal position to an Assistant Principal role and separated the business manager duties (from the Superintendent position) by exploring the use of shared services effective December 31, 2011. ~Submitted by, Dan Sherman

BUY A RAFFLE TICKET to SUPPORT THE VETERANS’ MEMORIAL PARK ~SEPTEMBER 11, 2011~ The Church of St. Mary at Clinton Heights has announced plans to commemorate the tenth anniversary of the terribly devastating terrorist attacks unleashed on American soil. In union with all of the Catholic parishes of Southern Rensselaer County (including, but not limited to, Averill Park, Castleton, East Greenbush, Nassau, New Lebanon, Poestenkill, Rensselaer, Schodack and Stephentown), the following elements are intended to help all people of goodwill throughout the area to solemnly recall this painful part of our human history while continuing to heal as a nation and a people: • Each Catholic parish will toll their church bells throughout the morning of Sunday, September 11; • Weeks leading up to September 11th, tea-lights and prayer cards will be available for visitors to take home with them for their personal memorials (both items will also be available throughout the actual anniversary day at the plaza of the Church of St. Mary at Clinton Heights); • Catholic churches will be left unlocked throughout the entirety of the day for people to enter for their own personal prayer and/or quiet reflection; • We will be hosting an area-wide Memorial Fire of Remembering located outside, at the plaza of the church of St. Mary at Clinton Heights (163 Columbia Turnpike, East Greenbush) which will burn throughout the day; • Opportunities will be made available for civic and other groups to utilize the previously-mentioned plaza fire for their own memorial activities (such groups are welcome between 4PM and 6:45PM); • Area Catholic communities will gather for Mass & Ritual Memorial beginning at 7PM at the Church of St. Mary at Clinton Heights.

Letters of invitations to participate in other assemblies at St. Mary’s on September 11th have been extended to civic leaders and organizations of the city of Rensselaer and the Town of East Greenbush. All other local communities are most welcome to participate together with the citizens of our area.

LEGISLATOR JOINS EFFORT TO OVERTURN UNFAIR STATE LAW The Rensselaer County Legislature has joined a growing effort to overturn a recent state law that adds more red tape to vehicle transactions for widows and widowers.

Under the new state law, enacted in 2010, a surviving spouse is now required to conduct a transaction for a vehicle owned by their spouse in either surrogate or probate court. Previous to the law being enacted, a sale or transfer of such a vehicle could be done at a local Department of Motor Vehicles office.

The vehicles include boat, trailer, all-terrain vehicle or snowmobile.The state law burdens surviving spouses during a time of grief and adds unnecessary expense to residents and burdens the state court system, said legislators. “The new state law seems to create more problems than it fixes. The County Clerk’s office has received a number of complaints about the new law, and we believe the new law should be reconsidered,� said Legislator Richard Salisbury.

Legislators said the fix for state lawmakers is simple: Abolish the current law and revert back to pre-2010 standards. “Based on the complaints and concerns, it seems like a reconsideration would benefit the whole process. However, we believe the original way of having the DMV handle these transactions worked well,� said Legislator Alex Shannon.

The resolution was suggested by County Clerk Frank Merola, who says his office has received numerous inquiries and complaints from widows or widowers required to make a vehicle transaction via the court system. The resolution was approved unanimously at the Legislature’s August 9 meeting and will be sent to state officials.

Merola said more elected officials and county clerks across the state are voicing their concern with the recent law. “Clerks across the state are in an uproar because we are pushing people into the court system. The law is not fair to widows and widowers and needs to be changed,� said Merola.
