MELVIN ROADS TO HOST 10th ANNIVERSARY - SEPTEMBER 11th 2nd ANNUAL RENSSELAER PLATEAU TRAVERSE HIKE In Rensselaer County, as part of the 12th Annual Hudson River Valley Ramble, www.hudsonrivervalley.com, a challenging two-day hike is scheduled for the weekend of September 10 and 11. The “2nd Annual Rensselaer Plateau Traverse Hike” will cover two days and more than 30 miles of hiking on trails, old roads and logging roads with a little off-trail bushwhacking. We will travel on public lands and private lands for which we have obtained permission. Don’t miss this unique once a year opportunity to see some beautiful areas of the Plateau that are not normally available to the public. This event includes an optional camp out with dinner, bonfire, and breakfast at Pineridge Cross Country Ski Area. Pre-registration is required and the hike is limited to 20 people. Melvin Roads Post 1231 American Legion will host a National Day of Service and Remembrance—Patriot Day—Ceremony on Sunday, September 11th at 1:00pm on the Post grounds. As has been the tradition these past ten years, the community is invited to join with our veterans, distinguished guests, fire fighters and law enforcement honoring the memories of the lives lost September 11th, 2001. In preparation for this event, Post Commander Dan Yates remarked, “Along with our invited dignitaries, this September 11th will allow myself and all the opportunity to recommit our fellow Americans to the qualities that have made us a strong nation even in the face of adversity.”

Among the presentations of the day’s speakers will be the reading of Governor Cuomo’s Proclamation for this anniversary.

Also the Clinton Heights Fire Department will be present to hold the solemn tolling of the bell in remembrance of the fire fighters and emergency personnel who gave their all ten years ago.

The Post Color Guard including members of the Sons of the American Legion will present the colors for the playing of Taps.

A Monday evening training will be held at Faith Lutheran Church, 50 Leversee Road, Speigletown, starting on September 12th.

An afternoon training will be held on Mondays and Thursdays at the Rensselaer Public Library, 676 East Street in Rensselaer, starting on November 3rd.

Each training series will offer six three hour sessions. Those wishing to enroll would need to have a high school diploma or equivalent. To be matched one-on-one with a small group of adult learners who needs help with reading, writing and/or speaking English, the tutor would need to complete the Orientation/Introduction to Tutoring, the Basic Literacy Learning sessions and/or the English Language Learning sessions and the Successful Tutoring session. PITTSTOWN HISTORICAL SOCIETY CIVIL WAR EVENT Pittstown’s contribution to the Civil War is the topic of a talk by historian Michael Barrett on September 15th at 7:30 PM at the Pittstown Town Hall in Tomhannock.

Barrett will talk about Pittstown’s strong response to enlistment and service, focusing on some of the men from Pittstown who served in the war and the regiments in which they served. Barrett, who has become a noted authority on the Civil War, has lectured extensively on the topic. He is currently serving as the Deputy Director of the Hudson Mohawk Industrial Gateway in Troy.

The Pittstown Historical Society is sponsoring the lecture, which is free and open to the public, as part of the sesquicentennial anniversary of the Civil War.

HISTORY, CRAFTS & ENTERTAINMENT AT CRAILO HARVEST FAIRE On Saturday, September 10th, Crailo State Historic Site and Friends of Fort Crailo present Harvest Faire, an event with something for everyone in the family! This outdoor event is free to the public (a nominal donation is asked to enter the museum exhibit) and is presented in conjunction with the Hudson River Ramble. In case of inclement weather, the event will be held on Sunday, September 11th. The festivities run from 11:00am to 4:00pm.

Crailo’s historic grounds and Hudson River park set the scene for the event, which features both 17th and 18th century reenactors, music, and demonstrations, as well as crafts and games for children. Among the re-enactors are 17th century Dutch settlers, a rope-maker and tinsmith, Native Americans, and an 18th century doctor. Tom Hanford performs as a wandering minstrel around the grounds throughout the day and will offer his own brand of musical storytelling under the tent at 12:30pm and 2:30pm. There will even be a team of oxen for visitors to meet!

New York State Department of Environmental Conservation (DEC) Commissioner Joe Martens announced that 2011-2012 hunting, fishing, and trapping licenses and Deer Management Permits (DMPs) may be purchased beginning Monday, August 15. Licenses and permits can be purchased at one of DEC’s 1,500 license sales outlets statewide. Sporting licenses can also be ordered by mail or by telephone and via the internet at www.dec.ny.gov. The 2011-2012 sporting licenses are valid beginning October 1, 2011, through September 30, 2012.

Additionally, anyone – not just hunters and anglers – can help feed the hungry by contributing to the Venison Donation Program at all license issuing outlets. Individuals should inform the license sales agent that they want to make a donation of $1 or more to support the program. Since 1999, the Venison Donation Coalition has paid for the processing of more than 330 tons of highly nutritious venison, the equivalent of 2.8 million meals served. PAPSCANEE ISLAND NATURE PRESERVE IN HUDSON VALLEY RIVER RAMBLE The Papscanee Island Nature Preserve will again be among the areas in and around the Hudson River that will be included in the Hudson River Valley Ramble later this month.

The Ramble will be held on Saturday, September 17, at 9:30 a.m. at nature preserves, historic sites and recreational areas along the Hudson River in several counties. The 2010 Ramble marks the twelth year the event is being held at the Preserve.

In recognition of the Ramble, there will be a special guided one-hour walk through the Papscanee Island Nature Preserve.

Members of the public are invited to attend the walk through the Preserve, which is free of charge.

“The Papscanee Island Nature Preserve is one of the most beautiful areas along the Hudson River and we are excited about showing off the Preserve during the Ramble,” said Legislator Alex Shannon, chairman of the Legislature’s Environmental Committee.

The Preserve is located on Staats Island Road, just off State Route 9J. Take a right onto Staats Island Road and proceed over the railroad tracks to the parking area at the entrance of the Preserve.

LEGIS. PRAISE FEDERAL DECISION TO DUMP PROPOSED FARM VEHICLE REGS. Members of the Rensselaer County Legislature praised a decision by the federal government to drop a proposal that would have created expensive and restrictive new regulations for licensing of farm vehicles.

Majority Leader Ken Herrington said the unrealistic regulations mark the second time the federal government has backed away from unfair regulations on farms and agricultural businesses.

While pleased the federal government has shelved both proposals, Herrington said the proposals show the federal government is spending too much time and effort devising costly job-killing regulations.

The U.S. Department of Transportation announced this week it was abandoning a proposal by one of its divisions that could have resulted in operators of all farm vehicles being required to obtain commercial driver’s licenses.

The proposal by the U.S. DOT’s Federal Motor Carrier Safety Administration included the rationale that the restrictive new regulations were needed because some farms and agricultural operations cross over public roads.

The new regulations would have erased the exemptions farms have been assigned to allow for crops to be planted, harvested and transported to market. No license is required to operate off-farm equipment, including tractors, combines, harvesters and related vehicles.

“These new regulations would have been a significant problem for farms which are already dealing with tough market conditions, burdensome regulations and other challenges,” said Majority Leader Ken Herrington.

“We applaud the federal government for taking a step back from this proposal and allowing some common-sense rules to remain in place,” added Legislator Alex Shannon.

The new vehicle licensing regulations would have marked the second time in recent months the federal government has proposed regulations that have concerned farmers. The federal government had initially proposed treating spilled milk the same way oil spills are dealt with, eventually backing away from the proposal.

“With a prolonged national recession, and difficulty creating and holding onto jobs, you would hope the bureaucrats in Washington could stop devising new ways to add expenses to business and stop any economic recovery,” said Herrington.

DATE OF LEGISLATIVE MEETING MOVED DUE TO PRIMARY DAY The monthly meeting of the Rensselaer County Legislature for September will be moved due to Primary Day, Chairman of the Legislature Martin Reid announced. The Legislature normally meets on the second Tuesday of each month, but in September, the primary is normally held on the second Tuesday. Due to the scheduling of the primary, the legislative meeting will be moved to Wednesday, September 14.

The Legislature established rules requiring a regular monthly meeting to be moved when it falls on Primary Day. In accordance with those rules, the Legislature adopted a resolution officially changing the date of the September meeting to September 14.The September 14 legislative meeting will begin at 5:30 p.m. with public presentations, and at 6 p.m. with the agenda, and will be held in the legislative chambers, located on the third floor of the County Office Building, 1600 7th Avenue, downtown Troy.

If you’re an adult age 50 and over who would like to share your love of reading and help children strengthen their reading skills, the OASIS Tutoring Program has an opportunity for you.

The OASIS Tutoring Program, which pairs adult tutors with students in kindergarten through fourth grade, is in need of volunteers for their 2011 program in the City School District of Albany. Volunteer tutors are provided with training and materials to help students once a week in individualized, oneon-one sessions during the regular school year. Tutoring will take place at three elementary schools of the City School District of Albany – Arbor Hill Elementary, Sheridan Preparatory Academy, and Schuyler Achievement Academy.

Tutoring sessions will begin in October. Training sessions for volunteers will be held on September 22 and 23, at Richardson Hall of the downtown University at Albany Campus, 135 Western Avenue, Albany. The City School District of Albany has a volunteer application process that all tutors must complete, which includes a background check.

The Tutoring Program is an extension of OASIS Institute’s highly successful Intergenerational Tutoring Program that is offered throughout the Institute’s national network of cities, now including Albany, New York. The program is a proven approach to build children’s self-esteem and positive attitudes toward learning while strengthening literacy skills. Working with elementary schools, OASIS pairs adults 50 and over with young children with underdeveloped reading and language skills. The adults work one-on-one with the students each week as their tutors, mentors, and friends. Since 1989 volunteers have helped over 300,000 children across the country learn to read and be more successful in school.

LEGISLATORS APPRECIATIVE OF FEMA INCLUSION OF COUNTY Members of the Rensselaer County Legislature applauded the decision by the federal government today to include Rensselaer County with counties eligible for assistance to individual property owners who suffered damage as part of Hurricane Irene.

The decision follows the announcement that governments would be eligible to seek assistance to recover costs for damages as part of the storm.

Legislators said the individual aid could potentially help farmers, small businesses and property owners who suffered heavy damage from flooding following the storm.

Chairman of the Legislature Martin Reid said pressure from state and local officials helped changed FEMA’s position on the individual aid. Reid credited leaders, including Governor Cuomo, U.S. Senator Gillibrand, Congressman Chris Gibson and Senator Roy McDonald.

“This disaster has brought New Yorkers together to help those affected and displaced by the storm. There has been real cooperation between various levels of government, and great work by emergency responders and many volunteers, which we are eternally grateful for,” said Reid.

“That same cooperative approach helped change FEMA’s course of action, and we appreciate their reconsideration of this issue,” added Reid.

“This is good news for residents, including a number in Poestenkill, Grafton and Troy, and other areas. There are many homeowners who suffered heavy damage that will not be covered by insurance and we hope FEMA can help get them back on their feet,” said Legislator Leon Fiacco.

“Farmers and agricultural businesses were hit hard by this storm and having the opportunity to seek aid may help many farms across the county,” said Majority Leader Ken Herrington.

TUGBOAT ROUNDUP CANCELLED IN WATERFORD Event Was Scheduled for Sept. 9-11 The annual Tugboat Roundup scheduled for Sept. 9-11, 2011, at the Waterford Harbor on the Erie Canal has been cancelled because of the impacts from Tropical Storm Irene.High waters and flood damage have hampered navigation along the New York State Canal system. The Hudson River also has high waters. The Erie Canal remains closed to navigation between Lock 2 in Waterford, Saratoga County, and Lock 19 in Frankfort, Montgomery County. The Champlain Canal remains closed for its entire length. No date has been established on when these canal sections might re-open.

RENSSELAER CO. SMALL BUSINESSES HURT

BY STORM NEED HELP Members of the Rensselaer County Legislature said they will be contacting federal officials to discuss possible assistance for the many small businesses across the county damaged by Hurricane Irene.

Legislators said they have toured a number of small businesses either damaged in the storm or forced to incur great expense to save their business from flooding or related damaged.

Problems faced by businesses include damage to buildings and equipment, costs for clean-up, costs for diverting or removing water or debris and loss of revenue and inventory due to shutdowns and loss of power. Many of the costs faced by the small businesses may not be covered by insurance.

“There are small businesses that could be going under because of the effects of this storm. They need help getting back on their feet,” said Vice Chairman of the Legislature Stan Brownell.

“Without help or disaster relief, some of these businesses may be forced to close in the coming weeks or months, costing the region some badly needed jobs,” added Brownell.

Legislators said they are hopeful of working with state or federal disaster relief agencies and offices. “The last thing we need during the Great Recession are many of our small businesses being swept away by Hurricane Irene,” said Chairman of the Legislature Martin Reid. “Many of these small businesses will be dealing with the impacts of the storm. The costs and the damage to these businesses are likely to be significant and without assistance, we may lose some of these employers,” said Majority Leader Ken Herrington.

REPAIRS OF ROUTE 2 AND OTHER ROADS CRUCIAL FOR EASTERN RENSSELAER CO. Rensselaer County Legislature Vice Chairman Stan Brownell and Legislator Lester Goodermote say repairs of State Route 2 in Grafton and other areas is crucial to eastern Rensselaer County.

Sections of Route 2 were washed away or broken up by the weekend storm and the loss of the road creates a major obstacle for residents and small businesses in the area.

Approximately 1500 feet of the road surface was damaged and needs complete replacement.

“Repairing Route 2 needs to be a top priority because of the importance of the road to local residents and small businesses.

Not having Route 2 in operation means a crucial connection to eastern Rensselaer County is interrupted,” said Goodermote.

Brownell and Goodermote said they were also concerned about the damage to smaller county and town roads that also sustained heavy damage in the storm. Many roads and culverts sustained heavy damage in the storms.

The cost for repairing the smaller roads exceeds the budgets of the small municipalities in eastern Rensselaer County. Both Brownell and Goodermote said outside assistance will be crucial in repairing Route 2 and many other roads in the area.

“Many of these roads and culverts will need repairs that exceed the total highway budget for a municipality for one year. There needs to be a cooperative effort in helping these small towns deal with these problems,” said Brownell.

Brownell and Goodermote said their office has been in contacted with federal officials to seek assistance in repairing the roads and culverts damaged in the area.

Murphy, the Adjutant General, announces the recent reenlistment of members of the New York Army National Guard in recognition of their continuing commitment to serve community, state and nation as part of the Army National Guard.

SEXUAL ASSAULT PROGRAM SEEKING VOLUNTEERS FOR FALL TRAINING The Sexual Assault and Crime Victims Assistance Program for Rensselaer County at Samaritan Hospital is seeking volunteers interested in training to help answer calls on its sexual assault hotline, beginning Monday, Sept. 12 - Oct. 3, 6 - 9 p.m., room 228, Samaritan Hospital School of Nursing, 2215 Burdett Ave., Troy.

The 10-session training will begin with an introduction to the Sexual Assault and Crime Victims Assistance Program. Subsequent sessions will explore the psychology of victimization, how to counsel those in crisis, vulnerable populations, domestic violence and stalking, working with adult survivors, and crimes and the courtroom.

The Six-Hour Driver Training Associates Insurance/Point Reduction course reduces car liability, collision, and no-fault insurance premiums by 10% for 3 years and may remove up to 4 points off your license, as determined by the Department of Motor Vehicles. EDDY ALZHEIMER’S SERVICES OFFERING “SAVVY CAREGIVER PROGRAM” Eddy Alzheimer’s Services, a service of The Eddy not-for-profit network of senior services, will offer the “Savvy Caregiver Program,” a six-week educational training course designed to help individuals caring for a loved one with Alzheimer’s disease or other memory loss, Wednesdays, beginning Sept. 7 - Oct. 12, 6 - 8 p.m., at Eddy Alzheimer’s Services at Marjorie Doyle Rockwell Center, 421 W. Columbia St., Cohoes, NY. The program helps prepare non-professional caregivers who, by crisis or situation, are providing care for a family member or loved one with memory loss. The program will explore strategies and support for becoming a savvy caregiver, exploring dementia, caregiver self-care, managing behaviors, and resources available in the community.

MARY’S & SAMARITAN HOSPITALS OFFER HEALTHY HEARTS WALK St. Mary’s Hospital/Seton Health and Samaritan Hospital/ Northeast Health, as part of the Healthy Hearts joint initiative, will hold the next “Just Walk With a Doc” event featuring a one-mile community walk with a cardiologist, Saturday, Sept.

10, 8 - 10 a.m., Farmer’s Market, Riverfront Park, Troy.

Dr. Robert Benton, of Capital Cardiology, will offer a short educational talk on cholesterol, and lead participants in the one-mile walk downtown. Participants will be able to ask medical questions in an informal, relaxed atmosphere.

The Just Walk With a Doc program is part of a national initiative designed to educate and encourage physical activity to improve health. Just 30 minutes of walking a day can reduce the risk of heart disease, improve blood pressure and blood sugar, elevate mood, and reduce the risk of osteoporosis, cancer and diabetes.

Another walk is planned Saturday, October 8, from 8 - 10 a.m., at the Farmer’s Market in Troy. The events are open to the public free of charge. Rain or shine. Walkers must sign a liability waiver prior to participating.

AVERILL PARK BOOSTER CLUB IS LOOKING FOR YOUR SUPPORT! The Averill Park Booster Club is working hard to bring back athletic programs that were eliminated as part of the recent school budget process. Many in our community have benefited from these programs, or have children or grandchildren currently participating on high school sports teams, reaping the rewards that come from participation in athletics.

Consider this (from the Averill Park Central District website): The athletic department saw the elimination of all freshman sports, indoor track and several assistant coaches. These sports and assistant coaching positions can only be considered for reinstatement pending the availability of fund, to be raised through community fundraising efforts. The Averill Park Central School District supports community efforts to raise funds to reinstate any and all sports programs and coaching positions.

Legally, for a sport or coaching position to be reinstated, the entire cost of the program must be donated to the school district prior to the start of the season.
