TAMARAC HS HOLDS 17th ANNUAL SENIOR CITIZEN CONCERT & LUNCHEON The Tamarac High School Music Department, Key Club and National Honor Society will hold its 17th Annual Senior Citizen’s Concert and Luncheon on Wednesday, November 9th, starting at 10:30 a.m. at the high school.

RCHS APPOINTS TWO NEW BOARD MEMBERS The Rensselaer County Historical Society (RCHS) announces the appointment of Pegeen Jensen and Frank Sarratori to the Board of Trustees. Pegeen Jensen is a first grade teacher at Saddlewood Elementary in the South Colonie District, where she is also involved in organizing the school’s Math Olympiad. Mrs. Jensen is a lifelong resident of Melrose, NY and currently lives there with her husband and two daughters. Mrs. Jensen is a graduate of Hoosic Valley High School and SUNY Potsdam. Frank Sarratori is the Senior Vice President, General Counsel and Chief Compliance Officer for Pioneer Bank, where he has worked since 2004. Mr. Sarratori is from Tonawanda, NY and currently lives in Troy. He holds degrees from State University of New York at Albany and the Albany Law School of Union University. “The addition of these two new board members strengthens the board in two ways. First, as an elementary school teacher, Mrs. Jensen improves our connection to the classroom. Second, Mr. Sarratori with his legal and financial knowledge brings fiscal expertise to the board. Dr. Rafael Papaleo, MD, of Capital Cardiology Associates, will talk about the risk factors for a heart attack or stroke. Coronary artery disease (CAD) is the leading cause of death in the U.S. CAD occurs when the arteries that supply blood to the heart become hardened and narrowed due to the buildup of cholesterol and plaque. As a result, there is decreased blood flow to the arteries and the heart muscle does not receive the adequate blood or oxygen it needs. The program is presented as a public service of the Healthy Hearts program, a joint initiative of Northeast Health and Seton Health. The program is free of charge and open to the public. www.TheTireWarehouseInc.com LEGISLATURE MAJORITY REACTS TO PROPOSED 2012 BUDGET Members of the Rensselaer County Legislature reacted to the proposed 2012 county budget introduced by County Executive Kathleen Jimino, saying they are encouraged the proposed budget stays within the state tax cap.

Legislators noted the proposed budget is just the latest to be introduced without meaningful mandate relief. Mandate relief had been promised when the state tax cap was implemented.

“We are encouraged that the budget as introduced by the County Executive stays under the state tax cap and avoids the large increases seen in other counties,” said Chairman of the Legislature Martin Reid.

Legislators have supported Medicaid takeover legislation and also called for counties to have more control of provision of optional mandated services to reduce county expenses.

“We support the tax cap because we recognize the burdens carried by property taxpayers. At the same time, we want everyone to know that with mandate relief and more control over mandates taxpayers can be protected even more,” added Majority Leader Ken Herrington.

Legislators said they plan on working with the County Executive to protect needed county services, including services for seniors, veterans and youths.

The Legislature has been working to reduce costs. A comprehensive rebid of the county insurance policy by the Legislature has resulted in a $900,000 savings over three years. Additionally, costs for operation of legislative office have also been pared back to early 1990s levels.

Just this week, county unveiled an expansion of the county jail, a project that was ordered by the state. The project came in at $3 million under budget, in part because of the hiring of a project manager approved by the Legislature.

The following are highlights of the October 11, 2011 regular meeting of the Rensselaer County Legislature: Declared October 2011 as Anti-Bulling Awareness Month – In support of “Stand Up for Character – Down to Bullying!”, an initiative to safeguard schools and communities for our children, the legislature sponsored a resolution designating the month of October 2011 as Anti-Bulling Awareness Month in Rensselaer County to acknowledge and heighten awareness about the serious issues and the negative effects of bulling, including the long-term damage it can cause in our youth as well as the risks of teenage suicide.

Supported the creation of a Return the FAVOR (Find and Assist Veterans of Rensselaer) Program – The Rensselaer County Legislature has long endeavored to recognize the enormous service and sacrifices of our veterans and their families and desires to implement Return the FAVOR Program in Rensselaer County. This discount program will enable Rensselaer County Veterans to receive a discount on goods and services at participating merchants and businesses from Rensselaer County.

Introduced Legislation – A resolution, introduced by Legislator Lou Rosamilia, thanking the emergency shelters for opening their doors to the residents of Rensselaer County After a call for mandatory evacuations, because of Hurricane Irene, the Emergency Operations Center opened shelters in Rensselaer County. We graciously and thankfully acknowledge the Italian Community Center, Troy High School, Lansingburgh High School, Pittstown Ambulance, Poestenkill Fire Department, Rensselaer High School, Castleton Ambulance, West Sand Lake Fire Department, Johnsonville Fire Department, Nassau Ambulance and Berlin Fire Department for opening their doors.

These shelters were made possible by many spontaneous volunteers who gave freely of their time to assist their neighbors, providing care and assistance with dignity and compassion.

Next Meeting - The Rensselaer County Legislature will hold its next meeting, Wednesday, November 9, 2011, at 6:00 PM in the Legislative Chambers located on the 3rd Floor of the Ned Pattison Government Center, 1600 7th Avenue, Troy. The expansion was ordered by the state, but thanks to careful management by the county, costs were kept significantly below original estimates.

The first phase of the project was estimated to cost $47.5 million. The project actually came in at approximately $44.3 million. “The fact that this project was brought in significantly under budget is excellent news for the county and our taxpayers. These are challenging times fiscally, and this project shows the county’s continued focus on saving money,” said Reid. “The county did not want to build this expansion and was ordered to do so by the state. The fact that we are able to keep costs down for a project of this size is definitely a plus and speaks highly of the project managers,” added Vice Chairman of the Legislature for Finance Phil Danaher.

Sheriff Jack Mahar was joined by County Executive Kathleen Jimino, Reid and Legislator Leon Fiacco in cutting a ribbon to open the expanded area of the jail. Sheriff Mahar led visitors on a tour of the expansion, including the kitchen, living areas and other spaces. “This is a very modern facility and one that will suit the needs of the county for years to come. The fact that the county was able to come in $3 million under is great news,” said Legislator Leon Fiacco.

But Only If You Stand Up And Make Yourself Heard If you are a Brunswick resident, you may have read the Fall Message from the Brunswick Town Supervisor. The Supervisor unveils an initiative to update the Town’s Comprehensive Land Use Plan. This is welcome news since it was requested by 2,000 residents 5 years ago and is required by State Law (Town Law Section 272-a.10).

Depending on how the Town Board conducts the update, Brunswick residents may have a chance to participate in shaping the policy for future development. State law calls for citizen participation. “The participation of citizens in an open, responsible and flexible planning process is essential to the designing of the optimum town comprehensive plan.” (State Town Law Section 272-a.1(c).) The Supervisor’s message reflects this and calls on citizens to participate through committees, meetings and surveys.

The Comprehensive Plan is supposed to be the foundation of all future zoning decisions and provide standards for all future zoning amendments. The importance of participating in the update is according to State Law, “All town land use regulations must be in accordance with a comprehensive plan …” (State Town Law Section 272-a. 11). By making the Comprehensive Plan reflect what you want your neighborhood to be, you can ensure the zoning regulations protect your wishes. Future changes to the zoning regulations can be measured against the Comprehensive Plan.

This is important in light of the controversy about zoning over the last 5 years. Many Brunswick residents were surprised shortly after the Comprehensive Plan was adopted in 2001 when a series of zoning amendments were proposed. These amendments known as Planned Development Districts were requested by real estate developers. These amendments will allow development of large portions of the Town and could increase the population up to 30%. twothousand residents signed a petition asking that the Comprehensive Plan be reviewed before these amendments be adopted. Instead, the Town Board adopted the developer’s amendments.

Recently, residents of the North Forty subdivision battled a proposed PDD that would have put an industrial use in their backyards. After 4 years, the Town Board gave in to the organized efforts of the North Forty and denied this PDD. Now, the Town Board seems ready to follow the State Law that requires the update. Hopefully, the update will include a survey of residents similar to the survey conducted in 1999. The 2001 Comprehensive Plan cited the survey result that residents wanted to keep Brunswick the way it was and favored stronger zoning laws for that. “Brunswick understands that it will be necessary to amend existing Town regulations and add new ones in order to implement the policies of this Comprehensive Plan.” (Comprehensive Plan page 39). Here we are 10 years later and this still is not done.

Based on past experience, the question is, who controls the update, developers or residents?

LITERACY VOLUNTEERS OF RENSSELAER COUNTY NEEDS TUTORS

The principal, Colleen Gomes, of the Averill Park High School announced that Ashley Bloomfield and Randall Feldhusen have been named Commended Students in the 2012 National Merit Scholarship Program. A Letter of Commendation from the school and National Merit Scholarship Corporation (NMSC), which conducts the program, will be presented by the principal to these scholastically talented seniors.

About 34,000 Commended Students throughout the nation are being recognized for their exceptional academic promise.

Although they will not continue in the 2012 competition for National Merit Scholarships, Commended Students placed among the top five percent of more than 1.5 million students who entered the 2012 competition by taking the 2010 Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/NMSQT®).

“The young men and women being named Commended Students have demonstrated outstanding potential for academic success,” commented a spokesperson for NMSC.

LANSINGBURGH HISTORICAL SOCIETY MEETING The Lansingburgh Historical Society’s November meeting will be held on Thursday, November 10th, at 7:30PM at the Melville House, located on the corner of 114th Street and First Avenue in Lansingburgh.

John Warren will speak on the Poesten Kill, a stream that shaped the county’s history. From its source on the Rensselaer Plateau in Berlin, through Poestenkill and Brunswick into Troy, the steam has supplied power for mills from early times. John will address various aspects of its history, including not only industry but natural features, agriculture and pre-history. His book on this subject was issued by history Press in 2009.

A journalist, author, and historian, Mr. Warren holds a degree in Public history and has been involved with television documentary projects, the New York State Writer’s Institute, and Burlington College. A native of eastern Rensselaer County, John is a resident of Chestertown.

Signed and inscribed copies of his book will be available for purchase at the meeting.

ST. HENRY’S FALL FESTIVAL St. Henry’s Fall Festival will be held Saturday, November 12th, from 9 am to 6 pm, and Sunday, November 13th, from 8:30 am to 12:30 pm. The youth ministry will be running the Harvest Food Booth for pies, baked goods, jams and jellies and other harvest food goods. Lunch and dinner items will be available for sale on Saturday in the kitchen. Coffee and donuts will be available for sale Saturday and Sunday morning. Once again the Fall Festival will feature a Chinese Auction with hundreds of dollars in gift certificates and merchandise from area restaurants and merchants. Returning this year is the Craft Booth, featuring handmade craft items. As always, Christmas items, jewelry, books and videos and games for the kids will be available along with some new surprises. The annual raffle will have prizes of $1000, $500, $200, and $100, drawings will be held following the last Mass on November 13th. Tickets will be available for sale during the two-day event. He will read previously published work and some new material, and also share what it has been like to live a life devoted to poetry. As he says, “I’m not fit to do anything else anymore.”

Following his reading, attendees will have the opportunity to share their own poems. This event is funded in part by Poets and Writers, Inc., with public funds from New York State Council on the Arts, a state agency.

BRUNSWICK HOG CHAPTER TOY FOR TOTS RUN On Sunday, November 6th, the Brunswick Harley Owners Group (HOG) will hold its annual Toys for Tots Benefit Ride to raise funds and gather toys for the Marine Corps’ Toys for Tots Program. Registration begins at 11 AM at Brunswick Harley Davidson, 1130 Hoosick Rd., Troy, NY. A guided parade of bikes, with police escort will take place at Noon. The parade will travel down routes 7 and 142, through Lansingburgh, Waterford, Crescent, Halfmoon, Niskayuna, Schenectady and end up at the Marine Recruiting Station at the Schenectady County Airport. Last year, excellent weather and an overwhelming biker response, resulted in over 400 bikes participating in the event. Last year’s parade was over 3 miles long. In addition to donating a bundle of toys, the event raised over $4,500 for this program. The price of admission to this event is one unwrapped new toy or $10 per person. Toys for older children are particularly needed. Complimentary coffee and donuts and a post ride gathering provided by LT’s Grill, Nott St., Niskayuna. COUNTY HONORS 1st LT. ROGER ALAN FULKERSON

An accomplished scholar-athlete who graduated with honors from Troy High School, Class of 1963, and, the United States Military Academy at West Point four years later, 1st Lt. Roger Alan Fulkerson, was recognized for his service during a ceremony on Tuesday, October, 11, 2011, in the Legislative Chambers at the County Office Building. Following his commissioning as an officer in the United States Army, and receiving advanced military training, Fulkerson began his service in Vietnam on July 8, 1968. On September 25, 1968, while serving as a forward observer in Duc Lap 1st, Lt. Fulkerson was Killed In Action after calling for artillery batteries to redirect fire onto surging enemy forces and ultimately onto his own position in an attempt to disrupt the enemy advances.

His actions were credited with saving several lives. For his service, Fulkerson was warded the Purple Heart Medal the Silver Star, the Soldier’s Medal, the Bronze Star Medal for Valor, the Bronze Star Medal for Meritorious Service, the National Order of Vietnam, 5th Class including Gallantry Cross with Palm Unit, the National Defense Medal, the Vietnam Service Medal, the Vietnam Campaign Ribbon, the Combat Infantry Badge, the Parachutist Badge, the Expert Rifle Badge, and, the Ranger Tab. “It is truly an honor to have the ability to recognize the service and sacrifice of William Fulkerson who through his selfless actions saved the lives of his fellow soldiers while placing himself in imminent danger that ultimately cost him his life. William Fulkerson’s actions can be described as no less than heroic,” said Rensselaer County Executive Kathleen M. Jimino.

HOPE 7 COMMUNITY CENTER THANKS HANNAFORD FOR FOOD DONATION TROY PUBLIC LIBRARY PRESENTS “Searching for Sergeant Bailey: Saluting an Ordinary Soldier of World War II” The Troy Public Library is pleased to announce the program, “Searching for Sergeant Bailey: Saluting an Ordinary Soldier of World War II,” at 6:30 pm on Thursday, November 17th, at the Main Library.

East Greenbush author James Breig has written a new nonfiction book, “Searching for Sergeant Bailey: Saluting an Ordinary Soldier of World War II.” In his talk, Breig will share how a visit to an antique shop led to uncovering the fascinating history of a true “unknown soldier.” Highlighting history from rural Virginia to wartime in New Guinea, Breig’s talk should be of interest to history buffs, WWII enthusiasts and genealogists alike. He will autograph copies of his book after his talk.

Thank you to the Hannaford in Wynantskill for donating 1,000 pounds of food to the Hope 7 Community Center Food Pantry earlier this month. The Hope 7 Food Pantry is currently serving over 100 families each month. This past September, Hope 7 served 112 households equaling to be almost 300 individuals with a supply of healthy food, not to mention fresh produce and bread. She is spayed, current with all vaccines, heartworm negative and wormed. She is playful with other dogs and loves to be in the company of other dogs. She is a great watch dog and will let you know when you have company.

She is crate trained and is not a barker.
