It’s been a BIG year! See what 2022 brought!

As we bid au revoir to 2022, it seems only natural to pause and reflect back on the year’s events and milestones. It was a great year! We returned to meeting in person after working many months in isolation. It was wonderful to reconnect at TMA’s OPSTech and Annual Meeting. TMA developed the groundbreaking Alarm Validation Scoring Standard (TMAAVS-01), which will receive ANSI approval any day. TMA’s ASAP-toPSAP service welcomed some major cities and continued to grow! Catchup on all 2022 accomplishments in this issue’s cover story.

A look back at the year 2022...and a glimpse into the year 2023

As we wrap-up 2022 and start looking towards 2023, I thought it would be a good idea to re-cap just a few of the highlights of what took place in 2022 and share some of the plans for 2023.

Last year was a very busy year for standards work in our industry. We finalized the Work-from- Home initiatives. After two years, AVS-01 was completed and submitted to ANSI for final approval. UL 827-A work was furthered as well as a half dozen other minor projects. Additionally, new ones for 2023 were initiated. All-in-all, an immense amount of energy and volunteer hours went into these. Dozens of individuals committed thousands of volunteer hours across several industries, including public service. Their immeasurable contributions made this one of TMA’s most successful years ever.

TMA was also happy to host its first inperson annual meeting in two years and it was a little like a big family reunion. It was a lot like riding a bike. Overall, the scores were very high, and we received a lot of good ideas for 2023. Speaking of this year’s annual meeting, it will take place in Maui. Everyone is looking forward to going to Hawaii for this one.

The Alarm Industry Communications Committee (AICC), which is a subcommittee of TMA, also underwent some changes. We welcomed two new committee co-chairs – Tiffany Galarza, ADT, and Sascha Kylau, OneTel. The Committee met twice face-to-face in Washington, DC, the first in person meeting in a few years. I’m excited about the work the Committee is undertaking and look forward to a lot more coming out of this group in the months ahead. We survived the 3G sunsets that forced

everyone to transition off all the other legacy networks onto LTE. This effort was the largest to date with millions of radios having had to be replaced. Just about the time we forget about that one, the transition from 4G to 5G or maybe 6G by then, will take place. But for now, it is time to start planning for it, even though it’s a while down the road.

ISC East and West went off as inperson events in 2022. Both experienced very good attendance along with a fair number of new and interesting products and services being showcased. I think this was a good sign that our industry is doing well despite all the COVID obstacles that were put in our way. Other events like the Parks and Associates Connections; GSX; and ESX also had solid in-person attendance all things considered. I think this year will be a tipping point and will bring us back to normal, whatever normal is these days.

I believe the monitoring industry is at its own tipping point. Not much has changed the way we process intrusion alarms in the last ten years. Yes, we have introduced things like SMS and ECV which have dramatically reduced the calls for service, but we are at a different place than ever before.

With new technology that has been introduced over the last five years, we now have much better insight into what’s really occurring at a facility that has an active alarm. We are now positioned to ingest additional data and information to aid in key decisionmaking, which ultimately provides for better informed decisions. To accomplish this, it’s going to be a significant lift for all the automation vendors; better understanding from the installing and

servicing organizations; and a new understanding from public service. This is all going to come together in 2023.

There will be a lot more on all this new technology coming out shortly. TMA will be sponsoring a summit for the automation vendors to attend so they can all understand the needs of our industry, as this will be the biggest change they have ever seen so far. Based on our initial outreach, all the vendors have made commitments to step up to get this done.

Additional training modules and information will be made available for public service staff in the first half of 2023, along with several presentations to the industry to make certain all stakeholders are on the same page.

As you can imagine, there has been a lot accomplished, but there remains a lot more to be done. If you are interested in being a part of this explosion and would like to contribute your time and expertise, please let any TMA staff member know. We’ll get you plugged-in to help and be part of what’s coming.

Together we did great things in 2022!

American industrialist, business magnate and founder of the Ford Motor Company Henry Ford once said, ““If everyone is moving forward together, then success takes care of itself.” The TMA Board of Directors and staff share Mr. Ford’s belief in the power of togetherness. We view TMA as one community of security professionals that share common goals for the monitoring industry. There is great power and energy when we come together in pursuit of the common good.

Like many of you, I find myself questioning where this year has gone. But, when my team and I took a few moments to reflect on goals-reached and achievements-realized over the course of the last 12 months, it’s evident how we passed the time. We are excited by the accomplishments especially in the key areas of education and standards. It goes without saying that much of the credit is due to our valued members who volunteered their time, expertise, and talents in pursuit of several important initiatives.

Education is one of the founding pillars of TMA. As such, much of our focus and resources are committed to all types

of training for our members. In 2022, we had the opportunity to partner with TMA member SecurityCEU.com, a leading on-line source for continuing education and compliance solutions, to expand our library of training programs by more than 75 hours of CEU training. The new additions joined TMA’s existing thirteen (13) on-line operator training modules on topics ranging from leadership, customer service, and call handling to cybersecurity, false alarm management, and standards that make up the Monitoring Center Operator On-line Level 1 and Level 2 courses. We also partnered with the California Alarm Association (CAA) and are offering their courses. These noteworthy additions accompanied TMA’s three successful meetings in 2022 – one of which was delivered fully virtual (Mid-Year Meeting) and the remaining two that took place in a hybrid format (OPSTech22 and Annual Meeting).

This year proved especially fruitful for TMA standards. Under the continued leadership of TMA Standards Chair Glenn Schroeder and several amazing volunteers, TMA contributed to updates for NFPA 730 Guide/731 Standard and UL827. The highlight of the year was

the completion of the Alarm Validation Scoring Standard (TMA-AVS-01), a ground-breaking security industry standard, which provides a standardized method of creating an alarm scoring or classification metric for unauthorized human activity detected by alarm systems. This score will assist law enforcement with resource allocation and call-forservice prioritization. At deadline, the standard is undergoing final review and approval by ANSI. Be sure to look for more information and training as to how to implement the standard in the coming months.

Our ASAP-to-PSAP program, which underwent significant technological updates this year, grew by 25 cities this year – a record for the program. Major cities, including Denver, Baltimore, and Portland (WA), onboarded successfully. New program Co-chairs Pam Petrow and Daniel Oppenheim are in the process of planning new outreach and marketing initiatives to take the life-saving program to new levels of adoption.

Phil Jackson, an American former professional basketball player, coach, and executive, put an ideal spin on togetherness and teamwork when he said, “The strength of the team is each individual member. The strength of each member is the team.”

On behalf of the TMA Board of Directors and my small, but mighty team (John, Julie, Illeny, Leigh, Bryan, and Tara), I extend deepest gratitude to those of our member volunteers who stepped up, jumped in, and contributed to our 2022 achievements. It doesn’t go without saying that TMA couldn’t have made all of this possible without YOU!

Taking a look back...

Did we hit the target?

What a year 2022 has been for TMA! Like most of our member companies, our team took a close look at our programs and key initiatives some weeks back to assess their success relative to the goals that had been set for each. We were thrilled to learn that not only did we achieve nearly all our goals with help from our volunteers, but we also actually surpassed many and set new milestones. It’s been a remarkable year in many respects.

As you read on, you’ll find a bulleted list highlighting the advancements and achievements that were reached across all areas of the association over the course of

the last 12 months. Members stepped-up and jumpedin contributing their time, knowledge, and talents to standards development, education, membership recruitment, ASAP-to-PSAP, and marketing – just to name a few. As a member-driven organization, we could not have accomplished the goals we set for 2022 without the magnanimous support of our members.

We extend our sincere gratitude to those of you who gave back to the monitoring industry through TMA’s various programs and initiatives. Your contributions made these and other achievements possible.

Standards and Guidelines – Industry Standards Enhance Your Business’ Performance

• After two years, TMA’s Alarm Validation Standard (TMAAVS-01), which uses alarm activation data to evaluate what is occurring at the protected premise and inform public safety, is finalizing the ANSI approval process, and it is expected to become an ANSI Standard by January of 2023.

• TMA has submitted additional changes to the Work from Home section in UL 827, it will be voted soon on by the appropriate UL committee.

Education and Training – On-line Courses Prepare Your Employees for Success

• TMA’s Installation Quality Certification Program “IQ Certification,” the only quality control program for installations, maintenance and service of electronic security systems, is growing with 13 new IQ-certified companies in 2022.

• TMA continues to issue certificates for the FirstNet National Public Safety Broadband Network (NPSBN), with 54 companies participating in the program and 48 certificates issued so far this year.

Knowledge and Networking - Meetings Deliver High Value

• The 2022 Mid-Year Meeting was delivered virtually over the course of three days in April. Evaluations of the 13 sessions scored an overall average rating just under 90%, The top three session covered hiring assessment tools, A.I. in the monitoring center and the future of professional monitoring.

• At OPSTech 2022 in September, TMA member CPI Security’s hosted a tour of their new state-of-the-art monitoring center as part of TMA’s first in-person meeting since Covid. Hybrid and in-person participants listened to sessions on best practices in monitored video, the hybrid workplace, and technology challenges that impact everyone. The average overall score was 95%.

• Since January 1, 2022, we have sold nearly 2,400 on-line courses, including TMA On-line Operator Level 1 & 2 Courses, with 1,767 students having successfully completed courses.

• TMA has added 58+ new securityceu.com courses offering 75+ CEUs in its upgraded TMATraining.org platform. TMA is offering member discounts for the CAA’s National Training Program (NTP)’s Field Service Technician (FST) program. TMA is currently further upgrading its training site to facilitate purchase of all courses with one log in.

Certifications and Services – Programs Give Your Business a Competitive Edge

• The Five Diamond Designation was extended to Video Monitoring companies, hosted by a UL827 registered data center. These companies still need to fulfill all the requirements of the Five Diamond program.

• The ASAP-to-PSAP service continues its exponential growth this year, with 120 active ECCs. The ASAP infrastructure is being moved to a virtualized cloud environment. ASAP now covers almost 13% of the US population, that’s over 43,000,000 people nationwide.

• A group of 53 staff and volunteers participated in TMA’s 2022 Long-range Planning (LRP) meeting, developing recommendations to the TMA Board on membership structure, growth strategies, and TMA’s responses to future challenges and opportunities. LRP discussions were led by Mark Hillenburg, Kirk MacDowell, and Pam Petrow.

News and Information – Communications Keep You and Your Team In-the-Know

• TMA has published the spring and summer issues of TMA Dispatch magazine and 38 issues of TMA Signals weekly e-newsletter. TMA conducted a readership study to evaluate the two publications. TMA social media communities, which include LinkedIn, Facebook, and Twitter, have grown throughout the course of 2022.

• An article in spring issues of the TMA Dispatch, shared the results of a research on postpandemic education (“Training and Development Trends: TMA members share their approach to education post pandemic,”).

Partnerships and Collaborations – Engaging with Other Organizations Increase Resources and Opportunities

• In collaboration with the Alarm Industry Communications Committee (AICC), TMA continued to advocate for

a delay in the AT&T 3G Sunset. While the sunset was not postponed, AICC and TMA were able to get accommodations from the FCC and AT&T. TMA also assumed additional management responsibilities.

• As a reflection of their growing relationship, TMA and Priority Verified Alarm Response (PPVAR) signed an agreement for TMA to provide administrative, clerical, accounting, and other business services.

First-hand Insights and Best Practices – Committees

Offer Impactful Perspectives

• The NextGen group continued with its well-received Meet Your Mentor Series. To date, co-chairs Ryan Brady and Jessica Lambert have conducted eight video interviews with respected industry leaders including our first inperson session at OPSTech22.

• In September, GSOC Council Chair Richard Flores and Council member Randy Rickert shared a glimpse into the future design of the GSOC to a group of security professionals at GSX, ASIS’ annual exhibit and conference. The goal of the presentation was to raise awareness of TMA and the benefits membership offers security professionals within GSOCs.

Recognition and Achievement – Awards Honor Members Commitment to Excellence

• TMA launched the Diversity, Equity, and Inclusion Leadership Award (DEI), in partnership with Security Systems News (SSN). The Award recognizes a TMA member company that demonstrates a commitment to creating a DEI culture within their company and community. The inaugural winner was Kimberlite-Sonitrol Corporation. American Alarm Communications, Inc. received an Honorable Mention. The award was presented at TMA’s Annual Meeting in October.

• The TMA/SSI Marvel Award, in partnership with Security Sales and Integration magazine (SSI), opened the 2022 award to all member companies to encourage solutionsbased entries. SentryAI and USA Central Station won the 2022 Marvel Award.

• The 2022 TMA Excellence Awards, in partnership with SDM Magazine, drew a combination of entries from small-to-medium and enterprise-sized member companies. 2022 winners included AvantGuard Monitoring Centers (Monitoring Center of the Year – Enterprise); EPS Security (Monitoring Center of the Year – SMB); Marcos Reyes, Kimberlite-Sonitrol Corporation (Monitoring Center Manager of the Year); Sydney Johnston, EPS Security (Monitoring Center Operator of the Year); and LaMar A. Shroyer, Dynamark Monitoring (Monitoring Center Support Person of the Year).

The evening offered a delicious buffet dinner on the beach, which was followed by dessert and dancing in one of the hotel’s ballrooms. A grand and memorable evening was had by all!

New requirements for Remote System Access

A qualified person is required to be onsite to enable resetting, silencing and operating of emergency control functions.

Every three years NFPA 72® is updated. The 2022 edition of NFPA 72, National Fire Alarm and Signaling Code, was published in the fall of 2021 featuring new requirements that will allow remote access to fire alarm systems for testing, maintenance, diagnostics, software updates and reacceptance testing of software changes. These changes are needed as performing functions remotely has gained popularity in recent years. Below is a high-level summary of these new requirements.

In the past, NFPA 72 only permitted remote resetting and silencing control units from locations other than the protected premises if approved by the authority having jurisdiction (AHJ).

Definition of Remote Access: The first change is to provide a definition of remote access, which is communications

between a remote device and a component of a fire alarm or signaling system. Remote devices include but are not limited to laptop computers, cellular handheld devices, cloud-based systems, applications, and other similar equipment or software. Remote access communications are not intended to be used for supervising station alarm reporting systems.

Emergency Control Functions: Emergency control functions include but are not limited to smoke damper operation, elevator recall and HVAC shutdown. Remote access is permitted for resetting, silencing or the operation of emergency control functions when all the following conditions are met:

System Diagnostics: Involves queries of the system that does not involve changing the system status, programming or functionality. Remote access is permitted for performing remote diagnostics when both of the following are met:

Improving School Security With Technology

How can we positively impact school safety?

by roughly 20%, the use of a faculty badge system increased by 70%, and the implementation of security cameras increased by over 60% in schools across America. Additionally, according to Education Week, crime on school grounds has been reduced from 85% of public schools in 2010 to 77% in 2019. This statistic supports the addition of standard security measures being implemented in schools; however, this type of security hasn’t been able to defend from nor respond to violence effectively.

Rapidly securing schools during dangerous situations to protect students, teachers, and administrators is essential and challenging. Among multiple solutions being applied, school districts are investing in smart security technology to save minutes by utilizing quick-acting access control and emergency response paired with communicated intelligence. Once a dangerous situation occurs, the best way to protect students and staff is to enable a rapid and unified response with technology that enables seamless communications and presents first responders with the most relevant details available.

While many solutions exist, there is no standard or mandate uniformly implemented across schools nationwide. There are 130,930 public and private

K-12 schools in the US, according to 2017-18 data from the National Center for Education Statistics (NCES). Each school district and region have different needs dependent on population, region, and the specific characteristics of the community. This begs the question of how to best combat the fragmented nature of school systems in creating standard safety solutions that can scale and provide efficiencies which over time result in lowering costs for schools.

Since the tragedy at Columbine High School in 1999, school safety and security have become a growing concern. Schools began the search for security measures to minimize the possibility of students and faculty facing lethal risk. Parks Associates reveals data from the NCES shows that from 2000 until 2018, access control practices increased

Gunshot detection, panic buttons in specific environments, and automated calls to 911 help neutralize a threat along with providing more details about the type of threat and current environment to the people on site and those remotely monitoring the situation. People tend to panic and make rash decisions when under severe stress. “In natural or human-induced emergencies, the decisions that are made in the first minutes, hours, and days are critical to mitigate damage, prevent structure and human loss, control financial costs, and ultimately the overall conclusion of the disaster.” An Emergency Action Plan (EAP) at schools is essential to negate the devasting effects of any natural disaster, emergency, or active shooter situation. An effective EAP includes an emergency notification system to alert various parties of an emergency including individuals at remote locations within the premises, local law enforcement, and local area hospitals.

To effectively secure a school, multiple technologies must work together. Every school has a different layout, population size, and funding, meaning that one set of security solutions isn’t going to work for all. Every state has different regulations and grant systems for their schools, which in turn makes it difficult for security companies to be integrated nationwide. Often, we see security consultants evaluating a campus and giving a recommendation on how to best secure it by utilizing grant and school budget money. While these technologies are marketed and referred to as solutions for school security, nothing is certain to protect a school from a threat.

While there may not be an allencompassing perfect solution for school security, there are guidelines that aim to help schools determine the current state of their safety measures and what they can do to improve it. The Partner for Alliance for Safe Schools (PASS) was co-founded in 2012 by the National Systems Contractor Association (NSCA) and SIA to help provide procedures and guidelines that schools can take to ensure

better safety and security for students. It provides a checklist that helps schools understand the state of their security and recommends measures to mitigate the risk of a violent intruder.

Security technology can be complicated to understand and control effectively, and school staff is no exception. Education and training are typically required. Companies aim to simplify security for schools, and easy installation, wider compatibility, and simplistic operability are necessary steps towards that aim.

Standardizing, creating, and implementing security practices catered to the needs of individual schools is critical. Several states have instituted base security requirements for schools, such as New Jersey, Florida, and New York approving Alyssa’s Law. This law requires K-12 intuitions to equip their campuses with silent panic buttons that are connected to law enforcement.

The research firm reports that only time will tell how these new technologies perform. School security technology

is advantageous, but currently, more metrics are needed to evaluate tech used for school safety. Technology cannot guarantee flawless defense against security breaches and threats, but it can help reduce the chance of a dangerous situation occurring and create efficiencies in emergency response.

Technology is becoming an essential component in strengthening a campus against possible threats. While this technology is well-developed and powerful, it takes the members of the school and community to help it reach its best potential.

Remote access is required to be automatically terminated within one hour of inactivity in the remote access mode.  A qualified person is required to be on-site to enable the software update at the affected system(s) by password of limited access.  All software changes shall be tested in accordance with inspection, testing and maintenance requirements of Chapter 14 of NFPA 72.

Reacceptance Testing of Software

Changes: Remote programming to the executive software, site-specific software or the transmitting equipment of existing control equipment is permitted when the following are met:

A qualified person is required to be onsite to verify that testing is performed.

Site-specific Software: All functions affected by change shall be 100% tested. Ten percent of initiating devices that are not directly affected by the change (up to a maximum of 50 devices) shall be tested and correct system operation is verified. A revised record of completion form is required to reflect these changes.

Executive Software: Changes are required to perform a 10% functional test of the system, including a test of at least one device on each input and output circuit to verify critical system functions such as notification appliances, control functions and off-premises reporting.

Programming of Protected Premises

Transmission Equipment: Remote programming of transmitting equipment is permitted when all the following conditions are met.

• Where changes are made to system executive software or site-specific software for control equipment or transmitting equipment, such changes shall not be made without an individual, meeting the qualifications of Chapter 10 being at the protected premises to verify that testing is accomplished.

• Before remote programming of transmission equipment occurs, all persons and facilities receiving signals from the protected premises and all building occupants shall be notified of the testing to prevent unnecessary response from occurring.

• At the conclusion of testing, the supervising station shall be notified that testing has been concluded.

• A test plan to be developed in accordance with Chapter 14. The test plan is intended to clarify exactly what is to be tested and how it is to be tested. The plan will assign an individual, or individuals, to contact the communications center if an actual alarm occurs during the remote programming of the transmitting equipment.

• As it relates to “executive software” changes, where the transmission equipment is integral to the control unit, reacceptance testing is required to test 10 percent functional of the system, including a test of at least one device on each input and output circuit to verify critical system functions such as notification appliances, control functions, and off-premises reporting.

• As it relates to changes to the site-specific software, where the transmission equipment is integral to the control unit, reacceptance testing shall comply with all of the following:

» A 100% test of all functions that is affected by the change.

» A 10 % test of initiating devices that are not directly affected by the change and up to a maximum of 50 devices to be verified.

» A revised record of completion to reflect these changes.

• Where the transmission equipment is not integral to the control unit, testing shall be performed in

accordance with the section in Table 14.4.3.2 relating to supervising station equipment.

The reason for requiring the system to provide a means to manually terminate the remote access connection at the remote device and at the control unit is to require two separate means of manually terminating the remote access connection with one of them being performed at the system control unit by a person on site.

The inactivity limitation of one hour was selected as a reasonable time-period for the remote access to be automatically terminated in the remote access mode. Evolon’s mission is to protect people and assets. Our situational intelligence solutions continually evolve to meet the needs of security professionals now and in the future.

I think there is a great challenge in delivering security with minimal risk at a reasonable price. We all strive to deliver better security to our clients, but companies have different sensitivities. For example, in Government there is a dive for the best security with exceptionally low risk. In residential, cost is a bigger factor, and more risk is acceptable at that price point. We as an industry will succeed when we deliver security via a mass customization methodology. This will allow for lower costs, situational security optimization and objective threat assessment.

What advice would you give to a young professional in the security/monitoring industry today?

What has been your greatest professional achievement to date?

I have been involved in a number of companies that took big data and turned it into actionable insight. Security is no different at the 40,000-foot level. There is too much information and not enough insight. I am immensely proud of the teams that I have built, and the results achieved over the years because we

Humility is essential in working with others in a team because there is never one smartest person in the room. Being grateful keeps you in a positive frame of mind. FCC Seeks Comment on New Robotexting Rules

On September 27, the FCC adopted a Notice of Proposed Rulemaking proposing new rules on caller ID authentication for text messaging and new blocking requirements. Comments were due November 10; reply comments were due December 9.

Specifically, the NPRM proposes and seeks comment on applying existing caller ID authentication standards to text messaging. It also proposes requiring mobile wireless providers to block texts, at the network level, that purport to be from invalid, unallocated, or unused numbers, and numbers on a Do-Not-Originate (DNO) list. Finally, the NPRM also seeks input on other actions the FCC might take to address illegal texts, including enhanced consumer education.

Initial comments pointed out, among other things, there is a question about

whether adopting a potentially expensive solution that focuses on unwanted SMS/MMS messages will be effective at stemming the overall growth of unwanted texts when the vast majority of messages are sent via WhatsApp or other over-the-top (“OTT”) services.

FCC Revises PSAP Notification Requirements

On November 17, the FCC adopted a Report and Order in PS Docket Nos. 13-75, 15-80 and ET Docket No. 0435 adopting rules to promote public safety by ensuring that 911 call centers receive timely and useful notifications of network disruptions that affect 911 service. Specifically, the updated rules standardize the type of information conveyed in the network outage notifications providers that serve PSAPs are required to provide to those entities. The updated rules also require service providers to maintain up-to-date contact information for the 911 call centers they serve. In addition, the FCC retained

its current requirement that covered 911 service providers file annual 911 reliability certifications, which will help the FCC promote the continuity of 911 service during the transition to Next Generation 911.

FCC Announces Process to License Broadband Serviceable Location Fabric Data for Non-ISPs

On November 15, the FCC issued a Public Notice announcing that nongovernment, non-ISP parties may now begin the process of obtaining a license to the Broadband Serviceable Location Fabric (Fabric) for purposes of preparing and submitting challenges through the FCC’s Broadband Data Collection (BDC). The FCC made the Fabric data available to internet service providers and state, local, and Tribal governmental entities starting on June 23 so that they could submit broadband availability data prior to the close of the filing window on September 1. Now, other entities and organizations may begin the process of obtaining a license to the Fabric.

To access the Fabric data, each entity must register in the Commission Registration System (CORES), log into the BDC system, and execute a limited end-user license agreement for the Fabric. Some organizations may need to provide a brief description of how their use of the Fabric data aligns with BDC purposes and how it is involved in issues around broadband availability.

Next-Gen 911 Update; Ownership Changes

Another panel discussed recent trends in privacy litigation, and included five “tips” from plaintiff’s counsel at a major law firm on avoiding a privacy lawsuit. According to this panelist, these tips address the issues she encounters most frequently, and which, if addressed, would eliminate many of the suits she has filed:

FCBA and ABA Hold Annual Privacy and Date Security Symposium

On September 16, the Federal Communications Bar Association and the American Bar Association held their annual symposium on privacy and data security law and regulation. Privacy law is becoming increasingly relevant to all industries, including alarm-related industries. Of the three panels presented at the symposium, two in particular raised issues relevant to alarm companies.

The first panel was dedicated to the advanced notice of proposed rule-making (ANPR) we covered in the previous Wireline Update. You will recall that in the ANPR, the FTC is seeking comments on the harms resulting from “commercial surveillance” and ways the it might address them. Panelists – which included two former FTC chairmen – shared their

impressions of the ANPR and commented on concerns that have been raised with the FTCs perceived inexperience with rulemaking. They noted that while the FTC normally acts through enforcement actions, it does have a history of regulatory activity as well, pointing to its rules on telemarketing as an example. Regarding the ANPR itself, the panelists acknowledged that its early stage meant that issues would lack focus for some time, and that the proceeding would likely take several years (with several more opportunities to participate). Nevertheless, they noted that the ANPR would be a good place to start raising concerns stakeholders may have.

AICC has participated in the FCC’s call blocking and STIR/SHAKEN initiatives for the principals that it is now seeking to apply to wireless communications. We are aware of some instances in which these provisions have resulted in alarm communications being blocked. To the extent AICC feels the issue has been significant in the call blocking context, it is logical that a similar – if not greater –impact will be seen in the text blocking context. TMA-AVS-01 Alarm Validation Scoring Standard

Next steps for adoption and integration

As the fi

nal approval process winds down, two years of committee meetings and candid partner discussions on parameters and content are concluding in the AVS-01 Standard final product. Now begins the training and implementation challenges!

Three entities will be impacted by this standard: the alarm central stations, the PSAP/Emergency Communication Centers (ECC), and law enforcement field responders to dispatched alarm calls. Each will have their specific training requirements that will need to be met to move implementation forward. Each will be an integral part of the alarm activation, to notification, to response chain of events.

TMA and PPVAR continue their dedicated partnership in tackling this next critical evolution. A multiphase training program is currently under mutual design and development. This

training package will present to each of the stakeholder entities the skill sets needed to make AVS-01 standard’s requirements achievable and successful.

We have continually said this standard is a welcome addition change to the public safety mission when focuses on alarm responses and have repeatedly referred to it as paradigm shift and game changer.

PPVAR was established to promote the value of alarm verification and validation using video, audio, and other emerging technologies. We believe AVS01 is truly a quantum move toward this goal and mission objective. It has been an honor and privilege partnering with TMA in advancing this capability.
