COMMUNITY NEWS LETTER FROM THE EDITOR Welcome to our November CITY NEWS magazine, our special holiday edition. We welcome the snowbirds back but with them come the traffic and crowds. We need to learn to live with it. More readers and more sales are good for all of us. Since my husband and I bought the magazine group one year ago, we have grown our magazine HERE group by adding Boca’s Best, an upscale BYLINE bi-monthly being mailed to 50,000+ homes and businesses, east of the Turnpike. No other local magazine saturates an area like our magazines do(Coral Springs/Parkland, West Boca, Coconut Creek/Margate and Boca Raton.) We now mail to over 110,000 homes and businesses. We thank all our communities for their support and feedback about our magazines. This month, City News/Boca’s Best are sponsoring 3 charity events. If you go to any of the

3 events, please introduce yourself to Jerry and I. If unable to attend, please support the cause. We have a local golf tournament, a Veterans event and a 5K Walk, something for everyone. With Election Day coming, we hope the country can put all the angst generated by the Presidential election behind us. We have our own famous celebrity here in Parkland running for Commissioner, Ken Cutler. To see the community service Ken does along with the other fantastic people involved with all our cities, just moves us. It makes us want to publish a constantly improving magazine. Thanks to you, we will.
“
Even more groundbreaking, we are now introducing a Print/Social Media Package that will help alleviate many of our advertisers who fear that they will be left out of the Social Media Craze.
Nothing brings me more happiness than trying to help the most vulnerable people in society. It is a goal and an essential part of my life - a kind of destiny. Whoever is in distress can call on me. I will come running wherever they are

FINANCIAL / TAX ADVICE RobeRt Spielman, Cpa, JD

-Benjamin Franklin
Back To School-2 Last month’s column addressed the american Opportunity and Lifetime Learning credits available for taxpayers who pay qualified education expenses. while credits are generally more favorable than deductions, there are numerous tax provisions that grant tax deductions or other benefits for education related expenses. In most cases, taxpayers cannot utilize both credits and deductions in the same tax year. in addition, the various deductions have different phase-outs based on modified adjusted gross income. the deductions themselves may apply to different types of expenditures. Below is a quick summary of some of the available education expense deductions and other benefits that may be useful. coordinating the use of credits, deductions and other tax benefits can be a complex matter. it is important to consult your tax advisor to maximize your benefits. Commonly Utilized Education Deductions: 1. Student Loan Interest Deduction: interest expense paid on student loans for dependents is deductible up to $2,500 of interest per year on qualifying student loans. Married filing joint phase out begins at $130,000 of gross income, with full phase out after $160,000 of gross income. 2. Use of Retirement Funds For Qualifying Education: iRa funds can be accessed to pay qualifying education expenses on a penalty free basis for taxpayers under age 59 ½. the 10% early distribution penalty will not apply, to the extent funds are used for qualified education expenses. 3. U.S. Savings Bond Series EE and I: interest income can be excluded to the extent funds are used for qualified tuition and fees. these funds must be used for the taxpayer, the spouse, or dependents. Married taxpayers must file a joint return to secure the exclusion. a phase out applies to married filing joint taxpayers, with adjusted gross income starting at $116,300, with full phase out at $146,300. 4. Above the Line Deduction for Qualified Tuition: an above the line deduction for up to $4,000 of qualified tuition is available for taxpayers with modified adjusted gross

income (“Magi”) up to $130,000. if Magi is between $130,000 and $160,000, the maximum deduction is $2,000. Over $160,000 of Magi, no deduction is permitted. 5. Qualified Tuition Plans (Section 529): states sponsor section 529 Plans. Each state has its own rules and regulations. generally, all income grows tax free with distributions for qualifying education expenses non-taxable as well. there are no Federal deductions upon contribution, but many states do provide meaningful deductions. 6. Education Expenses Incurred as Part of a Trade or Business: Enhancing one’s skills in a current trade or business can result in an important tax deduction. so long as the education enhances skills, rather than enables one to enter a new trade or business, the expenses may be deductible. if expenses are deductible, all related expenditures, such as travel, over-night stays, and related meals, might also be deductible. these expenses would qualify as excess itemized deductions reportable on schedule a. Despite all this complexity in determining which education credits and deductions provide the best results, meaningful tax savings can be achieved. Because each of the above-noted provisions have their own separate rules and regulations, it is important all taxpayers incurring education expenses become familiar with the provisions, so they can maximize their benefits as they incur today’s high cost of education. More information is available on these matters in Publication 970, Tax Benefits for Education, available on the internal Revenue service website. This article provides generalized tax and financial information for educational purposes only. It does not provide any personalized tax, investment, legal, or other business or professional advice. IgnITe Your Power BY TraCY, LIfE & LEadErSHIP COaCH
Listening Works! I dedicate this article to my unparalleled mother, Toby Litt. Her work as a communication specialist and spiritual guide continues to power and inspire me every day. The name of her company was Listening Works. Few of us have been taught to listen because so few of us have been listened to. First as children, then as adults… we live in a society of impatience, distraction, of multi-tasking and selfserving agendas. we are in such need to be heard, to share what we have to say, to explain our side of the argument-- to show what we know. we enter conversations with our point or angle in mind. sometimes it’s as if you let the other person speak just so you can get your turn to say what you need to say. to be right or to win. when we don’t listen, we all lose. Did you know that most conflicts and challenges we experience are caused by ineffective listening which translates into miscommunication? yup, it’s true!
1. Subjective Listening: also known as “selfish listening” because the listening is based on the agenda and needs of the listener. whatever is said is heard through the experience of the listener. this type of listening rarely satisfies the person who is speaking. Speaker: i’m so upset that i missed my son’s soccer game. Listener: yeah, i missed my daughter’s play once and i felt awful. 2. Objective Listening: also known as “selfless listening” because the listening is completely focused on the speaker. there are no thoughts about how it relates personally to the listener and can be very effective. it allows the speaker to feel heard.
NOVEMBER 2016
BOCA_BEST_NOVEM_2016.indd 8
3. Intuitive Listening: also known as “powerful listening” because the listener is hearing all components and intuitively connecting with the speaker’s real message. the listener is not only paying attention to the words, but also tone, emotion, and energy, as well as what is not being said. this level of listening creates the deepest connection with the speaker. Speaker: i’m so upset that i missed my son’s soccer game. Listener: Being so upset is totally understandable. it seems like like you’re feeling really down on yourself about it and what it may mean about everything you are trying to balance right now. in life, we all listen at all the levels. after all, you’re human. But by being more aware, you can take steps to reach for those deeper levels.
So how do you know what kind of listener you are? Let’s take a look at the three levels of listening:
8
Speaker: i’m so upset that i missed my son’s soccer game. Listener: seems like you’re really disappointed.
i will say this, to powerfully listen is to hear with the intention to understand. to powerfully listen we must be silent, we must be present in the moment, we must pay attention, we must be curious, we must be open-minded and vulnerable. and most importantly, we must kick our EgO to the curb. It’s Their Business
BY JOSEPH BUCHINO
The Snowbirds Are Coming!! it’s that time of year again. the traffic is more congested, lines are longer at grocery stores, restaurants are packed by 6pm… the winter visitors, aka “snowbirds”, are arriving in full force! this happens every year in Florida and who could blame them? if i lived up north, i would also make the trip down here to beat the cold. the winter visitors bring a lot of business with them. One business in particular that seems to stay busy during the season is the emergency restoration business. Every year during this season, our mold remediation workload seems to double for the months of November and December. this is due to a number of things. i would say the majority of our mold remediation work is related to the a /c unit. Proper maintenance of an a /c unit is very important, especially in Florida where they run all year long. Here are some tips to save you money and help prevent any damage to your property: - Make sure you have someone physically checking on your property at least once a month. a good property manager or a friend can do this. some of the best property managers will go as far as to send you updated pictures of your property. - you can prevent mold from developing on your property by using a programmable thermostat. Have it programmed to run your ac at 72° for two hours in the morning and 85° the rest of the time. this will prevent mold by removing moisture from the air during cooler hours. - use portable dehumidifiers. Be sure you do your research on them and buy the correct number of dehumidifiers you would need to dehumidify your entire house/condo. - One of the best investments i made was a NEst thermostat.
quEstiON? cONtact Lucy@BOcasBEstMagaziNE.cOM OR caLL 1.561.244.9912
it is referred to as a “learning thermostat” because it can create a schedule, its proven to save energy, and you can control it from a smart phone. i highly suggest investing in the NEst thermostat or one similar to it. - Flush out you’re a /c drain line before you leave for an extended period of time. this will save you a lot of heart ache in the long run. Nothing worse than arriving at your home, a /c is working properly, but you have water damage due to a clogged drain line. - i always suggest having you’re a /c coils cleaned. your a /c has been running all year long and probably hasn’t had the filter changed. if your filter hasn’t been changed all year, the coils start to act like a filter attracting dirt, mold, and other contaminants. these are just suggestions, as i am not a licensed a /c technician. these are tips that i have picked up over my tenure and tips i’ve utilize. if you have any questions concerning air conditioning, i recommend you talk to a reputable a /c company. i am a licensed restoration expert. i deal with any and all kinds of water mitigation, mold remediation, fire/smoke and biohazard/trauma clean up. My company, Restoration 1 – Parkland, works in the tri county area and we give free mold inspections and evaluations. if you have any questions, please feel free to call us at 1-888-959 - 0889 or you can also check us out at www. restoration1.com/parkland. Boca Helping Hands Enriches Lives With Resources That Offer A Hand Up BY LouIsE PEtRaItIs “together, we can make a difference.”
Financial Aid for Emergencies
this philosophy has guided Boca Helping Hands BYLINE(BHH), HEREa non-profit organization that assists neighbors in need, for nearly 20 years.
For people facing financial crises, BHH steps in with immediate aid. Dollars devoted to this program help prevent eviction, utility shut-offs and other emergency situations.
Founded in 1998, BHH started as a soup kitchen in a local church. today, it’s a thriving, $2 million operation that provides a wealth of food, financial, medical and jobrelated resources for individuals and families throughout the community.
Like food services, the financial assistance program is designed “to supplement, not sustain,” swedenborg explains. Boca Raton residents who apply must document their needs and usually receive a onetime payment, reinforcing BHH goal to lend a hand up, rather than a hand out. “we don’t enable,” says swedenborg. “Our mission is to instill dignity and foster independence.”
Feeding the Hungry BHH welcomes up to 200 guests a day for hot meals, which are served at the Remillard Family Resource center, BHH spacious home at 1500 Nw 1st court. Lunch is offered Mondays through Fridays, and family dinners are scheduled thursday evenings. Patrons include people of all ages, from all walks of life--the elderly, single moms with kids, veterans, the unemployed and the working poor. the program is unique among community meal programs. guests can choose from a wide selection of healthy, upscale fare, and enjoy their meals in the comfort and comradery of a pleasant, wood-trimmed dining room that resembles a small café. Menu items are lovingly prepared, and beautifully presented, by a caring team of volunteers. Even special occasions, from st. Patrick’s Day to the Kentucky Derby, are celebrated with specially themed dishes, dining room décor, and staff dress. “Everything, from the food to the atmosphere, reflects our passion for our work and respect for those we serve,” says Development Manager Karen swedenborg. through the program, hot meals are delivered to the homebound as well. Over 5,000 pantry bags, filled with a variety of groceries, are also distributed monthly to qualified, low-income residents of Palm Beach County. Additionally, the program’s backpack service, which benefits 1,400 boys and girls from ten schools, ensures that children are well fed on the weekends. Keeping BHH warehouse and kitchen shelves fully stocked is a huge undertaking. Canned, frozen, and fresh goods—1.8 million pounds annually--are donated by individuals and foundations, corporate and community food drives, and food recovery partners. at present, these partners include 100-plus stores and restaurants, from Publix, winn-Dixie, target and walmart, to whole Foods, trader Joe’s and the capital grille.

Preparation for the Workforce Excellent job skills are key to gaining independence. To help clients build these skills, and better compete in the marketplace, BHH offers both mentoring and training. The mentoring program develops job readiness by coaching clients, one-on-one, on writing resumes, submitting online applications, conducting job searches, and practicing proper workplace etiquette. classes to improve English and computer literacy are available as well. Job training centers on jump starting clients’ careers, through fast-track courses for lucrative positions as hospitality workers, home-health aides, commercial drivers, call center representatives and help-desk technicians. the program is highly successful, both in completion and job placement rates, says Swedenborg. “Students enrolled to become home health aides, for example, rarely drop out, and 85 to 90 percent find work after graduation.”
Health Care Services Added this year, BHH expanded its spectrum of services with medical and dental care. Joining forces with another non-profit, Genesis Community Health, BHH established a clinic at 30 sE 6th street in downtown Boca, where people from across the county receive physical exams, lab tests, and other primary care procedures. the ultimate goal is to treat 3,000 patients a year. to complement the health clinic, a dental clinic, housed on crawford Boulevard, opened in september.
Sound Fiscal Footing Funding for BHH many operations spans individual donations (40 percent), to dollars garnered through foundations and fundraising. The organization hosts two signature fundraising events a year, Bowling for Bread, part of the Boca chamber Festival Days calendar, and Monopoly & casino Night, highlighted by a Monopoly competition. grant monies, which totaled $665,000 in 2015, also contribute a fair amount to BHH revenues.

WHY MAGAZINES ARE THE BEST MEDIA TO ADVERTISE
Magazine Media USP Most of the funds bHH secures--$.094 of every dollar–go directly to programs. in part, it’s this sound fiscal management and transparency that has won BHH four stars, 11 years in a row, from Charity Navigator, the country’s premier evaluator of charitable organizations. Further, BHH was honored as one of only 51 organizations with a perfect 100 score in financial health, good governance and best practices, ranking it among the top one percent of all charities in the u.s.
Magazine media deliver powerful relationships that influence, inspire and endure. The magazine media brand experience is based on trusted editorial, complemented by relevant advertising. This dual immersion in edit and ads satisfies the interests and passions of millions of readers– when, where and how they choose. The reader’s commitment to this unique brand experience results in extraordinary consumer engagement with magazine media on all platforms and formats.
20/20 Focus on the Future BHH growth and success, says Swedenborg, is rooted in the fundamentals: brand management, strong leadership, a dedicated staff, and effective communications. Its workforce now numbers 13 paid employees and 300-plus volunteers; they, along with a committed board of directors, ensure that BHH stays its charted course, and carries out its goals with grace and heart. Ongoing engagement and communications with BHH many stakeholders is also vital, affirms Swedenborg. For the future, BHH will continue to follow its strategic plan with 20/20 vision, says Swedenborg. “Our roadmap for the next five years focuses on moving our clients to greater self-sufficiency. Together, we’ll build the bridge from basic needs to independence.”

Helping those with special needs By RacHel Galvin
O
nce called the Habilitation center for the Handicapped, the Habcenter provides a supportive environment for people with mental and physical disabilities to learn valuable skills related to getting a job. their clientele may include people who are autistic (from low to high functioning), who have Down’s Syndrome, Cerebal Palsy, Spina Bifida, and other issues, including mental issues, such as having severe anxiety disorder. those who come here learn about how to get a job, but also how to keep one, including how to deal with co-workers or ask their boss for a raise.
“They may have a hard time understanding the office culture,” says Maryelle Jones, Employment services program coordinator. “the workers may have a drink after work or celebrate a birthday. sometimes, [our clients] don’t understand. they need to learn to communicate in the proper way and not take things so seriously. they don’t understand joking. we look at the personalities within the job and show them how to navigate in the environment.” Jones has just started with Habcenter, but has worked as an advocate for 20 years. she has been a job coach since 2009. in addition, she coaches the special Olympics. she has learned some coping skills at home as well, since her 32-year-old daughter has autism. she adds, “we help the people to understand the work environment, and the job’s responsibilities. we do role-playing, pretending to be a boss or a coworker

and we make-believe a problem comes up.” the clients can do manufacturing jobs in-house at their HaBcO Manufacturing, working in very detailoriented skills, such as assembling and repairing products like circuit boards, cell phones and anti-theft security devices for other companies. in addition, they can work in the in-house nursery, which is the biggest of its kind in Palm Beach county. Jones is now coordinating with companies to be able to place the clients in jobs outside of the Habcenter as well. “i am teaming with a center [at the Florida atlantic university] that works with people with autism and related disabilities.” she is also working with students who are transitioning out of high school. when someone wants to join the program, the staff will sit down with them, or the person’s parents and determine what he or she likes to do and what his/ her strengths are. “it is a process. some stay with us forever,” says Jones, adding that when people leave the in-house program and go out to work in other jobs, the staff does a follow-up with them at least twice a month and maintains a liaison relationship between the employer and employee. Director of Programs Monique De La torre says, “we have been here for 38 years. [the in-house
work that is done here] funds what we do. a lot of nonprofits strive to be self-sufficient like we are. It’s like the girl scouts. their cookie sales support them. Here everybody gets paid, [workers and staff]. we serve 200 people [150 with special abilities]. we also get government funding. they pay us for clients who come and receive training. the workers get paid by the piece [for technical work they do]. we work with acR Electronics, Motorola, Electronics inc., aerospace technologies, Reagan wireless corporation, advanced Media, Lockheed Martin [and others].” she adds, “we have a men’s group, anger management [and other groups] and we also have recreational activities: karate, yoga, arts, basketball … it is a very active place, a place for growth and development. “i want everyone to be educated about people with special needs to lessen the stigma. they can be such an asset to the community. i go to the schools and am highly involved with the chamber [and talk about what we do].” On august 12, governor Rick scott visited the center and honored their executive director, Bob DiRocco, for the company’s growth and for being a job creator. Florida Sea Turtle Company: A Rising Success YEA! Graduate Skylar Mandell Finds Success in Business skylar Mandell, a 2016 graduate of the Boca chamber’s young Entrepreneurs academy (yEa!) has taken her business to a new level. what started as a bracelet business called, “Moody Buddhi”, has quickly evolved into the growing success that is the Florida sea turtle company.

yEa! is a nine-month program that walks students in grades 6-12 through the process of starting their own, REaL businesses. skylar Mandell, a junior at saint andrew’s school in Boca Raton, did just that. Originally, her company focused on designing bracelets of all types. soon after, skylar’s aunt paid a visit to one of her favorite local shops, Blueline surf and Paddle in Jupiter, Fla., while wearing one of skylar’s custom designs. Blueline agreed to sell a few of the bracelets as a trial run. Not only did the bracelets sell, but customers began to specifically request one particular design: a brightly colored beaded bracelet with a simple sea turtle charm. Skylar filled an order of 50 bracelets for Blueline, but in just two short weeks, they were looking to order more! with the help of skylar’s mom, stephanie, and younger sister, sydney, the Florida sea turtle company was launched – with a focus on giving back to the community. skylar commented, “My mom and i started to research sea turtle conservation organizations in our state, and we were surprised to learn that Florida has one of the largest populations of these majestic animals that are on the endangered species list. we wanted to help, to really make a difference, so we came up with the idea to start a company where we can make bracelets, sell them locally, and donate 10% of all proceeds to sea turtle conservation centers in Florida.” the Mandell family has come together in the past three months and have personally handmade and sold nearly 2,000 bracelets. they are currently available at the following locations: • Boardroom on Atlantic (Delray, FL) • Mora Girls (Deerfield Beach, FL) • Fannies Finds (Parkland, FL) • Blueline Surf & Paddle (Jupiter, FL) • Gumbo Limbo Gift Shop (Boca Raton, FL) • Daggerwing Nature Center (Boca Raton, FL) • Sonic Surf Shop (Ft. Pierce, FL) • Gift Shack at Office Depot Foundation (Boca Raton, FL) • Suncoast Surf Shop (Treasure Island, FL) • Salty Dog Surf Shop (Daytona Beach and Ormond Beach) • Cathy’s Place (Cape Cod, MA)

what started as a simple idea in the Boca chamber’s young Entrepreneurs academy program has developed into a successful business that has major local economic benefits. In fact, Skylar gave the first donation from Florida Sea Turtle Company’s profits to Gumbo Limbo right here in Boca Raton. It’s her dream that this company can truly make a difference. Rest assured, it already has. For more information on the Florida sea tur tle company, please visit w w w.Floridaseatur tlecompany.com or send an email to Floridaseatur tlecompany@gmail.com. the young Entrepreneurs academy (yEa!) is a groundbreaking class that transforms middle and high school students into real entrepreneurs. the class (comprised of students ages 11-18) meets after school one day a week from september through May. classes are held at our saint andrews school in Boca Raton. through the class, students develop business ideas, write business plans, conduct market research, pitch their plans to a panel of investors, and actually launch and run their own real, legal, fully formed companies.

FORMER CFO LAUNCHES WELLNESS SPACE, A WELL-BEING STUDIO DEDICATED TO HELPING OTHERS ACHIEVE HAPPINESS
W
hen Lissette Balbiers of Boca Raton visited the Chopra Center in Carlsbad, California, in 2014 she was transformed in just a few days.
Space, located at 717 E. Palmetto Park Road, Boca Raton, FL 33432, (www.thewellbeingspace. com) is Balbiers’ answer to that encouragement.
A former financial executive and CFO for multinational corporations for 18 years, she coped with high levels of stress in her professional role, while also managing a household and raising two children. She dealt with the pressures of working in a political environment, managing changes in economic settings and handling the various responsibilities that came with the job. In short, her life had overwhelmed her. After her stay at the Chopra Center, she felt calmer, lighter – both physically and emotionally – less judgmental of herself and others, and happier. While at the Chopra Center, Balbiers had the opportunity to meet Founder Deepak Chopra and mentioned the need for a similar center on the East Coast. Chopra encouraged her to build her own center. The Wellbeing

As a testament to her dedication to her new career, Balbiers also became a Chopra Center Certified Instructor and continued her education in Yoga and Ayurveda. The Wellbeing Space also hosts experts in health and wellness such as Dr. . Akhilesh Sharma B.A.M.A., N.D., Ph.D. (Herbal Medicine) and Ayurvedic Consultant who

Get Picky About Pet Food Good nutrition puts pets on track for better health
100% NO-KILL SOCIETY
(Family Features) when a beloved family pet experiences health problems, it can take a toll on the whole family. in some cases, it can take weeks or even months to identify the problem, and more importantly, where the solution lies. in some cases, the answer is as simple as changing what your pet eats.
Puppies Kittens Dogs Cats

while a rash or other skin irritation can be an obvious sign that your pet has sensitive skin, other behaviors such as excessive scratching, biting and licking can also signal a problem. identifying the cause is essential to bringing your pet comfort. skin irritation among pets is generally caused by something in their environment, such as an allergy, a parasitic infection or in more extreme cases, a neurogenic or infectious condition. skin problems can also arise from poor nutrition.

if your dog has skin sensitivities that might be related to diet or allergic skin disease, try a diet with hydrolyzed salmon as the single animal protein source. ingredients such as omega-6 and omega-3 fatty acids have also been shown to be beneficial to skin and coat health. some sensitive skin formulas not only contain hydrolyzed salmon but are grain-free and made with peas to enhance the flavor and provide high-quality carbohydrates.
Weight Management a few extra pounds on your dog or cat may not seem like a cause for concern, but too much weight can cause a long list of health problems. Just like humans, one of the best ways to counter a weight problem in pets is to adjust what they’re eating. an option such as Diamond care weight Management Formula for adult Dogs or adult cats can help address your pet’s weight issue without leaving it feeling hungry. Powdered cellulose, a source of insoluble fiber, helps your pet feel full, while L-carnitine aids the body in metabolizing fat. to make sure your pet gets all the nutrients needed, this formula is rounded out with omega fatty acids, guaranteed antioxidants and probiotics developed specially for canine and feline digestive health. talking with your veterinarian can help identify other ways to help your pet lose weight and also help you rule out any underlying medical concerns that may be causing weight gain or preventing your pet from being as active as it should be.
Sensitive Stomach though it may seem like it at times, not all dogs have cast-iron stomachs. a limitedingredient formula that combines potatoes and egg protein is a good, easy-to-digest option for sensitive dogs. Other beneficial ingredients may include psyllium seed husk, a source of beneficial fiber, which helps support proper digestion, and probiotic strains that are native to the canine gastrointestinal tract. Penny Sales Tax Hike On Broward, PB County Ballots By DaLE KiNg while voters across the nation are gearing up for the long-awaited Nov. 8 election that will decide the u.s. presidency for at least the next four years along with a bevy of state and federal contests, those who cast ballots in Broward and Palm Beach counties face an even more personal issue - a financial one – when they go to the polls.
BYLINE HERE
the electorate in the two massive south Florida counties will decide whether to tack another penny on every dollar they spend on items covered by the current 6 percent state sales tax. actually, the ballot questions are different in each county, but the net result is the same – an increase from 6 to 7 percent. and the destination for the cash raised – if voters choose to add another copper Lincoln coin to what they are already paying for their taxable goods – is virtually the same, though Palm Beach county is earmarking 50 percent of total revenue raised to schools. Voters in Broward face a pair of ballot questions which will each add a half-cent to the sales tax. Official estimates say the additional penny will add up to $12.6 billion over the 30 life of the increased tax and will be spent mainly on infrastructure, in particular, transportation-related projects. Broward residents who cast ballots on Election Day will have to adopt both measures to make the effort work. if one question fails, the other does, too. Meanwhile, in communities from Boca Raton north to the Martin county line, the electorate will be asked to hike the sales tax from 6 to 7 percent for the next decade. the temporary penny-added tax is expected to generate $2.7 billion in new revenue. Half the money will be paid out for improvements to school buildings, general infrastructure such as roads, bridges and drainage and amenities such as parks and fire stations, said todd Bonlarron, assistant Palm Beach county administrator. Florida allows its 67 counties to add to the base 6 percent sales tax figure. Bonlarron said Broward and Palm Beach are two of only nine counties that have not puffed up the bottom line. The county official did note that Palm Beach added a half-cent to the sales tax a few years ago. But that, he noted, was “a good example of government putting a tax on the table and having it expire.” it also shows how the county can put a plan in place, execute it and monitor it until it fades into the sunset.
Both Bonlarron and gretchen cassini, assistant to Broward county administrator Bertha Henry, said no organized opposition has emerged to the measures

in either county. The Broward official said the two ballot questions came about through a “very difficult process.” For nine months, Broward was unable to reach an accord with the 31 cities on a plan to increase the sales tax. Finally, she said, “we negotiated with all the communities” to create ballot language they could support. cassini said she didn’t want to speculate on whether the ballot question will pass, she did say, “it was polling more than 50 percent [favorable] before we did our outreach.” Realtors, she said, have expressed concerns about the entire initiative. some residents as well as the federal government are also griping about using the sales tax instead of the property tax to rebuild, restructure and revamp the counties’ innards. in Broward county, every level gets a piece of the pie. the county will get 50 percent of the revenue for the life of the penny sales tax for transportation purposes that include light rail expansion and traffic light synchronization. in addition, unincorporated Broward and the 31 municipalities will get the rest of the cash for projects like road repairs, for 20 years. During the final 10 years of the three-decade assessment hike, 60 percent of revenue will be turned over to Broward’s communities for infrastructure work. the other 40 percent will be shuttled off to the county for regional projects.
the 50 percent chunk in PBc goes to the school district to repair and upgrade schools and their campuses. Bonlarron said Boca Raton education facilities are in line for some cash; specifically, J.C. Mitchell Elementary school, due to get $1 million, and Boca Raton Elementary school. the other half of the money would be split between the county government and the county’s 39 cities and towns. PBc will take 30 percent and the municipalities split the other 20 percent based on their respective populations. the county government plans to spend its share — $810 million – largely to repair roads, bridges, government buildings and other facilities. Like the school district, county government plans to spend a large portion – at least 12 percent – on new projects, including new parks, buildings, streetlights, sidewalks, sheriff’s office substations and a homeless shelter. Bridge replacement and resurfacing of roads are in order in Boca Raton, Bonlarron said, including Lyons Road and Military trail, sw 18th street and Palmetto Park Road. Park improvements will include work at the south county Regional Park in west Boca, including several new features. if the Broward questions fail, said cassini, “things won’t get any better. there will be no rail beyond the street and no ability to create east-west express buses.” if Palm Beach county turns thumbs down, Bonlarron said officials will have to “look at alternatives – ad valorem taxes, bonding, and service cuts.
in Palm Beach county, government leaders say the tax is need to fix a backlog of problems that began to pile up during the Recession of 2007-2008 and beyond.

Obstructive Sleep Apnea
O
bstructive Sleep Apnea is a common disorder. If you have OSA, it means that your airways collapse partly or all of the way while you are sleeping. Muscles of upper airway relax when you fall asleep. If you sleep on your back, gravity can cause tongue to fall back. This narrows the airway and can reduce the amount of air getting in the lungs. Narrowed airways causes snoring by making tissue in the back of throat vibrate. Apnea is when the airway is completely closed, so breathing temporarily stops. The airway can collapse repeatedly during the night. Air cannot get in to your lungs, resulting in lack of oxygen. You wake up so you can start breathing again. Frequent awakenings at night can cause sleepiness during the day. Lack of oxygen and frequent nighttime awakenings have negative consequences for your health. Signs of Obstructive Sleep Apnea 1. Loud or frequent snoring. 2. Choking or gasping while you sleep. 3. Morning headaches. 4. Daytime sleepiness or tiredness. 5. Trouble concentrating. if you have any of symptoms above you may have OSA
Who is at risk for OSA? you are at increased risk if you are: 1. overweight. 2. Hypertension. 3. Male with a neck size of 17 inches or more. 4. Female with a neck size of 16 inches or more. 5. Male over the age of 40. 6. Female over the age of 50.
lose weight, if the patient has intolerance to the cPaP. 2. Dental oral appliances, which are made by the dentist. they bring the tongue and jaw forward to keep the area beyond the tongue open. 3. surgical option, uPPP which is done by the ent specialist.
not all people with osa have risks factors. children can have osa as a result of large tonsils or narrow airways. Young adults even those who are physically fit may also have osa.
4. also, the lifestyle change including quitting smoking, quitting alcohol, reducing weight, sleeping on the side, and keeping the head at 30 degrees also help for the sleep apnea.
How is OSA diagnosed? your health care provider can refer you to a sleep specialist. sleep study can occur at a sleep center or at your home.
5. new treatment option insPire therapy, also available in selective population.
OSA treatment options: 1. cPaP which is a continuous Positive airway Pressure device, can prevent or reduce serious health consequences of osa. it can help all levels of the osa, which includes mildtosevere sleep apnea. it is most common therapy for osa. it works by keeping the airways open during the nighttime. the patient needs to
