My view from the City Council BY RoBeRt S. WeinRoth
Planning For Our Future Transportation Needs
S
everal months ago the sunday edition of the sun sentinel carried a front page headline screaming, “we’re going to Make them suffer.”
what an injustice to the majority of our elected officials and traffic engineers working to alleviate congestion on our roads . buried deep in the article it was noted that only 1% of the major roads in Palm beach county are rated F. when you realize Palm beach county accommodates 7 million tourists a year (in addition to 1.5 million residents) it is clear Palm beach county is not content to torture its residents to change driving habits.
is there congestion? of course there is. but, through the Palm beach Metropolitan Planning organization, state, county and municipal officials are collaborating to allocate available federal, state and county funding to make travel less stressful. boca raton’s mayor, susan Haynie, chairs the Palm beach MPo and i also sit on this planning board with several county commissioners and elected municipal leaders from throughout our county. a fundamental task of the MPo is to develop and approve a transportation improvement Program for our region. the biggest challenge facing south Florida is finding the funds to approve the identified infrastructure upgrades for our county as gas tax revenues continue to drop due to greater fuel efficiencies and vehicles operating on alternative fuels. autonomous vehicles, ride sharing and reliable public transportation will, likewise, change the dynamics of road usage in the near future and planning for those changes is already being done at the state and local levels. Public transportation will also need to take a more dominant role in moving people. this will require the state and county to find additional funding to upgrade and enhance the schedules for buses and trains to attract more “choice” riders (those who can choose to use public transportation or a private automobile). with 300,000 new residents arriving in Florida every year, it is imperative for transportation planners to remain nimble as they view the changing transportation dynamics. one thing is clear; allowing the congestion to build to what is “normal” in many northern metropolitan areas is unacceptable. urban planners are working to reduce the distance and duration of the commute by closing the distance between residential areas and employment centers. in boca raton, this is being done under a new zoning category called Planned Mobility. ultimately, pressure on the major arterials will lessen as our residents have shorter commutes and those opting for public transportation will be able to rely on higher frequency of trips with first and last mile connections available.

Estimated Tax Payments And The Underpayment Penalty

now that this year ’s tax f iling deadline has passed, and you have either f iled your return, or are on ex tension, you may have some questions about the requirement to pay estimated taxes. Your star ting point for estimated taxes for the 2017 tax year, is your 2016 return or your estimated numbers if you have f iled an ex tension. one of the most impor tant jobs of your tax professional is to make cer tain you are not subject to estimated tax penalties, while simultaneously c onser ving your c ash for as long as possible. this means estimated tax planning is an essential par t of our role as tax advisor. we do understand your inc ome may not be earned evenly throughout the year, so of tentimes we need to project your tax liabilit y on a quar terly basis. but it is your tax information and projection of gains and losses, which ultimately determines how much, and when, you must pay estimated taxes. the more c omplex your personal tax situation, the more c omplex estimated tax planning bec omes. ultimately, working together with your tax advisor, you should be able to meet your estimated tax payment responsibilities, so as to avoid the imposition of penalties that might other wise apply.
FIRST TIMERS ONLY
individual taxpayers are required to pay their Federal and state inc ome taxes on a “pay as you go” basis. this means that throughout the year, taxpayers are generally required to have inc ome tax withheld from their wages, as well as pay estimated tax payments on a quar terly basis on income other wise not subject to withholding. there are several methods of determining the minimum amount of estimated taxes and withholding that must be taken out of a taxpayer ’s earnings or wages in order to avoid the imposition of non - deductible penalties.

in general, withholdings from wages are required on a pro - rata basis for the amount earned. For these purposes, the taxpayer is required to advise their employer of how many withholding exemptions they wish in order to determine how much tax is withheld from their c ompensation.

For non -wage income, a quar terly estimate system is in place. under this system taxpayers are required to make quar terly estimated tax payments, generally in April, June, september and December or Januar y, in specif ied amounts to meet their minimum estimated tax payment threshold. Failure to meet the minimum tax payment requirements may result in penalties, generally calculated in a manner similar to interest. Penalties are non deductible additions to tax. the general rules with respect to estimated taxes are as follows: 1.if the tax af ter a reduction for inc ome taxes withheld is less than $1,0 0 0 no penalt y is applied for failure to pay estimates. 2.if the taxpayer had no tax liabilit y for the prior year, was a u.s. citizen or a resident for the entire year, and the year was a full t welve months, there is no requirement for making estimated tax payments for the current year.

ven as 2017 begins, Rosemary Krieger of boca Raton is still in shock, she admits, from an event that took place in late 2016.
From left, Sarah Doyle, Woman Volunteer of the Year Luncheon chair; Kirstin Stanley, Junior League of Boca Raton president; Lifetime Achievement Award winner Rosemary Krieger; Mindy Shikiar, vice president of Oncology and Ambulatory Services and Business Development at Boca Raton Regional Hospital and Dr. Kathy Schilling, medical director at the Christine E. Lynn Women’s Health & Wellness Institute. (Photo by Dale King)
when a shaky, stunned and teary-eyed Rosemary reached the podium, she thanked the nearly 1,000 people in the audience at the 29thAnnual woman Volunteer of the Year Luncheon & Fashion show at the boca Raton Resort & club. she had particularly kind words for her husband, ben, longtime partner in giving, and her three children who flew in from around the country: sons Kenneth, from New York and gregory, from Delaware, and daughter, catherine Krieger-Nelson, from Dallas. “I’ve gotten flowers, emails and calls,” said Rosemary in a recent interview, her smiling face still beaming with excitement. “i didn’t expect to get the award. i am still in shock.” many in the audience were themselves in tears as they stood and applauded Rosemary, whose beneficence has helped dozens of nonprofits, from AVDA (Aid to Victims of Domestic Abuse), the YmcA, march of Dimes, george snow scholarship Fund, wayne barton center, st. Jude church, boca Helping Hands and Florence Fuller child Development center, to name a few. Education and Arts Leadership
Among those at her table was AVDA executive Director Pam o’brien, who nominated Rosemary for the award. “she is a true giver who thinks of others before herself,” said O’Brien. “She wants to make sure that women and children in need have a safe place to go.”

the generous lady from boca has a simple philosophy about giving. “You don’t think about it, you just do it. I has to come from the heart.” coincidentally, barely a month after receiving the honor, Rosemary has jumped back into an AVDA cause. she is on the committee planning the Feb. 21 “Heart of a Woman” luncheon fundraiser at the Boca Resort. The speaker will be Michelle Knight, one of the three women abducted, imprisoned and repeatedly raped by Ariel castro at his home in cleveland. Nabbed by the suspect between 2002 and 2004 were Knight (who has changed her name legally to Lilly Rose Lee), Georgina DeJesus and Amanda Berry. They finally escaped in 2013 when Castro was captured, tried and sentenced to life plus 1,000 years in prison. He committed suicide behind bars.

DIY Car Care Everyone Can Do
Health & Wellness
BALANCING LIFE WITH ALLERGIES AND ASTHMA
(Family Features) while taking your car to an auto service professional is a great way to ensure its performance, the car care council reminds vehicle owners there are few simple vehicle checks that they can easily learn and do themselves to save a little money and help keep their vehicles running efficiently all summer long. with basic knowledge of common maintenance practices and a little time, motorists can inspect the following components in their own driveway: • Check the tires, including tire pressure and tread. Uneven wear indicates a need for wheel alignment. tires should also be checked for bulges and bald spots. • Check all fluids, including engine oil, power steering and brake and transmission, as well as windshield washer fluid and antifreeze/coolant. • Check the hoses and belts as they can become cracked, brittle, frayed, loose or show signs of excessive wear. these are critical to the proper functioning of the electrical system, air conditioning, power steering and the cooling system. • Check the wipers and lighting so that you can see and be seen. Check that all interior and exterior lighting is working properly and inspect and replace worn wiper blades. Keep the reservoir filled with windshield washer fluid. • To keep the cooling system working effectively, the coolant and distilled water mixture for a vehicle’s radiator should be 50:50. never open a hot radiator cap when checking the coolant level in the reservoir. as a rule of thumb, the coolant should be changed annually on most vehicles. • Check the gas cap to ensure it is not damaged, loose or missing to prevent gas from spilling or evaporating. • Don’t neglect the exterior. When washing the outside, make sure to include the tires and wheels and the underside and fenders to eliminate any road salt or grime. The body of the vehicle should be washed using a product sold specifically for cars. wax your vehicle every six months. To learn more about how to care for you vehicle, and for a free copy of the popular Car Care Guide, visit www.carcare.org.

Receiving the news that you are allergic to dust or your child is allergic to peanuts can be intimidating, disrupting and scary. Good news is there are many things that can be done to avoid the allergens and to make your life easier. Balancing life with allergies can be done in three major steps. Get tested and know what you are allergic to. Without a proper testing by a board certified allergist, you don’t know what is causing the allergic reaction. Suspecting and assuming what you are allergic to can go from dangerous to fatal. Adjust and adapt the environment to eliminate exposure to allergens. Let it be known that environmental allergies, pet allergies and insect allergies can be tamed and eventually cured with allergy shots, also known as immunotherapy. With food allergies, there is no alternative other than avoidance. Repeated exposure to a food that causes you symptoms like swollen lips, throat closing and hives doesn’t assure you immunization, on the contrary, it increases the chance of ER visits or hospitalization. Educate yourself and your immediate circle. Being asthmatic doesn’t mean being unable to practice sports or being left out of the team. The allergist, with the help of medications, will help you live a balanced life with minimal interferences. Being allergic to pollen or dust doesn’t mean you’ll have to live inside a glass house.
WHAT TO DO
1.At home family members and care takers must be made aware of the potential threats of any allergen and what to buy, use, and eat in substitution. 2.When traveling with allergies. More and more airlines have restricted regulations about the use of peanuts and nuts as snacks during flights; however, it is recommended that they be informed of any allergy as soon as possible. 3.In school: almost all states require schools to store epinephrine auto-injectors in case of an emergency; however, students are still not allowed to carry their medicine within the school premises. It is of utmost importance that the school is informed and personnel be trained. Leave one non expired set of epinephrine auto injectors with the school nurse and give instructions on how to recognize symptoms. Provide this information to the staf f in the cafeteria, teachers, coach and any other personnel. 4.At parties or of fice gatherings when food is involved, bringing your own is always the best choice to avoid mishandlings and conflicts. Being allergic or asthmatic is a condition that must be taken seriously and treated by the right specialist to be able to live a happy and fulfilling life.
You may very well enjoy the outdoors with such precautions as avoiding high peak of airborne pollen or maintaining distance from anything that attracts dust like carpet or stuf fed toys. In order to keep yourself and/or your children safe from an anaphylaxis attack, you must educate anyone in your immediate circle, such as colleagues, teachers, and aftercare staf f.

PROPEL - Helping Kids in Distress By Dale King
A
round boca raton, ProPeL isn’t just an organization that assists needy young people. it’s a dynamo, a driving force that’s grown dramatically in just the past few years. “ProPeL -- People reaching out to Provide education and Leadership -- was founded in 2004 by [real estate investors and philanthropists] Jim and Marta batmasian, who wanted to help students in high-risk areas do something positive,” said gregg Francis, ProPeL’s ceo and a key member of the staff. the limitations of the effort as it was initially established soon became clear. “ when these students graduated, they didn’t have marketable skills.” so ProPeL literally propelled itself in a new direction, adding 13 programs and setting as goals: to meet the challenges of adult living, attend college or get vocational training and break the cycle of poverty. “since the 2015 -16 school year, ProPeL has grown tremendously,” said Francis. “ we see 90 to 100 students a day, from age 12 to 22 – from sixth grade to college sophomores.” it also relocated from a 700 -square-foot office to an 8,000 -square-foot center in the connected Life church, a non-denominational facility at 2500 nw 5th Ave., boca raton. this is ProPeL’s Hub, and so many young people want to get involved, there’s a waiting list. “the Hub has expanded to include an educational center with classrooms, meeting rooms, a full commercial kitchen and a computer lab,” Francis said. there are Hubs for learning english, grammar and reading; an equation station to assist students with math and a general studies Hub offering a myriad of projects. ProPeL also provides sAt and Act preparation materials and tutoring for initiates preparing to take those important exams. Francis offered data on demographics of participants in ProPeL. “boca raton boasts a median household income of $71,468. However, more than 90 percent of our youth come from households with an average family size of six-plus, and an average income of less than $29,244.” ProPeL receives its financing from two major annual fundraisers – an annual casino night (held this year on April 19) and a golf tournament

– along with grant money. the batmasians, co-owners of investments Ltd., also continue to assist, as Francis said: “it’s wonderful what Jim and Marta do.”
“we Dine together, or wDt, was initiated by ProPeL students at boca raton community High school so that no learner has to eat alone by choice,” said Francis.
ProPeL doesn’t just provide learning and skills training, but helps participants pay for future education and job searches. “During the past five years, we have given out $130,000 in college scholarships. this past year, we connected more than 20 of our student leaders with employment opportunities,” said Francis.
“some of our students felt isolated when they arrived from foreign countries, not knowing a soul in their schools.” ProPeL members brought this concern to the floor at a meeting, and were challenged to do something about it.
to keep abreast of local kids’ needs, “ we work with multiple community resources, including high school principals and counselors, to identify students at risk due to socio-economic factors, unstable family environments or poor school attendance. some are already on the fringes of the justice system.” one segment of ProPeL’s leadership Hub has earned the program national attention. the “we Dine together” effort has been spotlighted by local news media and on cbs news nationally.
now, ProPeL participants walk the school grounds and corridors during lunchtime to engage kids who are noticed eating alone. often, the conversation ends with an invitation to join the we Dine together club for pizza on wednesdays where students work on team building, self-esteem or discuss current events. to keep the ProPeL program going, Francis said he is particularly grateful to his hardworking staff: betsy Levy, program administrator; Drew gaut, operations and logistics director and shaena Fray, education program director. “Varicose Veins are more than skin deep”
BY RacHEL GaLvIN
O
ur body does so much day in and day out, and most of that work goes unseen. our veins have an important job, carrying our blood back and forth to our heart only to be pumped out again. as we age, this daily toil can become more apparent as veins reveal themselves like road maps, especially on our legs. when they become deeper and wider, such as the case of varicose veins, that is when it can be cause for concern.
not only can varicose veins be unsightly, but they also can be a signal that something else is happening within the body to cause them. each vein has a tiny valve that helps it do its job, but there can be leaks and the valve can malfunction causing the blood to back up and the vein to bulge. sometimes, having varicose veins can mean the person with them has cardiovascular problems. Many people will seek out a doctor to get rid of the unsightly veins, but sometimes the doctor they consult with is more of a plastic surgeon or dermatologist and does not probe deeper to understand the root cause of the issue. but Dr. ariel soffer, M.D., Facc, knows “varicose veins are more than skin deep.” He is board certified in cardiovascular disease and, for over 20 years, he has focused his practice on aspects of the cardiovascular system, especially varicose veins. according to company spokesperson adam Kustin, people who have issues with their veins often complain of achy legs or numbness, among other symptoms. in order to ascertain the underlying problem, patients who come into our office undergo an ultrasound. “you and i can walk in and both have the same degree of problems with our veins] and there is no way to tell [the underlying issue] based on the surface,” says Kustin. “it is important to see a doctor.” www.bocasbestMagazine.coM
sclerotherapy, we inject a saline solution and the blood is magically redirected. it depends on the severity,” he says. “the laser is super accurate and highly effective. it is a low risk procedure.” compression socks might be used in recovery as well, Kustin adds.
He said that one of the big culprits is inactivity. “when you are on your feet eight to 12 hours a day, not moving ... inactivity is the biggest culprit, or sitting with legs crossed...it also can be genetic,” he says. Mr. Kustin explained that exercising and elevating your legs periodically will help with blood flow. He also recommended compression socks, which he said act like a reverse funnel redirecting blood to the heart. also weight management is important. the procedure to fix varicose veins can be relatively simple. Most procedures involve closing the vein, sometimes repairing it. “if it is a secondary or tertiary vein, we can close it up; a laser heats it and clamps it shut. if we do
besides working with veins, the soffer Health institute also handle other cardiovascular issues, including primary care, everything from allergies to working with weight management. they work with senior care and also have a concierge service, which allows patients basically to “pay for play,” getting special services like having no wait time, obtaining greater access to the doctor, getting an annual physical and more. Dr. soffer also keeps his staff up-to-date with the latest medical developments and shares his knowledge on an abc news Health segment called “Dr. soffer’s second opinion,” and elsewhere. Soffer Health Institute began in Aventura and now there are several locations, including one in Deerfield Beach at 1877 W. Hillsboro Blvd. They plan to open a Weston location next. Members of the staff speaks Spanish, Russian, Hebrew, Creole and Portuguese. For more information, call 305-792-0555 or visit www.sofferhealth.com.

5 Tips to Tackle a Tasty Game Day Menu (Family Features) Just like your favorite sports team, hosting a winning big-game party or tailgate takes planning, preparation and teamwork. to make your festivities fun-filled, remember these entertaining tips that are sure to score big with your fans. scatter the refreshments. Help direct movement and traffic flow by setting up food stations. using different rooms or areas helps prevent congestion and encourages guests to mingle. try placing finger foods and other appetizers in a couple of locations, beverages in another area and desserts in yet another space. embrace variety. take into account taste preferences and dietary needs, and have an assortment of food and drinks available. offer spicy options along with less seasoned dishes, both indulgent and better-for-you treats, plus an array of beverages for drinkers and non-drinkers alike. build your roster. if your party is a potluck, encourage guests to sign up for dishes so you don’t end up with multiple versions of the same thing. create a discussion group online, or simply ask guests to indicate what they’ll bring along with their rsVP. Don’t forget the dips. wings are a tailgating staple, and dips are a great way to complement those zesty flavors or cool the heat, but you may find yourself in a team rivalry when it comes to the preferred dip at the game day bash: ranch or bleu cheese dressing? both pair well with a range of wing flavors, so these dips are sure to be crowd pleasers. the delicious combination of fresh herb and vegetable flavors make Litehouse Homestyle ranch a perfect party choice, and Litehouse chunky bleu cheese features fresh buttermilk, homemade mayonnaise and a blend of spices as the backdrop for award-winning artisan blue cheese chunks that will make your fellow sports fans cheer for more.

Boca community ‘passionate’ about supporting Hospital, says Foundation President Mark Larkin BY DaLE KINg
A
s boca raton regional Hospital continues to
BYLINEcelebrate HERE its 50th anniversary this year, the
medical center “stands as a testament to the courage, tenacity and generosity of a community that is passionate about making quality healthcare available close to home,” said Mark J. Larkin, president of the boca raton regional Hospital Foundation. “through the last half-century, the rich tradition of philanthropy has enabled boca regional to keep pace with the needs of the community,” he noted. “gifts have allowed us to develop and expand services, invest in state-of-the-art technology, recruit nationally recognized physicians and maintain a staff that is second to none.”
Mark Larkin, president of the Boca Raton Regional Hospital Foundation, is shown at the annual hospital ball with philanthropist Christine Lynn and John Gallo.
“generous community support has enabled boca raton regional Hospital to maintain its high quality, compassionate medical care.” the boca raton regional Hospital Foundation inc. is the not-for-profit, tax-exempt subsidiary of Boca raton regional Hospital in charge of all aspects of fundraising, including major gift and donor cultivation, capital campaigns, special events and other philanthropic initiatives. it raises about $25 to $30 million dollars annually, say hospital officials. In fact, there’s a form for donations that can be filled out on the hospital website. Visit https://brrh.com, then click on the icon marked “Foundation.” Larkin joined boca regional in July of 2015 after serving the previous 12 years as vice president for philanthropy at centracare Health in st. cloud, Minn. while there, he was credited with growing that healthcare Foundation and enhancing its effectiveness, establishing major gift protocols, expanding the donor base, growing the Foundation’s assets and completing two significant and successful capital campaigns. He is a graduate of the University of Iowa, is a Certified Fund raising executive and a board member of the Association of Healthcare Philanthropy. During his tenure at centracare Health, Larkin led a team that raised $92 million. that group also helped reduce obesity rates in children and cut down on levels of smoking across the region by engaging the philanthropic community to improve health and healthcare. Larkin admits his decision to take the job in boca raton was “incredibly difficult for my wife and me.” At first, he turned it down, but when contacted again, he accepted the job, saying he saw it as “a great opportunity for my career.”

Larkin said the Foundation is currently planning activities for the actual 50th anniversary of the hospital on July 17. Specifics are still in the works.
Mark Larkin, president of the Boca Raton Regional Hospital Foundation.
the new Foundation chief’s arrival nearly two years ago was met heartily by brrH President and ceo Jerry Fedele: “we are most enthused with Mark joining our Foundation and confident that under his leadership, it will continue the marvelous efforts that Jan and her staff have done.” Fedele also praised outgoing Foundation President Jan savarick at her retirement: “Jan’s legacy is one of profound commitment to our hospital, our philanthropists and the community at large.”
Jan Savarick, Boca Raton Regional Hospital Foundation president, 2002 to 2015.
As Foundation president from 2002 to 2015, savarick “fostered a dramatic renaissance in philanthropic support of boca regional,” said Fedele. “it gave rise to such notable hospital enhancements as the eugene M. & christine e. Lynn cancer institute’s Harvey & Phyllis sandler Pavilion, the Marcus neuroscience institute and schmidt Family Pavilion, the christine e. Lynn women’s Health & wellness institute, the gloria Drummond Physical rehabilitation institute, the irving & barbara c. gutin center for robotic surgery and the wold Family center for emergency Medicine.” He said she and her staff also made the Hospital’s signature events, such as the go Pink Luncheon and Hospital ball, into some of the most successful fundraising endeavors in the country.

under his leadership, the hospital ball held Jan. 21 raised more than $1.5 million to benefit patient care in initiatives. the musical group, earth, wind & Fire, provided special entertainment for the black-tie gala which attracted a sell-out crowd of 1,200 people. Attendees paid special tribute to Honorary chair Joan wargo, along with members of the golden guild -- individuals whose support of boca regional has made its growth and transformation possible.
A portion of money raised at the hospital ball is earmarked for renovation of toppel Family Place, the maternity department which has welcomed 20,000 babies since opening in 1993. today, it boasts a full complement of labor and delivery services, along with Level ii neonatal icu. A capital campaign to fund the rehabilitation of the labor and delivery facility is now underway, led by the toppel Family Place steering committee: Kathy Adkins, Denese brito, Morgan green, Marissa Hollander, Amy Kazma, Jeffrey Pechter, Lisa Pechter, Jo Ann Procacci, Jennifer rosemurgy, carrie rubin, susan tannenbaum and Anne Vegso.
Just last month, the hospital held a grand opening for the gloria Drummond Physical rehabilitation institute, a building combining renovated space and expanded treatment area. the facility is named for the hospital’s founder. www.bocAsbestMAgAzine.coM

growing old does not mean you have to become frail. As we age, our physiological systems begins to decline. with that, the result is muscle loss, balance issues, a decline in cognitive function, a loss of independence and a loss of strength. Physical activity has become so significant in extending longevity of life, that physicians are prescribing it to older patients in order to ensure health benefits. Over 3 million deaths are attributed to inactivity and being sedentary. so, what’s the solution to extend a longer and healthier life? How does one live longer and feel younger? How does maintain their independence and mobility? the answer is simple: physical activity. with increasing age, there are chronic health conditions, but that can be prevented. not only does physical activity slow down the aging process, it also enhances brain function and prevents diseases that causes mental deterioration. intervention can alleviate negative impacts of age on the body and mind, but it starts with You! As we age, we begin to notice a decline in several physical and mental aspects of our lives. Mobility, flexibility, strength and balance become limited and our minds function more slowly. we forget faces, where we left our keys, and memories. There is however, medicine for those who experience these aging symptoms. everyday bodily movements do not only lower the risk of adverse results of growing older, it helps prevent critical health issues such as cancers, diabetes, cardiovascular conditions, neurological functioning and other geriatric syndromes that could lead to death. Resistance training, aerobic exercise, balancing exercise or any form of activity are associated with decrease of the mortality rate in people 65 years and older. You may notice that you forget where you parked the car, you have trouble recalling earlier parts of your day, names of people you have known for so long, or even forget to take your medication. Don’t let your age determine your functioning performance. take your life into your own hands. if you want to avoid medical related problems as you age, then physical activity is the medicine needed to decrease or prevent those outcomes. A plethora of issues develop as we age, such as knee injury, hip replacement, shoulder injury, heart complications, loss of balance that leads to falls, mobility limitations that make everyday activities a struggle, flexibility restrictions that make movement painful and loss of cognitive performance that cause memory loss and deterioration in brain functioning. Most of these illnesses are caused by sedentariness, resulting in overweight issues. You don’t have to endure all of these impairments and complications if you make the change now. You can make the choice, spend money on doctor visits and medications to keep yourself alive, or spend money on fitness whether it be a training facility or independent exercise. Would you rather spend the rest of your life in doctor offices and paying for treatment, or doing what you want freely without being a prisoner in your own body and having the ability to support a way of living for which you worked so hard? Don’t wait until it’s too late, extend the health and happiness you deserve with the medicine that doesn’t cost you the rest of your life! Here’s the disheartening statistic: 1 of every 2 people will spend their less 10 years in sickness.

Opioid Crisis In South Florida How One Lawyer Fights the Battle BY DaLE KINg
D
uring his nearly 23-year legal career, attorney Mark astor of boca raton has observed BYLINE HERE the judicial system from both sides – as a prosecutor with the Palm beach county state Attorney’s Office and as a defense lawyer in private practice, dealing with people accused of Dui, domestic violence, drug and property crimes, traffic offenses and sexual wrongdoings, among other transgressions. “During that time, i realized that people rarely, if ever, commit crimes or wrongs for no reason,” said the counselor who operates from a small, but functional office at 1200 N. Federal Highway in east Boca raton. “Many times,” he stated frankly, “the cause of their problems stems from the use of drugs and/or alcohol.” engaging a new vision, astor 14 months ago decided to devote his work exclusively to the worsening troubles caused by drug and alcohol abuse. “My practice today is dedicated very heavily to addressing alcohol and drug-related issues and helping individuals and families that are in crisis because of this disease,” said the attorney. “i take a very holistic approach to my work so clients can get treatment, stay out of jail, keep their professional licenses, protect their futures and rebuild their lives.” astor is a 1990 graduate of the university of Michigan where he was awarded his bachelor of arts degree, a 1994 graduate of nova southeastern university where he was awarded his Juris Doctor, and a 2005 graduate of american university’s washington college of Law where he was awarded his Masters of Laws. astor has staked his business – and his reputation -- in a region with serious narcotics issues – most prevalent lately with opioids. This class of drugs includes Heroin as well as powerful prescription pain relievers such as Oxycodone, Hydrocodone, Codeine, Morphine and Fentanyl. In 2016, opioid overdoses killed 592 people in Palm beach county, according to the Medical Examiner’s Office, including deaths from pain killers. While first responders are using the medication Narcan to bring individuals out of an opioid induced state, astor has his own “medication” of choice, namely, the legal system. He is becoming one of the leading experts using the little-known Florida statute called the Marchman act as a means of helping users break the cycle of opioid addiction, specifically when they are incapable of making that decision for themselves. “the addict is not just a statistic, they are someone’s mother, father, sister, brother or other family member.” “when there’s an addict in the family, everyone’s in crisis and this must be addressed if there’s to be a happy ending to the story.”
www.bocasbestMagazine.coM
“the Marchman act, which has been on the books since 1993, is one of the best kept secrets in the battle against the opioid epidemic and is a critical piece of life-saving legislation that has been on the books since 1993,” astor argues. the Marchman act authorizes the involuntary commitment of an individual suffering from drug or alcohol substance abuse even when accompanied by a mental health issue. once a Marchman Act petition is filed and reviewed for legal sufficiency, the court can order an individual to be assessed, stabilized and detoxed for up to five days and thereafter involuntarily commited for up to 90 days. “i speak to lawyers, medical personnel and families on a regular basis and i am shocked that few, if any, have ever heard of the Marchman act and how it can be used to save lives.” “the biggest shame is that the general public, who this legislation was intended to help, have not only never heard of it, it’s applicability is rarely shared by those in the addiction treatment industry.” “The majority of people in treatment in South Florida are from other states. some treatment centers spending upwards of $100,000 a month to advertise and attract clients to our state. Few of these out of state families are being told about the Marchman act and how it can be used to protect patients who are at risk of walking away from treatment.” the disease of Drug and alcohol addiction, the boca lawyer says, “is more than a legal problem, it’s a personal problem. It’s why mom and dad are fighting, why the children are flunking out of school, why the children are getting arrested, and why the family unit is being eroded and destroyed.” “when a child or young adult is addicted to drugs, it’s like they are no longer there,” said the drug and
alcohol-fighting lawyer. “Their mind has been taken over. we all know someone in this situation. they should not be in our criminal system, but in the right treatment program.” astor has praised the work of Palm beach county state attorney Dave aronberg, who, among other things, has balanced the need for punishment and rehabilitation by expanding the county’s drug and veterans’ courts, which now focus on reintegration rather than incarceration. aronberg is also making strides by shutting down the unlicensed and unscrupulous actors in the Palm beach county treatment industry. that dovetails perfectly with what astor has said, that people who suffer from drug and alcohol addiction or mental health disorders don’t require prison time, which only makes them worse, but proper treatment. “while addiction and substance abuse are undoubtedly major problems in the us, a survey by the substance Abuse and Mental Health Service Administration found that as many as 90 percent of people who most need drug rehab do not receive it.” astor feels “the opioid crisis is destroying families all over Florida, but particularly here in South Florida. the Marchman act is a small, but critical piece of the puzzle in fighting the opioid crisis.”
Mark G. Astor, attorney at law, has an office at 1200 N. Federal Highway, Suite 200, Boca Raton, FL 33432. He can be reached at 561-419-6095 or via email at mark@drugandalcoholattorneys.com.

PETS OF THE MONTH Jake
BYLINE HERE
Jake is my Cornish Rex cat. He is 14 years old. Loves to be brushed. He is highly intelligent, loving and demanding. Wants attention from everyone that visits our home. Not as naughty as he looks.
Sawyer Sawyer is the official mascot of Serenity Insurance Services. He will be 3 years old on June 4th. He spends 3 days a week “working” in the agency. When he’s not working he really enjoys his leisure time living in downtown Ft. Lauderdale.
Abigail My name is Abigail Von Doodle. My parents call me Abbey. I was a stray on the streets and just 6 months old, when I found my way to my furrever home one rainy day in June 2014. It was very frightening on the streets, and when I finally found my parents, I was very thin and had a few scars from things I no longer think about. I have gained 20 pounds since then! I love playing with coconuts and eating carrots, and going for walks every morning with my mum, listening to dad play guitar, and debating ideologies with the cat.
Should Your Pet Be our Pet of the Month?
Ace Ace is a fun, energetic Border Collie, the is the perfect family dog. He loves to play Ball and he is a pro at catching frisbee. Ace is extremely well trained and will answer on command. He loves his belly rubbed during down time and he loves placing his head in your lap and give kisses.
Casey
Casey! She turned 4 on February 22nd. Cavalier King Charles. Loves going to the beach, dog park and watching siblings play outdoor sports. He loves people and is the best snuggle-buddy. His favorite person is mommy. Very easy going, he can be active and keep up with everything the pack is doing, or he can relax and keep you company for hours. He brings lots of smiles and wet kisses to our family. A total companion, super smart and is very loved.
Bella Bella is Patty’s best friend. Patty is my sister in law. Bella is 10 years old. Follows Patty everywhere. Bella plays with her toys.

How Your Pet May Improve Your Health
DORA
(Family Features) When you’re sick and your cat curls up on your lap, you might think you feel a little better. If you take your dog to work, you may notice that the day is less stressful. Or if you travel with your four-legged friend, maybe you think you sleep better.

Turns out you don’t just think you feel better, but your pet may actually make you healthier. A growing body of scientific research supports that this “pet effect” is real.
10:30am-4:00pm Tues, Thurs, Fri, Sat and Sun Closed Mon and Wed
Animal health company Zoetis has launched a campaign called The Pet Effect to raise awareness about how pets make people healthier and how, by extension, the veterinary professionals who keep pets healthy are key contributors to human and public health. The company has launched this campaign with the Human Animal Bond Research Institute (HABRI).
Dora Female, 6 yrs, 9 lbs Chihuahua
“We’ve learned that human well-being is enhanced because of a healthy relationship with a pet. Now we want to educate pet owners, veterinarians, doctors, employers and non-pet owners about these overall health benefits,” said Dr. J. Michael McFarland, group director, companion animal marketing at Zoetis. “We are hopeful this will help improve policies regarding pets in public places and also improve public health.”

Caring For Pets Since 1981
The research collected by HABRI shows a variety of potential positive effects of pets; for example, that having a dog or cat can lower your blood pressure and reduce the risk of heart disease. One study from the University of Minnesota even found that people who have never owned a cat have a 40 percent higher relative risk of death from a heart attack.
Animal Hospital of Boca Raton
Other research shows that pets may help prevent allergies in children, strengthen the immune system, increase social interaction, benefit children with autism and provide relief for victims of post-traumatic stress disorder.
www.animalhospital.net
Pets may also provide mental health benefits. Studies show that dogs and cats can reduce several symptoms of depression, including loneliness, loss of interest and feelings of worthlessness. Pets are also shown to reduce stress and anxiety.
Voted Best Veternarian
Human health professionals are starting to take notice that pets change people at more than just the emotional level. A HABRI study found that 97 percent of physicians believe there are health benefits to owning a pet and most of them had recommended a patient get a pet.
2014, 2015 & 2016 in sun sentinel
Veterinarians are key to educating pet owners about the many benefits of The Pet Effect. Research from HABRI overwhelmingly illustrates that pet owners have a high level of trust in their veterinarian and more than 60 percent would be more likely to visit their veterinarian if he or she discussed the human-animal bond.

Estimated Tax Payments And The Underpayment Penalty if a taxpayer does not meet one of the above exceptions they are required to make estimated tax payments. once a taxpayer is required to make estimated tax payments, they can keep safe from underpayment penalties by paying in, through withholdings and/or timely estimates, at least 10 0% of the prior year ’s tax liabilit y or, 110% of your prior year ’s tax liabilit y if the prior year ’s adjusted gross inc ome was greater than $150,0 0 0. as an alternative, if you pay into withholdings and make timely estimates of at least 9 0% of your current year ’s tax liabilit y, you will not be subject to an underpayment penalt y. the last method for minimizing exposure to underpayment penalties is annualization of income. in cases where a taxpayer has lower income and higher inc ome periods during the tax year, this method allows the taxpayer to make estimated tax payments more in line with the income earned. therefore, if the taxpayer earns much lower income in the f irst quar ter than say in the four th quar ter, the f irst quar ter estimated would be much reduced. the tax payments will be made up in the four th quar ter when more income is earned. under this method, no underpayment penalt y will apply where the taxpayer pays in at least 9 0% of the current year tax, based on annualization of the actual yearto - date inc ome for each quar ter of the tax year. to take advantage of all these exceptions Form 2210 must be completed and f iled with the taxpayer ’s Federal income tax return. Many taxpayers tr y and catch up on their underpayment shor t falls by increasing their withholdings from wages through a bonus paid at year end. it is impor tant to remember that if you pay a bonus at year end, only 25% of the “additional” withholdings can be carried back to eliminate a f irst quar ter payment shor t fall. similarly 25% will be treated as being paid in each of the succeeding quar ters. if the shor t fall is greater than 25% of the amount of the withheld amount at year end, penalties will still apply for each quar ter the total applied is shor t. clearly, if earned inc ome from say a par tnership or a f low though s corporation is signif ic ant, there may not be adequate withholdings available to meet a taxpayer ’s withholding requirements or to cure shor t falls in the earlier quar ters. it is therefore essential that quar terly estimates and withholdings from wages be c oordinated throughout the year. Providing your tax advisor with the requisite information will enable him or her to insure you will not be subject to underpayment penalties. not withstanding, if you wish to c onser ve your c ash for alternatives where your return might exceed the c ost of penalties, you may wish to make such investments, and thereby c onsider the imposition of penalties as a mere cost of doing business.

Domestic Violence is Everyone’s Business and Everyone has a Mother it may come as a surprise that 1 in 4 women and 1 in 7 men in the united states report that they have experienced violence or sexual assault from an intimate partner, according to the u.s. center for Disease control. (see cdc.gov and go to intimate Partner Violence). Palm beach county is no exception and that is what drives aid to Victims of Domestic abuse, inc. (aVDa) to provide services to survivors of domestic violence and their families in our community since 1986. AVDA’s services include a 24 hour crisis hotline, confidential shelter & transitional housing at casa Vegso, outreach advocates, Legal advocacy and Violence Prevention educators. aVDa serves men and women who have experienced an abusive relationship, and through aVDa’s “community of Hope”, offers support and awareness in Palm beach county. aVDa’s mission is to promote violence free relationships and social change by offering alternative choices to end violence and domestic abuse. aVDa is here to prevent unhealthy relationships as well as offer a safe place and supportive services to anyone who is being abused; physically, mentally, emotionally, verbally, or financially. AVDA also works to raise awareness about our services and the prevalence of violence against women in Palm beach county. More than half of all of the people sheltered by aVDa each year are children who seek safety with their mothers. May 14, 2017 is Mother’s Day, and AVDA has been thinking about the act of mothering. The very definition of Mothering is to “bring up (a child) with care and affection.” Many of us would likely attribute our success to a woman who was instrumental in raising us. We all know women who bring joy to our lives and the lives of other. We know women who take care of us on our worst days, celebrate our accomplishments, and nurture and guide young children on their journey to adulthood. From now to Mother’s Day (May 14, 2017), any donation made to aVDa in honor of the women in your life or in memory of a woman who supported you, aVDa will send a special card to your honoree acknowledging your donation in her honor. you may also donate on line at www.avdaonline.org.
