Getting close to July 19th Your local magazine for Redbourn, Kinsbourne Green and North Harpenden, Markyate, Flamstead, Caddington, Slip End, Aley Green, Woodside, Kensworth, Whipsnade, Studham, Gaddesden Row.

It is a case of fingers crossed that life returns to normal from 19th July. Foreign holidays may still be a no-no but, other than jetting-off, we should be able to resume our pre-covid lives. Ordering a drink at the bar instead of having to wait to be served will be welcome. My husband walks out of pubs if they require you to download their app and order from your mobile. I haven’t quite managed to get it right yet - gin and tonic arriving in separate glasses with no ice or slice! Going to Tesco without the mask - hooray. How many times have I had to return to the car because I have forgotten the mask! And a day out in London is a dream which may well come true soon with a trip to a show in the West End or a museum or exhibition - just can’t wait. I have been busy in lock-down with creative stuff. A new website and a social media/digital service will be launched soon to take MiMagazine into the post pandemic era. I look forward to announcing our big news.

Natural England to increase area of Chilterns as an Area of Outstanding Natural Beauty Natural England will explore a ‘boundary extension’ to the Chilterns Area of Outstanding Natural Beauty (AONB), working with Chilterns Conservation Board, local authorities and other stakeholders. An extension to the Chilterns AONB would give direct access to natural environments from many urban areas such as Luton, Hemel Hempstead and Slough. Newly designated land would provide people living in these areas with greater opportunities to access to the countryside, benefit from the tranquillity it provides and get away from the pressures of everyday life. It’s good news for wildlife and habitats too.

It is also home to nine colonies of the threatened Duke of Burgundy butterfly. The Chilterns AONB is also home to nine globally rare and threatened chalk streams, one of which, the River Chess, hosts the only known remaining population of water vole in the Chilterns

With its globally rare chalk streams, wildflowerrich chalk grassland and prehistoric settlements -including Bronze and Iron Age hillforts extending the boundaries of the AONB provides opportunities for a more strategic approach to caring for the special features of the Chilterns’ that are currently outside the protected area. £500 support payment if you need to Self Isolate To encourage people to self-isolate if they have tested positive for Covid-19, the government has introduced a support scheme to help reduce the spread of the disease. You can apply for a Test and Trace Support Payment if you’re on a low income and meet all these conditions: • •

you’re employed or selfemployed you, or a child you’re the parent or guardian of, have been told to self-isolate due to coronavirus (COVID-19) you cannot work from home and will lose income by self-isolating or staying at home to care for the child You need to claim within 42 days of you or the child’s first day of self-isolation.

If you’re employed, you’ll pay tax on the payment if you go over your tax-free personal allowance. Your tax code will change to collect the tax. You will not pay National Insurance contributions on the payment. If you’re selfemployed you must report the payment on your Self Assessment tax return. The payment is only available in England. Proposed parliamentary constituency shake-up Sir Mike Penning loses MARKYATE, FLAMSTEAD, POTTEN END and the GADDESDENS and Andrew Selous loses KENSWORTH, STUDHAM AND WHIPSNADE The Boundary Commission for England has published its initial proposals for new constituency boundaries ahead of an eight-week consultation process. The proposals mean that many of our villages will be part of redefined constituencies. Sir Mike’s Hemel Hempstead constituency will lose – Markyate, Flamstead, Potten End and The Gaddesdens to the a new constituency called Harpenden and Berkhamsted. Andrew Selous’s South West Bedfordshire loses - Kensworth, Studham and Whipsnade to the new Luton South and South Bedfordshire constituency. Sir Mike said: “I recognise that the constituency boundaries need to be redrawn as the population

of this area has increased considerably since the last boundary changes, but it is sad to lose areas that I have represented for over 15 years.” If the proposals go ahead, the Hemel Hempstead constituency will take back Bourne End, Felden, Bovingdon, Flaunden and Chipperfield (The parishes of Bovingdon and Chipperfield). If approved, the changes will come into effect after the next General Election. Full details can be found on the Boundary Commission for England consultation website https://www.bcereviews.org.uk/. 12 LOCAL BUSINESS INVITES MP TO ROLL OUT THEIR GOVERNMENT KICKSTART SCHEME TO EMPLOY YOUNG PEOPLE MP for Hitchin and Harpenden, Bim Afolami visited Harpenden based, family run premium tea brand Twist Teas on 25th June, to mark the company's employment of six young people as part of the government Kickstart Scheme. “Bim actively champions local business and supports young people so we thought he would be the perfect guest to mark this milestone for our business. It was also a great opportunity for our new employees to give their feedback to Bim on the scheme so far,” said founder Claire Ayres. Claire praised shoppers for wholeheartedly backing independent British businesses during the pandemic. “The nationwide support was a key factor in getting many independent British businesses through lockdowns. Two Jabs - Protect you from the Virus and the Job Centre?

As the rapid rollout of the UK’s COVID-19 vaccine provides hope of returning to normality, preparations are being made for staff to return to the workplace. Unsurprisingly the vaccine has divided opinion, with a survey by HR Locker suggesting that one quarter of UK employers are intending to introduce a ‘No Jab, No Job’ policy of making vaccination of staff a compulsory requirement. “Is that permissible?” I hear you ask. “Can I compel staff to have the Covid-19 Vaccine?” In short, this is fraught with a myriad of issues. There is currently no legislation permitting an employer to require staff to undergo mandatory medical treatment, including vaccinations, and to do so could amount to a breach of the employee’s human right to respect for their private life. In addition, any disciplinary action imposed against an employee for refusing to be vaccinated could give rise to discrimination claims (see below). There will of course be some sectors where you can see a greater justification for requiring staff to be vaccinated, such as healthcare or care home settings, where non-vaccinated employees could present a threat to patients, residents, other staff and themselves. As Boris Johnson recently pointed out, healthcare professionals are already required to be vaccinated against hepatitis B, so requiring a COVID-19 vaccination for those “entrusted with the care of a patient” is a possibility, although the Government is yet to give formal guidance on this issue. However, in most sectors, a blanket policy of requiring staff to be vaccinated is unlikely to be justified. If I want to protect the wellbeing of my staff, why is that potentially discriminatory? It firstly depends upon whether the employee’s refusal to be vaccinated relates to a protected characteristic. This could arise on several grounds: • •

religion/belief, as some religions do not condone vaccinations and there is evidence that pig gelatine can be found in certain vaccines age, the vaccine is being rolled out on a sliding age scale such that some members of staff will not yet be eligible

maternity/sex, as current guidance is that pregnant women should not have the vaccine disability, as the vaccine may not be recommended for individuals with certain medical conditions or allergies

Secondly, it depends upon whether those with the protection afforded above are treated less favourably or penalised for not being able to comply with a vaccination requirement. That might be refusing to allow the employee to return to the workplace, or even disciplining them for a refusal to have the vaccine. In respect of some types of discrimination, you can seek to justify a discriminatory policy and whilst in some (limited) cases there might be a justification argument for insisting on the vaccine, this will be a very high threshold to surmount, particularly given the existence of less intrusive measures, such as regular testing, PPE and social distancing. Can I make vaccination a requirement of hiring new employees? Again, this is fraught with risk. There are actually restrictions in place that are designed to prevent an employer from asking applicants about their medical history until such time as an offer of employment has been made, and there are also privacy and data protection obligations that will apply in respect of any such information. When being considered for a vacant role, applicants have the same protection from discrimination as employed staff, so the above concerns will arise. If an applicant is not offered a role because of their refusal to have the vaccine, and their reason relates to one of the protected characteristics mentioned above, then this is likely to amount to discrimination. What measures can an employer take? Aside from some very limited exceptions, a compulsory vaccination requirement is not something we would endorse. Instead, we believe employers will need to carefully consider a range of measures that can still be an effective way to ensure a safe working environment, whilst balancing individual circumstances and sensitivities: •

By Melanie Wooding Jones - Redbourn Auto Solutions, caring for you and your car Ask anyone what they had as their first car, and they will talk with great affection about it, including its imperfections! So, with such an important purchase, it’s important to get it right. Here we explore the significance of budgeting and choosing the right car to look good, feel great and still have money in your back pocket for the weekend!

Financial Planning No matter how you are funding your new purchase, you will need to set yourself a budget and stick to it! It’s a tough balancing act between wanting the perfect car with all the bells and whistles, and a sensible choice that comes within your plan and provides for those unavoidable running costs. You will need to consider: •

Car Insurance – this will be the highest cost after your initial purchase and it’s expensive for the under 25s. In a survey by Money SuperMarket during January- September 2020, the average 17-year-old driver was spending £2,090 for a fully comprehensive policy, rising to £4,157 third party! Road Tax – Unless the car is in Band A, electric or built before 1973, there will be a cost of between £20-£555. MOT – If the car is over 3-years-old, it will need an annual MOT to ensure its roadworthiness. The maximum charge is £54.85, with many testing centres charging £40/45. Tyres – driving with unroadworthy tyres is illegal and can result in a £2,500 fine and three points on your licence, per tyre!

Fuel – this is very unlikely to go down in price, so budgeting for your expected consumption is essential.

How can you make savings? MOT Choose a testing station based on reputation and recommendation, rather than price. It can be a false economy to chose a £20 MOT and end up with a larger repair bill! Fuel Choose a car with good fuel consumption. Follow basic eco-driving tips and consider car sharing (including sharing fuel cost). Tyres Although these can be expensive, and maybe even considered a dull purchase, they are vitally important as your only contact with the road. With regular maintenance, the AA suggest you should be able to get 20,000 miles out of front tyres on a front wheel drive car and around twice that on the rear tyres. • Check pressures regularly – under or over inflation increases wear. • Check for uneven tread wear – worn suspension or incorrect alignment will cut tyre life and increase fuel consumption • Drive gently – avoid hard cornering and braking. • Never be tempted to purchase part-worn tyres; many have serious defects. 24 Servicing and Repair Annual servicing is essential and will keep running and repair costs down. The AA recommend finding a good independent garage as main dealers are often expensive. Servicing standards vary from garage to garage, so ensure your chosen reputable garage works to the manufacturer’s specification. Find a garage with fixed cost servicing which includes all parts, labour and VAT. This ensures there are no nasty surprises and helps with budgeting. Contrary to popular belief, a good independent garage is able to maintain your car without invalidating your warranty. A qualified Technician will be able to identify any defects before they become serious. This is excellent news as a good garage will be able to inform you in advance of any future work required enabling you to budget for the repair. Timing Belt and Tensioner These must be changed at manufacturer’s age or mileage, whichever comes first. They should be changed at the same time as they are both just as likely to break. Should either part fail, it could lead to serious and expensive engine damage. Warning Lights These should never be ignored as they tell you that something is wrong! Always check the handbook before continuing to drive. As a guide, red means stop and immediately get the fault repaired. Amber usually means you are ok to complete your journey, but the fault should be checked before you drive again. Insurance Insurance for teens is unavoidably expensive. According to research by the Transport Research Laboratory, teenage drivers represent only 1.2% of drivers, but alarmingly account for 12% of accidents. Although, you can’t avoid your age, there are things you can do to reduce your insurance premium: Thatcham Research decides which cars fit into which group. There are 50 groups determined by the car’s performance, price, safety, security and cost of repairing. The lower the number the lower the premium. You could opt for a limited-mileage policy, but there are severe penalty charges should you go over and the policy becomes invalid if you do not inform them.

Choosing your Perfect Car! This is the exciting part! You now have a budget and a firm idea on maintenance costs; now starts the search for a new set of wheels! Try and narrow down your search by identifying your non negotiables and those features that are ‘nice to have’. Identify brand, model and be prepared to compromise – you’re not going to find a 3-year-old Golf with low mileage for under £1,000, so prevent yourself from becoming disappointed and be realistic about what you can achieve. New Cars If you are in the market for a new car, then your local dealership is possibly the easiest place to go to get the latest deals. It will come with a warranty so that any niggles can be resolved at no cost to yourself. Don’t be afraid to check it over for dings and scratches before you leave - it is much harder to prove that it happened before hand once you have driven off. The car decreases in value as soon as you drive it off the forecourt. After three years on the road, a second-hand car is typically worth 30-40% of the original price, so it could be wise to let someone else take the financial hit and buy a used car. You may consider purchasing your new car with a PCP (personal contract purchase). This enables a low monthly payment and you can decide whether to hand the car back at the end or pay the final payment to own the car. Alternatively, if the value of the car at the end of the term is greater than the final payment, the difference could be used on a new deal. There are some great deals on PCP, some of which include the cost of insurance in a single monthly payment. Take a look at Peugeot’s Just Add Fuel scheme. It incorporates the cost of the car, insurance and servicing. Other brands have similar but may not incorporate servicing costs. Take a look at Fuel & Go for alternatives, or some of the e-commerce car sales sites also have ‘Just Add Fuel’ schemes.

Insure a secondary responsible driver, although you do need to ensure that it is someone who will actually drive the car. Don’t be tempted to put a parent on as the main driver if the car really is for the child. This is called ‘fronting’ and an insurance fraud.

Used Cars The majority of teens will gravitate towards a used car. The internet is a great place to start to identify what your budget will realistically achieve. There are plenty of private sellers on Gum Tree, Autotrader, Free Ads, etc. Auction houses are certainly fun to go to and you can pick up a good bargain. However, buying from a private seller really is a case of ‘buyer beware’ with very little recourse should anything go wrong. At Auction, all vehicles are ‘sold as seen’ with no protection at all.

25 Used car dealers are bound by the Sale of Goods Act to ensure everything they sell is: • Of satisfactory quality – in keeping with its age, make, mileage, etc • Fit for purpose – the vehicle is capable of carrying out all the functions you would expect • Legal to drive – it should meet all legal standards • Matches its description – all components mentioned in the ad should be in good working order. • The dealer is not liable for wear and tear or any misuse. If buying from a reputable used car dealer, you will get a 3-month warranty and if they have their own workshop, you can rest assured that the car is in a good, safe condition through a pre-delivery inspection, or some will give the car a fresh service which is great for peace of mind. Because purchasing privately has limited legal constraints, buyers should: Check all documentation is in order. Registered to the seller, details should match the car, current MOT, etc. • MOT History – is the mileage consistent with the age and look of the car. Does it match the service history? • Bodywork – check for a consistent colour and evenness across the panels, can you see any signs of rust or welding. • Tyres – check consistent sufficient tread depth. Remember this would be an additional cost if they need replacing. • Tool Kit – complete and present with spare tyre • Lights – check all lights are fully functioning and ensure there are no warning lights showing on the dashboard • Functional – does everything work? Washers, locks, windows, air con, radio, etc.

Ask for a test drive and look out for: • •

Clutch – test biting point is where it should be and not before it is almost fully engaged (a sign of wear and in need of replacement) Performance – ensure the car doesn’t pull to one side on acceleration and listen out for abnormal sounds and vibrations. Take the car over 60mph to listen for any further unusual sounds. Gears – these should feel smooth Brakes – these need to be responsive and stop without pulling to one side Steering Wheel – vibrations should not be present.

It is always good to take family or a friend for a second opinion. If you’re taking a mechanic with you, make sure they will issue you with a report afterwards and check the legal standing of the report! Whatever you decide, it’s best not to sign anything, or hand over any money, until you are absolutely happy. There will be other similar cars, so don’t take a risk if you feel uneasy. Even if the law is in your favour, recovering your money through the courts can be expensive and time consuming.

These may vary from insurer to insurer and also depends on the model you choose, so it is always recommended to check the actual model you are purchasing before buying. The anchor in the garden was given to Mike by the daughter of his favourite cousin on his death some years back. Run Out Early?

IMPACT ON PEOPLE OPTING FOR EARLY RETIREMENT AS A RESULT OF THE PANDEMIC An increasing number of people have been forced into early retirement due to the economic impact of the coronavirus (COVID-19), with many worried about how they’ll make ends meet in the future. Because of the pandemic, we are currently in a challenging economic period. The global economy has taken over ten years to recover from the shock of the last financial crisis. In a recent survey, the findings showed that 3% of people in the 55-64[1] age group have taken early retirement due to the coronavirus pandemic. And 4% of people in this age group have had to access some of their pension savings to cover living costs because their income has dropped due to redundancy or reduced pay. These percentages may seem small, but they represent hundreds of thousands of people. RISKS OF EARLY RETIREMENT While early retirement may sound like a dream come true, for those with insufficient pension savings it can be a ticking time bomb. Every year of early retirement will have an impact on your pension, in that it represents both a year lost for saving and a year added for spending. Simply put, you’ll need to make less money last longer. Unless you’ve budgeted carefully and are sure you have enough savings, you could run the risk of your pension running out in your later years. This is an expensive time for many people, due to the cost of financing care, and that can result in unexpected hardship. PLANNING FOR EARLY RETIREMENT If you’re planning early retirement, you should consider the following steps: 1. Calculate all your savings in different pension pots to find out what your total is. 2. Track down any lost pensions from previous employers and add these to your total. 3. Check how much of the State Pension you can expect to receive, and from what age. 4. End the blame game Everything you need to know about - NO FAULT DIVORCE The Divorce, Dissolution, and Separation Act 2020 brings the biggest shakeup to the UK’s divorce laws in over 50 years. After years of campaigning for the implementation of no fault divorce, the act officially received Royal Assent in June 2020. Since then, couples seeking a divorce and family law practitioners, have waited patiently for news as to when no-fault divorce will officially be implemented. The government has now announced that nofault divorce will officially be introduced on 6th April 2022. What is no fault divorce? Under the current law, in order to obtain a divorce you must prove that your marriage has irretrievably broken down based on one of five factors:• Adultery Unreasonable behaviour • • 2 years separation with consent • 5 years separation without consent • Desertion for a period exceeding two years Post 6th April 2022, those who seek a divorce will not have to wait a period of two or five years or base their application on their spouse’s behaviour or adultery. (One Life Lost Is Enough) is a registered charity funding suicide intervention skills training for young people, professionals and members of the general public. 22nd, 23rd and 24th July at 7pm and 9pm in the Village Hall. After 18 months of frustration and postponements, Redbourn Players are finally able to return to the stage. This is a hilarious new one-act play set during lockdown, and follows the hapless exploits of the Little Grimley Amateur Dramatic Society as they look to raise funds for the NHS by staging a touching love story set in a hospital. Drama is a very satisfying and rewarding activity that broadens horizons and develops new skills as well as making new friends, and Redbourn Players are always seeking new members to join our active society. Whilst we are principally looking for actors, there are also backstage opportunities for those interested in set building, making props or costumes, or on the technical side to help with sound and lighting. We also particularly need people with social media skills to help us with publicity. So if you would like to get involved, give it another go, or even try acting for the first time, please get in touch by contacting us at redbournplayers@gmail.com. What’s On KENSWORTH FLOWER & VEGETABLE SHOW Subject to Government restrictions, it is planned to hold this year’s show on 4th September. As usual, there will be categories for everyone, so please pick up a programme from either of the local shops from the beginning of July. Judges will be out and about shortly looking for the best kept front garden and we are delighted that the children from Kensworth school will once again be demonstrating their artistic abilities. Remember you don’t have to be green fingered, capable of appearing on Master Chef, or excellent at crafting - it’s all about taking part, so we hope to see you there. Admission to the general public will be from 2.30pm, with Ashtons, our main Sponsors, undertaking the presentation of awards at 3.30pm. From 10th July, over 70 brightly adorned elephant sculptures will grace the streets and parks of Luton to form the biggest free, family-friendly, summer art trail the area has ever seen. Stretching over seven miles in total with sculpture clusters in Wardown Park, Stockwood Park and Luton’s Town Centre/ Cultural District, The Big Trunk Trail is an ambitious full day’s activity, or three separate fun days out.
