It’s almost the end of our second year of the pandemic and I feel optimistic about 2022. As I write, I am waiting for my turn to book a booster jab and once fully vaxed, we hope to go abroad some time in 2022. We have enjoyed a couple of short staycations this year but the weather has not been particularly sunny so the need for a foreign holiday is looming large. There are mixed feelings about ‘opening up’ again as many of our old habits fly in the face of being ‘green’. Although we like foreign holidays, we know that we should avoid air travel. It’s a dilemma many of us will have to come to terms with. It’s good to see that local councils have an increasing number of campaigns to educate us on how we can be kinder to the planet. There are regular programmes on TV too and if we all make the effort to act in a green friendly way, we can make a difference. Remember the hole in the ozone layer in the early noughties? By cutting out CFCs, the hole is repairing itself. Do you remember acid rain in the 1980s? By cutting out sulphur dioxide and nitrogen oxides emitted by fossil fuel combustion by cars and industrial facilities, we have sorted this problem. Climate change is more complex but if we all do our bit, there is hope that we can slow down the damage. I have bought an e-bike recently so that for short journeys and trips to the shops, the car can stay on the drive.

Caddington W. I. Celebrated 66th birthday What a great night we had for our 66th birthday party which was held at Caddington Sports and Social Club in September. Eight visitors from our Group W.I.s joined us. Carol Jones provided us with a sumptuous meal of coronation chicken with two rice bowls, quiche and salads, followed by apple ladder, raspberry cheesecake and fruit salad and cream for dessert. We each had a single birthday cake too! Fred Thomas played his keyboard and we all sang from Carol’s song sheet which was great fun with us all joining in and Carol and I performed a couple of comedy sketches which raised some laughs. Our raffle was a huge success with Carol Jones 1st, Carol Hardy 2nd and Mary Daly 3rd. A big thank you goes to Carol and all her helpers. Terri, who runs the Club deserves a mention too. To top it all, we went to The Hunters’ Lodge in Whipsnade for a celebratory meal on our actual birthday. Park home site owner in Caddington fined over £20,000 for operating with unsafe electrics The owner of a park home site in Caddington has been fined over £20,000, after Central Bedfordshire Council investigated. Mayphil Park Sales Limited, based at Cambridge Business Park, appeared at Luton Magistrates’ Court on Friday 15th October. The business pleaded guilty to not complying with a compliance notice to correct electrical faults on the site. The council discovered that the site was operating with faulty electrics, after residents reported electrical issues in 2020. After a full inspection of the site and its services, twenty potentially dangerous electrical hazards were found. It served the business with a compliance notice, that required them to carry our work to rectify the hazards. The work was not completed by the required date, which left residents on the site at significant risk. After pleading guilty to the offence under the Caravan Sites and Control of Development Act 1960, Mayphil Park Sales Limited was ordered to pay a total of £22,333.84 including a fine, costs and a victim surcharge.

At court, the magistrates expressed their shock at the details of the case and the safety risk the hazards posed to residents. As a result, they set an unprecedented fine of £1,000 for each of the hazards. Councillor Eugene Ghent, the Executive Member for Housing and Assets, said: “The hazards found by our team placed residents of the site at great risk, and I am pleased that the site owners have been brought to justice. I know that officers from our Private Sector Housing team worked really hard to complete this difficult investigation and to bring the owners to court. The safety of residents is paramount and we will continue to take action against site owners who fail to comply with the conditions of their site licence and put the safety of their residents at risk.” If you’re worried about poor conditions within a park home site, email parkhomes@centralbedfordshire.gov.uk or call 0300 300 8767.

Mediation Voucher Scheme Expanded The mediation voucher scheme is being expanded to help thousands more separating couples resolve disputes without having to go to court. The scheme, launched by the Government in March, provides a £500 voucher for mediation services with the aim of finding amicable solutions to disagreements. It seeks to spare eligible families the trauma of going through often lengthy and costly courtroom battles, which can have a damaging impact on children. Hundreds of people have already accessed this vital support with around 130 vouchers currently being used every week. Early data from the Family Mediation Council (FMC), which runs the programme, has shown that up to three-quarters of participants have been helped to reach full or partial agreement on their dispute. An additional £800,000 is now being made available to expand the scheme – almost doubling an initial £1 million investment made earlier this year and helping around 2,000 more families. Information about the scheme and how it works is provided to parties at their Mediation Information and Assessment Meeting (MIAM), which all those involved in family cases

are required to attend, unless they have a valid exemption. On attendance of a MIAM, a trained mediator will assess the issues which you seek to resolve to see if they are suitable for mediation and meet the eligibility requirements for the voucher scheme. We have been increasing our opening hours over the last few months to reach six days a week with morning and afternoon options. Current opening hours are on our Facebook page, so have a regular look for any updates or news of upcoming events. If you haven’t visited your Community Library recently, do call in to have a look; you don’t have to be a member, but you might like to join. As well as fiction and non-fiction books for adults, children and young adults, we also have newspapers, magazines, computers and a warm welcome. He said: “I believe it is time to use technology to save children’s lives and enforce a 20mph speed limit outside all primary schools in Hertfordshire. We all know that school drop-off times can be busy and chaotic and young children can easily run into the road. Also, drivers can often be tempted to make dangerous manoeuvres to pass parked cars. I am calling on Hertfordshire County Council to introduce 20mph speed limits outside all the county’s primary schools. These limits can be enforced with average speed camera technology which will be self-funding from those who break the law and risk the lives of those we need to protect. I have spoken to the Police and Crime Commissioner, David Lloyd, and he is supportive.” A recent study of pedestrian injury and car impact speed shows that at 20mph there is a 1.5% chance of being fatally injured, yet at 30mph that increases to 8%. Providing for your pet on death This is Tallulah, my youngest cat who went a long way to helping me get through the difficulties of lockdown. It is estimated that 3.2 million households acquired a pet since the start of the pandemic and that there are now 17 million homes in the UK with pets.

The pandemic has also made many of us think about our own mortality. Understandably, people want to ensure that their pets are cared for after they die. Here are some things you may wish to consider. 1.

Do you want any gift to apply to your current pet only or to any pet which you own when you die?

2.

Do you want your pet to be looked after by a particular person and would they be willing to take on the responsibility? This could include financial provision for the care of the pet by leaving that person an absolute gift. Should you appoint a substitute beneficiary in case a primary beneficiary is not willing to care for the animal or if they have died before you?

If there is no one suitable or, as an alternative you could consider: a. Leaving your pet to your executors setting out details of care in a letter of wishes. If you would like your pet to be cared for by an animal welfare charity (e.g. The Dogs Trust), you could leave a gift to that charity requesting them to find your animal a home. Solar panels installed on road surface

The Show Committee were rewarded for their decision to go ahead with this year’s Show on 4th September, as the villagers responded with a really quality display of produce and a full village hall watched Nic Simmonds of Ashtons present the awards in the afternoon.

Solar panels have been directly installed onto the road surface of Thorn Turn highways depot car park. The energy from these solar panels will be used to light, heat and power the depot. The solar panels can generate up to 17,400kW of electricity an hour. This would provide enough energy for around five houses a year. Vehicles will still be able to drive directly on the panels, in the same way as a regular road surface, with the panels generating power through sunlight at the same time. The panels will reduce CO2 emissions, helping the local authority to reduce the carbon footprint and support its aim for the depot to be run completely on renewable energy. It’s working towards becoming net zero by 2030 as detailed in the Sustainability Plan. This is the third ADEPT Live Labs trial, where it’s piloting three renewable energy projects, as part of the £22.9 million ADEPT Smart Places Live Labs Programme. The three schemes focus on capturing and reusing solar, kinetic and thermal energy, following a successful £1.05 million bid made to the Department for Transport. This solar car park follows the successful thermal energy trial also at Thorn Turn car park where it has installed five geothermic probes that extend 150 metres into the ground. The geothermic probes respond when the temperature drops to freezing by using thermal energy to de-ice the car park. This enables vehicles to continue operating and saves money on gritting salt. The heat is contained in an on-site geothermal storage unit and can also be used to heat the depot, saving on energy costs.

The best front garden was awarded to Claire and Adrian Sawyer from The Lynch and best allotment awards went to Graham Lee and Tiffany Rischling. Other winners were Sue Moynes (floral arrangement and vegetables), Maureen Brinklow (preserves), Jan Harper (cookery), Sue Foster (fruit), Anne McDonald (craftwork), Jo Collins (flowers) and Daniel Bowes (children’s categories). Geoffrey Stafford retained the trophy for the most points overall, winning 12 and coming second in six other categories. Special thanks go to Ashtons for their continued sponsorship and to TC Feeds and Chelsea Direct for providing raffle prizes. The Need for Speed…

According to Brake, the road safety charity, someone is killed or seriously injured every 20 minutes on UK roads. A shocking 70 people are seriously injured and 5 die every day from road traffic accidents. Excess speed is a contributory factor in one in three fatal road crashes. So, why do we speed?! For some it can be the exhilaration of driving fast: feeling the car tip as you take a corner or the acceleration on the motorway. Perhaps you’re demonstrating your new car to a passenger: how fast you can go, or how well it can handle. It is more likely that you’re in a rush… late for school pick up, a business meeting, a doctor’s appointment, dentist, interview… the list is endless. If we’re in a hurry, we’re less likely to take accurate notice of what is going on around us. We fail to look properly; to judge others’ path or speed; are prone to poor manoeuvres; travel too fast for road conditions; exceed speed limits and are likely to break suddenly. These are among the top ten causes for car accidents in the UK (Nimblefins). Why the speed we travel matters Whether a car is judged to have been speeding or not, speed is always a contributory factor in road accidents. The fact that the vehicle was involved in a collision means it is travelling too fast to have stopped in time.

The speed at which you travel can be a difference of life and death. The higher the speed, the greater the impact and the more severe the injury. Speed dictates whether the driver can stop in time, and the force of the impact should they crash. Driving is unpredictable and if something unexpected happens on the road ahead, such as a child stepping out from between parked cars, it is the driver’s speed that will determine if they stop in time, and if not, how hard they will hit. A car travelling at 20mph (often seen outside schools), has a stopping distance of three car lengths. This gives enough time for a child to run out and for the driver to react and stop. The same car travelling at 25mph, would hit the child travelling at 18mph. Increase that to 30mph and a pedestrian has a one in five chance of being killed. Increase that to just 35mph and the chance increases to one in three. The small increase in speed makes a very small improvement to your arrival time, but immensely changes the impact on others. Breaking the speed limit (or travelling too fast for the road conditions) is a contributory factor in a third of accidents as recorded by the police at crash scenes. And yet we can reduce our risk by 5% with every 1mph we reduce our speed by. The risk of injury increases exponentially with impact speed. A crash at 30mph has twice as much energy and destructive potential as a crash at 20mph. Some of the statistics are alarming, but you can check out accidents in your local area on crashmap.co.uk. Why do we speed? We’ve all passed our test so we’re all capable drivers and know the speed limits and how to recognise them, right? Wrong! Many passed their test decades ago. If you don’t know or are unsure of the rules of the road, check your Highway Code…. If you don’t have one, you can find it online at: www.gov.uk/ guidance/the-highway-code It is regularly updated, so worth registering for updates or following their social media platforms! So, we’ve established that we know the rules of the road, so let’s look at why we sometimes chose to break them. It is probably unsurprising news that we naturally have an optimistic bias. This means we want to believe we can win the lottery no matter what the odds are. We want to believe we are that infallible driver.

If driving a large vehicle in a tunnel, you should allow a four-second gap between you and the vehicle in front.” There are several different methods to utilise to keep us within the law and operating within our own limitations. Here’s a few ideas:

Most accidents happen when we are closest to work, home or another destination we are comfortable with. Why? We become complacent. We forget to look out for hazards, because we are familiar with the roads we are driving on.

Commentary driving – use the idea of ‘say what you see’. Emergency services use this technique of helping to identify potential hazards on the road as you are driving. It encourages you to look near, middle and far distance.

We know the rules, but when our emotions get involved whether judging our own driving or the driving of others, situations can escalate. How many times have you judged someone’s driving as dangerous and decided to give them a quick ‘beep’ to let them know?... the likelihood is that you received an adverse response. Our emotions can intensify situations which then become dangerous to other road users. If we could drive on without comment and let the behaviour of others pass us by, we would be safer.

Protect your space and time – use the two second rule. Establish a stationary point along the road (lamp post, sign, bin, etc) and when the car in front passes that point, recite ‘only a fool, breaks the two second rule’. Your car should pass the same point after you have finished the sentence.

The effect on others Of course, it is not just ourselves we affect when we have an accident. The ripple effect is vast, ranging from passengers, other road users, our family and friends and the way they think about us and the family and friends of others involved. For some, it may lead to a loss of their job, mortgage, home. At the very least, financially, it will impact on your insurance costs. There’s also an impact on the Police, NHS, Highways, etc, with road closures costing time and money to many. It is estimated that the cost to the country annually is £36bn which is paid for with our taxes! How can we overcome the need to speed? Highway Code Rule 126 reads: “Stopping Distances. Plan – seems a simple thing to do but increasing your speed slightly may only gain you minutes. If you’re that far behind schedule, call ahead and say you have been delayed. People are understanding and would rather you arrive in one piece. Use car technology – activate your cruise control, or intelligent control systems. Black box – Many new drivers use a black box in the car to keep insurance costs down. It reports on how well you are driving and monitors your speed. It’s a good financial incentive. Speed limiter – is a safety device that can be fitted in your car so that your vehicle doesn’t cross a certain speed set by you. Keep in Control – Emotions can run high when you encounter unnecessary pressure from other drivers such as tailgaters; people driving erratically when distracted by phones/children/animals; fog lights; no lights etc. Whatever causes stress for you, stop and let them pass. The garden, called ‘On Your Bike!’, a playful exhibit focused on recycling, upcycling and, of course, cycling, received a huge amount of interest from the public and TV crew alike. The colourful planting caught Carol Klein’s eye and Adam Frost had a great time exploring the little gazebo made of bike wheels and the recycled rubber velodrome.

M1 to A6 Road Link to go ahead in 2022 Central Bedfordshire Council have secured a £32.7 million in government funding from the Department for Transport for a new road, linking the M1 to the A6. Construction of the new 2.75-mile road link between Junction 11a of the M1 and the A6, will begin in early 2022. The road layout will have a mix of single and dual carriageways with a 50mph speed limit; there will be a junction at the new rail freight interchange at Sundon as well as at proposed new housing developments. The project will also encourage active travel by including a three-metre-wide foot and cycle path on the south side of the link road. Coronavirus alters retirement in eight older workers extend their plans One planned retirement age The coronavirus (COVID-19) crisis has disrupted many people’s working lives in ways we couldn’t have imagined. It’s been deeply worrying to see some people now planning to retire earlier than they intended – including many who have been on furlough. That’s fine where it’s a positive choice, but for some it won’t be and will leave them poorer or in financial difficulty in later life. We know that once out of work, over-50s struggle more than any other group to get back into employment. NEW WORKING PRACTICES Analysis has highlighted that one in eight older workers (13%) have already changed their planned retirement age as a result of the coronavirus (COVID-19) pandemic, with 8% now planning to retire later than they had previously intended[1]. Some people are now looking to work for longer to make up for a fall in their wealth, while others want to do so because new working practices make staying in work easier or more appealing. 5% are planning to retire earlier than they had previously intended – with this being more common among wealthier households and those on furlough.

WORSENING FINANCIAL SITUATION Almost a third of older workers report that their financial situation has worsened as a result of the pandemic, with those who were, in any case, struggling financially much more likely than those who are better off to report a worsening in their financial situation. This suggests that COVID-19 has widened financial inequalities within the older population. It is also notable that many more older workers are worried about their future financial situation than are those who are already retired. WEATHER INCOME SHOCKS A significant minority of older people working immediately before the pandemic are now retired – 6% of those aged between 66 and 70 and 11% of those aged 71 and older. While some may have been planning to retire around this time anyway, this is not true of all. Not all older individuals have wealth to help them weather income shocks. Among those

whose income has fallen since the outbreak of the pandemic, 23% have household net financial wealth of less than £500 per person. In response to their falling incomes, 5% have drawn on pension savings, 4% have borrowed from a bank and 5% have borrowed from family or friends. FUTURE FINANCIAL SITUATION Fluctuations in stock markets will have impacted the growing minority of older people who hold some wealth in equities. Around 34% of older workers and 41% of retirees hold wealth directly in risky assets, while 54% of older workers have defined contribution pensions. Wealth will be permanently reduced if individuals draw on it before asset prices recover. As would be expected, concerns are strongly related to wealth, with just over half (52%) of the poorest fifth of the population worried about their future financial situation, compared with only just over one in ten of those in the wealthiest fifth.

Sable House named Chilterns’ Building of the Year 2021

Sable House in Buckinghamshire has been named as the Chilterns’ Building Design Award winner for 2021. With increased global awareness of climate change, the awards have been adapted to recognise designs that make a significant contribution to mitigating and/ or adapting to climate change, as well as promoting the local distinctiveness of the Chilterns. A wide variety of 29 entrants were considered including new buildings, restorations, extensions, conversions and public sector projects. Winners were carefully selected by an expert panel of judges who took careful account of the advice given in the Chilterns’ Building Designs. The award categories for 2021 included Best ‘Green’ Building, Best Modern Building and Best Traditional Building, and the winners for each category were: Joint Best Modern Building and overall winner – Sable House A collaboration between Heinz Richardson of Buro Nineteen (Principal Design Architect) and Bronwen Gombert of Connected Architecture (Executive Delivery Architect). The judges described Sable House as an utterly modern design, noting how it fitted extremely well into the site, using modern materials, such as steel combined with traditional Chiltern materials including stained timber and flint. Best Green Building – Samarkand by Steven Clarke, Napier Clarke Architects Judges noted the needs of high energy efficiency, something well-known in new buildings, which were reflected in many entries in this category. They flagged the huge amounts of energy tied up in existing buildings which is wasted when demolished. This is why they believed Samarkand is important: a conversion which kept and adapted almost all the original building. In addition to energy saving, two elements impressed them: first, the building achieves a very high quality of design, which would have been a contender for an award in its own right, had it been new build. Second, its achievements were made for about half the cost of a new build.

Best Traditional Building – Chisbridge Farm by Tony Mealing, Garrett Mckee Architects

The Chisbridge Farm project, a large linking block between two old and distinguished domestic Chilterns buildings, needed sensitivity, and the judges were impressed with how this was delivered. An ingenious and quite modern steel frame clad in vernacular materials has been delivered with great skill and authenticity. Best Modern Building – Cherry Tree House by Fred Guttfield, Guttfield Architecture Cherry Tree House is an exciting partial retention of an existing house with approximately two-thirds replaced as a new build. The judges described it as a clean, crisp design with a lovely rhythm to the roof and clever use of simple modern materials, combined with beautifully detailed flint work. The traditional material re-interpretation sits beautifully on site when viewed from valley below. The OLLIE Foundation

(One Life Lost Is Enough) is a registered charity funding suicide intervention skills training for young people, professionals and members of the general public. It is a community peer support group for parents and carers supporting young people who are experiencing low mental health or emotional overwhelm. The staff and volunteer offer everyday support, but also for crisis moments when you may find yourself with your child at the GP or in A&E. This group provides a safe space for parents to support each other – a place for you to offload, find emotional support, seek advice and/or ask questions from those who may have gone through a similar experience.
