Dear Readers, I was busily wri ng my Editor’s Welcome when a press release from Mike Penning’s oďŹƒce pinged into my email box. I had to blink hard to believe what I was reading – a General Elec on to be held on 8th June. What a shock. That makes it two General Elec ons and two Referendums in three years which is so un Bri sh. By the me I write my next column, we will have a new government and possibly a new MP. With the unpredictability of poli cs of late, anything could happen. Back to everyday ma ers in our locality, we include lots of Easter celebra ons in this issue but the big news was Her Majesty The Queen and The Duke of Edinburgh visi ng Whipsnade Zoo to open the new elephant centre.

There have been some great photos on FB from locals who managed to get a glimpse of the royal party and I thank Kevin Collins for supplying the above photo. Being a Central Bedfordshire Councillor, he got a seat hence the good photo of The Queen feeding bananas to Donna the Asian elephant. A er comple ng each issue of MiMagazine, Ads manager Janet Brown and I are taking a day out to visit a place or centre of cultural interest and this me, we went to Bletchley Park which was fascina ng. Read my full report from page 36. I also had a great day out in London with the Dunstable Bogtro ers so turn to page 32 to ďŹ nd out more. The big event for next month is the Herts County Show which is a ‘must do’ family day out on 27th and 28th May at the showground in Redbourn. There’s so much to see, do, eat, drink and shop. Lesley Horn Wins the Meal for Two at Markyate Spice It was Lesley Horn from Slip End who won the compe on run in the last issue of MiMagazine to win dinner for two at the award winning Markyate Spice. Out of 65 entries, Lesley’s entry was drawn from the bag by owner Gyash Udin who said “We are looking forward to welcoming Lesley and her guest. They can eat and drink whatever they like courtesy of the house.” Lesley said, “The meal was delicious and we will definitely be going back. I can’t normally eat a full Indian meal but last night I did. The staff were very a en ve.”

Caddington Pre­School awarded GOOD from Ofsted Caddington Pre­School were visited by the brothers of Arrow Lodge Royal Antediluvian Order of Buffaloes (RAOB) and presented with an outside kitchen play unit by The Grand Primo, the Honorable Sir Paul Hiorns Roh, the Honorable Sir Roger Vass Roh and the Honorable Sir David Willis Roh. It was built by Roger Vass and his good friend Arthur whilst Joe Graham & Son donated one of their lovely hobs. The mud kitchen, role play area and garden were finalised just in me for their Ofsted inspec on in mid­March. “We are pleased to say that our inspec on day went really well and our inspector was impressed with our mud kitchen role play area. We got a glowing report and were awarded with a GOOD,” said manager Niki. Cadington Pre­school offers morning sessions for three or four hours (packed lunch required) and all day sessions (9am­3pm). “We are flexible with our arrangements. Children can be picked up from Caddington Village School Nursery at the end of the nursery session and join us at pre­school for lunch. They can also be picked up at the end of the a ernoon session or dropped off at Caddington Village School Nursery a er lunch. Everybody Loves their Neighbours…. The Good Neighbourhood Scheme held its Easter Tea Party in the Slip End Village Hall on Wednesday 12th April from. 2.30pm ­ 4pm Words and photos by Janet Brown The hall was full when I arrived and plenty of free tea/coffee and cakes were on offer, courtesy of dona ons. Whilst enjoying the company there was also entertainment by the Eukuele Orchestra of Dunstable Music Centre. The residents meet four mes a year, and the monies raised go towards organising days out and events throughout the year. There are over 40 volunteers involved in the scheme and every day someone helps an elderly person do their shopping, pick up a prescrip on or simply just sits with them and enjoys a chat. A stage full of children singing their Easter songs

Easter Show at Flamstead Pre School Words and photos by Sue Mitchell

F

lamstead Pre School had a joint celebra on for Easter and Mother’s Day on 28th March at Flamstead Village Hall. The children sang eight or so Easter songs, plus a round of Happy Birthday to staff member Anna who was delighted by the honour. The hall was packed full with parents, grandparents, family members and friends. Many of the children wore hats and bonnets with Easter designs, adding colour and a feeling of celebra on to the gathering. The grand finale of Hop Li le Bunnies meant that each child hopped off the stage, one­by­ one into the arms of a staff member. Manager Sarah McCarthy said, “We taught the young children in one room and the older children in the hall so we were not sure how it would all come together on the day but it went well and they all remembered the words and the movements.” It was quite a shock for the children when the curtains opened and a hall full of grown­ ups were there looking straight at them but they stepped up to the task performing a super show. A few wanted to be hugged, others needed to be prompted but some lapped up their opportunity to be on stage in front of a large audience. Tea, coffee and cakes followed with special Easter boxes for the children.

Mother's Day Morning at Li le Gaddesden Preschool Words by Jenny Ivory, Proprietor/Manager

T

he children of Li le Gaddesden Preschool treated their mummies to a very special morning of fun and laughter on Wednesday 22nd March when they joined in a morning of ac vi es, games and stories. Each child was photographed with their Mummy and the picture was presented in a nice frame. The best fun was the parachute game. For one of the games, the mummies had to lie down under the giant parachute whilst their children oated it up and down above them. The morning closed with an interac ve story where they all went on a ‘bear hunt'. Using props, the children and mummies re­enacted the story, ge ng sprayed with water to imagine the river was a par cular favourite with everyone.

Easter Egg Hunt at the Plume of Feathers The sports room of the Plume in Markyate was transformed by the crea ve work of barmaid Bev and her husband into an Easter Egg hunt adventure playground for the children. Two children went into the haven at a me with a basket each. Their job was to hunt down 10 eggs which were hidden in the carts, houses, duck pond and straw. The prize for comple ng their hunt was a bag of sweets which was gleefully presented to the awai ng parents. The pub was packed with families and around 30 children took a turn at the egg hunt. A disco followed which made for a great day of family entertainment.

Redbourn Easter Art and Cra Show If you are interested in art and would like to support a local ar st or buy a pain ng of a local scene, this was the show for you. There were 85 framed and 53 unframed exhibits of watercolours, acrylic, oil and mixed media on show and for sale. Please see our Spot the Difference on page 52 which is a beau ful watercolour by local ar st Ernest Leahy which was commissioned by Redbourn in Bloom. There were also 17 cra s stalls, ideal for gi s or a self­treat. Proceeds from the event go towards a replacement surface for the Bowling Green at Redbourn Leisure Centre and new facili es such as an all­weather football pitch.

ead Coach and Mum Marie, along with her daughter Chloe who is the Development Coach and son Nathan who is the Boys' Coach, is preparing for Dunstable Gymnas cs team to compete at the Dunstable Invita onal on the 21st May.

Dunstable Gymnas cs, located at Manshead School Caddington, is a gym club for all. With a family From Le to right coaches: Lisa, Fran, feel, the Club is Nathan, Marie, Chloe and Viv dedicated to providing fun for all. Even Dad is in on the act and provides support at events. Chloe says, “The club is like our extended family. Everyone pulls together to volunteer and give our gymnasts an experience to remember. Our coaches aka Aun e Viv, along with Fran, Ka e and Lisa give it a family atmosphere.” Dunstable will compete at the compe on against five other clubs within the surrounding area, and the team hopes to bring home a number of medals; however, the team believe that taking part is the most important thing. Marie says, “This is an amazing opportunity for young local talent to display their skills whilst contribu ng to the development of one of our most successful Olympic sports in recent years. Talking to Nickey Radio presenter Sylvia Fountain from Markyate Wri en by Sue Mitchell

Having worked in and managed magazine publica ons for 25 years, I have always had a curiosity about being a radio or TV presenter. It is the ‘live’ talking directly to the audience media that makes it glamourous and exci ng. With the explosion of communica ons and the internet, thousands of radio and TV channels have emerged which are ‘on air’ 24/7. Long gone are the days of my childhood when we only had BBC1, BB2 and ITV on our television sets. The Light Programme for popular music, the Home Service for features, news, discussions, and the Third Programme for classical/serious music on our radio sets. Then the breakthrough came with Radio Caroline, the pirate radio sta on which broadcast from ships around the Bri sh coastline. It was illegal and corrupted the minds of the young according the powers that be. Un l then, record companies controlled popular music broadcas ng and the BBC had a radio broadcas ng monopoly. Radio Caroline flew in the face of this and was massively appealing to the radical youth of the 1960s and 70s. Broadcas ng was revolu onised, becoming the voice of the people and not just the establishment. Fast forward fi y years and we now have the internet which makes it possible to launch radio sta ons anywhere, any me, enabling locali es, social groups, like­minded people and ac vists to have their own radio pla orm. When I heard that Markyate resident Sylvia Fountain was a radio presenter for Nickey Radio, I had to meet her and find out more. Sylvia Fountain started life as a radio presenter working for hospital radio at the Luton and Dunstable. It was purely voluntary and she started there as the fundraiser, raising funds for the sta on’s overheads. “When I first saw all the studio equipment, I thought I can’t do that, it is far too technical. Anyway, they trained me well and I passed a 40­minute test and was ready to present my own show,” said Sylvia. At the studio, Sylvia showed me the equipment she used to make her programmes for Nickey Radio. “You learn how to operate the studio mixing desks. A er some music Sky news is played, I then fade in a jingle, slide in the weather and then present the music again ­ and that’s how you do it. It is so easy when you know how,” she added. From the L&D, Sylvia moved to Radio Verulam , the West Herts Community Radio sta on and then she was offered a presenter’s role at Nickey Radio over a year ago. “My passion is rock music,” said Sylvia, “and my show is the Classic Rock Show which goes out three mes a week (repeated). I have interviewed over 100 musicians since I

started including big names such as Tony McPhee, Steve Hacke of Genesis, Ian Anderson of Jethro Tull, Jon Anderson of YES, Adam Wakeman, son of Rick, Mar n Turner of Wishbone Ash, Mar n Barre, Ric sanders of Fairport Conven on, Geoff Downes of YES, Fish, and Bernie Shaw of Uriah Heep. It's always a pleasure to be able to talk to so many rock legends.” Sylvia has also made a CD for charity and is in the process of making a second by compiling songs contributed by many members of the Rock Elite. “They are always willing to donate a song when they know it will help raise money for charity. When musicians know you are doing it for a good cause, they let you use some of their songs for no fees or royal es. I have made a CD to raise money for the Children’s Air Ambulance which was released by Cherry Red Records and I am in the process of making a CD for Sense, the charity for deaf and blind children,” said Sylvia. All Sylvia’s me is voluntary and she o en works between 40 and 50 hours a week for her Nickey Radio shows, her CDs and other voluntary work. Sylvia also presents a community show on Nickey radio, 'About Harpenden' and the surrounding areas which goes out on air six mes a week (repeated). She has interviewed Markyate's Fire Sta on Commander, Steve Rackle as well as other people from the community including Nicola Linacre, the Mayor of Harpenden and Glenn Povey, the General Manager at Harpenden Halls … and now she has just interviewed me, Sue, Editor of MiMagazine! “It is surprising how much me is takes to make a one­ hour show and I get between 60­80 emails a day which need responding to,” she added. Wri en a novel, memoir, or family history? Let Rebecca create an e­book for you or get it into print About Rebecca Shaw US born Rebecca Shaw moved to the UK in 1984 with her husband Brock and their three children. Rebecca did an Art History course but when desk­top publishing and graphic design so ware became available, she found her niche. She offered to do the layout for our village magazine and from there branched out into graphic design. She decided to specialize in books about 10 years ago, but s ll do some ‘pure’ graphic design for interes ng projects or covers for books.

She can edit the text and design the look and layout... I love to read, both printed books and on an e­reader, but found it very distrac ng and irrita ng to see glaring errors in layout – a dangling word at the top of the page, a comma where there should be a full stop or ‘there’ when it should be ‘they’re’. So, I offered to design a memoir for a friend and it grew from there. No book will ever be completely error free, but I try very hard to make the book easy to read and pleasant to look at.

Can you help people write their family’s history? Most definitely. How many mes have we heard stories from our parents or grandparents and only when it is too late wish we had paid more a en on. Maybe you have a famous (or infamous!) ancestor, family photos, scanned copies of old documents… the story of your family’s life can become a real legacy – a family treasure. With the popularity of genealogy today a memoir can be a great way to pass on more than just a basic family tree.

How long do they take to produce a book or e­book? I recently completed a 150­page book with no images in about 10 hours – it goes along very quickly once the book size, font and typeface size and spacing have been decided. Adding images takes a bit longer, but they can greatly enhance the story.

Do they vary in sizes/pages? Yes, there are several standard book sizes now days. It used to be that all paperback books were 5x8 inches, but over the years that has been replaced by a slightly larger format. It will also depend on the type of book and how long it is. A novel for instance, would need a different presenta on than a children’s book or one intended as a gi – it will be determined by the audience.

Any amusing moments? I had to get really firm with one of my authors – he has done two books with me – he just can’t stop wri ng. His revisions are not errors, they are him re­wri ng a few sentences many, many mes! So, I took the risk and told him off like a naughty child. Thankfully, he took it gracefully and in the spirit it was intended.

Legal Ma ers Made Simple Inheritance Tax and the Residence nil­rate band (RNRB)

I

n this issue, we begin a series of ar cles on legal ma ers made simple wri en by a group of specialist lawyers from Sherrards Solicitors LLP. To begin our series, Raveet Phull a specialist solicitor in tax wills and probate talks about Inheritance Tax and the Residence nil­rate band (RNRB)

The nil­rate band (the amount of your estate which is not subject to Inheritance Tax upon death) is due to remain as it is, at £325,000, for the next six years. However, the Government recently introduced the RNRB which is due to come in to force on 6th April 2017. But what does this mean and who will it benefit? The RNRB will start off as an extra £100,000 which will be available when a residence is passed on death to direct descendants. For example, where a father passes a property to his son in his Will and dies on or a er 6th April 2017, his Estate will be able to benefit from a £425,000 nil­rate band. Similarly, take a common situa on where a couple make Wills passing their Estate to each other on the first death and then to their children on the second death: Upon the second death the Estate will have two nil­rate bands available (2 x £325,000 = £650,000) and, provided there is a property in the Estate, two RNRBs available (2 x £100,000). Therefore the total tax free amount of the second Estate will be £850,000. The RNRB is due to increase year­on­year and this will have the following effect on a couple’s Estate: Tax Year

The poten al saving for a couple with a £1m estate, including a property, is £140,000 a er 2020 – a sizable sum and a welcome development especially for families who are asset rich but do not necessarily have the liquidity in place to pay Inheritance Tax. The “residence” The property doesn’t actually have to be the deceased’s main residence or owned for a minimum period. It can be any property that the deceased lived in at any me during their life me, as long as that property is part of their estate. Buy­to­let proper es will not qualify. If the value of the home being le to direct descendants is less than the RNRB then the RBRB is limited to the value of the property. Downsizing and disposing The legisla on now allows for a downsizing provision where a main residence is sold. The requirement is that the property would have been included in the deceased’s estate prior to downsizing or disposal (which has to have happened on or a er 8th July 2015) and would have qualified for RNRB if the deceased had kept it. Trusts There is a poten al problem with the RNRB and Will trusts. If a property is placed into trust upon a person’s death, the RNRB will only be available if: 1. the person who benefits from the trust is a direct descendant and 2. the home is in the beneficiary’s estate for tax purpose Because discre onary will trusts are not normally part of a beneficiary’s estate, they will not be eligible for the RNRB. Disabled beneficiary trusts, bereaved minor trusts and 18­25 trusts should all s ll be eligible. Anyone with a discre onary will trust should be able to appoint the trust fund out within two years of death and benefit from the RNRB, but advice should be sought. Tapering The RNRB will be gradually withdrawn on estates greater than £2m. The RNRB will reduce by £1 for every £2 that the value of the estate is over £2m. Careful planning is needed (especially between spouses) to ensure that the relief isn’t lost because one spouse has more assets than the other. We recommend that all Wills, especially those containing nil­rate band trusts, are reviewed in light of the new legisla on. Wardown Museum reopens The museum and gallery at Wardown House, was officially reopened by Luton’s Mayor, Cllr Tahir Khan, on Saturday 8th April at 12pm The museum closed in March 2016 and has undergone a magnificent transforma on. Bollywood comes to Markyate The Pavillion Indian restaurant held a Hollywood evening on 30th March. An excellent set meal, dancers and dancing for all followed. t 9.50 am on Wednesday 29th March, a group of 18 walkers took the Greenline 757 bus from the Luton Interchange and headed off to London. For most, their bus pass got them free return passage to the capital and for those who paid, including myself, £10 was the cost of the Greenliner Plus Day cket. The only restric on was that it was not valid un l a er 9.20am but you could use it un l midnight for the return journey. Excellent value!

On our arrival at Baker Street at 11.10, there was a comfort break at Wetherspoons before we embarked on our hike through London. The Group leader for the day, Chris Morley from Studham, briefed us all on our route, the arrangements for lunch and the all­important health and safety ps. We were joined by a London resident, Ant Stephenson ­ a former resident of Studham who brought our group total to 19. I asked everyone to pose for a group photo before heading off. We walked through Regent’s Park, enjoying the spring bulbs and blossom which were in abundance. rucksack of memorabilia all a ernoon was not a good idea so I se led for an amusing birthday card for a good friend. The bogtro ers had dispersed at Camden Lock, going their separate ways and enjoying our 1 hour 10­minute break to make the most of this iconic res ng place. You could buy take­away food of every type and sit outside on round benches whilst enjoying the magic of Camden. If you wanted to be inside, there were a choice of restaurants including the trusted Wetherspoons which is where we gathered once more for the next leg of our journey.

A nice downhill stroll followed, and then back over Regent’s Canal and into the park, this me passing The Hub café which has 360­degree panoramic views of the park and the sports fields, where a variety of sports are played on the grass, including rugby, football, so ball, cricket and lacrosse.

We then headed back along the canal tow path, passing by the colourful long­boats to the A520 before crossing over the road to the foot of Primrose Hill which is on the north side of Regent’s Park. The top of Primrose Hill is 213 feet from the bo om and so the group now had an uphill walk to the summit. It was well worth the effort as it provided a panoramic view of the London skyline from the top. We sat on the benches admiring the view and tried to iden fy the famous London buildings.

We le the park and headed up Baker Street passing the Sherlock Holmes’ Museum where I took a photo of the statue of the great detec ve. My last shot of the day was of Dorset House, an impressive 1930s Art Deco grade ll listed building which is situated in Gloucester Place. This is where we picked up the 757 for our homeward bound journey to Luton, stopping just twice (at Bricket Wood and Luton Airport) arriving at the Luton Interchange just 1 hour and 20 minutes later. One walker, a lady called Sue was missing from the headcount before we boarded the bus so Chris and a few others decided to wait and find her. Apparently she had dropped her phone and had retraced her steps to find it. The good news is she was reunited with the group and they caught the next bus 20 minutes later. All in all it was a very interes ng day trip to London, with good company; and for those with bus passes, other than buying lunch (which was op onal) it cost nothing! The Bogtro er from South London Ant Stephenson said, “Although I no longer live in Studham, they are a very friendly bunch so I also enjoy walking with them.”

About The Dunstable Bogtro ers Chairman, Eila Goss says: “The Dunstable and District Walking and Hostelling Group, known as the Bogtro ers, are a Dunstable based club, but take members from anywhere. The Group have walks at least three mes a week, mainly at weekends. They range from short and easy, which are between six and eight miles and cater for those people star ng out, to longer (usually faster) walks which start from about nine miles. We try to have a short and a long walk every weekend, and a long fairly fast walk every Thursday. The short and easy walks which may well suit those who started as Health Walkers are regularly interspersed throughout the programme. The Group also does regular away trips both in the UK and other countries, as well as offering various social ac vi es throughout the year.

How to get in touch There is always a contact number with each walk and anyone interested, or with ques ons about an ac vity, is welcome to call. People can just come along and do a few walks to see how they get on before joining the group at a fee of just £10 per year. Codebreakers at Bletchley Park shortened WWII by 2 years A trip well worth pu ng on your Bucket List Report and photos by Sue Mitchell

iving where we do, we are fortunate to be conveniently located for many places of historical interest. Bletchley Park, our Codebreaking centre in World War II, is only 18 miles from my home in Markyate. It is open to the public and so a er delivering the last issue of MiMagazine, Janet Brown and I rewarded ourselves with a day out to BP. There is much to see and take in as you tour the mansion and the series of wooden huts and blocks built to house over 9,000 staff who worked relessly to decipher the military messages sent by our enemies (AXIS powers) in the war. The staff were an eclec c mix of academics, mathema cians, historians, linguists, injured soldiers, WRNS and a vast army of analysts who were mostly women. They did eight hour shi s and lived around

the area in billeted accommoda on, travelling to BP each day. They worked in this rarefied atmosphere and the great sense of their work’s importance made for a unique experience. Many romances blossomed and numerous couples went on to marry but they were all bound by the Official Secrets Act and did not speak to anyone about their work. A friend Jane Smyth from Cli on in Bedfordshire said, “My mum worked there but un l the day she died, she never told us what she did.” Sir Winston Churchill applauded their silence by describing the personnel as “The geese that laid golden eggs but never cackled.” Bletchley Park was chosen as the site for the (GC & CS) Government Code and Cypher School in 1939 because it was conveniently situated between London, Oxford and Cambridge; far enough away from the likely bombardment of London but close enough for messages to be taken to Whitehall and The War Office. communica ons machine was The Enigma which was used by the German Army and the Lu waffe. The Germans thought it was uncrackable but the brilliant minds of Alan Turing and Gordon Welchman proved them wrong. They developed the Bombe machine which speeded up the deciphering process from five days to around six and a half hours. The Enigma se ngs were changed daily so the Bombe machines enabled the codebreakers at BP to read them every me they changed.

The German High Command including Hitler himself, used a different machine, the Lorenz which was virtually impossible to break by hand or brain un l Tommy Flowers, a brilliant Post Office electronics engineer, developed the Colossus in 1944 which could break the Lorenz in hours. It was the first electronic digital machine and was the forerunner of the modern computer. I will now revere pigeons, a er learning from my visit, how thousands of them were used for Top Secret military opera ons, such as opera on Overlord (D­Day Landings). Radio silence meant that pigeons were the only means of communica on between divisions of the military. They were given noble names such as The Duke of Normandy and William of Orange and they flew bravely through bombardments to deliver their messages and then flew home again; when there was a strategic radio silence or the technology failed, the humble pigeon saved the day!

Pet and Equine Therapy from a Flamstead based Specialist McTimoney Chiroprac c Techniques My ini al qualifica on is a Post Graduate Diploma in Animal Manipula on from McTimoney Chiroprac c College and the University of Wales. This in­depth course trained me in the Chiroprac c techniques developed by John McTimoney. McTimoney Chiroprac c involves ini al palpa on of the skeletal frame and musculature, assessing for asymmetry. Precise, high velocity adjustments, applied to a bony landmark cause ght muscles to release and the joint to move more freely, realigning the whole of the spine, and rebalancing the hips and shoulders. Despite being a form of manual manipula on, this treatment is one of the more relaxing and gentle forms of manual therapy. However, it is not appropriate for all animals and other gentler treatments are available.

Acupoint Therapy Acupressure is an ancient art of healing where gentle finger pressure is applied to specific healing points to release muscle tension, increase circula on and promote health. Eco­Friendly or Dirty Diesel – What’s behind the new Vehicle Tax?

By Melanie Wooding Jones, Redbourn Auto Solu ons – Caring for you and your car We are encouraged to think of our impact on the environment, and our purchase of cars has been no different. We have seen a rise in the popularity of low emission vehicles a rac ng lower Road Fund Licence and grants to support their purchase. So, presumably the new Vehicle Excise Duty encourages us in the same way? We take a look at the new regula ons and how they affect you. Why change? All cars registered from 1st April 2017 will be liable to a different tax burden – The Vehicle Excise Duty. Up un l now the system has been based on how low your CO2 emissions are i.e., the lower the emissions, the cheaper your Road Fund Licence would be. This meant that drivers with less than 100g/kg CO2 emissions, or an electric car, didn’t pay at all. The good news is that this drive to encourage us to run low emission cars has worked. Their popularity has increased and indeed, it has encouraged manufacturers to build cleaner cars. In 2016, a quarter of new car registra ons didn’t pay any road tax. Great news for the consumer, but disastrous news for the Government, who in such a challenging economic climate, can ill afford to lose any income.

What’s new? The new system comprises a heavily revised version of the current CO2 based tax band system and only applies to those cars registered a er 1st April 2017. The first year will a ract a one­off charge, with rates decided by CO2 emissions. The charge will be between £0 for zero rated cars only (such as VW Up, Smart for Two, Renault Zoe) to £2,000 for 256+ (including Mercedes Benz C Class, Vauxhall Insignia, Infinity Q60, Jaguar F­Type). The

most interes ng categories are those with over 191 CO2, who will be paying over £1,000. These cars include the BMW 4 and 5 Series, Ford S­Max, Volvo V40 and the Honda Accord. All very popular cars. From year two onwards, vehicles will be charged a standard rate. All petrol and diesel cars will be charged £140 and alterna ve fuel (eg, Hybrid), £130. Only zero emission vehicles will be exempt.

Addi onal Charge In addi on to the above charges, if you purchase a car for £40,000+, you’ll be subjected to an addi onal charge between years two­six, paying an extra £310 a year. The purchase price doesn’t just include the list price, but also VAT, delivery charge, pre­delivery inspec on plus any op ons fi ed by the manufacturer. You’re some mes be er op ng for the dealer fit op ons, which won’t be included! Understanding the emissions can be a minefield when comparing across brands and their varia ons. Many of us shop for our needs i.e., a small car for trips to the sta on, or a 7 seater for a larger family; so we shop across brands to find the right car for our specific requirements. A3, BMW 3­series, Ford Focus, Vauxhall Astra, Nissan Qashqai, Mercedes C­Class will a ract a higher tax bill of between £400­£1,000 over 3 years. So, we think it is clear that the majority of us will pay more for our VED than we would have done for cars registered prior to 1st April and the government will con nue to encourage us to buy clean cars.

What about other emissions? The current system is based on Carbon Dioxide (CO2) which is a greenhouse gas that contributes to global warming and affects health. The recent focus on diesel engines is based on Nitrogen Dioxide (NO2) ­ one of the NOx gasses thought to inflame airways, and Par cular Ma er (PM) – airborne solid and liquid par cles which can se le in your airways and lungs. Both have been linked to hospital admissions and premature death. So, you can understand why they have become a focus. But, all cars are different and manufactured in different ways. So, is it right to vilify diesel engines and all manufacturers? Consumer organisa on ‘Which?’ are commi ed to tes ng cars fairly, based on how they actually affect you the consumer rather than based on manufacturer’s recommenda ons, which, as we have seen, can be somewhat economical with the truth. They have tested a small propor on of cars so far, but early indica ons are that petrol cars emit higher PM, with some of the smallest cars, which we assume to be ‘clean’, being described as being ‘horribly dirty’. Currently, major ci es around the world are commi ng to banning diesel cars by 2025. Perhaps with fairer tes ng, this may change… indeed, with advances in technology the landscape could be completely different in 8 years!

Impact Both ‘What Car?’ And ‘Which?’ concur that conven onal low­emission cars will be the worst affected. Steve Hun ngford, Editor of What Car? said, “The new tax laws are designed to increase the advantage of running a zero emissions car, but they make things much more complicated and push up the price of many ‘bread and bu er’ models.” What Car? In the mean me, we have to look hard into what our cars cost us in terms of ini al purchase, VED, insurance, MOT and the cost of running (including regular servicing and cost of fuel). It is possibly this that has made car leasing such a compelling alterna ve. Unsurprisingly, the car market saw a surge in new car registra ons in March, with many drivers taking advantage of the lower VED and commercial buyers in par cular ge ng their final orders in before re­evalua ng their fleet. Pre­registra ons were carefully selected, so these will be an appealing alterna ve to new cars registered in April.

What next? Gone are the days where we just paid one fixed fee for having a vehicle on the road and your car was a status symbol of how well you were doing. We hear less about the Rainbow Warrior and chaining yourself to gates to raise awareness of the effects of global warming, ozone layers and preserving rainforests and endangered animals. It has become a way of life and widely accepted that we should be preserving what we have. With technology advancing rapidly, we will have more choice of cleaner motoring and this can only be good for the environment. In the mean me, we are forced to pay more while tests con nue to determine which varia ons are harmful. Given the right informa on, rather than poli cally mo vated ones, or imbalanced tests by manufacturers wan ng to project the right image, wouldn’t we all choose wisely?

Update on the GP’s surgery in Markyate What about the current premises for Markyate Surgery? Rothschild House is aware of the history and current situa on with regard to the Markyate Surgery premises and the need to improve these in the future. There are on­going nego a ons with NHS England, Herts Valleys CCG and Dacorum Borough Council to develop new premises and Rothschild House Surgery is commi ed and determined to see this development happen for the benefit of pa ents.

ast month Markyate Surgery announced its inten on to merge with Rothschild House Surgery of Tring on 31st May 2017 but don’t worry, pa ents will not have to go to Tring to see a doctor. The current GP Dr Sepai, who has run the prac ce for 21 years, has decided to re re to pursue new ventures. Both Markyate and Rothschild surgeries believe that this merger offers important pa ent benefits, combining the strengths of these two prac ces, enhancing the team and services on offer at Markyate and enabling an improved pa ent experience. There are no current plans to change the catchment area for Markyate Surgery and both surgeries are commi ed to making the process of integra ng the two prac ces seamless for exis ng pa ents.

Who are Rothschild House Surgery? Rothschild House Surgery is a large prac ce based in Tring and already operates a branch surgery in Pitstone, Leighton Buzzard. The prac ce currently offers a number of services, such as minor surgery and an coagula on clinics, to pa ents at its Tring branch. The GPs from this prac ce will now offer surgeries at Markyate to cover the departure of Dr. Sepai and it is hoped that services similar to those already on offer at its Tring based prac ce will also be available in Markyate, where current staff will remain in place and the surgery will con nue to run as it has in the past. They want change...

T

here is discontent in the West. Whether it is the US, the UK, France, the Netherlands, Greece or others, whole sec ons of the popula on feel that they are excluded from accessing the good life. They say something is wrong, not just with the poli cal establishment, but with the general direc on. There is a percep on that their posi on among the na ons has been declining and that strong new ideas (and strong leaders) are required to put things back to normal. It is quite true that the world has undergone massive changes since the end of World War II. There are at least three major and profound changes: 1. Globaliza on, which in tandem with computeriza on, in the West has led to the decline in the living standard of the average family. If you are old enough you will remember that in the 50s and 60s a family of four could be sustained by one person in work and that owning a house was a real possibility. Today, that family is more likely to have both Mum and Dad working but with less prospect of home ownership. Life has become harder for about one half of the people living in the West. 2. Decoloniza on really means the end of Western control. Na ons and empires (some with a long and proud history such as China, India, post­ communist Russia, the O oman Empire [Turkey] and many others) are forcefully re­affirming their place in the sun. This has blown away the poli cal post­war order which was based on Western privileges. 3. The resurgence of tradi ons that have resisted the ideals of the Enlightenment, both cultural and religious, have led to the re­balancing of the world order. Islam is a case in point. This religion, amongst many others, has found a place inside the West and is here to stay. However, Chris anity is

no longer ‘what it used to be’ because it has gone South to Asia, Africa and La n America (where the centre of Chris an gravity now is) and ‘southern’ Chris ans now have a major share in Chris an life, not only in their own countries but also in the UK and other Western countries. The colonial ‘soap bubble’ of making others into li le (less privileged) Westerners has been pricked. All these profound processes are cataclysmic and have changed the poli cal, social and cultural goal posts. The truth is that there is no conceivable way­ that is peaceful ­ of reversing them again. And this leads to my final point that is expressed in the image of the lead pipes: it is not good enough in this situa on to sit and wait for some strongman to return the world to the imagined glory of the past. We must recognise and acknowledge the transforma ons that cannot be reversed and instead, change our understanding and strategy. Part of this, in a context of low wages around the globe, is to pick up the pieces of our crumbling social system and make sure that all of us have a decent chance of par cipa ng in what is le of the good life.
