ITH the November 12 deadline for a bailout agreement all but gone, and no sign of the troika, the government said yesterday it was prepared for any contingency, including the possibility of a deal being pushed back to 2013.

“All possible scenarios are on the table [for a bailout deal]...even for 2013, and we are ready for them,” government spokesman Stefanos Stefanou said.

He said the government was in constant communication with the troika, while at the same time “keeping open the channels” with Russia for a possible bilateral loan.

In the meantime, the list of reasons for the troika no-show grows ever longer.

From initial stalling by the government to warnings from Germany, to leaked troika documents saying Cyprus was not cooperating, the saga has moved in the past three days to moneylaundering accusations on Monday, and yesterday to a reported dispute between the IMF and its European partners in the troika over the Cypriot banks.

Reports last night suggested the announcement of a date for the troika’s visit was imminent, placing the experts’ arrival here on Friday or Monday.

However IMF sources in Washington told the Cyprus News Agency (CNA) the date was still to be determined. The latest reason for the delay is said to be disagreement between the IMF and its EU partners over the banking sector reports but

the sources would not confirm this. “There are no Europeans and IMF, but only the troika. We have not yet decided when the mission will begin in Cyprus,” the sources told CNA. Germany, whose finance minister showed a distinct lack of patience with Cyprus last week appeared to be upping the ante on Monday with reports appearing in Der Spiegel quoting Germany’s intelligence agency (BND) as saying money laundering in Cyprus had laid bare the political risks involved in approving a bailout. The implication was that “Russian oligarchs and mafiiosi’ who have parked “their illegal earnings in Cyprus” would be the ones to profit most of all from the billions in European taxpayer funds.

This was a reference to the island’s low corporate tax rate, which Berlin would like to see harmonised Europewide. The tax rate is one of the Cyprus government’s ‘red lines’ however.

Yesterday the Associated Press reported that German lawmakers would be allowed to review the classified intelligence report on alleged Russian money laundering in Cyprus before voting on a bailout for the country.

Several German lawmakers since voiced concern over the bailout, the AP said.

The opposition Greens’ lawmaker Priska Hinz said the government agreed yesterday to share the intelligence report, saying “especially on Cyprus, by now there are more questions than answers.”

By Patricia Zengerle and Jeff Mason PRESIDENT Barack Obama and Republican challenger Mitt Romney battled down to the wire yesterday, mounting a last-minute Election Day drive to get their supporters to the polls in a handful of states that will decide the winner in a neck-and-neck race for the White House.

Capping a long and bitter presidential campaign, Americans cast their votes at polling stations across the country. At least 120 million people were expected to render judgment on whether to give Obama a second term or replace him with Romney, an outcome due to have been announced early this morning.

Their decision will set the country’s course for the next four years on

spending, taxes, healthcare and foreign policy challenges like the rise of China and Iran’s nuclear ambitions.

National opinion polls showed Obama and Romney in a virtual dead heat, although the Democratic incumbent had a slight advantage in several vital swing states - most notably Ohio - that could give him the 270 electoral votes needed to win the state-by-state contest.

Romney, the multimillionaire former head of a private equity firm, who is also the former governor of Massachusetts, would be the first Mormon president and one of the wealthiest Americans to assume the nation’s highest office.

Obama, the country’s first black president, sought to avoid being relegated to a single term, something that has happened to only one of the

previous four occupants of the White House.

Either way, a razor-thin margin might not bode well for the clear mandate needed to help break the partisan gridlock in Washington.

Romney voted at a community centre near his home in a Boston suburb, before dashing off for a pair of last-minute stops, including Ohio.

“People in Ohio know that they’re probably going to decide who the next president is going to be,” he told a radio station in the state.

POLICE said yesterday they have in their hands a 2011 proclamation attacking state officials, including the attorney-general, thought to have been penned by a convict suspected of being the mastermind of an alleged plot to assassinate Petros Clerides.

The convict and two other suspects – a former contract soldier and a lottery ticket seller -- were arrested last Sunday week on suspicion of plotting to assassinate Clerides using a disposable light antitank weapon (LAW).

The Nicosia district court yesterday renewed the suspects’ remand for another six days. Police told the court they have located a proclamation, found in prison in 2011, allegedly written by the convict. “It attacks state officials, including the attorneygeneral,” investigator Yiannis Yiorkadjis told the court.

He also told the court that they have also found correspondence dated August last year, in which the suspect asked the attorney-general to see to his release in return for surrendering a LAW, that was meant to be used against prison officials, as well as a pistol.

telligence came from another convict, Antonis Kitas, who is doing life for the murder and rape of two women. The alleged mastermind, who represented himself in court, suggested Kitas was lying.

“They forget who Kitas is,” he told the court. But police said the suspect had asked to be moved to the wing where Kitas is held, a request granted on October 15.

The court heard that the two were seen together while security camera footage showed that during the hours when the plot was unfolding on the weekend of October 27 and 28, they were in Kitas’ cell.

Police also said they have two pieces of paper with the names and phone numbers of the two other suspects, given to Kitas so that he would arrange dropping off the LAW and a getaway motorcycle.

Police had found the Turkish-made LAW, at the location in Larnaca, where it was allegedly delivered by the lotteryseller, and replaced it with an unarmed identical launcher.

that could be used as a remote detonator or to activate the LAW. The suspect told police he was going to use it to activate the irrigation system at his field.

pervisory Mechanism (SSM) for eurozone banks. The IMF is pushing for the SSM to be set up as soon as possible, whereas some EU countries want to take it slow.

Earlier this year EU leaders forged a tentative deal, representing a shaky compromise between the Germans and French, who had been tussling over how to shore up the eurozone’s stricken banking system — one of the main causes of Europe’s debt crisis.

At the moment, money to help put banks has to go through a country’s government — placing more strain on state finances.

France has been pushing to get all banks in the 17 euro countries under the supervision of one European body by the end of this year.

But Germany’s Chancellor Angela Merkel, wary of using taxpayers’ money to prop up other countries’ banks, tried to put the brakes on the plan, insisting that creating the supervisor should be done slowly and that “quality must come before speed.”

Reports suggested Merkel, facing elections next year, is seeking to delay a bailout of Spain’s and Cyprus’ banks until after the SSM is in place – which could take several months.

EU approves guarantee scheme CYPRUS yesterday secured EU regulatory approval for a guarantee scheme for its banks on condition that lenders that get help limit their expansion and provide viability plans to ensure they do not have an unfair advantage over rivals.

The two largest banks in Cyprus suffered huge losses due to writedowns of Greek debt and they turned to the government for aid in recapitalising. The European Commission said Cyprus notified regulators of its proposed bank guarantee scheme which will cover new loans agreed and new bonds issued before December 31, with a maturity of up to five years. The executive Commission said the scheme complied with EU state aid rules, but it laid out some conditions for applicants to the plan.

“Beneficiaries will be subject to behavioural commitments to avoid any abusive use of the state support. These include limitations on expansion and marketing and conditions for staff remuneration and bonus payments,” it said in a statement.

“Finally, Cyprus has committed to notify viability plans for companies making intensive use of the scheme. The Commission has, therefore, concluded that the guarantee scheme is an appropriate means of remedying a serious disturbance in the Cyprus economy.”

The Commission has approved similar plans for a raft of countries in the 27-European Union bloc in the last three years.

Lawyers go on strike LAWYERS across the Republic held a 24-hour strike yesterday to protest the many problems plaguing the legal system Lack of proper infrastructure and failure to replace judges and other personnel after they leave are but a couple of the problems cited by the lawyers.

President of the Bar Association Doros Ioannides has said that if immediate action is not taken to fill the vacant positions left by retiring judges and courtroom staff, the already overburdened justice system will collapse, resulting in “anarchy”.

The justice system is already suffering from “huge problems that have remained unsolved for decades”, creating massive delays for people seeking justice and serious problems in getting court rulings enforced.

There are 165,000 courtissued warrants currently outstanding. In the Nicosia district alone, lawyers are still waiting to complete cases that were filed in 2006.

Cases set to be heard yesterday had been re-scheduled.

By Poly Pantelides THE HEALTH ministry’s promised price reductions in medicines will be effective some time within February due to a delay, health minister Androula Agrotou said yesterday.

Agrotou said that changes in the prices of medicines had been expected in January.

But she told parliament yesterday that a problem had arisen with the company tasked to update the price lists and so pharmaceutical services would do it themselves.

“Nothing of essence will change,” she said referring to the postponement.

But opposition deputy Stella Kyriakidou said Agrotou’s predecessor, Stavros Malas, who is now running in the presidential elections, had made empty promises.

“Really, one should wonder on what data the promises of the former health minister to patients were made, making important proclamations of cheaper medicines before leaving the ministry, which he obviously could not keep,” Kyriakidou said.

Malas had promised price reductions of up to 50 per cent in some cases but then agreed with pharmaceutical companies to an average reduction of 7 per cent, the result of pushing forwards a price review due next year.

The methodology for calculating prices is unchanged and involves getting the average wholesale prices of four EU member states that range from cheap (Greece) to expensive (Sweden).

The two countries in the middle are France and Austria. Medicines costing €10 or less will be untouched to ensure manufactures continue making them. Companies will also be able to sell over-thecounter drugs, sold without prescriptions, at whatever price they want.

Malas stepped down in October, and Agrotou, the former chief medical officer in the health ministry, took his place. Presidential elections are due in February.

Drug suppliers rake it in

By Poly Pantelides WHOLESALE buyers of illegal drugs in Cyprus might expect to pay up to €45,000 per kilo for cocaine, about €10,000 euros per kilo for cannabis, and up to €5,000 for a thousand ecstasy pills, a recent study shows.

The European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) has done a pilot study done with the European law enforcement agency, Europol, on wholesale drug prices in Europe.

The drugs squad YKAN started gathering wholesale price data in Cyprus last year with the help the Cyprus monitoring centre for drugs and drug addiction (CMCDDA) which has recently published its study.

So far, wholesale prices for 2011 have been collected for

Cannabis usually went for €10,000 per kilo but prices ranged from €4,000 to €14,000.

Cocaine cost between €35,000 and €45,000 per kilo and ecstasy pills cost between €4,000 and €5,000 per 1,000 pills.

Skunk cannabis cost between €8,000 and €10,000 per kilo.

A recreational cocaine user told the Cyprus Mail that a gramme of cocaine might cost €100, at least twice as costly as the wholesale rate.

Skunk cannabis might cost €20 per gramme (twice the wholesale price), the same

user said adding however that it was cheaper to buy bigger quantities. Data collection in Cyprus is still incomplete because of the need to train officers and set up an integrated IT system, CMCDDA said.

Researchers across Europe have defined wholesale drug prices as at least 1.0 kilo or 1,000 pills or doses as appropriate, traded for distribution to other wholesalers or retailers.

Retailers sell small amounts to end users. “Wholesale prices will result from the interaction between demand and supply,” the EMCDDA said in the study. If there are more drugs than willing buyers, prices drop and if there are

more willing buyers than available drugs prices go up. Also, if there are more wholesalers who can provide a product, they will compete with each other and prices will drop, the researchers said.

The data has been collected to help with law enforcement, policy making and research.

Europol and the Serious Organised Crime Agency (SOCA) made a template for wholesale drug price collection in 2009, later improved for a second round of data collection in 2010.

Cyprus was among the 23 EU member states and candidate countries who gave information on wholesale prices for illegal drugs including co-

caine, cannabis, and ecstasy.

The information was mostly collected by undercover police officers, by using informants, or by questioning people arrested by the police. About 80 per cent of participating countries said they regularly got information from interviews with people arrested in relation to illegal drugs’ cases.

Over half said they used evidence from crime scenes and confiscated materials. Almost no one used academic studies that interviewed drugs’ users.

Cyprus did not look at substance purity when looking at wholesale prices because it is considered expensive and time consuming, the CMCDDA said.

In addition to Cyprus, a number of countries including Germany, France and the UK participated in the study.

By Elias Hazou LAST WEEK’S decision to award an offshore gas exploration licence to a consortium which includes a subsidiary of Gazprombank may have been a sweetener for a hoped-for Russian loan to keep the government afloat until the end of its term, reports said yesterday.

Daily Alithia, a newspaper supportive of the DISY party, said the Cabinet’s decision to award the Block 9 licence to a consortium including GPB Global Resources BV (a Gazprombank subsidiary) was clearly a political decision designed to sugar-coat a request made

by Cyprus for a €1 billion loan from Russia.

But according to the paper, the loan would not come from the Russian government per se, but rather from Russian banks involved in the Block 9 project.

Citing senior government sources, Alithia said the Christofias administration hopes the €1 billion will be enough to ride out the storm until February’s general elections.

The sources said the government wants at all costs to avoid signing a bailout deal with the EU/IMF, which would come attached with austerity measures.

In fact, Alithia said, this €1 billion is precisely the “new” or “revised” Cypriot request for a Russian loan to which AKEL leader Andros Kyprianou alluded to last Thursday.

Kyprianou had said President Christofias – realising that Russia was having difficulty responding to Nicosia’s initial demand for a €5 billion loan – has submitted a new proposal, which was “now on the table.”

Block 9 is just north east of Block 12 Kyprianou made the revelation shortly after returning from Moscow. But on the same day, the finance minister denied knowledge of any “new” request by Nicosia.

Alithia speculated that the reason why the finance minister was in the dark about this “new” request is because it does not concern an interstate loan, but a different arrangement altogether.

Data seen by the Mail show that to date Block 9 has been by far most the popular offshore prospect in the second licensing round, with a total of eight bids submitted for it.

The prospect lies northeast of Block 12, where US firm Noble Energy reported significant reserves of natural gas after exploratory drilling last year.

It’s understood that the evaluation committee’s highest rating for Block 9 went to the bid submitted by another consortium, that comprising Italy’s ENI and South Korea’s KOGAS. Alithia said certain members of the evaluation committee are “outraged” at the Cabinet’s selection. One member was quoted as saying that the winning bid was financially not the most beneficial to Cyprus. He went on to claim that he had been put under “enormous pressure” to change his mind and pick the Total-NOVATEC consortium against his better judgment.

Government sources yesterday neither denied nor confirmed the existence of a divergence of opinion between the evaluation committee and the final recommendation of the Commerce Minister. Everything was done by the book, they told the Mail.

The same sources explained that in assessing the bids for Block 9 the evaluation committee employed just two of the five criteria listed in the call for expressions of interest. But the Commerce Minister employed a different set of criteria (all five) in arriving at his own recommendation.

The other three criteria are: national security; the financial consideration that the applicant is offering in order to obtain the license; and “any lack of efficiency and responsibility that the applicant has shown under any previous licence or authorisation of any form in any country of the world.”

Under the relevant law, the Cabinet reserves the right to override the recommendation of a panel if it deems that other factors are germane, such as issues of national security.

Also bidding for Block 9 was a consortium consisting of Edison International SpA (Italy), Delek Drilling Ltd Partnership (Israel), Avner Oil Exploration Ltd Partnership (Israel), Enel Trade SpA (Italy), and Woodside Energy Holdings Pty Ltd (Australia).

Alithia suggested also the timing of the award of the licences was strange. It said the four offshore licences were awarded just days after another Cabinet session gave the green light to Noble to farm out 30 per cent of its stake in Block 12 to Israel’s Delek group.

The paper said the move was made to “appease” the Israelis for not awarding them the licence for Block 9.

BURGLARS stole jewellery worth €232,470 in total from three different homes across the island on Monday, authorities said yesterday.

In Nicosia, thieves stole a safe containing €200,000 worth of jewellery from a residence around midday.

Thieves emptied the safe and then dumped it in the village of Mathiatis on the outskirts of Nicosia.

Police found it and have begun searching it for evidence.

Police also reported that €20,470 worth of gold jewellery was taken from a house in Kannavia in the Morphou district during the early hours of Monday.

The third robbery also happened during the early hours of Monday in the village of Kyperounta where €12,000 worth of jewellery was stolen.

According to statistics gathered by the police, there have been fewer burglaries this year compared to last year.

Between the months of January and September last year a total of 2572 burglaries were committed across Cyprus. In 2012, during the same period there have been a reported 2232 burglaries with Nicosia and Limassol being the most hit areas.

Over 77 per cent of these cases remain unsolved this year.

Speaking to the Cyprus Mail, police spokesman Andreas Angelides advised people to make sure their houses are insured, that valuables be placed in safes and that those safes are put in a secure place in the house.

Luminous safety jackets given out TRAFFIC police will be handing out luminous safety jackets today as part of road safety week.

Employees of Laiki Insurance and traffic police will be giving out the jackets at the Latsia weighing station, at 10am for those travelling from Nicosia to Limassol.

Police said the goal of handing out the jackets was to make drivers more conscientious and to keep in line with road safety regulations.

Soulioti, 92, was Cyprus’ first and only female attorneygeneral, and the first woman to serve as a lawyer on the island.

She was also the first woman law commissioner on the island and a female justice minister. Soulioti headed the Cyprus Red Cross Society for decades and was on UNESCO’s executive board, and wrote “Fettered Independence” on the history of Cyprus from 1878 to 1964.

The pair were arrested on Monday, around a week after police visited the company offices in search of evidence.

One of the men was released the same day, the second was freed yesterday. Neither were charged.

‘Now we want to wear track suits to school’ PUPILS from the historic Pancyprian gymnasium in Nicosia yesterday morning held a wildcat demonstration, calling on the school’s management to let them wear tracksuits instead of jeans at school.

“There are people who can’t wear jeans. Now that the weather is changing, we can’t come to school with jeans because we’ll get cold,” said one pupil, speaking to the state broadcaster.

“I don’t want to feel tight in the classroom. It’s more comfortable wearing a tracksuit,” said another.

“Other schools wear tracksuits. Why can’t we? They can’t tell me what to do. I haven’t done anything wrong or broken anything,” said his friend.

A former pupil told CyBC that the problem with the children today was that they had too much freedom and not enough respect.

According to the state broadcaster, the education ministry sent a circular to the school, telling management that it was up to the school to decide whether pupils can wear tracksuits during the winter or not.

Some years ago students around the island battled with then Education Minister, the late Pefkios Georgiades for the right to wear jeans to school. The ministry capitulated with certain guidelines on colour and style.

UCY’s medical school on track Opposition deputies decide to withdraw their previous proposal to freeze funding

By Stefanos Evripidou OPPOSITION DEPUTIES in the House Education Committee yesterday decided to withdraw the legal proposal freezing supplementary funds for the establishment of a Medical School by the University of Cyprus (UCY).

Ruling AKEL welcomed the move but called it a “disorderly retreat” of the opposition groups after trying to put the whole project in the freezer.

Speaking after a committee meeting, Education Minister Giorgos Demosthenous welcomed the decision by DISY, DIKO and EVROKO to withdraw the proposal, expressing his great satisfaction that the ministry’s plans can proceed as planned. The medical school is expected to welcome its first students

in September 2013, he said, adding that the ministry will monitor closely developments regarding the new school’s staffing, and other issues related to its operation.

The fund-freezing proposal was tabled two weeks ago

by Committee Chairman, DISY’s Nicos Tornaritis, along with DIKO MP Athena Kyriakidou and EVROKO’s Demetris Syllouris.

Tornaritis at the time questioned how the school expected to open the necessary positions, choose and hire academics in time to welcome the school’s first 40 students next September.

In an effort to explain the move, he argued that parliament needed to ensure that every euro spent of the Cypriot taxpayers was fully justified.

Ruling AKEL’s response was to accuse the three parties of hypocrisy for voic-

ing concern about meeting the target date while at the same time setting further obstacles to make sure that date is missed.

Justifying his turnaround yesterday, Tornaritis said his party decided to withdraw the proposal to avoid being blamed for delays in the school’s establishment.

The main opposition party wants to see the school up and running but based on qualitative and academic criteria, “not some flash in the pan decision by AKEL simply so it can tell people ‘look we made a medical school’,” said the DISY MP, He questioned how the state would be able to come up with the budget earmarked for the school, noting that DISY also has doubts as to whether the school will begin operations next September as planned, given the way the government has handled it

UCY is expected to welcome its first students in 2013 so far, said Tornaritis. “Unfortunately, given the way the government has handled things from a purely communications perspective, I’m afraid the Medical School will not operate in September 2013,” he said, accusing the present government of “inconsistency”.

The committee chairman called on the education minister and UCY Rector Costas Christofides to examine all alternative options before them “to ensure the first 40 students and their families do not become victims of the government’s actions and omissions”.

While welcoming the bill’s withdrawal, AKEL deputy Giorgos Loucaides described it a “disorderly re-

treat” by DISY and other co-sponsors of the legal proposal.

The whole problem was created by DISY for a sum of €15,000 the university needs to invite the school’s first academic, argued Loucaides.

“The aim of DISY and those who co-signed the proposal was to put the medical school in a plaster cast so it won’t operate in 2013,” he said.

Christofides also welcomed the opposition MP’s decision, noting however that the university would have to move at a faster pace to accomplish the goal of welcoming the medical school’s first students next September.

MEN in Paphos are being encouraged to grow moustaches for the duration of the month before shaving them off for charity.

The idea is to help raise funds, and increase awareness of men’s health issues as part of the worldwide ‘Movember’ campaign.

This year funds are being raised in support of the Paphos Friends hospice, and Movember is being organised by St George’s Football Club.

Every year during the month of November ‘Movember’ asks men across the world to grow a moustache with the aim of raising money and awareness for men’s health issues, such as testicular cancer. At the end of the month the moustaches are shaved off.

A spokesman for the event said: “We are encouraging Paphos men to sport luxuriant whiskers. They act as a walking advertisement highlighting the necessity of regular medical checkups for prostate and testicular cancers. “ He added that individuals taking part are being encouraged to get sponsorship for their efforts; all of the proceeds will be donated to the hospice.

The Friends hospice is currently the only operational hospice in Paphos and is situated in a special wing of the Evangelismos hospital.

Since opening in 2006, the facility has grown and now consists of a seven-bed unit which is solely run by donations, money raised by the shops and fundraising events.

Around 500 people have been cared for at the hospice which provides palliative care for people suffering with life limiting illness and support for them and their families.

Julia Search, Chairperson of The Friends’ Hospice Support Group said : “It’s a wonderful gesture by St George’s Football Club, not only is the Movember effort raising awareness of the dangers of male cancers but is raising vital funds to help maintain the hospice.”

At the end of November, Pete Jenkinson, a barber from Peyia, will bring his hair-cutting equipment to the Frog and Toad bar in Coral Bay, where the men will all be ‘shorn.’

Prize-winners for the most impressive moustaches will be announced and there will be a chance to have a haircut at the bar.

Movember moustaches were first grown in Australia in 2003. Since then the Movember campaign has gathered momentum and is now a global event. Rock FM will be broadcasting live from the venue and there will be entertainment for all the family.

Britain injured Heathrow plea over super-hub Scores in bonfire Airport bosses want inquiry to examine case for huge expansion celebrations

By Nicholas Cecil and Joe Murphy HEATHROW bosses yesterday called on a major inquiry into airport capacity to examine plans for not only a third runway but a fourth as well.

The move will alarm hundreds of thousands of residents in west London and environmentalists.

Many campaigners against a third runway have long feared it would pave the way for a fourth.

Sir Howard Davies is to chair an expert committee examining options for airport expansion. The prospect of two more runways at Heathrow has been raised by the Free Enterprise Group of Tory MPs. The centre-right think tank Policy Exchange has also promoted plans for a fourrunway airport west or north of the capital.

A Heathrow spokesman said: “We don’t endorse either proposal but we do believe that the Davies commission should consider any option for a single airport capable of handling the UK’s future hub capacity needs.

Many campaigners against a third runway have long feared it would pave the way for a fourth “Like all the options, these have their strengths and their weaknesses, which is why the commission needs to undertake a thorough analysis of them all.”

Aviation experts believe it is highly unlikely that Heathrow would be allowed to in-

The Free Enterprise Group wants the Government to grant planning consent simultaneously for two more Heathrow runways to turn the airport into “a truly world class hub”.

The group, which is supported by 40 MPs, outlined

MORE than 80 people needed treatment by ambulance crews at Monday’s Lewes bonfire celebrations with seven being sent to hospital.

Nine people were arrested on suspicion of throwing fireworks, including a 32-yearold man suspected of aiming one at a police inspector.

A woman who was hit in the face with a firework was treated at the scene.

About 30,000 people attended the processions. No injuries were reported as being serious, Sussex Police said.

This year’s event saw half the attendance figure of the 2011 celebrations, which took place over a weekend.

Revellers were advised to wear eye protectors after five people suffered serious eye injuries last year.

Supt Laurence Taylor from Sussex Police said: “Fortunately we saw a significant drop in the number of firework-related injuries compared with last year.”

Croc caught A CROCODILE on the run from a Gaza zoo for the past 18 months has finally been captured, police said yesterday.

Romney stayed on board until the Biden motorcade cleared the tarmac, which soon became even more crowded when his Republican running mate, Paul Ryan, landed to join the Cleveland visit.

Settling into his hometown of Chicago, Obama delivered a final pitch to morning commuters in tossup states that have been an almost obsessive focus of both campaigns, and made a surprise visit to a local field office staffed with volunteers.

“Four years ago, we had incredible turnout,” Obama told a Miami radio station in a pre-recorded interview.

“I know people were excited and energised about the prospect of making history, but we have to preserve the gains we’ve made.”

He called a hip-hop music station in Tampa, Florida, in a final outreach to African-American supporters, telling listeners that voting was “central to moving our community forward.”

Fuelled by record spending

on negative ads, the battle between the two men was focused primarily on the lagging economic recovery and persistently high unemployment, but at times it also turned personal.

By Jeff Mason U.S. President Barack Obama congratulated Republican rival Mitt Romney yesterday for running a hard-fought race for the White House and expressed confidence he would win re-election during a stop at a local campaign office to thank volunteers.

“I... want to say to Governor Romney congratulations on a spirited campaign. I know that his supporters are just as engaged and just as enthusiastic and working just as hard today,” Obama said as volunteers made phone calls encouraging supporters to get to the polls.

“We feel confident we’ve got the votes to win, but it’s going to depend ultimately on whether those votes turn out. And so I would encourage everybody on all sides just to make sure that you exercise this precious right that

we have that people fought so hard for us to have.”

Obama made calls to volunteers from the campaign office to thank them for working for his re-election.

“I expect that we’ll have a good night, but no matter what happens, I just want to say how much I appreciate everybody who supported me, everybody who’s worked so hard on my behalf,” he said.

Traditionally presidential candidates get media attention on Election Day by going to vote. But Obama cast his ballot in Chicago last month - part of his campaign’s push to get its supporters to vote early.

So the president’s visit to the office gave him a chance to get in front of the cameras, generate news coverage and encourage turnout.

Obama and Romney, a former Massachusetts governor and private equity executive, have fought a largely negative campaign.

Voting appeared to go smoothly in most places.

But thousands of voters in New York and New Jersey encountered confusion and frustratingly long lines.

A BRITISH businessman murdered in China in a highprofile case of political intrigue was an informal source of information for Britain’s foreign intelligence agency, MI6, two sources said.

The sources confirmed the substance of a news report alleging that UK businessman Neil Heywood, who died under suspicious circumstances a year ago in the Chinese city of Chongqing, had been in contact with MI6 and had been a “willful and knowing informant.”

The sources reiterated public denials by top British government officials that Heywood had ever been an MI6 staff officer.

The Wall Street Journal reported yesterday Heywood’s contact in MI6 had once described him as “useful”.

It said Heywood, who acted as a “freelance” consultant advising companies and individuals on business in China had provided British intelligence with information on the family of Bo Xilai, a Chinese Communist Party boss whose downfall earlier this year caused political upheaval.

The opposition said at least 100 more people were killed in the 19-month old revolt.

Putin sacks defence minister amid money, adultery scandals PRESIDENT Vladimir Putin yesterday fired Russia’s defence minister over corruption allegations, the latest twist in an unfolding saga of power, money and suspected adultery at the heart of the Kremlin.

Putin announced on television that he had fired Anatoly Serdyukov, once seen as one of the president’s most loyal courtiers but lately a liability amid allegations that the military sold off assets cheaply to insiders.

“Taking into consideration the situation around the Defence Ministry, in order to create conditions for an objective investigation into all matters, I have decided to remove Defence Minister Serdyukov from his post,” Putin said.

Serdyukov’s replacement will be Sergei Shoigu, recently named governor of the Moscow region and known as a popular and loyal Putin ally during nearly two decades as head of the Emergencies Ministry.

The defence minister wields immense power in Russia, channelling billions of dollars every year through the country’s powerful defence industry, the second largest arms exporter in the world. Putin has promised to spend 23

trillion roubles ($726.30 billion) on the military by the end of the decade.

Corruption has been endemic at the defence ministry for decades. The country’s top military prosecutor said last year that a fifth of the budget was stolen or embezzled.

Putin said at the televised meeting with Shoigu that he must continue “grandiose plans for the reform of the army”.

Russian investigators raided the offices of Defence Ministry firm Oboronservis last month and opened an investigation into the company on suspicion that it had sold assets to commercial firms at a loss of nearly $100 million.

Business Merkel, Cameron to thrash out EU budget differences

London finance firms to axe 13,000 jobs in 2013 LONDON’S financial sector will lay off 13,000 staff in 2013, cutting employment in a key UK economic sector to a 20-year low, as job vacancies also drop in Europe and even Asia, studies showed.

Financial firms in Europe’s biggest financial centre have laid off more than 100,000 employees since a market peak in 2007, driven by four years of crisis that have brought a wholesale reassessment of banks’ role and business models.

Weak deal making will drag London job levels in 2014 to their lowest since the early 1990s, the Centre for Economics and Business Research (CEBR) predicted yesterday The Centre previously saw banks and other financial firms adding around 6,000 jobs next year but now expected a collapse in many business areas during 2012 and little chance of a big rise in activity next year.

“The models indicate at best stabilisation during 2013/14 and a gentle rise thereafter,” CEBR said in its statement.

The financial sector accounts for just over 10 per cent of the UK economy, more than construction or manufacturing, and is seen by most analysts as a key driver of the long-running economic boom that ended with the 2008 crisis.

Worries about the health of the euro zone kept equities trading volumes weak in 2012, hurting many London stockbrokers, while mergers and acquisitions in the UK have also slowed.

This has hit smaller firms as well as international banks with big bases in London, with Germany’s Deutsche Bank among those cutting jobs in 2012.

Reports show Europe economies worsening Gloom as big economies see no improvement in Q4

By Andy Bruce THE fourth quarter has so far brought no improvement in the fortunes of most of Europe’s economies, which now risk shrinking more than previously expected, gloomy data showed yesterday.

Purchasing managers indexes (PMIs), which gauge the activity of thousands of companies worldwide, showed euro zone businesses endured their worst month in October since June 2009, with little hope of a turnaround coming soon.

The euro zone relies heavily on Germany, its largest economy, to generate growth.

Business activity there shrank at a faster pace last month and new data show industrial orders in September plummeted at a far faster rate than expected.

PMI compiler Markit said its latest survey was consistent with the euro zone economy shrinking at a quarterly rate of around 0.5 per cent.

If the PMIs fail to improve for November and December, the euro zone economy could easily face a hefty contraction in the fourth quarter.

“Given the stabilisation in financial markets, and in consumer sentiment indicators in some countries, we thought perhaps you would see some stabilisation in the PMIs as well,” said Janet Henry, chief European economist at HSBC. “What’s disappointing about the Q4 data is the weakness reflected in the

core euro zone indicators - the French and German PMIs.” German industrial orders data for September only added to the sense of gloom with a 3.3 per cent monthon-month decline.

While the data series is notoriously volatile, it bodes poorly for industrial production data due today.

“This will add to concerns within financial markets that the global trade cycle is weakening, and certainly suggests momentum going

into the fourth quarter is fairly weak,” said Nick Matthews, European economist at Nomura.

British industrial output also fell more sharply than expected in September, data showed yesterday, reinforcing fears an incipient recovery will struggle to gather pace.

Britain’s services PMIs were released on Monday, and suggested the same.

AUDITORS BEMOAN PERSISTENT ERRORS IN THE EU’S SPENDING OFFICIAL auditors found substantial errors in European Union spending last year, providing new ammunition to those seeking to stop an increase in the bloc’s next long-term budget.

The European Court of Auditors, which is responsible for checking the finances of the EU’s institutions, said yesterday it had found irregularities affecting 4 per cent of total spending during 2011, equivalent to around €5.2 billion.

The biggest problems were in outlays on rural development, fisheries and health, the Luxembourg-based court said in its annual report, which ran to more than 240 pages.

The overwhelming majority of errors arose from “misapplication or misunderstanding”

of the EU’s complex rules, the auditor said, although a handful of cases of suspected fraud were reported to the EU’s anti-fraud office.

“With Europe’s public finances under severe pressure, there remains scope to spend EU money more efficiently and in a better-targeted manner,” court President Vitor Caldeira said.

“Member states must agree on better rules for how EU money is spent, and member states and the Commission must enforce them properly.”

Politicians in Britain have pointed to evidence of waste and inefficiency in EU spending to push for deep cuts to the bloc’s proposed budget for 2014-2020, which covers a total of €1 trillion and is in the process of being negotiated.

But there were two bright spots in yesterday’s PMI data. The Irish survey rebounded strongly in October and the Italian services PMI, while still showing businesses are struggling, shot above the highest forecast from economists.

“It’s not all really bad news, but it’s all consistent with a contraction in the real economy. And that’s not what you want when you’ve got really high debt levels,” said HSBC’s Henry.

That applies particularly to Spain, the euro zone’s No.4 economy, as its services sector shrank for a 16th straight month. Most say it’s only a matter of time, likely before the end of the year, that Spain asks for a full sovereign bailout.

GERMAN Chancellor Angela Merkel will try to narrow divisions that threaten to wreck a European Union budget deal and further isolate Britain from its biggest trading partner when she meets British Prime Minister David Cameron in London today.

Cameron, under pressure after suffering a humiliating defeat in parliament at the hands of anti-European rebels in his Conservative Party, will have a working dinner with Merkel after threatening to veto the EU’s seven-year 2014-20 spending plan.

There is growing anger among German officials over what they see as Britain’s semi-detached stance towards the EU that could lead to London sliding out of a 27-nation union distrusted by public opinion and a sceptical media.

“This constant litany that we must do everything to keep Britain in the EU leads to a permanent state of blackmail by our British friends,” former German EU ambassador Dietrich von Kyaw told a seminar of the Institute for European Politics in Berlin yesterday, venting a mood of exasperation among policymakers.

AUSTERITY Cameron has called for a real-terms freeze in EU spending to reflect national austerity policies and has threatened to block a deal otherwise, potentially holding up an increase in funding for the poorest new east European member states.

He has also ruffled feathers in Europe by talking of using closer euro zone integration as an opportunity to repatriate some powers from Brussels.

In a veiled reprimand last week, Merkel said veto threats would not help the EU’s tense budget negotiations. Germany is the biggest net contributor to the budget while Britain, which receives an annual rebate on its payments to Brussels, is the fourth largest net payer after France and Italy.

The talks between Merkel and Cameron must come up with “something extraordinary” if the 27-member bloc is to reach a deal, one euro zone government source said.

The budget accounts for just over 1 per cent of EU gross domestic product, compared to between 40 and 56 per cent spent on national budgets.

Most EU money is spent on agriculture (around 40 per cent) and regional development in poorer parts of the bloc (about 35 per cent), with the balance going on research, overseas development aid and 6 per cent on administration.

The government is going the wrong way about dealing with EU partners AS IF THINGS were not bad enough for our bankrupt state and the insolvent banks, with the potential lenders playing hard-ball, we now have to start worrying about German objections to our low corporate tax, the main competitive advantage we have for attracting foreign business. If we are forced to increase corporate tax, in exchange for a bailout, it would lead to a drastic contraction of the financial services sector which makes the biggest contribution to our GDP and attracts deposits of billions to Cyprus banks.

The issue was raised in Germany last week when finance minister Wolfgang Schaeuble, was asked during a question and answer session whether Cyprus would be asked to change its corporate tax in order to secure bailout funds. While avoiding taking a clear stand, Schaeuble said that he knew of Eurogroup members that were setting this condition.

Then came the report in the authoritative German magazine Der Spiegel, which described Cyprus as a ‘money-laundering haven’ and argued that financial assistance “would mainly benefit Russian oligarchs who have parked illegal money in banks accounts in Cyprus.”

Government spokesman Stefanos Stefanou said the article was libellous and pointed out that Cyprus fully complied with all EU antimoney laundering regulations and had been favourably rated when inspected. This was the correct response to the magazine’s allegations.

However he was caught unaware about the issue of the corporate tax, as it had been raised at the last Eurogroup meeting which made the following commitment; “Regarding Cyprus, ministers affirmed their common commitment to fighting tax flight and money laundering.”

Did the finance minister not brief the government about this?

Even if he did, the government followed its usual policy of ignoring unpleasant developments in the hope they will disappear. Stefanou’s response indicated that the government had not given any thought to dealing with what could be a very difficult issue. All he could say was that the issue had never been raised in discussions with the troika and “for the government there is no such question.” This defiant rhetoric was also adopted by the AKEL chief who yesterday declared “we will never give in to any threats irrespective of where they come from.” This is the problem with this government – it believes it could run a country through cheap grandstanding. How would it stop the Bundestag from raising the issue of corporate tax when it discusses the approval of Cyprus’ bailout?

Instead of the engaging in hollow rhetoric, the government should be devising a strategy for dealing with the problem; it should make contact with the main German parties explaining how important corporate tax is for our economy, and that increasing it would wreck all prospects of recovery. The government could invite the Eurogroup to send inspectors to check allegations of money laundering as well. It is through co-operation and consultation with our partners that we will achieve our objectives, not by antagonising them and dictating to them the terms on which they would lend us money.

The one-state solution and another blind alley “E

V E R Y B O D Y knows how this will end,” wrote Nahum Barnea, one of Israel’s best-known journalists, in the newspaper Yediot Aharonot recently. “There will be a bi-national (state).” The “two-state solution” for the Israeli-Palestinian conflict is dead; long live the “one-state solution.”

The two-state solution, promised by the Oslo Accords of 1993, was the goal of the “peace process” of the past twenty years. It envisaged the creation of a Palestinian state in the one-fifth of the former colony of Palestine that did not end up under Israeli rule after the war of 1948.

That Palestinian mini-state, in the West Bank and the Gaza Strip, would live alongside Israel in peace, and the long, bitter struggle over Palestine would end happily.

That Palestinian state is no longer a viable possibility, mainly because there are now half a million Jewish settlers living amongst the two million Palestinians in the West Bank and former East Jerusalem. “I do not give up on the two-state solution on ideological grounds,” wrote Haaretz columnist Carlo Strenger in September. “I give up on it because it will not happen.”

The greatest triumph of Israeli Prime Minister Binyamin Netanyahu and his predecessor, Ariel Sharon, has been to make the two-state solution impossible. Both men pretended to accept the Oslo Accords in order to ward off foreign pressure on Israel, but both worked hard and successfully to sabotage them by more than tripling the number of Jewish settlers in the West Bank in only twenty years.

Now the job is done, and it is not only Israelis who can read the writing on the wall. Moderate Palestinians, never all that enthralled with the prospect of a tiny “independent” country completely surrounded by the Israeli army, are also giving up on the two-state idea. As Ahmed Qurei, who led the Palestinian delegation that negotiated the Oslo Accords, wrote recently: “We must seriously think about closing the book on the twostate solution.”

So the one-state solution is creeping back onto the agenda, if only tentatively. The current Israeli government will have

Comment Gwynne Dyer nothing to do with it, since endless, futile talk about an independent Palestinian state serves Netanyahu’s purposes so well.

But one day there will be a different government in Israel, and the Palestinians will still be there. What are the odds that the one-state solution might then get real traction?

In a sense, the single state already exists: Israel has controlled the West Bank militarily since the conquest of 1967, and until recently it occupied the Gaza Strip as well. Almost 40 percent of Israelis already support a solution that would simply incorporate the West Bank into Israel permanently.

But what would Israel do with those two million extra Palestinians who would then live within the country’s expanded borders? Combine them with the million and a half Palestinians in Israel, the descendants of those who were not driven out in 1948, and there would be 3.5 million Palestinians in a one-state Israel that included almost all the land west of the Jordan River.

Add the Palestinians in the Gaza Strip, who will number another 2 million in five years time, and there would be 5.5 million Palestinians in Israel. That would mean there were almost as many Palestinians in Israel as there are Jews.

That unwelcome prospect is probably why Ariel Sharon unilaterally withdrew all Israeli troops and settlers from the Gaza Strip and sealed the border in 2005: if there were ever a one-state solution, he didn’t want those extra two million Palestinians to be part of it.

He did want to keep the West Bank, on the other hand – but even without the Gaza Strip, the one-state solution would produce an Israel whose population was more than one-third Palestinian.

This is precisely why an increasing number of Palestinians favour the one-state solution.

They have tried guerilla war to get their lands and their political rights back, to no avail. They have tried terrorism, which didn’t work either. They tried ne-

So maybe the best tactic would be to change the Israeli-Palestinian conflict from an international problem to a civil rights problem.

So the Palestinians should just accept the permanent annexation of the West Bank by Israel, argue the one-staters. Indeed, they should actively seek it. They are already Israeli subjects, by every objective measure of their condition. If they become Israeli citizens instead, then the question of their status becomes a civil rights issue, to be pursued non-violently – and perhaps with a greater chance of success.

That is the logic of the proone-state argument among the Palestinians, and it is flawless if you assume that Palestinians would enjoy full rights of citizenship once the West Bank was legally part of Israel. But that

is rather unlikely, as the status of Israel’s existing Palestinian citizens already demonstrates.

They are much poorer and less influential politically than their Jewish fellow-citizens.

A new public opinion poll in Israel by the Dialog polling group reveals that almost 70 percent of Israeli Jews would object to giving West Bank Palestinians the vote even if Israel annexed the territory they live in. The only alternative is an apartheid-style state where only the Jewish residents have rights, but most Israelis seem quite relaxed about that. The Palestinians are probably heading up another blind alley. But then, all the alleys are blind.

By the time production began on Steven Spielberg’s movie Lincoln, the British-Irish actor was so immersed in the character he was even texting costars as America’s Civil War president.

“I knew nothing about him,” Day-Lewis, 55, told reporters ahead of the film’s November 9 release.

“I had everything to learn and apart from a few images, a statue ... a few lines from the first inaugural, a few from the Gettysburg address, that would be my entire knowledge of that man’s life,” he added.

Entertainment website Cinema Blend called his performance “faultless and surprisingly restrained,” while Indiewire writes that “the motivating force of Lincoln belongs to its leading man, whose screen presence is a wonder to behold even when he says nothing”.

Lincoln was no exception.

Sally Field, who plays Mary Todd Lincoln, recalled how the man who would play her on-screen husband had texted her “totally in character” over a seven-month period prior to shooting the movie.

“It was difficult because you had to figure out how to say what you wanted to say within the vernacular of the time,” Field told reporters.

The film centres around the last few months of Lin-

coln’s life. The Civil War is still raging and the president is fighting factions within his own cabinet, as well as political factions in Congress, to pass the Thirteenth Amendment to the U.S. Constitution that abolished slavery.

While efforts to pass the Thirteenth Amendment in late 1864 and early 1865 take centre stage in the film, it also delves into Lincoln’s life at home with his wife and sons Robert (Joseph Gordon-Levitt) and Tad (Gulliver McGrath).

Spielberg said the film was never intended to be a biography of Lincoln.

“We needed to focus it in on a working president and a father and a husband,” Spielberg explained.

“You couldn’t do that if it was the greatest hits of Abraham Lincoln. We would have been dilettantes as filmmakers and as actors.

We would have been hitting all the high points and just giving you the headlines and not giving you any sense of the depth of this character, this man,” he added.

JOHN Lennon held out the promise he could bring out more musical greatness in legendary guitarist Eric Clapton in a letter that could fetch as much as $30,000 when it is sold at auction next month, the organisers of the sale said.

The signed, hand-written letter by the Beatle, who died in 1980 at the age of 40, is one of a selection from some of the world’s great musicians that will go under the hammer in Los Angeles at the Profiles in History auction on December 18.

In a draft letter dated September 29, 1971, Lennon expressed his respect and admiration for British guitarist Clapton and suggested that they form a band together.

“Eric, I know I can bring out something great, in fact greater in you that had been so far evident in your music.

I hope to bring out the same kind of greatness in all of us, which I know will happen if/ when we get together,” Lennon wrote in the letter.

The letter will hold special significance for Beatles fans as auctioneer Joe Maddalena said it was widely known that there were problems in the Fab Four’s relationships with each other, and that Clapton had almost become a Beatle.

BEATLES BREAKUP Clapton played in the Plastic Ono Band, formed by Lennon and Yoko Ono in 1969 before the breakup of the Beatles in 1970. He also played on the George Harrison song While My Guitar Gently Weeps, which was on the Beatles’ White Album.

“There was a point in time when George Harrison thought about leaving the band and his replacement was Clapton, so this letter is a link of what could have been,” Maddalena said.

The letter is one of 300 manuscripts and letters from literary, musical and political greats, that will be auctioned from the holdings of an American collector.

“What we know of history is from the written word, without these letters, it would all be verbal. It’s a really unique area of collecting as you’re getting a glimpse into people’s minds,” Maddalena said.

Other highlights include a handwritten letter from George Washington, with a pre-sale estimate of up to $300,000, and a Charles Dickens manuscript with an obituary of novelist William Thackeray, expected to fetch between $40,000 and $60,000.

Also on the auction block is a signed, handwritten letter from German composer Ludwig van Beethoven to Tobias Haslinger, a friend of his publisher, in which the musician discussed the second performance of his Ninth Symphony and the Missa Solemnis, two of his most revered works.

Stop our children snacking, parents plead with schools Three in four parents want their children kept in school for lunch Plays to mark Shakespeare’s 450th birthday THOUSANDS of children in Britain are to be given the chance to stage a Shakespeare play in a theatre to mark the 450th anniversary of the Bard’s birth in 2014.

The Shakespeare Schools Festival, whose patrons include Dame Judi Dench, Kevin Spacey and Jenny Agutter, will receive £140,000 from the Department for Education to help it almost triple the number of schools it works with, reaching 50,000 children in 2014.

The department is also giving the Royal Shakespeare Company £125,000 to provide all state secondary schools with a free copy of its RSC Shakespeare Toolkit for Teachers, containing more than 60 hours of teaching resources on Macbeth, Romeo and Juliet and A Midsummer Night’s Dream.

Agutter said: “The use of language can give us more than basic communication.

Shakespeare’s wonderful plays let us hear and understand people’s strengths, weaknesses, fears and joys.

“The plays pose questions about humanity and morality. The words have a music that touches our senses.”

Education Secretary Michael Gove said: “I was enraptured by a Shakespeare Schools Festival performance of Macbeth by a primary school at the Royal Court earlier this year.

“The festival enables students to bring the plays of the great playwright to life and does fantastic work to improve cultural education in our schools.”

By Alison Kershaw CHILDREN should be made to stay in school at lunchtime to stop them buying unhealthy snacks and takeaways, research in the UK suggests.

It also found that the vast majority of parents believe that tough healthy food standards should apply to all schools, including academies.

The study, by LACA, which represents catering managers, is based on a survey of more than 12,000 parents and reveals current opinions about school dinners.

The findings show that three in four parents (73.4 per cent) are in favour of secondary school students, up to the age of 16, being kept on school premises during lunchtimes for their own safety, and to stop visits to local takeaways and shops.

A further third (35.5 per cent) would like to see sixth-formers (aged 16-18) banned from leaving school at lunchtime.

Anne Bull, national chair of LACA, which conducted the study with ParentPay, said that the significant numbers of parents in favour of keeping teenagers in is a “highly persuasive factor for head teachers to make changes to school policy.”

“Whilst we cannot prevent students buying from takeaways and shops on the way to or after school, we should all be working together to help encourage young people to use the school food services more during the time they are at school.,” she said.

The study also examined views on strict nutritional guidelines that were introduced in England’s primaries in 2008 and secondaries in 2009.

In the past year concerns have been raised that academies, which are semi-independent state schools, are exempt from these rules, which other local authority-run schools must follow.

More time to finish exams PUPILS are increasingly being granted extra time to complete GCSE and Alevel exams, official figures showed on Monday.

Ofqual statistics reveal that 128,744 requests were made this summer for candidates to be given up to 25 per cent longer in an exam.

This is a 5 per cent increase on the year before, when 122,214 requests were made.

The latest data shows that the majority of requests were granted - a total of 123,248 were approved this summer, compared with 117,169 the year before.

Under current rules, schools are allowed to ask for reasonable adjustments to be made for candidates who have particular needs.

The solar energy debate Coming Up Music Karaolides makes Satiriko ‘debut’

THE Satiriko Theatre will host something a little different tomorrow evening as a composer and piano are thrust under the glaring spotlight.

The new Satiriko Theatre will welcome on stage Olivios Karaolides for one night only to present his musical performance Enarxis (The Debut). In his musical journey he will be joined by Andreanne Athanasiou, Constantine Andronikou, Irene Antoniou and Stelios Mappouras.

Karaolides graduated from Université Paris – Sorbonne with postgraduate studies in Music and Musicology. Although he lives in Paris, he travels a lot for his work and has participated in many international festivals around the world including New York, London and Montreal. His love of Cyprus often leads him back home, where he has worked with many exceptional Cypriot artists. This past March he had the opportunity to participate in the 20th Competition for Composition of Traditional Songs in Cyprus which he won with the song ‘To Spiti Mou’.

Tomorrow Exhibition The art of diplomacy IT’S BEEN four years since Françoise Moncomble retired from a career in French diplomacy and in that time she has seamlessly transitioned from civil servant to accomplished painter.

The aim is to monitor and evaluate the performance of photovoltaics in Cyprus.

For those not familiar with the word photovoltaic, it refers to solar cells. They look similar to solar panels but they work in a different way. Solar panels are used to produce hot water or even steam. Photovoltaic panels convert the sunlight directly into electricity. A typical example of a device powered by photovoltaic cells is a solar powered calculator.

Following a tour of the park, participants will head to the university campus for a solar energy forum, where the director of the Institute for Photovoltaics at the University of Stuttgart, Jürgen H. Werner will give a speech.

The panel includes five-minute presentations from: Solon Kasinis, Director of the Energy Service at the Ministry of Commerce, Industry & Tourism; Stavros Zenios, Professor of the University of Cyprus at the department of Public and Business Administration and UNICA President; Stelios Stylianou, EAC General Manager; Charalambos Theopemptou, Commissioner for the Environment; Andreas Pentaliotis, Natural Gas Officer at CYGAS; George Georgiou, President of the Cyprus Associa-

HEN Jeroen Aerts, a Dutchman tasked with crafting a plan to defend New York City from flooding, first looked at its coastline seven years ago, he was taken aback by how vulnerable it was.

Unlike some of the other large cities around the world, such as London and Amsterdam, that have comprehensive flood defence systems with levees and storm surge barriers, New York was completely at the mercy of the elements.

“I was looking at the water and wondering - where are the levees?” said Aerts, a professor of environmental risk management at the VU University in Amsterdam and an adviser to New York City.

“Nobody was doing anything on flood risk.”

As the devastation after super storm Sandy last week made all too clear, little progress has been made since Aerts first looked at the Atlantic Ocean from New York’s shores. The storm caused

widespread flooding, power outages, travel chaos and left more than 40 people dead in New York City. Early estimates predict it also caused up to $18 billion in economic losses in New York state alone.

New York state and city officials have started talking about the need for a comprehensive flood defence system, but many obstacles remain.

According to Aerts’ top estimate, it could cost as much as $29 billion to build and implement. The question of who will pay for it remains unresolved.

Most comprehensive proposals for storm surge defences involve a system of two to four barriers, each spanning from 0.5km to 9.6km and towering about 9m above sea level. This is to be supplemented by levees, dikes, bulkheads and beach strengthening.

One of the most prominent plans calls for a 0.84-mile East River storm surge barrier from Whitestone in Queens to Throgs Neck Bridge in the

Bronx, and a much longer 9.5km Outer Harbor barrier linking Sandy Hook in New Jersey to the Rockaway Peninsula in Long Island.

Aerts estimates storm surge barriers could cost between $10 billion to $17 billion, while additional defences such as levees and adding sand to eroding beaches could cost another $10 billion to $12 billion.

Even if the city were to find that kind of money, an infrastructure project on such a scale can take more than eight years to build, which means New Yorkers would be exposed to the fury of any such storm in the meantime.

As shown in the past few days, the city’s current strategy is to take precautions - such as evacuations from areas that flood easily - then take the hit and try to recover as best as it can.

“The city’s approach is something that they call ‘resilience’. If they are hit by a storm and they have flooding there will be damage but after

the storm they can clean up... kind of repairing the damage after it’s happening, bouncing back,” said Malcolm Bowman, an oceanography professor at Long Island’s Stony Brook University. “Obviously it is not enough.”

New York City and state officials did not respond to a request for comment on the question of flood barriers. A city spokesperson also did not respond to a request to comment on the significance of Aerts’ role. The city will occasionally tap advisers to carry out research.

To many New Yorkers, Sandy’s destruction came as a shock. But to scientists, engineers, environmentalists and public officials, this was a tragedy waiting to happen. A 2007 study by the Organization for Economic Cooperation and Development ranked greater New York second among the world’s large port cities most exposed to coastal flooding based on the value of their property.

“People have said for many

years - specifically since Hurricane Katrina hit New Orleans - that New York City was prone to such a super storm,” New York City Comptroller John Liu said.

Still it took Hurricane Irene in August last year for the city to seriously start exploring a flood plan, according to Aerts, who said the city asked him to develop a comprehensive cost-benefit analysis for a flood strategy.

After Sandy, the momentum behind such a plan is set to build. Andrew Cuomo, governor of New York state, said that infrastructure will need to be re-examined and reinforced.

But it is not clear how New York will pay for it, and it may well take an act of Congress to prevent the next act of God from bringing the world’s financial centre to its knees again.

“We have to weigh our damages against the cost of building such a levee system,” said Liu. On paper, New York City has

the capacity to borrow more to spend on infrastructure.

The latest relevant report from Comptroller Liu’s office projects the city to be $18.28 billion below its general debt limit by July 2013 and $18.74

‘People have said specifically since H New Orleans - that prone to such billion by July 2014.

“I don’t see tight debt capacity as a hurdle down the road,” said George Friedlander, chief municipal strategist at Citigroup Inc. But the city’s government is likely to be loath to jeopardise its strong credit in the municipal bond markets. tion programme. This would mean negotiating funds with Congress rather than relying on the Federal Emergency Management Agency, which reimburses states and cities for recovery projects. And getting that kind of money is going to be increasingly difficult given the lack of consensus in Washington on how to handle the US government’s large budget deficit and soaring debt.

“We have to get a long-term commitment from the federal government to put money up, which can be contingent on the state and local governments producing a significant match,” said former Pennsylvania Governor Ed Rendell.

Rendell, a major advocate of private sector involvement in infrastructure finance, argued that public-private partnerships could be part of the funding mix for such projects.

In Europe, the Delta Works in the Netherlands, as well as the Thames Barrier in Britain, were both kicked off after the North Sea Flood of 1953 and are early examples of how major storms can result in significant infrastructure investments.

The United States has not always been quick off the mark in erecting such defences. Storm surge barriers off Rhode Island, Connecticut and Massachusetts were constructed in the 1960s as a result of a hurricane in 1938, said Graeme Forsyth, a technical director at engineering consultancy Halcrow.

“The design may take two years, the construction might take six, and the rest of it is more to do with getting the ball rolling politically, getting the funding in place and all that kind of thing,” said Forsyth, whose firm is behind a storm surge barrier for St Petersburg, Russia, that cost

$6.9 billion.

Still, construction of the storm surge barrier in New Orleans was completed in 2011 - just six years after Hurricane Katrina devastated the city.

“My experience in other countries with this kind of project is that these are political decisions. If the population is in favour of it, then a politician will say we’ll go for it. ... Now we have momentum,” said Aerts.

Some skeptics argue that barriers and other large-scale infrastructure projects are not cost-effective because they protect only specific areas.

“There is too much coastline. In a funny kind of way you can protect one area at the expense of another. I don’t think huge capital infrastructure like that is going to be constructive,” said Steven Cohen, a professor at Columbia University’s School of International and Public Affairs.

Aerts, though, says he is producing an estimate for the cost of barriers to give to the city’s government.

“In the short-term you can look at existing building codes to make sure that they are maintained. In the longer term, the barriers come into play,” Aerts said.

Television PICK OF THE DAY Pan Am (LTV2, 21.00) Come fly with Pan Am, a show that wants to take you back to those golden 1963 birth-of-the-jet-age days, when fl ight attendants were young, female, beautiful and still called stewardesses; passengers were smartly dressed and well-behaved; and everyone thought they were headed for a glamorous international adventure. Or so they say.

If Pan Am is peddling nostalgia, it’s nostalgia in its most vicarious form. Even most of us old enough to remember the early days of air travel never actually experienced it; flying was beyond the reach of most Americans, particularly on Pan Am’s international routes. Still, the show isn’t selling history. It’s selling contrast — that stark difference between what we know fl ight is like now and what we imagine it was like then. This is a series where surface is substance, and surfaces don’t come much dreamier than in this beautifully realised fl ight fantasy, from its lovely, terror-free airport to its even lovelier cast.

Indeed, even if the show quickly fades, the image of the star stews walking to their streamlined airplane, uniforms crisp, purses perched on turned-out arms, is likely to linger.

There is, however, more to Pan Am than pretty pictures, as you’d expect from a show piloted by ER’s Jack Orman and The West Wing’s Tommy Schlamme. The theme is that the jet age was also

the dawn of a new age for women, giving them freedom and opportunities they never had before. And Pan Am’s off-to-foreign-shores stewardesses, cut loose from the bonds of family and busybody neighbours, made the most of it.

Aside from having a far better basis in truth than the ridiculous similar claims made by NBC’s Playboy Club (many of today’s workplace protections for women were won in court by stewardesses), it also provides opportunities for old-fashioned, coffee-teaor-me fun. And when Pan Am is at its best Sunday, fun is exactly what you get.

That happens most often when the show centres on the romantic and workplace adventures of its four main female crewmembers: Maggie (Christina Ricci), Collette (Karine Vanasse), Kate (Kelli Garner) and the newcomer, Lara (Margot Robbie). Their plots range from soapy to funny — and then back to soapy — but with one notable exception, they keep the entertainment airborne.

Unfortunately, Pan Am stalls when it moves to the male characters and a silly stew-spy subplot that plays like a bad parody of Cold War fiction. We don’t need genius from a show that looks this good. Just don’t give us a plot so dumb it brings us crashing back to earth. Surely that’s not too much to ask of

Changing Lanes (CyBC2, 21.00) Self-obsessed lawyer Gavin (Ben Affleck) is on his way to fi le papers for a multi-million dollar case when he collides with alcoholic insurance salesman Doyle, (Samuel L Jackson) on his way to an important custody hearing.

When the accident leaves Jackson stranded and at risk of losing access to his children, he becomes determined to get even, setting in motion a vindictive cycle of retribution. An interesting exploration of two people who were arguably closer to losers than heroes, with the two main characters learning from each other in ways they never realised they would (or needed to). Also starring Amanda Peet and Toni Collette. Made in 2002.

The Scorpion King: Battle for Redemption (Novacinema1, 22.00) Admit it: you didn’t even know they were still making Scorpion King movies. This one’s actually Scorpion King 3, straight-to-DVD but still potentially enjoyable.

“Two brothers at war,” proclaims Mr. Trailer Man in the noisy trailer; “One kingdom divided. And a legendary warrior defending his peace ... in a fight for redemption!”. Our hero, now a mercenary, must defend a kingdom from an evil tyrant and his ghost warriors - but you surely don’t care about the plot, you care about the fact that the cast includes Ron Perlman, with his squashed face and penchant for snarling, and hammy Billy Zane (“Kill them all!” he cries with a flourish) who’s become a B-movie staple, not to mention aspiring action hero Kevin ‘Kimbo Slice’ Ferguson who (in real life) has six children, all of whose names begin with the letter ‘K’. Inconceivable! Lots of sword-fights, punch-ups and Mixed Martial Arts. No scorpions, though. Made in 2012.

My Afternoons With Margueritte (LTV3, 22.00) Gerard Depardieu, the hardest-working man in French show business, is a boorish, rather simple-minded handyman - at least till he meets Margueritte (95-yearold Gisele Casadesus!), an old lady who accosts him on a park bench and opens his mind to a whole new world of books, culture and (yes) friendship. “For everyone, there’s always room for a new friend,” coos the trailer, “and there’s always time for a second chance” - all of which sounds very bland but the fi lm got good reviews (I haven’t seen it), Depardieu apparently gives a sensitive performance and the Driving Miss Daisy crowd will emerge with tears in their eyes and a frog (or a Frog) in their throat. Worth a look just for Ms. Casadesus, not a well-known actress but certainly a durable one, having made her fi rst fi lm in 1934! In French; made in 2010.

Sport Green Moon wins the Melbourne Cup

The six-year-old upset a strong field to bring Australia’s most coveted racing prize back home

GREEN MOON thundered down the straight to win the Melbourne Cup yesterday, upsetting a host of highly fancied foreign horses to bring Australia’s most coveted racing prize back home.

The Robert Hickmotttrained stallion charged to the front 300 metres from the line and held off fastfinishing Fiorente to win the punishing A$6.2 mil-

lion two-mile handicap by a length.

The Irish-bred six-year-old defied 22-1 odds and several quality European stayers to hand local jockey Brett Prebble his first Cup and owner Lloyd Williams his fourth.

Third-placed Jakkalberry finished a further lengthand-a-quarter back.

Clad in blue and white silks, the Hong Kong-based Prebble punched the air in celebration as a packed crowd at Flemington Race-

course roared under leaden skies.

Prebble shook hands with Britain’s Prince Charles in the crowd and said he knew the race was won at the 1,200 metre mark.

“It’s a lifelong dream,” Prebble told reporters.

“I thought the only thing that could get him beaten was his stamina if he didn’t stay the trip.

“But the feeling he was giving me at the 1,200 was the sort of feeling you only get from very good horses.

Vettel ready to land knockout Red Bull ace on brink of third straight title

THE knockout blow in the Formula One title battle has yet to be thrown but the moment is fast approaching and Red Bull’s Sebastian Vettel is landing the big psychological hits.

Sunday’s floodlit Abu Dhabi Grand Prix was a standout chance for Ferrari’s Fernando Alonso to recapture the lead in the drivers’ standings with two races to go but, even if he beat Vettel for the first time in six races, it remained an opportunity missed.

Vettel is 10 points clear of the Spaniard and can win his third title in a row at the new Austin track in Texas next week. The pressure now is on Alonso to stop him.

The manner in which Vettel surged from last of all, starting in the pit lane, to finish third and one place behind his sole title rival was a perfect example of damage limitation and determination.

It was also supremely demoralising for Ferrari.

“To anyone that doubted he’s a racer, I think he showed world class,” said team principal Christian Horner. “To go from pit lane to podium was phenomenal.”

Austin will be Vettel’s 100th race and his Red Bull team look likely to celebrate their third constructors’ crown in a row in what is the parent company’s biggest mar-

ket for sales of their energy drink.

Alonso, one of the mentally toughest of opponents, tried to stay optimistic when he told reporters that he would go to bed “thinking the glass is half full rather than half empty” but Sunday’s outcome must have hurt.

The Ferrari driver can draw strength from the knowledge that he will become the triple champion if he wins the last two races, wherever Vettel finishes.

The Spaniard has shown great consistency, with 11 podium finishes in 18 races, but whatever he does it is not quite enough. He has not won since Germany in June and the Ferrari is not as quick as the Red Bull, something Vettel is rubbing in even when he cannot win.

“It was entirely predictable that starting sixth on the grid, he (Alonso) was going to be on the podium,” said Horner.

“I had already mentally got an image of him taking between 15 and 25 points out of us...to limit that damage to only three and finish behind him is a remarkable recovery, a great drive by Sebastian.”

McLaren boss Martin Whitmarsh, whose driver Lewis Hamilton started on pole and then retired while leading due to a fuel pump problem, saw it slightly differently.

“I think he was fairly lucky this weekend one way or another,” he said of Vettel, who

benefited from two safety car periods and the retirement of quick drivers who might have held him up.

Alonso has spoken of his determination, his years of experience, the Samurai-like fighting spirit and confidence that he will still be the one collecting the prize at the end but, as Horner noted at the weekend, talk is cheap.

The Spaniard will need to call on all of his calm and resilience now, knowing that one mistake or retirement in Austin could end his hopes immediately and make the final race in Brazil redundant.

Vettel, whose run of four wins in a row and 205 successive laps led came to an end, showed he could take whatever was thrown at him.

“Being under pressure is one of his key strengths and assets. We’ve seen it time and time again with him. As he continues to evolve, continues to grow, he continues to improve,” added Horner.

After being sent to the back of the grid, and then the pitlane, for a fuel irregularity, Vettel prepared for the race by toying around with a drum kit in his room. He told Horner he would see him on the podium later.

Asked with Alonso alongside whether he had expected to be on the podium, Vettel replied: “Yes I did, to be honest with you.

“It was a obviously a chance to mess it up and we didn’t do that,” he added.

Last year’s winner Dunaden and fellow French stayer Americain, who won the 2010 race, were favourites in the lead-up but failed to mount a serious challenge.

The Mikel Delzanglestrained Dunaden started favourite despite carrying the top weight of 59 kilogrammes but finished 14th in the 24-entrant field, while Americain ran in 11th.

Federer trounces Tipsarevic at tour finals ROGER Federer reached yet another milestone when victory over Janko Tipsarevic at the ATP World Tour Finals yesterday put him top of the list for match wins at the traditional season-ender.

The 17-times grand slam champion cruised to a 6-3 6-1 victory over the Serbian world number nine, taking his haul of victims in the event to 40, one more than Ivan Lendl.

SOUTH Africa captain Jean de Villiers believes his team can shrug off a long list of injuries to do well on their threematch European tour later this month.

The Springboks take on Ireland on November 10 before facing Scotland seven days later and England on November 24.

“We have come a long way as a team this year but we are looking to improve and take our game to the next level and win all three matches on tour,” De Villiers said.

“It was great for me to be involved in those games,” he said.

“You hear the hymn before the game and everybody is

buzzing.

“It gives you an extra buzz, an extra tinkle. You run a little bit harder and you fight a little bit harder.”

As for Barca, their earlyseason form has been on a par with their habitually high standards but as they prepare to visit Celtic, there remains a question mark hanging over their makeshift defence.

One more win in Group G would see the Catalans into the knockout stages but fans worry whether a back four that has an increasingly stand-in look about it can win a fifth European Cup.

BAYERN Munich are brimming with confidence ahead of tonight’s Champions League Group F clash at home to France’s Lille with president Uli Hoeness labelling their current form as “football art”.

Bayern, eager to take a decisive step towards the round of 16, eased past hosts Hamburg 3-0 in the Bundesliga on Saturday to notch their ninth league win in 10 games, bouncing back from their first defeat a week earlier.

They also saw the return of Franck Ribery after a 10-day absence with the France international looking superb and ripping Hamburg’s defence to shreds.

With fellow winger Arjen Robben fully fit after coming back from a month out injured in their German Cup second round game last week and left back David Alaba back to his best after

his own three-month injury break, the Bavarians are in good shape.

“That is almost art, football art,” beamed Hoeness after their win at Hamburg sent them seven points clear at the top of the German table. “It is so much fun just watching them play.”

Having beaten Lille last month in France to join Valencia and BATE Borisov on six points from three games in the Champions League, Bayern are well-placed to power on and snatch a toptwo finish.

Last season’s Champions League finalists, who were also runners-up in 2010, have unusually gone two seasons without any silverware.

“We are a few percent hungrier for a title and absolute success,” Thomas Mueller, who scored his seventh league goal on Saturday, told reporters.

But it is not just the German team that are having a good run.

Since they lost 1-0 to Bayern, Lille have won their last three domestic games, scoring five goals and conceding one in two Ligue 1 matches and a League Cup tie.

“Our offensive players take more risks. We also defend better. But we cannot relax as we’ve got a very big game at Bayern,” Lille coach Rudi Garcia told reporters after their 2-0 league win at Evian Thonon Gaillard on Saturday.

Garcia has a defensive headache with Mathieu Debuchy, Franck Beria and Marko Basa doubtful.

Debuchy took a knock against Evian and was replaced 15 minutes from time but could still play.

Centre backs Beria and Basa, however, have muscle injuries. Beria did not play against Evian because of a groin problem while Basa was replaced at halftime with thigh trouble.

David Rozehnal could step in though his recent performances have been shaky.

SFA draw criticism over Levein sacking THE Scottish Football Association will embark on the search for a new national team manager amid the backdrop of serious criticism of their handling of the end of Craig Levein’s tenure.

Levein was “relieved of his duties” four days after the SFA board met to discuss his position and 20 days after a 2-0 defeat by Belgium left Scotland bottom of their World Cup qualifying group with two points from four matches.

SFA chief executive Stewart Regan would not elaborate on the extra information required by the board over the weekend or whether the seven-man committee made a unanimous decision.

Regan last year declared his streamlining of the SFA’s governance as a major overhaul but it appeared to most outsiders that little has changed after a prolonged decisionmaking process that saw Under-21s coach Billy Stark handed temporary charge less than 24 hours before a squad was due to be announced for next Wednesday’s friendly in Luxembourg.

The SFA will continue to pay Levein his wages, with 20 months remaining on his contract, and it appears reasonable to assume financial considerations were the cause for the delay.

Regan on Monday night stressed the board were entitled to ask for more information but it remained unclear why all relevant details had not been presented to the rest of the seven-man board before the weekend.

Former SFA president George Peat was among those critical of the governing body’s approach.

Peat told BBC Scotland: “I can’t believe that it took three weeks to make a decision.

“To be honest, it could have been made in a couple of days. I certainly would have had the decision made long ago.

“I understand Craig was on holiday for a week, but that’s only one week out of three.

“It doesn’t take a rocket scientist to work out, had he stayed, what the SFA would have lost in revenue from three home matches because the morale of the supporters is rock bottom and I could not see a full Hampden Park had he carried on.”

Peat added: “My understanding was that most of this was done by conference call and I cannot believe that such an important decision was left to a conference call.”

Former Scotland midfielder Craig Burley was even more scathing.

“I think the SFA are a bit of a shambles,” Burley told BBC Radio 5 Live.

by Shakhtar Donetsk and wrest back control of Champions League Group E. The Londoners shipped 10 goals in the four games that centre half Terry missed after he was suspended for racially abusing Queens Park Rangers defender Anton Ferdinand.

“John is an important player for us for sure and a fantastic defender and when he plays he always does very well,” coach Roberto Di Matteo told reporters.

“The other players have done fantastic jobs when they have come in but certainly JT is a player that we miss.”

Terry and his fellow defenders will need to be at their best against a classy Shakhtar side who gave Chelsea the run-around for long spells to win 2-1 in Ukraine two weeks ago.

Di Matteo’s team started the season in sparkling fashion, winning seven of their opening eight games in the Premier League,

but confidence has taken a knock since the defeat in Shakhtar.

Chelsea went down 3-2 at home to Manchester United five days later before they turned the tables on their Old Trafford rivals by beating the former European champions 5-4 in a League Cup thriller at Stamford Bridge on October 31.

Di Matteo was then without Terry, Frank Lampard, David Luiz and Juan Mata for last Saturday’s disappointing 1-1 draw at Swansea City that meant Chelsea were knocked off the top of the Premier League table

by United.

Spanish playmaker Mata has been in good form this season alongside midfield newcomers Oscar and Eden Hazard and he is the club’s leading scorer with seven goals.

Mata missed the game at Swansea with a hamstring strain but should be fit to return against Shakhtar at Stamford Bridge.

Chelsea are three points behind the Ukrainians at the top of the group and, with a tricky visit to thirdplaced Juventus to come later this month, they need a victory tonight.

“This is like a final for us if we want to finish first in our

group,” Mata said on his blog. “In Ukraine, Shakhtar proved to be a top team able to beat anyone.

“Even so we always have great support at the Bridge and I’m confident we will get a victory to face the last two games in a good position.”

Romanian coach Mircea Lucescu rested several players as runaway leaders Shakhtar made it 14 wins from 14 games this season in the Ukrainian league by beating Metalurg Zaporizhya 2-0 on Saturday.

Influential Brazilians Luiz Adriano, Willian and Alex Teixeira started on the bench but all came on with 30 minutes to go.

“It was very important for those three to have some game time,” said Lucescu after his side chalked up a 30th victory in a row in their domestic league.

Goalkeeper Andriy Pyatov and attacking midfielder Tomas Hubschman were unused substitutes while in-form midfield player Henrik Mkhitaryan was left out completely.

“It is hard for players to show their best when the next game is the one that awaits us in London. I am thinking of that game all the time,” added Lucescu.

United hoping to seal qualification to knockout stages

“We are just helping each other out. We both play behind and a bit higher up. It seems to be working well and I am very happy with Wayne - hopefully we can keep it going.”

The club yesterday said it will commemorate Ferguson’s 26th year in charge of the team by unveiling a statue of the Scot this month.

The statue will be uncovered at Old Trafford on November 23, the day before United play Queens Park Rangers, the same opponents as in the 70year-old’s first home match in charge on November 22, 1986.

The statue will be positioned near the entrance to the stand named in Ferguson’s honour last year.

SOUTHAMPTON boss Nigel Adkins admits he deserves to be favourite to be sacked among Barclays Premier League managers given his side’s current precarious position at the bottom of the table.

But Adkins insists he is in a positive mood for the challenges ahead and is a better manager than when he first took charge at St Mary’s.

The Saints’ latest setback was Monday night’s 2-0 defeat by West Brom at the Hawthorns - via two goals from Peter Odemwingie.

They have collected only four points from a possible 30 and have the Premier League’s worst defensive record with 28 goals conceded.

When told he was the bookmakers’ favourite to be sacked, Adkins said: “I’ve been in football all my life so you know what happens.

“I know I’m a better manager today than when I joined Southampton and when I was at Scunthorpe.

“I’ve improved a lot. But someone is always going to be the favourite (to be sacked), and if you’re bottom of the league, well, you should be the favourite probably.

“I’m not going to hide away from that. But what a great challenge we face and I’m full of positivity for that challenge ahead.”

Adkins added: “I don’t think anybody needs to give anyone a vote of confidence because if you do, then we all turn around and say, ‘he’s got the dreaded vote of confidence’.

“We need to win and I believe we can do it. I’m very proud and privileged to be the Southampton manager.

“I’ll stand out and lead from the front as I’ve always done.”

ANCHESTER City were all but eliminated from the Champions League last night despite producing a stirring fightback against Ajax to draw 2-2.

Yaya Toure and Sergio Aguero struck as City fought back from 2-0 down but the Barclays Premier League champions were forced to settle for a draw and remain winless in Group D despite a frantic finish.

Siem de Jong, who scored in the Dutch side’s defeat of City in Amsterdam a fortnight ago, found the net twice for the visitors inside the opening 17 minutes at the Etihad Stadium.

The result left City with just two points from four games and needing two victories and other results to go their way to claim a place in the knockout stages.

City made a lively start, showing far more attacking intent in the opening minutes than they did in the

early stages of their 3-1 loss in Holland.

They went close to taking an early lead when Gareth Barry slipped Pablo Zabaleta in on goal but the charging rightback fired narrowly over.

Yet while City’s understanding of their group predicament may have been clear, their recent defensive frailties again proved their undoing.

Matija Nastasic needlessly conceded a corner and the hosts’ defending from the set-piece was equally unimpressive.

Niklas Moisander flicked Christian Eriksen’s delivery into the danger area and De Jong pounced to hook into the roof of the net from close range.

That left City chasing the game after just 10 minutes and it got worse as Ajax won another corner and doubled their lead seven minutes later.

City’s marking was again

slack as this time De Jong popped up at the near post and met Eriksen’s cross with a header of his own which flew past Joe Hart.

City needed to respond quickly and Carlos Tevez almost set up strike partner Aguero but Toby Alderweireld managed to hack clear.

It was not long before Mario Balotelli was sent out to warm up but City managed to haul themselves back into the game without him as Toure’s spectacular effort found the net.

The Ivorian, who had moved forward from midfield, did brilliantly as he controlled Alderweireld’s attempted clearance on his chest six yards out and twisted to lash home a powerful volley.

City looked to build some momentum and Zabaleta found himself in another good position when Javi Garcia picked him out with a lofted ball but he could only

direct a weak header at Kenneth Vermeer.

Ajax were unmoved by City’s spirited recovery and continued to knock the ball around in their traditional fluid style when they got the chance.

De Jong found room for another shot from 25 yards out but dragged a low effort narrowly wide.

Derk Boerrigter also took aim from distance but curled a shot well wide of the target.

Barry got forward for City but was unable to make the most of a half chance as Ricardo van Rhijn got in the way.

City needed to raise the tempo further and sent on Balotelli for the start of the second half in place of Garcia.

The hosts went straight onto the front foot but Aguero slipped at a vital moment as he looked to create a chance for himself of the

edge of the area.

City threatened again when Barry clipped in a free-kick but Nastasic volleyed over.

Tevez earned a free-kick just outside the area which Toure hit into the wall. The ball worked its way to Aguero and the striker poked home but his celebrations were ended by an offside flag.

For all City’s pressure, they needed to stay alert at the back and De Jong reminded them of the dangers with a long-range strike at goal which Hart needed to push away.

Aguero went through on the hour and skilfully took the ball around Vermeer but again lost his footing at an inopportune moment as he looked to cross from the byline.

City fans breathed a sigh of relief when Ricardo van Rhijn fizzed a dangerous low ball across Hart’s goal and Zabaleta’s heavy touch went out

Schalke battle bravely back to a 2-2 draw SCHALKE 04 bravely battled back from two goals down to draw 2-2 with visitors Arsenal last night thanks to goals from Klaas-Jan Huntelaar and Jefferson Farfan to maintain their slim lead in their Champions League Group B. First half goals from Theo Walcott and Olivier Giroud seemed to be meting out immediate justice for Arsenal’s 2-0 defeat by the Germans in London a fortnight ago.

Schalke however, devoured their lead with Dutchman Huntelaar cutting the deficit in first half stoppage time and Peruvian Farfan completing their comeback with deflected shot midway through the second half.

The result leaves the group wide

Schalke 2 Arsenal 2 open with Schalke in the lead on eight points and Arsenal a point behind in second place.

Schalke, who beat Arsenal 2-0 to snap their 45-game unbeaten run at home to foreign visitors stretching back to 2003, had them on the backfoot from the start.

The hosts came close with a shot from Christian Fuchs and another from Ibrahim Afellay that forced keeper Vito Mannone to a good save.

Arsenal, displaying an initial lack of confidence when they had possession, needed 17 minutes to find their way into the game and

they did it with a bang.

Giroud took advantage of a Roman Neutstaedter back headerr to race clear but failed to beat tt keeper Unnerstall with Walcott m slipping through to tap in from close range.

The 26-year-old Frenchman made amends for his earlier miss, ma drilling in a diving header from Lukas Podolski cross. o Dutch striker Huntelaar, who was on target on all three previous group matches, fired Schalke back into the reckoning on the stroke of halftime.

The forward, nicknamed ‘the hunter’, however, will be kicking himself for not equalising six n, minutes after the restart when, with only Manonne to beat, he

fired on to the charging keeper as Schalke again poured forward.

Hart denied De Jong a hattrick again with a fine onehanded save from a free-kick but City continued to press and were finally rewarded after deciding to go long.

City thought they had snatched a winner when Aguero poked home two minutes from time but the flag had again been raised as the cross came in.

Hart saved again from Eriksen in injury time and City wanted a penalty in the dying seconds for a pull on Balotelli but referee Peter Rasmussen blew the final whistle.
