A

N ACTION plan for a shake-up of the public service is due to be ready in the second half of September, while the World Bank in cooperation with the United Kingdom will prepare a study for the same purpose. However, the umbrella union for government workers, PASYDY, has said it would not accept the authority of newly-appointed Commissioner for Civil Service Reform Emmanuela Lambrianides, and has effectively told its members not to take orders from her. Yesterday at a workshop on reform to which PASYDY and other public service unions were invited but failed to show, Finance Minister Haris Georgiades and Lambrianides underlined the need to reform the public service to contribute to tackling the economic crisis. Georgiades said a better functioning system would provide faster and better services to the private sector, and the public. He stressed it was essential to establish and implement an effective employee performance appraisal system, transferability, integrate strategic planning, and set criteria to measure productivity. “We want a public service that is more flexible, less wasteful, without unnecessary bureaucracy, that will responsibly manage public money and serve the citizens accord-

ing to their rights and their needs, rather than their political identity” the minister said. The public service must become the fundamental pillar for the creation of a modern and effective state, Georgiades added. Commissioner Lambrianides said that “efficiency, streamlining structures n and processes, better services, coordinating governmental work and strengthening the central government" would contribute to recovery. She said the agreement with international lenders provided for the restructuring, and more specifically for the reduction of barriers to the mobility of civil servants, modification of work schedules and the preparation by an independent external consultant of a study on further possible reforms. The commissioner said the reforms aimed at saving money in the short term, but the ultimate goal was to achieve sustainability. She said the study would be carried out by the World Bank in cooperation with the UK, and that the final reports would include recommendations and timeframes for implementation, which must be delivered in the first and the third quarter of 2014. Lambrianides said by the second half of September she would prepare an action plan based on the president’s commitment to the modernisation of the state and its institutions.

DiCaprio space trip auction raises €1.2m for charity A TRIP to space with Hollywood actor Leonardo DiCaprio has raised €1.2 million ($1.5 million) for charity at a glitzy fundraiser at the Cannes film festival. At the 20th annual event organised by amfAR, the Foundation for AIDS Research, DiCaprio emerged as the mystery guest to accompany the winner on a Virgin Galactic flight into space. Actress Sharon Stone said on Thursday night the winner would spend three days in training with DiCaprio in Mexico before blast-off. "You don't get to go to outer space every day with a handsome movie star," said Stone.

The bidding for the space trip started at €1 million ($1.29 million). The auction brochure for the star-studded gala held at the five-star Hotel du CapEden-Roc in Antibes, France, near Cannes, said DiCaprio and the winning bidder would be among the first 1,000 people to leave the planet. The winning bidder, Vasily Klyukin, 37, a Russian living in Monaco, said he had always wanted to go into space. "I want to be a bit daring," Klyukin, who works in real estate, told Reuters. "I will have to give up smoking now for sure!"
