Compromise deal handed to troika The government submits proposals in last effort to bridge differences By George Psyllides

T

HE government last night handed international lenders a compromise proposal in what seems to be a last ditch effort to bridge differences between the two sides over the conditions of a bailout package as President Demetris Christofias is scheduled to brief party leaders today on the negotiations. It follows lengthy negotiations on Monday, which despite some progress failed to find common ground on issues like pensions, privatisations and whether natural gas revenues should be used to repay the country’s debt. “Convergences were achieved on various matters, but we must say that disagreements remain on serious issues and that is why consultations continue,” government spokesman Stefanos Stefanou said. But it appears that crunch time has arrived for Nicosia, which now needs to make a decision at a political level on how to proceed – a decision that will be all the more difficult if the troika rejects the compromise proposals. It was rumoured yesterday that Christofias had talks with a troika delegation in the morning, a meeting that was kept secret. The troika delegation is reportedly set to leave the island today. Christofias, who later in the day reiterated his opposition to the privatisation of profitable semi-government organisations (SGOs), will today brief party leaders on

the developments but it was not clear if any decisions would be made during the meeting. Meanwhile, Central Bank Governor Panicos Demetriades sent the president a letter warning of the risks involved in not agreeing on a bailout or delaying an agreement further. A similar letter was sent to main opposition DISY leader Nicos Anastasiades. Reports said Anastasiades also sent Christofias a confidential letter last Friday, warning him of the dire consequences to the country and asking him to assume his responsibilities. DISY spokesman Haris Georgiades was quoted as saying that Anastasiades warned the president that he would bear the biggest responsibility for any negative consequences. “Either we will conclude a loan agreement accompanied by a very difficult memorandum (conditions) or we will face, as a country, an incalculable economic disaster whose effects would be shouldered – as always – by the most vulnerable groups of our society,” Georgiades told daily newspaper Alithia. Christofias himself accused neoliberals of trying to abolish the social state as he reiterated his opposition to privatising profitable SGOs. Speaking at the opening of the community building in the village of Psevdas yesterday, Christofias said people who represented extreme neo-liberalism considered the crisis as an op-

Pope’s third book on Jesus reaffirms virgin birth POPE Benedict published the last part of his trilogy on the life of Jesus yesterday, delivering an early childhood narrative which strongly reaffirms the doctrine of the virgin birth as an “unequivocal” truth of faith. The book, 137 pages in its English version, is titled The Infancy Narratives - Jesus of Nazareth and will be published around the world in some 20 languages. It goes on sale today. It is bound to be another international bestseller like the previous volumes. The Vatican said a million copies had already been printed and more runs were expected soon. Divided into a forward, four chap-

ters and an epilogue, it traces and analyses the gospel narratives from the birth of Jesus to his presentation in the temple at the age of 12. The previous two volumes dealt with the adult life of Jesus and his public ministry. One section of the book is called “Virgin Birth - Myth or Historical Truth?” The Church teaches that Jesus is the son of God and was not conceived through sexual intercourse but by the power of the Holy Spirit, one part of the divine trinity. In simple language that is at once academic but still easily accessi-

ble to a non-specialist readership, Benedict says the story of the virgin birth is not just a reworking of earlier Greek or Egyptian legends and archetypal concepts but something totally new in history. “It is God’s creative word alone that brings about something new. Jesus, born of Mary is fully man and fully God, without confusion and without separation,” he writes. “The accounts of Matthew and Luke are not myths taken a stage further. They are firmly rooted, in terms of their basic conception, in the biblical tradition of God the Creator and Redeemer,” he writes.

Documents on blast cargo ‘disappeared’ Witness: information on how dangerous it was ‘missing’ By Poly Pantelides A REPORT on the Monchergorsk vessel - whose cargo of munitions that was placed at a naval base had just exploded - contained a document referring to the cargo’s dangerousness that later disappeared, a prosecution witness said yesterday during the Mari blast trial. Sergeant Elena Demetriou was testifying in Larnaca criminal court during a trial of former ministers and army top brass charged with causing death by want of precaution, and homicide by gross negligence in relation to the deaths of 13 sailors and fire fighters. On July 11 last year, when Demetriou was on holiday, a set of munitions stored in 98 containers at Evangelos Florakis naval base in Mari exploded causing the 13 deaths. Demetriou – who works for the defence ministry - told the court that

her supervisor called her on the day of the explosion to fetch a file on the Monchegorsk. Cyprus confiscated Monchegorsk’s cargo in 2009 acting on UN security resolutions and the containers remained on the naval base without a cover to protect them from the elements.

DESTROYED Demetriou handed over the report on the Monchegorsk to her supervisor, Simos Zampas, on July 11 and did not hear about it again until she returned to work on July 18, she said. When she spoke to the police who were investigating the Mari blast, she realised that a document from May 26, 2010 that described the cargo’s dangerousness was missing, she told the court. The missing document suggested to Cabinet that the containers be

destroyed with help from OSCE, the organisation for security and co-operation in Europe. Demetriou’s supervisor, air force major Zampas, said that he was asked to pick up a file from Demetriou without being told what was in it. Sergeant Gavriella Andreou said that on July 11 she was called to help with filing and summarising the contents of reports. They were done by 3.30pm when she shut down her computer and she saw no one tamper with documents or copy any digital information, she said. The defendants are former foreign minister Marcos Kyprianou, former defence minister Costas Papacostas, former national guard deputy chief Savvas Argyrou, former fire service chief Andreas Nicolaou; deputy fire chief Charalambos Charalambous; and former disaster response squad (EMAK) commander Andreas Loizides.

House committee seeks information Time for €135m of warrants to on holders of foreign bank accounts be served says Auditor general THE HOUSE watchdog committee yesterday asked the Finance Ministry for a list of Greek Cypriots who have money in foreign bank accounts. The committee also urgently asked for a meeting with Finance Minister Vassos Shiarly to discuss matters involving money invested in foreign bank accounts by locals. The committee has taken an interest in the matter after it emerged earlier this month that over 100 Greek Cypriots were on a list of potential tax evaders being combed by the British tax authorities. In a letter to the ministry, the committee also asked if the list of Greek Cypriots who have accounts in Switzerland had been received from the Swiss government which the government

asked for during the Swiss president’s recent visit to the island. The committee also asked if the Cyprus and Swiss governments had come to an agreement about the sharing of information regarding Greek Cypriots who hold Swiss bank accounts. Finally the committee also made enquiries about any other accounts owned by Greek Cypriots abroad and asked the ministry to give them any pertinent information. The British tax authorities reportedly have a list of over 8,000 names, allegedly including 134 Greek Cypriots, of offshore account holders at HSBC bank in Jersey who could potentially be using them for tax evasion or money laundering.

IT IS time for the state to stop using private data protection legislation as an excuse for why fines collectively worth €135 million are still pending, Auditor general Chrystalla Georghadji told the House Watchdog committee yesterday. Politicians, lawyers, and known individuals have not been paying their fines, and there are payment warrants that have not been served for years, or even decades. Though police have previously cited reasons for their inability to execute warrants including failure to locate the people involved, Georghadji said yesterday that the police were enabling the status quo. She said that a quick look at who owed money to the state demonstrated that the police can find the

people. About 750 warrants worth €800,000 involve lawyers and 2,000 warrants involve civil servants, she said. Members of the agricultural payments organisation have 4,000 outstanding warrants, Georghadji said. About 600 other warrants involve companies that owe a total of €3.0 million, she said. Some 300 warrants involving police officers themselves but have mostly been served, Georghadji said. She had informed the police chief in writing and the chief said the warrants had been taken care of. “We’ve lost the plot,” she said. Watchdog committee members have asked to receive a list of those who have not served payment warrants.

Man held over fatal stabbing Suspect in parking row has a history of mental illness By Elias Hazou

The luna park yesterday

(Christos Theodorides)

Landmark Nicosia luna park is forced to close doors after 45 years By Peter Stevenson ONE of the oldest luna parks on the island is being forced to close down next month, bringing to an end 45 years of fun for residents of Nicosia. Tivoli Luna Park will shut its doors on December 20 and although the park is in full working order, it hasn’t operated properly for the past six months. Next month owner Pericles Christofides will have to vacate the premises. Tivoli opened in 1967 and was originally situated on the Nicosia-Morphou road, near the Nicosia airport, but after the Turkish invasion in 1974 it found a new home next to the Nicosia State Fair. Tivoli was the first luna park to bring go-karts to the island when it opened in 1967. Christofides believes he is the victim of a consortium of local businessmen who are looking to take advantage of the space he is renting from the government and use it for their own gain. He believes he is essentially being evicted from the state fair due to a technicality. Christofides believed he had a rental agreement in place but after a court appearance, discovered that he only possessed a permit to work on the premises,

which was not renewed for 2013. “I would like to thank all of the people who have shown their support and love through the hundreds of messages of support that I receive every day,” said Christofides. “The fact that people visit me every day telling me of their sorrow and indignation at the unfair closing

because of their memories for the place and for me are unforgettable,” he added. The luna park is currently being used to stage an unusual version the Chekov play The Cherry Orchard, which takes the audience through several areas of the park. The show will run until November 30.

A MAN with a history of mental illness was yesterday taken into custody over the fatal stabbing of 23-year-old Apostolis Athanasiou in Limassol late on Monday. It later emerged that the suspect, Eleftherios Constantinou, has a track record of violent behaviour. Constantinou, 22, is set to appear before a Limassol court today, where police will ask that he be remanded for eight days. He faces charges of premeditated murder. According to police, the incident took place around 10.30pm on Monday in Kato Polemidia, Limassol. The two men were neighbours. The suspect allegedly got into a row with Athanasiou over the latter’s choice of parking. The victim, who had just returned home, had parked his car in a nearby field. Athanasiou then proceeded to move his car, but in the meantime the suspect had resurfaced from his house brandishing a military knife, with which he allegedly stabbed the victim. Neighbours hearing the screams reportedly rushed to the victim’s aid. The 23-year-old was rushed to Limassol general hospital, where doctors pronounced him dead on arrival. The suspect had fled the scene. Police launched a manhunt, releasing Constantinou’s photo and physical description to the public. They finally tracked him down around 3pm yesterday. He was found sitting in his car on a dirt road off the Platres-Kyperounda road. Reports said the suspect’s

relatives had in the meantime tried to reach him on his cell phone to get him to give himself up. An autopsy yesterday determined the victim died of massive bleeding as a result of a single stab wound that pierced his chestplate and heart. State pathologist Nicholas Charalambous said the nature of the blow was such that the victim may have died almost instantaneously. Police said later the suspect had a history of mental problems. In February 2011 he had stabbed and injured a 48-year-old man, again in Limassol, under “similar circumstances.”

MONITORED Constantinou was at the time examined by a psychiatrist, and then referred to the Athalassa Psychiatric ward in Nicosia, where he remained for a while. Doctors monitoring him there subsequently declared him fit to appear before court, and the case was set to go to trial in March 2013 - two years later. Constantinou was then released, though he was being monitored by the Welfare Services. The diagnosis of his mental condition could not be verified yesterday; the Welfare Services could not be reached for comment. It’s understood the suspect was living with his parents. Police spokesman Andreas Angelides told the Cyprus Mail that law enforcement could not have imposed any restrictions on the man once he had been released from the psychiatric ward and a date set for a trial.

What do Cyprus and Iceland have in common? IT SOUNDS like the beginning of a joke: what do Cyprus and Iceland have in common? But the question was discussed in all seriousness yesterday during an EU enlargement discussion at the House of Europe. In a session entitled ‘Iceland and Cyprus: Lessons learnt in the field of energy and renewable energy sources’, Cyprus’ potential in harnessing renewable energy was placed in the context of EU candidate member state, Iceland. Iceland’s electricity and heating needs are met almost entirely (99 per cent) through renewable energy, said Joost Korte, deputy director general responsible for the EU’s enlargement process. On the other hand, the EU has set Cyprus a target of powering 13 per cent of its energy consumption via renewable energy sources by 2020. The EU as a whole has a 20 per cent target. Iceland “surpasses the conditions of the EU,” Korte said. It used what Korte called a “handicap” – its small size, its isolation from mainland Europe, no infrastructure in terms of oil – and it turned it into an advantage by using its natural resources, he said. Cyprus can do the same where it is strong: “there is a huge potential” for solar energy, Korte said. University of Cyprus rector Constantinos Christofides, who was in the panel, said the technology was there to have

an energy independent island by 2030 that relies only on solar energy for its domestic consumption. The Electricity Authority of Cyprus spends €600 million a year to import oil, Christofides said. “This clearly demonstrates the benefits of alternative energy,” he said. Rather than rely on natural gas reserves, Cyprus can sell those abroad, and use solar power for the island’s demands, Christofides said. “Just one per cent of land is enough to cover our needs.” The head of the energy regulator CERA, Giorgos Shiammas, said that renewable energy sources were part of a longer term plan for Cyprus but added that “state policy has to be formulated by the government”. This was in response to a few questions by the audience – among them several diplomats and EU technocrats – who wanted to know how come Cyprus does not have electric cars despite its small size and what efforts are being made to increase efficiency and so reduce waste. Though there was no definitive answer save an acknowledgment of the need to include renewable energy sources in Cyprus’ future plans at least the connection between Iceland and Cyprus was clear: both have renewable energy sources to tap. But in Cyprus’ case, it will take “deliberate policy” over many years to create an energy independent island, Korte said.

Presidency conference held on the proper integration of immigrants EXPERTS from EU member states, Norway and Switzerland gathered in Nicosia yesterday to discuss the integration of immigrants. The conference focused on the role of local and regional authorities in shaping and implementing national integration policies. Speakers said the active presence of immigrants in participatory processes, particularly in the local political and social institutions must constitute an integral pillar of the integration policies implemented. In her speech, read out by the permanent secretary of

the Interior Ministry Andreas Assiotis, Interior Minister Eleni Mavrou stressed that effective integration policies are the key to maximising the benefits of migration and addressing the challenges posed by the diversity in European societies. Through a bottom-up approach, she said, local authorities and communities should participate actively and effectively throughout the course of the formulation and implementation of policies, since local authorities and communities are the main actors and beneficiaries of these policies.

UN special representative Alexander Downer meeting President Christofias yesterday

DOWNER MEETS LEADERS ON SHORT TRIP TO THE ISLAND PRESIDENT Demetris Christofias yesterday received Special Advisor of the United Nations Secretary General on Cyprus Alexander Downer at the presidential palace to discuss developments surrounding the Cyprus problem. Downer said the UN would not be involved in February’s presidential elections, “where the people of Cyprus will have a say on who will be their next leader, an issue that involves them and not the international community.” Right now, the focus is on what can be done with Christofias as president, Downer said. The UN are interested in candidates’ positions on the Cyprus problem but the next president will also have to make his own choices about how to proceed with negotiations, he added.

“We will let things take their course” and engage the winner in a discussion about what has been achieved, and what their understanding is of the Turkish Cypriot stance. The United Nations’ resolutions will be the guiding force in negotiations, Downer said. Downer – who is in Cyprus for a few days for Cyprus problem meetings – also met Turkish Cypriot leader Dervis Eroglu. He will also be meeting the bicommunal technical committees to discuss ongoing issues and will relay “brainstorming sessions” that have taken place in New York, he said. The UN want to see a comprehensive solution to the Cyprus problem but despite progress over the last few years, there are still unresolved issues and challenges, he said.

Lillikas denies far right, ELAM links Response to remarks made by AKEL leader Kyprianou By Elias Hazou PRESIDENTIAL candidate Giorgos Lillikas yesterday dismissed as a cheap political stunt allegations that his election staff includes members of nationalist groups. Speaking at a gathering in Limassol on Monday night, AKEL leader Andros Kyprianou claimed Lillikas’ staff was “dominated by ultra-rightist elements, who have joined forces with him due to his extremist positions on the Cyprus problem.” Kyprianou said these elements consisted of members of the nationalist group ELAM and its Greek counterpart Chrysi Avgi as well as students with far-right leanings. “Yet at the same time he [Lillikas] is making overtures to AKEL supporters seeking out their vote,” Kyprianou said. Hitting back yesterday, Lillikas challenged Kyprianou to “name just one”

person affiliated to ELAM or Chrysi Avgi who is part of his election staff. Lillikas in turn accused AKEL of trying to mislead its own voters and the broader public. He said the allegations were a desperate effort by the ruling party to create scaremongering in order to “pinch a couple of votes here and there.” The two camps have repeatedly exchanged accusations of vote-pinching.

TOUGH BATTLE Polls project a tough battle between Lillikas and AKEL-backed candidate Stavros Malas for second place in the first round of the upcoming general elections. The latest survey commissioned by state broadcaster CyBC gave DISY’s Nicos Anastasiades a comfortable lead with 36.8 per cent, followed by Malas with 22.8 per cent and Lillikas with 18.9 per cent.

Lillikas is officially backed by socialist party EDEK, but his support base is believed to encompass voters affiliated to the so-called ‘in between space’ - in particular DIKO and the European Party. Lillikas began his political career as an aide to former president George Vasiliou, who came to power in 1988 with the support of communist AKEL. He was later elected MP on an AKEL ticket and appointed Commerce Minister during the Papadopoulos administration in which AKEL was a coalition partner. He was later appointed Foreign Minister, a post he held until AKEL left the government coalition to run for the presidency with Christofias as its candidate in 2008. Lillikas disagreed with the move and left the AKEL fold to support Papadopoulos, who lost the election to Christofias, a development which pushed Lillikas out of the political arena for over two years.

Compromise proposals are handed over to the troika Archbishop wades in to fray to blame politicians continued from page one portunity to reduce or abolish the social state and the role of the state in general. He said there is a need to maintain the decisive role of the state in critical issues for semi-occupied Cyprus like control of natural gas, electricity, ports and telecommunications. “We do not agree with the elimination of the role of the state. We perceive the state as the steam engine of growth, defender of the weak and guardian of national and collective interest,” the president said. In a bid to overcome the troika’s insistence to privatise SGOs, the government has proposed for them to remain public and to use their considerable revenues to repay the public debt. The government has said it is willing to sell the Cyprus Stock Exchange (CSE) and close down some other organisations which no longer serve any purpose. There is also disagreement on wage indexation – the troika wants it frozen throughout the adjustment programme and restored afterwards only to 50 per cent. It also wants some items, like electricity, taken out of the list of goods and services basket used to calculate the rate. The two sides are also at odds over pensions – the troika wants the 4.3 per cent state contribution gradually – by 2060 – scrapped and a debt of some €7 billion to the social security fund written off. Reports said the government

has proposed cutting the 4.3 per cent by half with the rest paid by civil servants. Both sides agree on extending the retirement age to 65 but the troika wants it linked to life expectancy. And then there are the proceeds from natural gas, which the troika says should be used to repay the country’s debt. It is understood that Cyprus has asked the troika to clarify whether they mean the proceeds from the second licensing round or those from exploitation, which are not expected any time soon. The Cypriot negotiating team spent the better part of the day yesterday trying to prepare the compromise proposals, which were conveyed to the troika by the finance minister Vassos Shiarly himself at around 9pm. Labour Minister Sotiroulla Charalambous met with the leaders of PEO, SEK and DEOK trade unions in the afternoon as well as employers’ organisations. Glafkos Hadjipetrou, the head of central government workers union PASYDY was briefed by the finance ministry permanent secretary. The head of PEO, the union affiliated with AKEL, expressed his dissatisfaction. “The troika insists on its known positions, which are not acceptable,” Pambis Kyritsis said. Archbishop Chrysostomos also entered the fray yesterday, blaming politicians for the country’s economic woes. “The politicians are to blame, who will never go hungry; but

CYPRUS TODAY Tractor death A 16-year-old novice monk was killed yesterday around noon on a dirt road between the villages of Avdellerou and Athienou, police said, while driving a tractor. According to local police, Epifanios Andreas Stavrides was driving the tractor downhill on a farm road when he lost control of it after it struck an embankment. The tractor spun out of control and crushed him, police said. Passers-by noticed the accident and called the emergency services. The young man was taken to Larnaca General Hospital where his death was confirmed.

Home Government calls on EU to be clear about Russia objectives GOVERNMENT spokesman Stephanos Stephanou yesterday called on the EU to be clear about its objectives towards Russia, stressing that everybody needs and benefits from a strong EURussia relationship. Stephanou was addressing a conference organised by the Center for European and International Affairs of the University of Nicosia in cooperation with the Russian embassy on ‘EU-Russian Relations: the rhetoric and the record’. “Russia is a most important strategic partner of the EU, as well as a key neighbour,” he stressed in his speech, read out by the Press and Information Office Director Eleonora Gravrielides. “It is no wonder that several aspects of EU relations with the Russian Federation regularly constitute a subject for discussion in EU forums, not least because of the multifaceted nature of these relations. These cover a wide spectrum of cooperation ranging from external relations to the most important energy dossier,” he said. Stephanou noted that the events of recent years have changed the nature of the relationships in a number of ways and that the past ten years have seen the EU and Russia change and develop to a very great extent. “It is important to recognise these changes within Russia and the EU, since as the two partners evolve so does the balance of the partnership between them arguably and hopefully for the benefit of both,” he added. He also said it is a fact that during the past few years the EU is experiencing an increasingly improved climate in its relations with Russia, boosted by marked progress in key areas such as the recent accession of Russia to the World Trade Organisation, the developments in the visa dialogue, crisis management, migration and climate change. “We are all aware that stable energy relations are also important for EU and Russia. Reliable and predictable energy relations are a clear win-win for both,” he said.

An Air France plane on the tarmac at Larnaca airport early yesterday on its way to Tel Aviv

As tensions remain Tel Aviv flights operating via Larnaca FLIGHTS bound for Tel Aviv are being temporarily diverted to Larnaca airport due to the ongoing crisis in Gaza, the airport’s operators said yesterday. “A number of European airlines have been asking permission to use our facilities at Larnaca due to the unrest in the Middle East,”

said Adamos Aspris, a spokesman for Hermes Airports. The extra traffic has not impacted the airport’s flight schedule, he said. It’s understood flights began being diverted to Larnaca over the past few days, following an escalation of the conflict in Gaza.

Several direct flights from European destinations bound for Tel Aviv have been stopping over at Larnaca before continuing on to Israel. Reuters reported yesterday that Egypt had brokered a ceasefire between Israel and Hamas. It would go into effect later in the

day. Cyprus is frequently used as a stopover for European flights during crises in the Middle East. In August, due to safety concerns in the area around Beirut airport, an Air France flight to Lebanon was diverted first to Damascus and then to Larnaca.

Duped bank investors call on others to sue

Construction workers set for 48 hour strike

Association will take all those deemed responsible to court

CONSTRUCTION workers will go on strike tomorrow and Friday because employers are taking advantage of the debt crisis to hurt workers’ rights, unions SEK and PEO said yesterday. There are collective agreements that are pending since 2010 but workers have not managed to come to an agreement with the building contractors association, said SEK head Nicos Moyseos and PEO head Pambis Kyritsis. “It looks like employers are taking advantage of the situation on the island to pre-empt troika,” said SEK’s Yiannakis Ioannou referring to a bailout by Cyprus’ international lenders which will require restructuring of the economy. Employers want to stop paying provident funds, abolish bonuses and overtime, increase work hours from 38 to 40 a week, and cut wages by up to 30 per cent, he said.

By Poly Pantelides A GROUP of investors in bank securities claiming they were duped by banks into investing without expert advice on the risks have called on their members to sue. The Association for Holders of Securities yesterday called on its members to sue all those deemed responsible, regulators, current and past bank brass, anyone named by a Central bank probe, among others. The announcement comes about two weeks after the expiration of a deadline given by the investors, who said they would sue the finance ministry, the central bank, the Bank of Cyprus and Popular Bank, and the securities and exchange commission unless action was taken.

THIS WEEK IN YOUR

The investors want to get their securities converted into five-year bonds with 5.0 per cent interest rate and the option to retrieve 20 per cent each year. The island’s two largest lenders, the Bank of Cyprus and Popular Bank, stopped paying interest and blocked access to investors’ capital following losses on a Greek sovereign debt write-down in late 2011. This affected about 8,000 people. It is thought that securities worth some €700 million were purchased by non-institutional investors – individuals and companies. Hundreds of provident and insurance funds had invested in the affected securities; some provident funds invested up to 90 per cent of their deposits in these high-risk financial instruments.

The banks, that need a bailout, collectively accumulated some €1.4 billion in securities. A number of angry security holders have said they were given the impression by untrained staff that investing in high risk securities would guarantee them a safe and regular income. They have been lobbying since July for a solution that will allow them to recover their capital or else minimise losses. They will not accept converting their securities into bank shares, which will be offered at nominal value even though they are selling a fraction of that amount. The security holders’ association yesterday renewed a threat to forward the Central Bank probe findings to the EU and Cyprus’ potential lenders, the troika.

“If these measures do not soon bring the desired result, we will ask our members, their friends and relatives to stop collaborating with the two banks,” the association’s head Phivos Mavrovouniotis, an insurance agent, said. He said they hoped they could come to an agreement with the banks before the court needed to examine law suit cases. Asked how many people have sued or are planning to sue, Mavrovouniotis said that the decision to sue was very recent and no one had sued yet nor had they collected any indicative numbers. But the association said in its announcement that it had over 1,000 complaint letters by duped depositorscum-investors.

Bid for women bishops rejected Rejection poses a test for new Archbishop By Alessandra Prentice THE Church of England voted yesterday against allowing women bishops after it failed to win the support of enough lay members for the reform, leaving the Church facing more internal strife over an issue that has divided it for years. After hours of debate, the General Synod, the Church legislature made up of separate houses for bishops, clergy and laity, fell just short of the two-thirds majority required in all three houses to pass the measure. “It was carried in the houses of bishops and clergy, but lost in the house of laity. The motion having been lost ... we do not proceed any further,” said Archbishop of York John Sentamu. Some women priests in the public gallery wiped tears from their eyes after Sentamu read out the results. The vote among lay members fell short by just four votes. “It’s crushing for morale, senior women clergy must feel despondent and most bishops and most clergy male or female feel hugely sad and worse than sad, embarrassed and angry,” said Christina Rees, a Synod member and former chairman of the advocacy group Women and the Church. “Women bishops will come, but this is an unnecessary and an unholy delay,” she told Reuters. Women already serve as Anglican bishops in Australia, New Zealand, Canada and the United States, but the Church of England, mother church for the world’s 80 mil-

UK to host G8 leaders at N. Ireland resort BRITAIN will host next year’s summit of G8 leaders including U.S. President Barack Obama at a resort close to the scene of one of Northern Ireland’s worst bomb attacks, in a vote of confidence in the province’s security. The summit will take place on June 17 and 18 at the five-star Lough Erne golf resort, 8 kilometres (5 miles) from the site of the 1987 Enniskillen bombing, which killed 12 people. It will be the largest diplomatic summit ever held in the province. “I want the world to see just what a fabulous place Northern Ireland is for business and investment,” Prime Minister David Cameron said during a visit to a factory in Craigavon, south west of Belfast.

Incoming Archbishop of Canterbury Welby had supported the reform (AFP) lion Anglicans, has struggled to reconcile the dispute between reformers and traditionalists on whether to allow them in England. The Church had already agreed to allow women bishops in theory but yesterday’s vote, on provisions to be made for conservatives theologically opposed to senior women clergy, needed to be approved before female Anglican priests could be promoted to episcopal rank in England. The outcome presents a major test for Justin Welby, who takes over as the Church’s spiritual head when Rowan Williams steps down as Archbishop of Canterbury at the end of the year. Both of them supported the reform. “How much energy do we want to spend on this in the next decade ... and how much

do we want to bind the extraordinary energy and skills of the new archbishop?” said Williams as he implored the Synod to back the legislation before the vote. Bishop of Norwich Graham James said the Church’s current bishops, who had strongly backed the proposal, would be meeting today to consider a way forward. “There are different opinions in the Church of England which it has tried to hold together. I think tonight’s vote illustrates how hard that is and how high the barrier is we have set for ourselves,” he told reporters. Asked if women priests, who make up about a third of the Church of England clergy, would now feel they are second class priests, he said: “I recognise that many of them are going to feel that and are going to feel very disappointed. “I think there’s a sign and willingness on the part of many people in this Synod to find the legislation to allow this to go ahead. I hope it will not be many years before this comes about.” More than 100 members spoke during six hours of discussion in a vast circular chamber in Church House, the Church’s central London headquarters, airing their views under a domed ceiling inscribed with a prayer to “them that endured in the heat of conflict”. The dispute centred on ways to designate alternative male bishops to work with traditionalist parishes that might reject the authority of a woman bishop named to head their diocese.

Coulson and Brooks were charged over alleged corrupt payments to public officials

Coulson and Brooks to face charges FIVE people including former spin doctor Andy Coulson and ex-News International chief executive Rebekah Brooks are facing charges linked to alleged bribery of public officials. The Crown Prosecution Service (CPS) announced yesterday that Coulson and former News of the World (NOTW) royal correspondent Clive Goodman are accused of a conspiracy to pay for information that included contact details for the royal family.

Brooks and former Sun chief reporter John Kay are charged with conspiring to pay Ministry of Defence employee Bettina Jordan-Barber around £100,000 for information. Yesterday Coulson, who was editor of the NOTW, denied any wrongdoing. He said: “I am extremely disappointed by this latest CPS decision. I deny the allegations made against me and will fight the charges in court.”

Poland arrests bomb plotter with links to Norway killer Suspect said to have ‘fascination’ with Breivik

Polish state prosecutors hold a press conference on the arrest of a man who had plotted a car bomb attack in Warsaw yesterday (AFP)

lence share information with each other across Europe. “This is a new and dramatic experience,” said Prime Minister Donald Tusk, who, according to prosecutors, was one of the intended targets of the assassination plot, along with the president. “This should be a warning.”

Prosecutors said the suspect, a 45-year-old scientist who works for a university in the southern city of Krakow, planned to plant four tonnes of explosives in a vehicle outside parliament and detonate it remotely. The plot had parallels with Anders Behring Breivik, the

vestigators had found practical connections to Breivik too: the Norwegian bought bomb components in Poland, he said, and an analysis of his contacts helped lead Polish intelligence to the suspect. Authorities in Norway said they had been in touch with their Polish counterparts but gave no details. Briefing reporters in the Polish capital, prosecutors said the suspect had assembled a small arsenal of explosive material, guns and remote-controlled detonators and was trying to recruit others to help him. A video recording taken from the suspect, who has not been publicly identified, showed what prosecutors said was a test explosion he conducted, sending up a huge cloud of dust and leaving a large crater in the ground. “He claims that he was acting on nationalistic, antiSemitic and xenophobic motives,” prosecutor Mariusz Krason said. “He believed the situation in the country is going in the wrong direction, described the people ruling Poland as foreign and said they were not true Poles.”

THE Dutch government has scrapped a planned “weed pass” designed to keep foreigners out of the nation’s cannabis-selling coffee shops. In the south of the country, beginning earlier this year, locals had to apply for a pass to get into such shops but non-Dutch residents were barred, in an effort to crack down on widespread drug tourism in the region. But Justice Minister Ivo Opstelten said the passes are being immediately scrapped. He said it will be up to local authorities to keep foreigners out of the drug cafes. It appears to be a compromise that leaves the door open to Amsterdam to keep letting tourists visit its world famous cafes, where cannabis, marijuana and pre-rolled joints are sold alongside cups of coffee.

Russia telecoms firm boss’ home raided

RIGHTIST Jean-Francois Cope , an ally of former President Nicolas Sarkozy, claimed the leadership of France’s main conservative party on Monday in a closely fought two-way contest marred by mutual accusations of voter fraud. Cope, already the incumbent leader of the UMP party, beat centrist former prime minister Francois Fillon by 50.03 per cent to 49.97 per cent, the head of an internal voting commission said a margin of just 98 votes out of almost 175,000 cast. The victory could pave the way for Cope, whose controversial campaign included accusations that “anti-white” racism was rife in France, either to run for president himself in 2017 or stand aside for Sarkozy if his mentor chooses to re-enter politics.

By Dagmara Leszkowicz and Marcin Goettig POLISH authorities have arrested a radical nationalist who planned to blow up parliament and had links to the right-wing extremist who murdered dozens of people in Norway last year, they said yesterday. The suspected plot - to detonate a bomb outside parliament when the country’s most senior officials were inside was the first of its kind since Poland threw off Communist rule more than 20 years ago. It is likely to bring renewed scrutiny on radical right-wing groups inside Poland, which are fiercely opposed to the liberal government, and on the way extremists intent on vio-

RUSSIAN investigators searched the home of the head of a state telecoms firm yesterday, in a fraud case that underlines an intensifying battle for money and influence six months into Vladimir Putin’s presidency. Police searched the house of Alexander Provotorov, chief executive of Rostelecom, and the home of a minority shareholder, Konstantin Malofeyev, newspapers and news agencies quoted law enforcement sources as saying. Rostelecom spokeswoman Kira Kiryukhina said she was unable to comment on the searches. Malofeyev’s fund, Marshall Capital, could not be reached by phone and its web site was not working. Analysts said yesterday’s raids could herald a management shake-up at the $12 billion phone company, Russia’s former fixed-line monopoly over which well-connected officials have long vied for influence. “Maybe this is connected with some conflicts between Rostelecom and the Ministry of Communications - we heard previously that the ministry wanted to replace the current CEO,” said Alexander Vengranovich at brokerage Otkritie. Newspapers reported last month that Provotorov, who took the helm at Rostelecom in July 2010, could be replaced by Vadim Semyonov, the head of state telecoms holding company Svyazinvest who studied law with Prime Minister Dmitry Medvedev. The Rostelecom case is linked to a deal involving

Alexander Provotorov, chief executive of Rostelecom Marshall Capital, in which Provotorov used to be a partner, and follows a slew of scandals t h at has soured the mood of investors towards Russia and Putin’s brand of state capitalism. A corruption probe led Putin to fire his defence minister, Anatoly Serdyukov, this month, while cases of alleged financial malfeasance are being investigated at Russian satellite network Glonass and over preparations for a recent Asia-Pacific summit. Commentators say such cases are increasingly becoming a tool to settle political and business scores under Russia’s ‘vertical’ power structure, in which Putin now serving a third Kremlin term - acts as a final arbiter. Official probes into top Russian firms can quickly unsettle investors concerned by the country’s weak property rights and political control over law enforcement and the courts.

Sarkozy ally wins right leadership

Ex PM jailed EX Croatian prime minister Ivo Sanader has been found guilty of corruption charges by a court in Zagreb and sentenced to 10 years in prison. Judges found him guilty of accepting a 10-million-euro bribe from Hungarian oil company MOL in return for securing it controlling rights in Croatia’s state oil company INA, and receiving 545,000 euro in kickbacks for a credit deal with Hypo Alpe Adria Group.

World US blocks UNSC action on Gaza strife

Talks to clinch elusive Gaza truce continue Ceasefire announcement expected today By Nidal al-Mughrabi and Jeffrey Heller U.S. Secretary of State Hillary Clinton was in Jerusalem for talks yesterday with Israeli Prime Minister Benjamin Netanyahu as expectations rose of a ceaseďŹ re soon to end a week of ďŹ ghting around the Gaza Strip. However, Gaza’s rulers, the Palestinian Islamist movement Hamas, revised a statement that a truce would start overnight, saying it was still waiting for an Israeli response to proposals and did not now expect an announcement until today. An ofďŹ cial in the Egyptian government, whose new, Islamist leadership has been playing peace broker in Cairo, had also said a ceaseďŹ re could begin yesterday. But Israeli ofďŹ cials continued to say discus-

sions were still continuing. Israel pressed on with its strikes in the coastal enclave on the seventh day of its offensive and Palestinian rockets still ashed across the border as Clinton arrived in Jerusalem. She was due to meet Netanyahu around 11pm (2100 GMT). One Hamas ofďŹ cial had said a truce might start at 9pm. But after that moment passed, a senior ďŹ gure in the movement, Ezzat al-Rishq, told Reuters in Cairo: “The truce is now held up because we are waiting for the Israeli side to respond. “We ... must wait until tomorrow.â€? The Jewish state launched the campaign last week with the declared aim of halting the rocketing of its towns from the Palestinian enclave, ruled by the Hamas militant group that does not recognise Israel’s right to exist.

Medical ofďŹ cials in Gaza said 27 Palestinians were killed yesterday. An Israeli soldier and a civilian died when rockets exploded near the Gaza frontier, police and the army said. Gaza medical ofďŹ cials say 134 people have died in Israeli strikes, mostly civilians, including 34 children. In all, ďŹ ve Israelis have died, including three civilians killed last week. Netanyahu said earlier yesterday that Israel was open to a long-term deal aimed at ending Palestinian rocket attacks that have plagued its southern region for years. Khaled Meshaal, exile leader of Hamas, said on Monday that Israel must halt its military action and lift its blockade of the Palestinian coastal enclave in exchange for a truce. Both Netanyahu, favoured to win a January national election, and US President Barack

Palestinian boys seen amid the rubble of a damaged house in the southern Gaza town of Rafah yesterday (AFP) Obama have said they want a diplomatic solution, rather than a possible Israeli ground operation in the densely populated territory, home to 1.7 million Palestinians. Israel’s military yesterday targeted more than 130 sites in Gaza, including ammunition stores and the Gaza headquarters of the National

Islamic Bank. Israeli police said more than 150 rockets were ďŹ red from Gaza by the evening. After nightfall, Israel stepped up its Gaza bombardment. Artillery shells and missiles ďŹ red from naval gunboats slammed into the territory and air strikes came at a frequency of about one every 10 minutes.

THE United States blocked yesterday a U.N. Security Council statement condemning the escalating conict between Israel and the Palestinians in the Gaza Strip, setting the scene for a possible showdown between Washington and Russia on the matter. The United States opposed the statement which had to be approved by consensus - because it “failed to address the root causeâ€? - missile attacks by Hamas - of the escalation in ďŹ ghting between Israel and Hamas militants in Gaza, said Erin Pelton, spokeswoman for the United States mission to the United Nations. Israel said it was these Hamas rocket attacks that had prompted its major offensive against the militants in Gaza last Wednesday. “We made clear that we would measure any action by the Security Council based on whether it supported the ongoing diplomacy toward deescalation of violence and a durable outcome that ends the rocket attacks on Israeli cities,â€? Pelton said.

Assad troops fight to oust rebels from Damascus SYRIAN government troops backed by tanks battled to oust rebel forces from an opposition stronghold in a Damascus suburb yesterday in the heaviest ďŹ ghting in the capital for months. In action in the country’s north, rebel ďŹ ghters stormed an air defence base that President Bashar al-Assad’s military had used to bombard areas near the Turkish border. On the international front, the Turkish foreign minister said NATO states had agreed to supply Turkey with a Patriot missile system to defend against Syrian cross-border shelling. Although the deployment would be for defensive purposes only, it nonetheless marked a

hardening in the foreign opposition to Assad. The rebels also received a diplomatic lift with Britain ofďŹ cially recognising the opposition Syrian National Coalition, set up this month to boost their chances of securing foreign aid and arms, as the legitimate representative of the Syrian people. It was the ninth country to do so following France, Turkey and the Gulf Arab states. After months of slow progress, the rebels have captured several army positions in outlying regions in the last week, including a Special Forces base near Aleppo, Syria’s commercial hub. They are also trying to take the 20-month-old revolt to the heart of Damascus, Assad’s seat of power.

Congo rebels take control of Goma REBELS widely believed to be backed by Rwanda seized Goma in the eastern Democratic Republic of Congo yesterday, parading past U.N. peacekeepers who gave up the battle for the frontier city of one million people. Fighters from the M23 group entered Goma after days of clashes with UN-backed Congolese soldiers that forced tens of thousands of residents to flee, raising fears of human rights abuses in the sprawling lakeside city. A senior UN source told Reuters that international peacekeepers gave up defending Goma after the Congolese troops evacuated under pressure from the advancing rebels. “There is no army left in the town, not a soul... Once they were in the town what could we do? It could have been very serious for the population,” he said asking not to be named.

WORLD TODAY Afghanistan pull-out FRANCE withdrew its combat troops from Afghanistan yesterday, marking the end of its battlefield role in the NATOled war after a presence of more than 10 years. Four hundred French troops returned to the Afghan capital after four years of combat operations in nearby Kapisa province and Kabul’s Sarobi district, a spokesman for the French military said, adding they would return to France within days. “Today is the end of our forward operations. By the end of the year, we will have 1,500 French troops remaining in Afghanistan in non-combat operations,” said Lt. Col Guillaume Leroy. Of those remaining troops, 1,000 will help return military equipment to France and 500 will stay on to provide training for Afghanistan’s fledgling army, he said. France joins Canada and the Netherlands in ending its combat role in Afghanistan.

‘An end to AIDS is in sight’ A UNITED Nations report said yesterday that eradicating AIDS was in sight, owing to better access to drugs that can both treat and prevent the incurable human immunodeficiency virus (HIV) that causes the disease. An aim to eventually end the worldwide AIDS epidemic is not “merely visionary” but “entirely feasible”, the report said. Success in fighting the disease in the past decade has allowed the “foundation to be laid for the eventual end of AIDS” by cutting the death toll and helping stabilise the number of people infected in the pandemic, UNAIDS said its annual report.

The M23 rebellion has aggravated tensions between Congo and its neighbour Rwanda, which Kinshasa’s government says is orchestrating the insurgency as a means of grabbing the chaotic region’s mineral wealth. Rwanda denies the assertion. “We will continue (resisting) until Rwanda has been pushed out of our country ... There will be absolutely no negotiations with M23,” Congolese Information Minister Lambert Mende said, adding that Kinshasa would talk directly only with Rwanda. UN experts say Rwanda, a small but militarily capable neighbour that has intervened in Congo repeatedly over the past 18 years, is behind the revolt. Congo’s mineral wealth, including diamonds, gold, copper and coltan used in mobile phones - has inflamed the conflict and little has been spent on developing a country the size of

Western Europe. The capture of Goma will also be an embarrassment for President Joseph Kabila, who won re-election late last year in polls that provoked widespread riots and which international observers said were marred by fraud. Congolese state television reported on Tuesday that Kabila, who has made few public comments on the rebellion in recent weeks, is travelling to Uganda, the mediator in the conflict with the eastern rebels. Uganda’s Junior Foreign Affairs Minister Asuman Kiyingi told Reuters the rebels would not attend the talks. In the Congolese capital Kinshasa, security forces used tear gas and fired shots in the air to disperse a few hundred youths protesting about the fall of Goma. Residents in Congo’s second city, Kisangani, attacked Kabila’s local party headquarters.

Obama urges restraint in tense Asian disputes Stops short of backing allies against China By Jeff Mason and James Pomfret U.S. President Barack Obama urged Asian leaders yesterday to rein in tensions in the South China Sea and other disputed territory, but stopped short of firmly backing allies Japan, the Philippines and Vietnam in their disputes with China. The comments illustrate the challenge facing newly re-elected Obama in managing Sino-US ties that have become more fraught across a range of issues, including trade, commercial espionage and the territorial disputes between Beijing and Washington’s Asian allies. “President Obama’s message is there needs to be a reduction of the tensions,” Deputy National Security Adviser Ben Rhodes said after the East Asia Summit in the Cambodian capital Phnom Penh. “There is no reason to risk any potential escalation, particularly when you have two of the world’s largest economies - China and Japan - associated with some of those disputes.” The comments appeared carefully calibrated not to offend either side. They follow a three-day trip by Obama to three strategically important Southeast Asian

Newly-elected US President Barack Obama (right) faces challenges in managing Sino-US ties that have become more fraught across a range of issues (AFP) countries: old US ally Thailand, new friend Myanmar and China ally Cambodia, in a visit that underlines Washington’s expanding military and economic interests in Asia under last year’s so-called “pivot” from conflicts in the Middle East and Afghanistan. Obama’s attention was divided as he tried to stay on top of the unfolding crisis in Gaza. He dispatched Secretary of State Hillary Clinton from the summit to the Middle East for a round of troubleshooting talks in Israel,

the West Bank and Egypt. A decades-old territorial squabble over the South China Sea is entering a new and more contentious chapter, as claimant nations search deeper into disputed waters for energy supplies while building up their navies and military alliances with other nations, particularly with the United States. Beijing claims almost the entire sea as its territory based on historical records, setting it directly against US allies Vietnam and the Philippines,

while Brunei, Taiwan and Malaysia also lay claim to parts. The Philippines lodged a formal protest yesterday against summit host Cambodia, accusing the Chinese ally of trying to stifle discussions on the South China Sea when leaders of the Association of Southeast Asian Nations (ASEAN) met on Monday. China defended its stand yesterday not to discuss the South China Sea issue at multilateral forums. Beijing prefers to deal with other claimants on a bilateral basis.

Pakistani Christian girl, accused of blasphemy, freed A CHRISTIAN girl accused of blasphemy over the burning of the Koran has been acquitted by a court in Pakistan, a defence lawyer said yesterday. Abdul Hameed said the order in Islamabad exonerated his client due to a lack of evidence and dismissed the charges against her, concluding

that they were based on heresy and incriminating material which was planted in the girl’s possession. The case caused an international outcry over Pakistan’s strict blasphemy laws, which are very popular in the country. A Muslim cleric was later accused of

stashing pages of a Koran in the girl’s bag to make it look as though she had burned the Islamic holy book. Police also found the girl appeared to be under age and mentally impaired. Pakistan’s blasphemy laws carry life in prison or the death sentence.

Disgraced Bo’s post filled in Chongqing CHINA has confirmed that rising star Sun Zhengcai has been appointed Communist Party boss for the scandalridden southwestern city of Chongqing, taking the old job of disgraced Bo Xilai in the country’s biggest metropolis. As head of the sprawling Chongqing, Sun will have to deal with the legacy of Bo, the former high-flyer at the centre of China’s biggest political scandal in decades. Sun’s appointment was announced in a brief statement carried by the official Xinhua news agency yesterday. It also said Shanghai mayor Han Zheng had been promoted to the city’s party boss in a widely expected move. Bo was fired in March following his wife’s implication in the murder of a British businessman, and Chongqing had been run in the interim by Vice Premier Zhang Dejiang. Zhang was promoted last week to the party’s inner core of power, the seven-man Politburo Standing Committee. Reuters reported earlier this month that Sun, 49, a former agriculture minister and then party boss of the northeastern province of Jilin, had been tipped to get the job. Sun is emblematic of younger officials of humbler backgrounds who stand apart from the refined, urban backgrounds of the likes of president-in-waiting Xi Jinping and other so-called “princelings” - the descendants of former senior revolutionary leaders. Sun is an agricultural expert who once ran a fertiliser factory and spent much of his early professional life in a rural part of Beijing. He served as agriculture minister from 2006-2009 after a surprisingly rapid promotion. That set him up to take office in Jilin, the centre of China’s corn belt, where he has backed increased trade and infrastructure investment in North Korea.

Business Ex trader sentenced for $2.3b fraud

Norway gas pricing challenges Russia

FORMER UBS trader Kweku Adoboli was convicted and sentenced to seven years in jail yesterday for the biggest fraud in British history, which resulted in a loss of $2.3 billion for the Swiss bank. Ghanaian-born Adoboli, 32, a senior trader on the Exchange Traded Funds (ETFs) desk at UBS’s investment banking arm in London, admitted trading far in excess of his authorised risk limits and making fictitious book entries to hide his true positions. “The tragedy for you is that you had everything going for you,” the judge, Brian Keith, told Adoboli “There is a strong streak of the gambler in you ... You were arrogant enough to think that the bank’s rules for traders didn’t apply to you.” Adoboli must serve half the sentence before being released on probation, and after taking into account the time already spent in custody could be out of prison in about two and a half years. The prosecution had portrayed him as a reckless gambler who played God with UBS’s money in the arrogant belief that he had the magic touch, driven by a desire to be a star trader with a huge bonus to match. His defence was that the bank had turned a blind eye to rule-bending as long as profits rolled in and that others knew what he was doing and did not disapprove. He had pleaded not guilty to two charges of fraud by abuse of position covering the period from October 2008 to his arrest on September 15, 2011.

NORWAY’S Statoil signed a 10-year gas supply deal with Germany’s Wintershall, based on spot gas prices that challenged Russian gas export monopoly Gazprom, which insists on oil-linked prices despite European Union opposition. Statoil agreed yesterday to supply Wintershall, the natural gas unit of chemicals firm BASF, with 45 billion cubic metres (bcm) of gas worth $17.4 billion at current prices, in a deal aimed at creating a flexible gas market in northwestern Europe. “This is the first contract of such magnitude and length in continental Europe,” Statoil Executive Vice President Eldar Saetre told Reuters. Government-controlled Statoil, Europe’s second biggest gas supplier after Gazprom, is now selling about half of its gas under spot terms, including more than 40 per cent of its European gas, Saetre said. By contrast Gazprom, which faces an anti-trust probe from the European Union, yesterday stood firmly by the established system of clinching long-term deals linked to the price of oil and insisting that customers pay penalties if they do not take the gas as agreed. This approach has angered European power and gas suppliers who have to sell the gas on to customers at retail prices linked to the freely traded spot market, which can be lower than the price paid to Gazprom. Russia provides around 35 per cent of the EU’s gas demand, according to data from the European Commission, and Europe accounts for 80 per cent of Russian gas exports. This share could shrink in future, if Gazprom does not follow Statoil’s move to increase price flexibility in contracts, analysts said.

Greek debt buy back of up to €40b mulled By Robin Emmott and Annika Breidthardt EUROZONE finance ministers were last night considering allowing Athens to buy back up to 40 billion euros of its own bonds at a discount, as one of a number of measures to cut Greek debt to 120 per cent of GDP within the next eight years. Going into the second ministerial meeting in successive weeks, Jean-Claude Juncker, the chairman of the group, was cautiously optimistic that a deal would be struck. “We must still reach an understanding on several details and I would expect that the chances are good that we will come to a final and joint solution this evening,” he told reporters. “But I’m not entirely certain.” That caution reflects the complex options being discussed, ongoing political differences and the sheer scale of reducing Greece’s debt mountain.

Aim remains to reduce Greek debt to 120 of GDP by 2020 Under a proposal discussed by ministers, Greece would offer private-sector bondholders around 30 cents for every euro of Greek debt they hold, allowing Athens to pay down some of its vast outstanding obligations, a senior official involved in the discussions told Reuters. Greek debt is trading at 2030 cents on the euro depending on its maturity, but is likely to strengthen if the buy-back plan is confirmed, meaning any offer will have diminishing marginal returns. The ministers, who failed to reach agreement last week, have also discussed granting Greece a 10-year moratorium on paying interest on about 130 billion euros of loans from the euro zone’s emergency fund, which could save Athens around 44 billion euros

over a decade, the official said. There is also the possibility of reducing the interest rate on loans made by eurozone countries directly to Greece in 2010, from 1.5 per cent to just 0.25 per cent, although the official said Germany was opposed to such a step. The range of options on the table underscored the determination to find a solution to Greece’s debt problems nearly three years after they were first exposed, leading to contagion across the eurozone. However, while some such as the debt buy-back have significant backing, others face opposition from one or more eurozone countries and the official emphasised that the ground could shift rapidly. As well as the 17 eurozone finance ministers, the meeting

was attended by IMF Managing Director Christine Lagarde and by European Central Bank President Mario Draghi. The IMF, which has participated with the eurozone in two bailouts of Greece since 2010, has said that Greek debt must be reduced to 120 per cent of GDP by 2020 if it is to be sustainable in the longrun. If that isn’t possible, there is a risk that the IMF will have to withdraw from efforts to stabilise Greece. At a meeting a week ago, there were sharp differences between the EU and IMF, with Juncker saying Greek debt should be cut to that target only by 2022. Lagarde said that would be unacceptable. Officials yesterday began by agreeing that the aim was to cut the debt to 120 per cent by 2020, the senior official told Reuters. But it remained uncertain at the time of going to press just what mix of measures will achieve that goal.

France to answer credit ratings downgrade with reforms FRANCE said it would respond to Moody’s credit downgrade by pushing ahead with economic reforms but complained the ratings agency had overlooked efforts already taken to revamp the eurozone’s second largest economy. France lost its prized triple-A badge from the Standard & Poor’s in January and so Monday’s move by Moody’s was not surprising but it underlined doubts about Socialist President Francois Hollande’s ability to fix France’s public finances. The downgrade also highlighted the divergence with the top-rated regional powerhouse Germany whose finance minister called it a “small warning” to

its most important eurozone partner. However, Moody’s cut to Aa1 with a negative outlook did not affect the status of French bonds which along with German debt are seen as a safe haven from the crisis in southern Europe. “Moody’s raised concerns about France’s capacity to reform and so it is up to us to show that this time we are going to carry out reforms,” Finance Minister Pierre Moscovici, leading a government offensive to play down the move, told journalists. “The rating change does not call into question either the economic fundamentals of our country, the efforts undertaken by the government or our creditworthiness.”

The government is planning the toughest belt-tightening effort in 30 years in 2013 but must also try and halt a growth slow-down that has seen unemployment surge to 13-year highs. Moody’s said it kept a negative outlook on France due to structural challenges and a “sustained loss of competitiveness” in the country, where business leaders blame high labour charges for flagging exports. It also cited “sizable exposures” of its banks to weak, southern eurozone countries. “The first driver underlying Moody’s one-notch downgrade of France’s sovereign rating is the risk to economic growth, and therefore to the govern-

ment’s finances, posed by the country’s persistent structural economic challenges,” Moody’s said. The downgrade sent the euro 0.30 per cent lower to 1.2770 against the dollar late on Monday but the currency recovered some ground to trade at 1.2800 at 1030 GMT yesterday. The benchmark French 10-year government bond yield - which has been trading at historic lows and offering Hollande crucial access to cheap borrowing - was barely changed at 2.10 per cent versus 2.08 per cent before the downgrade.

We must cede some sovereignty to get bailout WHILE there seems to have been agreement with the troika over the measures for the banking sector, most parties and presidential candidates are taking the obligatory defiant stand on other issues, based either on incomplete information released by the government or their own populist agenda. We hear that they would never agree to a bailout that would cede our sovereignty, allow the troika to ‘get its hands on our hydrocarbon reserves, lead to privatisation of semi-governmental organisations or radically change our pension system. It is quite amazing that the parties and individual politicians are taking hardline, public stances on issues they are not fully informed about. But we should not be surprised considering they are making a big fuss over non-issues, like the hydrocarbons and national sovereignty, as well. Is it possible for any country that is bailed out by international lenders not to cede some of its sovereignty? If it does not, it will get no money because lenders, understandably, are not prepared to give billions in loans, without having a big say over how these would be used by the recipient. Surrendering a part of its national sovereignty to lenders is the sacrifice a bankrupt state has to make to secure a bailout. As regards the natural gas, everyone is taking a stand, without knowing what the troika has actually proposed. Is all the fuss about the couple of hundred million euro that the state would receive up front for exploration rights? There would be no other revenue from natural gas - assuming we find adequate quantities that we are able to market - for at least six to eight years. Of course it is impossible to draw any conclusions when there is inadequate information. We assume that President Christofias will give the party leaders the full picture when he briefs them this morning about the discussions with the troika, because much will depend on this meeting. Negotiations with the troika have been wound up and all that remains now is for the government to give its response. Christofias, most probably, would like to secure the backing of the party leaders for his decision, whatever it is. But before this, he will have to brief them about the main contents of the bailout and the information will have to be much more comprehensive than what has seen the light of publicity. Hopefully, his response will be positive and he will secure the backing of all the political parties for the unpopular measures of the bailout; he spoke of the need for national unity yesterday. The alternative, a united front for the rejection of a bailout is too frightening to even think about.

Hollande’s softly softly plan needs tough action Analysis Catherine Bremer

A

fter six months keeping the world guessing about whether he had a vision for fixing France’s sickly economy, President Francois Hollande has unveiled a battle plan “à la française” to ease companies’ labour costs and trim public spending. But the softly-softly pace of adjustment may be too slow to satisfy financial markets after Moody’s on Monday became the second credit ratings agency to strip Paris of its AAA rating, citing both a loss of competitiveness and low growth. Hollande’s “competitiveness pact” aims to create 300,000 jobs and lift output by half a per cent over five years by granting 20 billion euros a year in corporate tax relief and pruning public spending by 1 per cent. The measures will be funded by modest sales tax rises from 2014, sparing households immediate pain. Tweaks to labour laws will follow next year to make hiring and firing somewhat more flexible while extending the length of job contracts. The plan is bold for a left-wing French government, yet it falls short of what business leaders wanted and critics say it may be too timid to pull the economy out of decline in time. Moreover, a key plank - spending cuts of 12 billion euros a year - will require sharp reductions in welfare payments or local government, hard to sell to a parliament full of mayors and civil servants, and an electorate including more than 5 million public sector workers. “Hollande has not said where the 12 billion euros will come from because he doesn’t know. None of us knows. There would be a lot of resistance to public sector cuts,” a government source said. Most economists have applauded Hollande’s move to embrace reform, despite muttering from Berlin that the measures should be bolder. But they say success, in the face of stalled growth and rising 10 per cent unemployment, depends on Hollande being able to implement all his plans - corporate tax relief, labour reform and spending cuts - to the letter.

French President Hollande (above) sent his prime minister to Germany to tell Chancellor Merkel that France would reform at its own pace and would not be pressured to go faster That will hinge on acquiescence from a disgruntled public, on the eurozone avoiding further crisis or a deeper lurch into recession, and on investors keeping French borrowing costs low. Hollande is under growing pressure from foreign investors concerned at France’s strained public finances, flatlining economy and industrial decline that has led to a 70-billion-euro trade deficit. Paris also faces new competition for its exports from Spain and Italy, which have been forced by their debt crises to reform their labour and product markets faster. Hollande’s November 6 announcement of the tax rebates was his response to an inde-

ON THIS DAY NOVEMBER 21

pendent review of competitiveness that recommended 30 billion euros in direct cuts to labour costs. The rebates will be linked to payroll size in a way that the government says is equivalent to a 6 per cent reduction in labour costs from 2013. The government reckons this could boost exports by 10-15 billion euros over two years, shaving the non-energy trade deficit. “All other things being equal, this will improve the current account by quite a bit,” said a government adviser, whose position bars him from being quoted by name. Naysayers note that any trickle of jobs created through the tax rebates will be outstripped

by continuing job losses as long as economic growth remains below 1 per cent. A rule of thumb for France is that employment stabilises once growth reaches 1.5 per cent, and it takes 2 per cent expansion or more to achieve a net increase in jobs. “The tax rebate plan may enable us to absorb some of the recession, by adding some jobs, but it won’t boost economic activity,” said Philippe Ansel, an economist with Fondation Concorde, a business-funded, economically liberal think-tank. “France remains squashed between Germany, with its high-quality products, and Spain and Italy, which have made bigger efforts to reduce their labour costs.” Like other critics, Ansel says the rebates are worth only a net 10 billion euros to companies since they come on top of 10 billion euros a year in corporate tax rises in the 2013 budget. His think-tank advocates a 50 per cent cut in payroll contributions for companies exposed to foreign competition. Hollande is also under fire for capital gains tax changes that will penalise investors in startups as well as failing to make good on a promise to ease the tax burden on corporate profits that are reinvested. French public spending accounts for 56 per cent of economic output, second only to Denmark at 58 per cent, and the tax take from companies amounts to 17.9 per cent of gross domestic product, compared to just 4.3 per cent in Denmark. Departing from Socialist dogma, Hollande questioned at his first presidential news conference this month whether the high spending bill had brought the French a better quality of life. Hollande sent his prime minister to Germany to tell Chancellor Angela Merkel that France would reform at its own pace and would not be pressured to go faster. Yet Hollande’s economic team knows the pressure is on. “It’s fine to tell the Germans we’ll reform at our own pace but we do have to reform,” said the first government source. “Hollande is a very prudent person, and that’s fine, but if you spend too much time talking, you risk getting nowhere.”

UK brain drain as jobs dry up British graduates moving overseas increased by 27 per cent between 2008 and 2011 By Stephen Eisenhammer TIRED of constant rejection emails, an increasing number of graduates are packing their bags and leaving Britain for job opportunities abroad, raising concerns of a “brain drain”. With more than one in three recent university leavers unemployed, many have gone in search for better prospects and pay in the fastergrowing economies of Asia and Australasia. Jamie Devonshire, 26, graduated from Manchester University in 2008 and moved to Hong Kong two years ago to work for a small investment fund. “Been here two years now and love it. Weather, lifestyle and job all going well,” he said via email from Hong Kong. Devonshire said he was unlikely to return home soon. “Currently I don’t see any incentive to move back to the UK, job market is weak and property ladder is still next to impossible to get on for first time buyers.”

His girlfriend also recently moved to join him and managed to find a much better paid teaching job than she had in Britain. The number of undergraduates from the UK and EU taking jobs overseas after graduating from British universities has increased by 25 per cent since the start of the economic crisis in 2008, according to data requested by Reuters from the Higher Education Statistics Agency (HESA). When adjusted to look only at British students moving overseas there was a rise of 27 per cent between 2008 and 2011. It also showed that more EU students were moving back to continental Europe after their studies, whereas before many would have stayed in Britain. The number of graduates leaving the UK from Oxford and Cambridge, traditional breeding grounds of Britain’s political and business elite, has risen even faster, jumping by 43 per cent in four years, HESA said. Gordon Chesterman, director of the careers service at Cambridge

Australia is a long time favourite with British graduates

University, said he had not noticed considerable increase in students looking to move abroad but that students were being encouraged to keep their options open. “We do advocate that students look very carefully at having a plan B and a plan C, and that plan B may well take them into their chosen career in four or five years time.” There has also been a substantial increase in students taking up foreign language courses alongside their degrees, a possible sign of wanting to move abroad, he said. Asia is the fastest growing location for new graduates, jumping by 51 per cent over the period. Australasia, a long-time favourite for Britons because of the ease of getting a working-visa, was up by 49 per cent. While the global slowdown has

driven up youth unemployment in the EU, with rates in Spain and Greece over 40 per cent according to OECD data, countries such as Australia, India and China have maintained more a resilient job market. The recent rise of British professionals moving abroad has alarmed the Home Office. It said the exodus “may have implications for the availability of skills in the UK” in a separate research report published last week. The vast majority of people leaving the UK did so to take up a new job or look for one, with 89 per cent of emigrants from 2008 to 2010 being of working age. Last year, 72 per cent of emigrants from the UK, who provided a reason, moved for work-related reasons, the report said.

Research by Warwick University into graduates in the UK published last Wednesday, reinforced the sense of gloom, reporting that one in 10 recent graduates have experienced significant spells of unemployment. The report said 40 per cent of recent graduates are working in lower-paid jobs that do not require a university degree. Tori Peel-Yates, 26, who graduated from Leeds in 2009 and decided to move to Belgium a few months ago for a traineeship at the European Commission, said the job opportunities there were better than in the UK. “I was fed up with writing job applications and receiving rejection after rejection, or no response at all.”

Top business group damns British education system By Alison Kershaw THE UK’s education system is fostering a “cult of the average”, failing to help the brightest youngsters, or those most in need, business leaders have warned. In a damning indictment, the CBI said that too many children fall behind and never catch up, and that in some cases, secondary schools have become little more than exam factories. Decades of “patchwork” reforms have confused schools, encouraged a tick box culture that has put off teachers and resulted in a narrow focus on exams and league tables, the UK’s biggest business group said. In a new report, the CBI calls for a major overhaul to ensure that all children can succeed. It recommends radical changes, such as reducing the importance of GCSEs and making A-levels the main exam for school leavers, and moving away from league tables in favour of Ofsted reports. “The education system fosters a cult of the average: too often failing to stretch the most able or support those that need most help,” the CBI said. CBI director-general John Cridland said while businesses want school leavers to have a rigorous education, they also want it to be “rounded and grounded”. “Today we have a system where, sadly,

John Cridland: the cult of the average a large minority of our young people fall behind,” he said. “They fall behind and never catch up. It’s not the fault of any individual concerned. It’s not the fault of children, parents or teachers. “It’s a system failure. It’s not acceptable any more than it’s not acceptable that the top 10 per cent are not stretched enough.” The report, published on Monday as the CBI met for its annual conference in central London, says that the UK’s schools have faced “35 years of piecemeal reforms”. While international studies show a slight rise in average pupil performance, this hides “a long tail of low achievement with children falling behind long before they reach secondary school”.

As the school leaving age is being raised from 16 to 18 in England over the next few years, the CBI suggests that it is time to move away from GCSEs and focus on A-levels. Its report calls for pupils to be able to take tough, academic A-levels alongside new vocational A-levels. Instead of GCSEs there would be assessments at ages 14 or 16 that check pupils’ progress and help them decide what subjects or career paths to take. Cridland said he did not think GCSEs, or another exam at 16, would be axed, but that it may be used for a different purpose. “I think there will be exams at 16, it’s whether they are considered summative, or testing to keep performance moving forward,” he said. He also suggested: “This generation of young people are as streetwise as any, but sometimes in the education system we’re not always bottling that.” Cridland said that today’s technology allows much more to be done in the classroom. “You can have Brian Cox beamed onto a whiteboard to teach science interactively,” he suggested. He added: “In years gone by you had one teacher, doing his best with chalk and talk in front of 30 kids, in the 1950s, there was no alternative.” Now there are laptops, tablets and whiteboards and much more that can be done,” he said.

Rock legends out in force at Nicosia show ATTENTION metal heads, get ready for a night of hard rock bliss with one of the definitive British rock bands of the 1970s, Uriah Heep. Next week, the rock legends will be in the capital to take part in one of the most ambitious rock events ever planned in Cyprus. The Rock Out Festival, which will take place at Pavilion on Tuesday, will celebrate the culture of rock music in our lives and willl feature e most performances from some of the exciting international and locall bands. For as long as anyone can remember, member, ic has the genre of heavy metal music mes concerned itself with epic themes bre. and a penchant for the macabre. One of the very first and most conle sistent practitioners of this style d was the mighty, oft-overlooked Uriah Heep. Sometimes jokingly referred to as “The Beach Boys of heavy metal” for their melodic songs and trademark multi-part harmony backing vocals, their music draws on diverse influences from pron gressive rock to jazz and even country on occasion. As one of the first bands to fuse progres-sive with metal, they are a pre--

Coming Up Other Events Removing the roadblocks to rehabilitation NEME, the Cyprus University of Technology, and the Cyprus Ministry of Education and Culture are hosting a conference entitled Through the Roadblocks: Realities in Raw Motion. The three-day conference aims to examine the complex dynamics and often overlooked interconnections between inclusion and exclusion, sharing and denial, identity and borders, the status of citizenship and the fundamental internal contradiction of democracy in Europe and the Eastern Mediterranean. It’s important to note that the conference is held during the Cypriot Presidency of the European Union, which is not only a motive to examine the recent history of our divided island but also a perfect occa-

cursor to the progressive metal genre. In spite of their huge popularity in Britain and continental Europe, Uriah Heep was never able to break into the American market in a big way. The group went through an astonishing number of members over the next two decades – nearly 30 different musicians passed through the band over the years. Today the band remains a cult favourite with a devout following. With

sion to highlight the roadblocks, whether real, implied, concealed and repressed which still exist within this region. After the Arab Spring and Occupy movements, the enthusiasm which existed only one year ago has now turned into a longlasting process of restructuring and reverberations of different policies and developments. Does everything, as Tomasi di Lampedusa’s famous saying reminds us, have to change, so that everything can stay the same, or can we really say some roadblocks were knocked down and passed through? Whatever the answer may be, what is the role of art and what happens when art meets politics, and vice versa? Roadblocks and borders exist to exclude and stop crossings; yet, people, ideas, culture and in many cases, trading of political ‘products’ expose the porosity of these enforced demarcation lines. What is the nature of and the transformations that take place during these crossings? And, are roadblocks of any kind simply division/obstruction

loud guitars blaring, local crowds can join in chanting the chorus as Uriah Heep takes the stage. Co-headlining this year is Denmark’s very own mind bending, sonic altering, genre bending and soul destroying export, Mnemic. Previously named as one of Metallica’s favourite bands and having been described as a fusion between metalcore, melodic death metal, industrial metal metal, progressive metal with hinted elements of thrash and groove metal, Mnemic fform a style all of their own that only th the band themselves can desc describe as “Future Fusion Metal”. Having hit the Top 100 charts, they have worked with D Down and The Fugees pro producer Warren Riker, co collaborated with Roy Z (J (Judas Priest and Bruce D Dickinson producer) a and have toured with b bands such as Metallic lica, Deftones, Machine Above: Mnemic selfdescribed “future fusion metal” band from Denmark. Also appearing are; Armageddon (Rev 16:16), the longest living Cypriot rock group, in existence since 1984, experimental metallers Morte Sistema, folk- rockers Methysos and punkers Infected Syren. The goal is to establish the festival as one of the biggest yearly rock events in the island and hopefully in the Mediterranean. The success of this year’s event will help organisers bring more great international bands and expand the festival to bring you the best rock experience possible. Tickets are available throughout Cyprus at all SoEasy Stores, but the fun doesn’t end there and adding to the excitement of it all the event will also include street performers, markets, exhibitions and a special signing session by the artists appearing. Reportage

Facing austerity, Europ

Edward McMillan-Scott, the British leader of a campaign to abolish the Strasbourg seat

W

ORKERS protesting austerity on the streets of southern Europe weren’t to know it, but earlier this month there was also a strike at the heart of the European Union - by bureaucrats fighting possible cuts. For an increasing number of Europeans, cuts in Brussels are what is needed. The European capital has told member states to reduce spending, but as millions in Spain, Portugal and Greece feel the pain in pay, pensions, and social services, people are looking to the centre and finding what looks like fat. Britain has led the way. Newspapers there have for

decades carped at cosy ‘eurocrats’, as they call Europe’s civil servants. Prime Minister David Cameron need only mention the EU and generous spending to produce a sea of nods and chants of “hear, hear!” around parliament. “We can’t have European spending going up and up and up when we’re having to make difficult decisions in so many different areas,” Cameron told reporters at the last summit of EU leaders in October, going on to express his frustration at the salaries of civil servants in Brussels. Now, doubts are mounting in other member states. Such concerns have held up talks over the EU’s long-term budget, a financial na programme wo worth more than €1 tri trillion over the nex next seven years. E EU leaders hope tto reach a deal a at a summit ttomorrow and Fr Friday. The problem is tha that governments from Helsink Helsinki to Madrid are freezing spending or cutting it by five per cent or mor more a year, but the Europ European Commission has asked as for a six per cent incr increase over 2014-2020. An iinfluential group of eight EU c countries, including Germ Germany and France as well as Britai Britain, wants the Commissio sion to save between €5 and €15 bi billion over th the period. Iron Lady: Margaret Thatcher in 1984 famously TheComwon a rebate after threatening to halt payments mission arto the EU budget gues that

it has already made cuts. But in politics, symbolism matters, and numerous examples appear to contradict the claims of restraint: •The European Parliament shifts its base once a month from Brussels to Strasbourg in France, at an annual cost of €180 million. •The European Council, which represents member states, is building a new ‘Europa’ headquarters right next door to its existing marbleand-glass building, at a cost of €310 million. •The European Court of Auditors, another EU institution, announced on November 6 that four per cent of spending in the last EU budget had been “irregular”, although this was largely due to mismanagement by member states. •EU civil servants get generous health and pension benefits and free private education for their children in Brussels’ leafy neighbourhoods. •EU institutions have cellars stocked with nearly 47,000 bottles of red, white and sparkling wine with a total value of €515,000, according to a response to questions from German Member of the European Parliament Martin Ehrenhauser. Cayo Lara, the leader of Spain’s left-wing Izquierda Unida party, puts it succinctly: “While Brussels applauds, Spain bleeds”. Until the financial crisis hit, polls by EU opinion monitor Eurobarometer showed Europeans liked the EU significantly more than their own governments. But the latest, published in May, showed just 31 per cent trusted the EU - the lowest level ever, and just three points above trust in national governments.

As Europeans have taken to the streets ag some cutting back is deemed necessary Sebastian Moffett and Clair “The EU started out with the best of intentions,” said Memnon Prokopiou, 76, a retired lawyer, leaning on a walking stick in central Athens. “But its leaders need to show more solidarity to the people of the south. There is huge inequality in Europe and they are responsible for this.” Cameron is under pressure at home, and finds a convenient and familiar scapegoat in Brussels. Hitting out at EU spending casts him in a role played with success by Margaret Thatcher, a Conservative predecessor who in 1984 famously won a rebate after threatening to halt payments to the EU budget. Britain, Cameron said in October, had cracked down on central administration, “and we need to see in the budget proposals that sort of rigorous approach.” The bill for Brussels is not actually enormous. The entire cost of running the EU and all its development, aid, research and subsidy programmes amounts to only one per cent of the bloc’s gross domestic product. In most member states, government spending takes up nearer 40-50 per cent of GDP. Administration is just six per cent of the EU budget, and there is evidence the Commission has cut back. Officials say they began tightening their belts long before the crisis. A fraud and cronyism scandal in 1999, which forced all the EU’s commissioners to resign, triggered a shake-up of how the institution and its administration is run. “Unlike the member states, we didn’t wait for a crisis,” says Antony Gravilli, the Commission’s spokesman for administration and related

costs. From 2004, entry-level pay was lowered, officials had to contribute more to pensions and tax, and automatic pay rises were capped. The Commission started to employ contract staff who do not receive the EU’s full benefits and now make up 20 per cent of its 33,000-strong workforce. The changes triggered a decline in the purchasing power of EU officials, according to figures provided by the Commission. Now it says it doesn’t pay enough to attract as many qualified staff from richer western European countries as it needs. The Commission has proposed to peg its administrative costs to inflation for five years, and aims to cut staff by one per cent a year, saying this will help save €1 billion by 2020. Felix Geradon, 53, a translator at the Council who helped lead the recent strike, said EU institutions wouldn’t be able to function properly after significant cuts. He is planning another strike today.

He said politicians seeking EU budget cuts were mainly out to please domestic political audiences, but top officials in Brussels could learn from ministers in countries such as France who have taken pay cuts: “There could, or should, be gestures from the

The entire cost of r all its developme and subsidy progra only one per cent o domestic top of our institutions.” Even though the European Commission has cut administrative costs, a little-known study carried out on its behalf suggests EU pay is still broadly better than for officials in most member states. The study, prepared for the Commission by management

gainst austerity measures, y in EU institutions report re Davenport consultants in 2009 but not published before now, compared net pay and conditions in the Commission with that of 26 other organisations, many of which declined to be named, but which included NATO. It found EU officials in gen-

A married financial officer at the Commission is paid between €45,000 and €105,000, compared with between €18,000 and just under

€50,000 on average in a national civil service, the report said. The study did not include the salaries of contract staff at the Commission, and the Commission said it did not publish the results because the consultants had not unearthed enough comparative data. Comparison is complicated. Changes in EU civil servants’ pay are dictated by a formula based on what public officials in member states earn. The EU pay moves in line with the average, but lags by a year. That meant EU staffers were due a raise last year, just as some national officials were suffering cuts. Britain, France and Germany have refused to grant the formula-based increases. The Commission has taken them to the EU’s top court, the European Court of Justice. The case is pending. “In politics you need visible gestures, and there should be some more of these,” said Stephan Keukeleire, a professor of politics at the University of Leuven who is a special-

Two seats and millions of euros: the European Parliament in Brussels (left) and Strasbourg

The €50 million House of European History has been earmarked for the scrap heap ist in European policy. Cyprus holds the rotating presidency of the EU. It has proposed cutting at least €50 billion from the next longterm budget by reducing administrative costs. There appears to be broad agreement among member states that this will be the deal hammered out later this week. In May, Open Europe, a London-based think-tank which is sceptical of Brussels, suggested cuts to reduce the total EU budget by 30 per cent. These would come partly in development and agricultural subsidies that it says are ineffective, and partly from scrapping projects it believes are not needed. One of these, the Committee of the Regions, has an €80 million budget to provide a voice for sub-national authorities from places such as

Catalonia. Another project the thinktank would scrap is the House of European History, a museum being built in Brussels on the initiative of the European Parliament. It will feature exhibits on postwar history and is scheduled for completion in 2015 at a cost of more than €50 million. “The EU operates in a sort of bubble,” says Open Europe researcher Pawel Swidlicki. “There’s less accountability to the public.” Nations with directly elected governments can pressure governments to rethink costly schemes, he says. Probably Europe’s most bizarre set-up is the €500-million parliament building in Strasbourg. The parliament’s 754 members meet 12 times a year there, even though they also have a complex in Brus-

sels. Each time the parliament moves to Strasbourg, more than 5,000 people travel the 350km from Brussels, many of them in two specially laidon high-speed trains or on charter flights. A lorry picks up a trunk of documents from each lawmaker’s Brussels office on Friday evening and delivers it to his or her office in Strasbourg’s gleaming, glass parliament by Monday morning. The arrangement drives many parliamentarians nuts. “I’ve yet to go to a meeting in my constituency where someone doesn’t say, ‘Why on earth do you still go to Strasbourg and Brussels?’” says Edward McMillan-Scott, the British leader of a campaign to abolish the Strasbourg seat. He commissioned a 2011 study that put its total cost

at €180 million a year. But the system is written into the EU’s treaties. This year, parliament cut back one trip. France said that was against EU treaties, and Paris took the parliament to the European Court of Justice. A preliminary opinion sided with the French, and a final judgment is expected in the next few weeks. Not everyone is complaining. At Strasbourg’s Chez Yvonne, a restaurant, the takings go up 30 per cent when parliament comes to town. The president of the European Commission, Jose Manuel Barroso, who is a former prime minister of Portugal, is a regular, according to manager Julien de Valmigere. He produces a hand-written note from Barroso. “Obrigado!” it reads - Portuguese for thanks.

Vincere (LTV3, 22.00) Ida Daiser (Giovanna Mezzogiorno) was a real person, a sad Italian woman who claimed to have wed Benito Mussolini before he became ‘Il Duce’ and to have borne him a son. Alas, there was no record of the alleged marriage - Daiser insisted the certificate had been destroyed by Mussolini’s thugs - and she ended her life committed to a mental institution. Her story was probably true, and certainly seems true in this brilliant film version - but it’s also hard to tell because the first half (the romance between Ida and Benito) is clearly a kind of fantasy, told in operatic style and divorced from real life, not to mention that the trim, handsome Mussolini of the first half looks nothing

Vincere

like the real Mussolini seen (in newsreel footage) in the second half. The film is wildly ambitious, trying to show subjective reality as it appears to Ida - and it mostly works, but her victimisation in the second hour gets a bit repetitive. In Italian; made in 2009.

Wisegal (Novacinema1, 22.00) It’s Alyssa Milano, cute little Samantha on Who’s the Boss! The memories come flooding back - but we must repress them because this is something else altogether, “the dramatic true story,” to quote Mr. Trailer Man, “of a single mum who became part of a crime ‘family’ to save her own”. It all starts when Patty Montanari - a real person, apparently - sees her hus-

band collapse right in front of her, leaving her a wellgroomed young widow with two sons. “Her life was defined by hard times and shattered dreams,” intones Trailer Man mournfully - and things look bad for Patty and her boys, at least till “the Mob’s most feared boss makes her an offer she can’t refuse”. James Caan is the gangster in question, and the film is produced by the Lifetime Channel (well-known for stories of brave women winning out against oppressive men) so we know he’ll try to control our heroine but come off second-best - though of course she’s not thinking of herself, she’s thinking of the children: “It costs more than you can afford,” asserts our heroine nobly, “to replace a mother”. You tell him, Sam! Made in 2008.

Jackie Chan: film will be last big action movie

International Emmys honour Lear and Alda

Actor will still be packing punches in world of charity

By Chris Michaud

KUNG Fu superstar Jackie Chan said that while the upcoming film Chinese Zodiac 2012 will be his last major action movie, citing his increasing age, he will still be packing punches in the world of philanthropy. Chan wrote, directed and produced his latest film, set to premiere in cinemas in China next month. He also plays the lead role and said that he regarded it the “best film for myself ” in the last ten years. “I’m the director, I’m the writer, I’m the producer, I’m the action director, almost everything,” the 58-year-old Hong Kong actor told Reuters while in Beijing to film a documentary. “This really, really is my baby. You know, I’ve been writing the script for seven years,” and the film took a year and half to make, he added. In the film, Chan is a treasure hunter seeking to repatriate sculpture heads of the 12 animals of the Chinese zodiac, which were taken from Beijing’s Summer Palace by French and British forces during the Opium Wars. He said it was an impor-

Goodbye: Chinese Zodiac 2012 will be the 58-year-old star’s last action movie, as he says he is now too old tant movie for him because it will be his last major action feature, although he insisted it is not the end of his action career. “I’m not young any more, honestly,” he said, noting that with special effects technology and doubles a lot can be done without physical risk. “Why do I have to use my own life to still do these kind of things?” he said. “I will still do as much as I can. But I just don’t want to risk my life to sit in a wheelchair,

that’s all.” Chan was recently awarded the Social Philanthropist of the Year award by Harpers Bazaar magazine. He said he wanted to increase time devoted to charitable work and hoped China’s leagues of newly wealthy will follow his example - which he underlined by auctioning a Bentley 666 for around 6 million yuan ($961,837). China now has more billionaires than any other Asian country, but very few philanthropic organisa-

tions, and giving to charity remains a relatively new phenomenon in the world’s most populous country. Chan said while Chinese philanthropists have made some encouraging strides, much more still needs to be done - a task made harder by the Internet, with netizens willing to leap on every perceived wrong move. “Right now people must be very, very careful, but that doesn’t stop them to want to do the charity. I think it’s a good sign,” Chan said.

Aussie rockers AC/DC’s Hathaway ‘really wants’ a baby music to be sold on iTunes AC/DC’S entire catalogue, including 20 studio and live albums and three compilations will be available on iTunes for the first time worldwide, Columbia Records and Apple said on Monday. Until now the Australian heavy metal group that was formed by two brothers, Angus and Malcolm Young, in 1973, had refused to put their music on Apple Inc’s online music store. “AC/DC’s thunderous and primal rock and roll has excited fans for generations with their raw and rebellious brand of music, which also resonates with millions of new fans discovering AC/ DC everyday,” Columbia Records and Apple, said in a statement announcing the deal. “Their growing legion of fans will now experience the intensity of AC/DC’s music in a way that has never been heard before,” they added. The group’s 1976 debut album High Voltage, its classic Back In Black and 2008’s Black Ice are among the albums available on iTunes. All the of music has been mastered for iTunes and fans can download entire albums or individual songs. In other news meanwhile, Aaron Lewis stands as one of the more unusual crossovers into country music, but the singer of the metal band Staind believes it was a fit made in the cradle. “It’s been quite the pleasant eclectic mix of tattoos and black eyeliner, and Stetsons, cowboy boots and big shiny buckles,” Lewis said in an interview after the release of his first fulllength country studio album, The Road, this week. Lewis, 40, was raised on what he terms his grandfather’s country music: Johnny Cash, Waylon Jennings, Charlie Daniels and George Jones. He collaborated with Daniels and Jones on his country EP, Town Line, released last year.

Happy couple: Anne Hathaway married Adam Schulman

Les Miserables actress Anne Hathaway - who married Adam Schulman in September after four years together - is considering moving out of California to somewhere she would be less scrutinised as she is keen to settle down and start a family. Discussing paparazzi attention with actresses Rachel Weisz, Naomi Watts, Helen Hunt, Sally Field, Amy Adams and Marion Cotillard, she said: “I’m thinking about that (attention) because I really want to have a baby, and my husband and ‘I are like, “Where are we gonna live?’ “I’m the only one here who’s not a mother. I hope to join the ranks soon.” In 2011, Anne, 30, co-hosted the Academy Awards with James Franco and though she admits her stint was viewed as a “massive failure”, she still enjoyed the experience. She told the Hollywood Reporter: “I went into it with a lot of trust and a lot of hope, and I had a blast doing it.”

TELEVISION legend Norman Lear and veteran actor Alan Alda received special honours at the International Emmy Awards on Monday, while programming from South America dominated the competition, with Argentina and Brazil each winning two Emmys. Lear, best known as creator of the ground-breaking 1970s hit comedy All in the Family, which premiered during a time of social upheaval and tackled issues such as race and women’s rights, said “the world will, and needs to, come together through the arts” as he accepted the honour. The producer and writer received a special 40th anniversary Founders Award from the International Academy of Television Arts & Sciences, as did Alda, star of the long-running Korean-war set comedy, M*A*S*H* about doctors on the front lines. Alda paid tribute to “the men and women in the hospital tents,” referring to reallife medical personnel who struggle to treat war injured, who he noted usually go unmentioned at award shows. Glee creator Ryan Murphy received the annual International Founders Award, which was presented by Oscar-winner Jessica Lange, a star of his current series American Horror Story. Argentina won both acting categories, with honours going to actress Cristina Banegas for the dramatic series Television x La Inclusion, in which she plays the mother of an ailing child waging battle with health insurers; while Dario Grandinetti picked up the best actor award for his performance as a racist taxi driver in the same series. It marked the first time both honours were won by actors from the same program. Brazil scored wins for comedy series for The Invisible Woman, while The Illusionist was named outstanding telenovela. In bestowing its prizes, the Emmys, which honour television produced outside the United States, extended their reach after years of domination and even sweeps by the United Kingdom, which this year won two, for best TV movie or miniseries Black Mirror and best documentary Terry Pratchett: Choosing to Die. France, Germany and Australia each won one Emmy. France took the best drama series prize for Braquo season 2, while Germany’s Song of War won for outstanding arts programming. The Australian franchise of the adventure competition The Amazing Race won the award for non-scripted, or reality, television. The International Emmy directorate award went to Korean Broadcasting System president and CEO Dr. Kim In-Kyu.

ARIES March 21 - April 20

LEO July 23 - August 22

SAGITTARIUS November 23 - December 21

Uranus in your sign for the last nineteen months, has been involved in a very challenging Square with Pluto for some time. But today, it also clashes with Mars and will do so through to the 27th of this month. What does this mean? Well, you may find yourself feeling particularly restless, and may find any kind of authority very hard to take.

For some time, balancing duty and obligation with your desire to be a free spirit has been proving really quite tough. If you have been actively trying to find some solutions, perhaps through greater delegation, or getting others to take a fairer share of the domestic or professional burden, great. If not, you must really take this seriously now.

What you think you are worth can be quite a theme from now until the middle of next month. Now, this can be reflected over your stance towards money, and any bargaining that goes on, but equally, it can relate to your self esteem. But the old maxim of earning rather than demanding respect may be something you should bear in mind Archer.

TAURUS April 21 - May 21

VIRGO August 23 - September 23

CAPRICORN December 22 - January 20

If you have been finding a romantic partnership heavy going, you may find your mind wandering. There is even the possibility of a secret attraction or involvement developing in the next week. Someone from your past can also come to mind, giving you a tingle of excitement. Charm can get you everywhere, but also into the wrong type of clinch.

If you’re working on any kind of creative project, be it a hobby or professionally, be conscious that someone may be harbouring a serious amount of jealousy towards you - particularly if a lot of acclaim or recognition is coming your way. However, the surprise can be just who this is, and it may not be the first person that comes to mind. Be watchful.

No doubt about it, you are being giving a wonderful burst of energy from Mars’ newly established residency in your sign. But this is also the planet of ego, and whilst you may be relishing the extra confidence that this is giving you, there is a thin line between feeling better about yourself and riding roughshod over the feelings and rights of others. Proceed with caution.

GEMINI May 22 - June 21

LIBRA September 24 - October 23

AQUARIUS January 21 - February 19

However much you like someone, or if you are in a love partnership, you do have a need to breathe. And if the situation is too full on, possessive or controlling, even in subtle ways, you can find yourself feeling a sense of injustice. If you feel too stifled like this, it could also see you develop a huge sense of frustration. If so, lay down clear boundaries.

You can be one of the most self-depreciating of the zodiac signs, but if your ability to be accommodating towards others has led to one person becoming almost blithely unaware of your needs whilst taking you for granted about theirs, then you may figure that a more robust approach is now necessary. This may cause ructions, but greater respect will ensue.

You have many sides to your nature, and one of them in the past was to be very outspoken. Neptune gently finessed and softened this for some years. But even so, if something requires you to speak out and show your more radical tendencies, then you will. And if an injustice has been long left unresolved, it may be about to burst back into life.

CANCER June 22 - July 22

SCORPIO October 24 - November 22

PISCES February 20 - March 20

The chances are your work or professional situation has been very unsettled in the last couple of years. And if it seems that a boss, company or organisation you work for keep changing the ground rules, you may find yourself embroiled in a testy stand-off. You will want to feel recognised and appreciated. If you feel taken for granted, the stakes can ramp up.

Your co-rulers of Mars and Pluto, are set to have an enormous influence on the heavens from now until the end of the month. And the way in which they can affect you, is all around the way in which you express yourself, your beliefs and your ideas. You can often be blunt, but be prepared, because others may be about to be blunt to you in return.

Have you been too passive around one situation or person? If so, in order to ensure the esteem of this peer, might you have been blunting your own needs, identity and drive? In the next week, you can find yourself keener to cast off the shackles, and show the true authentic side of your persona. If you can, it’ll be one of the best things you ever do.

Sport Formula 1’s successful return England for poor leaves America wanting more paid planning IN BRIEF

Ecclestone calls for more US races after great weekend By Steve Keating LEWIS Hamilton claimed the victory and Red Bull clinched the constructors title but the biggest winner at the US Grand Prix was Formula One with commercial supremo Bernie Ecclestone immediately calling for more races in America. “The future of F1 in the USA? I think we’ll finish with three races here within the next three years,” a beaming Ecclestone told reporters. “The race was fantastic wasn’t it? Really was a super race. “If you tried to plan this, to have the title race finish in Brazil, you couldn’t have done a better job. “Everybody is very happy here. The governor’s happy, they’re all happy. You feel good when you’ve done something that works.” On a busy sporting Sunday with a full slate of National Football League action and NASCAR crowning their champion in Florida, the US Grand Prix held its own, delivering gripping drama as Formula One made a rousing return to America following a five-year absence. The Circuit of the Americas, the United States’ only purpose-built F1 track carved spectacularly out of the south Texas scrublands at a cost of

Champagne moment: Race winner Lewis Hamilton (left) was involved in a wheel-to-wheel battle with Sebastian Vettel $400 million, provided a magnificent stage as McLaren’s Hamilton out-raced championship contenders Sebastian Vettel and Fernando Alonso for the win. A capacity crowd of almost 120,000 flooded into Formula One’s newest venue on a sun-splashed day to cap off a weekend of partying that had attracted jet-setters and Alisters along with the political and business elite to the quirky Texas capital. Among those spotted roaming the paddock were Mexico president Felipe Calderon, Texas governor Rick Perry, movie mogul George Lucas, celebrity chef Gordon Ramsay and director Ron Howard, who is about to release aFor-

mula One-themed movie. Conspicuously absent was Austin’s most famous sportsman, disgraced cyclist Lance Armstrong, who kept a low profile with world’s media at his doorstep. Although all conceded there was much work to be done before the series can claim a firm foothold in the US, many hailed Sunday’s race as the start of a new era for Formula One in a market it is determined to conquer. “I think they have done a great job here. The track is fantastic.” Red Bull team principal Christian Horner said. “I think we saw a great race today and the enthusiasm from the fans and the public

and the town has been tremendous. It looks like Formula One has been a big hit here in Texas. “We just have to make sure we continue to put on a good show. You can see the enthusiasm there is for Formula One it would be great at some point to have another race in the States, which is obviously under discussion.” Formula One teams up and down the Austin paddock could not hide their delight at being back in the US, while Ecclestone found a new-found enthusiasm for a market he had once dismissed. It seems almost certain that more US races will find their way onto the calendar.

Plans to put a race in New Jersey next year were postponed when local organisers said they could not be ready in time but Ecclestone remained confident that the event will find a place on the 2014 schedule while tossing out Los Angeles as another serious possibility. “It’s been a great weekend, the fans have been amazing this weekend,” said Hamilton, who also won the last F1 race staged in the United States in 2007. “The warm welcome we’ve had has been fantastic and I think this is probably one of the best, if not the best grand prix we’ve had all year. “Especially for me and my team, this is so special.”

Australia carry momentum into Test against S. Africa By Nick Mulvenney

A brilliant unbeaten 259 from Michael Clarke defused the celebrated South African bowling attack in the first Test

AUSTRALIA were charged with confidence by their performance in the opening Test against South Africa and are determined to ride the momentum to victory in this week’s second clash at the Adelaide Oval. South Africa’s number one Test ranking is on the line in the three-match series and it lived up to its billing as a heavyweight contest at the Gabba, where the tourists took the early initiative but Australia finished on a high. A brilliant unbeaten 259 from skipper Michael Clarke combined with centuries from Ed Cowan and Mike Hussey defused the celebrated South African bowling attack and left the Proteas to bat out the final day for a draw. “We think we came out of that test on top and thought there were a couple of big blows we landed,” Australia spinner Nathan Lyon said this week. “We have to come out and start well on

Thursday morning and take that momentum from the first test into the second and third tests and hopefully win this series and become number one nation in the world.” Australia’s main selection quandary is whether all rounder Shane Watson will have recovered sufficiently from the calf strain which saw him miss the Brisbane test to take his place in the top order. Watson has already ruled himself out of bowling in the match and left-hander Rob Quiney looks more and more likely to retain his spot at number three in the batting line-up in his place. Spinner Nathan Lyon is certain to remain in the side at a ground where he was an assistant groundsman only two years ago, while leftarmer Mitchell Starc is pushing Ben Hilfenhaus for his place in the likely three-pronged pace attack. South Africa’s bowlers have been left in no doubt that better is expected of them in Adelaide after they toiled on a wicket that offered them little in Brisbane.

THE last thing Stuart Lancaster must have needed as he digested a Twickenham defeat at the hands of Australia was a withering analysis of his coaching approach, but predecessor Clive Woodward was not about to let that hold him back. The man renowned for his meticulous control-freakery during a spell in which he led England to their lone Rugby World Cup triumph, accused Lancaster and his staff of failing to plan properly. “If you are coaching any team, the biggest thing is trying to be smart ahead of the game,” he said following England’s 20-14 loss. “You have to be smart and a lot of that smartness comes from the way you train, the way you think and the players you pick.” Woodward, who last month resigned as the British Olympic Association’s Director of Elite Performance, put the blame for the defeat squarely at England’s decision to run their penalties, while Australia racked up points kicking theirs. While there was an element of truth in captain Chris Robshaw’s riposte “hindsight is a wonderful thing”, Woodward was adamant that, with better planning, England would have been better placed in the heat of battle. “The key thing is getting these things in players’ heads before they head out onto the pitch so you will know what will happen in every single situation,” Woodward told the BBC.

Corretja on the defensive SPAIN captain Alex Corretja has defended his decision to pick Nicolas Almagro for the Davis Cup final after the holders were beaten 3-2 by Czech Republic when Almagro lost the decisive singles rubber to Radek Stepanek on Sunday. Corretja, in his first year in charge, had to field questions about why he didn’t select Feliciano Lopez, whose big-serving style is seen as better suited to the zippy indoor court in Prague’s O2 arena than that of clay specialistAlmagro. Lopez himself was quoted as saying the day before the tie that he was surprised not to be picked along with David Ferrer but Corretja said he had no doubt he had made the right choice and would choose Almagro over Lopez again.

Arsenal are still vulnerable Gunners buzzing after derby win but can’t afford slip-up

By Josh Reich

By Martyn Herman ARSENAL are buzzing after their resounding victory over north London rivals Tottenham Hotspur but they go into tonight’s Champions League home clash with Montpellier aware that any slip could be costly to their last 16 hopes. Before the 5-2 rout of Tottenham on Saturday the Gunners were coming under fire after some patchy form including a 2-1 away defeat at Manchester United, a 3-3 home draw with Fulham and a 2-0 home reverse against Schalke in the Champions League. The defeat by Schalke was Arsenal’s first at home to foreign opponents since 2003 but they drew 2-2 with the Germans the following week, having led 2-0, to stay wellplaced to progress as one of the top two sides in Group B ahead of Olympiakos. Having conceded 14 goals in their last five games in all competitions, however, there remains an air of vulnerability about Arsenal which French champions Montpellier, despite being unable to progress, will be keen to exploit. Victory for Arsenal, their first at home against French opposition in the Champions League, combined with a Schalke defeat of Olympiakos will see Arsene Wenger’s side through to the knockout rounds for the 13th season in succession. Any other combination of results will mean Arsenal, a point behind Schalke and a

In form: Arsenal striker Olivier Giroud, who has scored four goals in his last three games, will come face-to-face with former club Montpellier point ahead of Olympiakos, could still face a nervy deciding night in Athens on December 4. Goalkeeper Wojciech Szczesny said confidenece had returned just in time for the visit of Montpellier. “We couldn’t get a better time to play that game,” Szczesny, who returned from a two-month injury absence against Tottenham, told Arsenal’s website (www.arsenal.com). “We are buzzing, we can’t wait for the next game. We’re confident. We’ve had a couple of poor results recently, but we’re back on track and we’re confident that we can get the three points and qualify for the knockout stages.

“We want to make sure we do the job properly and qualify.” Striker Olivier Giroud will also be relishing a meeting with his old club after four goals in his last three games have helped the Frenchman settle following a tricky start in London. Arsenal are also boosted by the return to fitness of Jack Wilshere and the form of Santi Cazorla, who was outstanding against Tottenham. “His touch, his vision is a joke. He’s a dream to play with. He never gives the ball away and he’s creative, he’s busy around the pitch, he’s a joy to play with,” Wilshere said of the Spaniard. Montpellier’s first outing

in the Champions League has gone downhill ever since Younes Belhanda’s early penalty put them ahead against Arsenal on matchday one before the visitors hit back to seal a slightly fortunate 2-1 victory. They have managed just one point in the group, a 2-2 draw at Schalke, and bottom place looks almost certain but coach Rene Girard says the match is still an important one especially as his side aim to defend their Ligue 1 title. Montpellier currently sit 11 points behind leaders Lyon. “The Champions League is over for us and Europa League is almost over. But these games are important for us and we cannot afford

not being at full gear because these matches have made us grow,” Girard told Reuters. “Everything that has happened in this competition has helped us learn. The physical impact, the rigour, it will definitely be useful for our campaign in the French league. “It is a big game, we will not play at the Emirates stadium every day. There are also small things at stake: bonuses for a victory, points for the UEFA coefficient. Everything is important.” Montpellier are without Benjamin Stambouli because of a virus while forward John Utaka and full back Garry Bocalyare sidelined by injuries and striker Souleymane Camara is suspended.

Allardyce backs under-fire Carroll By Mark Bryans

The £35 million striker, on loan from Liverpool, is still searching for his first goal for West Ham

WEST Ham boss Sam Allardyce feels Andy Carroll is targeted for extra attention from opposing defenders as he searches for his first goal for the club. The £35 million striker, currently on loan from Liverpool, again failed to find the back of the net as the Hammers were held to a 1-1 draw by Stoke at Upton Park on Monday night. Jonathan Walters opened the scoring for the visitors with a smart finish following a well-worked corner routine and Allardyce needed defender Joey O’Brien to hit only his second goal for the club to rescue a point. Allardyce believes Carroll’s reputation means he will always be highlighted as the main threat by opposing teams. “He is going to attract attention by the fact he is very good at his hold-up play and his heading ability, and people are going to need to pay particular attention to him,” he said. “He is going to attract one or two defenders around him and that will create spaces elsewhere.

“Andy is not to be frustrated by the fact that he is not scoring at the moment and in fact today he didn’t get much of a chance to score. “But I think sooner or later, if we keep concentrating on him making runs into the box and the service we give, he will eventually score.” Carroll looked visibly irritated when Allardyce replaced him with Carlton Cole late in the second half, but the former Blackburn boss felt his side needed fresh impetus after Carroll had put in a busy shift as the lone forward. “He wants to score a goal and he wants me to leave him on for 90 minutes but at the end of the day he put that much effort in, there are a lot of fresh players on the bench,” he said. Stoke manager Tony Pulis revealed his side had been working over the past few days on the corner that unlocked the West Ham defence with just 13 minutes on the clock. “We have worked on it for the past three days, we tried it five or six times and Jonathan Walters has never scored from it so I’m glad he saved it for today.”

EUROPEAN football managers overwhelmingly favour clarification of the handball rule and the majority want to see video technology introduced to the game, according to a new survey. The League Managers Association European Managers and Coaches Survey quizzed 110 managers working in 14 countries on a range of issues affecting the game and found 83 percent of managers feel the handball law requires further clarification. Previous research carried out by the League Managers Association (LMA) found that coaches favoured a rule that meant that if a player was hit with their hand or arm in a natural position, they should not be penalised. If the movement was deliberate they should be penalised, but the referee had to be sure the interference was on purpose. The introduction of video and goal-line technology received a 62 percent backing while 63 percent said football should consider a decision referral system such as in cricket and tennis. Just four percent opposed the use of any technology. The International Football Association Board approved goal-line technology earlier this year which will be used at the Club World Cup next month before a possible introduction to the Premier League in 2013. The survey was backed by Real Madrid manager Jose Mourinho, who said it deals with the issues that affected managers every day including rules, technology, transfers and finances. “It brings together managers and coaches across Europe, demonstrating the subjects we feel strongly about and provides real insights from managers based on our combined experience.” Managers identified refereeing as the main area that could help improve the standard of the game and backed a professional referee training academy. Next season referees will be invited to English clubs to take part in training sessions. Other findings included that 72 percent of managers wanted increased sanctions for offences and unsporting behaviour which were only identified after the match while 66 percent thought there should be no transfer window. International friendlies should be cut back accoring to 72 percent while 61 percent believed there should be a salary cap. Two-thirds of managers also thought that the rules surrounding the denial of an obvious goal-scoring opportunity - penalty, sending off and suspension - were unfair.

Sport Malaga set to advance, AC Milan nervous

Aguero clings to hope in City last chance saloon English champions must beat Real Madrid By Martyn Herman MANCHESTER City striker Sergio Aguero has an added incentive to keep his side’s slim Champions League hopes alive when they welcome Real Madrid to the Etihad Stadium tonight. Having yet to win a match in Group D, City are rock bottom with two points, yet victories over Real and in their final match away to group leaders Borussia Dortmund could see them squeeze into the last 16, depending on results elsewhere. “It’s always special to play against a club like Real Madrid. Personally, my connection with Atletico Madrid gives it an additional kick - but there’s no difference in how much I want to win this match,” Aguero told City’s website (www. mcfc.co.uk) “Never defeating Real when I was with Atletico was a real regret for me Atletico haven’t succeeded in beating them for many years - but I did get to score against them even if we never managed a win. “Wednesday night will hopefully break that run for me.” It looks a tall order, but a 5-0 home victory against Aston Villa on Saturday, when Aguero netted twice, sent

them top of the Premier League and raised spirits in time for the visit of Jose Mourinho’s side who could go through if they better Ajax’s result against Dortmund. City have only won three of their ten matches in the Champions League since qualifying last season and failure to beat Real would eliminate them at the group stage for the second consecutive season although Aguero said they were determined to fight until the end. “We should never give up,” the Argentine said. “Where there’s a will, there’s a way, right? “Of course, it’s harder now because we’re not just relying on ourselves but also on the other teams’ results. “What we mustn’t do is leave the pitch with any regrets and be content knowing that we have given our all. This club deserves nothing less and our supporters deserve as much, too.” Like City, Real are also buoyed by a big league victory, having thrashed Athletic Bilbao 5-1 at the weekend. France striker Karim Benzema, back after a thigh muscle injury, was in fine form in that victory, curling in a sweetly struck shot for Real’s third goal and unselfishly setting up Mesut Ozil for their fourth. “We don’t like talking about

individuals, but he (Benzema) had an outstanding game,” former Real striker Emilio Butragueno, now a club director, told Spanish television. “His movement in attack was fabulous and he scored a great goal,” Butragueno added. “It was a delight to see him playing that way after his injury.” Mourinho, hoping to lead Real to the 10th European crown that has eluded them since 2002, also has Sami Khedira back after injury. The German international, who came on in the second half of the Bilbao game and netted Real’s fifth, will likely rejoin Xabi Alonso in central midfield. Mourinho will become the youngest coach to take charge of 100 Champions League matches tonight and only the fifth manager to reach the milestone after Carlo Ancelotti, Arsene Wenger, Ottmar Hitzfeld and Alex Ferguson. The 49-year-old Portuguese made his debut in Europe’s elite club competition in February 2002 when he was in charge at Porto in a game they lost 1-0 to Real Madrid at the Bernabeu. His record in 99 matches with Porto, Chelsea, Inter Milan and Real is 54 wins, 25 draws and 20 defeats, with 166 goals scored and 85 conceded.

Beckham to quit LA Galaxy after MLS Cup Final By Simon Evans

The 37-year-old former England captain has spent six seasons with the LA Galaxy

FORMER England captain David Beckham will leave LA Galaxy after next month’s Major League Soccer (MLS) Cup final but intends to continue his playing career. The 37-year-old midfielder said in a statement: “I’ve had an incredibly special time playing for the LA Galaxy, however, I wanted to experience one last challenge before the end of my playing career. “I don’t see this as the end of my relationship with the league (MLS) as my ambition is to be part of the ownership structure in the future.” While age has taken its toll on his on-field ability, Beckham, who is married to exSpice Girl turned fashion designer Victoria, remains one of the most marketable figures in the game. His management on Friday

denied he had plans to move to Australia’s A-League though his decision to leave the Galaxy will prompt speculation over his next destination, with a return to England sure to be another option floated. Beckham has spent six seasons with the Galaxy and in January signed a new twoyear contract after winning the MLS title with the club. The former Manchester United and Real Madrid player will play his final game on December 1 in the MLS Cup final against Houston Dynamo at Galaxy’s Home Depot Center. Beckham earned 115 caps for England, won six league titles with Manchester United in the Premier League and then enjoyed league success with Real in Spain. The London-born midfielder was the first ‘Designated Player’ in MLS - a title covering the ‘Beckham Rule’ which allowed clubs to sign

certain players outside of the league’s strict salary cap rules. “In my time here I have seen the popularity of the game grow every year. I’ve been fortunate to win trophies, but more important to me has been the fantastic reception I’ve had from fans in LA and across the States,” said Beckham. “Football’s potential has no limits in this wonderful country and I want to always be part of growing it.” Both MLS and the Galaxy credit Beckham, who has maintained his celebrity status in the United States, with boosting the profile of the league and one of it’s leading clubs. “Seldom does an athlete redefine a sport and David not only took our franchise to another level but he took our sport to another level,” said Tim Leiweke, president and CEO of Galaxy’s owners AEG.

MALAGA can seal their spot in the Champions League’s last 16 while the battle for second in Group C could go down to the wire. Realistically Malaga need only a point away to Zenit St Petersburg tonight to guarantee their place in the knockout stage. The Spanish side lead the group with 10 points from pursuers AC Milan (five), Anderlecht (four) and Zenit (three). Zenit’s big-money signing Hulk is set to return for the clash at the Stadion Petrovskij though, and Russia is a notoriously difficult place to go for any side with three points on their mind. The Brazilian striker has scored only three goals in 11 games since his 50-million euro move from Porto but head coach Luciano Spalletti will hope he has his shooting boots on for Malaga’s visit. The Russian side’s preparations have been far from ideal with their Premier League match against Dynamo Moscow abandoned on Sunday after Zenit fans struck Dynamo keeper Anton Shunin in the eye with a firecracker. The fallout from the match in Moscow could see Zenit handed a 3-0 league defeat and a hefty fine. Anything other than a win for Zenit would allow AC Milan to seal second spot and a place in the next round with a win over Anderlecht at the Stade Constant Vanden Stock. In-form Italian international Stephan El Shaarawy scored another brace against Napoli on Saturday and will be the key figure for Milan in Belgium. But Anderlecht are a tough nut to crack at home, having lost only once all season on their patch, against Malaga. Milan will be nervous as they have been disappointing in both Serie A and the Champions League this season during a rebuilding phase but are still favourites to go through second in the group if they can earn a positive result.

Chelsea on brink of exit after their defeat to Juventus Fate out of Blues’ hands after crushing defeat in Turin By Ben Rumsby ROBERTO Di Matteo went from Champions League hero to zero last night as Chelsea crashed to defeat at Juventus and to the brink of an embarrassing exit from the competition. Di Matteo’s biggest selection gamble since he took charge backfired as goals from Fabio Quagliarella, Arturo Vidal and Sebastian Giovinco left the Blues facing the prospect of becoming the first holders to depart the competition before Christmas. Chelsea slumped to third place in Group E with one match remaining and must win against Nordsjaelland in two weeks’ time and hope Shakhtar Donetsk beat Juve, despite the Ukrainian side having qualified for the last 16 themselves last night. That would be the equal of any let-off the European champions enjoyed en route to last season’s astonishing Champions League triumph, which ultimately prevented owner Roman Abramovich dispensing with Di Matteo. With Pep Guardiola supposedly waiting in the wings, Di Matteo could find himself on borrowed time barring another dramatic turnaround. The same could be said of the Chelsea career of Fernan-

do Torres, who was axed, although David Luiz produced enough hapless moments for both of them. Di Matteo’s other changes prompted memories of Andre Villas-Boas’ so-called ‘suicidenote’ selection at Napoli last season, the Blues boss playing without a recognised striker and fielding Cesar Azpilicueta in front of Branislav Ivanovic. If the line-up was meant to ease the defensive jitters that had seen Chelsea fail to keep a clean sheet for nine matches, it took less than four minutes for them to re-emerge when they twice nearly gifted Juventus the lead, Stephan Lichtsteiner going close before Petr Cech somehow turned his volley onto the post. The Blues were being penned in but almost scored a sensational breakaway goal in the ninth minute when Oscar ran 70 yards, beating three men before feeding Hazard, whose shot ricocheted behind off Gianluigi Buffon’s legs. Normal service resumed and, when Chelsea fell asleep at a corner, Claudio Marchisio forced another smart Cech stop. Juve were getting in behind far too easily and Quagliarella twice sent weak shots at Cech, as did Mirko Vucinic on the turn and Andrea Pirlo with a free-kick. The pressure continued with

Juventus 3 Chelsea 0 Hazard mostly isolated, although he was certainly holding the ball up better than Torres had managed of late. But Oscar almost produced a goal out of nothing again when he raced onto Ramires’ pass, Leonardo Bonucci getting back to block. And that proved crucial as Juventus took the lead in unconventional fashion seven minutes from half-time, Quagliarella reacting to redirect Pirlo’s low drive past Cech, who could not keep the ball out having already moved to cover the original shot. It would have been 2-0 seconds later but for the latest incredible goal-line clearance in Ashley Cole’s career, the full-back getting back to prevent Kwadwo Asamoah’s cross being bundled home by Lichtsteiner. Chelsea immediately surged upfield but Juan Mata could not prod Hazard’s cross past Buffon. Forced onto the front foot, the visitors ended the first half on top but they were back to leaving far too much space in behind after the restart. They survived a penalty scare inside five minutes

when Vucinic threw himself down under pressure from Gary Cahill and wasted a free-kick of their own when Mata hit the wall. Pirlo was seeing more of the ball and his long-range shot was deflected wide in between Quagliarella sending another tame shot at Cech and failing to round the goalkeeper after Luiz played him onside. Di Matteo took action by sending on Victor Moses for Azpilicueta on the hour but Chelsea were 2-0 behind a minute later in shambolic circumstances. Their defence was nowhere to be seen as Asamoah picked out Vidal, whose shot deflected off Ramires and through the admittedly luckless Cech’s legs. Lichtsteiner departed for Martin Caceres but there was no sign of a comeback as Juve threatened a third goal before Di Matteo finally turned to Torres, with John Obi Mikel making way. Vucinic produced a Torreslike miss six yards out and Ramires was booked for sending Giorgio Chiellini sprawling. Chelsea tried to respond but Torres made no impression and Giovinco came off the bench to seal the game on the break, poking the ball beyond the onrushing Cech from 20 yards.

Galatasaray boost hopes with win over Manchester United By Simon Stone

Manchester United’s Anderson vies with Galatasaray’s Felipo Melo

MANCHESTER United got burned once more on their return to ‘Hell’ as Galatasaray ended their 100 per cent record in Champions League Group H. Burak Yilmaz’s secondhalf goal was enough to give the Turkish side a deserved victory and take them to the brink of qualification for the knockout stage. United’s position in the last 16 was already confirmed so the damage, beyond any sustained as a result of the ear-splitting din, cannot be compared to the tumult that unfolded on United’s first meeting with Galatasaray in Istanbul 19 years ago. Indeed, for untested youngsters such as Nick Powell it may prove to be a

Galatasaray 1 Manchester United 0 very valuable part of their footballing education. It would be almost impossible for the Galatasaray fans to live up to their ‘Welcome to Hell’ billing completely. They do make a heck of a noise though. And the contrast between the Turk Telecom Arena and the Globe Arena in Morecambe is pretty marked, that is for sure. That is where Powell was playing, in front of 2,169 hardy souls exactly a year and a day ago, which underlines exactly how far the midfielder has come. It was little wonder that Powell took a bit of time to get used to the surroundings. Not even three substitute appearances for United, and a goal on his

debut against Wigan, could have prepared him for this. So a couple of wrong decisions were made and a couple of final passes went astray before Powell got into the swing of things. But when Tom Cleverley drifted a corner to the far post in the latter stages of the opening period, Powell rose confidently to power a header against the crossbar. Moments later, an intelligent run into the box almost got him on the end of Javier Hernandez’s curling cross. It was as close as United came in the first half. Defensively they were solid though, with Phil Jones impressing on his first appearance of the season. With only 16 United appearances in 2012, the remarkable introduction to life at Old Trafford that had seen him compared to

Duncan Edwards by those club insiders not usually given to hyperbole, has largely been halted. However, there was something impressive in the way Jones cantered back alongside Nordin Amrabat as the Galatasaray winger threatened to break through. Indeed, Anders Lindegaard had only one notable save to make, turning away a curling effort from Hamit Altintop. But that all changed after the interval. Former Liverpool man Albert Riera tested the Dane’s reflexes with a longrange effort before Lindegaard did superbly to tip Felipe Melo’s firm header over the bar. The visitors were caught napping at the corner though, with Yilmaz finding enough room on the edge of the six-yard box to steer his header into the

net. It was a sorry goal to concede for Sir Alex Ferguson’s team, not least because it meant they had not properly dealt with the threat of a player responsible for Galatasaray’s entire Champions League haul of five up to that point. It could have been worse too as Altintop rattled Lindegaard’s crossbar with a ferocious long-range effort. Ferguson tried to revive his troops with the late introductions of Ashley Young, Federico Macheda and Joshua King, but it was all to no avail.
