HE government last night handed international lenders a compromise proposal in what seems to be a last ditch effort to bridge differences between the two sides over the conditions of a bailout package as President Demetris Christofias is scheduled to brief party leaders today on the negotiations. It follows lengthy negotiations on Monday, which despite some progress failed to find common ground on issues like pensions, privatisations and whether natural gas revenues should be used to repay the country’s debt. “Convergences were achieved on various matters, but we must say that disagreements remain on serious issues and that is why consultations continue,” government spokesman Stefanos Stefanou said. But it appears that crunch time has arrived for Nicosia, which now needs to make a decision at a political level on how to proceed – a decision that will be all the more difficult if the troika rejects the compromise proposals. It was rumoured yesterday that Christofias had talks with a troika delegation in the morning, a meeting that was kept secret. The troika delegation is reportedly set to leave the island today. Christofias, who later in the day reiterated his opposition to the privatisation of profitable semi-government organisations (SGOs), will today brief party leaders on

the developments but it was not clear if any decisions would be made during the meeting. Meanwhile, Central Bank Governor Panicos Demetriades sent the president a letter warning of the risks involved in not agreeing on a bailout or delaying an agreement further. A similar letter was sent to main opposition DISY leader Nicos Anastasiades. Reports said Anastasiades also sent Christofias a confidential letter last Friday, warning him of the dire consequences to the country and asking him to assume his responsibilities. DISY spokesman Haris Georgiades was quoted as saying that Anastasiades warned the president that he would bear the biggest responsibility for any negative consequences. “Either we will conclude a loan agreement accompanied by a very difficult memorandum (conditions) or we will face, as a country, an incalculable economic disaster whose effects would be shouldered – as always – by the most vulnerable groups of our society,” Georgiades told daily newspaper Alithia. Christofias himself accused neoliberals of trying to abolish the social state as he reiterated his opposition to privatising profitable SGOs. Speaking at the opening of the community building in the village of Psevdas yesterday, Christofias said people who represented extreme neo-liberalism considered the crisis as an op-

Pope’s third book on Jesus reaffirms virgin birth POPE Benedict published the last part of his trilogy on the life of Jesus yesterday, delivering an early childhood narrative which strongly reafﬁrms the doctrine of the virgin birth as an “unequivocal” truth of faith. The book, 137 pages in its English version, is titled The Infancy Narratives - Jesus of Nazareth and will be published around the world in some 20 languages. It goes on sale today. It is bound to be another international bestseller like the previous volumes. The Vatican said a million copies had already been printed and more runs were expected soon. Divided into a forward, four chap-

ters and an epilogue, it traces and analyses the gospel narratives from the birth of Jesus to his presentation in the temple at the age of 12. The previous two volumes dealt with the adult life of Jesus and his public ministry. One section of the book is called “Virgin Birth - Myth or Historical Truth?” The Church teaches that Jesus is the son of God and was not conceived through sexual intercourse but by the power of the Holy Spirit, one part of the divine trinity. In simple language that is at once academic but still easily accessi-

ble to a non-specialist readership, Benedict says the story of the virgin birth is not just a reworking of earlier Greek or Egyptian legends and archetypal concepts but something totally new in history. “It is God’s creative word alone that brings about something new. Jesus, born of Mary is fully man and fully God, without confusion and without separation,” he writes. “The accounts of Matthew and Luke are not myths taken a stage further. They are ﬁrmly rooted, in terms of their basic conception, in the biblical tradition of God the Creator and Redeemer,” he writes.

Documents on blast cargo ‘disappeared’ Witness: information on how dangerous it was ‘missing’ By Poly Pantelides A REPORT on the Monchergorsk vessel - whose cargo of munitions that was placed at a naval base had just exploded - contained a document referring to the cargo’s dangerousness that later disappeared, a prosecution witness said yesterday during the Mari blast trial. Sergeant Elena Demetriou was testifying in Larnaca criminal court during a trial of former ministers and army top brass charged with causing death by want of precaution, and homicide by gross negligence in relation to the deaths of 13 sailors and ﬁre ﬁghters. On July 11 last year, when Demetriou was on holiday, a set of munitions stored in 98 containers at Evangelos Florakis naval base in Mari exploded causing the 13 deaths. Demetriou – who works for the defence ministry - told the court that

her supervisor called her on the day of the explosion to fetch a ﬁle on the Monchegorsk. Cyprus conﬁscated Monchegorsk’s cargo in 2009 acting on UN security resolutions and the containers remained on the naval base without a cover to protect them from the elements.

DESTROYED Demetriou handed over the report on the Monchegorsk to her supervisor, Simos Zampas, on July 11 and did not hear about it again until she returned to work on July 18, she said. When she spoke to the police who were investigating the Mari blast, she realised that a document from May 26, 2010 that described the cargo’s dangerousness was missing, she told the court. The missing document suggested to Cabinet that the containers be

destroyed with help from OSCE, the organisation for security and co-operation in Europe. Demetriou’s supervisor, air force major Zampas, said that he was asked to pick up a file from Demetriou without being told what was in it. Sergeant Gavriella Andreou said that on July 11 she was called to help with filing and summarising the contents of reports. They were done by 3.30pm when she shut down her computer and she saw no one tamper with documents or copy any digital information, she said. The defendants are former foreign minister Marcos Kyprianou, former defence minister Costas Papacostas, former national guard deputy chief Savvas Argyrou, former fire service chief Andreas Nicolaou; deputy fire chief Charalambos Charalambous; and former disaster response squad (EMAK) commander Andreas Loizides.

House committee seeks information Time for €135m of warrants to on holders of foreign bank accounts be served says Auditor general THE HOUSE watchdog committee yesterday asked the Finance Ministry for a list of Greek Cypriots who have money in foreign bank accounts. The committee also urgently asked for a meeting with Finance Minister Vassos Shiarly to discuss matters involving money invested in foreign bank accounts by locals. The committee has taken an interest in the matter after it emerged earlier this month that over 100 Greek Cypriots were on a list of potential tax evaders being combed by the British tax authorities. In a letter to the ministry, the committee also asked if the list of Greek Cypriots who have accounts in Switzerland had been received from the Swiss government which the government

asked for during the Swiss president’s recent visit to the island. The committee also asked if the Cyprus and Swiss governments had come to an agreement about the sharing of information regarding Greek Cypriots who hold Swiss bank accounts. Finally the committee also made enquiries about any other accounts owned by Greek Cypriots abroad and asked the ministry to give them any pertinent information. The British tax authorities reportedly have a list of over 8,000 names, allegedly including 134 Greek Cypriots, of offshore account holders at HSBC bank in Jersey who could potentially be using them for tax evasion or money laundering.

IT IS time for the state to stop using private data protection legislation as an excuse for why fines collectively worth €135 million are still pending, Auditor general Chrystalla Georghadji told the House Watchdog committee yesterday. Politicians, lawyers, and known individuals have not been paying their fines, and there are payment warrants that have not been served for years, or even decades. Though police have previously cited reasons for their inability to execute warrants including failure to locate the people involved, Georghadji said yesterday that the police were enabling the status quo. She said that a quick look at who owed money to the state demonstrated that the police can find the

people. About 750 warrants worth €800,000 involve lawyers and 2,000 warrants involve civil servants, she said. Members of the agricultural payments organisation have 4,000 outstanding warrants, Georghadji said. About 600 other warrants involve companies that owe a total of €3.0 million, she said. Some 300 warrants involving police ofﬁcers themselves but have mostly been served, Georghadji said. She had informed the police chief in writing and the chief said the warrants had been taken care of. “We’ve lost the plot,” she said. Watchdog committee members have asked to receive a list of those who have not served payment warrants.

Landmark Nicosia luna park is forced to close doors after 45 years By Peter Stevenson ONE of the oldest luna parks on the island is being forced to close down next month, bringing to an end 45 years of fun for residents of Nicosia. Tivoli Luna Park will shut its doors on December 20 and although the park is in full working order, it hasn’t operated properly for the past six months. Next month owner Pericles Christofides will have to vacate the premises. Tivoli opened in 1967 and was originally situated on the Nicosia-Morphou road, near the Nicosia airport, but after the Turkish invasion in 1974 it found a new home next to the Nicosia State Fair. Tivoli was the first luna park to bring go-karts to the island when it opened in 1967. Christofides believes he is the victim of a consortium of local businessmen who are looking to take advantage of the space he is renting from the government and use it for their own gain. He believes he is essentially being evicted from the state fair due to a technicality. Christofides believed he had a rental agreement in place but after a court appearance, discovered that he only possessed a permit to work on the premises,

which was not renewed for 2013. “I would like to thank all of the people who have shown their support and love through the hundreds of messages of support that I receive every day,” said Christoﬁdes. “The fact that people visit me every day telling me of their sorrow and indignation at the unfair closing

because of their memories for the place and for me are unforgettable,” he added. The luna park is currently being used to stage an unusual version the Chekov play The Cherry Orchard, which takes the audience through several areas of the park. The show will run until November 30.

A MAN with a history of mental illness was yesterday taken into custody over the fatal stabbing of 23-year-old Apostolis Athanasiou in Limassol late on Monday. It later emerged that the suspect, Eleftherios Constantinou, has a track record of violent behaviour. Constantinou, 22, is set to appear before a Limassol court today, where police will ask that he be remanded for eight days. He faces charges of premeditated murder. According to police, the incident took place around 10.30pm on Monday in Kato Polemidia, Limassol. The two men were neighbours. The suspect allegedly got into a row with Athanasiou over the latter’s choice of parking. The victim, who had just returned home, had parked his car in a nearby field. Athanasiou then proceeded to move his car, but in the meantime the suspect had resurfaced from his house brandishing a military knife, with which he allegedly stabbed the victim. Neighbours hearing the screams reportedly rushed to the victim’s aid. The 23-year-old was rushed to Limassol general hospital, where doctors pronounced him dead on arrival. The suspect had fled the scene. Police launched a manhunt, releasing Constantinou’s photo and physical description to the public. They finally tracked him down around 3pm yesterday. He was found sitting in his car on a dirt road off the Platres-Kyperounda road. Reports said the suspect’s

relatives had in the meantime tried to reach him on his cell phone to get him to give himself up. An autopsy yesterday determined the victim died of massive bleeding as a result of a single stab wound that pierced his chestplate and heart. State pathologist Nicholas Charalambous said the nature of the blow was such that the victim may have died almost instantaneously. Police said later the suspect had a history of mental problems. In February 2011 he had stabbed and injured a 48-year-old man, again in Limassol, under “similar circumstances.”

MONITORED Constantinou was at the time examined by a psychiatrist, and then referred to the Athalassa Psychiatric ward in Nicosia, where he remained for a while. Doctors monitoring him there subsequently declared him ﬁt to appear before court, and the case was set to go to trial in March 2013 - two years later. Constantinou was then released, though he was being monitored by the Welfare Services. The diagnosis of his mental condition could not be veriﬁed yesterday; the Welfare Services could not be reached for comment. It’s understood the suspect was living with his parents. Police spokesman Andreas Angelides told the Cyprus Mail that law enforcement could not have imposed any restrictions on the man once he had been released from the psychiatric ward and a date set for a trial.

What do Cyprus and Iceland have in common? IT SOUNDS like the beginning of a joke: what do Cyprus and Iceland have in common? But the question was discussed in all seriousness yesterday during an EU enlargement discussion at the House of Europe. In a session entitled ‘Iceland and Cyprus: Lessons learnt in the ﬁeld of energy and renewable energy sources’, Cyprus’ potential in harnessing renewable energy was placed in the context of EU candidate member state, Iceland. Iceland’s electricity and heating needs are met almost entirely (99 per cent) through renewable energy, said Joost Korte, deputy director general responsible for the EU’s enlargement process. On the other hand, the EU has set Cyprus a target of powering 13 per cent of its energy consumption via renewable energy sources by 2020. The EU as a whole has a 20 per cent target. Iceland “surpasses the conditions of the EU,” Korte said. It used what Korte called a “handicap” – its small size, its isolation from mainland Europe, no infrastructure in terms of oil – and it turned it into an advantage by using its natural resources, he said. Cyprus can do the same where it is strong: “there is a huge potential” for solar energy, Korte said. University of Cyprus rector Constantinos Christoﬁdes, who was in the panel, said the technology was there to have

an energy independent island by 2030 that relies only on solar energy for its domestic consumption. The Electricity Authority of Cyprus spends €600 million a year to import oil, Christofides said. “This clearly demonstrates the benefits of alternative energy,” he said. Rather than rely on natural gas reserves, Cyprus can sell those abroad, and use solar power for the island’s demands, Christofides said. “Just one per cent of land is enough to cover our needs.” The head of the energy regulator CERA, Giorgos Shiammas, said that renewable energy sources were part of a longer term plan for Cyprus but added that “state policy has to be formulated by the government”. This was in response to a few questions by the audience – among them several diplomats and EU technocrats – who wanted to know how come Cyprus does not have electric cars despite its small size and what efforts are being made to increase efficiency and so reduce waste. Though there was no definitive answer save an acknowledgment of the need to include renewable energy sources in Cyprus’ future plans at least the connection between Iceland and Cyprus was clear: both have renewable energy sources to tap. But in Cyprus’ case, it will take “deliberate policy” over many years to create an energy independent island, Korte said.

the Interior Ministry Andreas Assiotis, Interior Minister Eleni Mavrou stressed that effective integration policies are the key to maximising the beneﬁts of migration and addressing the challenges posed by the diversity in European societies. DOWNER MEETS LEADERS ON SHORT TRIP TO THE ISLAND PRESIDENT Demetris Christoﬁas yesterday received Special Advisor of the United Nations Secretary General on Cyprus Alexander Downer at the presidential palace to discuss developments surrounding the Cyprus problem. Downer said the UN would not be involved in February’s presidential elections, “where the people of Cyprus will have a say on who will be their next leader, an issue that involves them and not the international community.” Right now, the focus is on what can be done with Christoﬁas as president, Downer said. The UN are interested in candidates’ positions on the Cyprus problem but the next president will also have to make his own choices about how to proceed with negotiations, he added.

“We will let things take their course” and engage the winner in a discussion about what has been achieved, and what their understanding is of the Turkish Cypriot stance. The United Nations’ resolutions will be the guiding force in negotiations, Downer said. Downer – who is in Cyprus for a few days for Cyprus problem meetings – also met Turkish Cypriot leader Dervis Eroglu. He will also be meeting the bicommunal technical committees to discuss ongoing issues and will relay “brainstorming sessions” that have taken place in New York, he said. The UN want to see a comprehensive solution to the Cyprus problem but despite progress over the last few years, there are still unresolved issues and challenges, he said.

Lillikas denies far right, ELAM links Response to remarks made by AKEL leader Kyprianou By Elias Hazou PRESIDENTIAL candidate Giorgos Lillikas yesterday dismissed as a cheap political stunt allegations that his election staff includes members of nationalist groups. Speaking at a gathering in Limassol on Monday night, AKEL leader Andros Kyprianou claimed Lillikas’ staff was “dominated by ultra-rightist elements, who have joined forces with him due to his extremist positions on the Cyprus problem.” Kyprianou said these elements consisted of members of the nationalist group ELAM and its Greek counterpart Chrysi Avgi as well as students with far-right leanings. “Yet at the same time he [Lillikas] is making overtures to AKEL supporters seeking out their vote,” Kyprianou said. Hitting back yesterday, Lillikas challenged Kyprianou to “name just one”

person afﬁliated to ELAM or Chrysi Avgi who is part of his election staff. Lillikas in turn accused AKEL of trying to mislead its own voters and the broader public. He said the allegations were a desperate effort by the ruling party to create scaremongering in order to “pinch a couple of votes here and there.” The two camps have repeatedly exchanged accusations of vote-pinching.

Lillikas is officially backed by socialist party EDEK, but his support base is believed to encompass voters affiliated to the so-called ‘in between space’ - in particular DIKO and the European Party. Lillikas began his political career as an aide to former president George Vasiliou, who came to power in 1988 with the support of communist AKEL. He was later elected MP on an AKEL ticket and appointed Commerce Minister during the Papadopoulos administration in which AKEL was a coalition partner. He was later appointed Foreign Minister, a post he held until AKEL left the government coalition to run for the presidency with Christofias as its candidate in 2008. Lillikas disagreed with the move and left the AKEL fold to support Papadopoulos, who lost the election to Christofias, a development which pushed Lillikas out of the political arena for over two years.

He said there is a need to maintain the decisive role of the state in critical issues for semi-occupied Cyprus like control of natural gas, electricity, ports and telecommunications. “We do not agree with the elimination of the role of the state. We perceive the state as the steam engine of growth, defender of the weak and guardian of national and collective interest,” the president said. In a bid to overcome the troika’s insistence to privatise SGOs, the government has proposed for them to remain public and to use their considerable revenues to repay the public debt. The government has said it is willing to sell the Cyprus Stock Exchange (CSE) and close down some other organisations which no longer serve any purpose. There is also disagreement on wage indexation – the troika wants it frozen throughout the adjustment programme and restored afterwards only to 50 per cent. It also wants some items, like electricity, taken out of the list of goods and services basket used to calculate the rate. The two sides are also at odds over pensions – the troika wants the 4.3 per cent state contribution gradually – by 2060 – scrapped and a debt of some €7 billion to the social security fund written off. Reports said the government

has proposed cutting the 4.3 per cent by half with the rest paid by civil servants. Both sides agree on extending the retirement age to 65 but the troika wants it linked to life expectancy. And then there are the proceeds from natural gas, which the troika says should be used to repay the country’s debt. Home Government calls on EU to be clear about Russia objectives GOVERNMENT spokesman Stephanos Stephanou yesterday called on the EU to be clear about its objectives towards Russia, stressing that everybody needs and benefits from a strong EURussia relationship. Stephanou was addressing a conference organised by the Center for European and International Affairs of the University of Nicosia in cooperation with the Russian embassy on ‘EU-Russian Relations: the rhetoric and the record’. “Russia is a most important strategic partner of the EU, as well as a key neighbour,” he stressed in his speech, read out by the Press and Information Office Director Eleonora Gravrielides. “It is no wonder that several aspects of EU relations with the Russian Federation regularly constitute a subject for discussion in EU forums, not least because of the multifaceted nature of these relations. These cover a wide spectrum of cooperation ranging from external relations to the most important energy dossier,” he said. Stephanou noted that the events of recent years have changed the nature of the relationships in a number of ways and that the past ten years have seen the EU and Russia change and develop to a very great extent. “It is important to recognise these changes within Russia and the EU, since as the two partners evolve so does the balance of the partnership between them arguably and hopefully for the benefit of both,” he added. He also said it is a fact that during the past few years the EU is experiencing an increasingly improved climate in its relations with Russia, boosted by marked progress in key areas such as the recent accession of Russia to the World Trade Organisation, the developments in the visa dialogue, crisis management, migration and climate change. “We are all aware that stable energy relations are also important for EU and Russia. As tensions remain Tel Aviv flights operating via Larnaca FLIGHTS bound for Tel Aviv are being temporarily diverted to Larnaca airport due to the ongoing crisis in Gaza, the airport’s operators said yesterday. “A number of European airlines have been asking permission to use our facilities at Larnaca due to the unrest in the Middle East,”

said Adamos Aspris, a spokesman for Hermes Airports. The extra traffic has not impacted the airport’s flight schedule, he said. It’s understood flights began being diverted to Larnaca over the past few days, following an escalation of the conflict in Gaza.

Several direct ﬂights from European destinations bound for Tel Aviv have been stopping over at Larnaca before continuing on to Israel. Reuters reported yesterday that Egypt had brokered a ceaseﬁre between Israel and Hamas. It would go into effect later in the

CONSTRUCTION workers will go on strike tomorrow and Friday because employers are taking advantage of the debt crisis to hurt workers’ rights, unions SEK and PEO said yesterday. There are collective agreements that are pending since 2010 but workers have not managed to come to an agreement with the building contractors association, said SEK head Nicos Moyseos and PEO head Pambis Kyritsis. “It looks like employers are taking advantage of the situation on the island to pre-empt troika,” said SEK’s Yiannakis Ioannou referring to a bailout by Cyprus’ international lenders which will require restructuring of the economy. Employers want to stop paying provident funds, abolish bonuses and overtime, increase work hours from 38 to 40 a week, and cut wages by up to 30 per cent, he said.

The Association for Holders of Securities yesterday called on its members to sue all those deemed responsible, regulators, current and past bank brass, anyone named by a Central bank probe, among others. The announcement comes about two weeks after the expiration of a deadline given by the investors, who said they would sue the ﬁnance ministry, the central bank, the Bank of Cyprus and Popular Bank, and the securities and exchange commission unless action was taken.

The investors want to get their securities converted into ﬁve-year bonds with 5.0 per cent interest rate and the option to retrieve 20 per cent each year. The island’s two largest lenders, the Bank of Cyprus and Popular Bank, stopped paying interest and blocked access to investors’ capital following losses on a Greek sovereign debt write-down in late 2011. This affected about 8,000 people. It is thought that securities worth some €700 million were purchased by non-institutional investors – individuals and companies. Hundreds of provident and insurance funds had invested in the affected securities; some provident funds invested up to 90 per cent of their deposits in these high-risk ﬁnancial instruments.

The banks, that need a bailout, collectively accumulated some €1.4 billion in securities. A number of angry security holders have said they were given the impression by untrained staff that investing in high risk securities would guarantee them a safe and regular income. They have been lobbying since July for a solution that will allow them to recover their capital or else minimise losses. They will not accept converting their securities into bank shares, which will be offered at nominal value even though they are selling a fraction of that amount. The security holders’ association yesterday renewed a threat to forward the Central Bank probe ﬁndings to the EU and Cyprus’ potential lenders, the troika.

THE Dutch government has scrapped a planned “weed pass” designed to keep foreigners out of the nation’s cannabis-selling coffee shops. In the south of the country, beginning earlier this year, locals had to apply for a pass to get into such shops but non-Dutch residents were barred, in an effort to crack down on widespread drug tourism in the region. But Justice Minister Ivo Opstelten said the passes are being immediately scrapped. He said it will be up to local authorities to keep foreigners out of the drug cafes. It appears to be a compromise that leaves the door open to Amsterdam to keep letting tourists visit its world famous cafes, where cannabis, marijuana and pre-rolled joints are sold alongside cups of coffee.

Congo rebels take control of Goma REBELS widely believed to be backed by Rwanda seized Goma in the eastern Democratic Republic of Congo yesterday, parading past U.N. peacekeepers who gave up the battle for the frontier city of one million people. Fighters from the M23 group entered Goma after days of clashes with UN-backed Congolese soldiers that forced tens of thousands of residents to ﬂee, raising fears of human rights abuses in the sprawling lakeside city. A senior UN source told Reuters that international peacekeepers gave up defending Goma after the Congolese troops evacuated under pressure from the advancing rebels. “There is no army left in the town, not a soul... Once they were in the town what could we do? It could have been very serious for the population,” he said asking not to be named.

WORLD TODAY Afghanistan pull-out FRANCE withdrew its combat troops from Afghanistan yesterday, marking the end of its battleﬁeld role in the NATOled war after a presence of more than 10 years. Four hundred French troops returned to the Afghan capital after four years of combat operations in nearby Kapisa province and Kabul’s Sarobi district, a spokesman for the French military said, adding they would return to France within days. “Today is the end of our forward operations. By the end of the year, we will have 1,500 French troops remaining in Afghanistan in non-combat operations,” said Lt. Col Guillaume Leroy. Of those remaining troops, 1,000 will help return military equipment to France and 500 will stay on to provide training for Afghanistan’s ﬂedgling army, he said. France joins Canada and the Netherlands in ending its combat role in Afghanistan.

‘An end to AIDS is in sight’ A UNITED Nations report said yesterday that eradicating AIDS was in sight, owing to better access to drugs that can both treat and prevent the incurable human immunodeﬁciency virus (HIV) that causes the disease. An aim to eventually end the worldwide AIDS epidemic is not “merely visionary” but “entirely feasible”, the report said. Success in ﬁghting the disease in the past decade has allowed the “foundation to be laid for the eventual end of AIDS” by cutting the death toll and helping stabilise the number of people infected in the pandemic, UNAIDS said its annual report.

The M23 rebellion has aggravated tensions between Congo and its neighbour Rwanda, which Kinshasa’s government says is orchestrating the insurgency as a means of grabbing the chaotic region’s mineral wealth. Rwanda denies the assertion. “We will continue (resisting) until Rwanda has been pushed out of our country ... There will be absolutely no negotiations with M23,” Congolese Information Minister Lambert Mende said, adding that Kinshasa would talk directly only with Rwanda. UN experts say Rwanda, a small but militarily capable neighbour that has intervened in Congo repeatedly over the past 18 years, is behind the revolt. Congo’s mineral wealth, including diamonds, gold, copper and coltan used in mobile phones - has inﬂamed the conﬂict and little has been spent on developing a country the size of

Western Europe. The capture of Goma will also be an embarrassment for President Joseph Kabila, who won re-election late last year in polls that provoked widespread riots and which international observers said were marred by fraud. Congolese state television reported on Tuesday that Kabila, who has made few public comments on the rebellion in recent weeks, is travelling to Uganda, the mediator in the conﬂict with the eastern rebels. Uganda’s Junior Foreign Affairs Minister Asuman Kiyingi told Reuters the rebels would not attend the talks. In the Congolese capital Kinshasa, security forces used tear gas and ﬁred shots in the air to disperse a few hundred youths protesting about the fall of Goma. Residents in Congo’s second city, Kisangani, attacked Kabila’s local party headquarters.

that they were based on heresy and incriminating material which was planted in the girl’s possession. The case caused an international outcry over Pakistan’s strict blasphemy laws, which are very popular in the country. A Muslim cleric was later accused of

Disgraced Bo’s post filled in Chongqing CHINA has confirmed that rising star Sun Zhengcai has been appointed Communist Party boss for the scandalridden southwestern city of Chongqing, taking the old job of disgraced Bo Xilai in the country’s biggest metropolis. As head of the sprawling Chongqing, Sun will have to deal with the legacy of Bo, the former high-flyer at the centre of China’s biggest political scandal in decades. Sun’s appointment was announced in a brief statement carried by the official Xinhua news agency yesterday. It also said Shanghai mayor Han Zheng had been promoted to the city’s party boss in a widely expected move. Bo was fired in March following his wife’s implication in the murder of a British businessman, and Chongqing had been run in the interim by Vice Premier Zhang Dejiang. FORMER UBS trader Kweku Adoboli was convicted and sentenced to seven years in jail yesterday for the biggest fraud in British history, which resulted in a loss of $2.3 billion for the Swiss bank. Ghanaian-born Adoboli, 32, a senior trader on the Exchange Traded Funds (ETFs) desk at UBS’s investment banking arm in London, admitted trading far in excess of his authorised risk limits and making ﬁctitious book entries to hide his true positions. “The tragedy for you is that you had everything going for you,” the judge, Brian Keith, told Adoboli “There is a strong streak of the gambler in you ... You were arrogant enough to think that the bank’s rules for traders didn’t apply to you.” Adoboli must serve half the sentence before being released on probation, and after taking into account the time already spent in custody could be out of prison in about two and a half years. The prosecution had portrayed him as a reckless gambler who played God with UBS’s money in the arrogant belief that he had the magic touch, driven by a desire to be a star trader with a huge bonus to match. His defence was that the bank had turned a blind eye to rule-bending as long as proﬁts rolled in and that others knew what he was doing and did not disapprove. He had pleaded not guilty to two charges of fraud by abuse of position covering the period from October 2008 to his arrest on September 15, 2011.

NORWAY’S Statoil signed a 10-year gas supply deal with Germany’s Wintershall, based on spot gas prices that challenged Russian gas export monopoly Gazprom, which insists on oil-linked prices despite European Union opposition. Statoil agreed yesterday to supply Wintershall, the natural gas unit of chemicals firm BASF, with 45 billion cubic metres (bcm) of gas worth $17.4 billion at current prices, in a deal aimed at creating a flexible gas market in northwestern Europe. “This is the first contract of such magnitude and length in continental Europe,” Statoil Executive Vice President Eldar Saetre told Reuters. Government-controlled Statoil, Europe’s second biggest gas supplier after Gazprom, is now selling about half of its gas under spot terms, including more than 40 per cent of its European gas, Saetre said. By contrast Gazprom, which faces an anti-trust probe from the European Union, yesterday stood firmly by the established system of clinching long-term deals linked to the price of oil and insisting that customers pay penalties if they do not take the gas as agreed. This approach has angered European power and gas suppliers who have to sell the gas on to customers at retail prices linked to the freely traded spot market, which can be lower than the price paid to Gazprom. Russia provides around 35 per cent of the EU’s gas demand, according to data from the European Commission, and Europe accounts for 80 per cent of Russian gas exports. This share could shrink in future, if Gazprom does not follow Statoil’s move to increase price flexibility in contracts, analysts said.

Greek debt buy back of up to €40b mulled By Robin Emmott and Annika Breidthardt EUROZONE finance ministers were last night considering allowing Athens to buy back up to 40 billion euros of its own bonds at a discount, as one of a number of measures to cut Greek debt to 120 per cent of GDP within the next eight years. Going into the second ministerial meeting in successive weeks, Jean-Claude Juncker, the chairman of the group, was cautiously optimistic that a deal would be struck. “We must still reach an understanding on several details and I would expect that the chances are good that we will come to a final and joint solution this evening,” he told reporters. “But I’m not entirely certain.” That caution reflects the complex options being discussed, ongoing political differences and the sheer scale of reducing Greece’s debt mountain.

Aim remains to reduce Greek debt to 120 of GDP by 2020 Under a proposal discussed by ministers, Greece would offer private-sector bondholders around 30 cents for every euro of Greek debt they hold, allowing Athens to pay down some of its vast outstanding obligations, a senior ofﬁcial involved in the discussions told Reuters. Greek debt is trading at 2030 cents on the euro depending on its maturity, but is likely to strengthen if the buy-back plan is conﬁrmed, meaning any offer will have diminishing marginal returns. The ministers, who failed to reach agreement last week, have also discussed granting Greece a 10-year moratorium on paying interest on about 130 billion euros of loans from the euro zone’s emergency fund, which could save Athens around 44 billion euros

over a decade, the official said. There is also the possibility of reducing the interest rate on loans made by eurozone countries directly to Greece in 2010, from 1.5 per cent to just 0.25 per cent, although the official said Germany was opposed to such a step. The range of options on the table underscored the determination to find a solution to Greece’s debt problems nearly three years after they were first exposed, leading to contagion across the eurozone. However, while some such as the debt buy-back have significant backing, others face opposition from one or more eurozone countries and the official emphasised that the ground could shift rapidly. As well as the 17 eurozone finance ministers, the meeting

was attended by IMF Managing Director Christine Lagarde and by European Central Bank President Mario Draghi. The IMF, which has participated with the eurozone in two bailouts of Greece since 2010, has said that Greek debt must be reduced to 120 per cent of GDP by 2020 if it is to be sustainable in the longrun. If that isn’t possible, there is a risk that the IMF will have to withdraw from efforts to stabilise Greece. At a meeting a week ago, there were sharp differences between the EU and IMF, with Juncker saying Greek debt should be cut to that target only by 2022. Lagarde said that would be unacceptable. Ofﬁcials yesterday began by agreeing that the aim was to cut the debt to 120 per cent by 2020, the senior ofﬁcial told Reuters. But it remained uncertain at the time of going to press just what mix of measures will achieve that goal.

France to answer credit ratings downgrade with reforms FRANCE said it would respond to Moody’s credit downgrade by pushing ahead with economic reforms but complained the ratings agency had overlooked efforts already taken to revamp the eurozone’s second largest economy. France lost its prized triple-A badge from the Standard & Poor’s in January and so Monday’s move by Moody’s was not surprising but it underlined doubts about Socialist President Francois Hollande’s ability to fix France’s public finances. The downgrade also highlighted the divergence with the top-rated regional powerhouse Germany whose finance minister called it a “small warning” to

its most important eurozone partner. However, Moody’s cut to Aa1 with a negative outlook did not affect the status of French bonds which along with German debt are seen as a safe haven from the crisis in southern Europe. “Moody’s raised concerns about France’s capacity to reform and so it is up to us to show that this time we are going to carry out reforms,” Finance Minister Pierre Moscovici, leading a government offensive to play down the move, told journalists. “The rating change does not call into question either the economic fundamentals of our country, the efforts undertaken by the government or our creditworthiness.”

The government is planning the toughest belt-tightening effort in 30 years in 2013 but must also try and halt a growth slow-down that has seen unemployment surge to 13-year highs. Moody’s said it kept a negative outlook on France due to structural challenges and a “sustained loss of competitiveness” in the country, where business leaders blame high labour charges for ﬂagging exports. It also cited “sizable exposures” of its banks to weak, southern eurozone countries. “The ﬁrst driver underlying Moody’s one-notch downgrade of France’s sovereign rating is the risk to economic growth, and therefore to the govern-

ment’s ﬁnances, posed by the country’s persistent structural economic challenges,” Moody’s said. The downgrade sent the euro 0.30 per cent lower to 1.2770 against the dollar late on Monday but the currency recovered some ground to trade at 1.2800 at 1030 GMT yesterday. The benchmark French 10-year government bond yield - which has been trading at historic lows and offering Hollande crucial access to cheap borrowing - was barely changed at 2.10 per cent versus 2.08 per cent before the downgrade.

We must cede some sovereignty to get bailout WHILE there seems to have been agreement with the troika over the measures for the banking sector, most parties and presidential candidates are taking the obligatory defiant stand on other issues, based either on incomplete information released by the government or their own populist agenda. We hear that they would never agree to a bailout that would cede our sovereignty, allow the troika to ‘get its hands on our hydrocarbon reserves, lead to privatisation of semi-governmental organisations or radically change our pension system. It is quite amazing that the parties and individual politicians are taking hardline, public stances on issues they are not fully informed about. But we should not be surprised considering they are making a big fuss over non-issues, like the hydrocarbons and national sovereignty, as well. Is it possible for any country that is bailed out by international lenders not to cede some of its sovereignty? If it does not, it will get no money because lenders, understandably, are not prepared to give billions in loans, without having a big say over how these would be used by the recipient. Surrendering a part of its national sovereignty to lenders is the sacrifice a bankrupt state has to make to secure a bailout. As regards the natural gas, everyone is taking a stand, without knowing what the troika has actually proposed. Is all the fuss about the couple of hundred million euro that the state would receive up front for exploration rights? There would be no other revenue from natural gas - assuming we find adequate quantities that we are able to market - for at least six to eight years. Of course it is impossible to draw any conclusions when there is inadequate information. We assume that President Christofias will give the party leaders the full picture when he briefs them this morning about the discussions with the troika, because much will depend on this meeting. Negotiations with the troika have been wound up and all that remains now is for the government to give its response. Christofias, most probably, would like to secure the backing of the party leaders for his decision, whatever it is. But before this, he will have to brief them about the main contents of the bailout and the information will have to be much more comprehensive than what has seen the light of publicity. Hopefully, his response will be positive and he will secure the backing of all the political parties for the unpopular measures of the bailout; he spoke of the need for national unity yesterday. The alternative, a united front for the rejection of a bailout is too frightening to even think about.

Hollande’s softly softly plan needs tough action Analysis Catherine Bremer

fter six months keeping the world guessing about whether he had a vision for fixing France’s sickly economy, President Francois Hollande has unveiled a battle plan “à la française” to ease companies’ labour costs and trim public spending. But the softly-softly pace of adjustment may be too slow to satisfy financial markets after Moody’s on Monday became the second credit ratings agency to strip Paris of its AAA rating, citing both a loss of competitiveness and low growth. Hollande’s “competitiveness pact” aims to create 300,000 jobs and lift output by half a per cent over five years by granting 20 billion euros a year in corporate tax relief and pruning public spending by 1 per cent. The measures will be funded by modest sales tax rises from 2014, sparing households immediate pain. Tweaks to labour laws will follow next year to make hiring and firing somewhat more flexible while extending the length of job contracts. The plan is bold for a left-wing French government, yet it falls short of what business leaders wanted and critics say it may be too timid to pull the economy out of decline in time. Moreover, a key plank - spending cuts of 12 billion euros a year - will require sharp reductions in welfare payments or local government, hard to sell to a parliament full of mayors and civil servants, and an electorate including more than 5 million public sector workers. “Hollande has not said where the 12 billion euros will come from because he doesn’t know. None of us knows. There would be a lot of resistance to public sector cuts,” a government source said. Most economists have applauded Hollande’s move to embrace reform, despite muttering from Berlin that the measures should be bolder. But they say success, in the face of stalled growth and rising 10 per cent unemployment, depends on Hollande being able to implement all his plans - corporate tax relief, labour reform and spending cuts - to the letter.

Hollande is under growing pressure from foreign investors concerned at France’s strained public finances, flatlining economy and industrial decline that has led to a 70-billion-euro trade deficit. Paris also faces new competition for its exports from Spain and Italy, which have been forced by their debt crises to reform their labour and product markets faster. Hollande’s November 6 announcement of the tax rebates was his response to an inde-

pendent review of competitiveness that recommended 30 billion euros in direct cuts to labour costs. The rebates will be linked to payroll size in a way that the government says is equivalent to a 6 per cent reduction in labour costs from 2013. The government reckons this could boost exports by 10-15 billion euros over two years, shaving the non-energy trade deﬁcit. “All other things being equal, this will improve the current account by quite a bit,” said a government adviser, whose position bars him from being quoted by name. Naysayers note that any trickle of jobs created through the tax rebates will be outstripped

by continuing job losses as long as economic growth remains below 1 per cent. A rule of thumb for France is that employment stabilises once growth reaches 1.5 per cent, and it takes 2 per cent expansion or more to achieve a net increase in jobs. “The tax rebate plan may enable us to absorb some of the recession, by adding some jobs, but it won’t boost economic activity,” said Philippe Ansel, an economist with Fondation Concorde, a business-funded, economically liberal think-tank. “France remains squashed between Germany, with its high-quality products, and Spain and Italy, which have made bigger efforts to reduce their labour costs.” Like other critics, Ansel says the rebates are worth only a net 10 billion euros to companies since they come on top of 10 billion euros a year in corporate tax rises in the 2013 budget. His think-tank advocates a 50 per cent cut in payroll contributions for companies exposed to foreign competition. Hollande is also under fire for capital gains tax changes that will penalise investors in startups as well as failing to make good on a promise to ease the tax burden on corporate profits that are reinvested. French public spending accounts for 56 per cent of economic output, second only to Denmark at 58 per cent, and the tax take from companies amounts to 17.9 per cent of gross domestic product, compared to just 4.3 per cent in Denmark. Departing from Socialist dogma, Hollande questioned at his first presidential news conference this month whether the high spending bill had brought the French a better quality of life. Hollande sent his prime minister to Germany to tell Chancellor Angela Merkel that France would reform at its own pace and would not be pressured to go faster. Yet Hollande’s economic team knows the pressure is on. “It’s fine to tell the Germans we’ll reform at our own pace but we do have to reform,” said the first government source. “Hollande is a very prudent person, and that’s fine, but if you spend too much time talking, you risk getting nowhere.”

UK brain drain as jobs dry up British graduates moving overseas increased by 27 per cent between 2008 and 2011 By Stephen Eisenhammer TIRED of constant rejection emails, an increasing number of graduates are packing their bags and leaving Britain for job opportunities abroad, raising concerns of a “brain drain”. With more than one in three recent university leavers unemployed, many have gone in search for better prospects and pay in the fastergrowing economies of Asia and Australasia. Jamie Devonshire, 26, graduated from Manchester University in 2008 and moved to Hong Kong two years ago to work for a small investment fund. “Been here two years now and love it. Weather, lifestyle and job all going well,” he said via email from Hong Kong. Devonshire said he was unlikely to return home soon. “Currently I don’t see any incentive to move back to the UK, job market is weak and property ladder is still next to impossible to get on for ﬁrst time buyers.”

His girlfriend also recently moved to join him and managed to ﬁnd a much better paid teaching job than she had in Britain. The number of undergraduates from the UK and EU taking jobs overseas after graduating from British universities has increased by 25 per cent since the start of the economic crisis in 2008, according to data requested by Reuters from the Higher Education Statistics Agency (HESA). When adjusted to look only at British students moving overseas there was a rise of 27 per cent between 2008 and 2011. It also showed that more EU students were moving back to continental Europe after their studies, whereas before many would have stayed in Britain. The number of graduates leaving the UK from Oxford and Cambridge, traditional breeding grounds of Britain’s political and business elite, has risen even faster, jumping by 43 per cent in four years, HESA said. Asia is the fastest growing location for new graduates, jumping by 51 per cent over the period. Australasia, a long-time favourite for Britons because of the ease of getting a working-visa, was up by 49 per cent. While the global slowdown has

driven up youth unemployment in the EU, with rates in Spain and Greece over 40 per cent according to OECD data, countries such as Australia, India and China have maintained more a resilient job market. The recent rise of British professionals moving abroad has alarmed the Home Ofﬁce. It said the exodus “may have implications for the availability of skills in the UK” in a separate research report published last week. The vast majority of people leaving the UK did so to take up a new job or look for one, with 89 per cent of emigrants from 2008 to 2010 being of working age. Last year, 72 per cent of emigrants from the UK, who provided a reason, moved for work-related reasons, the report said.

Research by Warwick University into graduates in the UK published last Wednesday, reinforced the sense of gloom, reporting that one in 10 recent graduates have experienced signiﬁcant spells of unemployment. The report said 40 per cent of recent graduates are working in lower-paid jobs that do not require a university degree. Tori Peel-Yates, 26, who graduated from Leeds in 2009 and decided to move to Belgium a few months ago for a traineeship at the European Commission, said the job opportunities there were better than in the UK. “I was fed up with writing job applications and receiving rejection after rejection, or no response at all.”

Top business group damns British education system By Alison Kershaw THE UK’s education system is fostering a “cult of the average”, failing to help the brightest youngsters, or those most in need, business leaders have warned. In a damning indictment, the CBI said that too many children fall behind and never catch up, and that in some cases, secondary schools have become little more than exam factories. Decades of “patchwork” reforms have confused schools, encouraged a tick box culture that has put off teachers and resulted in a narrow focus on exams and league tables, the UK’s biggest business group said. In a new report, the CBI calls for a major overhaul to ensure that all children can succeed. It recommends radical changes, such as reducing the importance of GCSEs and making A-levels the main exam for school leavers, and moving away from league tables in favour of Ofsted reports. “The education system fosters a cult of the average: too often failing to stretch the most able or support those that need most help,” the CBI said. CBI director-general John Cridland said while businesses want school leavers to have a rigorous education, they also want it to be “rounded and grounded”. “Today we have a system where, sadly,

It’s not the fault of children, parents or teachers. “It’s a system failure. It’s not acceptable any more than it’s not acceptable that the top 10 per cent are not stretched enough.” The report, published on Monday as the CBI met for its annual conference in central London, says that the UK’s schools have faced “35 years of piecemeal reforms”. While international studies show a slight rise in average pupil performance, this hides “a long tail of low achievement with children falling behind long before they reach secondary school”.

As the school leaving age is being raised from 16 to 18 in England over the next few years, the CBI suggests that it is time to move away from GCSEs and focus on A-levels. Its report calls for pupils to be able to take tough, academic A-levels alongside new vocational A-levels. Instead of GCSEs there would be assessments at ages 14 or 16 that check pupils’ progress and help them decide what subjects or career paths to take. Cridland said he did not think GCSEs, or another exam at 16, would be axed, but that it may be used for a different purpose. “I think there will be exams at 16, it’s whether they are considered summative, or testing to keep performance moving forward,” he said. He also suggested: “This generation of young people are as streetwise as any, but sometimes in the education system we’re not always bottling that.” Cridland said that today’s technology allows much more to be done in the classroom. “You can have Brian Cox beamed onto a whiteboard to teach science interactively,” he suggested. He added: “In years gone by you had one teacher, doing his best with chalk and talk in front of 30 kids, in the 1950s, there was no alternative.” Now there are laptops, tablets and whiteboards and much more that can be done,” he said.

Facing austerity, Europ

ORKERS protesting austerity on the streets of southern Europe weren’t to know it, but earlier this month there was also a strike at the heart of the European Union - by bureaucrats ﬁghting possible cuts. For an increasing number of Europeans, cuts in Brussels are what is needed. The European capital has told member states to reduce spending, but as millions in Spain, Portugal and Greece feel the pain in pay, pensions, and social services, people are looking to the centre and ﬁnding what looks like fat. Britain has led the way. Newspapers there have for

decades carped at cosy ‘eurocrats’, as they call Europe’s civil servants. Prime Minister David Cameron need only mention the EU and generous spending to produce a sea of nods and chants of “hear, hear!” around parliament. “We can’t have European spending going up and up and up when we’re having to make difficult decisions in so many different areas,” Cameron told reporters at the last summit of EU leaders in October, going on to express his frustration at the salaries of civil servants in Brussels. Now, doubts are mounting in other member states. Such concerns have held up talks over the EU’s long-term budget, a financial na programme wo worth more than €1 tri trillion over the nex next seven years. E EU leaders hope tto reach a deal a at a summit ttomorrow and Fr Friday. The problem is tha that governments from Helsink Helsinki to Madrid are freezing spending or cutting it by five per cent or mor more a year, but the Europ European Commission has asked as for a six per cent incr increase over 2014-2020. But in politics, symbolism matters, and numerous examples appear to contradict the claims of restraint: •The European Parliament shifts its base once a month from Brussels to Strasbourg in France, at an annual cost of €180 million. •The European Council, which represents member states, is building a new ‘Europa’ headquarters right next door to its existing marbleand-glass building, at a cost of €310 million. •The European Court of Auditors, another EU institution, announced on November 6 that four per cent of spending in the last EU budget had been “irregular”, although this was largely due to mismanagement by member states. •EU civil servants get generous health and pension benefits and free private education for their children in Brussels’ leafy neighbourhoods. •EU institutions have cellars stocked with nearly 47,000 bottles of red, white and sparkling wine with a total value of €515,000, according to a response to questions from German Member of the European Parliament Martin Ehrenhauser. Cayo Lara, the leader of Spain’s left-wing Izquierda Unida party, puts it succinctly: “While Brussels applauds, Spain bleeds”. Until the financial crisis hit, polls by EU opinion monitor Eurobarometer showed Europeans liked the EU significantly more than their own governments. But the latest, published in May, showed just 31 per cent trusted the EU - the lowest level ever, and just three points above trust in national governments.

There is huge inequality in Europe and they are responsible for this.” Cameron is under pressure at home, and ﬁnds a convenient and familiar scapegoat in Brussels. Hitting out at EU spending casts him in a role played with success by Margaret Thatcher, a Conservative predecessor who in 1984 famously won a rebate after threatening to halt payments to the EU budget. Britain, Cameron said in October, had cracked down on central administration, “and we need to see in the budget proposals that sort of rigorous approach.” The bill for Brussels is not actually enormous. The entire cost of running the EU and all its development, aid, research and subsidy programmes amounts to only one per cent of the bloc’s gross domestic product. In most member states, government spending takes up nearer 40-50 per cent of GDP. Administration is just six per cent of the EU budget, and there is evidence the Commission has cut back. Ofﬁcials say they began tightening their belts long before the crisis. A fraud and cronyism scandal in 1999, which forced all the EU’s commissioners to resign, triggered a shake-up of how the institution and its administration is run. “Unlike the member states, we didn’t wait for a crisis,” says Antony Gravilli, the Commission’s spokesman for administration and related

costs. From 2004, entry-level pay was lowered, officials had to contribute more to pensions and tax, and automatic pay rises were capped. The Commission started to employ contract staff who do not receive the EU’s full benefits and now make up 20 per cent of its 33,000-strong workforce. The changes triggered a decline in the purchasing power of EU officials, according to figures provided by the Commission. Now it says it doesn’t pay enough to attract as many qualified staff from richer western European countries as it needs. The Commission has proposed to peg its administrative costs to inflation for five years, and aims to cut staff by one per cent a year, saying this will help save €1 billion by 2020. Felix Geradon, 53, a translator at the Council who helped lead the recent strike, said EU institutions wouldn’t be able to function properly after significant cuts. He is planning another strike today.

He said politicians seeking EU budget cuts were mainly out to please domestic political audiences, but top ofﬁcials in Brussels could learn from ministers in countries such as France who have taken pay cuts: “There could, or should, be gestures from the

It has proposed cutting at least €50 billion from the next longterm budget by reducing administrative costs. There appears to be broad agreement among member states that this will be the deal hammered out later this week. In May, Open Europe, a London-based think-tank which is sceptical of Brussels, suggested cuts to reduce the total EU budget by 30 per cent. These would come partly in development and agricultural subsidies that it says are ineffective, and partly from scrapping projects it believes are not needed. One of these, the Committee of the Regions, has an €80 million budget to provide a voice for sub-national authorities from places such as

Catalonia. Another project the thinktank would scrap is the House of European History, a museum being built in Brussels on the initiative of the European Parliament. It will feature exhibits on postwar history and is scheduled for completion in 2015 at a cost of more than €50 million. “The EU operates in a sort of bubble,” says Open Europe researcher Pawel Swidlicki. “There’s less accountability to the public.” Nations with directly elected governments can pressure governments to rethink costly schemes, he says. Probably Europe’s most bizarre set-up is the €500-million parliament building in Strasbourg. The parliament’s 754 members meet 12 times a year there, even though they also have a complex in Brus-

sels. Each time the parliament moves to Strasbourg, more than 5,000 people travel the 350km from Brussels, many of them in two specially laidon high-speed trains or on charter flights. A lorry picks up a trunk of documents from each lawmaker’s Brussels office on Friday evening and delivers it to his or her office in Strasbourg’s gleaming, glass parliament by Monday morning. The arrangement drives many parliamentarians nuts. “I’ve yet to go to a meeting in my constituency where someone doesn’t say, ‘Why on earth do you still go to Strasbourg and Brussels?’” says Edward McMillan-Scott, the British leader of a campaign to abolish the Strasbourg seat. He commissioned a 2011 study that put its total cost

at €180 million a year. But the system is written into the EU’s treaties. This year, parliament cut back one trip. France said that was against EU treaties, and Paris took the parliament to the European Court of Justice. A preliminary opinion sided with the French, and a ﬁnal judgment is expected in the next few weeks. Not everyone is complaining. At Strasbourg’s Chez Yvonne, a restaurant, the takings go up 30 per cent when parliament comes to town. The president of the European Commission, Jose Manuel Barroso, who is a former prime minister of Portugal, is a regular, according to manager Julien de Valmigere. He produces a hand-written note from Barroso. “Obrigado!” it reads - Portuguese for thanks.

Vincere (LTV3, 22.00) Ida Daiser (Giovanna Mezzogiorno) was a real person, a sad Italian woman who claimed to have wed Benito Mussolini before he became ‘Il Duce’ and to have borne him a son. Alas, there was no record of the alleged marriage - Daiser insisted the certificate had been destroyed by Mussolini’s thugs - and she ended her life committed to a mental institution. Her story was probably true, and certainly seems true in this brilliant film version - but it’s also hard to tell because the first half (the romance between Ida and Benito) is clearly a kind of fantasy, told in operatic style and divorced from real life, not to mention that the trim, handsome Mussolini of the first half looks nothing

like the real Mussolini seen (in newsreel footage) in the second half. The film is wildly ambitious, trying to show subjective reality as it appears to Ida - and it mostly works, but her victimisation in the second hour gets a bit repetitive. In Italian; made in 2009.

Wisegal (Novacinema1, 22.00) It’s Alyssa Milano, cute little Samantha on Who’s the Boss! The memories come flooding back - but we must repress them because this is something else altogether, “the dramatic true story,” to quote Mr. Trailer Man, “of a single mum who became part of a crime ‘family’ to save her own”. It all starts when Patty Montanari - a real person, apparently - sees her hus-

band collapse right in front of her, leaving her a wellgroomed young widow with two sons. “Her life was defined by hard times and shattered dreams,” intones Trailer Man mournfully - and things look bad for Patty and her boys, at least till “the Mob’s most feared boss makes her an offer she can’t refuse”. James Caan is the gangster in question, and the film is produced by the Lifetime Channel (well-known for stories of brave women winning out against oppressive men) so we know he’ll try to control our heroine but come off second-best - though of course she’s not thinking of herself, she’s thinking of the children: “It costs more than you can afford,” asserts our heroine nobly, “to replace a mother”. You tell him, Sam! Made in 2008.

KUNG Fu superstar Jackie Chan said that while the upcoming film Chinese Zodiac 2012 will be his last major action movie, citing his increasing age, he will still be packing punches in the world of philanthropy. Chan wrote, directed and produced his latest film, set to premiere in cinemas in China next month. He also plays the lead role and said that he regarded it the “best film for myself ” in the last ten years. “I’m the director, I’m the writer, I’m the producer, I’m the action director, almost everything,” the 58-year-old Hong Kong actor told Reuters while in Beijing to film a documentary. “This really, really is my baby. You know, I’ve been writing the script for seven years,” and the film took a year and half to make, he added. In the film, Chan is a treasure hunter seeking to repatriate sculpture heads of the 12 animals of the Chinese zodiac, which were taken from Beijing’s Summer Palace by French and British forces during the Opium Wars. Aussie rockers AC/DC’s Hathaway ‘really wants’ a baby music to be sold on iTunes AC/DC’S entire catalogue, including 20 studio and live albums and three compilations will be available on iTunes for the first time worldwide, Columbia Records and Apple said on Monday. Until now the Australian heavy metal group that was formed by two brothers, Angus and Malcolm Young, in 1973, had refused to put their music on Apple Inc’s online music store. “AC/DC’s thunderous and primal rock and roll has excited fans for generations with their raw and rebellious brand of music, which also resonates with millions of new fans discovering AC/ DC everyday,” Columbia Records and Apple, said in a statement announcing the deal. “Their growing legion of fans will now experience the intensity of AC/DC’s music in a way that has never been heard before,” they added. The group’s 1976 debut album High Voltage, its classic Back In Black and 2008’s Black Ice are among the albums available on iTunes. All the of music has been mastered for iTunes and fans can download entire albums or individual songs. In other news meanwhile, Aaron Lewis stands as one of the more unusual crossovers into country music, but the singer of the metal band Staind believes it was a fit made in the cradle. “It’s been quite the pleasant eclectic mix of tattoos and black eyeliner, and Stetsons, cowboy boots and big shiny buckles,” Lewis said in an interview after the release of his first fulllength country studio album, The Road, this week. Lewis, 40, was raised on what he terms his grandfather’s country music: Johnny Cash, Waylon Jennings, Charlie Daniels and George Jones. TELEVISION legend Norman Lear and veteran actor Alan Alda received special honours at the International Emmy Awards on Monday, while programming from South America dominated the competition, with Argentina and Brazil each winning two Emmys. Lear, best known as creator of the ground-breaking 1970s hit comedy All in the Family, which premiered during a time of social upheaval and tackled issues such as race and women’s rights, said “the world will, and needs to, come together through the arts” as he accepted the honour. The producer and writer received a special 40th anniversary Founders Award from the International Academy of Television Arts & Sciences, as did Alda, star of the long-running Korean-war set comedy, M*A*S*H* about doctors on the front lines. Alda paid tribute to “the men and women in the hospital tents,” referring to reallife medical personnel who struggle to treat war injured, who he noted usually go unmentioned at award shows. Glee creator Ryan Murphy received the annual International Founders Award, which was presented by Oscar-winner Jessica Lange, a star of his current series American Horror Story. Argentina won both acting categories, with honours going to actress Cristina Banegas for the dramatic series Television x La Inclusion, in which she plays the mother of an ailing child waging battle with health insurers; while Dario Grandinetti picked up the best actor award for his performance as a racist taxi driver in the same series. It marked the ﬁrst time both honours were won by actors from the same program. Brazil scored wins for comedy series for The Invisible Woman, while The Illusionist was named outstanding telenovela. In bestowing its prizes, the Emmys, which honour television produced outside the United States, extended their reach after years of domination and even sweeps by the United Kingdom, which this year won two, for best TV movie or miniseries Black Mirror and best documentary Terry Pratchett: Choosing to Die. France, Germany and Australia each won one Emmy. France took the best drama series prize for Braquo season 2, while Germany’s Song of War won for outstanding arts programming. Before the 5-2 rout of Tottenham on Saturday the Gunners were coming under fire after some patchy form including a 2-1 away defeat at Manchester United, a 3-3 home draw with Fulham and a 2-0 home reverse against Schalke in the Champions League. The defeat by Schalke was Arsenal’s first at home to foreign opponents since 2003 but they drew 2-2 with the Germans the following week, having led 2-0, to stay wellplaced to progress as one of the top two sides in Group B ahead of Olympiakos. Having conceded 14 goals in their last five games in all competitions, however, there remains an air of vulnerability about Arsenal which French champions Montpellier, despite being unable to progress, will be keen to exploit. The £35 million striker, currently on loan from Liverpool, again failed to find the back of the net as the Hammers were held to a 1-1 draw by Stoke at Upton Park on Monday night. Jonathan Walters opened the scoring for the visitors with a smart finish following a well-worked corner routine and Allardyce needed defender Joey O’Brien to hit only his second goal for the club to rescue a point. Allardyce believes Carroll’s reputation means he will always be highlighted as the main threat by opposing teams. “He is going to attract attention by the fact he is very good at his hold-up play and his heading ability, and people are going to need to pay particular attention to him,” he said. “He is going to attract one or two defenders around him and that will create spaces elsewhere.

“Andy is not to be frustrated by the fact that he is not scoring at the moment and in fact today he didn’t get much of a chance to score. “But I think sooner or later, if we keep concentrating on him making runs into the box and the service we give, he will eventually score.” Carroll looked visibly irritated when Allardyce replaced him with Carlton Cole late in the second half, but the former Blackburn boss felt his side needed fresh impetus after Carroll had put in a busy shift as the lone forward. “He wants to score a goal and he wants me to leave him on for 90 minutes but at the end of the day he put that much effort in, there are a lot of fresh players on the bench,” he said. EUROPEAN football managers overwhelmingly favour clarification of the handball rule and the majority want to see video technology introduced to the game, according to a new survey. The League Managers Association European Managers and Coaches Survey quizzed 110 managers working in 14 countries on a range of issues affecting the game and found 83 percent of managers feel the handball law requires further clarification. Previous research carried out by the League Managers Association (LMA) found that coaches favoured a rule that meant that if a player was hit with their hand or arm in a natural position, they should not be penalised. If the movement was deliberate they should be penalised, but the referee had to be sure the interference was on purpose. The introduction of video and goal-line technology received a 62 percent backing while 63 percent said football should consider a decision referral system such as in cricket and tennis. Just four percent opposed the use of any technology. The International Football Association Board approved goal-line technology earlier this year which will be used at the Club World Cup next month before a possible introduction to the Premier League in 2013. The survey was backed by Real Madrid manager Jose Mourinho, who said it deals with the issues that affected managers every day including rules, technology, transfers and finances. “It brings together managers and coaches across Europe, demonstrating the subjects we feel strongly about and provides real insights from managers based on our combined experience.” Managers identified refereeing as the main area that could help improve the standard of the game and backed a professional referee training academy. Next season referees will be invited to English clubs to take part in training sessions. Other findings included that 72 percent of managers wanted increased sanctions for offences and unsporting behaviour which were only identified after the match while 66 percent thought there should be no transfer window. International friendlies should be cut back accoring to 72 percent while 61 percent believed there should be a salary cap. Two-thirds of managers also thought that the rules surrounding the denial of an obvious goal-scoring opportunity - penalty, sending off and suspension - were unfair.

Di Matteo’s biggest selection gamble since he took charge backfired as goals from Fabio Quagliarella, Arturo Vidal and Sebastian Giovinco left the Blues facing the prospect of becoming the first holders to depart the competition before Christmas. Chelsea slumped to third place in Group E with one match remaining and must win against Nordsjaelland in two weeks’ time and hope Shakhtar Donetsk beat Juve, despite the Ukrainian side having qualified for the last 16 themselves last night. That would be the equal of any let-off the European champions enjoyed en route to last season’s astonishing Champions League triumph, which ultimately prevented owner Roman Abramovich dispensing with Di Matteo. With Pep Guardiola supposedly waiting in the wings, Di Matteo could find himself on borrowed time barring another dramatic turnaround. The same could be said of the Chelsea career of Fernan-

do Torres, who was axed, although David Luiz produced enough hapless moments for both of them. Di Matteo’s other changes prompted memories of Andre Villas-Boas’ so-called ‘suicidenote’ selection at Napoli last season, the Blues boss playing without a recognised striker and ﬁelding Cesar Azpilicueta in front of Branislav Ivanovic. Di Matteo took action by sending on Victor Moses for Azpilicueta on the hour but Chelsea were 2-0 behind a minute later in shambolic circumstances. Their defence was nowhere to be seen as Asamoah picked out Vidal, whose shot deflected off Ramires and through the admittedly luckless Cech’s legs. Lichtsteiner departed for Martin Caceres but there was no sign of a comeback as Juve threatened a third goal before Di Matteo finally turned to Torres, with John Obi Mikel making way. Vucinic produced a Torreslike miss six yards out and Ramires was booked for sending Giorgio Chiellini sprawling. MANCHESTER United got burned once more on their return to ‘Hell’ as Galatasaray ended their 100 per cent record in Champions League Group H. Burak Yilmaz’s secondhalf goal was enough to give the Turkish side a deserved victory and take them to the brink of qualification for the knockout stage. United’s position in the last 16 was already confirmed so the damage, beyond any sustained as a result of the ear-splitting din, cannot be compared to the tumult that unfolded on United’s first meeting with Galatasaray in Istanbul 19 years ago. Indeed, for untested youngsters such as Nick Powell it may prove to be a

Galatasaray 1 Manchester United 0 very valuable part of their footballing education. It would be almost impossible for the Galatasaray fans to live up to their ‘Welcome to Hell’ billing completely. They do make a heck of a noise though. And the contrast between the Turk Telecom Arena and the Globe Arena in Morecambe is pretty marked, that is for sure. That is where Powell was playing, in front of 2,169 hardy souls exactly a year and a day ago, which underlines exactly how far the midﬁelder has come. It was little wonder that Powell took a bit of time to get used to the surroundings. Not even three substitute appearances for United, and a goal on his

debut against Wigan, could have prepared him for this. So a couple of wrong decisions were made and a couple of final passes went astray before Powell got into the swing of things. But when Tom Cleverley drifted a corner to the far post in the latter stages of the opening period, Powell rose confidently to power a header against the crossbar. Moments later, an intelligent run into the box almost got him on the end of Javier Hernandez’s curling cross. It was as close as United came in the first half. Defensively they were solid though, with Phil Jones impressing on his first appearance of the season. With only 16 United appearances in 2012, the remarkable introduction to life at Old Trafford that had seen him compared to

Duncan Edwards by those club insiders not usually given to hyperbole, has largely been halted. However, there was something impressive in the way Jones cantered back alongside Nordin Amrabat as the Galatasaray winger threatened to break through. Indeed, Anders Lindegaard had only one notable save to make, turning away a curling effort from Hamit Altintop. But that all changed after the interval. Former Liverpool man Albert Riera tested the Dane’s reflexes with a longrange effort before Lindegaard did superbly to tip Felipe Melo’s firm header over the bar. The visitors were caught napping at the corner though, with Yilmaz finding enough room on the edge of the six-yard box to steer his header into the

net. It was a sorry goal to concede for Sir Alex Ferguson’s team, not least because it meant they had not properly dealt with the threat of a player responsible for Galatasaray’s entire Champions League haul of ﬁve up to that point. It could have been worse too as Altintop rattled Lindegaard’s crossbar with a ferocious long-range effort. Ferguson tried to revive his troops with the late introductions of Ashley Young, Federico Macheda and Joshua King, but it was all to no avail.
