A
FTER drawn-out talks here in Nicosia the government and foreign lenders are on the verge of striking a deal for a state bailout, reports said last night. Reuters cited EU sources saying the agreement was nearly done but would be completed only today when inspectors from the European Commission, European Central Bank and International Monetary Fund – collectively known as the troika - are likely to give their approval. Two EU officials told the news agency the Cypriot side had presented a final, detailed proposal including figures and that the troika would examine it on Friday. “We are very close, but there’s no deal yet,” one official told Reuters on condition of anonymity. “We will have more discussions on Friday and if all goes well we will be able to finalise an agreement then.” Local media reported on the broad strokes of the deal. After intensive negotiations on Wednesday night and throughout yesterday, the two sides hammered out an agreement apparently bridging their differences on the major outstanding issues: pension reform, management of gas revenues, privatisation of certain semi-governmental organisations, and inflationlinked wage indexation. The state broadcaster said that on natural gas, the troika had accepted the government’s position for a part of the proceeds to go toward paying off the debt, with the rest going into a special investment fund and a part used for energy infrastructures.
The troika apparently got satisfactory assurances that an amount would be set aside for servicing the national debt. It was agreed also that the semi-governmental Cyprus Telecommunications Authority (CyTA) would not be privatised unless the national debt became unsustainable, reports said. The Social Security Fund (SSF) would not be scrapped, and the government’s debt to the fund would not be written off; nor would the Cost of Living Allowance (CoLA) be abolished. CyBC said CoLA would be slashed by 50 per cent once payment of it resumed in 2016. Thereafter it would be paid only once a year. Meanwhile payment of 13th salaries to civil servants would continue. Supervision of cooperative banks would be transferred from the Commerce Ministry to the Central Bank, reports said. An agreement on the key issue of the bailout amount for the banks had yet to be “locked in.” The economic adjustment programme would amount to €1.1 billion, compared to the troika’s €1.2 billion and the government’s €975 million. Central Bank governor Panicos Demetriades was said to be instrumental in persuading President Christofias to take the deal. The two spoke on the phone yesterday morning; the top banker reportedly advised Christofias that failing to secure an EU/IMF loan now would sink the banking sector. There were signs a deal could be in the air when earlier in the day Christofias said

Gold Christmas tree for a mere $4.2 million in Tokyo By Kimiteru Tsuruda FOR those seeking a glow to their Christmas this year, a jewellery store in downtown Tokyo has just the answer: a pure gold revolving “tree” covered in Disney characters such as Mickey Mouse, Tinker Bell and Cinderella. The tree-like ornament is made of 40 kg (88 pounds) of pure gold, standing about 2.4 metres (7.9 ft) high and 1.2 metres in diameter. It is decorated with pure gold plate silhouette cutouts of 50 popular
Disney characters and draped with ribbons made of gold leaf. The price tag? A mere 350 million yen ($4.2 million). But the ornament is actually a deal, said Tomoko Ishibashi, in the marketing department of Tanaka Kikinzoku Jewellery, which runs the Ginza Tanaka jewellery store. “Right now gold is over 4,400 yen per gram. We used pure gold and had an expert craftsman form each Disney character by hand,” she said of the decoration, which took 10 craftsmen two months to complete. The combination of gold and Disney
characters had spectators mesmerised. “It is very vivid and the gold is very pretty,” said Takashi Miura, a 36year-old jeweller. “The characters on it are also really cute and it really looks like a Christmas tree.” For those with less ready cash, the store offers a scaled-down version that features 20 Disney characters and stands 25 cm high for a mere 2 million yen ($243,000). While nobody has yet made a down payment on the larger tree, the miniature has already found buyers, Ishibashi said.

IMPROVING water management on the island has led to the creation of WaterBee, a co-operation between the University of Cyprus, private research centres and other academic institutes. The move comes in response to a report by the World Wildlife Foundation (WWF) stating that bad water management and inefficient irrigation systems contribute to the waste of 70 per cent of the Earth’s available water. WaterBee is a complete, flexible, cost-effective Smart Irrigation and Water Management system. It enables farmers, vineyard owners, golf clubs, public authorities and landscape managers to optimise their water consumption. According to the research team at the university, the system helps lower operating costs and increase output by being more efficient and eventually improving the quality of the crops. It will provide a range of services to meet current
farmers’ needs such as greater control over their irrigation requirements. It will also give accurate and complete information on crop and field conditions as well as easy-to-use smartphone and web apps to support crop irrigation decisions with real-time data. Water supply in Cyprus is always an issue and the Cen-
tre for Intelligent Systems and Networks (KIOS) at the University of Cyprus has been a major contributor to the WaterBee project. The WaterBee was presented at the International Agricultural and Gardening Machinery Exhibtion (EIMA) last week in Bologna, Italy. The introduction of the

A PATROL of the crime prevention department of Larnaca police seized a computer, 15 electronic coupons and €300 in cash yesterday at a betting shop in Aradippou that was operating without a licence. Three people who were in the betting shop at the time were charged with illegal gambling, but were released and will later be summoned to the District Court of Larnaca.
A PRIVATE car burst into flames during the early hours yesterday in Larnaca. According to a police report, the company car parked outside the apartment block of a 31-year-old using it, burst into flames at around 01:55am. The car was completely destroyed, as well as tools and various other goods in the boot of the car.
THE foreign ministry has issued a travel warning advising people to avoid travelling to the Sinai Peninsula in Egypt unless absolutely necessary due to intense activity by armed militia close to the border with the Gaza strip. It warned that this is the case “especially on the Feast Day of St. Catherine” on Sunday due to high risk of a terrorist attack against pilgrims visiting St Catherine’s monastery there.

How volunteers can help in the crisis THE contribution volunteers can make to alleviating the economic crisis was the theme of the 21st annual Pancyprian conference held by the Pancyprian Volunteerism Coordinative Council (PSSE) yesterday. “Unemployment is one of the most serious social problems that our island has had to face recently,” vice president of PSSE Elias Demetriou said. PSSE asked for measures to be taken to create a ‘safety package’ so people can secure a satisfactory quality of living. It also called upon the government and the different bodies in talks with the troika to make sure that the financial measures taken do not adversely affect vulnerable groups on the island. “The base of all the decisions being made must be the development of support and social conscience,” added Demetriou. The conference was opened by Minister of Labour and Social Insurance, Sotiroulla Charalambous in the presence of the first lady and PSSE honourary president, Elsi Christofias. “I am sure volunteers can contribute substantial social support, and if we all work together, we can help keep the characteristics of our society and humanity intact,” Charalambous said. Although the contribution of volunteers in Cyprus is undeniable, according to Demetriou, its socio-financial contribution has not been officially recorded. This means there are no figures to show how valuable volunteering is in Cyprus or how much money the government saves through action carried out by volunteers. Figures gathered by PSSE show that more than 16,000 volunteers have served in Pancyprian organisations during 2012 and more than 35,000 people have been helped so far. According to PSSE there has been a rise in volunteers since 2011. On December 7 PSSE will organise a charity event to raise money for those hit hardest by the crisis.

AN event in Nicosia tonight will celebrate the close bilateral business ties between Greece and Cyprus. Greek Ambassador Vassilis Papaioannou will address Cypriot economic-business partners of Greek enterprises at the Hilton event, with the aim of promoting further economic cooperation between Cyprus and Greece. Greece has for the last decade been Cyprus’ leading supplier of consumer goods. The volume of bilateral trade between Greece and Cyprus in 2011 amounted to €1.67 billion (or a 14.4 per cent increase over 2010) and Greek products continue to represent 25 per cent of total imports. Until 2010, Cyprus was Greece’s third trade partner, and since 2011 the fourth, after Germany, Italy and Turkey. The total amount of Greek direct investments in Cyprus in 2011 amounted to €3.1 billion. The theme of tonight’s event will be energy cooperation and its prospects within the Greek and Cypriot economy.
Nicosia to keep to budget Announcement from municipality says there will even be a slight surplus By Poly Pantelides AIMING for a balanced budget with a smidgen of a surplus, Nicosia municipality yesterday announced that it was planning to spend about €32 million in 2013. The municipality expects to receive €32,159,981 during the year and to spend €32,157,621, with the budget allowing for a surplus of €2,360. “Preparing the budget was done during one of the most difficult conditions in the light of the worst financial crisis in our recent history,” the municipality said, adding that budget discussions “included municipal expert consultants for the first time”. All municipalities have been struggling to balance their budgets and contain their deficits after the state and parliament reduced
their collective budget by €18 million. Nicosia expected to get about €4.0 million more than it did, Nicosia mayor Constantinos Yiorkadjis previously said. Yiorkadjis said he would enforce cost cutting measures to keep the 2012 deficit to €2.7 million, while the municipality said yesterday they were expecting the deficit to lie at €3.0 million by the end of the year. Yiorkadjis took over as mayor in January this year following last December’s elections, and a few months later, in May, he called a news conference to announce a series of cost-cutting measures to deal with financing problems. The municipality yesterday said it has been working to correct problems relating to the rising prices of utility bills and inelastic expenses such as staff wages, among

others. The 2013 budget “serves the need of making the municipality viable at a time that the government is unable to support local administration,” Nicosia municipality said. “Our priorities are increasing productivity, maintaining quality services, keeping workers and residents safe and safeguarding our ability to proceed with development plans for our city.” A voluntary retirement scheme is underway aiming to reduce a 300-strong workforce by at least 50, a move which the municipality called “daring”. “The capital’s municipality, its staff and political leaderships have been daring where others have been holding back. Financial restructuring has started and everyone can see the results,” the announcement said. But the municipality said
that “reducing expenses can only do so much before it starts impacting the municipality’s ability to function, so it is imperative that the municipality increases its expenses.” As such, rubbish collection charges for residents will increase by €19 a year in what is due to be a series of yearly increases “to avoid an expected abrupt hike in rubbish collection fees over one year in 2015, when the waste processing plants are expected to operate.” The government will set up waste processing facilities to comply with EU legislation on waste management that is expected to increase fees because of the cost of running them. The municipality said that it acknowledged these are financially dire times and was not raising the price of rent, professional tax, and social and sports’ services.

Home Cyprus’ Popular Bank seeks equal treatment as all lenders in Greece THE Popular Bank yesterday filed a notice of dispute to the Greek government, seeking equal treatment with other lenders operating in Greece. In a filing to the stock market, the troubled lender said the law office of Skadden, Arps, Slate, Meagher, & Flom (UK) LLP, acting on its behalf, has filed a notice of dispute based on the provisions of a 1992 bilateral agreement between Cyprus and Greece concerning the mutual promotion and protection of investment. “Based on the provisions of the bilateral agreement, the bank seeks equal treatment and similar remedies as other lenders operating in Greece,” the announcement said. Popular was forced to ask for €1.8 billion in state assistance after taking heavy losses from its exposure to Greek debt and being unable to raise the necessary regulatory capital through private funds.
Its large exposure to Greece’s economy has also hit the lender hard. Greek banks have received some €50 billion, as part of an international bailout, to replenish their capital. Popular expects that access to the available liquidity and capital support mechanisms would contribute substantively to the significant efforts exerted by the bank to tackle the effects from its operation in Greece. The agreement provides that any dispute between a contracting state and an investor within its domain, which comes from the other contracting state, is resolved amicably. But if the dispute is not resolved, the lender intends to ask for arbitration by the USA-based International Centre for the Settlement of Investment Disputes, as provided by the agreement. “The bank wishes to cooperate with the Greek authorities for a swift resolution of the dispute,” it said.

Troika agrees to the state’s gas demands
Bill doubles limit for the guaranteeing bank bonds Government does not want gas proceeds to pay off debt LEGISLATORS yesterday rushed through an amending law allowing the state to guarantee bank bonds and new loans by an additional €3 billion, bringing the total amount to €6 billion. Earlier this month, parliament passed a law providing for state guarantees for up to €3 billion, although the initial draft of the government bill had called for guarantees double that amount. Voting for the amendment yesterday were 39 MPs from DISY, AKEL, DIKO and EDEK; against were two deputies of the European Party and independent MP Zacharias Koulias. The purpose of the state guarantee scheme is to facilitate the access of eligible credit institutions to medium-term funding. It is part of efforts to stabilise the local financial sector up to the end of the year. The scheme is open to all
credit institutions incorporated in Cyprus, including subsidiaries of foreign banks and cooperative credit institutions. Beneficiaries have to pay a remuneration that is aligned with EU state aid rules. Moreover, beneficiaries will be subject to behavioural commitments to avoid any abusive use of the state support. These include limitations on expansion and marketing and conditions for staff remuneration and bonus payments. The amended legislation also mandates that any single state guarantee exceeding €1 billion must be submitted to, and sanctioned by, the House Finance Committee. Previously, that amount was set at €500 million. In October, Cyprus notified the European Commission of plans to introduce a public guarantee scheme for credit institutions.

By Elias Hazou THE troika has apparently agreed to all of the government’s main positions on the natural gas issue, it emerged last night only hours after commerce minister Neoclis Sylikiotis had said huge differences remained between the government and foreign lenders on the management of the island’s future gas proceeds. The AKEL administration was insisting that only a fraction of the gas proceeds go toward paying off the debt, with the rest going into a special investment fund and a part used for energy infrastructures. These demands were accepted, CyBC reported last night. The dispute over the gas proceeds was said to be a deal breaker for an overall state bailout. Speaking to CyBC radio earlier yesterday, Sylikiotis protested that the foreign lenders wanted all future gas proceeds to be subject to fiscal regulations and monitoring.
This amounted to ceding national sovereignty, he added. Sylikiotis repeatedly declined to reveal the troika’s precise proposal on natural gas. But pressed on the subject, he said generally that the key dispute revolved around the troika’s insistence to have a say in the management of gas revenues. This included how the cash would be spent on infrastructures, he said, hinting that the troika was overstepping its boundaries. “If tomorrow the troika tells us that the government’s stake in LNG infrastructures should be only 10 per cent, should we accept it?” said Sylikiotis. He reiterated the government’s position that the state must retain a leading role in all infrastructures. Responding to a hypothetical question, the minister said that should Cyprus not meet its obligations under a possible loan memorandum, the troika might then ask the government of the day to pour an even greater per-

centage of gas proceeds into paying off the national debt. “From the outset, gas revenues would be subject to fiscal regulations,” he said. He went on to claim that the troika’s proposal submitted to the government contains no reference to an investment fund for future generations. In short, the government’s take was that the troika wanted to commit all future gas reserves to the budget so that they could then be diverted to servicing the national debt. Sylikiotis reiterated also that the government should reserve the right to use the island’s gas reserves as collateral for a loan, but that the loan should be used for infrastructures, not toward paying off the national debt. Using the gas reserves as collateral would be possible, for example, through an Initial Public Offering (IPO) and the issuing of shares by the state hydrocarbons company. But before this could be done, the reserves would have to be proved so that they could be assigned a definite cash value, commented Constantinos Hadjistassou, an energy researcher with the University of Cyprus. At the moment, Hadjistassou told the Cyprus Mail, gas reserves in offshore

Media reports had already suggested that the government was misrepresenting or exaggerating the disagreements over gas. Earlier this week, Phileleleftheros published what it claimed were excerpts of the troika’s proposal. Citing the document, the paper said the troika advocates the establishment of a special fund to handle the government’s gas revenues. “In order to ensure transparency, accountability and flexibility, the fund shall rely on a solid legal basis and government structure deriving from internationally recognised practice,” the cited document said. The troika went on to say that clear regulations must govern cash inflow and outflow, and that these rules must be implemented “as part of Cyprus’ budget, taking into account the development of a hydrocarbons industry as well drops in the public debt.” Phileleftheros said also that the troika has asked the government to amend existing legislation to incorporate these rules.

2013 budget foresees the economy contracting next year CYPRUS’ economy will contract by 3.5 per cent in 2013 as the government aims for a 4.4 per cent deficit, according to the state budget that was submitted to parliament yesterday. The government expects the economy to contract by 2.4 per cent this year. Unemployment is expected to reach 13.8 per cent next year and will peak at 14.2 per cent in 2014 before dropping a year later. According to Finance Minister Vassos Shiarly, the budget includes
measures that have already been agreed with international lenders like pay cuts and a freeze in recruitment in the wider public sector, taxing games of chance and lowering the tax-free threshold of immovable property. “The 2013 budget is an austerity budget that restricts operating and non-productive expenditure to a minimum,” an accompanying note said. “Prospects for 2013 are not favourable since further contraction of economic activity is expected.” According to the budget, the gov-
ernment expects to receive some €7.6 billion in 2013 while expenditure will reach €9.5 billion. The ministry said putting measures in place was the only choice to correct the imbalances, restore macroeconomic stability and win back market and investor confidence. Cyprus has been effectively shut out of international markets since May 2011 due to the high yields on its bonds. The government secured a €2.5 billion loan from Russia at the end of
2011 but the heavy losses incurred by the island’s biggest banks after the Greek debt write-down forced it to seek assistance from its EU partners in June. “Containing the public deficit with a simultaneous reversal of the upward course of the public debt… will significantly limit our financing needs and our dependence from the money markets,” the ministry said. Lower financing needs would free resources for development, modernisation and renewal of the economy’s infrastructure, it said.
Cyprus’ public debt as a percentage of GDP is expected to reach 85.8 per cent this year and 92 per cent in 2013 – not including the bailout. Unemployment in 2012 will reach around 12 per cent and rise further between 2013 and 2015. The highest jobless rates are recorded in construction, trade and the hotel and restaurant industries. Unemployment will gradually drop only with the recovery of the economy that could start with the implementation of structural measures, the ministry said.

The statement followed talks with the troika on Wednesday night on the thorny issues of natural gas revenues, wage indexation and privatisations. “We are on track and very soon we expect to have the final arrangement,” Finance Minister Vassos Shiarly said. “When the president says we are close, it means we are close.” Assuming that Cyprus has a deal in place, it could be discussed by the Eurogroup on December 3.
It does not mean however that it would be approved immediately by the Eurogroup. After that it would also need approval by parliaments of certain eurozone countries before the first tranche of financial assistance was released, Shiarly said. Main opposition DISY leader Nicos Anastasiades was poised yesterday to publish the letters he sent Christofias more or less warning him that he would be held personally responsible if nothing was done to reverse the course of the economy. Christofias’ comment from Brussels followed a tense Wednesday meeting with party leaders who were briefed on the progress of the negotiations with the lenders. Reports suggested Christofias appeared not to know the potential amount of the island’s bailout.

CYPRUS TODAY Fake notes THREE men from the Middle East were arrested on Wednesday on suspicion of dealing with €8,000 worth of counterfeit euro notes, police said. Around 4pm on Wednesday, after receiving a tipoff, members of the police force arrested two men on a road in Nicosia. In their possession were 16 €500 notes, which police believe are counterfeit. A third man was also implicated after police investigations and was arrested later. The three men, aged 32, 33 and 40 who are from Jordan, Lebanon and Syria have been detained for six days to help police complete their investigation. Nicosia CID are investigating whether counterfeit notes have made it into circulation.

Many carried banners with the same message – “no to laying people off” – while others asked for respect of collective agreements. The building sector has been hard hit and in recession for years, following a time of unsustainable growth that peaked by late 2008. On the eve of a bailout package for the whole island and its banks, construction workers say their employers are taking advantage of the
situation to justify arbitrary wage and bonus cuts. Workers marched to the offices of OSEOK, the federation of associations of building contractors, where they handed over a letter asking that they maintain employment under previous collective agreements. A big part of their gripe is losing jobs to cheaper workers from the EU who are given “humiliating day wages”, the letter said.
Minister says wines can act as ambassadors WINES can become ambassadors for Cyprus, transmitting the island’s identity and character, agriculture minister Sophoclis Aletraris said yesterday at a symposium on Cyprus wines. “Wines… can be transformed as ambassadors for their countries of origin. They carry, that is, the country’s identity and our traditions, instilling in the consumer a point of recognition,” Aletraris said. Aletraris said that the state would continue working towards promoting the industry abroad and using it as a way to encourage regional development. “The contribution of the wine sector to the economic growth of Cyprus and wine producing countries of the EU is of great impor-
tance since rural development, employment and the environmental impact are variables that are strongly interconnected,” he said. “For rural Cyprus, growing vines has continued being a stable job and a worthwhile source of income,” Aletraris said, adding that this came with the responsibility of securing an industry for the future. Events such as yesterday’s symposium, give people the opportunity to become acquainted with the country’s wine culture and wealth. But the minister said that an industry’s “dynamism and prospects” was interconnected with the environment, economy, and development. “We need to plan ahead, be flexible, and watch developments closely,” he said.
THOUSANDS of bankruptcy orders are piling up in the courts, suggesting at the very least that bankruptcies this year have doubled compared with the previous few years, according to figures mentioned this week at the House legal affairs committee. Up until the first week of November, a total of 4,828 bankruptcy orders were still pending in courts, the head of the legal affairs committee, DISY’s Ionas Nicolaou said. He said that those figures are not yet part of the statistics of the office of the registrar of companies and official receiver whose own yearly figures show hundreds rather than thousands of bankruptcies and liquidations. The official receiver’s latest bankruptcy statistics for 2012 show that up until October there were 472 bankruptcy court orders for individuals, and 1,005 for companies under liquidation. In the previous year, about 849 court orders for individuals were received, and 1,163 liquidation orders for companies. Most company liquidations are voluntary. But Nicolaou’s figures were much higher because they involved orders that are still pending in the courts. As of September 2011, the bankruptcies and liquidations section of the receiver does not accept any court orders “which are not accompanied with the payment of €300,” the department says on its website.

And vacant positions in courts are not being filled due to a public sector hiring freeze, making it harder to process a backlog of documentation. “These large figures are worrying because they make it obvious that a large number of people and companies are going bankrupt,” Nicolaou said. But they may not be the whole picture. A former executive at a major bank told the Cyprus Mail that when it comes to bigger companies owing millions, it is not in the interest of the market or the creditors – the banks – to request the court to issue a bankruptcy order. “The banks want to maintain the company’s value, avoid creating a pessimistic climate, and retrieve their funds, so will try to manage the situation themselves,” the former executive said.
THRESHOLD The House legal affairs committee discussed setting a five-year expiration date on court orders and raising the threshold of money owed before bankruptcy can be declared. Nicolaou said that the procedure should shift focus towards helping bankrupt companies to manage their property. DIKO’s Nicolas Papadopoulos said the figures were a response to anyone still doubting the economy’s problems. Once the office of the companies’ registrar receives a court order it takes control of assets as the official receiver, but cannot sell property unless it will be wasted otherwise (e.g. if it’s perishable). The official receiver takes an inventory of a company’s property – immoveable, shares, companies, bank accounts – and may only sell what is otherwise perishable. When all assets are accounted for, the receiver can call creditors to a meeting to decide whether they still insist on a bankruptcy order and want to appoint a trustee to the property. The trustee and creditors have the right to appoint a committee to oversee a property’s management, although according to the companies’ registrar Spyros Kokkinos, it is rare for a committee to be set up to manage a company’s assets.

Britain BRITAIN TODAY One million drivers caught using phone ONE million UK motorists have been caught illegally using a handheld mobile phone while driving since legislation was introduced in 2003, according to new figures. One in three motorists admits still using a handset behind the wheel, while 18 per cent say they believe it is acceptable to do so despite the law. A survey found most drivers who admitted using a handheld mobile did so to answer calls or text. But a quarter read emails, 30 per cent checked directions and 14 per cent logged on to social networking sites. Figures obtained under Freedom of Information rules show that in the capital, just under 200,000 motorists have been caught using phones in nine years. The number given fixed penalty notices rose steadily until last year. This year, 21,931 drivers have been issued with penalties in London, compared with 33,384 in the whole of last year.
Skipping meals to save cash MORE than one in 20 people across the UK have been forced to skip meals in the past year because they cannot afford to buy food, research has suggested. Around one in 10 people has suffered some form of “food poverty” in the last 12 months, and “significant” numbers of parents are going without meals so their children do not go hungry, the study backed by Tesco said. Some 7 per cent of people questioned said they had gone without a regular meal and 8 per cent said they had sometimes needed to rely on friends and family to feed them. Nearly half (48 per cent) of people who had skipped meals said they had done so for the first time this year and 51 per cent went without food for two days or more.

The former director of news at the BBC will take up his post next March, succeeding George Entwistle who resigned earlier this month after just 54 days in the job. Lord Patten, chairman of the BBC Trust, confirmed Hall’s appointment and said his background in news “will prove invaluable as the BBC looks to rebuild both its reputation in this area and the trust of audiences”. Russian weapons designer shot on the street A WEAPONS designer at a Russian defence industry enterprise that makes rifles, grenade launchers and other arms was shot dead on a city street in a contract-style killing, law enforcement authorities and media reports said. The deputy chief designer at the research and production facility in Tula, an arms-producing city south of Moscow, was found dead with a bullet wound in his head on Wednesday evening, the federal Investigative Committee said. State television identified the victim as Vyacheslav Trukhachev and said investigators believe the killing may have been related to his job at the Central Sports and Hunting Weapons Research and Design Bureau.
MOTIVE UNCLEAR Officials did not cite a potential motive, however. Russian business is plagued by corruption and disputes are sometimes resolved through contract killings. Trukhachev was shot while walking home from work on Tula’s Red Army Avenue and the killing was captured on a surveillance camera, Interfax news agency quoted a senior regional investigator, Tatyana Sergeyeva, as saying. She said the gunman was not wearing a mask but had fled the scene immediately. It was not clear whether he acted alone or had help. The well-lit street was not deserted and police were looking for eyewitnesses. EUROPEAN travellers will have to wait longer than expected for direct train connections from London to Frankfurt, German rail operator Deutsche Bahn said, citing delays to the delivery of new high-speed trains. The state-owned rail operator said yesterday its three-times daily service, which promises to bring passengers the 640 kilometres from London to Frankfurt in about five hours, would not be in place before 2016. It had originally hoped to start running trains on the route for 2013. Deutsche Bahn was initially due to receive 16 ICE trains worth a total of about 500 million euros ($641 million) and made by German engineering group Siemens in late 2011. But technical problems have led to delays, and Siemens said on Wednesday it was now pushing back the delivery date beyond early December.
Monti wins votes ITALY’S government has won three parliamentary confidence votes on its budget plans, paving the way for a sales tax hike to help mend public finances and taking a step towards clearing one of its last big hurdles before elections next year. President Giorgio Napolitano, who will decide the date of the election and has indicated a March date, has directed that the law must be passed before the end of the government’s term. The budget, enshrined in a so-called Stability Law, is central to Prime Minister Mario Monti’s efforts to lower Italy’s public deficit to 1.8 per cent of output next year from a targeted 2.6 per cent in 2012. Quiet reigned on both sides of the border and Palestinians who had been under Israeli bombardment for eight days poured into the streets of Gaza for a celebratory rally, walking past wrecked houses and government buildings. But as a precaution, schools stayed closed in southern Israel, where nerves were jangled by warning sirens - a false alarm, the army said after a constant rain of rockets during the most serious Israeli-Palestinian fighting in four years. Israel had launched its strikes last week with a declared aim of ending rocket attacks on its territory from Gaza, ruled by the Islamist militant group Hamas which denies Israel’s right to exist. Hamas had responded with more rockets. The truce brokered by Egypt’s new Islamist govern-
ment, working with the US, prevented - at least for now an Israeli invasion of Gaza. Gaza medical officials said 162 Palestinians, more than half of them civilians including 37 children, were killed in the conflict. Syria rebels capture army base in eastern oil region SYRIAN rebels captured an army base in the eastern oil province of Deir al-Zor yesterday, striking another blow against President Bashar al-Assad’s military and further weakening his control in the strategic region bordering Iraq. The capture of the artillery base on the outskirts of Mayadeen, a town on the Euphrates river near some of Syria’s main oilfields, follows rebel takeovers of military installations in the north and centre of the country this week. Recent rebel momentum shows the increasing potency of the mainly Sunni Muslim fighters trying to topple Assad, from the Alawite minority linked to Shi’ite Islam. THE Philippines and Vietnam condemned Chinese passports containing a map of China’s disputed maritime claims yesterday, branding the new design a violation of their sovereignty. The map means countries disputing the Chinese claims will have to stamp microchip-equipped passports of countless visitors, in effect acquiescing to the Chinese point of view. Stand-offs between Chinese vessels and the Philippine and Vietnamese navies in the South China Sea have become more common as China increases patrols in waters believed to hold vast reserves of oil and natural gas. “The Philippines strongly protests the inclusion of the nine-dash lines in the epassport as such an image covers an area clearly part of the Philippines’ territory and maritime domain,” Philippine Foreign Secretary Albert del Rosario said yesterday, referring to the lines on the passport map.

Sudan says arrests ex spy chief over plot SUDAN arrested its former spy chief and other senior military and security officers yesterday after foiling what officials said was a plot to incite chaos and target leaders in this oil-producing African state. Witnesses told Reuters they saw army tanks and armoured vehicles moving down a main street in the centre of Khartoum around midnight, but life in the city was normal during the day with shops in the centre bustling with customers. Sudan’s President Omar Hassan al-Bashir has kept up a 23-year hold on power, even as a series of uprisings troubled the country’s poor border areas, including the conflict-torn region of Darfur. But Sudan has been stuck in economic crisis since the south - the source of most of its known oil-reserves - declared independence last year under the terms of a peace deal. High prices for food have added to widespread public anger over losing the south and have emboldened opposition activists to call for protests. Analysts say the crisis has also exacerbated divisions in the government and squeezed the patronage system they say Bashir has relied on. Unrest over price rises and food and fuel shortages has preceded coups in Sudan
in the past. Salah Gosh, former head of Sudan’s powerful intelligence and security agency, was arrested with others on suspicion of “inciting chaos”, “targeting” some leaders and spreading rumours about Bashir’s health, the information minister told reporters. Bashir, 68, has undergone throat surgery twice since the summer. Officials insist he is in good health. “A lot of evidence was gathered showing there is a movement aiming to incite chaos, target some leaders and undermine the country’s stability,” the minister Ahmed Belal Osman, said. “The situation is now totally stable,” he added, naming Gosh and two other arrested officers including Wad Ibrahim, a prominent Islamist in the army. Some Islamists inside the army and the ruling National Congress Party have said that Bashir and other senior leaders have abandoned the religious values of the 1989 coup and have concentrated decisionmaking in the hands of a few people. Congo army fights back as rebels hold Goma CONGOLESE troops were fighting back yesterday against rebels who rejected calls from African leaders to quit the eastern city of Goma, captured earlier this week. Thousands of people fled the area of clashes around the town of Sake, as M23 rebel fighters rushed from Goma to reinforce their positions there against a counteroffensive by the army. The rebel movement, widely believed to be backed by Rwanda, has vowed to “liberate” all of the vast, resource-rich country after taking Goma, a provincial capital on the Rwandan
border, ramping up tensions in a fragile region. The head of M23’s political arm said the rebels would not retreat despite the call to do so from governments in central Africa, preferring to hold their ground until President Joseph Kabila opens direct talks with them: “We’ll stay in Goma waiting for negotiations,” Jean-Marie Runiga told Reuters in the city. “They’re going to attack us and we’re going to defend ourselves and keep on advancing.” Rebel fighters seized the sprawling lakeside city of a million people on Tuesday after government soldiers

EUROPEAN Union negotiators are close to securing British and German backing for a deal on nearly a trillion euros of spending over the next seven years, but concessions will be needed to win support from France, Poland and some southern European states. European Council President Herman Van Rompuy, who is chairing the summit of EU leaders which began yesterday and continues today, has to win over London and northern European states furious at a proposed hike in EU spending over 2014-2020 by making deep cuts to the plans. But in doing so he may have
fostered an alliance between France, angry at proposals to cut the farm subsidies it gets from the budget, and countries in east Europe, who receive budget funds to help develop their economies. Spain and Italy could also align with the French position in negotiations. French President Francois Hollande said on arrival yesterday he would stand up for the Common Agricultural Policy, a long-standing farming subsidy programme that gobbles up more than 40 per cent of the EU budget and of which France is the biggest beneficiary. The negotiations promise to be hard fought and potential-
ly acrimonious, particularly if France and Britain end up reigniting old animosity over spending. Failure to strike a deal would add to the impression that EU leaders are unable to take decisive action when needed, after endless rounds of wrangling to resolve the eurozone’s long-running debt crisis over the past three years. It would further damage the EU’s image with its 500 million citizens. Polish Prime Minister Donald Tusk said east European countries had teamed up with France and other net budget contributors keen to protect farm funds, including Italy and Spain, to force Van
Rompuy to reverse some of his proposed cuts. “The support of big, net contributing countries is key. Poland’s position is difficult because we are net takers not net contributors, and the arguments of those who give money are usually stronger,” he told reporters at the summit. But Britain and Germany, along with Sweden and the Netherlands, are insisting on deeper budget reductions. “The bottom line here is that we think we can find significant savings - tens of billions - compared to what is on the table,” a British official told reporters. Sources said German Chancellor An-
gela Merkel was pushing for further cuts of about 30 billion euros. EU officials said Van Rompuy may try to reconcile both views by reversing some of his cuts to farm and regional development funds, while taking an axe to spending on areas like EU staff salaries and money for cross-border transport and energy links. Leaders were only expected to discuss the new compromise package over an austere dinner of cold cuts that was pushed back until midnight as bilateral consultations ran over schedule. Merkel, whose country is the EU’s biggest net contributor, said it might not be possible to reach a deal this week and another round of negotiations may be needed early next year.
BRITISH lawmakers need to define more clearly what banking services they want to ring-fence from risky investment bank activity when they write new rules, Bank of England Governor Mervyn King said yesterday. New laws going through Britain’s parliament may not protect the public from the cost of another bank crisis if they leave room for banks to renegotiate them with future regulators like the BoE, King told legislators. “We haven’t got to the clarity required,” King said to a parliamentary committee looking at the new laws. “It would be wrong to leave it purely to the discretion of the regulator, because that would increase the pressure of lobbying of banks directly on the regulator and indirectly on the government and parliamentarians,” he added. Britain has stopped short of completely splitting investment bank activities from mainstream banks something King favours - and instead is working on rules to ensure that banks’ day-today deposit-taking and lending activities are kept separate from riskier investment banking. The Bank of England was not responsible for bank regulation during the financial crisis, but from next year it will take over from the Financial Services Authority, assuming the legislation under discussion passes through parliament. King said parliament was right to start by defining banking services that should be ring-fenced and protected, rather than attempting to list all the investment banking activities that a ringfenced bank should not carry out, as has been suggested by former US Federal Reserve Chairman Paul Volcker.

A U.S. federal judge has ordered Argentina to pay holders of defaulted bonds immediately, a stinging blow to the country’s efforts to overcome a 2002 debt crisis that has raised fears of another default. In a ruling late on Wednesday, Judge Thomas Griesa lifted a previous order stalling payments to so-called holdout investors who refused to take part in two swaps of defaulted debt. Argentina’s fiery left-leaning president, Cristina Fernandez, has said her government will not pay “one dollar” to the holdouts and Griesa’s ruling cited threats by Argentina’s leaders to defy his rulings in the decade-old dispute. Fernandez refers to holdouts like NML Capital Ltd as “vulture funds” because they buy distressed or defaulted debt and then sue in international courts to get paid in full. “These threats of defiance cannot go unheeded,” he wrote, ordering Argentina to pay $1.33 billion to holdouts such as Elliot Management Corp’s NML and Aurelius Capital Management by December 15. He said the less time Argentina was given “to devise means for evasion, the more assurance there is against such evasion”. If Griesa’s ruling is upheld by an appeals court and Argentina still refuses to pay, US courts could eventually block debt payments to creditors who took part in the debt restructurings out of consideration for investors who rejected Argentina’s terms at the time. That would trigger a technical default on approximately $24-billion-worth of debt issued in the 2005 and 2010 exchanges, although Argentina has said it will keep making routine repayments and that funds deposited for creditors within the South American country cannot be seized.

China courts friends in region; Hard to believe for others a show of strength the President’s reassurances on bailout deal PRESIDENT Christofias yesterday issued a written statement saying the government was ‘very close’ to signing a memorandum of understanding with the troika. He said: “After tough negotiations with the troika, always taking into account the difficult conditions the country is going through, we are very close to the signing of a memorandum with the troika.” The differences that remained were ‘very few’ and could be overcome very soon. We wish we could believe him, but the man’s trustworthiness is zero. This might be just another ruse to put back, by a few more days, having to confront the huge problems his incompetence and irresponsibility have been causing the country. After all, sweeping problems under the carpet in the vain hope they will eventually disappear, has been the style of his presidency from day one. It is entirely possible that he made yesterday’s statement in order to calm things down, after Wednesday’s farcical meeting with the party leaders, at which he confirmed everyone’s fears that he did not have the foggiest idea what to do about the mounting problems facing the economy. He even acted surprised when he was told that the bailout amount would be €17 billion, claiming that nobody had told him. If this were the case, why did he never ask to find out? Was he so disinterested in the bailout that he did not bother asking any of his associates how much we needed to borrow? The president, who would have to put his signature on the memorandum, did not have the basic curiosity to ask the amount of the loan. Now we are supposed to believe that we are very close to signing a bailout. He waited for the troika to leave the country without an agreement and a few hours later made the statement, which is very difficult to believe given how he has been taking the troika for a ride over the last few months. He was given the troika’s proposals at the end of July and refused to look at them until October. Once his team prepared its ludicrous counter-proposals, he started imploring the troika to visit Cyprus so the bailout could be finalised. When it arrived, the government started leaking selective information from the negotiations, aimed at building public opposition to a bailout and justifying the planned rejection. And it refused to budge on inconsequential issues like CoLA, the privatisation of Cyta and the rational management of our hydrocarbons so there would be no deal. Last night it was reported that an agreement had been achieved but, given the President’s record, only when he puts his signature on the bailout agreement would we be able to believe him. And we are sure the same goes for the European Commission, ECB and IMF.

HEN U.S. President Barack Obama and more than a dozen leaders arrived in Cambodia for a regional summit meeting this week, only one of them was feted with banners strung from the venue gates. “Welcome Prime Minister Wen Jiabao!” one proclaimed. “Long live the People’s Republic of China!” read another. As the leaders left, the greenand-white banners were still festooned outside Phnom Penh’s Peace Palace, a fitting reminder of China’s powerful and growing clout as Beijing uses its influence - and money - to win friends and frustrate those uneasy about its sweeping territorial claims and rising military strength. “Some states are easily swayed by money. If they see cash, they easily throw away their principles,” said one Asian diplomat at the East Asia Summit, which included heads of state from 10 Southeast Asia countries and counterparts from the United States, China, Japan and other Asia-Pacific nations. “China has been throwing its weight around and buying the loyalties of some Asian states.” A prime example is Cambodia, whose prime minister, Hun Sen, helped China to notch up a succession of diplomatic victories at the summit. China stalled debate on a resolution of maritime disputes in the South China Sea, rebutted attempts by Southeast Asian nations to start formal talks on the issue and avoided any rebuke from Obama over territorial ambitions. Commentators declared China a clear summit winner. A closing statement by Hun Sen, this year’s chair of the 10member Association of Southeast Asian Nations(ASEAN), made no mention of the South China Sea, another victory for China’s attempts to prevent multilateral talks on the dispute. China has poured investments and loans into Cambodia in recent years, becoming its biggest trade partner and bilateral creditor. Cambodia’s debt to China now totals at least $4.7 billion, about a third of its economy. The price of that largesse has become clear this year, say ana-

Cambodia, like fellow ‘Mekong’ countries Laos and Myanmar, has been rapidly pulled into China’s economic orbit through rocketing trade and investment ties. It has become customary for Chinese officials to arrive in Cambodia bearing “gifts”, such as the $100 million investment that Wen announced on his arrival this week to build the emerging country’s biggest cement plant. China has moved nimbly to set up free trade deals with Southeast Asia nations and has played a dominant role in financing and building big infrastructure projects in Laos, Cambodia, and Myanmar. China’s stance is that it is not trying to become an offensive naval power, but wants to secure its energy imports and boost development of maritime natural resources, which are expected to represent 10 per cent of its economy by 2015. But it is also wary of being encircled as the United States refocuses its military clout on Asia in what Obama has called a “pivot” back to the region as wars in the Middle East wind down. China launched its first aircraft carrier in September, increasing its ability to project forces deeper into “blue-water” maritime territory. Bought from Ukraine ostensibly to use as a floating casino, the Chinese navy spent years refurbishing the carrier, which is undergoing sea trials. “China has ambitions to become the premier military power among its regional peers, and a serious threat to U.S. maritime primacy in the Asia Pacific,” said Sam Roggeveen, an Asian defence analyst with the Lowy Institute in Sydney. Roggeveen added that if China were to deploy more than one carrier and equip them with high-performance stealth fighters, “it would become the pre-eminent regional maritime power, with the ability to coerce neighbours in disputes in which the U.S. prefers not to get involved”.

Researchers, whose results appeared in the Archives of Internal Medicine, found that each successive job loss was tied to a higher chance of heart problems among more than 13,000 older adults, although it’s not clear how unemployment itself might have caused the extra heart attacks. A combination of stress, worsening lifestyle and poor management of chronic conditions without health insurance may be to blame, said Matthew Dupre, the lead researcher
from the Duke Clinical Research Institute in Durham, North Carolina. “Those without a job may be unable to control their high blood pressure or to manage their diabetes (with their usual medication), or rates of smoking may be exacerbated,” Dupre said. But it’s still too early to know for sure what’s behind the link, he said, which means it’s also too early to recommend ways to ward off heart problems among the recently unemployed.
4D scans show that foetuses yawn GROWING into a fully formed human being is a long process, and scientists have found that unborn babies not only hiccup, swallow and stretch in the womb, they yawn too. Researchers who studied 4D scans of 15 healthy foetuses also said they think yawning is a developmental process which could potentially give doctors a new way to check on a baby’s health. While some scientists have previously suggested that foetuses yawn, others disagree and say it is nothing more than a developing baby opening and stretching its mouth. But writing in the journal PLOS ONE, British researchers
said their study was able to clearly distinguish yawning from “non-yawn mouth opening” based on how long the mouth was open. The researchers did this by using 4D video footage to examine all the times when foetuses opened their mouths.
Sex won’t bring on labour: study THERE is a widespread belief that sex during the later stages of pregnancy can jumpstart labour, but that doesn’t appear to be so - at least according to a study from Malaysia. The researchers, whose work appeared in BJOG: An International Journal of Obstetrics and Gynaecology, found that there were no differences in the timing of delivery between women who had sex near term and those who abstained. “We are a little disappointed,” said Tan Peng Chiong, an obstetrics and gynaecology professor at the University of Malaya and one of the authors of the study. “It would have been nice for couples to have something safe, effective and perhaps even fun that they could use themselves to help go into labour a little earlier if (they) wanted.”

FORTY and 50-somethings in the throes of a mid-life crisis should probably stop blaming a troubled marriage, their kid’s college costs, or technology that makes them feel about as modern as papyrus compared to their younger colleagues. A new study finds chimpanzees and orangutans, too, experience a mid-life crisis, suggesting the causes are inherent in primate biology and not specific to human society. “We were just stunned” when data on the apes showed a U-shaped curve of happiness, said economist Andrew Oswald of the University of Warwick in England and a coauthor of the paper. The U-shaped curve of human happiness and other aspects of well-being are as well documented as the reasons for it are controversial. Since 2002 studies in some 50 countries have found that well-being is high in youth, plunges in mid-life and rises in old age. The euphoria of youth comes from unlimited hopes and good health, while the contentment and serenity of the elderly likely reflects “accumulated wisdom and the fact that when you’ve seen friends and family die, you value what you have,” said Oswald. The reasons for the plunge in well-being in middle age, when suicides and use of anti-depressants both peak, are murkier. In recent years researchers have emphasised sociological and economic factors. Oswald, 58, and his colleagues decided to see whether creatures that don’t have career regrets or underwater mortgages might nevertheless suffer a well-being plunge in middle age. They enlisted colleagues to assess the well-being of 155 chimps in Japanese zoos, 181 in US and Australian zoos and 172 orangs in zoos in the United States, Canada, Australia and Singapore. All three groups of apes experienced mid-life malaise: a U-shaped contentment curve.
AS MANY as a third of cancers detected through routine mammograms may not be life threatening, according to a study published this week that raises fresh questions about the benefits of breast cancer screening. The study, which looked at three decades of US government data, found more than one million women may have been overdiagnosed for breast cancer, needlessly exposing them to the anguish of a breast cancer diagnosis and the ordeal of treatment. “It’s a lot of women. It’s a very substantial harm,” said Dr Gilbert Welch of The Dartmouth Institute for Health Policy & Clinical Practice in New Hampshire. But proponents of mammograms have already begun poking holes in the study, by Welch and Dr Archie Bleyer of St. Charles Health System in Oregon and published in the New England Journal of Medicine. While mammograms are not perfect, the proponents say, their benefits still outweigh the risks. Welch has made overdiagnosis a major focus of his research. In an earlier study, he concluded that as many as one million US men had been overdiagnosed with prostate cancer since the introduction in 1986 of the widely used PSA test. Such studies contradict the deeply ingrained belief that cancer screening is always good because it saves lives, an idea that is being steadily challenged by studies examining the harms of screening. “We’re not the first to suggest this, and it has come at a very huge human cost - the cost of telling a large number of women they have cancer and treating women for cancer with chemotherapy and radiation and surgery,” Welch said. That conclusion, which was based on a review of published studies, contradicted years of messages about the need for routine breast cancer screening starting at age 40 and triggered a backlash from cancer doctors, advocacy groups and lawmakers who said the tests save lives and are worth the risk of a false positive test result every now and then. An independent panel of advisers in Britain that reviewed data from 11 studies
backed up critics of the task force, saying that for every 10,000 50-year-old women invited to have a mammogram over the next 20 years, screening would prevent 43 deaths and result in 129 cases of overdiagnosed breast cancers, preventing one breast cancer death for every three overdiagnosed cases. The matter, however, is still far from settled. Dr Len Lichtenfeld, deputy chief medical officer of the American Cancer Society, said the new study was an “interesting conversation starter” but not the final say about the value of mammography in the early detection of breast cancer. “It points out issues that many if not all experts agree on, but the degree of the number of women have been
impacted and the true impact of the negative side of mammography is something that other researchers would disagree with,” he said. In the latest study, Welch and Bleyer looked to see how well mammography was working as a screening tool. They figured that to reduce the rate of death from cancer, screening needs to not only find more earlystage cancers; it must also reduce the number of cancers that are discovered at a late stage, when treatments are less likely to work. Using government health and census data, the team compared breast cancer diagnosis between 1976-1978, before mammogram screening was widely used, with data in 2006-2008, when routine mammograms had be-
come well established. They found that the introduction of screening mammography in the United States has doubled the number of cases of earlystage breast cancer detected each year, but the rate at which women are diagnosed with late-stage cancer has only fallen by eight per cent. “You see with mammography a dramatic increase in early-stage disease, but you don’t see much compensatory decrease in late-stage disease. That means you are finding a whole lot of early cancers that were never destined to become late-stage,” Welch said. Welch said that mammogram screening is likely not doing much to catch cancers at an even earlier stage of the disease, when they are more treatable.

Most people have heard about Oktoberfest, the ultimate beer-drinking festival. The Mexicans have a much more hardcore version of this - the Tequila festival - and in Cyprus we have the very popular Limassol Wine festival, which has become a regular fixture in the social calendar since it was launched in 1961. When it comes to drinking and revelry, there seems to be a festival dedicated to every alcoholic beverage. This weekend, a new festival is about to take centre stage. You may have heard on the grapevine that Troodos created its own festival a few years back – the Zivania Festival. Since 2010, Cyprus’ national drink, Zivania, is being celebrated – responsibly, of course – in the picturesque village of Alona in the Pitsilia area. Zivania is a traditional alcoholic beverage, which has been produced for centuries in Cyprus by distillation, and has played an important role in the everyday life of Cypriots. If you haven’t heard of Zivania before, then it’s time you did; it’s not for the faint hearted however. The Fifth Patient (LTV, 21.00) John (Nick Chinlund) has a problem. He’s woken up in a dingy African hospital, and has no idea who he is or how he got there. “You will stay here until you remember who you are. I say you are a spy!” reckons a scary military man. “You are not who they want you to think you are,” says someone else, a little cryptically. “You don’t know what kind of a monster you are!” says a third person - and neither do we, but John is obviously a man with a past, and may have done some things he’s not very proud of. The early scenes are mysterious and inevitably intriguing - though it’s fairly clear that this little-known thriller (which went straight-to-DVD almost everywhere) won’t be able to
live up to them, and in fact it doesn’t. “I gave it a try because personally I was always interested in amnesia,” sighs a disappointed viewer at the Internet Movie Database, “but it turns out to be just drugs, confusion and spy tactics”. Whatever that means. Made in 2007.
Jonathan Creek: The Judas Tree (CyBC2, 21.00) They should’ve called it ‘Jonathan Creek: The Vanishing House’. “The episode begins in 1988,” explains Wikipedia, “with flatmates Emily and Kim lost while driving. Emily sees a nearby house across a field, but when she turns around again the house has vanished”. You what? Sounds like a job for Jonathan
Creek - and CyBC have been showing A Touch of Frost for the past few Fridays but we now return to the scruffy magician (played by Alan Davies) who likes to solve mysteries in his spare time, though in fact this 90-minute special is a one-off, the series proper having ended in the mid-00s. Can he solve the mystery of the vanishing house? As it turns out, he can - but in fact most of the episode is set in the present day, with the aforementioned Emily working in a house where strange things are happening: a ghostly apparition is glimpsed, and threatening letters appear in Emily’s own handwriting. Has the whole world gone mad? Maybe they should call it ‘Jonathan Creek: Whole World Gone Mad’. Made by the BBC in 2009.

KEVIN Clash, the puppeteer behind the Sesame Street character Elmo, has resigned following new allegations that he had sex with an underage boy, adding to an ongoing controversy involving one of America’s most popular children’s brands. In a lawsuit filed this week, Cecil Singleton is seeking more than $5 million in damages from Clash. Singleton claims he met the then-32-year-old puppeteer in 1993 in a gay chat room when he was 15. It added that on numerous occasions over a period of years Clash engaged in sexual activity with Singleton. The news came just a week after another man recanted his claims that Clash had sex with him when he was 16 years old. Clash, 52, said he was leaving Sesame Workshop, the company behind the television show, after nearly 30 years with a very heavy heart. “I have loved every day of my 28 years working for this exceptional organization. Personal matters have diverted attention away from the important work Sesame Street is doing and I cannot allow it to go on any longer,” he said.
By Jill Serjeant MAKING a movie about Elizabeth Taylor takes courage. Casting wayward starlet Lindsay Lohan as the Hollywood screen legend was both daring and asking for trouble. And indeed, trouble is what producers got during the shooting of Lifetime TV movie Liz & Dick - but they say the payoff made it all worthwhile. “Let’s say that producing a movie with Lindsay Lohan is not for the faint of heart,” said executive producer Larry Thompson. “I turned 50 shades of white during production...But the risk was worth the rewards; the pain was worth the pleasure.” Liz & Dick, which premieres on Sunday, recounts the scandalous and tumultuous romance between Taylor and British actor Richard Burton in the 1960s and 70s. Lohan is one of the few people ever to have portrayed the diamond-loving, larger-than-life, two-time best actress Oscar winner on screen. The idea was irresistible. Who better than Lohan, 26, a former child star herself, would know the pressures of having her every move scru-

During shooting, Lohan was involved in a serious car crash in the California beach city of Santa Monica, and on a separate occasion she was rushed to the hospital suffering from what as described as “exhaustion and dehydra-
tion.” And just as Taylor and Burton were hounded by (and sometimes courted) the media during their highly public extra-marital affair, Lohan and the production staff had the paparazzi to deal with. “There were paparazzi following us around. So it was life imitating art, art imitating life,” said Thompson. SIX years on from his retirement from Formula One at the 2006 Brazilian Grand Prix, Michael Schumacher will say farewell again at Interlagos on Sunday and this time he intends to savour the occasion. The seven-time world champion, who was racing for Ferrari in 2006 and is now ending a disappointing three year comeback with Mercedes, has made clear he is calling it quits for good this time. The 43-year-old German, whose place will be taken by 2008 champion Lewis Hamilton next season, said the Sao Paulo circuit - a ramshackle bowl steeped in motor racing passion - was a fitting place to round off an astonishing career that began back in 1991. “I always enjoy the enthusiasm of the fans, and it’s simply a great circuit which has seen many memorable events and always produces spectacular races as the unique layout guarantees plenty of action,” Schumacher said in a team preview for Sunday’s
season finale. “For me, it’s also the circuit that brings back my memories of Ayrton (Senna),” added the man whose first title, with Benetton in 1994, came after the great Brazilian’s death at Imola that year. Triple champion Senna won at Interlagos in 1993 with the young Schumacher standing alongside on the podium in third place. The German has gone on to win the race four times. “My departure from Formula One will probably be less emotional for me this time than in 2006, when we were still fighting for the championship and everything was much more intense,” said Schumacher. “This time round, I will be able to pay more attention to my farewell and hopefully savour it too. I have had fantastic years in Formula One and a lot of support from fans around the world, and I wish to particularly thank them for that.” Schumacher will leave with his legacy perhaps less glittering than before but with most of his records intact and unlikely to be matched for years, if not decades, to
come despite the best efforts of Red Bull’s championship leader and compatriot Sebastian Vettel. Those records include his seven titles, 91 race wins, 155 podium finishes and 68 pole positions. Schumacher has scored more points than any other driver, led more laps and set more fastest laps. His 13 wins in 2004, 19 successive podiums (2001-02) and 24 consecutive scoring finishes are so far unrivalled. His comeback, after three years out, has been a pale shadow of his dominance with Ferrari and he has been on the podium just once - a third place at this season’s European Grand Prix in Valencia. Mercedes have not scored a point in their last five races while Schumacher, who was a title contender in Brazil in 2006 when Spaniard Fernando Alonso won his second title with Renault, has drawn a blank in his last six. “I would be happiest if I could say goodbye with a strong race, and I am sure we will be doing everything we can to make it happen,” said Schumacher.

Borussia Dortmund clinched top spot in probably the toughest group in the competition thanks to Wednesday’s 4-1 win at Ajax Amsterdam, with nine-time winners Real going through in second after a 1-1 stalemate at Manchester City. When the last-16 draw is made on December 20, Real cannot be paired with Dortmund or the three other Spanish teams that have qualified - Barcelona, Valencia and Malaga - but will have to overcome one of the group winners. Possible heavyweight opponents include Bayern Munich, who knocked them out in the semi-finals last season, Manchester United, Juventus, Paris St Germain or Arsenal. Mourinho noted that his teams had come second in their groups when he won Europe’s elite club competition with Porto in 2004 and Inter Milan in 2010. “Two times I have finished second and gone on to win it,” the 49-year-old Portuguese told a news conference. “I finished second with Porto behind Real Madrid and with Inter I finished behind Barcelona and I won

The visitors were ruthless against Ajax, scoring three times in a superbly efficient first half for their biggest ever win in the competition to secure top spot in Group D ahead of nine-time European champions Real Madrid with a game to spare. In a group that also contains big-spending Manchester City, the German champions have enjoyed a far more assured run in their second successive Champions League campaign after faltering at the group stage last season. “To win the group with a game to spare is something that none of us believed would happen when we saw the draw,” said Dortmund coach Juergen Klopp, who has also led his team to back-to-back Bundesliga titles over the past two seasons. “It is crazy but it is something the team has earned. We will continue in the Champions League in the next year and that is unusual,” he said of Dortmund’s first venture into the knockout stage since 2003. “This match was another milestone in the club’s unbelievable history. Wenger: Gunners will improve Arsenal boss targets climb up Premier League table
TEN supporters of English soccer club Tottenham Hotspur were injured, one of them seriously, during an attack in Rome in the early hours of yesterday ahead of a Europa League match against Serie A side Lazio, police said. Italian senator Raffaele Ranucci called for authorities to consider suspending the match in the wake of the violence, which has marred the country’s football in the past. The 10, nine British and one American, were attacked outside a pub near the centre of Rome by dozens of masked men. One suffered injuries to an artery and is in a serious condition. Italian newspaper La Repubblica described the scene as “urban warfare” and said up to one 100 Lazio ‘Ultras’ - hard core fans of the club who are often associated with far-right politics - had attacked the pub.
By Simon Peach ARSENAL may have secured safe early passage to the Champions League knockout stages but manager Arsene Wenger knows his side need to improve if they are to make a mark on the competition. The Gunners on Wednesday night secured their place in the last 16 with a game to spare, thanks to Schalke’s defeat of Olympiakos and their 2-0 home defeat of Montpellier. Jack Wilshere and Lukas Podolski scored the goals in what was a comfortable 2-0 victory for the north Londoners at the Emirates Stadium. The former said after the match that Arsenal need to improve if they are to make an impression on the Champions League and Wenger echoed the midfielder’s sentiments. “He is right, I agree completely with him on that,” the Frenchman said. “We are conscious of that but that is exciting as well because I feel we are now in November. “We play in March and what will be important is that players like Jack have a few months of competition and will hopefully be stronger. “We have some time in the Champions League and now we can focus on the next step. “But in the championship we have to make points. But if we can’t score goals, then it does of course become more difficult.”

Ace backs Benitez JUAN Mata believes Rafa Benitez is the perfect man to drive Chelsea to further success in the Barclays Premier League - and backs Fernando Torres to get back to scoring ways. The Spanish playmaker was the first member of the squad to publicly thank ‘legend’ Roberto Di Matteo after his sacking, and he is now the first to welcome Benitez. “Rafa Benitez is a great coach,” Mata told Britain’s Daily Mail newspaper. “He’s got lots of experience and won a lot of trophies with Liverpool, taking them to a very high level. He knows the Premier League too.” Mata also backs Torres to return to the sort of form that saw him arrive at Stamford Bridge with a £50 million price tag. “I have total faith in Fernando Torres. He will score goals. He is a great striker and a great professional.” He added: “Di Matteo’s sacking means things haven’t been going well but we can’t just blame it all on the Juventus game. We can’t just focus on what happened recently. It was a really tough blow losing to Juventus. It was a sad night for all the players. We thought we could at least draw if not win the game. “I still think we can qualify for the last eight. If we win and Juventus lose, we’re in the last eight. I hope Juve and Shakhtar don’t arrange to draw their game so we are knocked out. It wouldn’t be professional.” Mata took to social media to wish his ousted manager well after Roman Abramovich ruthlessly dispensed of the Italian only hours after the defeat in Turin. Robbie!” Yesterday, Benitez told Chelsea fans he and they wanted the same things after arriving in London following his controversial appointment as interim manager. Benitez began the challenge of winning round his new club’s players and supporters yesterday morning, something that could be helped by the addition of a former Blues star to his coaching staff. Boudewijn Zenden has become Benitez’s assistant, according to the Dutchman’s father and agent - although the Spaniard could still face an uphill battle with supporters for whom he has long been a hate figure. Benitez told Sky Sports News: “You know, the fans they always want the same as the manager, to win games and to win titles.” The 52-year-old said he would take “one game at a time” but was confident of delivering. He added: “I think it is a top side. You can challenge for trophies when you are in a top side.” Di Matteo’s predecessor Andre Villas-Boas meanwhile said he was not surprised with this week’s events. “It’s their decision, it’s what they think will take them forward,” Villas-Boas, who replaced Harry Redknapp at Tottenham told the BBC. “At Chelsea, I think another sacking is just like any other day at the office. That’s my interpretation.” Arsenal’s long-serving manager Arsene Wenger also spoke out, saying he was left shocked by the news from west London. “I find it surprising and very sad,” Wenger told reporters after his side’s 2-0 Champions League win over Montpellier. “Personally I believe it’s important on our side to show loyalty. F Manchester City’s Abu Dhabi owners were as ruthless as Chelsea’s Russian billionaire boss Roman Abramovich, then City coach Roberto Mancini would already be out a job following his side’s elimination from the Champions League. Abramovich wasted no time on Wednesday sacking Italian Roberto Di Matteo three months after he led them to their greatest night by lifting the European Cup in Munich. Di Matteo’s crime, besides never being Abramovich’s first choice as coach, was that Chelsea had hit a blip with two wins out of eight games in all competitions. Their 3-0 defeat at Juventus on Tuesday leaves their qualification for the last 16 of the Champions League hanging by a thread and out of their own hands. By contrast, Manchester City’s exit from the Champions League at the group stage for the second successive season represents a poor return for the hundreds of millions of pounds invested in the club since Sheikh Mansour bin Zayed

Mancini, who guided City to their first English league title for 44 years last May, has failed to inspire a victory in any of their five Champions League matches this season, and with three points from three draws, City will either finish bottom or third in the group. If they do that and finish above Ajax, City will qualify for the Europa League but that trophy, while prized by some, is very much an unwanted consolation prize for Europe’s richest and most ambitious clubs. I don’t fear this,” he said. “If we think we can win the Champions League after two years we are crazy.” It took Abramovich nine years to see the European Cup delivered to Stamford Bridge but while the trophy arrived, little kudos and respect followed. Chelsea are widely regarded as the luckiest winners of the trophy, seemingly guided by divine intervention when they needed it most. City have hardly looked like winning a match in the competition over the last two seasons, never mind the competition itself and, for that, Mancini must accept his share of the blame. Along with Qatari-owned
Paris St Germain, City are valued as one of the two richest clubs in the world, even richer than Real Madrid, Barcelona or their own rivals Manchester United. Those clubs, however, have more than financial wealth; they have experience, players who can cope at the highest level and an established system in place. City are still novices in comparison, as three draws from five matches prove. Currently top of the Premier League and the only unbeaten team left in the division, City will probably be in contention again next season, but will need to be far more convincing. City’s next match is at Chelsea in the Premier League on Sunday when Rafa Benitez will take charge of the failing European champions for the first time against the disappointed English champions. The timing could hardly be more poignant.
