MPLOYERS were in a postive mood yesterday after last week’s announcement that the government’ had reached a preliminary agreement with international lenders over the terms of the island’s bailout. The employers and industrialists federation (OEV) said the agreement was a positive development, which laid the foundations for dealing with the many problems of the economy. The measures reportedly include staggered public payroll cuts of up to 12.5 per cent, a freeze in wage indexation, followed by a 50 per cent cut after it is restored, and taxing part of the lump sum civil servants receive upon retirement. In a written statement, OEV said the seriousness of the economic problems and the public’s general feeling of depression can now be left behind and “we can look ahead with optimism”. After signing the deal, Cypriots must roll up their sleeves and work hard to return to a course of economic recovery and social prosperity, OEV said. The chamber of commerce and industry (KEVE) was equally positive saying the programme contained measures that were necessary. “In general, many of the measures that will be taken are things we have always been saying were necessary so that state finances were put on the right track,”

KEVE chairman Phidias Pilides said. Reports yesterday said the repayment period for the bailout loan would be 30 years with a 3 per cent interest. It is expected that Cyprus will post a primary surplus - surplus excluding interest payments on outstanding debt - in 2016, that would be enough to cover the loan’s interest payments, reports said. Former president George Vassiliou said Cyprus is going through a difficult time but suggested that it was up to Cypriots whether the adjustment programme attached to the bailout would work or not. Vassiliou said the programme has two aims: to tackle the structural problems of the economy and help the bank recapitalisation. “From then on, if we are going to have recession or growth depends exclusively on us,” he told state radio. The former president said there should not be a defeatist approach to the programme and urged politicians to take a responsible stance. Those speaking against the bailout “will be engaging in poor populism and I am sure people will punish them come the (presidential) elections”. Vassiliou said Cyprus should implement the deal as soon as possible, after it was signed, and even go a step further with other structural changes.

Smoking over 50 leads to accelerated mental decline SMOKING and high blood pressure over the age of 50 both lead to accelerated mental decline, research has shown. Scientists analysed risk factor data for more than 8,000 older adults taking part in the English Longitudinal Study of Ageing (Elsa). Tests of memory, planning and overall mental ability were carried out after four and eight years. The study showed that smoking consistently reduced all three performance measures after four years. High blood pressure and high risk of stroke were associated with lower scores for memory and overall mental ability

after eight years. Being overweight was linked to poor memory. The findings appear in the journal Age and Ageing. They indicate that future trials should focus on combinations of risk factors rather than individual causes of mental decline, say the researchers. Lead scientist Dr Alex Dregan, from King’s College London, said: “Cognitive decline becomes more common with ageing and for an increasing number of people interferes with daily functioning and well-being. “Some older people can become forgetful, have trouble remembering common

words or have problems organising daily tasks more than others. “We have identified a number of risk factors which could be associated with accelerated cognitive decline, all of which, could be modifiable. This offers valuable knowledge for future prevention and treatment interventions.” The results indicate that high blood pressure has a gradual effect on the brain over a long period, according to the scientists. This could explain why short-term trials of blood pressure lowering drugs being used to treat mental decline had failed to show a clear benefit.

THE CYPRUS Environmental Stakeholder Forum (CESF) is calling upon senior negotiators in the Cyprus peace talks to transform the island’s demilitarised buffer zone into a peace park to mark Wildlife Conservation Day on December 4. Academics working with the CESF have revealed after years of research that the buffer zone is a de facto wildlife haven, sheltering mammals such as the Cyprus moufflon and countless species of flora and fauna. Having been relatively untouched since the Turkish invasion of 1974, the buffer zone has naturally flourished. The ‘green line’ covers three per cent of the island’s surface and provides shelter and safety for some of Cyprus’ unique wildlife. This safety has come under threat in recent years according to the CESF with uncontrolled fires and illegal poaching and hunting taking place. “The CESF calls for resources to be provided by both communities to enforce the existing ban on hunting and trapping in the buffer zone, and encourages senior negotiators in the peace talks to consider transforming the area into a Peace Park,” a CESF press release

Daily newspaper Alithia yesterday reported details of the November 5 circular sent to legal services, the personal data commissioner and the law commissioner, the public service commission and the Cabinet secretary, among others. Some of the measures Georgiou reportedly suggested involve simply stopping a service, e.g. water supply, if arrears have accumulated. When the state provides a service to a municipality or an individual, such as language courses to adults or leasing a building, state officials should send a two-week notice before a payment is due, pick up the phone and talk to people, and inform them in writing how much is owed, Georgiou said. But before agreeing to provide services, the state should ask for a larger deposit or for the fees in advance whenever possible. And the state should sue anyone owing substantial amounts for over six months, Georgiou reportedly suggested.

Measures: Rea Georgiou During a discussion in the House Watchdog committee last week, deputies - whose colleagues have been using their immunity to avoid paying traffic fines - asked for a list of the thousands of payment warrants, issued by the courts but not yet served by the police. This includes some 750 warrants worth €800,000 owed by lawyers, and 2,000 warrants belonging to civil servants, Auditor General Chrystalla Georghadji said last week. She accused the police of enabling the status quo saying that since many of the people who owed money to the state were well-known,

the police could not argue that they couldn’t locate the debtors. The police issued an announcement the following day insisting they pursued all warrants without exception. The Watchdog committee heard last week that legislation was being prepared to reduce bureaucracy and enable the state to retrieve the millions owed by the public and businesses. Back in May legislators discussed changing the constitution so they would not be immune from prosecution which some used to avoid paying traffic fines. They said that their immunity was important to their freedom to take on authority as necessary, and suggested instead that the attorney-general informs the House President so he can disseminate information to the offending parties. Dozens of unnamed legislators had not paid their fines, DISY MP Andreas Kyprianou said at the time, defending the two deputies from his party that were among the 54 lawmakers with unpaid traffic fines. The accountant general could not be reached yesterday for comment.

Engomi in Christmas drive for those in need

Police seek fleeing poacher THE RAPID reaction unit’s (MMAD) antipoaching squad arrested one man and are searching for another on suspicion of poaching. Police said the two men were driving their quad bike just before midnight on Sunday in Peristerona village when police stopped them for a routine check. Upon seeing the police the two men fled the scene. The driver, a 42-year-old, was arrested but the passenger who was carrying a firearm managed to get away. On the quad bike 34 cartridges were found.

Municipality joins a growing list of those stepping up efforts to help By Peter Stevenson ENGOMI municipality became the latest local authority yesterday to launch a campaign to help needy families in their area. The municipality said it will be holding a campaign from December 3 to December 17 to help residents for Christmas. The mayor of Engomi, Zacharias Kyriakou held a meeting with the representatives of the churches of Ayios Nikolaos, Ayion Panton, Panagias Makedonitissas, the church committee and the Engomi school board president, Costas Anastasiou to discuss setting up the campaign. “The aim of the campaign is to collect as much food and as many toys for this offering of love,” Anastasiou said yesterday. Engomi now joins a growing list of municipalities, volunteer groups, supermarkets and co-operative banks which have stepped up their efforts to help needy families, especially in the run up to Christmas. The municipality has made a list of the products it can accept. These include, flour, milk (condensed or long life), sugar, tins of meat, oil, pasta, chickpeas, tuna, pulses, beans, tomato paste, cleaning goods, rice and new children toys. There will be two collection centres, one at the church of Ayios Nikolaos in Engomi and the other at the church of Ayion Panton in Makedonitissa. They will both be open from 4pm till 6pm every day for donations and on Sundays from morning mass until 11am. The church is also organising a campaign with the school board of Engomi to provide help to students in need. “The school board is currently accepting donations so they can give breakfast every day to students from all of the schools in the Engomi municipality,” Anastasiou said. nicipalities have all launched programmes to ease the burden of the on going economic crisis by helping families in need. In Nicosia, individuals and families that need help receive food packets from the church. Parish priests evaluate the applications and the archbishopric hands out the packets once a month. Currently the church does not accept any donations of food from the public, holding fundraisers and purchasing the food at wholesale prices themselves. Sources at Nicosia town hall confirmed that the local municipality are looking to create a community market like Limassol, Larnaca and Paphos but do not know exactly when. Larnaca’s municipality uses the town’s nursing home, housed in the municipal building to accommodate the community market. A welfare committee has been set-up there, using the model first used by Limassol’s municipality to evaluate which people qualify for assistance. The market is run by two ladies that work for the nursing home and also two volunteers who go to the market every Friday afternoon, when the packets are handed out. “We depend on the help of volunteers

and donations as there is no budget allocated to this scheme by the municipality,” said councillor Elias Elia. Every major supermarket in Larnaca now has a box where anyone who wants to donate food can contribute. People can also drop off food at the nursing home between 7.30am and 2.30pm, Monday to Friday. An account has also been set up at the co-operative bank of Famagusta for anyone who would like to contribute money to the cause. Limassol works in the same way as Larnaca, with a welfare committee set up to evaluate applications. The community market is situated in Ayios Ioannis and people can pass by and give their donations between 11am and 5pm, Monday to Friday. E&S Kapsalou, Alpha Mega and Papantoniou supermarkets have boxes outside that people can place food in. The town hall also has a box placed outside its premises where food contributions can be made. Limassol’s market works exclusively thanks to volunteers from the Pancyprian Volunteerism Co-ordinative Council (PSSE) who go to the market every day to sort through donations. Two ladies from the municipality also spend their free time helping out with the or-

ganisation of the market. “The municipality had allocated €10,000 for this scheme but because we have received so much food and assistance from volunteers we haven’t had to touch it,” head of Limassol municipality’s social welfare department, Evie Tsolaki said. Financial donations can be put into the account that Limassol municipality has set up at the Co-operative Bank of Limassol for donations to help families in need. In Paphos a very similar system of direct food relief works though a special account has not yet been set up. A spokesperson for Paphos social welfare said, “If people wish to donate money to go towards helping the needy of Paphos they may bring cash to the social welfare office at the municipality of Paphos. They will then be given an official municipality receipt; this money is used towards purchasing food for the food support programme.” She said that a food donation scheme will be taking place in all of the main Paphos supermarkets and will get underway next week. By Elias Hazou THE GOVERNMENT has begun negotiations in earnest with the companies and consortiums awarded offshore gas exploration licences. Yesterday Commerce Minister Neoclis Sylikiotis held talks with representatives of Total E&P Activities Petrolieres, given the licence for offshore block 11. A day earlier he had met with a team from the ENIKOGAS joint venture picked for blocks 2 and 3. Officials told the Cyprus Mail that talks with the consortium comprising Total, Novatec and GPB Global Resources BV (a Gazprombank subsidiary) - awarded Block 9 - would take place in early December. The negotiations are aimed at getting the selected companies to improve their proposals in terms of both the technical and commercial facets Full-blown talks could take weeks or months before exploration contracts are signed. Block 9 is considered to be the ‘prime cut’ of the four prospects, having received eight bids in total. But questions are being asked after it emerged that the government altered the order of ranking of the bids for block 9, eventually picking the Total-Novatec consortium despite its bid being graded fourth or fifth. The government has denied anything untoward in changing the order of ranking for block 9, arguing that its final decision took into account additional parameters, such as matters of national security. Two separate assessments of the bids were made: one

by the French consultancy Beicip Franlab, the other by the energy service of the commerce ministry. But the final decision rested with the Cabinet, on the recommendation of the commerce minister. There have been rumblings that some of the companies not picked are considering challenging the competition process. Oak Delta NG Exploration Joint Venture, the Israeliled group that bid for block 3 and was not picked, said yesterday it was disappointed with the Cyprus government’s decision but would not be taking legal action. But Dr Eli Barnea, CEO of Sigma Explorations Holdings Limited - which has a 75 per cent stake and is the designated operator in the joint venture - said he is lobbying the Israeli officials to exert pressure on Nicosia “at the highest level”. The joint venture’s proposal for block 3 incorporated the construction of a power plant on the island for exporting electricity to Israel and generating electricity for Cyprus’ local consumption, by linking the two countries’ grids. “The project would have to be scrapped now after the bid decision,” Barnea said in a loaded comment. “The relationship between the two nations should be reciprocal. If Cyprus is not interested in our energy security, why should we be interested in theirs?” he added. Barnea said his joint venture’s technical proposal was graded the highest among the bids submitted for block 3 - yet the licence went to ENI-KOGAS. “We are not saying that ENI-KOGAS should not have got a licence, they

PRESIDENT Demetris Christofias charged that the truth concerning the economy has been completely twisted, as he defended his economic policy and blamed banks and the capitalist system for the global crisis. “We should be proud of our governance,” he said in a speech on Sunday. “The factors are external: it’s the global crisis of this exploitative and inhuman system - capitalism, but also its people in our financial system.” The president described what happened in the banks in the run up to Cyprus seeking a bailout as a “robbery”. And he said European leaders and international lenders agreed with him that without the need to recapitalise the Greece-exposed banks, Cyprus would not have been forced to seek financial assistance. Speaking to ruling AKEL supporters and refugees from the Kyrenia district, Christofias asked them not to be affected by the daily brainwashing, undertaken by political opponents and many media outlets. Christofias blamed the crisis on capitalism, which causes hunger and poverty, even to people of the European Union “for which they boasted that it was a family based on institutions and

the values of solidarity and respect for the people”. The president said there was no respect and that this was proven by the millions of unemployed, the millions living below the poverty level in the EU because the neoliberal forces want to burden the poor with the effects of the crisis. Christofias said his administration had tried in the past few years to increase social protection and help to refugees. “We have doubled the assistance to refugees so that they could build a house. We have effectively doubled minimum pensions,” he said. The list of benefits the administration has brought is endless, he said, and without the theft in the banks, there would have been no serious economic problems. “We would have had to take some structural measures to tackle the fiscal deficit, but it would have been done without the support mechanism,” Christofias said. He added that the government had fought the troika hard to defend the workers’ basic conquests “and I think we have succeeded”. The president said the suspension of wage indexation or CoLA is temporary and the 13th salary (for government workers at least) remained intact. The troika had wanted both scrapped.

Employers upbeat over bailout The bids for gas licensing concessions being delivered to the commerce ministry earlier this year should, but so should have we,” he added. “Cyprus should not make the same mistake as Israel when our government awarded several licences to Noble Energy and Delek, thereby creating a monopoly that drives prices up.” As Barnea sees it, block 3 is potentially the most lucrative prospect because of its close proximity to the Cyprus shores - about 65km from Cape Greco. Moreover, drilling there would cost far less - about US$40 million compared to US$100 million in other prospects - because of the

lower sea depths in block 3. Barnea argues that exporting natural gas is not the best option for Cyprus because the added value is not that high. And according to the company’s own estimates, Cyprus would stand to make $10 per million BTU from exporting electricity, compared to just $3 per million BTU from exporting gas via an LNG terminal. That’s because of the huge overheads associated with building an LNG terminal and accompanying infrastructures. “Exporting gas is not for Cyprus,” said Barnea.

harm the economy and our country. This is not our policy,” he said. However, OELMEK, the union of secondary education teachers, sent the others a letter asking for a meeting of all groups to look into ways of reacting. Ruling AKEL said yesterday it would fully respect the terms of the deal, but when the debt is repaid, the party will try to restore certain rights that have been lost.

State-backed Popular Bank bond issue THE POPULAR Bank announced yesterday that it will be proceeding with a bond issue of €500 million which will be guaranteed by the government. The bond will be listed on the Cyprus Stock Exchange. The move follows the passage of an amending law last week allowing the state to guarantee bank bonds and new loans by an additional €3 billion, bringing the total amount to €6 billion. The purpose of the state guarantee scheme is to facilitate the access of eligible credit institutions to medium-term funding. It is part of efforts to stabilise the local financial sector up to the end of the year.

Loizos Hadjicostis, head of the ETYK union, told reporters yesterday. “We should not hesitate to apportion blame...and to follow the established procedures, including criminal ones, if necessary,â€? he added. He was speaking after a meeting with the chairman of the House watchdog committee which is looking into the role of the banks in the crisis that is rocking the ďŹ nancial sector. The top unionist homed in on the corporate governance of Popular Bank since it came under state control

earlier this year. He alleged that the bank’s board of directors is circumventing a ministerial decree calling for across-the-board pay cuts as part of broader efforts to shore up expenses. Hadjicostis drew attention in particular to the “provocativeâ€? bonuses and allowances still being paid to bankers. Recently, he said, the head of Popular Bank’s remuneration committee approved the payment of â‚Ź650 daily in expense allowances to executives during trips to Greece. The amount was over and above the allowance for air travel and accommodation, he said. According to Hadjicostis, once ETYK found out about this, it protested to the bank, and as a result the allowance was cut from â‚Ź650 to â‚Ź400. Meanwhile, he said, cleaning ladies working at the bank on

â‚Ź250 a month has seen their salaries cut by â‚Ź12. Top bankers continued receiving fat salaries, he added. In an interview with Politis published on Sunday, Hadjicostis spoke of ‘interwoven interests’ between bankers and politicians, suggesting that some bankers had secured ministerial portfolios in the government by kowtowing to political parties and granting them loans on favourable terms. Hadjicostis went on to blame the media, claiming that they are being coerced into not reporting the true facts about the banks for fear of losing advertising fees. In the same interview, Hadjicostis denied rumours that his two daughters had landed bank jobs due to his inuence with ETYK. He also sought to play down

Dig uncovering the rich layers of theatre history Lack of restoration at Paphos theatre an advantage for Australian archaeologists FRAGMENTS of marble sculptures from a monument consecrated to the nymphs of ancient Greek and Roman mythology have been uncovered during on-going excavations at Paphos’ ancient theatre, the archaeological team in charge of the dig have announced. The 15th season of excavations into one of Cyprus’ largest ancient theatres on Fabrika Hill unearthed a number of significant finds, including fragments of carved marble adornments from the stage and from a monument to the nymphs or nymphaeum. Paphos was the capital of Cyprus in Greek and Roman times and its ancient archaeological remains are on the World Heritage List. Of particular interest to the archaeological team, led by Dr Craig Barker and Dr Smadar Gabrielli of the University of Sydney, is that the Paphos theatre is the only ancient theatre in Cyprus not to have undergone modern restoration. As such it is a unique structure because it is the sole remaining theatre containing visible traces of

its architectural development. Investigations have revealed that the theatre underwent five phases of renovations between 300 BC and the 4th century AD, each phase representing the evolution of ancient performance and theatre architecture. Many of the architectural features were robbed in later antiquity, and the area of the site was built over in the Middle Ages. Five trenches were opened by the team in 2012 in various locations around the theatre and the nearby Roman nymphaeum. Trench 12A was on the eastern side of the stage building, and located the bedrock foundations of the eastern end of the Roman stage. A new entrance way leading from the south into the eastern section of the theatre was located at a lower level than a Roman period one which may provide a rare indication of the architectural layout of the earlier phases of the theatre building. Trench 12B continued work in the area of the Roman road to the south of the thea-

formation about the layout of the theatre and surrounding building, and all areas will be explored further in the future. In parallel with the excavation, the team’s specialists continued the archaeological interpretation of the architecture for a final academic publication in the near future. The Australian archaeological excavations in Paphos are supported by the Nicholson Museum and by the Australian Archaeological Institute at Athens.

AN under-fire council has said it will be “as open and transparent as possible” with an inquiry ordered by Education Secretary Michael Gove into why three foster children were removed from a couple because of their membership of the UK Independence Party (Ukip). Rotherham Metropolitan Borough Council in South Yorkshire has faced a storm of criticism after the decision to take the children from the family emerged over the weekend. Yesterday, in a statement, council leader Roger Stone said: “The Secretary of State for Education has asked for an inquiry relating to this case over the weekend. The council welcomes this. We will work very closely with and give full co-operation to the Department.” Mr Stone said there were sensitive issues involved but added: “At all stages, however, we will seek to be as open and transparent as possible as we co-operate with the Secretary of State.” The couple at the centre of the controversy have said they want the youngsters back and a public apology. The pair, who have not been identified to protect the trio of EU-migrant children involved in the case, lost them when Rotherham Council social workers discovered their political allegiance, which they deemed incompatible with caring for the youngsters.

BRITAIN’S beleaguered towns and villages were dealt a further blow yesterday as more rain battered the country and 200,000 householders were warned they could lose their home insurance policies. Three people have died since the latest bout of severe weather struck, forcing hundreds of people to flee water-logged properties. Some 530 flood warnings and alerts remained in place yesterday as insurance chiefs hit out at the Government, claiming negotiations over future cover have hit an impasse and are now at “crisis point”. The two sides are locked in talks relating to the replacement of a “safety net” deal to ensure those in flood risk areas can continue to afford their policies which are set to expire next year. Insurers have called on the Government to provide a temporary overdraft facility to pay claims for 200,000 high-risk households in the event of serious flooding such as that seen in 2007. Nick Starling, director of general insurance at the Association of British Insurers (ABI), accused ministers of rejecting its proposals. “We want a solution even more now after the difficult events of the weekend,” he told the BBC Radio 4 Today programme. “We have had two years to sort this out. During that time the insurance industry has put a massive amount of work and money into coming up with an insurance-led solution. “We seem to have reached an impasse. The Government has made it

clear it’s rejected our solution.” But Floods Minister Richard Benyon insisted the Government remained “really determined” to reach a deal and that the issue was an “absolute priority” for the Department for Environment, Food and Rural Affairs (Defra). He criticised the ABI for airing its concerns at the height of the crisis. “I think it is actually rather demeaning at this particular moment in time to be talking about this,” he said. “It is rather a shame that it has been raised at this particular moment when there are a lot of distressed people with flooded homes.” The Environment Agency said a total of 901 properties have been flooded during the latest period of bad weather. It has issued flood warning messages to 70,684 households in the

Chancellor announces new BoE head THE government named Canadian central bank chief Mark Carney as the next Bank of England Governor yesterday, springing a major surprise by appointing a foreigner to the job. Carney, a former Goldman Sachs investment banker who successfully helped to steer the Canadian economy through the global crisis, will succeed Mervyn King next year, Chancellor of the Exchequer George Osborne told parliament. “He is quite simply the best, most experienced and most qualified person in the world to be the next Governor of the Bank of England,” Osborne said.

BoE deputy governor Paul Tucker, who had spent his entire career at the central bank, had been the hot favourite to succeed King. Osborne said Carney brought the skills to revamp British financial regulation at a time when the BoE will take on a new role in change of British bank supervision. Carney had previously strongly played down suggestions he would move to the BoE. “Mr Carney is unique amongst the potential candidates in combining long experience of central banking, huge international credibility in economics, deep expertise in financial regulation and a first hand experience of pri-

vate sector financial institutions,” Osborne added. Carney is not a British national, although Osborne said he would apply for UK citizenship, and he studied at Oxford University. Carney will serve at the Bank of Canada until May, and then starts at the Bank of England in July. He will serve a five-year term, rather than the eight-year term that had been expected for the next BoE head. “That was the one guy I didn’t have in the running, and it’s a slap in the face for the likes of (Paul) Tucker and all those other guys who were hoping to step up to the plate,” said Peter Dixon of Commerzbank.

Man held over rape of 11-year-old schoolgirl in Enfield park DETECTIVES investigating the rape of a 11year-old girl as she walked home from school made an arrest yesterday. Officers held a 26-year-old man at an address in Edmonton, but police said the investigation into the assault was continuing. The victim, described as petite and wearing her uniform, was attacked in Jubilee Park, Lower Edmonton, at about 5pm on Friday. She got off the 192 bus from Enfield Town in Bury Street and was in Galliard Road when a man dragged her into the park’s pitch and putt area. Police say her ordeal lasted between two and three hours. The girl got home at 8pm and was taken to

hospital where she had surgery for injuries. The suspect is described as black with an Afro hairstyle and was wearing a dark grey top and black, baggy jeans. Yesterday extra police patrols were deployed around the park as officers renewed appeals for witnesses. They are particularly keen to speak to anyone who may have seen the girl appearing confused or dishevelled following the attack. Yesterday residents and politicians described their shock. Leyla Bekir, 33, said: “I have an 11-year-old daughter who used to use that park so this has hit very hard with me. That poor girl, her Christmas and even her life beyond that has been destroyed.”

World WORLD TODAY ‘Ozal’s body shows signs of poisoning’ AN autopsy on the exhumed body of Turkey’s late President Turgut Ozal, who led the country out of military rule in the 1980s, has found evidence of poisoning, a newspaper reported yesterday. There had long been rumours that Ozal, who died of heart failure in 1993 aged 65, was murdered by militants of the “deep state” - a shadowy nationalist strain within the Turkish establishment of the day. Ozal had angered some with his efforts to end a Kurdish insurgency and survived an assassination bid in 1988. His body, dug up last month on the orders of prosecutors investigating suspicions of foul play in his death, contained the banned insecticide DDT and the related compound DDE at 10 times the normal level, yesterday’s Zaman cited sources from the state Forensic Medicine Institute (ATK) as saying. “Ozal was most likely poisoned with four separate substances,” the paper reported the sources as saying.

Nuclear talks delay criticised IRAN and Arab nations yesterday criticised a decision to put off talks on banning atomic bombs in the Middle East, with Tehran blaming the United States for a “serious setback” to the nuclear Non-Proliferation Treaty. The US said on Friday that the mid-December conference on creating a zone free of weapons of mass destruction would not occur and did not make clear when, or whether, it would take place. Berlusconi awaits left contest outcome FORMER Italian Prime Minister Silvio Berlusconi will wait to see who his centre-left adversaries choose as their candidate for elections expected in March before deciding whether to run himself, he said yesterday. In his latest switch of position, Berlusconi, who previously ruled out running, said he would wait to see whether the left chose frontrunner Democratic Party (PD) leader Pier Luigi Bersani, 61, or his younger rival Matteo Renzi in a secondround vote on December 2. Renzi, the 37-year-old mayor of Florence who is running as a moderniser and lagged former communist Bersani in a first-round vote on Sunday, would be a tougher rival to Berlusconi in the election to succeed Mario Monti as prime minister, a poll showed last week. “With Renzi, Italy could have a Social Democratic party like other countries such as Germany and England,” Berlusconi said in an interview with his Canale 5 television. The 76-year-old media billionaire’s once-dominant People of Freedom party (PDL) is third in opinion polls, trail-

RUSSIA and the United States have chosen two International Space Station (ISS) veterans for the first year-long mission to the orbiting laboratory, a test of endurance that will help prepare for missions deeper into space. Russian Mikhail Korniyenko and American Scott Kelly will ride a Russian Soyuz spacecraft to the station in the spring of 2015, Russian space agency Roskosmos said yesterday. It would be the longest space flight by an American. Russian cosmonaut Valery Polyakov holds the record for the longest spell in orbit, a 438-day mission aboard Russia’s Mir space station in 1994 and 1995. The record for an American is held by Michael LopezAlegria, who completed a 215-day mission aboard the International Space Station in 2006-2007. Most stints on the station, a $100-billion, permanently staffed laboratory that orbits about 250 miles (400 km) above Earth, have lasted no more than six months. Doctors are particularly concerned about the effect of long spells in space on bones, vision and the cardiovascular system. “The goal of the year-long expedition aboard the orbital laboratory is testing human body reactions to the harsh conditions of space and the ability to adapt to them,” Roskosmos said in a statement on its website. It would help reduce risks on future missions to the Moon’s orbit, the asteroids and eventually Mars, it said.

A deep recession and high unemployment have fuelled separatism in Catalonia, which represents a fifth of Spain’s economy, piling political uncertainty on top of Prime Minister Mariano Rajoy’s economic problems. Flying pro-independence flags - a lone star against yellow and red stripes - Catalan voters on Sunday handed 87 seats, almost two-thirds of the local parliament, to four different parties that want a referendum on secession. But voters also punished the movement’s figurehead, Catalan President Artur Mas. His Convergence and Union alliance, or CiU, remains the biggest party in the local parliament, but it lost 12 seats and Mas will have to form an alliance with another party to govern. Mas had tried to ride the separatist wave after hundreds of thousands of people demonstrated in the streets in

Unlike in Scotland, where the government of the United Kingdom has agreed to a 2014 referendum, a Catalan plebiscite on breaking away from Spain could trigger a constitutional crisis and the central government has vowed to block it. The push for a referendum will be more difficult now since Mas fell far short of his aim of winning an absolute majority,

or more than 68 seats. “Having a large majority would have made the path towards independence easier. It will be more difficult to put pressure on Madrid now without that majority. In these processes it’s important to have a single leader, a leader with whom people identify,” said Jesus Gilabert, a supporter of Mas’ CiU. In Madrid, where the ruling People’s Party and the opposition Socialists have said they will block a Catalan referendum, political leaders read the Catalan result as a failure for a referendum.

Syrian warplanes bomb rebel headquarters SYRIAN warplanes bombed a rebel headquarters near the Turkish border yesterday, missing their target but sending hundreds of Syrians fleeing across the frontier. The attack on the Free Syrian Army base in Atima, 2 km (1 mile) from the border, came a day before Turkish and NATO officials were due to start assessing where to station surface-to-air missiles close to the 900 km (560 mile) border. Turkey, a major supporter of insurgents fighting to oust President Bashar al-Assad, has repeatedly scrambled jets along the joint border and responded in kind when Syrian shells have landed inside Turkey. CHINA’S second-biggest insurance company has threatened to take legal action against the New York Times for reports that Premier Wen Jiabao’s relatives had accumulated massive wealth, largely through holdings in the firm. Ping An Insurance (Group) Co of China Ltd stated it had “noted recent media coverage related to the company, which contains serious inaccuracies, facts being distorted and taken out of context, as well as flawed logic”. It added it “will take appropriate legal action commensurate with the damage and adverse impact the media reports have caused to the company”. Ping An did not name the New York Times Co in its statement, but a spokesman said that it referred to a New York Times article published over the weekend. The New York Times issued a report in October, citing corporate and regulatory records that it said showed Wen’s family had amassed massive wealth during his time in power, the biggest source of which it said was large stakes in Ping An.

Weekend garment workshop fire kills 112 THOUSANDS of angry textile workers demonstrated in the outskirts of Dhaka yesterday after a fire swept through a garment workshop at the weekend, killing more than 100 people in Bangladesh’s worst-ever factory blaze. The fire has put a spotlight on global retailers that source clothes from Bangladesh, where the cost of labour is low - as little as $37 a month for some workers - and rights groups have called on bigbrand firms to sign up to a fire safety programme. Workers from Tazreen Fashions and residents blocked roads and forced the closure of other factories in the industrial suburb of Ashulia, where the huge fire started on Saturday, demanding those responsible for the disaster be punished. “I haven’t been able to find my mother,” said one worker, who gave her name as Shahida. “I demand justice, I demand that the owner be arrested.” Police and officials said narrow exits in the nine-storey building trapped workers in-

side, killing 112 people and injuring more than 150. “This disastrous fire incident was a result of continuing neglect of workers’ safety and their welfare,” said Amirul Haque Amin, president of Bangladesh’s National Garment Workers Federation. “Whenever a fire or accident occurs, the government sets up an investigation and the authorities - including factory owners - pay out some money and hold out assurances to improve safety standards and working conditions. But they never do it.” Working conditions at Bangladeshi factories are notoriously poor, with little enforcement of safety laws. Overcrowding and locked fire doors are common. More than 300 factories near the capital shut for almost a week this year as workers demanded higher wages and better conditions. At least 500 people have died in clothing factory accidents in Bangladesh since 2006, according to fire brigade officials.

Bangladesh has about 4,500 garment factories and is the world’s biggest exporter of clothing after China, with garments making up 80 per cent of its $24 billion annual exports. The International Labour Rights Forum (ILRF) said that US-based PVH Corp, whose brands include Calvin Klein, Tommy Hilfiger and Van Heusen, entered into an agreement with unions and other rights groups earlier this year to develop a fire safety programme in Bangladesh, but others have not signed up. “We hope the tragic fire at Tazreen will serve as an urgent call to action for all major brands that rely on Bangladesh’s low wages to make a profit,” ILRF Executive Director Judy Gearhart said in a statement on Sunday. “Their voluntary and confidential monitoring programmes have failed; now it is time to come together and make a contractual commitment to workers, and to involve workers and their organisations in the solution.”

Australia apologises for abuse AUSTRALIA’S government and defence force commander apologised to hundreds of victims of abuse within the military yesterday, clearing the way for victims to receive compensation. In an address to parliament, Defence Minister Stephen Smith acknowledged that soldiers, sailors and member of the air force had suffered abuse, often by superiors under the excuse of toughening up younger recruits, since the early 1950s. An independent report into abuse within the military earlier this year found 775 plausible allegations of sexual, physical and mental abuse within the armed forces since 1951. “To those men and women in the Australian Defence Force (ADF) or the Department of Defence who have suffered sexual or other forms of abuse, on behalf of the government, I say sorry,” Smith told parliament. “You should never have experienced this abuse.” Smith said senior military leaders were committed to changing a defence force culture which has often turned a blind eye to abuse and was often hostile to women or those who spoke out or complained about

their treatment. The issue flared in 2011 when a female defence academy cadet was unknowingly filmed having consensual sex with a male colleague, with the incident broadcast over the internet to other cadets without her knowledge. While action was taken against the male cadets, defence authorities also proceeded with disciplinary action against the woman over an unrelated incident, angering Smith and raising questions over the treatment of victims of abuse. Australia’s military commander, General David Hurley, said hundreds of thousands of people had served in Australia’s military and most had no experience of abuse, although he acknowledged the suffering of those who were affected. “On behalf of the ADF (Australian Defence Force), I say that I am sorry to those who have suffered sexual, physical or mental abuse while serving in the ADF,” he said. Smith said an independent task force would now examine specific allegations and rule on compensation of up to A$50,000 ($52,200) for victims. It will also refer matters to police or the military justice system if there is evidence of a crime.

STEELMAKER Mittal, which acquired France’s Arcelor in 2006, is no longer welcome in France due to years of broken promises, Industry Minister Arnaud Montebourg said yesterday, intensifying the row over plans to close two furnaces in northeastern France. Montebourg’s attack on ArcelorMittal (ISPA.AS) risks exacerbating tensions in a dispute that is central to Socialist President Francois Hollande’s efforts to save jobs and reverse years of industrial decline. It came after Montebourg, one of the most left-wing ministers in the government, said last week that France could nationalise the company’s Florange site on a temporary basis while the government tries to find a buyer. ArcelorMittal, the world’s largest steelmaker, has said it will shut down two blast furnaces at Florange from December 1 unless the government can find a buyer to operate them. “We no longer want Mittal in France because they haven’t respected France,” Montebourg said in an interview with Les Echos business daily published yesterday. He said Chief Executive Lakshmi Mittal had told “shameful lies” since 2006 about the group’s plans and had not kept his promises to the French government. “The problem with the blast furnaces at Florange is not the blast furnaces at Florange, it’s Mittal,” he said. A source close to Lakshmi Mittal, who according to French media is due to meet with Hollande today, told Reuters that management were “very shocked” at Montebourg’s words. “These are quite violent declarations against a company which employs 20,000 people in France,” the source said.

By Jan Strupczewski THE International Monetary Fund wants eurozone finance ministers to agree to cut Greece’s debt by 20 per cent of GDP now and commit to further debt reduction in the future to get the country’s finances back on a sustainable path, a source familiar with EU-IMF talks said yesterday. An immediate 20 percentagepoint cut, equal to 40 billion euros (32.3 billion pounds), could mostly be achieved through lowering interest rates and extending maturities on loans to Greece, the source said. Finance ministers from the 17 countries sharing the euro, the European Central Bank and the IMF were locked in a third round of talks yesterday to decide how to make Greek debt, expected to rise to 190 per cent of GDP next year, more sustainable by reducing it to 120 per cent or below by 2020. The IMF and the ministers are at odds on how to achieve the goal, with the IMF pushing for a bolder reduction of Greek debt through the forgiveness of some of the official loans to Athens which now make up the bulk of the country’s obligations. Greece’s biggest creditor, Germany, opposes any debt forgiveness for Athens. Without additional debtcutting measures, Greek debt is likely to fall to only 144 per

One idea being discussed is to keep the principal untouched but lower the interest on the official loans, either extended bilaterally or through the temporary bailout fund EFSF, to below market rates, and to extend maturities. This could produce a reduction in debt big enough to make Greek debt sustainable,

or close to sustainable. Other available options include the European Central Bank forgoing profits on its Greek bond portfolio, a 10-year moratorium on debt servicing and a buy-back of privately held debt at a deep discount. The source said the IMF insisted on a package of steps that would slash 20 per cent of GDP off the debt pile up front to give the plan credibility and the Greek economy a chance to grow. But it also expected the eurozone to promise a further reduction to a level well below 120 per cent of GDP in the fu-

ture as a reward for keeping Greek reforms on track, the source said. That would have to involve debt forgiveness. The IMF had made clear that it would not walk away from Greece, the source said, but also that it would not endorse a debt reduction deal that did not guarantee debt sustainability. The IMF insists any measures the ministers agree on, as well as assumptions in the Greek reform programme, have to be credible enough for investors to see them as realistic, otherwise Greece would not be able to return to markets.

UBS fined £30m over trading scandal UBS WAS fined 30 million pounds ($48 million) by Britain’s financial watchdog and put under extra scrutiny by its Swiss counterpart over failings that allowed a rogue trader to lose $2.3 billion. Announcing the fine yesterday, the director of enforcement at Britain’s Financial Services Authority (FSA) said the Swiss bank’s risk control systems were “seriously defective.” Kweku Adoboli, a trader on UBS’s Exchange Traded Funds desk in London, was jailed for seven years last week after admitting trading far in excess of authorised limits in the biggest fraud in British history. “Failures of this type in firms of the size and standing of UBS not only damage the firms concerned but also wider confidence in the integrity of the markets and the financial system,” the FSA’s Tracey McDermott said. In a separate announcement, the Swiss financial regulator Finma said it was examining whether UBS should increase capital to back its operational risks. A Finma spokesman declined to elaborate. Espirito Santo Investment Bank analyst Andrew Lim doubted whether the Swiss regulator would push UBS to raise more capital because the bank was already in a strong position. “The fine is immaterial and the steps on the capital front are also immaterial because they are so well capitalised,” Lim said. “Finma is just doing a ‘belt and braces’ ap-

proach and showing they are at the forefront on being tough on regulation,” he added. Since the government bailed out UBS during the 2008 financial crisis, Switzerland has drawn up tough new capital standards for its two global banks - UBS and Credit Suisse - that go beyond the new Basel III global rules. UBS said yesterday it had made progress over the past year “reinforcing our position as one of the most financially sound global banks.” In its annual report, UBS said it increased its risk- weighted assets for operational risk to 58.9 billion Swiss francs ($63.36 billion) on December 31, 2011 from 51.9 billion francs a year earlier as agreed with Finma after the trading scandal. The Swiss regulator yesterday said it is appointing an independent investigator to see whether the action UBS is taking to put things right after last year’s scandal is proving effective. Finma said the bank’s control functions had been based too much on trust and that it had sent misleading signals by awarding bonuses and pay rises to Adoboli, even though he had breached the rules. UBS said it accepted the regulators’ findings and the penalties, adding it was pleased that the regulators had acknowledged the steps the bank has taken including disciplinary action against staff.

Troika measures aimed at making the economy healthy, which will then lead to proper growth THE MAIN criticism levelled against the troika by all the political parties was that its bailout proposals did not include any provisions for development and growth. Every politician, who spoke in public, complained that none of the proposals focused on economic development that would lead to the creation of jobs and put the economy on the road to recovery. It was a simplistic argument of the type our politicians love to make because it is well-received by people. That it has no basis in reality is another matter. First, the troika was never going to lend us money to help us get out of the recession. Its loan would be for the re-capitalisation of the banks and for the funding needs of the state, which is excluded from the international markets, with the aim of keeping them afloat. Were our politicians suggesting that we should be loaned an extra billion to stimulate the economy? But would this money have the desired effect or would it lead to the creation of a couple of thousand state subsidised jobs that would vanish as soon as the funding dried up? The belief that the state can create jobs is widely held among the political class and is one of the reasons for today’s problems. The state is already paying way too much on thousands of unproductive jobs in the public sector that stifle rather than foster growth. Our economy, thanks to powerful unions, CoLA and annual pay rises way out of line with productivity increase ceased being competitive some time ago. Unless it can become competitive again it is difficult to see how it will return to healthy growth rates and job creation. Lower wages and higher productivity would improve competitiveness, but we also need to come up with new business ventures and innovation for which we cannot rely on the state. Private initiative is what fuels growth and not the state as our politicians seem to think. But for there to be private initiative and investment the economy needs to be put on a healthy basis. This is what the troika measures are aimed at - making the economy healthy, which then creates the condition for real investment and growth. The economy will not return to a healthy state overnight as time is needed for the treatment advised by our lenders to work. The period of the treatment may seem long, but without the patient getting healthy again, the growth and development everyone is clamouring for will not materialise.

“T

here is no middle ground, no dialogue before (Egyptian President Mohamed Mursi) rescinds this declaration,” said pro-democracy advocate and Nobel Peace Prize winner Muhammed ElBaradei. “There is no room for dialogue when a dictator imposes the most oppressive, abhorrent measures and then says ‘let us split the difference’.” Mursi won last June’s presidential election fair and square, but many Egyptians really are frightened that his decree of November 22 sweeps aside the democratic gains of last year’s revolution. The decree gives him absolute power, although he swears it is only for a limited time. Mursi was already governing by decree pending a new parliamentary election, since the courts had dissolved the lower house of parliament because the election was flawed. His latest decree declares that the courts cannot challenge any of his edicts until that new election takes place. The decree also states that he can take any steps necessary to defeat undefined “threats to the revolution” – and nobody can ask the courts to decide whether those steps are legal and justifiable. In theory, at least, Mursi has given himself greater powers than the former dictator, Hosni Mubarak, ever possessed. This is as puzzling as it is alarming, since nothing in Mursi’s previous history suggests that he wants to be Egypt’s next dictator. He is a prominent member of the Muslim Brotherhood and shares its conservative social and religious values, but that organisation, the mainstay of opposition to Egypt’s military dictators during half a century of tyranny, has moved a long way from its radical and sometimes violent origins. So is Mursi a wolf in sheep’s clothing, just waiting for the chance to impose Islamic rule on everybody, including liberals, Christians, and secular Egyptians? How else can you explain what he has just done? The answer matters, because if Egypt, by far the most popu-

Mursi’s edict has been met with impassioned protests in Egypt’s streets lous Arab country (90 million people), succumbs to a new tyranny, then the whole “Arab Spring” was just a brief illusion. Mursi’s actions are wrong, but he is not actually aiming at a dictatorship. He just wants to thwart the Supreme Judicial Council, made up of judges who almost all date from the Mubarak era, which had already dismissed the first body charged with writing a new constitution. There were indications that it might be about to dissolve the second one on the same grounds. The grounds were legally sound, for the first assembly chosen by parliament included a large number of MPs who belonged to the Islamic parties, although the law said that members of parliament could not themselves sit in the Constituent Assembly. A second Constituent Assembly, chosen in June, once again included members of parliament in clear defiance of the law, which is why it is facing further court challenges. In the last month or so, the prospect that this new body will produce a constitution based mainly on Islamic law led most of the secular and Christian elements to withdraw. That deprived it of a voting quorum, but the remaining members, including many MPs

linked to the Muslim Brotherhood, carried on regardless, so there was a growing probability that a new court ruling would dismiss this assembly too. At the time of writing, Mursi had not only given himself supreme powers beyond the ability of the courts to challenge, but had specifically forbidden the Supreme Judicial Council to dismiss the second Constituent Assembly. He had also given that assembly an extra two months to finish writing the constitution, after which it would have to be approved by referendum. Only then (perhaps next May) would a new lower house of parliament be elected – and once the constitution is in place and the subsequent election is past, Mursi has promised, he will relinquish his extraordinary powers. But by then Egypt would have an Islamic constitution, and almost certainly a lower house of parliament dominated by the Islamic parties. What is happening now, therefore, is not the rise of a new dictatorship but rather a ruthless political manoeuvre aimed at creating a democratic but Islamic Egypt. Naturally, it frightens a large proportion of the 49 per cent of Egyptians who voted against Mursi in the presidential election earlier this year, and it absolutely

terrifies the country’s 8 million Christians. Mursi’s edict has been met with impassioned protest in the streets, and the formation of a National Salvation Front aimed at uniting all non-Islamist groups to force Mursi to rescind his edicts. Its leaders include three of the candidates who ran against Mursi in the election earlier this year. But that may not be enough. The truth is that the elections produced a parliamentary majority and a president who want to impose Islamic law, and that its opponents are using various legal devices in an attempt to stop the process. UN talks seen falling short in spite of fears for climate

Harmful greenhouse gases reach record high

Nations seek to extend Kyoto protocol, despite dwindling support

THE amount of greenhouse gases in the atmosphere reached a record high last year, the World Meteorological Organisation said. Levels of the most important greenhouse gas, carbon dioxide, were at more than 390 parts per million (ppm) in 2011, compared to 280ppm before the start of the era of the Industrial Revolution in 1750, an increase of around 40 per cent. The WMO also said that between 1990 and 2011 there was a 30 per cent increase in the warming effect on the climate because of carbon dioxide and other heat-trapping gases such as methane and nitrous oxide in the atmosphere. The international body said some 375 billion tonnes of carbon had been released into the atmosphere since the start of the Industrial Revolution, mostly through burning fossil fuels.

DESPITE mounting alarm about climate change, almost 200 nations meeting in Doha from yesterday are likely to pay little more than lip service to the need to rein in rising greenhouse gas emissions. A likely failure to agree a meaningful extension of the UN’s Kyoto Protocol, a legally binding plan for cutting emissions by developed nations, would also undercut work on a new deal meant to unite rich and poor in fighting global warming from 2020. “The situation is very urgent... We can no longer say that climate change is tomorrow’s problem,” Andrew Steer, president of the Washington-based World Resources Institute thinktank, said of the November 26-December 7 talks in Qatar. centre in Qatar - the first OPEC state to host the annual talks and the nation with the world’s highest per capita greenhouse gas emissions, roughly three times those of the average American. To keep up climate action, most countries favour extending the 1997 Kyoto pact, which binds developed nations to cut greenhouse gas emissions by an average 5.2 per cent below 1990 levels between the years 2008 and 2012. But Russia, Japan and

Canada have pulled out in recent years, meaning that Kyoto backers are down to a core led by the European Union and Australia that account for about 14 per cent of world emissions. The defectors say it is meaningless to extend cuts under Kyoto when big emerging countries, led by China, India, Brazil and South Africa, have no curbs on rising emissions. The United States never ratified Kyoto, for similar reasons. Developing countries and Kyoto backers say it is vital

that developed nations lead the way towards the new worldwide accord meant to be negotiated by the end of 2015 and to start up in 2020. The EU said it would not deepen its own goal at Doha, of a 20 per cent cut in emissions below 1990 levels by 2020, to an alternative of a 30 per cent cut if other rich nations also act. “We will... keep the door open to go further, to 30 per cent, even if that is not going to happen this year,” said EU Artur Runge-Metzger of the EU Commission.

The measurements have shown a steady rise. 1988 - The United Nations sets up the Intergovernmental Panel on Climate Change (IPCC) to assess the scientific evidence. 1992 - World leaders agree the UN Framework Convention on Climate Change, which sets a non-binding goal

of stabilising greenhouse gas emissions by 2000 at 1990 levels - a target not met overall. 1997 - The Kyoto Protocol is agreed in Japan; developed nations agree to cut their greenhouse gas emissions on average by at least 5 per cent below 1990 levels by 2008-12. The United States stays out of the deal. 2007 - The IPCC says it is at least 90 per cent certain that humans are to blame for most of the warming trend of the past 50 years. It also says signs that the

planet is warming are “unequivocal”. 2009 - A conference of 193 countries agrees to “take note” of a new Copenhagen Accord to fight climate change, after UN talks in Denmark. The accord is not legally binding and does not commit countries to agree a binding successor to the Kyoto Protocol when its first stage ends in 2012. 2011 - UN climate talks in Durban, South Africa, agree to negotiate a new accord by 2015 that is “applicable to all” and will come into force from 2020.

Around half the carbon dioxide remains in the atmosphere, raising CO2 levels to the record highs seen last year. The other half has been absorbed back into “carbon sinks” such as the oceans and forests, but the WMO warns that the process will not necessarily continue in the future. WMO secretary general Michel Jarraud said: “These billions of tonnes of additional carbon dioxide will remain there for centuries, causing our planet to warm further and impacting on all aspects of life on Earth. “Future emissions will only compound the situation. “Until now, carbon sinks have absorbed nearly half of the carbon dioxide emitted in the atmosphere, but this will not necessarily continue in the future.” He said oceans were already becoming more acidic as a result of absorbing more carbon dioxide, with potential repercussions for underwater life and coral reefs, and called for a boost to monitoring and scientific knowledge to understand the impacts rising greenhouse gases were having on natural systems.

The beetle that ‘altered Canada’s climate’ Sea snails show impact of more acidic ocean A DESTRUCTIVE beetle has altered the climate in Canada, research has shown. The mountain pine beetle has increased summer temperatures in British Columbia by around 1C by wiping out vast areas of forest. By reducing the amount of water pumped into the air by vegetation, the beetle has had as big an impact on local climate as forest fires, say scientists. The warming has resulted from the sun’s energy heating up the ground surface instead being used up evaporating water. Ultimately, the change in surface energy bal-

ance could alter cloud formation and rainfall, said the researchers writing in the journal Nature Geoscience. Over the past decade, infestation by the beetle has affected almost 20 per cent of the whole of provincial British Columbia, a region of some 170,000 square kilometres of pine forest. Scientists made the link between the beetle attacks and climate after studying satellite data. They found that throughout the affected forest, the beetle had reduced summer evapotranspiration - the movement of water from the ground to the atmosphere by plants - by 19 per cent.

THE shells of some marine snails in the seas around Antarctica are dissolving as the water becomes more acidic, threatening the food chain, a study published in the journal Nature Geoscience said. Oceans soak up about a quarter of the carbon dioxide released into the atmosphere each year and as CO2 levels in the atmosphere increase from burning fossil fuels, so do ocean levels, making seas more acidic. Ocean acidification is one of the effects of climate change and threatens coral reefs,

marine ecosystems and wildlife. The shell of the pteropod sea snail in the Southern Ocean was severely dissolved by more acidic surface water, the researchers from the British Antarctic Survey, Royal Netherlands Institute for Sea Research, the US National Oceanic and Atmospheric Administration and other institutions found. And although the snails did not necessarily die, it increased their vulnerability to predators and infection which could affect other parts of the food chain.

Review Theatre Open Arts with a cherry on top TWO years ago, Open Arts blew audiences away with their first site-specific show, A Midsummer Night’s Dream. A phenomenon for Cyprus theatre, the production led spectators through an old house, across a street and into a large open field with a series of fantastically authentic settings appearing through the darkness… as if by magic. The mind-blowing experience left much anticipation for the company’s follow-up show, Chekhov’s The Cherry Orchard, running until Friday at Tivoli Luna Park. The choice of location may seem random for a Chekhov piece, but there is method to this madness. The Luna Park which coloured so many Cypriot childhoods is now facing closure, in much the same way that the ‘Cherry Orchard’ featured in the play faces bankruptcy and destruction. The cameo appearance of Tivoli’s owner, Periklis Christofides, beaming with pride despite his imminent loss as he drove the actors around in the Luna Park s tr Park’s train, was truly beautifu beautiful, and brought tears to many audience m members who recog recognised his face. Credit must also be given to set and costume designers Lydia Mandridou and Marina Hadjilouka, for their Lady Gaga style approach to each character’s image. Yet despite the merit of all of these elements, and the novelty of an evening spent chasing actors around a Luna Park, the production failed to meet the standards of its predecessor. At times the connection between the Russian story and the surrounding bumper cars made little sense, and the evening was further dampened by the cold night air. Kasiou has proven to us not only that site-specific theatre can work in Cyprus, but that it can be extremely popular (shows are sold-out every night). But the experience is undoubtedly more pleasant on a warm summer evening, and in an environment where the plot and the surroundings form an indubitable match. Nevertheless, Open Arts is definitely a company to watch. And if you’re lucky, you might be able to snatch a place for the final performances of The Cherry Orchard this week. In an unprecedented effort to make this material available to the widest possible audience, historians are seeking items from the general public associated with the War to share via the internet. The Ministry of Education and Culture and the Cyprus Library have joined forces with Europeana, Europe’s digital museum, library and archive, to gather and share personal stories from 1914-1918. So far, Europeana 1914-1918 has collected 45,000 photographs, objects, letters and diaries from WWI, including a life-saving Bible, the first-hand testimony of a centenarian, and a postcard from a 27-year-old soldier named Adolf Hitler, which suggests that the future dictator had problems with his teeth and his spelling. Following a series of successful roadshows across Germany, England, Ireland, Luxembourg, Slovenia and Denmark, the spotlight falls on Cyprus where the next roadshow will be held at Cultural Services of the Ministry of Education and Culture Culture, in Nicosia this weekend. Saudi reforms detour thr Religion in Saudi Arabia does not show much tolerance

HE ROAD to reform in Saudi Arabia is long and winding. In the rigidly restricted field of religion, the path is so circuitous that part of it even runs through traditionally Catholic countries like Austria and Spain. Yesterday, a pioneering Saudi-backed centre for worldwide interfaith dialogue was due to open in a baroque palace on Vienna’s elegant Ringstrasse boulevard. Riyadh paid for the building and will foot the centre’s budget for the first three years. Such largesse from a country often ranked as one of the most religiously repressive has stirred suspicion and protest in Vienna, where critics accuse the Saudis of everything from hypocrisy to plotting to spread radical Islam in the Alps. But the centre has supporters in unexpected places, most notably in Israel. Rab-

mittee (AJC). “It is an essential stage in King Abdullah’s efforts to change Saudi Arabia itself,” the Jerusalem-based rabbi said. “If there are possibilities of good things coming from this, we have to give it a try.” The new head of the centre said other faiths would play into the hands of Saudi hardliners if they refused to join before Riyadh made changes like letting Christian church-

es open there. “There are 1,000 extremists just waiting to hear that,” said Faisal bin Abdulrahman bin Muaammar, a former Saudi vice-minister of education. He has led the National Dialogue Centre set up in 2003 after a series of bombings convinced Riyadh it had a problem with domestic Islamist militants. “The only way to deal with this is dialogue,” he said, stressing the centre will be an international organisation. Considered a reformer in the arch-conservative Saudi power structure, King Abdullah, believed to be about 89, has been slowly trying to get his kingdom used to the idea - foreign to many in the powerful religious establishment - of co-operating with other faiths. The idea is daring in a country where many clerics have no experience of other faiths and preachers and teachers have traditionally denounced non-Muslims as infidels. But the radicalisation of young Saudis raised in this blinkered atmosphere rang alarm bells in Riyadh, where the king and his aides decided a cautious opening on the religious front was needed as an antidote to intolerance. Abdullah started by hosting a meeting of the Organisation of Islamic Co-operation (OIC) in Mecca in 2005 that endorsed interfaith dialogue to redress “the existing lack of mutual understanding among cultures and civilisations”. He visited Pope Benedict at the Vatican in 2007, a first for a Saudi king. The following year, he convened 500 Muslim religious leaders in Mecca including former President Akbar Hashemi Rafsanjani of rival Shi’ite Iran - to give their blessing to large-scale talks with leaders of other faiths. Saudi Arabia then hastily arranged a major multi religious conference in Madrid in July 2008, where the king openly met Christian, Jewish, Hindu and Buddhist leaders. This meeting was not only

Although launched by Riyadh and named the King Abdullah International Centre for Interfaith and Intercultural Dialogue (KAICIID), bin Muaammar stressed it is not a Saudi entity. “This is an international institution,” he said. “About 70 per cent of the world’s re-

treaty must have three Christians, three Muslims, a Jew, a Hindu and a Buddhist. Both the three sponsoring states, which appoint the board and approve its budget and projects, and the board of directors will take their decisions by majority vote, a provision that ensures Riyadh cannot control the centre unilaterally. Saudi Arabia has footed the start-up bills - about €15 million for the Sturany Palace building, the former library for Vienna University’s theol-

ogy faculty, and €10-15 million annually for the first three years. But the centre will have to finance itself after that. Although bin Muaammar is a Saudi, there is no statute saying the secretary general must be from the kingdom. The centre plans initial work in three fields. Its Image of the Other programme will have experts study how other faiths are portrayed in their media and education, with an eye to improving schoolbooks and public perceptions of religions. A fellowship programme will bring young leaders from all religions together for three to four months in Vienna to study selected issues and learn how each faith deals with them. A programme with the United Nations Children’s Fund (UNICEF) will involve religious leaders in Africa in efforts to support health projects for children, which militants sometimes sabotage by telling people their religion forbids them. Given its multifaith approach, Rosen said the centre had the potential to address not only global issues such as education and health but also bring religious authority, especially from the Muslim world, to bear on social and political issues. “It hopes to contribute to make religion part of the solution where very often it is part of the problem,” he said. “I’m referring specifically to places of conflict... and that includes in particular the Holy Land.” Another board member, Metropolitan Emmanuel of the Greek Orthodox Church, said the centre could be “an opportunity for Muslim communities around the world to get better acquainted with other religions”. Austrian media have given the centre a frosty welcome, some going so far as to portray it as a front to spread radical Islam in the Alpine republic, and several opposition politicians have repeatedly criticised the government for supporting it. Alev Korun, a Green Party deputy in the Austrian parliament, said Riyadh’s ban on practising other religions beside Islam in Saudi Arabia

Will she “help her students through their own crises” and perhaps fall in love with a hunky colleague? “Doubt + Hope + Fate = Love,” claims the trailer, spelling it out for the Barbies of the world. An Invisible Sign (LTV3, 20.15) Some may recall the fuss, back in the 90s, when Barbie dolls were programmed to say “Maths is hard” (actually “math”, as per the weird Americanism) - reinforcing ugly stereotypes about girls and math(s) being incompatible, said the critics. Those critics will be happy with Jessica Alba, who’s something of a maths whiz in this straight-to-video drama: “To the world, they were just numbers. To me, they were invisible signs,” she sighs happily while she’s still a child, incidentally explaining the title - but in fact Jess is problematic, using maths as an escape after her dad falls ill, turning into an unemployed loner and (finally) getting a job as a maths teacher at her old primary school. Anthony Hopkins will be Alfred Hitchcock soon (Hitchcock comes out next week in the US) - but he was Pablo Picasso in this so-so biopic, based on a book called Picasso: Creator and Destroyer. The book was quite harsh, viewing the great artist (but flawed human being) through the eyes of Francoise Gilot - the

longest-lasting of his many mistresses, and mother of two of his children - but the film is softer, its Picasso unsentimental but not especially unfeeling. He points out an owl devouring a cat to the much younger Gilot (Natascha McElhone), and of course she’s very shocked and distraught - but he’s not trying to shock her, merely trying to illustrate the struggle of existence; this Picasso is a force of Nature, the only problem being that the film has no real take on him apart from that. Hopkins is reduced to doing ‘Life Force’, a performance - all grimace and gesticulation - that often seems less like a great Artist than a particularly enthusiastic English teacher; hopefully his Master of Suspense will be less embarrassing. SOUTH Korean rap star Psy’s music video Gangnam Style became the most watched item ever posted to YouTube over the weekend with more than 823 million views, racing past Canadian teen star Justin Bieber’s two-year-old video for his song Baby which yesterday had 805 million hits The milestone was the latest pop culture victory for Psy, 34, a portly rap singer known for his slicked-back hair and comic dance style who has become one of the most unlikely global stars of 2012. Psy succeeded with a video that generated countless parodies and became a media sensation. He gained more fame outside his native country than the more polished singers in South Korea’s so-called K-Pop style who have sought to win international audiences. Gangnam Style was first posted to YouTube in July, and by the following month it began to show huge popularity on YouTube with audiences outside of South Korea. “It’s been a massive hit at a global level unlike anything we’ve ever seen before,” said the YouTube blog. The blog also said the “velocity” of the video’s popularity has been unprecedented for YouTube. In his Gangnam Style video the outlandishly dressed, sunglass-wearing Psy raps in Korean and dances in the style of an upper-crust person riding an invisible horse. The song is named after

THE Rolling Stones turned back the clock in style on Sunday with their first concert in five years, strutting and swaggering their way through hit after familiar hit to celebrate 50 years in business. Before a packed crowd of 20,000 at London’s O2 Arena, they banished doubts that age may have slowed down one of the world’s greatest rock and roll bands, as lead singer Mick Jagger launched into I Wanna Be Your Man. More than two hours of high-octane, blues-infused rock later, and they were still going strong with an impressive encore comprising You Can’t Always Get What You Want and Jumpin’ Jack Flash. In between there were guest appearances from American R&B singersongwriter Mary J. Blige, who delivered a rousing duet with Jagger on Gimme Shelter and guitarist Jeff Beck who provided the power chords for I’m Going Down. Former Rolling Stones Bill Wyman and Mick Taylor were also back in the fold, performing with the regular quartet of Jagger, Ronnie Wood and Keith Richards on guitar and Charlie Watts on drums for the first time in 20 years. “It took us 50 years to get from Dartford to Greenwich!” said Jagger, referring to their roots just a few miles from the venue in southeast London. “But you know, we made it. What’s even more amazing is that you’re still coming to see us...we can’t thank you enough.” The Sunday night gig was the first of two at the O2 Arena before the band crosses the Atlantic to play three dates in the United States. The mini-tour is the culmination of a busy few months of events, rehearsals and recordings to mark 50 years since the rockers first took to the stage at the Marquee Club on London’s Oxford Street in July, 1962. There has been a photo album, two new songs, a music video, a documentary film, a blitz of media appearances and a handful of warm-up gigs in Paris. The reunion nearly did not happen. One factor behind the long break since their record-breaking A Bigger Bang tour in 2007 has been Wood’s struggle with alcohol addiction, while Jagger and Richards also fell out over comments the guitarist made about the singer in a 2010 autobiography. But they eventually buried the hatchet, and Richards joked in a recent interview: “We can’t get divorced we’re doing it for the kids!”

Psy, whose real name is Park Jai-sang, is no stranger to wealth as his father is chairman of a South Korean semiconductor company. His parents sent him to business school in the United States but he confesses that he bought musical instruments with his tuition money. He later graduated

from Berklee College of Music in Boston and won fame in South Korea with his 2001 debut album. The viral success of Gangnam Style on YouTube also has translated into strong record sales. In late September, the song jumped to the top of the British pop charts and it also has sold well in other countries. Popular parodies of the Gangnam Style video included one featuring the

University of Oregon’s duck mascot, and another done in the Star Trek language Klingon. The official YouTube view count for Gangnam Style represents only the figure for the original video posted to the site, but copycat versions, parodies and videos by people commenting on the song have been posted to the site and elsewhere on the Web. Counting all those differ-

ent versions, Gangnam Style and its related videos have more than 2.2 billion views across the Internet, said Matt Fiorentino, spokesman for the online video tracking firm Visible Measures. “Without the dance, I don’t think it would have been as big as it is,” Fiorentino said. “And the other thing is, Psy has a unique sense of humour which comes through in the video. He doesn’t take himself too seriously.”

Narnia author CS Lewis to be Rihanna equals Madonna record honoured at Poets’ Corner CHRONICLES of Narnia creator C.S. Lewis will be honoured next year with a memorial stone in Poets’ Corner at Westminster Abbey in central London. The novelist, poet, essayist and literary critic will join the likes of Geoffrey Chaucer, William Shakespeare, Charles Dickens and Thomas Hardy who are either buried or commemorated in the famous location. The memorial will be dedicated at a special service to be held on November 22, 2013, the 50th anniversary of Lewis’ death at the age of 64. He was buried in Oxford. Vernon White, Canon Theologian at Westminster Abbey, called Lewis “an extraordinarily imaginative and rigorous thinker and writer who was able to convey the Christian faith in a way that made it both credible and attractive to a wide range of people. “He has had an enduring and growing influence in our national life,” White added. Lewis is best known for his Narnia children’s fantasy series about the adventures of a group of children who stumble across a magical world where they encounter the talking lion Aslan and the evil White Witch among others. The most famous was The Lion, the Witch and the Wardrobe published in 1950, and the seven-book series as a whole has sold over 100 million copies and been adapted for radio, television, stage and film. Lewis’ other works include The Screwtape Letters, and Westminster Abbey described his Mere Christianity as “a classic of Christian apologetics, seeking to explain the fundamental Christian teachings to a general audience.” Lewis was born in Belfast in 1898 and won a scholarship to study at Oxford University in 1916.

By Matt Barker AC Milan eased the pressure on coach Massimiliano Allegri with a 1-0 win over Juventus on Sunday, inflicting the Serie A leaders’ second defeat in quick succession thanks to a controversial Robhino penalty. The Juve loss came three weeks after their 49-match unbeaten record ended with a 3-1 home defeat by arch-rivals Inter Milan. For AC Milan, the win completed an impressive week in which the Rossoneri also sealed qualification for the knockout stages of the Champions League. Former Milan striker Marco van Basten was a guest of honour at San Siro, though not, according to club vicepresident Adriano Galliani, with an eye on replacing Allegri. An unconventional-looking front three of Robinho, Stephan El Shaarawy and Kevin Prince Boateng, pushed up from midfield, combined well to inspire’s Milan’s win. Juventus found it difficult to deal with Milan’s pressing play and went behind just before the half hour mark when the ball appeared to strike Mauricio Isla’s outstretched arm from Antonio Nocerino’s header, although replays suggested it hit the Chilean’s body.

Just four days after a Spurs fan was stabbed before Tottenham’s game against Lazio, West Ham fans aimed a flurry of deeply offensive chants towards the home support about the attack. “Viva Lazio”, “Can we stab you every week” and the name of Lazio icon Paolo Di Canio were heard from the away end during the game, which was settled by a brace from Jermain Defoe. Hammers fans were also heard hissing - mimicking the gassing of Jews in the Holocaust - throughout the game and some Spurs fans reported on Twitter that Adolf Hitler’s name was chanted by the away support. Given Spurs’ links with the Jewish community, and the

anti-Semitic attack on Ashley Mills in midweek, Sunday’s chants from West Ham fans sparked outrage among the Tottenham faithful, who have been subjected to hissing from away fans before. Villas-Boas and his opposite number Sam Allardyce refused to comment in detail about the chants - mainly because they said they did not hear them. “I prefer not to mar the performance with a situation like this,” Villas-Boas said in his post-match press conference. “You know the animosity there is between Tottenham and West Ham and as long as it doesn’t reach stupidity it is a great, great rivalry of two London clubs. “It would be extremely unfair for me to mar the performance of the players but understanding that a couple of situations are avoidable but we can’t decipher the true meaning of what they were saying.” Allardyce said he would not comment on the matter until

he had fully heard what the away supporters sang during the game. “I didn’t hear it,” the West Ham boss said. “I don’t hear what the fans say or do when I’m concentrating as a manager on a game of football. “They shouldn’t be doing things like that, it is the least of my worries at the minute isn’t it. “What do you want me to say? If I didn’t hear it I can’t condemn it can I? “I will wait and look at it myself and make a comment once I have listened to what they have said. “I don’t want to be a political animal, I’m here to talk about football and not what fans are saying and singing.” The chants overshadowed Tottenham’s best home performance of the season. Vettel denounces ‘dirty tricks’ after triple crown By Alan Baldwin IT all came good for Sebastian Vettel just when it all seemed to be going wrong on Sunday in a Brazilian Grand Prix that turned the Red Bull driver into Formula One’s youngest triple world champion. In the immediate aftermath of his title triumph, the 25-year-old German alluded to ‘dirty tricks’ against him and his team earlier in the season but he had far more immediate concerns at Interlagos. “I think everything that could go wrong, went wrong,” he said of a race that saw him start in fourth place, go to the back of the field after a fourth-corner collision that left him facing the wrong direction, and finish sixth. As the champion turned around and fought back, Ferrari title rival Fernando Alonso moved into a position that would have handed him a third title if the race had ended that way. The floor of the Red Bull was damaged and Vettel was unable to communicate through the car-to-team radio, a problem that led to others on a wet and chaotic afternoon. “We did the pitstop probably at the wrong time - I went on another set of drys and a lap later it started to rain - I came in for inters and the inters weren’t ready because we had no radio communication, they couldn’t hear me,” explained Vettel. “It was a very tough race but we were present all the time, we remained ourselves throughout the whole year even though people did some things that we would never consider to do,” he added. “A lot of people tried to play dirty tricks but we did not get distracted by that and kept going our way and all the guys gave a big push right to the end.”

It was not immediately clear what he was referring to. Some saw it as a reference to destabilising rumours earlier in the year that Vettel had an agreement to move to Ferrari, others to Ferrari tactics favouring Alonso or questions about the legality of the Red Bull. “People tried everything, inside the lines and outside the lines, to beat us and the amount of questions we had to deal with, stuff we had to deal with throughout the season, didn’t make our life easier,” he said. For his part, Alonso looked on the bright side of things despite missing out on what would have been his third title: “That is the best thing for me, to feel proud of myself. It was by far the best season of my career and I will remember this 2012 like some dream season,” added the 31-yearold. “Obviously we didn’t achieve the points to win the title but I won so many things this year: So much respect from everybody.” Only two other champions have ever won three titles in a row - the late Argentine Juan Manuel Fangio and seven-time champion Michael Schumacher, now 43 and a good friend of his younger compatriot. Schumacher finished seventh in his final race with Mercedes before retiring. Vettel, who admitted to pre-race nerves, also became only the ninth triple champion and he was keenly aware of what he had achieved. “To get told was unbelievable. Unfortunately, the guys couldn’t hear my answer because the radio was broken,” he grinned. “We are in Sao Paulo, the place where (triple champion) Ayrton Senna was born and came from and where he is buried. To come here and win the championship for the third time ... I don’t know what to say.”

S far as ringing endorsements go, Chelsea’s new interim manager Rafael Benitez would have got a better reception had he walked out at Stamford Bridge to announce his resignation. The Premier League club’s ninth manager of the Roman Abramovich era was afforded the kind of hostile welcome on Sunday normally reserved for the managers, players and fans of bitter rivals. But these are no ordinary days at Chelsea and Benitez, thanks to his stint as Liverpool manager when he aimed a few barbs towards the capital club, is not one of their own. Nor from the jeers that serenaded his arrival in place of the popular Roberto Di Matteo will he ever be. Di Matteo won the Champions League and FA Cup after taking charge last season, but a dip in form in this campaign and probable Champions League exit cost the Italian his job on Wednesday. Benitez has the rest of this season to convince Abramovich of his credentials and although a 0-0 start against unbeaten Manchester City at least gave the 52-year-old something to build on, an uneventful match provided an uncomfortable backdrop. Chants of “One Di Matteo” and “Rafa Benitez, we don’t want you here” echoed around the stadium time and time again in a dull first half. City fans rubbed it in, taunting the Spaniard with cries of “sacked in the morning” before in the 16th minute to mark Di Matteo’s squad number during his time as a player - Chelsea fans again burst into song in praise of the departed Italian. Benitez, dressed in smart suit and blue tie, said he was unmoved by the jeers, but acknowledged success would be the only way to silence the critics. “I am a professional, I will try to do my best. I am sure we will win games and we will win the games together,” he told a news conference.

“I have been here in England for eight years - I have heard a lot of things - the good thing is I don’t understand the things people sing. When the fans are singing - home fans or away fans - I don’t care...I am just focused on the game. “I want to change their (Chelsea fans) perception. How? Working hard, do my best and win games. If we start performing, if we start winning games they will come on board. The manager wants to win every game, and so do the fans, so we will

win together.” Chelsea, who host Fulham on Wednesday, have gone five league games without a win but Benitez said he could take positives from the performance against City, pointing out that he needed to restore confidence to a side who appear to have lost the winning habit. “Now is the beginning, it wasn’t easy, hopefully the next one will be easier,” he said. “The team worked very hard, you could see all of them were together...we didn’t make too many mistakes...some situations in the past maybe they lost a bit of concentration. “It was a clean sheet...and you have some positives but I’m not 100 percent satisfied because you want to win.”
