AWMAKERS yesterday demanded to know the names of people – including bank executives, board members and politicians – who may have received preferential treatment in securing loans, as part of a probe into the operations of the financial sector. MPs also want to know who had their loans written off and whether any bank board members were also linked to companies. Attorney-general Petros Clerides suggested that it would be “practically impossible” for the information to be put together. “Do you really expect the Central Bank (CB) or the finance ministry to give you a list that includes all those who got loans at lower interest rates from the CB, Bank of Cyprus, Popular bank, Hellenic Bank or their village cooperatives?” Clerides said. He wondered rhetorically if it would be possible for authorities to find out from the Agros cooperative whether his motherin-law’s fourth niece had received preferential treatment in securing a loan. Independent MP Zacharias Koulias replied that they only wanted the information concerning Bank of Cyprus and Popular, because, they received state assistance (only Popular has received state support). Clerides pointed out it was wrong anyway. “Is it not wrong for someone to get preferential treatment at any other bank?” Clerides said.
Lawmakers asked dozens of questions and also made allegations and insinuations, which remained unanswered. Committee chairman, EVROKO MP, Demetris Syllouris said all questions will be put in writing and officials can respond at a next meeting, which will take place behind closed doors. Meanwhile, serious allegations were left lingering. DISY MP Sophocles Hadjiyiannis asked if rumours were true that a member of the team carrying out an audit of the banks’ loan portfolios had worked as an advisor in various bank administrations and whether a member of another organisation – investigating why banks sought state support – was close to an (unnamed) banker who affected the sector. AKEL on the other hand took a shot at former CB governor Athanasios Orphanides who allegedly received loans with a zero to 1.0 per cent interest rate. AKEL MP Pambos Papageorgiou asked whether Orphanides had returned two laptop hard drives he had taken with him after he left the position. “Will the CB examine the legality of the loans?” AKEL lawmaker Irini Charalambidou said afterwards. “We want to know if he will return the two drives and if it is considered a criminal offence if he does not.” The Cyprus Mail understands that the loan Orphanides received was to buy a house. Seemingly clueless as to the real nature of The Onion’s tongue-in-cheek award for Kim, the People’s Daily splashed fullpage photographs of the portly young leader riding horses, clapping his hands, waving and clasping children’s cheeks on his tours around North Korea. “With his devastatingly handsome, round face, his boyish charm, and his strong, sturdy frame, this Pyongyangbred heartthrob is every woman’s
dream come true,” the English online edition of the People’s Daily quoted The Onion as saying. “Blessed with an air of power that masks an unmistakable cute, cuddly side, Kim made this newspaper’s editorial board swoon with his impeccable fashion sense, chic short hairstyle, and, of course, that famous smile.” The People’s Daily is the mouthpiece of China’s ruling Communist Party and because it is widely believed to broadly reflect thinking within the Chinese government, it is among the better regarded newspapers in the country. “He has that rare ability to somehow be completely adorable and completely
macho at the same time,” the People’s Daily quoted Marissa Blake-Zweiber, an Onion editor, as saying. A time stamp on the Onion website suggests it had published its satire piece on Kim earlier this month. The Onion said previous winners of its ‘Sexiest Man Alive’ award include Syrian President Bashar al-Assad, who is fighting an uprising against his rule, and financial swindler Bernie Madoff, who is serving a 150-year prison sentence. China is Pyongyang’s only major ally, with Beijing concerned a political or economic collapse in North Korea could send a wave of refugees to its poor northeast.

REVENUE collected by the taxman dropped 1.0 per cent during the first ten months of this year compared to the same period last year, data showed yesterday. Between January and October the Inland Revenue Department (IRD) collected €1.57 billion, compared to €1.58 billion during the same period of 2011 On a monthly basis, IRD collections dropped in October 2012 by 11.11 per cent or €23 million, to €184 million, from €207 million in September this year. In August, IRD collections reached €198.29 million. However, on a year-to-year basis, IRD collections just for October recorded an increase of 37.3 per cent, reaching €184 million from €134 million in October 2011. Collections for January-October 2012 from the income tax of civil servants and the broader public sector recorded a drop of 5 per cent to €164.78 million, from
€173.53 million in the first ten months of last year. Revenue from the income tax of private sector employees recorded a 4.0 per cent increase during the first ten months of 2012, reaching €297.18 million from €286.62 million last year, while collections from the income tax of selfemployed persons recorded an increase of 59 per cent, reaching €72.12 million, from €45.28 million for the same period in 2011. Collections from corporate tax dropped during the first ten months of 2012 by 3.0 per cent to €547.40 million, from €566.23 million in the respective period of 2011. Furthermore, IRD collections from the extraordinary contribution to defence dropped during the period JanuaryOctober 2012 by 3.0 per cent, to €351.27 million, from €363.07 million during the respective period last year, while collections from various other taxes rose by 58 per cent, reaching €5.96 million, com-
pared to €3.78 million in the same period of 2011. Collections from the tax on capital gains recorded a significant drop of 22 per cent to €47.20 million, from €60.46 million during the respective period of 2011. IRD income from stamps recorded a drop of 15 per cent to €30.03 million from €35.20 million in the period January-October 2011, while collections from other charges dropped by 53 per cent to €20.32 million, from €43.18 million. Collections from property tax increased by 85 per cent to €20.94 million, from €11.34 million. The total IRD income during the first ten months of 2012 also included collections worth €18.95 million from the extraordinary contribution of the private and public sector to the state, as well as collections worth €3.59 million from the contribution of the public sector for pensions.
Shipping industry manages to defy the crisis By Peter Stevenson REVENUE from ship management came to €435 million during the first six months of 2012 according to statistics gathered by the Central Bank. This represents five per cent of Cyprus’ GDP and is a two per cent rise from the same period in 2011. This is despite the global financial crisis, the bank said. There was a large increase in revenue during 2008 and a subsequent decline in 2009 and 2010, following the beginning of the global financial crisis. Despite this decline, revenues increased again in 2011, as the industry is more dependent on countries that were less affected by the crisis than Europe. During the first half of 2012, the ship management industry in Cyprus increased its revenues to €435 million. This represents a two per cent increase when compared with the results of the second half of 2011 (€428 million). The size of the industry, not in value added terms but as turnover, rose to five per cent of the country’s GDP, which is the highest percentage that has been observed during the last two years. It is expected that ship registrations will increase following the recent policy changes
in taxation and flag benefits by the government. This tax is considered by shipping agents to be one of the most competitive in Europe. The industry in Cyprus is relatively concentrated with 30 per cent of the companies accounting for 88 per cent of the industry’s revenues. Ship management services such as crew, technical and full management provided the majority of the industry’s revenues for the first half of 2012 with 66 per cent. Additional contributions were provided by freight with 17 per cent, chartering with 9.0 per cent and other services such as finance and logistics.

Thousands of small and medium businesses continue to fold

SOME 12,000 small and medium businesses (SMEs) have closed in the past four years, lawmakers heard yesterday, and these days five go out of business each day. The problems of SMEs was discussed by the House Commerce Committee, which heard that 67,000 such businesses were suffering from lack of cash flow and high interest rates, as well as the other effects of the economic crisis. MPs criticised the delay in setting up a state organisation that would guarantee low-interest loans to SMEs. Christoforou suggested it would take another year for the organisation to be up and running and it would be too late for many SMEs. The government announced last month that it would allocate some €200 million to support SMEs.

Home Unions will meet to discuss response to preliminary bailout By Stefanos Evripidou THE TOP three unions SEK, PEO and PASYDY will meet today to discuss their response to the preliminary agreement announced last week between government and international lenders over the terms of the island’s bailout. Carefully avoiding any specific mention of industrial action, the big union bosses yesterday spoke of their “dissatisfaction” with the measures agreed by the government. The measures reportedly include staggered public payroll cuts of up to 12.5 per cent, a freeze in wage indexation until 2016, fol-
lowed by a 50 per cent cut after it is restored, and taxing part of the lump sum civil servants receive upon retirement. According to yesterday’s Alithia, the government has undertaken to commission an independent study into the public service next year, and implement its findings in 2014. The focus of the study will be on: organisation, staffing, terms of employment compared with other EU countries and the private sector, and a proposal to abolish free health care in the public sector, reported Alithia. Speaking after a meeting of the union’s executive committee, SEK boss Nicos Moyseos said yesterday the aim was not to create labour unrest in the Cyprus economy. However, SEK disagrees with the preliminary agreement because it dumps

THE LATEST Greek debt deal, which avoided a second haircut on Greek bonds, has simply afforded more breathing space for Athens - and the same goes for Nicosia as well, analysts say. The Greek debt deal clinched on Monday represented a compromise of sorts. Athens gets enough money to stop the country going bust, Angela Merkel has done enough to keep Greece in the euro until after next year’s German elections. After a marathon session of the Eurogroup, the European Central Bank fended off calls for it to take a haircut on its holdings of Greek bonds. To avoid another haircut, a formula was worked out cutting the interest rate on loans to Greece, and returning some €11 billion to Athens in profits from ECB purchases of Greek government bonds. Eurozone finance ministers have also agreed to help Greece buy back its own bonds from private investors. But what would have happened to Cyprus in the event of a new write-down of Greek debt? “It depends what kind of debt you’re talking about” said Theodore Panayotou, the director of the Cyprus International Institute of Management (CIIM).
“In this particular case, what was under discussion was Greece’s debt to the ECB, which has nothing to do with Cyprus and would not have impacted us,” he explained. But we’re not out of the woods yet, he cautions. In the future the IMF and EU could decide a new haircut is necessary to make Greece’s national debt sustainable. And if that write-down should relate to private debt, then Cyprus would be in more hot water. Cypriot banks hold an estimated €20 billion to €30 billion in loans to Greek private investors - individuals and businesses. Should Greece default on these, Cypriot banks’ recapitalisation needs would soar by that amount overnight - a nightmarish scenario. On the other hand, the prospect of a Greek default always looms, although Panayotou thinks the EU would never allow that to happen. “But with Cyprus, it’s a different story. We’re not too big to fail, and we need to start grasping that,” he said. He said that certain EU countries, such as Germany and Finland, are “itching” to find a scapegoat among the debt-ridden nations that have applied for a bailout. “They’re looking to make an example out of someone. Being small in size and importance, Cyprus is a prime tar-
get. It’s up to us to stop that.” A loan from the EU/IMF would only buy Cyprus some breathing time, says Panayotou. What the island needs to do in the long term to make its debt sustainable is improve its competitiveness. Each year Malta attracts around €20 billion in direct foreign investment; by contrast, Cyprus draws just €900 million. The only remaining competitive edge Cyprus has is its low corporate tax, but that is under assault from countries like Germany, he said. Economic analyst Dr. Stelios Platis agrees that the avoidance of a Greek haircut is “not the end of the road.” To him, the real concern is whether Cyprus’ debt is sustainable. This consists of two parameters: first, whether the island can pay the interest on a loan, and second its ability to pay off the actual loan in the long term. Platis says the first part servicing the loan - is more critical. Yet even here he thinks Cyprus should be able to cope. “If a bailout comes to, say, €10 billion, with an interest of 3 per cent, that works out to €300 million a year in interest payments. Would we able to raise that €300 million? It can be done, because unlike Greece, Cyprus has scope for more cutbacks.”

No one wants to sit on the parole board Dozens of applications from convicts have been shelved due to lack of interest by retired judges By Poly Pantelides DOZENS of parole applications have been shelved because qualified individuals are not interested in serving on the parole board, the House human rights committee has heard. Earlier this week, the justice ministry informed legislators that the cabinet had not yet found anyone to replace the previous board’s members whose terms of office expired on June 24. The members of the previous board did not express an interest in carrying on citing “other obligations,” the justice ministry’s permanent secretary, Stelios Chimonas told the House.
PENDING The former parole board chairman Giorgos Mettouris told the Cyprus Mail that when he left in June, there were about 50 pending applications by convicts who wanted early release. “The reason I didn’t want to carry on is because I became tired,” said Mettouris when asked to explain why he did not continue his term in office. Mettouris, a 66-year-old Limassol resident, said he wanted to enjoy a “carefree life” without the worries and anxieties that come with being
the chairman of the parole board. But he said that he had suggested to the justice ministry to consider making law amendments so that they do not have to rely on former judges. By law, the parole board needs to include one former judge. Mettouris said that few judges retire every year, with Supreme Court judges sometimes working until the age of 68, and so it is understandable they might want to relax on retirement. “Life is short after all,” he said. Asked whether the roughly €60 per board meeting is too low a remuneration to be enticing to judges who make more on their pension, Mettouris said that to him the fee was “neither an incentive nor a disincentive”. “It was an honour to be asked to chair the board,” he said. The justice ministry told parliament this week they needed to discuss law amendments with the state legal services, but would not elaborate. The first – and so far only – board was set up in 2010 after one lifer challenged the system at the European Court of Human Rights. Until then, only the attorney-general or the President of the Republic could release prisoners early. Asked whether he or the board were threatened or intimidated by friends or families of convicts, Mettouris
said that convicts and their families were appreciative and supportive. “The truth is that the families have been very understanding,” he said adding that the central prison management even noticed that convicts were better behaved once the parole system was in place. “I was never threatened,” Mettouris said.
STRUCTURE During Mettouris’ term the board granted early release to seven convicts, rejected four and looked at well over 100 more applications filed by prisoners who did not fulfil the criteria and so were rejected outright. Mettouris said that although problems and adjustments are inevitable, “the structure is there now” for whoever wants to take over. “We started the board from scratch and successfully resolved problems such as a lack of probation officers. There was literally nothing before,” Mettouris said adding that he was sorry to go. “It was like my child,” he said. To qualify for early release, convicts need to have completed half their sentence. Lifers need to serve at least 12 years, and those serving successive sentences need to complete 25 years. The human rights committee has asked to be updated on the parole board in March.
Most don’t believe the campaign promises THE MAJORITY of people polled by TV station Ant-1 believe that none of the presidential candidates will keep their campaign promises. The poll, which Ant-1 has taken over the years during November, also confirmed that Nicos Anastasiades is still the favourite for president. According to the poll, 37.1 per cent intend to vote for Anastasiades in the
upcoming February presidential elections, a 0.2 per cent rise from a poll taken in October. Stavros Malas is in second place with 20.8 per cent, also up by 0.2 per cent and Giorgos Lillikas third with 19.6 per cent of the vote, a figure that rose by 1.9 per cent. cent were undecided, 0.6 per cent said they will vote for someone other than the three main candidates, and 3.0 per cent said they would cast a blank vote. Around 38 per cent of those polled believe that no candidate will keep their campaign promises, 29.8 per cent believe Anastasiades will keep them, 14.1 believe Lillikas will keep them and 11.3 per cent believe Malas will keep them. Asked who they felt had the best grasp of the Cyprus problem, 54.9 per cent answered Anastasia-
des, followed by 15.5 per cent for Lillikas and 11.6 for Malas. On the matter of who they believe is better informed on the economy, 46.7 per cent answered Anastasiades, 16.7 per cent answered Lillikas and 10.6 per cent, Malas. Over 12 per cent polled believe that nobody is well informed on the economy. The collection of data for the survey took place between November 13 and 23, via telephone interviews of 2,092 men and women. The choice of people who were polled was random.

A new use for disabled parking spaces
Orphanides supermarket apologises over tree blunder ORPHANIDES supermarkets yesterday removed a massive Christmas tree that was on a parking spot reserved for the disabled, a few days after a photograph of the tree did the rounds on Facebook. The tree stood outside a branch in Larnaca’s Skarinou, spanning two stories and taking up almost all of the parking spot for the disabled as well as some of the adjacent space, also reserved for disabled drivers. A photograph was widely shared on Facebook after a passer-by uploaded it a few days ago. One commenter said, “Stay classy, Cyprus” another joked, “The tree IS disabled,” while others expressed anger at the lack of respect towards the disabled. But Orphanides apologised yesterday on their Facebook page, saying the company “recognised that such an unfortunate lack of oversight could have been avoided”. “We never intended to upset or inconvenience people with disabilities,” Orphanides said. “We assure that an incident of this kind will not be repeated,” the announcement said. Orphanides said that they had moved the tree, and thanked the public for making them aware of the situation.

Justice system is facing collapse By Stefanos Evripidou THE JUSTICE system faces collapse if measures are not taken very soon to reduce the time it takes to process civil, criminal, administrative cases and appeals, the head of the Supreme Court said yesterday. Supreme Court President Petros Artemis called for the appointment of 20 new judges and the establishment of an administrative court of first instance to take some load off the highest court. In a report released yesterday, Artemis said the Supreme Court, “conscious of the serious problems afflicting the judicial service and facing the risk of the justice system in Cyprus collapsing”, appointed three of its members to study the long delays experienced in the justice system and other problems facing judges, lawyers, court staff and, by extension, members of the public. The three-member committee prepared a report with the aim of “shaking from lethargy” those who must take the necessary decisions as soon as possible to deal effectively with the deteriorating
situation before it’s too late, said Artemis. The full bench of the Supreme Court approved the report. “We understand that the recommendations contained in the report involve economic costs, but we feel, despite the crisis the country is going through, if the necessary measures are not taken in time, the system’s collapse cannot be ruled out,” said the top judge. Meanwhile, district court judges have en masse filed appeals to the Supreme Court challenging last year’s government decision to cut wages across the public sector by a small percentage. Judges are citing an article in the constitution which expressly protects judges’ salaries and benefits, instead counter-proposing a voluntarily contribution of their salary (not pension or retirement bonus) to help efforts to rein in the state payroll. According to yesterday’s report, delays in hearing civil and criminal cases in the first instance and subsequent appeals are taking on “alarming proportions”. “The Supreme Court recognises that the problem of

They argue that Supreme Court judges devote much of their time to ruling on a large number of cases of first instance when they could be focusing more on hearing criminal and civil appeals, making Cypriot case law more reliable and legally airtight.
“The proposal to establish an administrative court of first instance (which specialises in administrative law) as the most appropriate measure in the circumstances was never discussed nor was any other alternative. The creation of administrative courts will bring multiple and significant benefits. It is estimated that the time for appeals will be reduced considerably, while the preoccupation of the Supreme Court to hear appeals will contribute to the certainty of case law.” The report calls for the following measures to be adopted as soon as possible: increase the number of district court judges and judges of other courts of first instance based on the immediate and medium-term needs; create administrative courts of first instance; and, introduce stenotype machines to keep a full record of all court proceedings.

The Supreme Court judges referred to the maxim that delaying justice constitutes denying justice, arguing this should be a warning sign highlighting the need to take immediate measures to turn the situation around. To meet short-term needs, at least 20 new judges need to be appointed, with a corresponding increase in courtrooms, offices and courtroom staff. The report also
highlights the state of the buildings used by the justice system and the need for the computerisation of all court services. It also calls for beefed up security at the courts with the introduction of alarm systems and metal detectors on the premises. On a final note, the report reminds the authorities of EU law providing for appropriate training programmes for EU member state judges.

Families ordered to leave unsafe homes New blow for Armou residents as homes deemed uninhabitable

By Bejay Browne HOMEOWNERS at a stricken development in Armou in Paphos were left shocked and confused after a representative of the Paphos district office accompanied by the local village leader placed notices on all of the houses informing them that they were unfit to live in. The notice states the decree shall remain in force until such time as repair works deemed necessary by the District Officer are carried out. The Sunday Mail first highlighted the dire plight of the homeowners in March. The six houses which make up the development in the picturesque village are still moving down the hillside and are likely to collapse completely if rains are heavy this winter. One of the houses has already been deemed unfit for habitation and has been condemned. A number of the homeowners have begun court proceedings against the developer. All of the houses, which were only built in 2004, have serious structural problems, from slanting floors, to the partial collapse of stairs, walls, swimming pools and patio areas. Outside drains are exposed in one garden and retaining walls have split. Yesterday, homeowner Geoff Higgs contacted the Cyprus Mail from England, where he is now living. “We have just received a distressed phone call from our daughter who said that our homes are not fit to live in and may be demolished,” he said. Geoff and Maggie Higgs were forced to leave their ‘dream home’ a few months ago as they no longer felt
Antoniadou vows to fight on in dismissal dispute

They told us that we will all have to leave and if it comes to the point of pulling the houses down and we are still here, the police will be asked to come and get us out.” The Sparrows immediately contacted the British embassy who translated the notices for them as they are written in Greek. FORMER commerce minister Praxoulla Antoniadou has pledged to fight on after the Supreme Court said it could not overturn the appointment of her successor. Antoniadou had taken recourse to the top court challenging the President’s decision early this year to appoint Neoclis Sylikiotis as her replacement. She argued that since she was never formally sacked and never tendered her resignation, Sylikiotis’ appointment was illegal. Earlier this week, the Supreme Court ruled that it had no jurisdiction over the appointment and termination of government ministers by the President. In its ruling, the court said also that “an omission to terminate a minister who never resigned, prior to the appointment of another minister...is a matter of political credibility alone.” Antoniadou said yesterday she has instructed her lawyer to appeal the decision. In a written statement, she said the Supreme Court washed its hands of the case by not taking into account the material facts. She said moreover that during the hearings the respondent - the state - never presented to the court any evidence countering her claim that she was in fact never terminated. “The court’s decision would lead to the conclusion that the political credibility of the President of the Republic goes un-

THE head of the BBC’s governing body yesterday defended paying a “hell of a lot of money” to the corporation’s ex-boss and said the cost of two inquiries into the causes of his departure would have to come from its publicly-funded coffers. Director general George Entwistle came under fire for the BBC’s slow and unconvincing response to revelations a former star presenter, the late Jimmy Savile, was a serial paedophile, and for a programme featuring false sex abuse allegations. Chris Patten, chairman of the BBC Trust, said he had been left with little choice but to agree to a £450,000 pay-off for Entwistle who resigned as director general this month after just 54 days in the post. Patten told parliament’s media committee he agreed to Entwistle receiving 12 months’ pay after lawyers said Entwistle could not be sacked and any other outcome could leave the BBC facing a bigger bill for unfair dismissal. “450,000 pounds is one hell of a lot of money. But the options I had were absolutely clear,” he said.
RESIDENTS yesterday described the “heartbreaking” damage heavy rain wrought on its flood-ravaged streets and homes - as the body of an elderly woman was pulled from a house. The tiny Welsh city of St Asaph, Denbighshire became the latest to be devastated by the floods which are sweeping Britain, as co-ordinated rescue teams hauled residents from their properties. Hundreds of people were urged to flee water-logged homes after the River Elwy reached record levels and burst through flood defences. Five hundred people living in one of Britain’s smallest cities, with a population of around 3,400, were encouraged to pack their bags yesterday and move in with friends or family until the risk subsided. The Environment Agency (EA) warned last night of a continued risk of flooding across England despite a drop in rainfall. Prime Minister David Cameron visited flood-ravaged homes in Buckfastleigh, Devon, where he told residents the government would do everything to “help them with the recovery”. All survive plane crash A PLANE crashed in the Indian Ocean off the Comoros Islands yesterday after suffering mechanical problems, but all 29 people on board survived, officials said. The Embraer jet went down about 200 metres from Moroni airport, five minutes after taking off at about 1020 GMT, they said. The plane, belonging to Inter-Iles, had been bound for the neighbouring island of Anjouan. A senior military official who gave his name only as Zarouk and was on board the plane, said aircraft fuel was leaking “like an open tap” upon take-off. He alerted the pilot who decided to return to the airport, but was unable to land in time, instead plunging into the sea.
Facebook block TAJIKISTAN has blocked access to Facebook in response to a slew of comments spreading “mud and slander” about veteran President Imomali Rakhmon and officials in the Central Asian republic. The ban on the popular social networking site is the latest crackdown on dissent in Tajikistan a year before an election that could extend Rakhmon’s two-decade rule. THE makers of a Hollywood movie about the US operation to kill Osama bin Laden denied asking for classified material for their film, but say they did conduct interviews with a CIA officer and others at the heart of the decade-long hunt for the al Qaeda leader. “It was all based on firsthand accounts so it really felt very vivid and very vital and very, very immediate and visceral of course which is very exciting as a filmmaker,” Kathryn Bigelow, director of Zero Dark Thirty, told ABC News in an interview. Mark Boal said in a Nightline interview that they were originally working on a film about the failed bid to find bin Laden in the Tora Bora mountains of Afghanistan during the US-led invasion there in 2001. But their plans changed swiftly after US President Barack Obama announced in May 2011 that a Navy commando unit had killed bin Laden in a compound in Pakistan. “I picked up the phone and started calling sources and asking them what they knew and taking referrals and knocking on doors and really approached it as com-
prehensively as I could,” Boal told Nightline. “I certainly did a lot of homework, but I never asked for classified material,” he said. “To my knowledge I never received any.” The release of Zero Dark Thirty - seen as a strong contender for Oscar nominations - was pushed back to December after the film got caught up earlier this year in a US election year controversy. A HIT TV show about the Ottoman Empire’s longest-reigning Sultan has raised a political storm in Turkey, with Prime Minister Tayyip Erdogan urging legal action over historical inaccuracies and the opposition accusing him of artistic tyranny. Erdogan tore into the weekly soap opera Magnificent Century, which attracts an audience of up to 150 million people in Turkey as well the Balkans and Middle East, in response to criticism of his government’s foreign policy. The lavish television production, which grips audiences with tales of power struggles and palace intrigue, is set during the 16th century reign of Suleiman the Magnificent, when Ottoman rulers held sway over an empire straddling three continents. FRANCE said yesterday it would vote in favour of Palestinian non-member status at the United Nations, an important boost in Palestinian efforts to secure greater international recognition. Ireland to clarify abortion rules within weeks IRELAND will clarify its abortion laws within weeks, the government said yesterday, as it strives to answer criticism over the death of a woman who was refused an abortion of her dying foetus. Abortions were banned in all circumstances in overwhelmingly Catholic Ireland by a 1983 constitutional
amendment. But when the ban was challenged in 1992 by a 14-year-old rape victim, the Supreme Court ruled a termination was permitted when a woman’s life was at risk. “A government decision will be made in relation to this before the end of December and implemented in the new year,”
Health Minister James Reilly said. “This issue will not be allowed to drag on.” The issue has been highlighted in the past fortnight by the death of 31-yearold Indian woman Savita Halappanavar, who was denied an abortion of her dying foetus at a hospital in Ireland and later died of blood poisoning.
Russia asked to return looted jewish scrolls HUNGARIAN Jews have asked Russia to return scrolls and valuable religious items looted by Nazis and the Red Army in World War Two and their claim has been backed by the Budapest government. Some 300 to 400 Torah scrolls and thousands of vestments, crowns and other articles are being held in museums and storage in Russia, said Slomo Koves, executive rabbi of the Unified Hungarian Jewish Congregation. Seized by Nazi Germany during the war and then by the Red Army in 1945, many of the items had been stored for safety in the Hungarian National Bank during the Holocaust. Koves said he had sent a letter to Russian authorities about the religious artifacts, which are part of a larger body of art and valuables that Hungarian authorities say the Soviets took from the country when the war ended. “Our request is that if we’re not speaking about looted art, at least we can speak about all the pieces that are important to the Jewish community,” Koves said. He had asked for Moscow to allow a delegation to document the items and then work out a process for their return. Hungarian Foreign Minister Janosz Martonyi has also written to Moscow to say the issue had been “unfortunately dragging on for a long time now” and saying it was “of great national importance for the whole country”.
By Steve Gutterman and Thomas Grove BY TRADITION, Cossacks protected Russia’s borderlands, but yesterday descendants of the Tsarist warrior caste patrolled a patch of central Moscow as part of a resurgence encouraged by President Vladimir Putin. A handful of men in high lambswool hats and epaulettes paced a slushy square around a major railway station, looking for illegal trade and other infractions in what they called a trial run for further patrols in the heart of the Russian capital. While a few venders in a chilly underpass left when Cossacks approached, the patrol - unarmed and outnumbered by journalists - was uneventful for a group with a reputation as whip-wielding horseback warriors protecting frontiers from foreign threats. But it was a sign of a Cossack revival that plays into Putin’s calls for patriotism and his praise of Russian traditions - and which critics say aggravates the ethnic tension the president has struggled to keep under control. “Our aim is very clear: we want there to be law and order in the capital, for people to live and work honestly and for crime to be punished,” said Vladimir Timofeyev, who identified himself as a “Cossack colonel” and wore a green camouflage coat. The Cossacks cannot make arrests or check documents. They receive free public transport but no pay. Claiming descent from nomads and fugitives from serfdom who served tsars with their swords and lived in relative freedom on Russia’s
edges, Cossacks are symbols of Russian patriotism. Their past is also coloured by anti-Jewish pogroms in the tsarist era, and their nationalism is a volatile additive to tension between ethnic Russians and minorities in cities such as Moscow, where many migrants are Muslims from the North Caucasus and ex-Soviet republics in Central Asia. Cossacks faced systematic killings and deportation at the hands of the communists following the Russian revolution, and have enjoyed a resurgence since the 1991 Soviet collapse. Putin praised the Cossacks in an article published during his campaign for the March 2012 presidential election. “The state’s task is to help the Cossacks in every way, to attract them into military service and into the military and patriotic upbringing of young people,” Putin said. The use of Cossack patrols has been on the rise in recent months, both in outlying areas of Moscow as well as their historic heartland in the southern Russian steppe. Cossacks announced plans for patrols around churches in southeastern Moscow after punk group Pussy Riot belted out a vulgarity-laced “punk protest” in the capital’s main Russian Orthodox cathedral. They blocked the entrance to a Moscow art gallery exhibiting art depicting Pussy Riot last month, leading to a standoff with riot police called in to disperse them. “This is not the first time that Cossacks are emerging as a conservative force ready to punish or warn those who from their point of view are acting improperly,” said Maria Lipman, a political analyst at the Carnegie Moscow Center.
Anger as Hungarian far-right leader demands lists of jews A HUNGARIAN far-right politician urged the government to draw up lists of Jews who pose a “national security risk”, stirring outrage among Jewish leaders who saw echoes of fascist policies that led to the Holocaust. Marton Gyongyosi, a leader of Hungary’s third-strongest political party Jobbik, said the list was necessary because of heightened tensions following the brief conflict in Gaza and should include members of parliament. Opponents have condemned frequent anti-Semitic slurs and tough rhetoric against the Roma minority by Gyongyosi’s party as populist point scoring ahead of elections in 2014. THE U.S. Congress advanced by inches yesterday toward compromise on taxes and spending, but a firm deal to avert the “fiscal cliff” at the end of the year still seemed miles away, despite growing pressure from business interests for action. President Barack Obama was set to hold meetings with business leaders yesterday and today and then travel to a factory in Pennsylvania on Friday to press his case on taxes. Fresh from his November 6 re-election, Obama wants to extend low income tax rates for middle-class Americans, but let tax rates rise on income over $250,000 a year per family. Republicans oppose this position and favour extending low income tax rates, adopted during the administration of former President George W. Bush, for all income levels. Without action by Congress, the Bush tax cuts will expire at year-end and rates will go up for most taxpayers. The tax rate dispute is the central obstacle to an agreement that would prevent the nation from plunging off the fiscal cliff, a convergence of an estimated $600-billion in tax increases and spending cuts that threatens to trigger another recession. “There remains no clarity on the ultimate status on the Bush tax cuts, which have to be resolved before you can move forward with the remainder of the fiscal cliff,” said Chris Krueger, an analyst at Guggenheim Securities’ Washington Research Group. The debate in Congress raged on as the government reported another increase in planned US business spending in October, while US stock prices were broadly flat on Wall Street.

The deal, clinched at the third attempt after weeks of wrangling, removes the biggest risk of a sovereign default in the eurozone for now, ensuring the near-bankrupt country will stay afloat at least until after a 2013 German general election. “Tomorrow, a new day starts for all Greeks,” Prime Minister Antonis Samaras told reporters at 3am in Athens after staying up to follow the tense Brussels negotiations. After 12 hours of talks, international lenders agreed on a package of measures to reduce Greek debt by more than 40 billion euros, projected to cut it to 124 per cent of gross domestic product by 2020. In an additional new promise, ministers committed to taking further steps to lower Greece’s debt to “significantly below 110 per cent” in 2022. That was a veiled acknowledgement that some write-off of loans may be necessary in 2016, the point when Greece is forecast to reach a prima-

German Finance Minister Wolfgang Schaeuble said Athens had to come close to achieving a primary surplus, where state income covers its expenditure, excluding the huge debt repayments.
“When Greece has achieved, or is about to achieve, a primary surplus and fulfilled all of its conditions, we will, if need be, consider further measures for the reduction of the total debt,” Schaeuble said. Eurogroup Chairman JeanClaude Juncker said ministers would formally approve the release of a major aid instalment needed to recapitalise Greece’s teetering banks and enable the government to pay wages, pensions and suppliers on Dec. 13 - after those national parliaments that need to approve the package do so. The German and Dutch lower houses of parliament
and the Grand Committee of the Finnish parliament have to endorse the deal. Schaeuble said he had asked German lawmakers to vote on the package this week. Greece will receive 43.7 billion euros in four instalments once it fulfils all conditions. The 34.4 billion euro December payment will comprise 23.8 billion for banks and 10.6 billion in budget assistance. The IMF’s share, less than a third of the total, will be paid out only once a buy-back of Greek debt has occurred in the coming weeks, but IMF Managing Director Christine Lagarde said the Fund had no intention of pulling out of the programme.
King: new BoE chief to face slow recovery FOGL’s oil well setback Rates THE Bank of England’s outgoing governor Mervyn King underlined yesterday the uphill task his successor faces, saying the bank might have to buy even more government bonds to help drag Britain’s economy back to health. Chancellor George Osborne delivered a shock on Monday by naming Canada’s central bank head Mark Carney to be the first non-Briton to head the Bank, just over a week before he lays out the government’s latest budget plans. The eurozone debt crisis, high inflation and fiscal austerity have weighed heavily on economic recovery, which in turn has undermined the Conservative-led government’s efforts to pay off the costs of the 2008 financial crisis. While official numbers yesterday confirmed the UK economy grew 1 per cent in the third quarter, King said his regime at the central bank should probably have made clear earlier that a substantial recovery would not come in 2013 and 2014.

Two other policymakers, Ben Broadbent and Martin Weale, said they might have backed more asset purchases in November had it not been for high inflation and a BoE transfer of money to the government that will provide about 35 billion pounds’ stimulus. Yesterday’s official figures confirmed the country had exited recession. But the expansion was flattered by spending at the London Olympics and a rebound from the preceding quarter, when an extra public holiday dented output.
FALKLAND Oil and Gas, on a rollercoaster ride to find oil offshore the disputed South Atlantic islands, lost almost half of its value yesterday when it said it would abandon a well after disappointing results. The statement wiped 48 per cent off FOGL’s volatile stock, sending its shares to an historic low of 32 pence, giving it a market value of 103 million pounds ($165 million). The stock price hit a high of 267 pence in July 2010. FOGL, which is partnered with US firm Noble Energy and Italian utility Edison on the project, said a reservoir at its Scotia exploration well appeared to be of poor quality, with low permeability. “Today’s much anticipated well results will come as a disappointment for investors in FOGL, following their gas find at the Loligo prospect in September,” analyst Sam Wahab at Seymour Pierce said. Investors had been hoping that Scotia would find oil, he said. FOGL’s top shareholder RAB Capital, which holds 11.3 per cent of the company according to Thomson Reuters data, said it remained convinced of the firm’s viability. “We have held FOGL since its inception in 2004 and it is still early in its drilling history, consequently we believe in the long term potential for the company,” RAB said in a statement yesterday. But with FOGL representing over 28 per cent of RAB’s Special Situations Master Fund, the fund’s net asset value per share would be materially impacted by the fall in the explorer’s shares, it said. Oil exploration by British companies in the area has been controversial and complicated from the start. It has sparked anger in Argentina, which claims sovereignty over the islands it knows as the Malvinas and which has called the drilling there ‘illicit’.

Empty promises candidate Lillikas hopes to fool the electorate DEMAGOGUERY and populism have been taken to new heights by the presidential candidate who is supposedly offering an “alternative proposal of government” – EDEK-backed Giorgos Lillikas. The former AKEL deputy may have packaged himself as an alternative candidate, who is independent of the political parties, and answerable directly to the citizens in order to differentiate himself from the party establishment, currently at its lowest ebb, but his rhetoric remains emphatically old school. Lillikas’ campaign messages are based on the old election principles of telling people what they want to hear, making empty promises and peddling negativity as national resistance. He is the candidate who has been telling us that he would not sign a bailout if it ceded our national sovereignty, if it envisaged the privatisation of semi-governmental organisations, and if it allowed the troika “to get its hands on our natural gas.” So what would he have done last week if he were president and there was an immediate danger of a banking collapse because of his refusal to agree a bailout? Would he have allowed it to happen and declared that by so doing he saved our national sovereignty or would he have agreed verbally, for the sake of the economy, without having any intention of signing it? These are hypothetical questions that Lillikas would have answered with his proposal about monetising our natural gas resources, a proposal that belongs to the realm of fantasy. But this has not stopped him from claiming that his proposal would make a bailout unnecessary and create prospects of economic recovery. He would set up a state gas company that would raise big amounts of money by selling shares or bonds to investors seeking to profit from our hydrocarbon reserves. The superficiality of this idea defies belief, especially when we consider that we still do not know specifically what quantities of natural gas exist and whether it would be viable to extract it given the falling world price of natural gas. Lillikas the demagogue put its value at €80 billion, even though we do not even know how we would make it available – pipelines, CNG, LNG – and whether we would find markets. And the most modest estimates are that we would need eight years before we would start to receive any cash. Where Lillikas would find people to invest in this uncertainty he did not tell us. This is because demagogues do not offer any answers or solutions. They just make empty promises in the hope of fooling the naive members of the electorate. It suffices to say that Lillikas also promises to find a solution of the Cyprus problem that would satisfy all Greek Cypriot demands.

T
HE HARMFUL effects of medicines capture headlines worldwide. After all, horror stories about “killer drugs” are easy to sell. But, while drugs’ damaging effects are a legitimate cause for concern, they do not necessarily constitute a serious public-health issue, provided that they are outweighed by the benefits they confer. Drugs with serious adverse safety profiles are used to treat potentially fatal conditions – including various forms of cancer, inflammatory arthritis, and HIV – because they ultimately help more than they hurt. Rather than assess a medicine’s safety in isolation, its adverse effects must be considered in relation to its efficacy. In other words, a benefit-risk balance must be struck. But getting this message across to the public has proven to be difficult. Successful drug treatment and disease prevention can fail to capture the attention of readers or voters. Moreover, drug safety is a leading factor in determining how medicines are regulated. In 1961, thalidomide, a hypnotic drug also used to treat nausea in pregnant women, was found to have caused severe birth defects in more than 10,000 children in 46 countries since its introduction four years earlier. In the tragedy’s wake, drugdevelopment processes were adjusted in order to bolster medicines’ safety profile. As a result, many of the most widely prescribed drugs today were subject to a long process of preclinical experimentation, followed by clinical studies that lasted several years and cost millions of dollars, before gaining regulators’ approval. But this development model is no longer sustainable. Not only is it expensive and slow, but it also has been unproductive. Since 2001-2002, the pharmaceutical sector has spent $1.1 trillion on research
Many of the most widely prescribed drugs today were subject to a long process of experimentation and development, but the 12 largest companies have received regulatory approval for only 139 new molecular compounds. But things are changing. Doctors and their patients are now eager to gain early access to biopharmaceutical medicines – a new variety of injectable drugs, including proteins, nucleic acids, and vaccines that are produced using biotechnology. Such drugs have the realistic potential to cure forms of cancer and autoimmune diseases rather than merely treat the symptoms of disease. So access is requested earlier than the regulator normally allows in the licensing process. This poses a dilemma, because regulators are concerned about the lack of safety information about these new drugs. But that concern might be as unnecessary as it is inhibiting. New models of socalled adaptive licensing, or conditional approval, are being used to balance patients’ needs with regulators’ caution. Patients with serious conditions can gain early access to promising drugs be-

fore they are fully licensed. In exchange, they are subjected to rigorous evaluation to assess the drug’s safety and effectiveness for general use. The adaptive licensing model thus recasts drug licensing as a more fluid process, based on the benefit-risk ratio. Rather than determining simply whether the drug is effective or has unwanted side-effects, it aims to appraise the benefits and risks in view of the patient’s specific needs. The price of medicines has become increasingly important as the cost of developing new medicines such as biopharmaceuticals has risen. In the United Kingdom, a biologically-based drug costs, on average, £9,500 ($15,200) per patient annually, compared to £450 for conventional drug treatment. Given the substantial discrepancy, cash-strapped health-care payers must assess whether the new generation of medicines represents value for money. As a result, drug developers are increasingly aware that surmounting the regulatory hurdle is no longer enough;

In short, innovations in medical research demand an updated drug-development process in which the patient is paramount. By relying on benefit-risk analysis, rather than on a more rigid, phased approval process, potentially life-saving medications can better reach the patients who need them. Education Pupils ‘need Once bitter foes overcome the past as Russia expands cultural links Christianity teaching’ By Amie Ferris-Rotman
SCHOOLCHILDREN in Britain need to learn about Christianity in order to understand English history and culture, a survey by Oxford University suggests. The poll suggests that many adults believe it is important for youngsters to be taught about the religion in RE lessons. Almost two-thirds (64 per cent) of the more than 1,800 people questioned said that children need to learn about Christianity to understand English history, while more than half (57 per cent) said it was important if pupils are to understand the English culture and way of life. More than two-fifths (43 per cent) of the adults surveyed said that more attention should be given to teaching about Christianity in RE lessons than is done so at the moment. But just over a third (37 per cent) said they believe that many RE teachers do not know enough about Christianity to be able to teach it effectively. The poll also asked which topics of Christianity should children be taught about. The most popular answer was the history of the religion, chosen by 58 per cent, followed by major festivals such as Easter and Christmas (56 per cent) and how Christianity distinguishes right from wrong (51 per cent). The poll was commissioned by Oxford as part of a new project by researchers at the university to support teachers in RE lessons. Oxford said it launched the project following concerns from inspectors and other quarters about how the subject is taught in schools. Research has suggested that teachers can be nervous about teaching issues related to Christianity for fear it could be seen as evangelising, the university said.

USSIAN culture and language are making a surprising comeback in Afghanistan, where the Soviets fought a disastrous decade-long war, as Moscow vies to regain influence ahead of the planned withdrawal of foreign troops. Bulldozers are clearing the way for a sparkling Russian cultural centre in Kabul, to replace its behemoth, Soviet-era predecessor which for many came to symbolise Moscow’s war and its humiliating 1989 defeat that cost 15,000 Soviet lives. “We are here in the region, and we will be in the future. And to have good, friendly, neighbourly relations you must have some cultural component to it,” Russia’s envoy to Kabul, Andrey Avetisyan, told Reuters of the decision to rebuild the centre. Moscow fears the exit of most NATO-led troops by the end of 2014 will lead to a dangerous power vacuum south of ex-Soviet Central Asia’s borders, threatening its own security and allowing for a larger influx of heroin. The new centre will teach Russian language, singing, dancing and handicrafts and will boast a concert hall, similar to the one built in 1983. Its rebuild is reminiscent of Soviet influence in Afghanistan before the 1979 invasion, when they heavily supported education and the arts. It also coincides with renewed interest by Afghans in the Russian language, who see it as increasingly useful in their country’s changing landscape amid the emergence of new regional powers. “Demand for the Russian language is growing. It is more widely spoken in Afghanistan than five years ago,” Avetisyan said, adding: “Foreign advisers and experts are not going to be here forever. NATO, the European Union, they will all go”. When asked when it would open, he chuckled and said: “Everything is about the year 2014”. The centre replaces a dilapidated, bullet-ridden shell of a building that became home to scores of heroin addicts before the Russians finally demolished it several months ago at the behest of Kabul authorities, who complained it “ruined the skyline”, Avetisyan said. The cultural centre is the first of a series of ambitious Russian construction projects in Afghanistan. Most are aimed at reinforcing stability in a country where Russia believes Washington is at risk of repeating its own mistakes. After the Soviets rushed out, financial aid dried up and the Afghan communist government collapsed, leading to infighting between warlords and a vicious civil war that paved the way for the Taliban’s rise to power in 1996.
Teenagers rise to the innovation challenge OVER 100 high school students competed in the second annual “creativity and innovation challenge” at the University of Nicosia earlier this month. The challenge is an international project of Junior AchievementYoung Enterprise Europe (JA-YE Europe), aimed at encouraging young people to use their skills in enterprising and innovative ways, ultimately increasing their employability and entrepreneurial flair. The competition was attended by 117 students, aged 15-18, from lyceums and technical schools from all over Cyprus, accompanied by their teachers. In groups of five or six, the students were asked to find the answer to a business challenge unveiled to them on the same day. The challenge, which focused on the current economic crisis, required the students to suggest a product or service that they could develop that would not only create jobs for other young people, but help to establish Cyprus as a
great example of how to get rid of the label “crisis country”. Students had only a few hours to learn to work as a team with other students they had not met before, and to collectively shape their ideas in order to propose an innovative solution that would impress the jury. At the end of the day, all teams presented their solutions (products/services/innovations) in front of a panel of experts, consisting of representatives from the University of Nicosia, Hellenic Bank, Microsoft Cyprus, Bionic, Cyprus Trading Corporation (CTC) and Wadja Media Limited. The presentations and jury questions were in English. Lifestyle He took merciless flak over tuition fees and his poll ratings have bombed, but devoted father and Briton’s deputy PM Nick Clegg tells Charlotte Edwardes his reform of paternity leave has finally given him something to smile about

’M chuffed to bits to finally get this through,” Nick Clegg says of his radical reform of paternity leave. “It’s something I’ve been campaigning for all my political life.” Britain’s Deputy Prime Minister, 45, is sitting on a large cream sofa in the Cabinet Office, looking triumphant. He is holding a cup of tea and wearing a tie the colour of buttercups. Nick Clegg is a Nice Guy. He’s the politician who apologies for mistakes, cries listening to music, and is unwarily candid about past dalliances. He hasn’t gone through that rapid ageing process of most men in public office - he’s babyfaced and considerate in a way grandparents would approve of. (“Coasters for the tea please!” he calls. “Otherwise it marks the table.”) In the past, Clegg has been straight talking and honest - qualities that journalists love and spin doctors hate. Today he is shadowed by two aides with a faintly menacing air about them. His startling lack of machismo is mirrored in his policies: he wants more time for dads at home, more time for women to chase high-flying careers. From 2015, parents in the UK can share up to one year of “parental leave” after the birth of a child. They can take time off together, take it in turns, or the father can take it all. Clegg’s commitment to equality in the workplace is strident: “We really are squandering the talents of so many women in our country,” he says, “particularly in comparison with other countries, where there are a higher proportion of women working in high paid, highquality jobs.” In part he blames this on the current system of maternity leave in the UK (women get a year, men two weeks), which he describes as “antiquated and out-of-step” with modern parenting. “We had rules that only worked in a world that no longer exists. I dragged these rules into the 21st century,” he says. “There are still people who think we should pigeonhole men and women.” Clegg says he would have taken paternity leave even further and given fathers a block of “take it or lose it” time off but for the “fragile state” of the economy. “Business,” he explains, “is understandably anxious about too many changes at once.” The economy is also the reason Clegg hasn’t been able to do more about affordable childcare. “If we can find some extra money,” he says, “and there aren’t billions of pounds lying around, I’ll put delivering affordable, good quality childcare high up on the list.” He has, he points out, addressed this in another, cheaper, way. Employees can now officially ask for flexitime so that working

A DAD’ grandparents, for example, can shift their hours around “to help out with grandchildren”. It comes as little surprise to hear that Clegg’s policy-making on family dynamics is heavily influenced by personal experience. His Spanish wife Miriam, 44, is a focused feminist lawyer whose commitment to her own work stopped her from taking time off to help him with his election campaign. They are the hard-working parents of three boys (Antonio, 10, Alberto, seven, and Miguel, three). He earns £134,565, so Miriam is technically the breadwinner, reportedly pulling in around £500,000 as a partner at Dechert LLP. When Antonio was born in 2002 it was a critical time in Miriam’s career. “It hit me like any man of my generation,” says Clegg. “I thought: ‘What? Miriam is expected to do it all? I’m only allowed two weeks off?’ And it seemed unbelievably old-fashioned. She went back to work after a few weeks and I was able to juggle things much more flexibily than she could. We were able to mix and
match. But no thanks to the law.” Would it have affected her work if she couldn’t have gone back? “It would have had a big effect,” he says. “We were lucky.” It was different with the births of Alberto and Miguel. “Sometimes it depends how you physically feel,” he says. “Miriam had a much more difficult birth with Alberto. “When Miguel was born I was party leader. I didn’t have much time

But her opinion on the childcare responsibilities of fathers is much more steely: “If they don’t want to be involved, they shouldn’t have them, no?” she recently said. “She’s amazing,” Clegg acknowledges. “I don’t know how she does it. We’re both very involved at home but I’m rubbish in the kitchen. I’m involved with the children: with breakfast, homework or ferrying them around to football games on a cold Sunday morning. We’re like any couple, we divvy things up.” Actually they are not really like “any other couple”. A day in the life of the Cleggs is not for the fainthearted. This morning he got up at 5.30am and after two hours “catching up on paperwork”, he made the children breakfast and, “walked them to school in the rain”. He and Miriam are strict about ensuring one of them takes them to school and one of them is always there to put them to bed. “We are pretty disciplined about that. When it’s my turn I will race off to southwest London, read them a
story and put them to bed. Then I come back to Westminster. I work until late. Sometimes Miriam has to travel and I do more, sometimes I have to travel and she does more.” He quickly adds: “I don’t say that with any smidgen of regret, I am incredibly happy as a dad to three lovely boys.” Do they have help? “My mother helps one day a week and we have a nanny.” And Miriam’s mother is coming over “in the new year for a while”. He tries to keep the family “grounded” he says, and to that end they have stayed in their house in Putney. It’s expensively furnished, with paintings of ancestors hanging from the walls, and a Shaker-style kitchen. “There was some talk after the election of flats in the Whitehall jungle,” he says, “but we decided to stay to allow the children to feel continuity. And - apart from the fact that there’s now a policeman standing outside our door – everything has remained the same.” The two eldest attend a state primary and the youngest is at nursery. “In one sense I’d love the world to see my children because I tend to think like any dad that they’re the most wonderful kids in the world,” he says, “but we keep them completely out of public gaze.” One wonders if he’s having a dig at David
Cameron. Does he go out with them a lot? “I took my two oldest boys to see the north London derby last Saturday and they haven’t stopped talking about it! They have Arsenal shirts with their names on. I’ve been dragged into being a supporter now.” He looks over at one of his aides and laughs: “He’s a Tottenham supporter - look at that, look at those daggers!” I glance over but

he’s looking at me exactly as he has since I arrived. Big Ben tolls outside and the aide calls time. “We’ve got a bit more no?” says Clegg. No. He rounds the interview up, modestly positive, in a way that shows this is not the end of his childcare crusade. “While I think we’ve made a massive stride forward, I wouldn’t ever be complacent. We’ve still got quite a way to travel.”

The King of Comedy (Novacinema2, 19.05) Let us take a moment to remember years gone by, like the time (I’m going back a bit now) when Robert De Niro was a fearless, compelling actor, as opposed to a grumpy old man with a permanently jaded expression. Travis Bickle in Taxi Driver was one of the monsters he played for director Martin Scorsese, and Rupert Pupkin in The King of Comedy was another - though Rupert is very different, the psycho as passive-aggressive loser. He lives with his mum and dreams about making it big as a stand-up comic, preferably on the TV show hosted by Jerry Langford (Jerry Lewis) - and, when his attempts to approach
Langford come to naught, he and a deranged cohort hatch a ludicrous (but dangerous) kidnap plot. A very prescient film, anticipating today’s cult of celebrity (everyone’s a fantasist in the Age of X-Factor), though don’t let the title and Lewis’ presence fool you: I still recall the excruciating silence when I watched it, back in the day, in a cinema full of parents who’d brought their kids to see the new Jerry Lewis comedy. Not that kind of movie. Not at all. Made in 1983.
Sin Nombre (LTV3, 22.00) Another Wednesday-night foreign flick on LTV3 - and this Spanish-language film won awards aplenty but the plot is basically melodramatic, the young lovers
(perhaps inevitably) not very interesting, and the whole thing reinforces the assumptions of North Americans that anything south of the border is Hell on Earth. We start off in Central America, where a Honduran family start the long trek to a hoped-for better life in the US - but most of the action takes place in Mexico, where a barely-teenage boy is initiated into a gang by a slightly older friend named Casper. They later rob the Honduran family, but Casper kills another gang member when the latter tries to rape the family’s teenage daughter - then decides to stay with the girl, pursued by his fellow gangstas as well as the new initiate. A B-movie plot dressed up as gritty Truth, but still very slick and watchable. Made in 2009.

Showbiz ‘Two and a Half Men’ star calls show ‘filth’
Crisis of faith: Angus T. Jones has voiced his discomfort at being on raunchy TV series Two and a Half Men
ACTOR Angus T. Jones, star of CBS’s raunchy television comedy Two and a Half Men, has urged viewers to change the channel, saying his newfound religious beliefs are at odds with his job playing a fun-loving teen on the popular show. Jones, 19, who has played Jake Harper - the son of Jon Cryer’s character Alan - for nine years, appealed to fans to stop watching the show “and filling your head with filth”. In a YouTube video made for the California-based Forerunner Christian Church, Jones said his recent Bible studies made him uncomfortable with the risqué humor that marks one of the most-watched comedies on US television.
“If you watch Two and a Half Men, please stop watching Two and a Half Men,” Jones says in the video. “I’m on Two and a Half Men and I don’t want to be on it.” “If I am doing any harm, I don’t want to be here. I don’t want to be contributing to the enemy’s plan ... You cannot be a true God-fearing person and be on a television show like that. “I’m not okay with what I’m learning, what the Bible says and being on that television show,” Jones added. The CBS network and Warner Bros Television, which makes the comedy, both declined to comment on Monday on Jones’ remarks. Jones’s character recently had a
brief fling with actress Miley Cyrus, who made a guest appearance as a young temptress in an October episode. His remarks could pose new problems for the comedy, which was revamped in 2011 following the firing of star Charlie Sheen for erratic behavior off screen and his vicious public dispute with the show’s producers. Sheen’s womanizing bachelor character and alter-ego, Charlie Harper, was killed off and replaced by Ashton Kutcher, playing an Internet billionaire. The comedy, now in its 10th season, is watched by about 14 million Americans, and is seen in more than 20 countries around the world.

LINDSAY Lohan wants to star in her own comedy series. The 26-year-old actress is reportedly hoping to get her career back on track by proving her talent on her own sitcom, after she received mixed reviews for her latest movie Liz & Dick. A source told gossip website RadarOnline.com that Lindsay was advised to try her hand at a comedy TV series by her close friend Charlie Sheen, who also allegedly helped her pay back her debts recently. The insider said: “Lindsay has asked her manager and agent to look into getting her her own television sitcom. “Lindsay feels that the small screen would be a great way for her to revitalize her acting career and that a comedy would be the best bet. Lindsay feels most comfortable doing comedy and it was Charlie Sheen that told her she should do it. Charlie told Lindsay that it was an easy way to make very good money and help her to get her movie career back on track. “Lindsay is loving the idea of having her own sitcom and would love to play someone in a story based on her crazy life.” The former Two And A Half Men star has been helping the troubled actress a lot recently according to reports. He is also said to have sent her a cheque for $100,000 to cover almost half of her hefty tax bill after they bonded during filming Scary Movie 5 together in September.
GABRIEL Aubry has secured a restraining order against Olivier Martinez. The Canadian model was granted his own civil protection from the French actor - who is engaged to his ex-girlfriend Halle Berry - in Los Angeles Monday morning after claiming Olivier threatened to kill him when they got into a violent bust-up during the Thanksgiving holiday last Thursday. A source told E! News that the 36year-old claimed in court documents that Olivier said he would kill him if he didn’t let Halle move to France with their four-year-old daughter Nahla. The duo got into a heated fight after which Gabriel was hospitalised for multiple injuries including a broken rib and a swollen black eye before he was later arrested on suspicion of a misdemeanour battery. Halle immediately secured a temporary emergency protection order against him to keep him at least 100 yards away for her, their four-yearold daughter Nahla and Olivier for 72 hours. The actress’s lawyer has confirmed she plans to ask for the order to be extended this week and a hearing has already been scheduled to decide whether to make it permanent for December 17. LAURA Robson has been rewarded for a brilliant 2012 season by being named the WTA Tour’s newcomer of the year. The 18-year-old, who pipped fellow British player Heather Watson to the award, defeated former grand slam champions Kim Clijsters and Li Na to reach the fourth round of the US Open in September. She then became the first British woman to make the singles final at a WTA Tour event in 22 years, in Guangzhou, while she also won an Olympic silver medal in mixed doubles alongside Andy Murray. Robson began the year ranked 131 and will finish it at 53, four places below 20-year-old Watson, who bettered her compatriot by winning the WTA Tour title in Osaka last month. “It’s a huge honour to have won the 2012 WTA Newcomer Of The Year award,” said Robson, who is the first British player to win one of the awards since Virginia Wade was named player of the year in 1977. “I looked at the list of past winners and it’s certainly a very impressive line-up that includes many of my idols growing up. I hope that I can go on to achieve close to what many of the past winners have achieved in their careers.” Former winners of the award include Clijsters, Maria Sharapova, Venus and Serena Williams, Martina Hingis and Jennifer Capriati.

AUSTRALIA coach Mickey Arthur is adamant Ricky Ponting has the unanimous backing of selectors and will not be axed this summer. Ponting has mustered just 20 runs in the two Tests against South Africa, but made the cut for the final clash with the Proteas in Perth starting on Friday. After smashing 355 runs in Sheffield Shield cricket at an average of 118, the former Test captain’s form has dipped steeply on the international stage. With a three-match series against Sri Lanka to come in December followed by a trip to India for a four-Test contest beginning in late February, Arthur said Ponting remains a key part of the set-up. But what will be most reassuring for the undersiege veteran was Arthur’s indication that he wanted the right-hander for the 2013 Ashes tour in June. “At the moment Ricky Ponting has the unanimous backing of the selection panel ... we want Ricky Ponting to go to the Ashes, there is no doubt about that,” Arthur said. “We want Ricky Ponting certainly around for the next six months. “By his own admission Perth (against South Africa) is a big Test for him, but Ricky’s prepared brilliantly. “He will leave no stone unturned in his preparation going into Perth and I’m backing him for a big score.” While Ponting’s spot is secure for the foreseeable future, Rob Quiney lost his place at number three after a score of nine in the opening Brisbane Test followed by a pair in Adelaide. FOUR-time Olympic sailing gold medallist Ben Ainslie has announced he will not compete at Rio 2016. Ainslie, 35, has decided to call time on his glittering Olympic career to focus on his America’s Cup campaign. Ainslie won the Finn class at London 2012 - his fourth gold medal in his fifth Games - but will not defend that title in Rio. “It fills me with both relief and sadness to write these words but I can now officially confirm that I have donned my Team GB tracksuit for the last time,” Ainslie told the Daily Telegraph. “No more Olympic villages. No more opening or closing ceremonies. After almost 20 years entirely dedicated to the pursuit of gold, taking in five Olympic campaigns, I have decided I will not attempt a sixth at Rio de Janeiro in 2016.” Ainslie won silver at his first Olympics in Atlanta in 1996 in the Laser class and took Laser gold in Sydney four years later. He then moved to the Finn class taking gold in Athens, Beijing and London. Ainslie did not announce his Olympic retirement immediately after winning in Weymouth. Instead he waited for the International Sailing Federation (ISAF) conference in Dublin to find out which classes would be on the Olympic programme for Rio. ‘Defence is the key stresses Sao Paulo’s Toloi SAO Paulo defender Rafael Toloi believes his side’s excellent defensive record will help the Brazilian giants reach the Copa Sudamericana final. Sao Paulo host Chilean side Universidad Catolica tonight in the second leg of the tournament’s semi-finals. Brussels. “But I myself had discussions to learn more about this idea and we know that there have been two strategy discussions with national federations already and there is a lot of support for such a Euro tournament,” Sandrock said. “We discussed this idea at the DFB as we had supported the Turkey 2020 bid, but we know there is wide sup-
port from our partners in Europe (for Platini’s pan).” Turkey have expressed a wish to stage the tournament on a conventional, single-country basis, but their bid will be dropped if Istanbul is awarded the Olympics in the same year. Benitez was jeered by supporters angry at the sacking of Roberto Di Matteo before the 0-0 draw with Manchester City on Sunday, the Spaniard’s first match in charge. “Clearly I understand the feeling of the fans, I know how they feel at the moment because of my time at Liverpool, we had a rivalry and it was quite difficult,” Benitez told a news conference yesterday ahead of Chelsea’s next game against Fulham. “At the same time I will try to prove to them that I am here for the right reasons, I will try to prove to them I want to win, and if I can do it, they will be pleased,” the former Liverpool manager added.
“I will concentrate in my coaching, try to improve players, then it will be easier to win games and bring the fans back.” Di Matteo led Chelsea to the Champions League trophy for the first time and the FA Cup after taking charge in March. Some fans have called for Benitez to apologise for comments he made while in charge of Liverpool that he would never manage Chelsea.

Benitez was not the only manager to feel the heat from the terraces as Arsenal boss Wenger was also jeered for his decision to substitute Olivier Giroud for Francis Coquelin during their goalless draw at Aston Villa on Saturday. Villas-Boas himself has been subjected to boos from some Spurs fans on occasion this season, but he insists supporters should be entitled to air their views if they think something is not right with their club. WEST Brom boss Steve Clarke has received messages of support from Jose Mourinho but insists he is his own person when it comes to management. Clarke worked as number two to Mourinho and Avram Grant at Chelsea and had spells under Ruud Gullit and Sir Bobby Robson (Newcastle), Gianfranco Zola (West Ham) and Kenny Dalglish (Liverpool). He received a text from Real Madrid supremo Mourinho ahead of Saturday’s 4-2 win at Sunderland offering encouragement after Albion’s flying start to the Barclays Premier League season. But Clarke has been determined to do things his way since taking charge at the Hawthorns in the summer. Clarke, whose third-placed side visit Swansea tonight, said: “Jose sent me a little text before the game at the weekend. It was a nice text. “There were some good things in it although it’s private between me and Jose. “But it was about encouragement and just to keep going and to keep working. “Did I give Mourinho any advice? The text was sent before his defeat at the weekend. I didn’t. It’s not for me to give Jose advice. He is (was) my boss. “But I do just try and be myself on the training ground and in the press conferences. “I always said when I took the job, although I’ve worked with a number of top coaches, I would just be myself. “As you can tell, I’m quite a level-headed person and I try and convey that to the players as well.” Albion will be bidding to win a fifth successive top-flight game for the first time in 34 years at the Liberty Stadium. But Clarke knows many testing hurdles lie ahead before he will allow himself the luxury of enjoying Albion’s success. He said: “This is where you get tested. EVERTON manager David Moyes believes Arsenal are benefiting from the years of Mikel Arteta’s development spent under his guidance. The Spaniard left Goodison Park for the Gunners in a £10million deal on the final day of the summer transfer window last year after six years playing for the Scot. Moyes admits when he first brought in Arteta from Real Sociedad, after a twoyear spell with Rangers, he was unsure how well he would fare. However, he now sees Arteta as a key player and one of the leaders in Arsene Wenger’s side, the visitors tonight. “I’m not surprised. He is a very gifted footballer, he is a great lad to work with,” said Moyes. “I think the manager (Wenger) was probably surprised by what he offers: he is a great professional, a really good footballer and I’ll be delighted to see him back - just disappointed it is in an Arsenal jersey. “I see Mikel now and when they are having a bit of a huddle he is the one who is the leader and I think they look to him; he has taken on a lot of the leadership qualities in that side. “He was part of the rebuilding process that had to take place at Everton when we tried to develop the team and move it on. “We took Mikel on loan from Real Sociedad after he’d been at Rangers and it hadn’t quite worked for him. “We were a bit unsure when he first came here. He was a bit lightweight to play in the middle and so we played him off the side and he was great there for us, he really was. “Eventually he moved on to be a real key figure in that period and was a big part of us developing and moving Everton forward.” Arsenal were the last team to beat the Toffees at Goodison in the league, last March. Since then they are 10 unbeaten on home turf and although a run of one win in their last seven matches has curtailed what was a promising start to the campaign, Moyes is confident it has given them a platform on which to build their season. “We are going to try to push,” added the Scot, whose fifth-placed team are just a point ahead of the Gunners.

Sport City’s Platt hails ‘exceptional’ Nastasic abilities MANCHESTER City boss Roberto Mancini avoided media duties on his 48th birthday, leaving first-team coach David Platt to sing the praises of defender Matija Nastasic. Earlier this month Mancini walked into one of his press conferences wearing a Platt mask, a jovial reference to his recent habit of asking his number two to speak on his behalf. And it was Platt again who addressed reporters as City previewed their midweek Barclays Premier League trip to Wigan. The former England midfielder claimed it had nothing to do with the fact it was the Italian’s birthday, but said there was work to do with the game coming just three days after the last. Platt said: “It’s not just his birthday, the games are coming thick and fast and his words are in the system.” Platt went on to speak positively about the champions’ defence, with Sunday’s goalless draw at Chelsea bringing a fifth clean sheet in seven Premier League games. Among their key performers has been 19-year-old Nastasic, who is now blocking the return of fit-again England centre-back Joleon Lescott to the team. The Serbian, signed from Fiorentina on deadline day in August, has started the last seven matches in all competitions. Lescott missed part of that sequence with a back injury but has been back in contention for the last three games. Platt said: “That is testament to him (Nastasic). He has stepped in. The first
couple of games he has had to get used to English football, but he has done that very quickly. “The really, really good performance ... but the real one where it might have been a bit alien to him was when we went down to West Ham. “You knew the ball was coming in, they were hitting the diagonal balls towards Andy Carroll and I thought he acquitted himself exceptionally well.” Lescott did not even make the bench at Stamford Bridge with Kolo Toure preferred as back-up central defender, but Platt does not think much should read into that. He said: “Joleon is fine. He will be available for selection like he was available for selection at the weekend.” City also have no worries about the fitness of key defender and captain Vincent Kompany, after suggestions the Belgian could be rested after defying the knee injury suffered in last week’s Champions League clash against Real Madrid to play 90 minutes at Chelsea. While City were solid at the weekend, they were also frustrated at their failure to convert any chances. They have not reproduced the brilliance of the early part of their last campaign, when by this stage, 13 games, they had scored 43 goals, 11 more than their current tally. But Platt was taking little notice of the league table ahead of the clash at the DW Stadium. Despite Wigan having won just four games and remaining in the lower reaches of the table, Platt feels they have produced some eye-catching play.

est Ham manager Sam Allardyce thinks Manchester United are not the impenetrable defensive unit they once were. The Hammers play their second game of a tough fivematch sequence tonight when they travel to face the Barclays Premier League leaders at Old Trafford. Although Sir Alex Ferguson’s team have seamlessly climbed above Manchester City and Chelsea to reach the summit in recent weeks, the Scot has regularly bemoaned the standard of his team’s defending this season. The Red Devils have conceded just short of 29 goals per season over the last five years, but they have already conceded 19 this term after just 13 matches, thanks to a mixture of injuries to key players and sloppy errors by
those who have featured. Allardyce, whose side lost 3-1 at Spurs on Sunday, admits West Ham will face a big task if they are to win tonight, but he takes comfort from the fact that the days of regular shut-outs at Old Trafford are now rare. “Manchester United have leaked a few more goals than normal,” Allardyce said. “Their defensive qualities haven’t been as good as they have been over the past few years. “The problem is at the other end they never stop scoring goals, but if we can get our defensive unit on song and if we play as a team in and out of possession then you never know what will happen.” The controversial chanting that came from West Ham supporters during the game at White Hart Lane drew attention away from what was arguably the worst league performance of the Hammers’ season.
Allardyce’s men had climbed to joint sixth in the table after making a surprisingly good start to the season, but they lacked pace, ideas and concentration against Spurs, who ripped them apart with ease. With games against Chelsea, Liverpool and high-flying West Brom coming up, Allardyce knows his team are in danger of slipping into the bottom half of the table, but he thinks his players will bounce back with a better performance at United tonight. “The team did brilliantly when we drew against Manchester City and beat Newcastle, so let’s see if they can do it against Manchester United, Chelsea, West Brom or Liverpool,” the 58-yearold said. Another disappointing factor of Sunday’s defeat was that Mark Noble picked up his fifth booking of the season and is therefore suspended tonight.
Chelsea express their ‘regrets’ over handling of Clattenburg racist abuse complaint CHELSEA yesterday expressed “regrets” over their handling of the complaint of racist abuse against Mark Clattenburg. The European champions issued
a joint statement with referees body Professional Game Match Officials Limited and the Premier League in which they admitted that they should have “given more
consideration” before making their allegation public. The Football Association last week decided to take no disciplinary action against Clattenburg following
an investigation into Chelsea’s allegation he used “inappropriate language” against midfielder John Obi Mikel, while the police also shelved a probe into the matter.
The only plus point from last weekend for Allardyce was that Andy Carroll ended his 1,062-minute Premier League goal-drought. Allardyce hopes the £35million striker, on loan from Liverpool until the end of the season, now starts scoring on a more regular basis. “One of the things we have been really good at has been providing service and opportunities to lots of players to score,” Allardyce added. “Our problem has been everyone, not just Andy, converting those chances. I hope he kicks on now.” Allardyce also has doubts over left-back George McCartney, who suffered an ankle injury against Tottenham, while Yossi Benayoun’s persistent thigh problem means he will once again be missing tonight. West Ham’s injuries mean Allardyce may be forced to enter the transfer market in January.
